good evening. welcome to "politics nation." tonight's lead, the crisis continues. russia's invasion of ukraine is now in its fourth week, and as the fighting intensifies, the humanitarian disaster is

deepening. here's the latest. russian defense officials say today they used a hypersonic miism for the first time. it put out a video of what they say is an underground weapons warehouse they destroyed, a little less than 400 miles west of kyiv. nbc has not independently verified this. in a video released today, ukraine's president zelenskyy called for meaningful peace talks with russia, saying, quote, it's time to speak. it's time to restore ukraine's territorial integrity. the u.n. says one in five ukrainians have been displaced. more than 3 million have fled the country, half the them children. meantime, the u.s. and nato are increasing their military mobilization in eastern europe.

defense secretary lloyd austin announced today that the u.s. will provide a striker mechanic infantry company. it's being led by bulgaria with 1,000 troops under united supreme commander europe president biden is warning president xi they would face congressing. the two leaders held a nearly two-hour video call yesterday to discuss the russia/ukraine conflict. joins me now is ali aruzi. what can you tell us about the state of the city you are in? >> well, reverend, this is a city that many of the displaced

people are coming into, and it is being traditionally a safe zone, but yesterday morning, at about 6:00 a.m., the air raid sirens went off, about 15 minutes after that. there were three or four loud explosions, and the skyline of lviv had a black plume of smoke floating over it. we learned the russians had hit an airport maintenance facility on the outskirts of lviv, only four miles in the industry center. that's the closest this war has come to lviv. the russians have opened up fronts on the north, east and south of the country, but lviv here in the west of the country has remained relatively unscathed, but that appears to be changing right now. last week the russians hid a military base close to the polish border, and now they have hit pretty close to lviv's city

center. >> that's change the dramatic that made people more nervous. the ukrainian affair said that the russians launch six cruise missiles from the black sea at the airport maintenance facilities. it now shows that the russians have broadened their campaign west, and they're ready to hit infrastructure to make sure that the ukrainians can't get their aircraft in the air. as i mentioned, this is meant to be a safe zone. people have float horrific conditions in the east of the country. they thought they would be safe here. it is relatively safe here, but it's made people nervous. we spoke to a ukrainian

journalist who had leave kyiv, because the bombing had become very bad. she was a bit rattled by this latest attack. let's listen. >> i was asleep. we hear a siren, and my -- i live with my friends, and they come to the basement, but i don't -- because i think, oh, okay, a siren, but no explosion, so what's the -- but, um, half an hour i hear sounds like bomb, bomb, bomb, and i thought, okay, i think that lviv is the most safe place, but also there's no safe place right now. >> that is the point, people

think lviv is the safest place, but they're not sure what's going through vladimir putin's head, and how far he'll take this war and the fear is if lviv gets hit, if lviv becomes a target, so many of the displaced people that don't have anywhere else to go will be in very desperate situation. >> all right. thank you to nbc's ali arouzi reporting live from ukraine. joining me is senator bob casey, a member of the select committee on intelligence. senator, president biden warned chinese president xi jinping on a call on friday there could be consequences if china offered, quote, material support following the invasion of ukraine.

how receptive is china from pressure from the united states? could this make matters worse? what role does china play in resolving the ukraine crisis? >> reverend al, great to be with you. i don't think there's any question that panic plays a substantial role. some people have described the relationship between the russian president putin and chinese president -- as -- there's no question that it plays a role. i hope they would, because china has repeatedly said in the past they don't support another country violating the territory of another. i hope they would live up to that. we've had our differences, but -- especially with the chinese communist party with regard to their economic strategy that sometimes pushes

aside and disadvantages our workers and our companies. i hope this would be an instance where china would join the international community, the broad consensus, probably 95% of the world unified against this russian aggression. >> you policy it is both global and -- what is in china's self-interest that president biden and nate ooh allies could bring to president xi to say this is why in your interest to help resolve this. >> i don't want to get ahead of the president, and our allied partners to try to predict what they might do together, but there's no question that china is very much integrated into the

international economic system, in all kinds of ways. i don't think they want to be put at a big disadvantage when it comes to the markets that they have access to right now. they have great access to markets all over the world. i don't think they want to be on the outside looking in. this is in not in china's interest to go part of this aggression. they know this war was unjustified, but they also know it's not going real well for mr. putin. i think they should reassess if they're considering provid prov him with any kind of support. >> democrats and republicans are in agreement that president putin should be held accountable. meanwhile,y blinken is calling for quick confirmation of nominees that are vital for

helping ukraine against the battle, but some republicans are stalling the process. this comes as more than two dozen senate reps are demanding president biden for more aid after voting for against nearly $14 million in assistance just last week. are republicans all talk when it keeps to helping out the ukrainians? i mean, what is your response to their action? >> well, reverend, i'm glad you pointed that out. that was almost completely missed by the national media when republicans voted that way. it was outrageous. they voted against the spending bill, which is a much bigger bill than the ukraine support, but $13.6 billion as you pointed out, and 31 republicans senators, i don't even know the number in the house but they voted against support, voted against all the weapons we're

