ron desantis slimming -- punished for something that hasn't even happened. yet can desantis take that page straight out of the authoritarian playbook? all of that and more is coming up, so let's get started. good morning to you on this very busy sunday. i am katie fang. senate democrats are on the brink of a spending bill intended to lower health care costs, tackle climate change and bring down the deficit. here's a live, look right now, at the chamber. floor lawmakers going on more than seven hours now, applauding through a pile of amendments in what is known as vote-a-rama. the measure advance on a party line vote of 51 to 50, with vice president kamala harris casting the tie breaking vote, and overcoming unanimous

republican opposition. >> the azar 50, the nays are 50. the senate being equally divided, the vice president votes in the affirmative with the motion to proceed being a great. too. >> while democrats are trying to push ahead with democrat domestic priorities, for president trump is still stuck in 2020. speaking at cpac last night in dallas, trump lost his usual false claims of election fraud but he hinted another run for the white house. >> iran twice, i ran, twice did much better the second time then the, first millions and millions of more votes than in 2015. and likewise, getting more votes than any sitting president in the history of our country, by far. and now, we may have to do it again.

>>,. ,,. . ? where do things stand right? now >> i was just in the senate chamber, the senators are still going, mulling around. i heard a group of republican senators say, just a few more hours to go. might be a little optimistic getting that senator german just announced 17 more votes on amendments and motions. for context, we are more than seven hours into this process, now. and they just voted on the 18th amendment. so, slowly but surely making their way through this vote-a-rama. republicans have been united in their opposition to the bill. offering up amendments on

everything from crime to immigration to talks is. and while many democrats, including senator manchin, have out to vote no across the board on all amendments to maintain the integrity of the bill, senator bernie sanders is not shy in terms of opposing this piece of legislation through his own amendments. including an amendment to include dental and vision care and medicare. which failed, and he plans to introduce at least one more. take a listen to what he said about this bill, but he will ultimately vote for. >> i want to take a moment to say a few words about the so-called inflation reduction act, that we are debating this evening. and i say so-called, by the way, because according to the cv o and other economic organizations who have studied

this bill, it will in fact have a minimal impact on inflation. >> no, it is worth your order noting this funnel does not have a final ceo score, due to changes made by the parliamentarian in the past 48 hours or so. including the ruling that democrats, one of their key plans to lower drug costs, was a completely mixed by parliamentarians for those with private insurance. she rolled that only applied to government insurance. so now the key piece we are keeping an eye on is the insulated price cap, which is set to be objected to in the coming hours. much to look at for their katie. >> thanks to julia garry, still in dallas dealing with cpac trump last night. torn to the spending bill, ongoing threats against senators manchin and sinema for agreeing to sign on to this

legislation. what did trump say, among other things? >> yes, something former president trump has long been fond of doing is sort of a political stance or policy position to his crowd, just to see how they respond. he did exactly that last night as cpac -- about the inflation production act. particularly, the -- that's in this amendment fighting so hard for. >> what happened to manchin, and sinema, what happened? i think if this deal passes they will both lose their next election. maybe the speech can stop, them because when manchin hears me say he is going to lose west virginia, not go down a campaign against him as hard as anybody can. >> now, think of donald trump's speech at cpac like a three-day music festival ticket, like buying it just to hear the loss

concert on the last day. for a lot of folks in cpac, that is exactly what last night was. they called to hear trump beat up on democrats, like you just. are they love to hear him talk for almost two hours. and they really trust we has to say. they say they trust him more than almost anybody else out there. of course a lot of what he says may not be factual. like the election claims that we heard earlier. but he did make some other news as well, including calling to abolish the department of education. calling to abolish the death penalty and anybody convicted of dealing drugs. and also calling for same day voting in the united states, you see exclusively paper ballots. katie. >> gary, quick follow-up question for you. we heard a little bit about trump's hinting about another run at the white house. just a few minutes ago. did you get anything more concrete, maybe, on this idea that he may be making another run for 2024?

