decency must rule. nicole hockley, matthew dowd, thank you for joining me on this important friday night, at the end of a very heavy week. and from all of our colleagues across the networks of nbc news, thanks for staying up late with us. i will see you at the end of monday. be good. this is a special two hour edition of the katie phang show, live from msnbc headquarters in new york. we have lots of news to cover and lots of questions to answer. so let's get started. republicans do not think that gun reform will stop mass shootings. but arming a school librarian, will? we tell you about the latest bizarre proposal. plus, donald trump's legal troubles deepen as a special grand jury in georgia gets set to hear from as many as 50 witnesses about his attempts to overturn the 2020 election. our panel is here to tell us

just how expose donald trump could be. and later, for a moment of silence to boycotting the national anthem, at the sports world is stepping up to protest gun violence in the wake of the school school shooting. will it make a difference? ♪ ♪ ♪ good sunday morning to you. i am katie fang. some people would have you believe that our two political parties are two sides of the same coin, and that both want the best for america. but they just are different views on what that looks like. with that in mind, let's take a look at the title of two presidents in the face of a major tragedy. president biden, with the first lady, is preparing to fly to uvalde, texas. to face parents who have

experienced the worst tragedy, losing a child. biden knows where this feels, like and is -- for his empathy. trump, glorifying violence that killed those 19 children into teachers. he held the names of the victims then had a glock, then ended his speech by doing a strange onstage dance. look at it like this. if our parties were two sides of the same coin we would see trump, as well, in uvalde and not to the nra convention. after all, the -- dog over trump by a 60% margin in 2020. trump would even say the president i hold different opinions on how to prevent these awful facts of violence, we can still come together to grieve with you. but that is not we get. we get this man and one of the aisle, and we can human decency on the other. as i mentioned, the president first haiti later leaving for texas soon as the investigation into the police response involving continues.

correspondent live mclaughlin is in uvalde with -- in wilmington covering the presidents trip. tell me about the latest alleviation uvalde. >> well, katie, law enforcement waited nearly an hour to move in on the shooter that took 21 lives here. and police chief peter arradondo's who made that call to wake. one that officials say it was a mistake. saying that the active shooter situation had turned into a barricaded subject situation. and now we are learning that his department has completed an active shooter training just two months ago. i himself completed an eight-hour active shooter training course in december, the same course that rain in august the year before. that curriculum, created by the texas commitments on law enforcement, was greeted two years ago and had very specific instructions, that the priority is to stop the killing and confront the gunman immediately.

stressing that time is very sensitive in these situations, because casualties can amass quickly. it also specifically addressed how to tell the difference between a hostage or barricade situation and an active shooter situation. so, lots of anger growing around that police response here. peter arradondo was elected as police chief in 2020, or started's police chief, but was recently elected a to city council. he was supposed to be sworn in on tuesday, a week after this horrible shooting. . katie? >>, les here we focus on accountability at the katie phang show. i understand that the company that made the gun that was used in the shooting is also facing some scrutiny. what can you tell me about that? >> that's a company that manufactures the gun that this shooter used is called daniel defense, and it is based in georgia. and known for lots of marketing and things that push the boundary of industry standards as well as --

as far as the gun industry. a week before the shooting they posted a video on social media showing a toddler holding a gun. one was rejected from the super bowl. there are lots of bible versus and crosses shone with these rifles, and they kind of pioneered this way to bring military style weapons directly to the consumer, and amazon style way. it is not the first time daniel offense has been used in a mass shooting. the gunman in the las vegas shooting that injured more than 500 and killed 58 people, donald fs1 pins were part of his arsenal as well. katie? >> thank, you liz julie i'm going to switch gears to you. the president and the first lady are leaving in little more than half an hour. what's going about their itinerary while they're in uvalde? >> that is right, katie. president biden and the first lady will be meeting within the hour to head to uvalde uvalde, texas, when they arrived they will visit the memorial site at

