victims at a vta facility. the sheriff saying the shooter is no longer a threat. >> it is an on going investigation. we have multiple agencies helping us out. the suspect is confirmed deceased. i won't go into details and with regards to the suspect, i don't have that information yet. vaughan joins us from california. the public service officer said we may have more information within an hour. >> there are a lot of questions we hope to get answered from the santa clara office within the next hour. this was at the santa clara vta.

this was a maintenance yard. to give folks an idea what we were talking about. this is the transportation authority that operates the santa clara county public transportation system. the bus system, the light rail system. also a major playing in the cal train system that runs through. we heard that hundreds work inside this facility. we do not believe this is a place where the public is able to get access to those sites. but we believe this is a maintenance yard. there are multiple casualties and injuries and among those injured there are vta employees. others we are told were evacuated from the scene. we do know the shooter is down. we do not know how the shooter

died at this hour, whether at the hands of local law enforcement or whether this individual took their own life. but we know that there are multiple law enforcement agencies on scene now. san jose is the third largest city in california. this is right next to the heart of silicon valley. apple headquarters is just eight miles away. google, 12 miles from the scene. this is the heart of santa clara. we know this is right off the freeway system. we know the shooting was at 6:30 a.m. local time. it is in the last two hours we have started to glean more details. we know employees were evacuated and we know they are among those injured. we do not have an exact

number -- the shooter is believed to be dead. there is not still a threat on the scene. you can see law enforcement from other agencies are there at the scene. we know that the mayor of san jose put out some tweets sending his condolences. i believe we have one of those up. this is his second term, seventh year in office saying -- >> so more answers coming as we continue to look for more

answers. >> please stand by. i am sure we will be talking throughout the hour. i want to bring in jim kavanaugh formerly of the atf. you heard vaughan layout what we know and don't know. frankly, we don't know much except this facility was evacuated and there are casualties. he was saying there are multiple law enforcement agencies on scene. what do you expect is going on as officials try to sort through another horrific mass shooting. >> once the suspect is in custody or dead, they attend to the wounded immediately. that's why the ambulances are there. then they will be wanting to secure the perimeter which we have seen a lot of uniformed deputies be moved in. they are scouring his vehicle or how he got to the place to sweep

it for bombs or use bomb sniffing bobs. he could have taken a cab or uber. they also want to see his residence and see what's there. unfortunately, sometimes these start at home where they kill family members or plant bombs or booby traps. then they go to seek revenge on co-workers or domestic violence issues. they will be doing that today. detectives and state agencies will be interviewing neighbors, co-workers, putting this back together. this will be a large crime scene. although the suspect is deceased, they will want to get answers for the family.

>> you talked about who this person may be. and we still don't have identification there yet. but this is a place of work for many of these employees. they were employees of the vta control center, the valley transportation authority. talk about what might motivate people. we can talk about mental illness as well. as we try to figure this out. you have done this before, what are you thinking? >> the detectives will look at a psychological autopsy, they will go back on the shooter, murderer in the last three to six months and find out what is going on in their life and what happened here. you hear the answer he snapped. people don't snap.

they build up to things, get grudges, seek revenge, slowly build up to an attack. >> jim, sorry to interrupt you, but we have latest news from the ground. >> we watched them walk from the vta maintenance yard to the sheriffs department which is next door. if you have a loved one who works at the vta maintenance yard and are looking for information, that is where you should go. we are trying to clarify if they are going to do the unification at the sheriffs department or county building. for now 55 west heading is where you can find your loved one and get more information. that is the sheriffs department at north first and west heading. we expect we will get more

information within the next 20 or 25 minutes or so. the sheriffs department will provide an update. they were the first agency to respond we believe although this is happening in the city of san jose, the sheriffs department provides security for vta. >> we were listening in to our affiliates on the ground reporting there about how family members who may have been lost in this shooting, to find their loved ones. i want to bring in the former public safety director for dekalb county, georgia. mr. alexander, thank you for being here. as we were hearing from our affiliate on the ground, this

requires broadcasting to the community, where loved ones can be reunited after this tragedy. she was telling us how the ser i was department is involved in protecting the building and authority. as someone who has run these safety situations in the past, what is is that sheriffs department doing now? the officers have to be devastated right along with the community. >> certainly so. you will have a large quandary of officials who will be part of this crime scene. i can only imagine that the sheriffs department will secureness support in securing this scene in providing whatever resources available. interesting information about this case, limited information on the front of this, which suggests to me that they will probably have a lot of

