president, and first lady tour the physical and emotional aftermath of that day. visiting the town's memorial to the slain, meeting with school's principal and superintendent, and attending catholic mass, before sitting with the family of the two teachers, and 19 students killed in last wednesday's attack. america remains in shock, as to what has been revealed about what happened at robb elementary. the growing fire storm over where and how local police failed, corroborated by frantic emergency calls from children, literally trapped in a killing field. and the justice department just announcing today, a federal review of the law enforcement response. but that cannot take precedence over two things.

remembrance which is the debt we owe, the grieving and the taking, and action which is the price our society must pay if we truly condemn what happened. so tonight i join the president in his condolence, and i'm certain his sanger, because two weeks -- his anger, because two weeks ago another troubled teen gunman, this one also armed with an assault weapon, battlefield gear, and in addition, a white supremacist ideology, that drove him to murder, walk into a store in a black neighborhood, and ended ten lives. three of which i spoke at their funeral, i eulogized since that unforgettable saturday. one of which those eulogies i did less than 24 hours ago. i don't ever want to know how those families in buffalo are

feeling, those in uvalde, i don't ever know how those families in buffalo are feeling, those in uvalde, and president biden today, while thinking at the same time how to fight for this. joining me now is senator bob casey of pennsylvania, a democrat, senator, first of all, thanks for joining us this evening on this uniquely solemn memorial day weekend. president biden in uvalde, texas, with the first lady today, nearing the end of what i'm sure has been a challenging afternoon for them both, and earlier today, the justice department announced that it would launch a federal investigation into the law enforcement response to the mass shooting at robb elementary school, but even as this storm over that response grows, i wonder if we're at risk of missing the point here, that this apparent failure by the

police to act faster, or better should not deflect the focus that a troubled teenager for two weeks in a row now, troubled teenagers for two weeks in a row now have managed to legally attain a weapon of war and use it in large numbers to kill innocent people. i don't want us to miss that. >> no question about it, reverend al. when you consider what the nation experienced this week, a horrific massacre occurring at a time when one person can have access, an 18-year-old in this case, can have access to a high powered weapon, walked into a school with the equivalent of a suit of concrete, almost, and be able to gun down that many children, as much as i think the nation hopes that there's a review now, of the time line, and the actions by law enforcement, the most important thing the federal government can do is to act, and that means the

united states senate, 50 republicans, have to finally, finally take action. join us. in passing common sense gun reform that will provide at least a background check and other measures that will make these kinds of horrific massacres a lot less likely. but i think a lot of people right now want the federal government to act on a range of steps to make these tragedies less and less likely. no one believes that there's one measure, but we've got to take action. >> there's no question about it. and that's my point. yes, there must be a federal investigation of what law enforcement did or didn't do, but let's not get around the fact that these 18-year-olds could legally by military weapons, buy military weapons and kill people, and the right wing and the nra conveniently don't want to talk about that. in texas, where they fought for voter i.d. laws, i.d. laws to

vote, but don't want background checks to buy guns, senator, my understanding is that nine of your colleagues in the senate are working through this recess to see if some kind of compromise can be reached from gun safety measures in the nation, the majority leader chuck schumer saying that he will give the group basically to this next week to carve out a bipartisan deal before bringing a pair of biffles to expand -- a pair of bills to expand background checks to the senate floor. do you expect a break through from these talks or do you share senator schumer's skepticism? >> reverend al, first, i want to start with commendation, i want to commend those senators who are working on this, and all of those senators on my side of the aisle who have been then voting for and supporting these measures for a long time. senator chris murphy, for example, has worked for years,

talking to republican colleagues, so i hope what we're about to see is a result of all of that years of work, not simply conversations that happen in the aftermath of a tragedy. but there's no question, that the republican party has to ask itself a basic question, are you saying to the world, and to our country, that there is absolutely nothing the most powerful nation in the world can do? and the republicans have to ask themselves, are you going to vender to the gun lobby, or are you going to surrender to a problem, and contrary to all of american history, where when terrorists attacked us on 9/11, we didn't surrender, we took action to stop them, we didn't surrender to a virus, we put our heads together, and great scientists came up with a vaccine, right now, this is a tough problem for the country. but republicans have been surrendering to the problem, and surrendering to the far right gun lobby for too long. america wants them to act. >> now, as we have learned more about what went wrong in uvalde,

