simone. we are getting a firsthand look at devastation from hurricane ian in florida and south carolina. many people are discovering what is left of their homes and their communities. in south carolina, the governor will tour damage from hurricane ian, which made landfall again friday afternoon. now, it has been downgraded to a post-tropical cyclone. in florida, the death toll is rising. hundreds of thousands don't have power and some don't have running water. even more flood waters are expected in the days ahead. we will have live reports from the ground and local efforts to help hard-hit areas rebuild their lives. plus, president biden has approved an emergency

declaration in north carolina. this is as the state is bracing for up to six inches of rainfall. we are going to talk about it with the democratic candidate for senate in north carolina, jerry beasley. and we are talking about the state of the race, less than 40 days until midterm elections. i am simone sanders townsend, and i have something to say. unprecedented, biblical, just a few words to describe the impact of hurricane ian. now taking its place as one of the worst natural disasters in our country's history. in just a few minutes, we are expecting an update from florida governor ron desantis, which we will bring you live. this week, hurricane ian slammed into florida's west coast, just shy of a category four hurricane. with winds of 155 miles per

hour. ripping through south florida. then, coming back to slim south carolina and now, north carolina. we are hearing from residents who survived. >> we shouldn't be alive right now. we shouldn't be alive right now with that storm. the power of that storm, i, mean if that would have crashed into the side of the house, i, mean it would have, we would have been swept away. right now, the florida medical examiner confirms at least 58 people have died. but emergency officials expect that number to go up. we will not know the full extent of the damage for days. but the initial damage assessment? it's already 67 billion dollars and rising. florida officials saying more than 700 people have been rescued. we do not know the number of people still stranded, but 700 is significant. thousands of national guard troops have joined florida's urban search and rescue to try to find -- although the storm has weakened to a cyclone, it is not done

yet. right now, north carolina and virginia are still feeling it, thousands of homes and in four states have had their power restored. but hundreds of thousands still do not have power. now we must note, in puerto rico. 230 people -- still have no power from hurricane fiona. and that storm hit nearly 200 weeks ago. but the numbers don't tell the real story. people's homes, jobs, stability, and in some cases loved ones are gone or imperil. and even for those lucky enough to have insurance, well, it will take much more than a payout to rebuild their lives. and within the last few hours, the sarasota county sheriff says a levee broke in sarasota, putting more than 50 homes in danger of 15 feet of floodwater. this is serious, folks. so let's check in on the ground with our crews in the field. nbc news correspondent liz mclaughlin and is with us. and so is nbc correspondent

emily anita, she's on james island in south carolina. liz is in florida. liz, i want to start with you. you are standing in the middle of just stunning destruction. i have been watching you for the last couple of hours. can you tell us what you are seeing? >> yeah, absolutely. this road just crumbles of concrete now. the only way to get to and from pine island from me. you might see rescue cues walking around, they are starting to survey the damage. starting to restore communications, still spotty self-service here. just cars floating in the water, boats washed up on land. some homes only a stairway to where a doorway used to be. you can see some remnants of what was once -- a peloton still sits upstairs, a fridge with the cover just torn off. food still neatly tucked inside. some of these restaurants were here for a century, now gone. some homes are completely gone.

they are trying to grapple with all this, the full extent of the damage is still yet to be known. we are getting aerials, they are standing in. both residents are helping residents. there are lots of people trapped in the island or staying voluntarily because they don't know what else to do. they don't have the communication to see when or water or food supplies will come. this is just complete devastation. one woman we talked to called apocalyptic, symone. >> liz, what are you hearing from folks whose homes are gone. you said that one man called it apocalyptic. this is just, where you are standing was once someone's house. >> absolutely. that home that we were just pointing to, this brown one behind me, i just spoke with the owner of that house who was actually in good spirits. i mean, this was his dream home. he had just finished updating

it, putting in all sorts of technology in the bottom floor. starting this home with his dog and his wife. he says that he has a new life on life. when i asked him how he felt, he said thankful, because he is alive. he sat on a mattress upstairs with his wife and his dog as the floor started to meet the ceiling, wondering if they were gonna make it out. they did. they are so lucky to be alive, because many of their neighbors weren't so lucky. and really gratitude is what we are hearing mostly from those who are coming back on rescue boats. and for this homeowner, who immediately came back and wanted to help his own neighbors. went in-house by house and had to grapple with seeing the loss in real life, having to see a dead body for the first time. i mean, these are unimaginable things. really truly trauma. but still, that big heart to want to help their neighbors, to help other people. symone? >> i thank you so much, liz.