information when they go up to do a presser. i think it's important at this point that we stand by. i don't want to be too speculative, but i want to go to one point you asked your other guest and that was the question around mental health. we have issues across the country. people have been under a great deal of stress for a variety of reasons. that could have been a variable. it could have been a discontented employee, someone who came in from the outside, domestic related. i think we can suspect there will be injuries here. i think they are doing their very best that they can at this moment to try to secure this scene and make this scene stay safe so that the necessary personnel can provide whatever medical care they can there on the ground and hopefully injuries are not any worse than

that. but we are going to find out here pretty soon. >> we are. joining us now to talk about it is congressman ro khanna whose district is where this is unfolding. i have spoken with you often about politics. i am sorry to be on the air with you talking about the devastating tragedy unfolding in your home area of california. can you tell us what you know from speaking with authorities and help us understand about where this occurred and the place we are talking about right now. >> thank you, casey. it's heartbreaking. i'm sick to my stomach seeing this happen at vta. they are public servants. they help our public transportation, not just in san jose, but surrounding cities in silicon valley, run and operate.

they do so not for high pay. i spoke to the mayor this morning. he is equally outraged. we are all waiting to get the facts and see what needs to be done. we are now thanking our first responders or doctors or nurses caring for individuals injured or grieving. >> the house is not in session this week. tell us about what you had been planning to do today and how you are going to continue to respond to these events as we learn more. >> well, i'm back in my district, as you know. i just had a series of meetings planned with homeowner associations and mobile home parks. i am waiting with the mayor.

i have offered whatever services i can to him. we have offered health care facility and waiting to see what facts emerge and what we can do. my main thought is with the grieving families and vta and the entire vta family. it is an unspeakable horror to go to work, be doing something where you are serving the community and to have someone come in and open fire and start killing people. it's unimaginable, the horror. >> very quickly, sir, have you heard either from house leadership or anyone about what happened in your district? >> i have had members text me. i am sure house leaders and the white house will respond. right now people just want to get the facts in on the ground

and do whatever we can. the first responders have reached out to vta and seen when it would be appropriate to offer whatever comfort we can. after that we have to look at the facts and what we need to do in this country to deal with this violence. it is heartbreaking today for me and people in my community. but we have one of these things happen every couple weeks. you have people on the air and we grieve and we seem to have these happen again and again. as a country we need to figure out how to deal with this. >> just a devastating day. congressman, thank you for taking time to talk about your community. joining us now is pete williams. what have you learned about what has gone on in san jose? >> all indications has been this is a workplace related shooting.

about four out of every ten mass shootings in the united states are at a business like this. this is apparently fitting into a pattern. there are reports that this started at a union meeting. shots were fired about 6:30 this morning. we don't know anything about the shots other than it was someone connected to the rail yard, a current or former employee is the best information we have. in terms of the number of people killed, there is some preliminary information out there, but those preliminary reports are always wrong. less than ten it appears to be at this point, but precisely how many we don't know. >> pete, as you report this out, can you help us understand about

how authorities will start looking into this. the fba, are they involved? >> the fbi may be involved to do some work with reconstructing the scene. there is no federal murder charge so the jurisdiction is for the local officials, santa clara sheriffs office, the local pd. this is near the santa clara sheriffs office there. they may ask the fbi for forensic help to reconstruct the crime scene and do background work on the suspect, but this will be a local investigation. they will want to interview peep who work with this person, find out what was going on in that person's life. get a search warrant, search the person's house, talk to relatives and family. this happens so often now that

the stability between israel and gaza. what are you hearing on the ground about secretary blink's work? >> it is such a split screen. here he is with king abdullah so important to the cease-fire. there will be a news conference. and will be staying the night and coming back tomorrow. i stayed behind to talk to some of the people in the neighborhood. there are protests in the neighborhood to what they see as israel occupation in their

historic areas that have been there for generations. and this after so many deaths and destruction prior to the cease-fire. this is what i found. >> palestinians saying youth come and join us. this neighborhood is precious. they want the evictions to stop. >> it is just words. i think blinken is very well aware of what's happening and is very well aware that possession of this settlement is taking place. yesterday blinken said palestinians should stop shooting rockets. >> blinken should intervene, do something. just talk will not prevent

