filling in for yasmin vossoughian. a deal has been arranged in the senate, the senate on a bill with new gun restrictions, but does it go far enough, what made the cut and what didn't. we'll have the details. at a moment, i'll get the reaction of the nation's leading voices on the need for action, fred gratton bergh, who lost his daughter in the parkland shooting. also this hour, arrests and i don't know, members of an extremist group intercepted near a pride event. this hour, i'll talk to reporter that's been investigating the patriot front. we're just a day away from the start of a very busy week of hearings in the january six investigation. all that plus tuesday's primary day in south carolina. donald trump has his sights set on two fellow republicans he wants gone for disloyalty. but we begin with breaking news from capitol hill, the senate announcing just a short time ago, the framework for a bipartisan gun package earning the support of at least ten

republicans. this is a big deal, that would be enough to reach the 60 votes necessary to pass. if successful, it could be the most significant federal action on gun violence in nearly three decades. but it doesn't include many popular proposals like raising the age to buy an assault weapon to 21. the washington post, leigh ann caldwell, walk me through what's through the framework and this? bell >> yeah, what's in this bill some are calling very significant even from the gun safety group say that this is a great first step. what this bill does, it creates incentives for states to implement stronger red flag laws. that's where someone can say that a person is dangerous, should not have a gun. it also closes the boyfriend loophole, which is interesting because domestic partners, spouses can raise a red flag,

the domestic partners can't. so, it closes that. it also enables people to go to purchase an assault weapon from ages 18 to 21, it requires a call to the police station, where they need to go back into that person's background, juvenile background check, to see if there's anything important in there that they should know. something that the federal authorities cannot do now. it also provides a lot of money, they say, for mental health support securing, schools as well. so, this negotiation is also important that there were ten senate republican senators that signed on to this statement. remember, it takes 60 senators to pass anything through the senate. so, the fact that there were those ten republicans, means it has a good chance of passing. but i will say, vicky, they still need to write the legislation. they need to write the text of that, and there can be trouble ahead, they just got off the

phone with senator chris murphy, the key democratic negotiator. and he says, all of the hard work has been done, coming to this agreement he doesn't foresee any major problems. he says that the timeline though, is a little bit more uncertain, it might take a few weeks, becky. >> lianne, you outlined a lot of bullet points there, a lot of progress, much of the focus is on what's actually not in the bell, right? it doesn't ban assault weapons, it doesn't raise the age of buying an assault weapon to 21, from 18, talk to us about the concern that this may be too small of a step forward to make a real difference in the number and types of mass shootings that we are seeing in this country? >> yeah, there's some concern. especially on the. laughed a lot of people wanted a ban on assault weapons, at least lifting the age to be able to purchase one. the people who have been working on this legislation, the gun groups, the democrats they were very aware of the

political realities. there is no support, not enough support in the senate for an assault weapon ban. i will say, there's not even enough support in the democratic led house for an assault weapons ban, that's why they haven't voted on it yet. and as far as lifting the age to purchase an assault style weapon, that just wasn't gonna pass at senate right. now these negotiations, realize that something is better than nothing. again, i just got off the phone with chris murphy, he said something that was really important, it's also to break the impact, the fact that there has been decades, with nothing major done on gun safety legislation. it has been really tough, he thinks that this legislation should make a difference, even though it's not everything he wanted, or anything many people wanted, but he said that for example, in uvalde, if this 18 year old if authorities were to

go back into his juvenile record, they would've seen that there are some problems, perhaps it could've prevented it. so, they think that something is better than nothing, and hopefully it makes a difference. >> all right, leigh ann caldwell, thank you so much. as we stand on the brink for the most significant federal action on gun violence in nearly three decades, i want to bring someone that knows something all too well with this could be for the efforts to stop mass shootings, and gun violence in this country. joining me now is fred guttenberg, his 14-year-old daughter jaime was killed in the 2018 parkland school shooting in florida. fred, first thank you so much for being here and speaking on. this i saw that you have been actively talking about your reaction to this pending legislation on twitter, we support the deal, you called it quote, a breakthrough. but what excites you the most about this moment? >> so, this is a breakthrough 30 years in the making. within those 30 years, my daughter was one of the