emily al-qaeda, you are in south carolina. you are on james island, a lot of the attention has been on florida. but the storm has really taken a toll on south carolina, what are you seeing and hearing from people there. >> simone, the governor of south carolina and residents alike analogies that this state largely avoided the worst-case scenario, with no storm related deaths. still, even forged a path of significant destruction. as you can see here, storm surge rivaling some of the most powerful hurricanes ever to have hit the palm meadows states. plus, those hurricane-force winds walking down more than 1000 trees like this, when i spoke with a resident who described how he saw a tree. a sprawling tree toppled before his eyes. in the heat of the storm yesterday. fortunately away from his home. charleston, person where i am right now so more than seven inches of rain. other parts of south carolina's coast saw upwards of ten inches of rain within just a 24-hour

period. so that means that these grounds are still saturated and there is continued risk of more trees falling down. so officials incurring residents to stay vigilant as these cleanup efforts kick into high gear, simone. >> liz mclaughlin and florida, emily ikeda in south carolina. thank you both very much. i want to bring in florida states -- but shall run. michelle, i, thank you for bringing us. i see you are standing in what looks like a shelter area. so talk to me about what is happening. how are people faring in some of the hardest hit areas? how are you taking care of folks? >> well, symone, it is so good to be with you,, and so good to be with you. i am actually in pinellas county democratic office. in pinellas, we actually fared a little bit better than our counterparts down in southwest florida. so what i did is i sprang into action. i think, for me, and i think that you understand.

we have to make sure that this recovery is a just recovery, and equitable recovery, and a recovery for all. so there is some hard-hit areas were actually my family is in fort myers. harlem heights and dunbar area, that is predominantly black. they haven't really been able to get aid. they have been out of power. they have -- they are suffering. someone texted me that they have -- we put a call out on social media. we asked folks to come to the office to bring the items that we needed. i mean, i thought that i was going to have to maybe go to the store for -- i wish i could give you a whole panoramic view of what is happening. but we don't have to supplement. i think myself and a team of ire heading to fort myers tomorrow. the people that need it most, the people on the margins who are educated or bus drivers. the people who make our community run. they have what they need in order to get them where they

need to be. doing at this point of time. we know that this is not a one and done situation. >> representative rain, or how, though, do you ensure that there is equity in the recovery efforts? what you have done is necessary. you have stepped up in the moment. there is so many people across florida, across the carolinas, who are doing the same. how do we ensure that it is equitable? >> i think one of the issues, simone, is that we have to make sure that there is intentionality about who we make sure aid goes to. right? we have to be intentional about that. one of the things that i have done, i have partnered with organizations who are on the ground. organizations who live in the communities that are being affected. people who have served the communities that are being affected. so they know that if this -- there is a tree leave that -- there is a problem and they know how to navigate it. so in my capacity as an elected official, of course, making sure that folks get state aid

and federal aid. also, making sure that i'm connecting with people who are on the ground. i am also working with organizations such as for the rising. and such as florida for all, for peoples campaign. they are making sure that we are getting micro grants to people on the ground. so they need to focus a generator, they need to purchase food for their community. they are able to do that. so this is really an all hands on deck situation, to make sure there is an equitable intentional focus on making sure that everyone's recovery in the state of florida. >> all right, this is not a wanted on conversation, we are hearing reports from hospitals and particularly hospitals like health park and medical center in florida, fort myers. they are saying that no running water. in a hospital full of patients. people are in that hospital. there is no way to flush their toilets. there is no way to wash their hands. i have to ask, do you think florida was prepared here? >> you know, we are in a climate crisis. i think there are folks such as

myself and i've been sounding the alarm about the climate issues that we are having in florida. i think that when we talk about resiliency, it can't just be us throwing money at our problems. but we actually have to get prepared. honestly, you know, we can debate this, we can critique this. but i don't know we were actually prepared for a storm of this magnitude. and i think that we have to take the climate crisis serious. we are seeing storms being more powerful. we are seeing storms doing apocalyptic damage, as one of the reporters in the last block before me said. and we have to make sure that we are taking care of our people, not only in our state, but also, you know, threw out the organization. >> florida's gonna have to answer questions, not just about how rebuild happens, but where rebuilding happening is gonna happen. thank you florida state representative michelle trainer, we are praying for you all and continue to do the work.

