he also caught the eye of hip-hop mogul jay-z, who signed him to his management company roc nation. there were red carpets, celebrity friends, and one very high-profile romance with hip-hop star nicki minaj. with stardom came new connections to powerful people. like michael rubin, a self made billionaire and co-owner of the philadelphia 76ers. the two met at a game and instantly hit it off. what was your first impression of him? >> my first impression of him was actually, man, you can't judge a book by its cover. he's kind of a hard-core rapper, they have this -- but this guy was asked me so many great questions. he kind of reminded me of. myself >> the two were an unlikely pair. two sons of philadelphia, with

dramatically different upbringings. >> did you come to think that maybe there's too philadelphia's? there's the one you grew up in and the one he group and? >> so, whether it was to philadelphia's, whether it was two worlds, the way he's been treated and the way i'm treated, far before the business success i've had, are completely different ways of being treated. >> rubin says he had never been in trouble with the law but meek had. he told rubin he had been on probation for years. he said we're going to this place the regatta, and atlantic city. he says i'm not going. i said do you need a note from your mother? he said no, i'm on probation. >> in november 2017, meek was on the way to court for a probation violation. michael rubin went with him. >> the probation officer literally got up in front of me and said all kind of great things about meek mill and they recommend no sentence. and the district attorney got up and said, we recommend no

sentence. i looked over at the table and said, i don't get it, why are we here? >> but the judge said, meek needed to be punished. because he was out following the rules she set for his probation. she brought down the hammer and sentenced him to 2 to 4 years in prison. >> and when she said 2 to 4 years in state prison, i looked up at meek, and he may not want to admit this, his eyes turned red and tears started coming out his ice. i started tearing up and crying. i looked at him and said, i got you. like, i'm not going to stop until we fix this together. >> coming up -- meek mill back behind prison walls. >> what's your life like there? >> what's [inaudible] [inaudible] that covers heartworm disease,

and harasses hundreds of thousands of black people every day. >> when i read jay-z's "new york times" op-ed, that's when they realize how serious it was. the hopefully this is the turnaround time we address the issues in which some black men are -- >> meek has been thrown into prison for many saw us petty offenses. he was recently arrested twice. once for an airport scuffle. and once for popping a willie on a new york city street. both charges had been dropped. but the judge has sent him to prison anyway. michael rubin struggle to wrap his hand around it. >> put bad people in prison. put murderers in prison. but rapists in prison. don't put somebody in prison because a technical probation violation. >> meek was sent to this present to serve out his 2 to 4 year sentence. i first spoke to him by telephone in april, 2018. what's your life like there? >> like a caged animal,

basically, right now. it's jail time. i don't know it, gets no worse. >> why was meek even on probation? it was for a crime that happened years earlier when he was 19. >> on the night of january 24th, 2007, he was walking out of his cousins house. a gun in his waistband. when he says, agree charger -- [inaudible] jumped out. they were acting on an officer's claim that he had seen meek the day before, sell drugs down the street. >> and they're screaming, police! i ducked behind a car and put the firearm on the ground. they ran upon me and tackled me to the ground. and like, these on my head, put the custody behind my back. and barr to me through the front door. they bar to me through the front door with my head, basically. when i came in, it was brutal. akot brutal. there was blood everywhere. i got knocked out about 3 to 4 times....

>> she's haven't sentenced him to 11 to 23 months. [inaudible] >> i look at that and think, is sounds to me like she did it unfair. >> it was at the jail sentence that was imposed. it was the anonymous amount of probation that was placed on top of. it >> eight years of probation. judge brinkley would keep meek on a short leash. requiring him to follow the courts rules. among them, random drug tests, travel restrictions, and he had to submit his travel schedule for court approval. any misstep, called a technical violation, would send him to prison. so, why exactly is a technical violation of one's probation? >> a technical violation can be anything. it could be being late for a