last week, both democrats and republicans have called for school safety practices to be reassessed, with some lawmakers in texas and elsewhere, calling for schools to be quote hardened through methods ranging from single entries to school buildings, to armed volunteers, patrolling campuses, i know you're introducing legislation on this matter, just before the last shooting. what does your threat for all students act do in terms of shoring up schools against these kinds of attacks? >> well, what we tried to do in this bill is to speak to a very basic problem that arises when you have an act of gun violence in the school or a natural disaster or some other emergency and some kids are not prepared for that even with a drill. for example if a child has a disability, or a child has other

challenges, we have to make sure every child is prepared so when we're planning for these emergencies, whether it's a shooting or some other national disaster or emergency, we got to make sure that every child is prepared for that and a lot of schools don't have that. as it relates, reverend, to the question of hardening schools, i think people across the board support that, but a lot of schools have been doing that for years. and sometimes even the best security, physical security measures can't do much if you have someone with a high powered weapon who is able to get in the school, we saw in this instance, aside from the question of law enforcement's failure to go at him, even if they were able to approach him, we don't know if that would have been successful, because they may not have had the same fire power. the problem here is the weapon. the weapon of war in a school, in a synagogue, in a church, in a grocery store in buffalo,

that's the problem. and i think a lot of republicans are trying to dodge that, by talking about everything else, including physical security. >> absolutely. that is the problem. and some are trying to guard that. and let's get to another crisis, thousands of american parents are dealing with tonight, the scarcity of baby formula that the biden administration is scrambling to collect, obtaining millions of bottles of baby formula from foreign producers, while trying to boost america's production after recalls and supply shortages. you've been sounding this alarm for months now. and you join several democratic senators to push a bill to essentially protect formula production from disruption. what can you tell us about that? >> well, reverend, this is a different kind of crisis, but a crisis that also requires action. senator patty murray, the

chairman of the health education committee, she and i wrote a letter, way back in february, to the manufacturer, to get a report on what that manufacturer is doing to make sure that it never happens again. the contamination problem. so as much as this is about contamination of one particular baby formula manufacturer that produces almost half of the supply, this is also in addition to being contamination, it is also a notification problem. the fda, the food and drug administration, has to be empowered to have more authority to provide more, better notification, and to work with these companies and mandate that these companies provide information earlier when they know of a supply chain disruption. but in the near term, reverend, the most important thing that is happening right now is president biden acted to make sure that we can fly more supply into this country, and now, we have to get the specialized formula to

certain children in need, and the equivalent now of 1.5 million eight-ounce bottles already available. we got to keep those shipments coming in, but we have to deal with these other near-term and longer-term issues about the authority of the fda, notification earlier and making sure that these manufacturers are not producing formula that has been contaminated. we cannot allow this to happen ever again. >> quickly, i'm out of time, but i must ask you, in the midst of what happened in texas last week, you had an nra convention being attended by a message, by its governor, one of the senators spoke, reaffirming the right to an assault, to own assault weapons, and of course, the former president danced at the end of the speech, his message was the same. if democrats find themselves disappointed by republicans on

gun control, can they use this kind of response against them in november at midterm? >> well, i think what you saw, reverend al, those who appeared gave a message that was despicable. it was insulting to america. look, the american people know that we take on tough challenges. and they don't back away from them. they don't say well, i can't, because i answered to a gun lobby. what the american people expect us to do right now is show some basic courage and integrity, some character, that is part of being a public official, and that means saying no to the gun lobby and taking even the first steps, and you know this, because he has studied the procedure, all we're asking republicans it do on a background check bill, or a red flag bill, or any other bill that might come before us, is just to vote once to debate it. it is really just a vote to debate. and then we have to get the final passage. but i think we got a lot of republican power so far.

took ten innocent lives in buffalo, new york, here we are again, with another tragedy, this time 19 third and fourth graders and two of their teachers were killed at a school. many people are calling on congress to stop this carnage. but the sad reality is many republican lawmakers are so behold ton donald trump and the nra, that it is difficult to believe they would agree to any substantive gun control legislation. right now, the national rifle association forum is being held in houston, just a four-hour drive from where those school children were gunned down. eye chronically, no firearms will be allowed at the convention. meaning there are more rules to protect the nra from guns than

there is with this nation, several politicians spoke, including donald trump on friday, where in the same breath of offering condolences to victims' families, he said, quote, the biden administration is considering putting u.n. bureaucrats in charge of your second amendment rights. end quote. according to the "new york times," this was a reference to reports that the biden administration was considering re-entering an international arms treaty. but trump is grossly exaggerating what that treaty would do. one note, it does not put the united nations in charge of gun laws in the united states. texas governor greg abbott sent a video message. under his leadership, it has become easier to get a gun in the lone star state than it is to drive a car. last year a new law was passed allowing anyone to purchase a