obtained and they argue search. in that ruling at the founded this to quote court abuses discretion about the order. now the justice department argues, that finding could be applied more broadly. to all 11,000 documents seized in the search. under that the province proposed schedule briefings just under six briefs. if the court agrees that the gesture court lacks tradition for the proceedings before the special master and district court would is. this all comes after judge cannon sided with the former president -- to identify evidence he claims could've been planted by the fbi. although those receipts i mentioned. here to discuss is msnbc contributor and justice department reporter for the new york times, a refrain katie benner. former federal prosecutor, shanna woo.

the other good friend is with us. welcome to you both. i'm happy allay here because there is a lot to unpack. katie, what exactly is the justice department's argument for expediting the appeal and why are we seeing this request now? >> sure, so much of it is what you just mentioned. the justice department knows that in a different appeals ruling, so many court rulings going back and forth. and appeals court called it aileen cannon. basically overstepped even in appointing the special master in the department would like to see the entire review. to see whether or not, they should've happened in the first place. keep in mind, the justice department has won on a couple of, counts able to use the classified information. and its investigation and in a larger assessment of whether national security interests were harmed. but still, about 11,000 documents are being held up by aileen cannon. and her order that if you are viewed by a special master. so the justice department is saying, all we heard and peoples courts say that there

is or might not be a proper use of judge allianz cannons power and if that is the case, we need to expedite this and see if we can get these 11,000 documents used by the justice department in their investigation. >> so shannon, how strong that is the justice department's case here? >> oh, i think it is quite strong. as katie pointed out the 11th circuit already ruled not basically on the same legal in favor of the justice department they give them access to those classified documents. some on it's interesting to speculate, the doj plan this ahead of time. meaning they were just gonna go for the classified forests and then brought on the request. or were they being a little bit cautious because they're worried about the circuit being conservative. and then when they found that they had one sort of slam dunk to get access to the classified documents and the court of appeals really kind of slam dunk on judge cannon, although maybe there is a message that we have to track for something broader. which is the knit doesn't the but completely and say she

should not even appointed the special master. >> i mean, when i heard this we have to catch folks up on this, we will be watching and i'm interested this is the 11th circuit does. let's talk about the january six committee particularly the house investigation here. this hearing that was scheduled for wednesday earlier this week, it was canceled but the panel did talk to ginni thomas a wife of conservative supreme court justice, clarence thomas and the chairman of the january six committee benny thompson, he did say that johnny thomas told lawmakers that she still believes the 2020 election was stolen. according to the opening statement, mrs. thomas assure the committee that justice thomas was not aware of her correspondence with donald trump stand chief of staff mark meadows. or his lawyer john eastman. now katie, what have you heard from the justice department about ginni thomas's testimony. this is not under their investigation but we know that they're closely watching what the committee is doing. >> that department is closely

watching what the committee is doing however because that committee interview ginni thomas and i'm in the justice department will follow suit. what's interesting is that ginni thomas told congress that she believes the election was stolen. so therefore believes that what she did was completely in the right. she does not see her behavior wasn't anyway wrong given the fact that again she believes the election was stolen. i don't know how strong a witness that would make or for the justice department if they were investigating whether or not that was wrongdoing. because her intent was to in her view, uphold what she thought was the right thing to do. however, she is for congress a really interesting witness. one because she was at the center of some different conversations between people who are planning the rally, as well as chief of staff mark meadows and others in the white house. and she is an interesting witness to because she does speak volumes about what has happened in the country. the wife of the supreme court justice who believes that the election was stolen. this idea runs and really

defense not just a french conspiracy. really speaking to the heart of the republican party and members of the party like the one -- i think in that way, sociologically she becomes a really fascinating character. >> shannon, katie laid it all up for us here. very quickly if i believe that i was a size eight, that doesn't make a true. wajennie thomas believe the election was stolen but we know that is not true. talk to me about the facts here. >> well every call that's looked at it has said nothing wrong with this election. she is really almost like previewing donald trump's defense which is i really thought that i was in the right on this. and it's really quite fascinating, escape points out that the wife of the supreme court justice believes that but what is really disturbing about it is that she is the wife of a city of supreme court justice. he should be recused from any case having to do with anything coming out of january six.