occupation to evacuate palestinians and owe press them. it is time to intervene. >> the first question i was asked when i got here, what did blinken say. they want to know what did u.s. secretary of state say about the threat they are going to be evicted from their homes. but blinken is not here. he was already 572 miles away holding meetings in egypt and now on to jordan. while in east jerusalem the protests continue to simmer. we don't know how this started, but we saw a 15-year-old boy getting beaten and then carried off by police. people are saying leave him, he's a child, he's a child. as the jewish settlements expand, the palestinians are getting squeezed out. >> let me ask you this. blinken said there should be no more evictions, no more demolishing homes.

what does that mean to you and the neighborhood? >> we hope that this statement will be good. we hope the israeli government, the administration, will listen to the americans. >> and the man you saw there, he said this has all escalated in the last four years under president trump because president trump embraced the netanyahu policy of expanding the settlements and shrinking land down to 13% of what was jerusalem and shrinking the land to even have a capital. that was not the case until the administration of donald trump. that is what the biden administration is trying to restore. the chance, the hope of two states. trying to get back to the

underlying conditions. but until he can do that, he has to make sure that the cease-fire holds. that is what he is trying to do in his trips today to egypt and jordan, trying to shore up support. but here in the neighborhoods the people are saying where is he, what is he doing. that is less apparent. >> you mentioned visits to the other states and that is driven part by the fact that the palestinian authority has been a relatively weak actor here and you have been reporting that hamas has been strengthened in the wake of this. how does this impact secretary blinken keeping the cease-fire? >> the palestinian authority has been weakened, sidelined by the trump administration. it has endemic corruption.

there are israeli claims that the palestinian authority skims off the top of any international money that goes in. so the trump administration zeroed out historic support through the u.n. they closed the consellate. it is being reopened, but step by step he has to rebuild what has been decades of u.s. policy. that will take time. there may not be that much time. what is happening here on the ground is the possibility of another eruption. both sides agree about that and they are afraid that could trigger another cycle of

we are about to learn potentially more about what has unfolded. but bring us up to speed about the tragedy that officials told us unfolded this morning. >> we are hearing there are multiple victims here including the shooter. i am going to have our cameraman zoom in to the command post. this is taking place at vta, the main transportation hub. we are close to downtown san jose. we hear a shooter opened fire. we have helicopter view we can show you. we heard the call came in about 6:30 this morning. the sheriff told us he was deceased. we are hearing there were multiple injuries, and sadly,

tragically, multiple tragedies. to give you a lay of the land, the vta command is right next to sheriffs office. that's where they are asking family to go there and if people have information. we are supposed to have an update in minutes. the last time we got an update was about an hour ago. that was a preliminary update. still working to find out what kind of weapon, more about the shooter and why this area was targeted. the sheriffs office says there is no more threat in the area. >> stand by for us as we wait for that conference. we are joined by retired fb arch

who ran the shooters program for years. thank you for spending time with us on the phone. this is something we have done, unfortunately, far too many times. the fact the fbi has this program in place is evidence of it. walk us through what they are doing on the ground, what someone would be grappling with if you were on the ground in san jose now. >> absolutely. what people want to know right now is how many people were killed and why this happened. the police are going to be working on both of those questions. we will get the answer to one of those shortly. the answer to the second one, why it happened, will come over time. law enforcement are doing a group effort.

fbi might be doing the bullet trajectory and the evidence on the scene. the reason they may do that is because it frees up the sheriffs office to do investigative interviews. all of the agencies will divide up what the responsibilities are and those will include investigations. those include interviews at the scene and making sure all of the evidence is collected. the evidence isn't moving, but the people are. so they want to make sure they take care of the victims and survivors and families. they will try to backtrack the shooter, where he came from, why the shooter did this, what was he doing yesterday, where did the weapon come from, what is at the shooter's house, what is on his social media and commuter. a rare chance he is not an employee or former employee.