gun without a license, testing, training, or even a back ground check. few republican lawmakers would dare to renounce trump or the nra for the insensitivity they displayed this week. even as there are signs that even republican voters are growing weary of their politics. if you take the recent primary elections in georgia, trump failed to exact revenge on any of the republican incumbents he targeted in the state for not going along with his big lie about the 2020 election. it was his most striking rebuke. yet during this primary season,. but not the only one. trump endorses also losses, gubernatorial in iowa an nebraska and the pennsylvania state senate primary is too close to call a week after the

election. so my question, to moderate republicans, what you are afraid of? trump's inflated power is waning. and the nra is according to multiple reports, plagued by corruption, and losing its power and image in the eyes of many in the public. if there ever was a time to work with democrats to pass common sense gun reform, now would seem to be the moment. but instead, we get comments like those made by alabama senator tommy tuberville, who after this week's tragedy said, quote, it's a people problem, not a gun problem. i do probably agree, that people in positions of power, like himself, are the problem. they choose to do nothing while this national crisis continues. we deserve better. i've got you. i've got you ir italians.

with the news out of buffalo, new york, and uvalde, texas, survivors, parents, activists and citizens all over the country are calling for action from the legislative bodies who were elected to represent them. joining me now is democratic congressman representing missouri's fifth district. thank you for joining us today, congressman. let me raise this with you. this week, you introduced a bill in the house that would withhold a month of pay from all members of congress every month that a mass shooting occurs, defined as four or more people being killed from one incident. calling it the no pay until peace act. what impact are you hoping to

safer, and so we all pay the price, every time there is a mass killing, and it is happening now almost every other week, we should not get paid, we should not take taxpayer money when we're not doing the taxpayer business. >> i was in buffalo the last couple of days, i delivered eulogies for ruth whitfield, and geraldine, two tragically killed in the tops supermarket shooting, and following this heinous crime, hate crime at that, the republican senators ended up blocking the house-passed domestic terrorism bill. the democrats' push failed in a 47-47 vote, which is short of the 60 votes needed to overcome a republican filibuster. what can congress realistically do to address hate crimes in this country, considering the

filibuster reference, congressman? >> i was going to add, this was two days after the mass killing in texas, where they failed to take action. what i think should be done, is for americans to realize, and i think you and i who are delivering the message around the country, and you more so than me, but let people know, we are in the majority, we can't forget that we are in the majority, and we are being slaughtered by people who are in the minority, who refuse to act. and we are able to get things done, but look, we can no longer have people out here talking about voting doesn't matter, and we believe the democrats, and what they promised and all that, we need to get a majority of members of the senate, at least 54 in the senate, so that we can

facing this fall for the 2022 midterm. emphasizing coordinating misinformation campaigns as a problem that could affect confidence in american democracy. and in march, a bill was introduced in the house to educate against misinformation and disinformation. but it has yet to be advanced. does congress have any plans to act on the misinformation crisis online ahead of the midterm election this fall? >> well, i think senator schumer would bring it to vote this afternoon, and if he thought key get the votes. -- if he thought he could get the votes. it needs to pass. keep in mind, there are those who are out here, creating, trying to create an atmosphere in this country that would cause people to want to get guns. i've been in congress now almost 18 years, reverend, i have never seen a bill introduced yet to

take guns from everybody. and you and i had an argument with a guy a couple of days ago who said, you democrats want to take our guns and i said show us the legislation. i know it's there. and what you are talking about, what he is talking about is people, as you just said, they are out saying that, that we want to take people's guns, and there is no evidence that, and donald trump won the election, that this there is no evidence that anybody is taking guns. and you know, somehow, people are going to have to get educated and it's difficult when some people watch only, and this is through read only, the things that correspond only with what they believe. and then you have the drumbeat around the country, stirring this kind of hostility up, grievances, and then we got to be careful, because you know, they're trying to take over the country, the majority of them, black, brown, and jewish people trying to take over our country and there are millions of people who believe it.

you still get nightmares? all the time. what matters... is what we do now. i want us all to take a moment to reflect on the school children and their teachers we lost this week. in a senseless mass shooting in texas. these innocent lives did not deserve to be killed. but now, the onus is on lawmakers to lessen the chances of this happening again. it's time we stopped playing politics in our schools and stand in solidarity with our teachers and educators, we have watched recently how republican

lawmakers raged culture wars on school curriculum and several gop-led states, legislatures, they have moved to ban critical race theory, as a result, many books, which deal with racial politics, or the lbgtq community, are being taken off the shelves, we've seen in places like florida, where the don't say gay bill was passed, which prevents public schoolteachers from holding classroom instruction about sexual orientation or gender identity. now, more states like north carolina, are looking to pass similar legislation. republicans are placing extra emphasis on what's being taught in school, instead of focusing on how to make our schools safer. putting their attention on subjects that make teachers' jobs harder. in an opinion columnist for the "washington post" writes quote, teachers after two years of