for climate studies has said that over the next 80 years, the state can expect disruptive sea level rise, a substantial increase and the chance of flood from coastal storms. after this hurricane do you think that now is the time to talk about how and where north carolina rebuilds. this is an issue of climate change. >> well it is simone i think it's important to say first of that i'm really sorry and my prayers to the folks who have suffered devastation and loss of life. and north carolina, south carolina, florida and other states and we are certainly felt the impact of heavy rainfall here. the wind and flooding as you just saw. a lot of folks have lost electricity. we certainly want to make sure that these folks get back on their feet, and that they have the support that they need to be able to move forward. this is a tough time for north carolina. our hurricane season gets

longer every year. and it is part of the climate crisis, our sea levels rise. we have flooding and it is tough. it is all a result of the climate crisis and we really have to be serious about it. >> our prayers are definitely with the people of north carolina, south carolina, florida and virginia right now. and puerto rico. i want to turn to talk about the midterm elections because they are only 38 days away. you are basically tied in the polls against a republican opponent for senate ted budd. from september 5th to september 26th, we check the numbers and republicans spent 4 million more dollars and north carolina and the democrats in your race. do you think that democrats need to spend more money to help you flip this seat? >> you know, i am really excited about where we are. we are feeling a lot of energy in this race.

and you are right, ted budd and his allies have spent millions actually. you talk about a short period of time but millions of dollars against me working hard to distort my judicial record. i've been a judge for over two decades, and chief justice and the supreme court. and they're certainly not kind of money because they know they really can lose this race. it's important for people in north carolina to really understand what is at stake in this race. now congressman ted budd has been serving for six years in congress. and at every turn, he has shown that he is far more consumed with corporate and special interests and his own and he is putting the interest of the folks here in north carolina second. and so we need to have a senator who is going to stand strong for our values here in the state. we need somebody to understand that our constitutional values really have to be fought hard to protect. we know that congressman ted budd supports an absolute ban

on abortion without exception for rape, incest or risk to a mother's health. we know what that could mean for so many women here in north carolina and across this country. and means that women will die simone and that is unacceptable. >> sherrie you mentioned abortion, my team did some research and found that education taxes and crime appear to be some of the top issues for north carolina voters. abortion is actually next on that list. you have openly backline force, many of denounce effort to defund the police, you have several ads on this as well. your opponents, they're trying to paint to a soft on crime. they are attacking your traditional record, doing your time is particularly as chief justice. what is your response to the recent ads attacking you? >> well i will say the whole -- i would say primarily, folks want to know the next senator will find her to lower the cost. people are feeling everything from pain at the pump to the cost of prescription drugs and everything in between. i know that it is paramount

that we do that and certainly folks here a whole lot about education. we all want our children to do well. and the attacks happen when you don't have a record to stand on. and i have been attacked by congressman ted budd and his allies. unfairly attacked and we know that they have worked hard to distort my judicial record. we know i have been accused of taking corporate back money and i do not accept corporate pac money. he does and the things that they're saying about me and my candidacy are just false. it is a little strange,. i've been an elected official for over two decades. and folks here of had a real trust and confidence from my work and service. i would ask folks to please go to my website at sherry bees about compton know more about my candidacy. a clear choice in this race and we could have somebody who has shown that she does not stand for the buys of the state. we can have somebody who will stand for what is right, carla

report that found that split ticket voters well, they're making a comeback y'all. in fact their votes could very much will be the deciding factor for some of 2022's most consequential races. that report says that this trend is especially clear in pennsylvania. a recent fox new poll found that state attorney general josh shapiro who is running for governor leads trump ally duct mastery ono by 11 points in the race. meanwhile, pennsylvania democratic senate candidate john fetterman's lead over republican opponent mehmet oz is only there for points. just above the margin the error among registered voters who say they are certain to vote. trump endorsed odds, but the doctor has worked to try and present himself as more moderate than typical maga republicans. lawrence county commissioner morgan boyd and republicans who endorsed democrat josh appeal for governor said this. quote what you are seeing is a repudiation of extremism.