almost all of these shootings, as we saw in april at fedex, nearly all of these are disgruntled employees. >> it was reported that this being another workplace shooting. what types of motivations have we typically seen? firings or other issues in the workplace? what drives people to do these kinds of things. >> by far what you pointed out, by far the largest number of workplace shootings have to do with employment issues. in the research i wrote for the fbi, it was people fired, the day of their firing or day after they are fired, they come back with a weapon. how we handle our employees and choose to dismiss an employee should be utmost in the minds of business owners as they watch

this unfold on your screens. they can help prevent this from happening. >> officials seem to be gathering. it was announced this would be 12:30 eastern time, 9:30 local time. we got initial reports that this started to unfold about 6:30 in the morning california time. if i have to jump in because we hear from these folks and cut you off, please forgive me. officials trying to explain to the media and families what happened, what is the goal of these officials in this moment as they try to grapple with this? >> the foremost reason why they want to hold a press conference is they want to set the community at ease.

in these, you are trying to divide and conquer who is responsible, who is going to make the political speeches, the commentary speeches, the mayor, congressman, who is going to say our community is safe, we are going to work on this. at this press conference we are going to hear what they plan to do prospectively and what they anticipate they need to do. law enforcement is focused on the investigation. there will be one person who will be the key point person from here on out. and you will have all of the individuals who bring up the shootings that happen and those conversations that have to happen at these press conferences.

>> stay with us a moment. i want to go back to a law enforcement analyst. cedric, we expect to hear from the mayor of san jose at this press conference. as someone who has worked as a city official in these kinds of contexts, what do you expect to hear from the mayor in a few moments? >> i think we will hear condolences to losses and injuries sustained today. once we get past that point, it should be comforting the community that the subject is down and has been deceased. i think what people want to hear from the police leadership is to be given as much information as possible as to what occurred, who, what, when, where, how.

my name is deputy davis. before we started to we want to put out our condolences to victims and family members from this incident. it is a tragic and on going investigation. we ask for privacy of the family members until we get everything sorted. this morning at 6:34 a.m., santa clara county communications center received multiple 911 calls of shots fired at 101 west young avenue which is the valley transportation authority. upon receiving the call deputies showed up and learned there were multiple victims shot at the scene and multiple injuries and

multiple casualties. i can't confirm how many injuries there are. this is a tragic and on going investigation. we ask for privacy for the families until we can get everything sorted out. this morning at 6:34 a.m. santa clara communication center received multiple calls of shots fired call located in the area of 101 west younger avenue, san jose which is the transportation center for vta. upon receiving the calls, deputies showed up to the scene and learned there were multiple victims shot at the scene and there were multiple injuries and multiple casualties from this incident. i can't confirm how many injuries there are or casualties. this is a fluid and on going

investigation. we are still collaborating what happened. the suspect involved with this incident is deceased. i am not going into what was the cause of death, but he was deceased. we want to ensure public safety for our community out there and public safety is assured. we are doing our investigation to see what happened and transpired. we had multiple law enforcement agencies that responded to the incident including multiple fire personnel that responded as well. we initiated our active shooter protocol through santa clara county including fire department and rescue task force. that's all of the information i have at this point.

>> could you describe the facility, how many employees work there? >> i don't have the number of people that normally work there, but it is early in the morning but it is a light maintenance yard where light maintenance is done on vehicles. and it's where vehicles with dispatched. >> i am the mayor of the city of san jose and serve on the vta board with chairman hendricks. this is a horrific day for our city. it's a tragic day for the vta family. and our heart pains for the families and co-workers. because we know that so many are feeling deeply this loss of their loved ones and their friends.

now is a moment for us to collect ourselves to understand what happened, to mourn, and to help those who have suffered, to heal. that will be my foreseeable fut. my attention will then be immediately turned to insuring we do everything possible to insure this never happens again in our city. and in the next 48 hours, i will be back in communication with you to talk about what we have been working on over the last year and a half and what we intend to do in the weeks to come to insure that we never see a horrific tragedy like this again in san jose. we are in a very dark moment, but i am heartened to see the response of the vta family coming together to help their

president, who is also very emotional in his remarks and announced that they're going to be suspending light rail service on the vta this afternoon. i want to bring back cedric alexander and catherine once again, our own lindsey reiser is also on the scene there. but catherine, let me start with you and ask you about the rescue task force that came in. we heard from officials, that's one of the few details we got about how this all unfolded. that there was a rescue task force that went in that extricated people who were inside. what did you learn in listening to the officials about what happened? >> yeah, we heard the mention of the rescue task force. it's probably a term that's not known to a lot of people, but it certainly is a turn that's known to a lot of law enforcement and it's really an idea that started in some different areas but certainly in arlington, virginia, i live in the washington, d.c. area and it was