sending, all military and humanitarian support. and they go out bit the great speech by president zelenskyy and they trash our president in their efforts to try to align themselves with zelenskyy, president zelenskyy, a brave, determine leader on the world stage, and they voted against him. 31 of them. 31 out of 50 republican senators voted against him when they voted against that military support. we've got to point that out. it's good we're in a more unified posture when it comes to mr. putin, as opposed to the four years of president trump, when republicans accommodated president trump while he was accommodating putin, but they should have voted for that support. i hope on the next vote they'll support the ammunition and the weapons systems, the javelins, stinger, anti-aircraft missiles and systems we have in place to

take out russian tanks and keep the ukrainian advantage they've had since the beginning of the conflict. a lot of republicans are all talk and very little action in supporting ukraine, the people of ukraine and president zelenskyy. >> i noted that "new york times" opinion columnist bret stephens brought this week that vladimir putin got away with every possible violation of world order prior to this invasion. here is one part, quote -- we had the russian invasions of georgia, crimea and eastern ukraine. the russian carpet bombing of aleppo, the use of exotic radioactive and chemical agents against russian dissidents on british soil, russian interference in u.s. elections, and massive hacks of our

computer network, the poisoning of navalny. in short, did putin have any reason to think he wouldn't be able to get away with the invasion, end of quote. so why are we surprised with this war? are we at fall for letting putin go wild and not stopping him for the last five years? >> reverend, al, i'm a democrat. some might thing i would say it's all the other side's faults over the last four years or more, but i think all of us can examine or conscience, and ask what we morally ought to have down, but the last four years, under president trump, you had repeated instances where he was either the former president was undermining the people of ukraine or lifting up putin. look what happened on the world

stage in helsinki, finland, in july of 2018, when the president of the united states -- took putin's side over our intelligence community. if that's not a green light for putin, when an american president is genuflecting to him, i don't know what is. he had a lot of green lights over the last few years, but president biden and his administration worked for many months not just building support here at home, but all around the world. nato has never been more unify. the world has never been more unified. we have to continue that. this is going to be long, difficult and will cost us here at home, but we have to stop russian aggression. i think we can do the looking backward some other teem. we have to focus on what we're doing right now to stop this guy

and stop his aggression. >> president biden will be traveling to brussels later next week, nearly a month after the war has started. what do you hope is the outcome of this meeting. what do you make of the timing? should it have happened sooner? >> i think it's good that he's taking this kind of a trip, because, reverend al, you know better than i do, that sometimes in a debate or in a battle, when you're trying to make a point about unity and about determined effort, as president biden has made repeatedly as really the leader of this effort against vladimir putin, it's not enough simply to get the policy right. you have to send messages all the time. president zelenskyy has taught a lot of us how to deliver a strong, compelling, consistent and effective method.

it is joyful to see a child who is smiling. on friday, russian president vladimir putin was joined alongside his top media advisers for a rally, commemorating eight years since russia annexed crimea from ukraine. it was a media spectacle, reminiscent of a mega rally, but behind the scenes, there is

trouble brewing for putin's propaganda. it's two weeks since they halted programming in the u.s. el earlier this week, an employees at channel 1 in russia was detained after she ran onto the set on monday holding a sign saying "no war." joining me is julia davis, russian media analyst and columnist for "the daily beast." julia, you write friday's rally seemed to be hand crafted to fill a gap, appealing to younger russians, by using comparesens and impressions common in social media. can you explain to our audience how the kremlin is using the media to intentionally spread lies about the invasion of ukraine and how the public is perceives this propaganda?

>> yes, thank for you having me, reverend sharpton. they're using the media in a or wellian way, the russians are prohibited from even calling this a war, and facing potential criminal charges if they were to do that. they say this should despite the fact that the president of ukraine is a jewish man and there are no nazis in ukraine's government. it's always part of the reason that the putin's government cut off access to independent reporting and to the western media, to keep his lies

contained. >> they are an airs clip like fox news's tucker carlson and well-known elected officials. how should americans feel about it? >> and i have never seen anything like that. their dedication to translating, broadcasting clips from fox news. particularly his group of recurring guests is really something that's never happened before. the way it's unfolding, it's clean that his messaging, world for world is what russian state propaganda would state.

you're saying that russian tv, russian state tv is using people like carlson using their clips to say they're on our side. the media has been playing a powerful role in this. how do they reconcile this? >> it's really insidious. they show the clips from what joe biden says, calling him a war criminal, rightly, and then use clips by tucker carlson that says, even americans don't believe him. so we unfortunately have fox news here for what is right.