children killed. my family was one of the families broken. anything we can do, to finally break that -- simply save lives. to simply reduce the number of instances, is a really big deal. when you look at this bell, no, it's not everything we would've wanted. however, that's the wrong framing, because it does deliver enhanced background checks, it does deliver a play to look at the 18 to 21 year old group differently. it does deliver on red flag laws. it poses the boyfriend loophole, it does so many important consequential things that will save lives and reduce the instances of gun violence. and i'll say this, it would not have been possible, had americans not voted, because americans voted and delivered a house of representatives, democrats and run by nancy pelosi, a senate that is now

have chris murphy in the position of taking the lead on this, a president biden who is able to do this. america, instead of asking was this enough, was this not enough? if this is what you want, show up again in november. >> brad, you express the form of legislation, you also said it falls a bit short in your tweet, much is not in this deal. talk to you talk to us about what's missing from this deal that congress should interview work towards next, as lee and talked about, chris murphy thinks that we get past the impasse of the -- something better than nothing, what do they need to work on next? >> and, listen, i want to keep the focus is what's on the bill. this is gonna save lives. however, if there is a next, and i expect there will be a next because i expect americans to continue to vote for people that would provide them next. we do want to look at raising the age to 21, we do want to

look at the handle ammunition. there's so much more we can do to save lives, without doing anything to affect someone's second amendment rights. this is about saving lives. as long as we continue to give legislators the ability to create the laws that will do this, that's a good thing, we broke a 30 year block jam. the 30 years where nothing was done. i honestly, this morning i was flying back from washington, d.c., where i spent most of last week including some of that time with senator murphy. i sat there on the plane today thinking about the importance of this, i was crying. because you know that, maybe it has been down a few years ago, my daughter would be alive today and so many others would have been saved. let's move forward, let's see this through. >> fred, talk to me about this

i know you're not a political expert, but you are just in d.c., you dealt with politicians for quite a bit. ten republicans have agreed to this framework, if that number holds, that's the magic. number it's enough to pass this legislation beyond that 60 vote threshold. senator minority leader, mitch mcconnell, issued a statement about the deal, which notably stopped short that he supports the package, are you worried that there could be defections from the gop, that prevent this framework from turning into a bill that passes and becomes law? >> i'll just say this, mitch mcconnell's being mitch mcconnell. so, i intentionally i'm turning him out today. i am trusting my dear friend chris murphy, who's been heroic, who's brought ten republicans to the table in agreement with this deal. i heard your prior segment, as he said the bulk of the heavy lifting is already been done. and, so i expect that a minimum

the weeks after the insurrection he reportedly asked for a presidential pardon. so, how much actual legal jeopardy could he and others like cam be facing? >> yeah, vicky, the pardon issue was kind of a recurring theme, we heard about jared kushner saying he wasn't concerned with white house counsel, threatening to resign due to donald trump's misconduct. because he had his nose buried in a pile of potential trump artisans that he was trying to push through before his father in law left office. we also learned that not only with perry, other republicans member of congress requested a pardon for their conduct in and around january six. i'll tell you, as a former career prosecutor that is evidentiary gold. i would argue, that learning that somebody requested a pardon can even be more powerful incriminating than a confession. the reason i say that, if

someone is arrested, their mirandized, away their rights, their inter gate and they confessed to a crime, whatever gonna do when they get to -- their defense attorney will argue well, the confession was coursed. it wasn't a product of their voluntary conduct. you can't make an argument that there was any cordial and when members of republican, republican members of congress, reach of the president and sought a parted for their conduct. it shows one, they potentially committed crimes. but even more importantly to, they have corrupt intent, they have consciousness of guilt because they know they committed a crime, they need help getting away with it from the president. so, i suspect we're gonna hear a lot more about pardons in the coming weeks. >> you can't claim that you are chorus if you're volunteering asking for a pardon. as a favorite to yourself. that's interesting. glenn, you feel strongly the justice department has amok enough evidence to prosecute former president donald trump, but the doj's been clear, it will not charge people like

