hey, everybody. good afternoon. following major developments in russia's war on crown. president biden wheels up any moment from warsaw wrapping up a visit to the region that ended with a major speech by the president. that speech coming almost simultaneously to the series of russian missile attacks on the ukrainian city of lviv. a place not far from the country's border with to land. the timing and the attacks hard

not to see as at least partly a message to the american president with a mess and to vladimir putin about his war. >> notwithstanding the brutality of vladimir putin let there be no doubt that this war is a strategic failure for russia. >> moments before that speech the president taking the stage there explosions rocking that western ukrainian city. right now first responders are fighting to get control of fires believed to be caused by russian missile strikes. we want to go to ali arouzi. we have been hearing multiple explosions and another air raid siren. bring us up to date. >> reporter: hi, yasmin. at about 4:30 local here, there

was a series of loud exploess on the outskirts of lviv followed by plumes of dark smoke which you can see on the screen right now. and we learned after that from the officials here in lviv that it was an oil depot that was hit by two missiles. and the fire started to rage from that pretty quickly. you can't see it behind me right now because it's very dark but you can see the dark smoke rising from there and there's a red glow above it which means the fire the still burning. a couple hours later there were two more missile strikes in a different direction to the south of lviv. and that according to the mayor of lviv hit a defense structure. there have been no fatalities reported but five people reported in the fuel depot strike and the mayor says no

houses were destroyed but the windows of a school nearby may have broken from the reverberations of the shock. lviv is meant to be a safe place. that does seem to be changing somewhat here. these are different to the attacks of a couple weeks ago because it was fairly isolated. at an aircraft repair facility about four miles from the center of the city and this is not a city under attack. this is not surrounded by russian forces. prema which you shall to say that the war is raging in lviv. that is not the case after missile attacks, the air raid siren warning went off. people trying to go home. after that now on air another

air raid siren came back to go back and hide and nothing happened since again but it does shake people up. people fled the east of the country under serious attack. you have seen the destrix and that makes people scared here. there are young mothers with infant children, elderly people who left brothers and husbands behind in the east and when the air raid siren goes on in the hallways of the motel you see the look of anxiety on the people's faces. wondering if lviv will end up like the battered cities in the east. it is a relatively safe place but they'll tell you vladimir putin is capable at anything and could change at a moment's notice. >> let me ask you about

logistics. do those air raid sirens go off upon contact or whether the missiles aren coming? >> reporter: in my experience they have gone off a little bit before. good ten minutes before you hear the explosions. so obviously the ukrainians have intelligence, they have the radar and see something coming and the big strike that would happen at about 4:30 causing the smoke and the fire burning at the depot was an air raid siren good ten minutes before it. you are getting a good warning. that's happened every time the outskirts are hit with warning before they have come in. maybe some -- you hear the sirens and maybe things have been intercepted and you make a

position. it is not. a white house official clarifying that president biden was talking about his disdain for the actions of president putin and the leadership cannot be tolerated in the 21st century and not suggesting that regime change is the policy of the u.s. government. the president's anger and true disgust for what president putin has done in the last month clearly came through in this speech which also had elements of a pep talk as this war is entering the second month. president biden trying to make it clear that the steps are working. he said the russian economy is in shambles. the ruble is like rubble. they have a brain drain from russia and the steps to take militarily to try to help the ukrainians have been fruitful in enabling them to put up much

clarity from the white house. putin cannot exercise power over the neighbor or the regions. he was not discussing regime change. talk to me about what you make of that moment and the speech overall. >> the speech overall as you characterized it correctly was very powerful. it was also delivered in a high emotional way. a very, very poignant way. a very powerful way so he clearly was determined to let europe know, poland know, let ukraine know and let mr. putin know he feels very strongly about this. your point -- it is a good question about the last line. there was no indication that i could see that this was not part

of the speech. i mean, it was -- he gave it very directly and determinedly. >> seemed unscripted. it did. >> it was right there at the end. but it went very smoothly from the rest of the speech. it was not -- it was a change, of course. it was a change but it was -- it was clearly heartfelt. >> ambassador, we are not directly going to be hearing from vladimir putin in the next few minutes or so but we did somewhat hear from him just five and a half hour drive away, bombs dropping in lviv, a space supposed to be relatively safe in this war. we were part of ukraine where so many ukrainians from the east fleeing to to seek refuge and safety and now it seems that

city being attacked. i cannot help but think this was a direct message to nato, and to the president of the united states from vladimir putin. >> the other thing is, yasmin, a demonstration that this -- that this strategy that the russians put out yesterday that they were going to start now focusing on the east, the eastern part of ukraine. that that was the real objective. it wasn't kyiv. it wasn't the west. you are exactly right. here are four or five direct hits on lviv in the western part of the country. clearly the strategy has not changed. clearly this was not lie from moscow. so this was a message and we take the message. we understand. they're still after the country.

speech was powerful but unfortunately we have heard in this speech what has been done but not what is going to be done so there was nothing for ukrainians. trust me. every ukrainian probably is watching this speech trying to get at least two words. the air defense system or the jets or at least the no-fly doan. there was nothing new that was done previously and president biden did seem to be committed to support ukraine in further actions but the message to stand with ukraine as long as it has to be done means this is going to be a very long war for us. and unfortunately if we are not getting the air defense systems and the jets which means creating our own no-fly zone. we have not asking for boots on the ground or soldiers to fight with ukraine why that means he will continue to shell the

cities with the missiles like today in lviv and that was a very good example of how you can negotiate with putin because yesterday they came up with a statement that it's only the eastern part that will be focusing on and this is the new strategy. it seems it is not. that was a message to president biden. because he was 500 kilometers that was shelled today. i will as far as i want to go. >> what did you make of what wechb seeing in lviv today? supposed to be relatively safe inside ukraine, instead today missiles dropping in that city? >> unfortunately there is no safe place in ukraine anymore. that's why i have questions and i have people asking me how's your family doing? are they safe? i don't know what to say because it is not safe in kyiv or