curfew. it can be being out of the jurisdiction. it can be something as minor as not being on time for a probation meeting. in november, 2012, she banned meek from 24 month. after he was arrested for suspected marijuana use. but never charged. in 2014, she sent meek to jail for 3 to 6 months. for traveling without permission and testing positive for opioids. an added more years to his probation. and two years later, she slapped him with house arrest, without permission to work for 90 days. again, for travel violations and giving a fake you're in simple. and again, added more years to his probation. a lot of law-abiding people here would look at this story

and say, technical are they're a lot not, the rules were laid out. you knew what the rules of law-abiding -- were and you violated it. how do you respond to that? the rules were violated them. >> we've never made excuses for anything. when people are put on probation they're expected to topple line but when you put someone on a tight rope. not probation. for their entire adult life that going to follow. >> according to the bureau of justice statistics in 2017 nick was one of a staggering 4.5 million people under parole or probation supervision in the u.s., a third of them are african americans. >> two americans during horrendous crimes and getting away with that. just just on our side of america. >> but he said to me it was fascinating, he said michael, there are two americas.

michael, those american there's black america. i've gotta tell you something. he was right and i was wrong. so while the rapper sat in prison serving his 2 to 4 year sentence for a probation violation investigator looking into his original conviction was about to make a discovery that could change everything. >> household was the case against 19-year-old mcneill? a key witness comes under scrutiny. coming up. >> the only witness against me was the police officer who arrested him. i distinctly remember him saying we arrested this kid. we beat this kid. we ripped a roll of braids out of this kid. when dateline continues. when dateline continues.

in some ways, mcneill was lucky. unlike many in the probation system, he had money and powerful people working to bring him, including billionaire, michael reuben. >> look, there has been a huge group focus on this every single day. people are talking dozens of times a day. fighting for him. we all felt so personally appalled by what had happened. >> luke kim as a investigator who joined a team at ribbon and rock nation, he spent months combing through documents, tracking down witnesses.

>> they only witness against meghan has criminal trial was the police officer who arrested him. his famous richie graham. >> urging grandma served and philadelphia's narcotics field unit. the investigator tracked on a former officer who worked with him for years. >> we worked in the squad. we talked every day. >> he wasn't involved with me mills case but remember graham talking about his arrest. >> i remember sitting at my desk. and reggie graham and i were dewy paperwork. we were all talking. and reggie graham was talking about a kid named miguel. i distinctly remember him saying that he arrested this kid. he beat this kid. he ripped me rolls-royce out of this kid. >> he said he was a dirty cop and he should know because he was one as well. >> i participated with reggie. in one particular job in 2003

were i watched reggie fabric evidence. in 2013 reggie was -- first time many from a drug dealer. an ex exchange for a later drug -- testified against fellow officers. so for his information has led to more than 1000 overturned convictions in philadelphia. and all cameras learning more about what's going on inside the police department at the time. and specifically, about reggie graham. in the middle of 2008 or two graham is a testifying witness for the commonwealth of pennsylvania. which suggested to us that prosecutors had some doubts. about his credibility. >> too unreliable to testify.

how did that affect meat meal in this case? >> one of the things that our investigation has uncovered were there were doubts about guns eligibility going back to the time when mick was arrested -- we know this because graham failed a lie detector test about conduct that occurred before weeks arrest. he also learned the philadelphia police internal affairs unit investigated graham and found that he committed theft. he was never charged. soon after he retired leaving the force and philadelphia. >> we identified where russia graham is now living and i flow down to see him. >> he did make plans to reach

wrong here. if anything, she tried to help mcneill. >> judge brinkley believes that what she has done this proper. she has given him an off rope to help hank himself. she didn't give him a severe sentence to begin. with give him a chance. not just seeing the chants and said okay. i want to serve the sentence that you should've gotten in the beginning. >> after being turned down by judge brinkley, meeks attorney has filed a motion with the pennsylvania supreme court asking that he be released for prison on bail. >> the system has really failed him at every step of the way. and it has really set him up for a situation where he was destined to fail. and he was destined to be thrown back in jail based on minor technical variations. >> meanwhile, max friend, michael reuben kept the case in the headlines with a parade of high profile criminal visits like with patriots burn owner, robert kraft.