mark meadows, dan scavino, even though the committee has said that they unquestionably, that's in quotes, no more than they said about trump's efforts to overturn the election. so, with that being the case, does that mean they won't charge former president, talk about why we're facing a double edged sword here, on the one hand you have a criminal prosecution that could further divide the country, the very polarizing, on the other hand people say they want accountability for what happened? >> i don't think we should read too much into the doj's decision not to indict mark meadows and dan scavino. all they announced, was that they wanted to indict those two men for the misdemeanor crime of contempt of congress. because they defy congressional subpoenas. two other individuals, who committed precisely the same crimes, steve madden and peter navarro, were indicted, why? because they didn't have any executive privilege claims, meadows is giving out being the

former chief of staff, and deputy chief of staff respectively to the president. they benefited from an olc memo, from many years ago, saying that they have such a potentially robust executive privilege, even though i believe it could've been defeated in court. that the department of justice should shy away from indicting those top government officials for defying congressional subpoenas. that doesn't mean they are in the clear. the more information we learned about mark meadows for example, when he's passing on treasonous text messages, phone calls, that were coming in from don jr., we know from ginni thomas. he still has a world of potential criminal exposure ahead of him. let's not read in too much the doj's decision, not to bring these misdemeanor charges. >> all right, glenn krischner, thank you for your time and insight. we appreciate. yeah tomorrow, join an

essentially going back on a nationwide spree. they will turn up in towns, hold these kind of flash demonstrations where they don't announce that they're gonna hold the event. the reason they do that, they know if they advertise the event, anti-fascist and other groups would prepare for them and try to prevent them from doing so. that's why you see them packed behind a u-haul truck there. they want to arrive at a place, summarize communities. they do this in philadelphia, they've done it in other places, but the bulk of whatever they've done is spread their own propaganda across the country. they've done that in large part, by the facing, disappearing, vandalizing black -- miracles. i want to be very clear, these guys are about as extreme as you can get at. it's not unfair to call them neo-nazis, although they try not to use explicit nazi

imagery, they try to make themselves more palatable to the general public. but they are antisemitic, explicitly racist, and as we continue to see what happened in idaho, their bigoted towards lgbtq folk, they recorded a video of themselves in the woods last year, two years ago. burning some progress pride flags, and basically saying, they will destroy, there it is, destroy whatever symbols, lgbtq symbols that people hold dear. they try to maintain, they try to keep their identity secret. >> so, christopher, there's no group that they don't seem to hate or discriminate against. let's talk about the news, 31 members were arrested, you wonder on twitter how and even if the patriot front recovers

marginalized communities. you're referring to one of the deadly mass shootings in american history orlando there, what are you seeing now in terms of how hateful rhetoric is fueling the extremist groups like the one christopher was just talking about? >> well, good afternoon, and i think that there is a direct line between what we're seeing people like governor desantis, or abbott in texas do and say and legislate against our communities. this year, to pull back for a second, this year alone, in the legislative section, there's been over 250 anti lgbtq+ bills put forth. we've heard about the don't say gay law, and we heard about the one in texas that targets trans year. so, there are some that have been made some waves, but all of these are so detrimental to our community, because in addition to that what we see, is people like fox news, people on fox news buildup or free, or

unearth i should say, this rhetoric that's over a decade old about our -- community villainizing us, defaming us, making us evil. all of this comes to ahead with violence. and we're all too familiar with violence in the lgbtq community, as you said, today's the six year of remembrance of pulse nightclub shooting. >> why is this happening, you said 250 different pieces of legislation are introduced this past year or so, what's behind all of that miss momentum, this renewed focus on the lgbtq community? >> so, there's two things at play. hair one, visibility is a double digit sword, as we continue to be more visible as a community and less and less marginalized. i think that brings up, very, very small contingency but loud