mariupol. every city is bombed or shelled. yesterday there were more than 4,000 ukrainians, polish people with a great rally in front of the -- before biden had the meeting with the polish president and asking only one thing. no-fly zone which means give us the air defense systems. president biden, it was almost ten days ago that came out publicly after the president zelenskyy gave the speech in the congress and he said that ukraine will have the air defense systems and the s-300 come there to protect the civilian population because they can put down the missiles. unfortunately it is almost ten days and nothing is coming. there are still negotiations going on and for us it means thousands of people dead every day and we already see that he is not going to stop in the east

joined now by retired lieutenant general steph twitty. thank you for joining us on this. i appreciate it. a first question to you is, give me your assessment of that speech. a powerful moment for the president directly addressing vladimir putin calling him a criminal and a liar. what do you make of it? >> so first of all i thought it was a great speech by the president. probably the best speech that i heard from him since he's been in office. there are three things that i think that we should all take away from it. number one, the president reaffirmed u.s. commitment to article v of the nato treaty which means if there's an attack on one there's an attack on all and includes the u.s. and the other 29 nation that is make up nato. the second one is he reaffirmed our commitment to the

ukrainians. he said we will stand by you. i read that to mean the continued support with military aid trying to get in there and doing the best effort in pushing military aid and assistance in there to the ukrainian forces. as well as to continue the support of the humanitarian effort. you heard him announce 100,000 would be coming to the u.s. and then the last one is as you know he told putin that he had to go. you could take that either way, anyway you want to take it. i believe he was talking to the russian people. russian people have enjoyed 20 years of prosperity and putin is putting them back to the days of the soviet union where they will be isolated. that's a strong mess ablg to the russian people that you can live the type of life that you lived

or 20 years or back like in the soviet days. >> general, what did you make of the split screen moment? 500 or so miles from where the president stood in warsaw. there's missiles dropped in lviv, ukraine? a message from vladimir putin? >> what i will tell you is when you take a look at that it's no different than doing the past month that he's been in ukraine. he is terrorizing the people of ukraine. there is no strategic or tactical object i to attacking the people or infrastructure in ukraine. he could have been sending it as a message to the president, absolutely. but at the end of the day when you take a look at what he's trying to achieve it is hard to imagine that killing innocent people, grand parents, kids and

so forth should be a part of anyone's war strategy. >> we know the white house assembled the tiger teams to come up with responses if in fact chemical attack does occur. want to play what the president said about a potential of a chemical attack. >> have you gathered specific intelligence to suggest that president putin is deploying the weapons or considering the use? would the u.s. or nato respond with military action if he did use chemical weapons? >> i won't give you intelligence data, number one. number two, we would respond. we would respobd if he uses it. the nature of the response depends on the nature of the use. >> talk to me about what you heard the president say there by saying a response in kind. >> sure.

away operational security information to the russians about the site of the strike. likely cruise missiles. pinpoint strikes on what the russians would call military infrastructure. the deputy mayor can speak to this. this was a city preparing. as you walked around the city you saw hardening of positions. sandbags out at the government buildings, the cathedrals in the town, statues are bundled up and they have been bundled up. there was an anticipation the air campaign would widen. the refugees here some on the way to poland or staying in the city and the now consistent sirens going off in the city and certainly changing the posture of the city.

on the moment and checked that once cool and so windows and broken. so right now our rescuers walk on the locations. two locations from different districts of our city in order to work on the fire because it still burns and all services on location and so this russian missiles are closer to -- so it's quite -- so close the sky and to help ukrainians. this fight when russian troops kill children and kill women. >> are you anticipating more attacks like this one on your city? >> for last weeks. it's second attack on our city.

. . welcome back, everybody. a short time ago fighting was reported in the streets of the besieged southern port city of mariupol. that news coming after some 300 people were killed in last week's russian bombing of a theater turned shelter in that same city. nbc news has not been able to independently confirm that claim. this disaster, though, making it the single deadliest civilian attack since moscow invaded more than a month ago.

joining me is maxim, the mariupol city council member. max even thank you for joining us. we appreciate it. i want to get your reaction from what we heard from president biden an hour or so ago. he addressed the ukrainian people directly and said no matter what, essentially we are with you. >> it's good to hear these words. but we need more than words today. because even two hours ago we get another air strike to lviv. and without any modern system of anti-rockets and anti-plane systems we get more and more damages. if you look to my city, mariupol, it's totally destroyed. it's even more than three weeks ago it was prosperous city.

and not even a proposal but they take the people from the city to russia. and most of the people, they have no choice. they go into russia not because any love it or because they want to be there. but when any have choice to die in the basements without food, without electricity, without heat and without water, they choose to go anywhere. so if they get proposal get to russia and from there back to ukraine they take this ticket. but if there are a lot of tries from ukraine and government from the mariupol city council, to get real green corridor. but there are no green corridor. russians don't let ukrainian buses and trucks go to the mariupol to get real humanitarian convoy and humanitarian aid, medicine, water, food.

they don't allow it. and they want the city to totally surrender. they need this propaganda so they can say they liberated mariupol from the fascists. but in reality they liberated mariupol from the peace, from our parks, from our buildings, from our homes. we today, more than 500,000 of people of citizens of mariupol were homeless. and today there is no hope for us to get back to our homes. and today's main aim is to get our -- get all the citizens, about 100,000 citizens, which are staying in mariupol, to get them from this occupied territory from the war to the peaceful ukrainian cities. but it's without help of our allies which can push on putin