robb elementary school in order to pay their respects. then they will head to the catholic church before meeting with the families of the victims in survivors of the horrific school shooting. that is how they are spending most of the afternoon, in texas. focusing on the families and meeting them with their grief. after that, they will meet with first responders before heading back to wilmington, delaware. the whole day will be a full affair. they won't be getting back until late tonight. we know that the shooting has been on president biden's mind. yesterday during a commencement address, he brought up the buffalo and you've all the shootings in his remarks. take a listen to what he said about this moment. >> so, calling it americans this hour. join hands and make your voices heard. we work together to make this what's a occasion should be. i know we have done. this and we can do this. you and i act as we the people,

seeking a more perfect union. >> now, president biden needs to be more than a consoler-in-chief in this moments. and that he needs to lead on action in response to this shooting. katie? >> obviously this visit is important, but what is the president going to do? whether his plans when he gets back to washington, to be able to combat this problem? >> when the president returns to washington he is going to take a.b. to wait for congress. chris murphy, the senator from where the sandy hook shooting occurred years ago is leading to do something legislative lay. the president will not want to hijack those conversations by getting involved before these and those can work at something that isn't bipartisan, but if they don't act, biden has indicated that he is not afraid to do so. the senators in those bipartisan talks have really

been focused on red flag laws, mental health and school safety, and background checks. president biden has been calling for universal background checks since sandy hook, and even before that. but interestingly something that he has been quite vocal about that members of congress have not been's assault weapons bands. he was heavily involved in that ban when i passed in 1994, in congress. in present biden tweeted that we as recently as those are the not only would you like to see universal background checks, but he also wants the reinstatement of an assault weapon ban into ban high capacity -- so that is an area where congress and the administration might differ, and where we could potentially see biden pushing for some action. katie? >> thank you to julie jester and liz mclaughlin. i also want to know, one of the changes we could see major gun reform, especially in a state like texas? believe it or, not some republicans are joining the call for a special session. coming, up i will ask jasmine

crockett about her outlook. now, for the latest on the war in ukraine, ukrainian army is pushing to hold on to its eastern donbas region where russian forces are making gains. nbc's molly hunter is in bucha, ukraine. molly, president zelenskyy is saying that the situation there is indescribably difficult. those are his words. can you tell us what the latest is on the ground in ukraine? >> hey, katie good morning that is exactly, right indescribably difficult seems to matchup with all the reports that are coming out of that donbas region. we are heavily, focused right now, on a pocket in the donbas region. the area of severodonetsk still under ukrainian control. that has been the center for the most funding over the last few days. ukrainians are saying that they are still controlling it. there are still ukrainian civilians, up to 1000, still inside that city which is happening right now is that russian forces are closing in

on this entire horseshoe pocket. when you look at a map, it makes sense. in the donbas region they are going after a small village at the small village, trying to gain incrementally to close that gap. now, the governor of luhansk has said that was -- fired on 40 towns in donetsk and luhansk. at least three civilians were killed and five others were injured. it is really important to say that the ukrainians say they still control that city, and are absolutely still civilians present. >> molly, rush also claims that it has test fired yet another hypersonic missile. what do we know about this? >> that is exactly. write anything we know but this is far from the russian defensive ministry. it's the higher the prospective hypersonic missile yesterday, and the east as we get from the defense ministry say that admiral gorsky of of the white sea launched these or con

cruise missile and that it successfully hit a practice target in the white city. if you can keep up with that. about 540 nautical miles away. a huge show of strength if it is in fact true but all of the information we have on this from the russian navy. >> thank you to molly hunter who is live in ukraine. so, for guys just arming teachers. what about arming school librarians and he and others? it is a bizarre proposal from a florida sheriff who thinks that this could stop the next school shooting. but, when the presence of a major teachers union has to say about that. before we go to break, they are in brown has more of this morning's top stories that you have missed overnight. >> thank you katie. this, morning investigations on a shooting in chattanooga tennessee. investigators say -- 20 year olds. seven -- several people taken to the hospital. one person has been arrested in relation to the shooting. we have this video from off officers on the scene.