group of people and politicians that are trying to make names for themselves, make money off of our backs. so, i think, when you look at the recent gallup poll, that says that 20% of 18 to 24-year-olds are lgbtq, that's because they see this world is being more accepting, it feels a little bit safer for them to come out. but then you see incidents like today happen, or last night happen. and you know, the world's not safe for us yet. i want to say, put an exclamation point, there is a piece of policy called the equality act, that's sitting in the senate right now, that they can move on, that's protection for the lgbtq community. because we're not protected right now, we have a path worth of protection in 29 states. so, there's a lot that can be done here, i think it is dangerous for the lgbtq community, we need our allies

especially here in pride month. speaking up and out for us. >> sarah kate ellis what's glad, thank you. >> thank you. >> it's marching, it's important, look this has to become up on election issue. the people say, this is gonna affect my vote. too many people are dying, needlessly. and what's even being proposed in the house and senate it's marginal. i mean it's important, but it's not all that needs to be done. the idea that we're not gonna do background checks [inaudible] they need to march. >> the answer is march. that was president biden yesterday before this framework -- on hand legislation, and propose what's message was, for the march for our lives about the urge activists to stay focused on gun reform. and to keep marching. he urged them to make an election issue this is part of

his statement on the bipartisan framework that was put on today quote, it does not do everything that i think is needed, but it reflects important steps in the right direction, and would be the most significant gun safety legislation to pass congress in decades. joining me now is nbc news washington correspondent yamiche alcindor, what's in this frame are, what are senators able to get this done today? >> well, vicky, this is a big development that we're hearing this sunday afternoon. ten republicans and ten democrats announcing that they come together will read what's -- nine key points in particular. there is support for state crisis intervention orders, incentivizing states to implement red flag laws, deny guns to people deemed at risk to themselves or others, also investments in children and family mental health services, protection for victims of domestic violence, funding for school base -- funding for school safety

resources, and licensed firearm deals, there's also telehealth investment here and a key one -- for americans younger than 21 years old, penalties for -- i also have to point out, let's not in this bill, well that's a significant step there is also wondering whether lawmakers could do more. i want to explain to a couple of things that are not in the bill. there's no ban on semiautomatic weapons, no bannon high capacity magazines, no minimum age being listed, so people can still buy it at 18, there was some lawmakers that wanted to go to 21. and there's no universal background checks. those are some things that democrats have been pushing for over the years, that are not in the bill. president biden came out and said that he wanted to see a national ban on assault walton, 's if senators couldn't do that, they should do something and this of course is that something. now the president has been out praising this framework, it's also been saying that he wants

to see this on his desk as soon as possible, here's more of what the president had to say in a statement that he released today. he said quote, i wanted senator chris murphy, members of his bipartisan group especially senators cornyn, sinema, and -- to produce this proposal. obviously, this does not do everything that i think is needed, but it reflects the important step in the right direction, and would be quote, the most significant gun safety legislation to pass congress in decades. he goes on to say, with bipartisan support, there's no excuses for delay, and no reason why this should not quickly move through the senate and the house. and he says, each day that passes, more children are killed in this country, the sooner comes to my dad, ask sooner i can sign it, and the sooner we can use these measures to save lives. that's the president of the united states coming out and saying, we're not getting everything that we wanted as democrats. but that republicans and democrats have been able to come together on this, he's looking forward to being able to sign something a bill that looks like this. >> yamiche alcindor what's in,

>> it's looking pretty unlikely. the runoff is really a great possibility in racist case, because there's about five or six candidates running in that race. it's nowhere near enough when he looks like he's going to clear the runoff. it could happen, but it looks like it's going to be tough. once that runoff happens, he is going in a pre poll advantage and it looks like a stuffed -- >> question before let you go, oh. and trump has not actually knocked off a republican incumbent, is south carolina his best chance to do that when it comes to these races right now? >> it looks like congressman rice is his best chance, but it's interesting in that at the ballot box he's not been able to knock off an incumbent republican in the cycle. he filled four times in georgia and he failed in idaho and trying to and see the re-unseat the republican governor there. -- former acting chief of staff told me some republicans who