>> well, he has been hinting at that for months now. but the, course and cc rules that he can't really make money in the way he wants to also running for president for cpac they were all in for donald trump. he is a 99% approval rating, according to the -- that was held yesterday. and 69% of the votes as they want to see him run in 2024. and they would love to see him run with florida governor ron desantis. katie. >> thanks gary graham back. julia ainsley, quickly see you. do you have any idea how much longer this vote-a-rama is expected to continue? >> i just spoke to senator -- and he said at least for five more hours or so. the votes are about halfway through, according to its their german just announced. so we are hopefully expecting sometime this afternoon. but it really just depends on how quickly the senators move through these votes in the vote-a-rama. so we are not quite there yet,

katie. >> alrighty. julia, we are waiting to speak to massachusetts senator and markey. before able to get them, i want to quickly ask, you julia, as. well as information comes on the votes, are you getting notifications of how things are going in terms of the votes on the amendments? >> yes. with the amendment votes, as i mentioned earlier, a lot of the democrats have said they are going to vote no across the board. which kind of gives them cover, if republicans try to put them in a tough spot by putting him into the floor that democrats typically would vote on. but they were adamant that they do not want any of these amendments to pass, because that would change the bill. that would ultimately set them up backwards, and create some complications as the bill was carefully negotiated between senator manchin and senator schumer. and then again with kyrsten sinema who implemented her own changes, such as adding drought relief and making sure that the

tax provisions were to their liking. so we are not expecting any major changes to the bill. but republicans have made their stand. >> joining us now. thank you julia. joining us now from capitol hill is massachusetts senator edward markey. senator markey, thank you so much for your time. we know it is a very busy but unusual weekend for you. i want to go straight to some of the news that just came out, that the senate parliamentarian just ruled that a piece of this act, or this, bill cannot pass the chamber with fewer than 60 votes. this deals with a provision that would have been able to control drug prices for about 180 million americans. senator, tell us, does this affect anyone's decision on the downside to be able to still vote to make sure that this goes forward? >> i doubt it. because we have a compliment hans of package here. remember, this is a single largest climate energy bill in american history. it is going to dramatically reduce greenhouse gases. it is going to create millions

of new jobs. it is going to get $60 million in a climate justice environmental justice. for millions of black, brown, indigenous people across the country. it has subsidies for the affordable care act as well. it is going to be taxing, this is the way to justice, it will be taxing exxon and mobile, who only pay two or 3% in profits. so we have a great bill, no matter what the parliamentarian might rule. the bill itself is still an excellent and historic piece of legislation. >> senator, bernie sanders we just heard was setting congressional budget office, saying this legislation will do little to fight inflation or to help americans struggling to afford health care, childcare, and housing. are you concerned that republicans are going to weaponize this messaging coming into the midterms? >> not at all. this bill reduces the federal deficit by 300 billion dollars.

it is going to excite democrats across the country. especially young. people 18 to 34-year-olds, they have felt that the united states congress and preceding generations have let them down on climate change. this bill is going to unleash a wind and solar and all electric vehicles. and that vast storage technology revolution in our country, that will create millions of jobs. this bill, combined with the dobbs decision, the abortion pills decision, combined with the nra still controlling the republican party, and our stance for not relevant anymore. we are going to see a super charging of activists across the country, heading into election day this year. >> senator markey, i know that this is an important issue for you. can you more specifically identify how the inflation production act is going to provide for a more livable future through climate action and environmental justice for americans? >> thank you. . the reality is that the planet

is dangerously warming. emergency, rooms planets. we have to prevent it. every night on the news now for months, the first two stories i have been either flooding or fires all across our country. and by the, way across the world as well. so we can see what the consequences are of ignoring this danger to every part of our country. so what we are going to do is unleash a clean energy revolution. we are going to create the momentum which will ultimately create the moment where the united states can say to the rest of the, world you too must act on this issue. but you cannot preach temperance. you can't tell the rest of the world to do something if you are not doing it yourself. that is why this is such a historic moment. the united states, as of the completion of this bill, sometime today, and i've been

run for state attorney, not president. >> desantis is saying he made this decision because warren was picking and choosing which law to enforce. but let's be clear. warren had not acted on his pledge yet. in fact, new cases tied to florida's abortion law, for example, has not even been brought to his office. desantis went after him for warren's ideas, and for his intentions. and that is why many of his critics are calling the move authoritarian. detractors are gathering this week to protest what they say is desantis's abuse of power. joining me now for more is the hillsborough county state attorney, andrew warren. andrew, good morning. it is an honor to have you on my show. desantis is claiming that he is justified to remove you from office due to, quote, the neglect of duty. i read that executive order. i am a former prosecutor? . i understand where you are seated in terms of what you are doing. but to desantis's, point are there limits to the exercise of