there are only two funeral homes in uvalde. and they've been overwhelmed trying to prepare for 21 funerals. now people across the industry are stepping up to help those funeral homes. some of the people to volunteer to help were in bombers and morticians. they wanted to be there to provide facial reconstruction services for the families to make their goodbyes to the loved ones, torn apart by an ar-15 as good as they could possibly be. ladies and gentlemen, that is the reality in uvalde, texas, right now. state lawmakers, they're not back in session until january of 2023. but some of them are begging the governor to call a special session right now so they can address the horror as soon as possible and it's not just democrats. the dallas morning news reports, two republican state senators are making the same plea. one of the democrats calling for a special session is may next guest. currency representatives jasmine crockett who is now running for the united states

house. jasmine, we just noted, two republican state senators are turning the call by texas democrats for a special session. i hate to ask this. but where the murders of 19 children finally the tipping point in texas for them to care? >> absolutely not. i hate to be the bearer of bad news but we have people that lost their lives in the pandemic. and we couldn't get a special session. we had a lot more than 19 people that lost their lives and we could not get the governor to call a special session. the governor and his priorities just do not align with who we are in the state of texas. if you think about the fact that so many special sessions were called because of the alleged voter fraud, the alleged voter fraud that even his own administrators say did not exist. that we spent no ends of dollars in special sessions because the governor had an agenda and that was voter suppression we will not get to where we need to get to because

to be perfectly honest. we proposed a very good legislation this last session we couldn't get anywhere in the texas house because we knew what was at stake. and they just wouldn't listen. >> representative, a quick recap of the last few years in texas. when i know that you know very well. a massive electric grid failure. a historic abortion ban. failure to pass voting rights reform. restrictions on what teachers can teach. and by the way, three of the ten deadliest mass shootings in american history happened on texas soil in the last five years. riddle me this. how do the texas leaders responsible for all of this keep on getting reelected in your state? >> there is a couple of answers for this. number one is gerrymandering. one of the things that we knew when we were trying to fight against the voter suppression was the fact that the next thing that was going to come up with the redistricting. and we knew what they were going to try to do. they have an unyielding amount of power which is absolutely

ridiculous. i mean, i filed a bill that had to do with prison gerrymandering because they are super inflating their numbers so we've got all these prisons that are full of black and brown people. they put those in the rural areas and the only time they count those inmates it's for the purpose of redistricting. they want service them or anything like that. but they want to use their numbers, used our body so that they can look like they meet their numbers as it relates to redistricting. so we have lots of redistricting issues. and then the other part of this was making sure that people of color had it so very difficult when it came time to vote. and so this is how they hold on to power. and so many people have just convinced themselves that were a red state. and voting isn't going to make a difference. i'm trying to encourage everyone to get up, get out and vote. this should not be a red or a white, i'm sorry, already are a blue situation. shouldn't be republicans or

democrats or independents, this is common sense. we have children that have died and we have legislators are saying we can't do anything about it. if you can't do anything about it that we need to elect somebody that can. >> representative, my last question to you. to give people who don't live in texas and idea of how powerful the gun culture is there. take a look at this headline on your screen. the dallas morning news looked at records and the nra found that the nra spends more money lobbying texas lawmakers than in any other state. in all more than $2 million have been spent to lobby state lawmakers, more than double than any other state. how are you going to break of sarkozy relationship like that? >> it's tough. you mentioned that i'm running on the federal level right now. it was a huge adjustment for me. we had no campaign finance whatsoever on this state level in texas. and so literally you can take $1 million from one single source. we also have the ability to

let special graduates expected to be hearing testimony from as many as 50 subpoena with us. let's bring up a criminal probe with eventually grand legal connotations is -- pushing the big lie. -- has endorsed channels challenges to incumbents. so far, the strategy doesn't appear to be going. well in georgia last, week trump endorsed candidates who on their campaign took on election lies, but then those endorsed candidates took a beating. governor brian kemp handily defeated a challenge from trump backed david perdue by more than 50 points. and georgia secretary of state brad raffensperger, the guy who is going to be testifying before that jury, he debated his trump opponent. two is a sign that trump is using his losing his grip on the gop as he remains mired in the past? or should trump fear this special grand jury in georgia? we have the perfect panel to ask. joining me now is msnbc legal