being asked to put themselves at risk during a pandemic, in a traditionally low-paying and difficult position, have sacrificed enough. we have let people in congress and paid them to represent us all, to get sure we get a chance at life and liberty and they're fair, and it has cost us too much. end quote. it's frightening to think how a similar attack could happen again. the republicans should be more concerned with banning assault rifles than banning books. protect our kids, and not protect the lobbyists. and focus on kids after they're born. instead of just when they're in their mother's womb. as we grieve the 19 school children and two of their teacher, let's not fail our kids anymore. we must rise up and support our teachers during this tough time. we lift them up for their sacrifice.

but also take it as a challenge to do better by them. now, i want to bring my capitol hill panel, for some other stories that have got my attention. joining me now is former republican representative carlos cobello of florida, and adrian alred, democratic strategist and former aide for the biden/harris campaign. >> let me start with you. donald trump ramped up attacks on congress, particularly congresswoman liz cheney, in her own backyard of wyoming last night. listen to what he said right in her backyard. listen to this. >> there is no none in america, more with the radical left more than liz cheney.

she has gone crazy. now, i get it. i've been hearing all of these stories for years. now i get it. she has gone totally crazy. that is why in two months from now the people in wyoming are going to tell her, liz, you're fired. get out of here. get out of here. >> trump's attempt to oust cheney comes at quote a political, it shows a poll showing her trail big 30 points in the primary. how do you see liz cheney in the next couple of months and what are her chances of winning with these kind of attacks? >> well, reverend, certainly, liz cheney is the underdog, wyoming is a very conservative state. trump is popular in wyoming. and we know that liz cheney is his number one target. but i will tell you this. donald trump is very anxious and nervous. he got clobbered last week in

alabama and georgia. mitch mcconnell's candidate beat his candidate, in alabama, and in georgia, of course, two of his big targets, governor kemp and the secretary of state, both were comfortably supported in their republican primaries. so trump is now moving on, because he's wounded. he is suffering some wounds, not just in alabama and georgia but also in north carolina, with representative cawthorn, so trump is really going all in now, making sure liz cheney gets defeated. but the trend in the republican primary is not good for donald trump right now so maybe liz cheney does have a chance to survive. >> adrian, just hours after the mass shooting at robb elementary school in uvalde, texas, conspiracy theorists started spreading rumors that the attack was a false flag operation.

how dangerous is it that posts from the friends of online communities are making the public fear? what can be done to rein in the misinformation? >> well, it is certainly disturbing to see. >> it the trend we saw starting with donald trump. there is always going to be conspiracy theorists out there. there are going to be spear ry theorists who make an im tact, because donald trump allowed them to have a platform, and of course now you have this far to the right news sources like lan and news max and fox news, looking at some of these conspiracy theories, lifting up some of these conspiracy theories. it is disturbing but it also doesn't work. we saw with our own eyes the horrific tragedy that happened in uvalde this week, and we know what happened, so they can spew off all of these conspiracy theories they want, ultimately the american people and the world saw what happened with the tragedy and i don't think it is going to work. >> carlos, "the new york times"

op-ed, the gop has gone even farther right than expected ahead of the midterm. how are republicans poised going into november given their reluctance to do anything on gun control? plus the supreme court possibly overturning roe v. wade. where these two play a significant role on the road to the election? >> we know that republicans have some historical structural advantages. this is a midterm election. democrats have full control of the government. and typically, the other party does tend to do well in these scenarios. but there are some threats to republicans. one is obviously abortion. and the way it activates the liberal base. that is a more contained problem for republicans, because again, it's an issue that is very important to the liberal base but it is also important to the republican base. so that could even out. where i think republicans have some real liability is if they fail to work with democrats in

the senate to reach a consensus on gun reform. i think that's why you're seeing mitch mcconnell pushing john core nine of texas to work with democrats to tri to come up with something, because that's an issue where the center of the country, in addition to the democratic base, is they're angry and frustrated with republicans, a lot of these suburban areas, where republicans have a hold, they really do want to see meaningful gun reform in this country. so republicans do risk some of their potential gain if they do not pay attention and act on this issue. >> adrian, in recognition of the two-year anniversary of the police murder of george floyd, president biden on wednesday signed an executive order to reform some aspects of federal law enforcement. i attended the ceremony in my capacity as president of the national action network, along with families of george floyd,