your prosecutorial discretion? >> let's be clear. this is not about anything but i have done. this is about five set. the statements that i signed on to were value statements. expressing my opposition to legislation that was being considered passed, that was peoples constitutional rights. the two issues and drove, tear windows abortion and the 15-week ban in florida has been ruled unconstitutional. the second piece of legislation, on the second issue, is about gender affirming health. care and it is blocked does not even exist in florida. so i'd be punished not only for cases that have not come before me, but for cases a lawsuit do not even exist or not even ballot in the state of florida. this is orwellian thought police, i'm being punished for not enforcing laws that are not even on the books yet. >> andrew, you open elected on two separate occasions to the office of state attorney, by the voters in your jurisdiction.

they exercise their right to five, and they chose you to be there top prosecutor where they live. why is the point of voters electing a prosecutor like, you if it governor can just remove that prosecutor and that state attorney, if the you not agree with the exercise of precaution sartorial discretion? >> that is a 25,000 dollar question. right? for the past four years we have heard nearly half of america, all baselessly complaining about a stolen election. do you want to see an election was actually stolen? look no further. the governor still only position of states are turning away from the voters of hillsboro county. this is the erosion of our democracy. this is a violation of the sacred trust of democracy. >> andrew, a lot of people need to know, this eye. thank the florida's actually has to end up voting on what happens to you. the desantis decision to remove you from office. the next legislative session likely won't even be until february or march of next year, 2023. what are your options between

now and then? >> well, first of all, this happened so quickly. i, mean i was blindsided by this, too. unarmed deputy came into my office and told me i had to leave. i was not even able to gather my, things or talk to my staff, look at the order that this was based on. just, -- i was worried i was going to put into handcuffs and dragged off office. but let's be clear. we are going to fight back against this illegal order, and fight hard. we will end up launching a thorough defense of our democracy, which eviscerate this and nonsensical and illegal order by the government. >> andrew, quickly, i did want to highlight this. i think it is important for viewers to understand. you've just explained the rapidly escorted out of your office by, was a police officers? you are literally escorted out of your office? >> yes. by sheriff's deputy. >> unbelievable. i want everybody to know this --

former chair of the rnc, and msnbc contributor michael steele. he is also a friend with whom i've had the power of actually spending a decent amount of time over the last few days. michael, thanks for joining me this morning. michael, the speakers at cpac are calling for a violent confrontation. and not just in words. between the followers and those with whom they disagree. considering the fact that there has been this mainstreaming of extremist groups like the proud boys and the oath keepers, how dangerous is this rhetoric? >> katie, it has been a realtor rape. spent some time with, you catching up a little bit. it is great to be with you this morning. i think the framing of this is just right. the way the rolling stones put it, it is more fascism than farce. it is more concerned than conservatism. and it really is about how we

as a citizen respond to this. how we push back against it. we are not opponents of the trial they're. we disagree from time to time on big and small issues. but our first inclination as americans is not to go and beat the crap out of the neighbor, just because they have a yard sign that we don't like. or they are staying in a grocery store, talking with friends about the candidate that we like. that we don't. this is not the america that these folks are projecting. that they want. i mean, this is all when you have heard is sheer protection from trump, bannon, ted cruz. just sit the hell down, please. stop it. you are not serving the people of texas. you have not done that since you have been. they're the reality of it is. but you find the grift, you

find the rhetoric. you make yourself seem like you are the big man on campus. you get things done. but that is not what this is about. this is not about getting things done. this is about setting us up. and so, i think there is a real concern for us as we go into the fall elections, these mogadore that are being placed in positions to have seats of power. from running elections to governing states. these are things that we need to get serious about as a country, and understand what is right in front of us. again, you've heard it said many times. if they tell you who they are, believe them. why would you think anything else? after hearing what you've heard from these people, this past week. >> michael, one of the major goals of the 16 and destination is not only to investigate, but to ensure that the violence that we saw the u.s. capitol that day does not happen again.