analyst ross vance, and msnbc political analyst david jolly. joyce, do you first, we know that fulton county da, she is busy. she is looking into several possible crimes, including fraud and racketeering. what does she need to present to the special grand jury in order to get endemic turned against donald trump? >> she and everybody else was investigating the former presidents involvement in election fraud or our election criminality that is proof of the former president's state of mind. fani willis has got a good case walking in the door to that grand jury because she has the tape that you just played where he is asking not for an investigation into potential voting fraud. not for a look to see if something went wrong. but asking the secretary secretary of state to find the specific number of votes that he needs. that is pretty good evidence of criminal intent walking into it. now, she will lock down the witnesses and see what else

they can do, put some flesh on the bones. >> david, we saw this week, to trump endorsed candidates who embraced the trump big lie. they lost to the incumbents in georgia. those incumbents refused to go along with trump's attempts to overturn the election. does this mean that gop voters not lying that the 2020 election was stolen from trump? it doesn't mean that trump's power on the party maybe winning? >> i think that importantly, it within the party, there is a large constituency they does think was stolen. they do. but we are clearly seeing throughout this season in republican primaries, katie, is that the big lie is the big loser when it comes to campaign messaging. there are stronger messages for republicans to come, through not just the republican primary but also to get through the general election in november. and i think that is the biggest takeaway of all of this. it is not necessarily the trump has lost his grip. because until somebody takes trump's place, it is still his party. but the takeaway is how radically off message

republicans are politically. not just for primary voters but regional election voters. republicans are out of power right. now they have an easy political position of simply saying we are going in the wrong direction at the right direction. and frankly the faith on faith numbers for biden and democrats back that up. it is a way up for republicans right now. but when they face the big lie, they remind voters that it is a party that no longer stands for anything. it actually puts republicans in a terrible light, and you see the mark of losses. >> joyce, the da has also said that she's not limiting her mastication to just that call, the call with brad raffensperger she's also founder nets in seeing that slate of elections from georgia while trying to determine whether trump and his allies engaged in a broader political conspiracy to overturn election results. is the fact that there are as many as 50 witnesses who have been subpoenaed, because they've declined to voluntarily talk, is that a bad sign? does it mean that there is still pledging allegiance to

trump, to not cooperate? >> it is not a bad sign. i apologize, a bit of interruption for my jaw dogwood is not support the former president. but, this is not about time. this means that people are requiring the district attorney to give them subpoenas in order to protect their to testify. often, if you are in government, you cannot testify voluntarily. you operate under a series of albert allegations and regulations that make it easier for you to testify when a subpoena is issued. often those are referred to as friendly subpoenas. and you have a case where somebody might, say i have to come talk to you in the grand jury. i just noticed you in the first. i suspect there is a lot of that going on here. . >> david, and other political news, let's switch gears to pennsylvania. doctor oz taking a page out of trump's playbook. declaring himself the presumptive republican nominee for the u.s. senate in pennsylvania.

despite the fact that the narrow difference between doctor oz and his primary opponent, david mccormack, triggers an automatic re-crowned. is the strategy going to backfire? we have seen a poll by other gop peers, and do either of these candidates have a shot against democrat john fetterman in the fall? >> they certainly have a shot. but i think that john fetterman is one of those political candidates that comes around only once in a generation. the ability to just capture the hearts and minds, capture the media attention, capture the populism, if you will, within the state. his politics are probably further left than white pennsylvania democrats really might be. but i think that the entire country is going to get to know john fetterman, it will be a tough race for republicans. on the republican side. whether oz or mccormack. we are getting a trump-like republican. mccormick, you are going to get somebody with a little more pull over the chamber of commerce. mitch mcconnell weighing. but the reality is that both of them are doing their best to

imitate donald trump. it is a meaningless declaration. a meaningless declaration, legally, by dr. oz. but he is trying to capture the hearts and minds. craig a narrative that he is the presumptive nominee. but it is nothing more than a narrative. there is no legal declaration whatsoever. >> hey, joyce, along that line with the pennsylvania stuff, the primaries. mccormick filed a lawsuit to be able to make sure that the mail-in ballots were counted the mccormick lawyer for that lawsuit said that you should not count those mail-in ballots because it was indicative of voter fraud in the 2020 elections. from a legal standpoint, how do people reconcile such a tortured approach, with a sudden inconsistent position? >> it is clear that this is just another aspect of the big lie. we know that fraud has never been a pervasive issue in elections. it never impacts the outcomes of these national level elections. and yet we see republicans