a brainchild of law enforcement and fire who talked over time with the idea that, look, if we can get in to a shooter, in to a shooting scene and maybe i back up and just say, one of the things when we talk about why don't we know exactly how many people have died or how many people are injured, that's because we want to protect the scene, and if somebody is deceased at the scene, people just don't walk in. law enforcement and fire, you don't walk in and walk all over the scene. you protect the crime scene for the dignity of the individuals involved. and for the protection of the potential lawsuit cases, which might follow. but most, of course, importantly for the dignity of the people who suffered injuries in these cases. so that's why they don't necessarily have numbers. on the other hand, even though you don't want to disturb the scene, of course, you want to get to where people might be injured, and you want to get medical care for them.

so in the law enforcement world, you have cold scenes, hot scenes, and warm scenes. the hot scene is where there's a shooting going on, there's a danger to somebody immediately. the cold scene is outside, far away, where everybody is safe. the warm zone inside is where rescue traffic crew goes to, because a warm zone inside allows -- it's a possibility that it could turn into a hot zone. and you don't want to send fire and emergency management into a facility when you might have still a shooter or even perhaps a bomb that's been placed or something like that. so you send them in, in a rescue task force form, which is a combined law enforcement, fire, ems, where the law enforcement, the job of law enforcement is to protect, protect the people they're taking inside. so it's a different mission for law enforcement. the law enforcement goes in ahead of fire and ems, and all they do is focus -- all fire and ems is focus on taking people

out who are injured immediately. you go in, you extract, you come out. that's what a rescue task force is. it's something law enforcement knows but maybe the public doesn't know about it. >> very much appreciate that explanation. cedric alexander, let me go to you. as we listened to this news conference where, again, we didn't learn too many new details. just a few about how this unfolded. we had the mayor say, though, we're in a very dark moment. gives you the sense the more information that we may learn, the worse it may turn out to be. >> well, that certainly is possible. i think that that community there in san jose certainly is very much in pain, certainly at that site. and those that are on that scene. no, we didn't glean very much from that presser. however, that leads me to believe, however, that what may be going on there is that they're still trying to make sure that they follow all necessary protocols in terms of

respect to the families and those that may be injured and those that may have died in this unfortunate incident. but i think as time goes on, maybe later this afternoon, we'll learn more about the number of casualties that occurred there, more about what happened. but at this point, they certainly are being very vague in any description of what may have occurred. but we also have to very sensitively also keep in mind they're probably struggling with a great deal. this is not something that happens in your community every day. and as you heard there from the head of the vta, who appeared to be very disturbed, and had a hard time really struggling through that presser, our heart goes out to them and to the families of those that are affected by this today. but it is clearly it's going to be very important for the

community at large there in san jose and across this country to learn more about what happened here this morning. and hopefully we will learn so, but i think in terms of what they may be experiencing at this very moment, we have to be a little patient with them because here again, this is tough for any city, any community, and it's something you just never get used to. >> we absolutely cannot, despite how many times it's taken. lindsey reiser, let me get to you quickly as we wrap up this hour here. you sue some workers leaving this facility. i can't imagine how devastated they must be. >> kasie, they were visibly shaken. they were distraught, we can only imagine what they have been through today and what they're going through now. we saw a few dozen walking along, really two at a time in a long file of a few dozen walk from that facility right here up these steps, right past me, and

into this county administration building. now, we did ask a few of them how are you doing? are you okay? a couple of them told our producer, chris, they were told not to talk to the media. the rest didn't want to say anything, of course. understandably, very distraught. but we're still working to find out more. kasie, as you mentioned, not a lot of new information from the press conference. we did learn the suspect is male, and your guest was just talking about really how shaken that vta official was in that press conference. i heard it, too, i'm sure we all did. a horrible day here, but we're expecting to get another update in the next 30 to 40 minutes. >> lindsey reiser on the ground for us in san jose, thank you for that. again, we have been covering yet another horrific mass shooting here in the u.s. and we're set to learn more about what has unfolded here in just about 30 minutes or so from officials on the ground. that's going to do it for this