it is the failure of the gop to disavow the violence? the violent rhetoric, and the violence itself. proof positive that the means justify the ends for today's gop? >> i think in many respects, it is that. and it is, also i think, a general lack of political resolve to deal with these individuals. in the past, when the -- society try to rear its head inside the gop in the late 50s and 60s, the leadership of the party said, oh hell no, we are not doing this. no no no. and they shut it down, they cut it off. what you see now is just the full embrace of it, by their silence. so the individuals like liz cheney, who stood up and goes, wait a minute, time, up this is not what we are about. this is not who we are as citizens.

yes, i'm ready to go toe to toe with democrats across the aisle. on health care and the economy. but i am not going to take up arms against them. just because we disagree. that is not what democracy is supposed to do. the fact that the leadership, the senate in the house, won't do that. the fact that you have leaders in the senate in the house who will speak privately, katie, about these things. and you, know nash their teeth and rank their hands and go, me oh my, what's dewey do, we can't stand this, privately, they won't go in front of a bank of microphones and condemn it. so what is the general expectation of the outcome on the other side here? it is like an undisciplined child. at some point, that child gets big enough and old enough that when you try to disappoint, it is too late. it is too late. so you might as well just start getting ready for a law

goes into effect on september 16th. -- signed into law almost immediately after the indiana state senate passed it on friday. the ban allows abortions only in cases of rape, incest, or when the mother's life is at risk. before it became law, when indiana state representative floated an amendment. he says it would help share the responsibility of an unwanted pregnancy. he wanted to ban erectile dysfunction drugs. take a listen. >> we are forcing young girls to be mothers. but not forcing the men to be fathers. if, in fact, an unwanted mistake is an act of god, then -- must be an act of god. >> that amendment did not make it into the final version of the bell. joining me now is indiana state representative john harlan.

representative bartlett, good morning and thank you for being here this past week. as we've all seen, kansas voters send a very clear message that they do not want bans on abortion, and a june pew research center survey found at least six or ten americans's find that abortion should be legal. and indiana roles in the near total ban of. it will be stricken nerve with indiana voters in the midterms? >> i believe that it will. the only way to make a difference is to go to the polls and vote. i think this is what will happen in november. >> representative, sometimes we also makes a difference is hitting people where it hurts them the most. and that includes pocketbooks. in the intro to this interview with you, i mentioned that there are some companies that are saying that there is going to be serious financial fallout in the event that some things don't change in indiana. but includes eli lillian clements. these are companies that have been around for years, if not

longer, in indiana. do you think the fact that there is a sort of these companies leaving and taking their business elsewhere, does not pose enough of a threat for your gop colleagues to say, you know what, maybe we need to rethink this abortion ban? >> we received a letter from business owners, business from companies, prior to the vote. it was like two or three days, such a statement of different companies saying they don't want this, yet they move forward. so i don't know. hopefully it will. we will just have to see. >> representative bartlett, i do want to talk about your proposed amendment to ban erectile dysfunction medication. it is safe to say that by, agra for example, would probably never get bands. but let's talk more about the point you were trying to make

with your proposed amendments. and whether you think you might have successfully swayed some of your fellow lawmakers. >> well, here's when i looked at. you have five men and four women, with the united states supreme court. you have 24 woman, 76 and then, in the united states senate. you have 312 men, only 123 women in the isolates congress. and in indiana, we have 50 state senators, for the two men and eight women. and the house representatives, we have 173 men in 27 women. and clearly we have a predominance of men all throughout this legislative process, making decisions for women. we want to put the onus on the woman for pregnancies. and the pregnancy cannot come

out of anything but male and female. so if it takes two to make this happen, then let's get to the root of the problem. let's put some onus on the men, as well. i think some folks laugh when i offer the amendment, but i was very serious and offering the amendments. it just takes to vote for the pregnancy to come about. so let's include the moment when we start re-making the decisions. for the female. i am pro life. but i am an american and i have a right to make a choice. if you are an american -- if you are, pro-choice if you are, american you shove the right to make -- >> representative bartlett, i