demonstrating the real purpose of the big lie, which is to help them win elections when they believe that they may be in trouble. i am not sure how much legal force that has, katie, but i hope that the hypocrisy is something the voters can be focused on, heading into the midterms. the fundamental principle that our country works on is this notion of getting as close as possible to one person, one vote. everybody's vote should count in america. when you have a party that is willing to manipulate votes, in this very on manner, that permits candidates to win and commit to to knock off voter candidates, then something is wrong. that is what we see it work here. this notion that the republican party has jumped the shark. it is now ahead of where the voters want to be. in essence, trying to make sure that the voters can no longer pick their elected representatives. it is that hypocrisy that democrats need to focus voters on, going into the midterm elections. >> my thanks to the dream panel

school shooting, republicans have been offering all up all sorts of ideas to prevent another mass shooting. as long as it doesn't involve gun reform. instead, they want to put more armed police officers on campus. limit and freeways to school buildings and arm teachers. and even now, a florida sheriff is out with a new bizarre idea. >> my first round draft pick for helping us protect those schools are the faculty, those that are moving around the campus and all different capacities. pete teachers, the maintenance persons, the custodian, librarian.

those are people that don't have any responsibility to attend those 30 or 25 children there in the class. >> but wait. i thought republicans didn't even trust librarians to hand out books. the right books. but now they want to give him guns? as far as teachers go, a 2019 survey found that a whopping 95% of teachers do not want to be armed in schools. the former principal of columbine high school explains to us why. >> when i encounter the gunman on april 20th in he's pointing a gun at me and he's getting ready to shoot me and these girls, if i was armed, i don't know if i could have shot that person because he was one of my students. and i would've tried to talk him down or reason and in doing that, that mentality, having that mind mentality. that would put the girls in danger. and when i talk to law enforcement people, they basically say when we come in and we see a perpetrator, we're going to stop the killing. >> for more on this, i want to

bring in randi weingarten, she's the president of the american federation of teachers. randi, good morning and thank you for being here. first, i want your reaction to that florida sheriff's proposal. he saying we should arm the custodians. the maintenance staff, the librarians, the teach various. he says that's his first line of defense on school campuses. what's going on? >> so let's just, let's just unpack this for a minute. teachers don't want to be armed. frankly, most people in schools, you know, talk to anybody in a school for five minutes, they'll tell you what's a rotten idea this is. in second, anyone who says that actually doesn't know schools. as abby clements one of the survivors from newtown says, what if he went, would if that shooter went left instead of right? he would've gotten to her classroom. you think about ar-15s. you can shoot 100 bullets in a

minute, less than? that you think about these kids, these young adults, these 18 year olds with body armor on. what are we doing here? locking more doors, having less entry during covid we needed to open windows, we need to open doors, we need more ventilation. what happens in terms of fire drills? every one of these ideas it's about getting more guns in the schools when gun violence is the number one reason for kids deaths. why don't we try something new and responsible gun owners are saying the same thing? let's get less of these serious weapons of war off the street. let's get them out of the hands of 18 year olds. let's actually try to make schools safe welcoming places of learning that they should be. and trust teachers with books and with teaching kids and meeting their needs as opposed

to making us warriors. in terms of armed police. >> randy, you heard that sound, the former principal of columbine, he really put into perspective for us just how hard this can be for teachers. if the burden to fire at a shooter falls on them. and we even heard him say, what if it's actually one of the students at the school? i know they are also having that senate because you're pointing out that even if trained officers in uvalde couldn't say the students, what is supposed to be done -- >> i'm just saying that it just shows a complete either misunderstanding or deflection of who we are and where we do. and you think about this, i was just in texas, i was in houston with a roundtable of kids and survivors and parents and teachers. we want to teach kids, we want to be trusted with curriculum, we want to be trusted with our selection of books. we want to meet kids needs.