movement, also an msnbc political analyst. curt, first to you. president biden actually called vladimir putin, quote, a war criminal. this week. do you interpret this use of language, is it ratcheting up the rhetoric? is it a strategic move by the white house? how do you assess this? >> i think it's the president calling a person who he is. this is one of the situations where the president astutely looked at what was happening and says that anyone with reason, anyone with a brain, with a heart, he reached the conclusion and have already made as well. you know, we look and have to call things what they are. president putin is a war criminal. president biden was right to

call him that. >> david, this weeks with north carolina republican congressman madison call putin a thug. do you think there's a real split, or does congressman cawthorn -- >> it's a small element, but almost the loudest voice in the room. madison is not a serious representative. he has very little understanding of the geopolitical security issues going on right now in the world. he is somebody who chases headlines as best as he can as a young member of congress. i think the important voices within the party are the ones speaking out against the likes of cawthorn.

despite the differences of distrust, i do think it's important that they speak publicly arm in arm to condemn these voices within the republican party. the national narrative needs to recognize that vladimir putin indeed, as the president said, is a war criminal worthy of condemnation. >> curt, let me ask you the same question, how you see what cawthorn is doing. is it a small group, or a split in the republican party? we just talk with the guest about how russian media is even using fox news, whiches roms deal with, and using them as sort of their validators. is there a split in the party as well, or is it a fringe group and just some right-wing media that does talk a lot to the republican base?

>> well, whether i look at the right-wing media, they are the republican party, they are the spokes arm, the largest microphone for today's party. i think it's much more than a split than a small group of people. republicans have been doing this for a very long time. they are looking for any reason, any excuse to try to score political points at the expense of president biden and democrats. they're going to use at some point the global security, national security issue to try to beat joe biden with it. they did it with the war in iraq, they did it after 9/11, they did it with benghazi. they're going to do it now. there's an op ed in "the washington post," and how for three decades now, they have tried to position democrats weak on national security, position democrats as a party you should

be afraid of, that they can't protect you, and at the earliest opportunity they will try to beat democrats with this -- >> putin held a rally yesterday, tens of thousands were in attendance at moscow's largest stadium. this comes as "the washington post" reports that a new poll shows 58% of russians support the invasion of ukraine, and 23% oppose it. what do you make of putin's appearance and the message that he's trying to send? >> i think 2 shows the weakness. if things were going so well, he wouldn't need to put this dog-and-pony show. you only do that when you're actually behind. it remind me a lot of what we

saw from donald trump. when things went bad, he would go on the road to create an at atmosphere of success. i have to say, too, it's different when you control the information flow, when you're able to restrict what people can see. you are instructing them every day your version of reality, they don't have the same outs, the same choices that we have. those polls are less meaningful to me because of the dynamic at play. >> david, former governor of california arnold schwarzenegger published a passionate nine-minute video, message to russia. in it he's pleading with russian president putin to stop the war. he invokes the story of his father who served in the nazi

army, warning the russian troops has been who are following orders from putin, they may end up broken like his father. tang a listen. >> to the russian soldiers listening to this broadcast, you already know much of the truth that i have been speaking. you have seen it with your own eyes. i don't want you to be broken like my father. this is not the war to defend russia. this is an illegal war. your lives, your limbs, your futures are being sacrificed for a senseless war with contempt from the entire world. >> your thoughts if this has any impact? >> if it reaches enough people, it would. to curt's point, can the russian people actually receive this media?

it appears it's being heard by summer, but the strategy of the united states and the west is to economically cripple russia and create the political conditions within the country that ultimately lead to vladimir putin being desupposed of. well, if vladimir putin is controlling all access to the information, there's no reason for the russian people to rise up against him. if they hear messages like they're hearing from the former governor of california that has a certain stature within the russian community, perhaps it would be effective. i think it demonstrates, reverend, i mean this, the limitation of our strategy. we have decided for reasons of national security as well as the political footprint of the united states, that we are not going to evan gauge in more than economic sanctions or this type of truth telling to the russian people. that is the limitation of our current engagement, so the governor's voice is very welcome within that. >> curt, we have seen an outpouring of support from

ukraine from celebrities and pop culture. do you think it makes a difference? >> it certainly does in temples of how people here at home view this conflict. as we've been talking about for a few minutes, the information flow to the people of russia directly is so controlled by putin, we don't know how much is actually getting through to them. if a tree falls and no one is around to hear the sound, is that what we're dealing with? of course it's welcome. it's important, the awareness and education is on the rise here in this country, so that people around the world understand what's at stake, why we're sending resore, why they need weapons, what the stakes really are, but for the actual people in russia, whether or not they're getting these messages, that's kind of the x factor

here. >> david, next weeks lawmakers will have to walk and chew gum at the same times, with the confirmation here for the biden supreme court pick of ketanji brown-jackson. >> i don't think any of the three of us would expect it to look like anything from what we've come to expect from republicans. for republicans right now, having a nominee of this president is just campaign gold within the republican politics. i think you'll see republicans on capitol hill exercise some sort of manufactured outrage about the nominee despite the fact she's a remarkly qualifier jurist, who will ensure the court looks further like america.