also be missing a teacher this. follow the teacher shortage is in a critical crisis across the country. in, illinois for example, 80% of school districts claim to have a teacher shortage. more than 2000 positions are either unfit, or filled with somebody who frankly isn't qualified for the job. in texas and rural school districts, they are coming back classes to only four days a week. in arizona, college students are now leading lessons for kids. here in florida, military veterans are being called into takeover classrooms. the problem is, they have no teaching experience. it is no secret that teachers do not get the pay that they deserve. and when you adjust for inflation, average teacher salaries are only up two tenths of a percent. only two tenths of a percent from 2000. according to the department of education's national center for education assistance. throwing in stress from the covid pandemic, relentless attacks from the gop over curriculum, and you could see why thousands of teachers are

fleeing the classroom. gop leaders like john santos are not making things any better, between banning books, censoring lgbtq topics, and banning books entering slavery in america, it is unsurprisingly our teachers are exhausted. i am joined by the president of the united teachers of the day, carla hernandez mass. thank you so much for being here. future shortages, these are not a new problem. it is sadly something that america has been confronted with for years. how are the problems like bans on teaching certain curriculum creating more issues for you guys? >> it has really exacerbated the issue. although it is not new to the united states, it has actually grown exponentially. a 3000% increase this just this year. there is an estimate that there is about half 1 million vacancies nationwide. obviously this impacting every community, every local school district. when we see the culture wars, when we see how the gop tries

to politicize our classrooms, and they create these court orders where they try to censor teachers. and they, say teachers are truth tellers. we want to be authentic with our education, so it is not because we are tired or because we can't handle being with students. we love being with our kids. it is everything else it is associated with it. it is the location, it is the disrespect. it is the lack of really respecting our careers. and the d professionalizing that is happening because of all these political attacks that are coming from education. >> obviously you and i are in miami, florida. i want to get all the salt on teaching the gardens through 11 traits. the bucs only have to have 60 college credits and a -- of 2.5. how is this going to go over the school system? >> first of, all we honor and respect our veterans. and we think our government is doing, especially here in florida, an important job and actually supporting the way that we need to. but this is not the way to support them. this is them professionalize-ing our careers,

and teachers are going to school for four years. they have the, bachelor's masters, -- degrees. to think of somebody who has four years of combat experience where they do well in our schools is actually very disrespectful to our educators, to our teachers. so we see that this is something to watered down. i think, now because of the pandemic, we know that case a more, education more resources. there has been this educational gap that has impacted every child, worldwide. we do not need to water down our education system. we need to strengthen its. so this is and not the fix. this is certainly not a solution that professionals believe is adequate. and parents should be concerned. because parents want to have the best features in the classrooms teaching the kids all the necessary knowledge that is going to make them better prepared for the next level e next leve so carla, i am a parent. i have a seven-year-old, precocious girl about to be in

second grade in the public school system. i am a graduate the public school system in dade county. it takes a village as they say. parents are rightfully concerned about the kids going back to school in the upcoming weeks. what can parents be doing to help make things better for the teachers in the classroom settings? >> let me tell you and every single parent thank you for trusting us. i know that you would not give your child anyone else except your child's teacher. so you know, we do it we can, i think we do god's work every single day in our classrooms. first of all we want to be allies. it is important that collaboration, where you know what the teacher is doing you have classic communication, because we are a team. it does take a village. and for every parent that has any kind of anxiety, we will send an email, a little note, and ask what is needed. because the teacher is not only worried about your child and their needs but there might be three students in the classroom that do not have supplies. kids in a classroom that you know, are, for lack of a better

term, homeless. because we do have a very big homeless population in miami-dade. so what is it that that particular teacher is doing to make sure that they are solving issues for all of the kids that they are serving? i think if you have good communication, you are allies, working together, that makes 1000% difference. that is where teachers want, they want to be able to have that communication. and really, just keep track of what the kids are doing, you know? make sure that the kids are keeping up with their homework assignments, getting good rest. obviously, that they are prepared. our public school system gives them free breakfast. any child is able to get breakfast, which is really important. but that helps them start off their day. >> karla hernandez-mats, you know what? i tell anybody who ever listens, i would not be here today if it was not for my teachers, over the decades of my educational experience. i appreciate all of the hard work you guys are doing, he specially in the united teachers of dade county. thank you for being here. >> my pleasure, thank. you >> so we are going to go to