if a kid is having questions about themselves, we want to make sure that they are welcoming. bringing guns into schools is the exact opposite. and so why would we do that? when even the shooter drills have created trauma for kids which is by the reason why every town and we said maybe we should actually think about how we're doing these active shooter drills. and not create an active shooter drill just create how we get kids out of the school. so it just -- there is an issue here. we have to get guns out of schools. we have to get guns out of the hands of kids for young adults or adults who ought not have them. and there's lots of ways to do that. so let's get to the common ground of that instead of trying to make this a teacher problem or a student problem or apparent problem.

biden. president biden and first lady joe biden -- dr. jill biden, both boarding air force one. to be able to go to uvalde, texas. we noted earlier, biden is noted for his empathy. he knows how to deal with the grief. having lost family of his own. so he is going to go to holiday to be able to meet with those families, with the community, with the authorities. he's going to have questions that he will want answers to. right now, we are going to shift to our next guest. from civil rights to mental health awareness. professional athletes have long played a unique role in social movements. this week, the sports world could not ignore the gun violence playing america. outrage over the uvalde school shooting prompted teams,, coach is, and players to speak out. san francisco manager gabe kapler said that he will skip the national anthem until he feels better about the direction of the country.

in a blog post he wrote, quote, my father taught me to stand for the pledge of allegiance. when i believe my country was representing its people well. or to protest and say seated when it was not. i do not believe he is representing goes well right now. what is happening with the tradition banned new york yankees, who stopped tweeting game highlights on thursday to share stats on gun violence. and golden state's or your coach steve kerr broken refused to talk basketball before gayle playoff game against the dallas mavericks last week. we have seen protests at this level change american culture throughout history. could this be the push that gun control activists are needing? joining me now is dave, dave zirin, he is the sports editor of the nation. could these teams and coaches, who are so viscerally and emotionally speaking out against gun violence, could they actually make a difference? >> on the one level, thanks so much for having me.

and one level, yes this could move the needle. sports really, along with national tragedy, are the closest thing in this country truly a national united culture. we are not united by music, television, certainly not by politics. but we are united by sports. we are united by moments of national tragedy. this of course encompasses both. so yes, athletes can amplify this. athletes will have an easier time amplifying this than colin kaepernick's similar stance against structural racism and police violence, for several reasons. they will have an easier life than kaepernick did in terms of changing public opinion. but another thing that i really want to say, katie, that is so important, is we have to realize athletes are not going to be able to do this alone. sometimes when we look at sports history in sports politics,, we think, jackie robinson in the civil rights movement, or muhammad ali in the 60s. billie jean king in the women's liberation struggle. but what we forget is that they

were only one voice among the masses of people who are speaking out. and so we cannot wait for the athletes and the coaches to do it for us. we need to actually demand them ourselves, but we are also hoping that the sports world will bring something to the table. >> colin kaepernick, we have to talk with the elephants in the moon. gabe kapler is protesting the national anthem. he says, i'm not coming out of the guard until i feel better about the direction of the country. he is not going to come out of the dugout until the national anthem is played. colin kaepernick did the same, thing he took a knee to protest police brutality. is there a parallel here, or is there some of our same terms of the sport. >> yes. first of all way to recognize the truth. the elephant in the room. historically black athletes about the much tougher time than white athletes will protesting during the anthem. protesting during the anthem as a strong tradition in sports, dating back 70 years to roseanne robinson, the trucks are in the 1950s.

of course, famously, johnny smith and john carlos in 1968. black athletes have always had a tougher time than white athletes when it comes to the backlash that then takes place. the other thing is that with colin kaepernick, while he was taking on was police brutality. and what gabe kapler is also talking about the police, he's taking on the police inaction in of all the. in uvalde. he spoke with that as well as the inability to get gun legislation passed. there is overwhelming majority support in this country for gun legislation, and the fact that it is not being passed isn't indictment for political system. kaepernick was pushing for something that is a lot more polarizing, check on police powers. the fact that colin kaepernick was a black athlete, and pushing issue the half the country is going to push back on immediately, the issue of curbing police powers, has meant a much different reaction in the public sphere. >> dave, very quickly, i'm sorry, i have less than a minute here.