there. and for me. >> what about these folks? >> these are the polls, that is what they say but i'm from pennsylvania and what i am seeing with folks that i know in pennsylvania. that the extremism is not being called out enough. it is more so being, it's being pacified and they're not being clear about. it the ones who are resonating, democrats who are resonating, they are calling it out. her not being afraid to say exactly what it is. i understand why biden has to say that but where we are right now with mastriano and oz and herschel walker, a guy who said i am not that smart. this is a line that i am seeing is extremely thin. i don't understand, the line is too blurred for me. >> it is a question of candidate quantity. >> reena, what if moderate republicans outperform a number of these more extremist candidates. let's and pennsylvania it

would've dug mastriano loses. and pennsylvania but met oz winds. even though that i would argue is definitely out of step with pennsylvania. would that mean and signal that republican and the stronghold of donald trump's heart, the republican party apparatus may not be as strong as many of us thought. or is it does he have it wrapped up? >> simone at this point, there's nothing that be a clear repudiation of trumpism. they're just not and we are too far past that point and what i feel needs to happen because i hear quite when he says that line is too thin, i disagree. i actually assembly has been that establishment republican who has hansen ounce maga and trumpism from the onset. the moment that donald trump declared his candidacy, i was concerned about the candidate quality that was coming out of the gop. years before that so actually there is a very distinct line the reality is this. the democrats are not met the moment in talking about what they have done legislatively. in terms of just being out

there and saying these were our winds and this is what we have accomplished. this is why those guys are unacceptable. continuing to call extremists, extremist doesn't do anything. they are what they are. exactly you have to say this is what makes us far more confident. what makes us more acceptable in this is why you need to continue to denounce these cloud car candidates like oz and mastriano. >> i want to talk about a picture but a different picture, not in pennsylvania. i want to go to georgia. piand georgia, the republican incumbent governor, brian kemp as under fire. we are putting this, we will put it up on the screen for you guys but is under fire for the filter of his campaign used over a democratic opponent stacey abrams in a new ad. and filter that resulted in the darkening of her skin. look at the screen folks. we will put it up for you, we will put it up and on the left is abrams original ad. and on the right is the person that appeared in camps at. all right, it is not up there yet but i saw that and i will post it up here it is. we are at, do you see this.

look at it. look at this. clay, please lay off for us why this is not your average campaign ad editing filter? >> to know what it, is average of the southern strategy politics in 2022. this is their version of trying to make democrats carry. this is their version of saying here is a scary candidate who is running and the way that they fry, and whether they frame stacey abrams. and i really have to push back on the side of the democrats are laying out what they're doing. you have heard win after win from the biden administration. even when it comes to stacey abrams, whether she is advocated and in georgia. this idea that democrats are laying out their winds when we fight infrastructure bill when we have had folks coming in and trying to save our democracy with this january six commitment. >> i wish we could get into this, active to interrupt you and we will go to governor desantis. he is speaking right now in florida about the hurricane. >> obviously, very catastrophic images. this is the massive storm that

really had massive water dumped all over the stage. the interior of the state all the way out to the east coast of florida. and so right here, we came in i saw some in the air and we are able to drive around and see some of the water. really significant. i was able to meet with the resident and that entire home was underwater. they had to flee. we are sensitive about not just the areas that are on the news all of the time, all of the other areas throughout florida. this whole thing right here, this emergency vehicle and we dispatched the carney before they even. it arriving problem with the eoc and so we want to make sure that they had the ability to conduct emergency operations show that need arise. what's interesting like sunday and i don't think hardy was even in the cone and then it kind of shifted and people were trying to figure out the bottom line is you have this here. you had a lot of great people that were on the scene helping.

and you have done, they have done a lot of water rescues here. and hearty, big time and that is been very helpful for a lot of the residents to be brought to safety. you have residents here who have gone through a lot of hurricanes. this one had more water than any of those hurricanes by far. and those situation where you really had a life-threatening flooding going on. and some of the neighborhoods right here in this part of florida. so when you're looking at you understand that they're working on connectivity. we understand they're working on cell phone service, we understand they're working on getting the electrical back. we wanted to be helpful and it's best that we could so we are working with elon musk. and he has the star length satellite, he has been re-positioning those to be over this part of florida. and were able to give and it comes from there to here and you can get the internet off of this with your device. these are really important things. we have been able to bring these for you here and hardy county. by the emergency personnel

news as it happens. at this point we are going to move on because i want to bring in a key series that we have been having about the divine nine. we have been talking about the midterm elections, i've said it before i was hit again, they are 38 days away and six are high. the list of issues top of mind for voters right now range from everything from abortion to inflation. to immigration and gun safety and quite literally that democracy of our country. the importance of voting cannot be stressed enough. so in this area that we are continuing with the conversations with the presidents of the divine nine and today we're talking to the general president of alpha file for fraternity incorporated. alpha file for is the first intercollegiate greek letters organization and the united states. they are founded by -- an at cornell university by seven and and known as the seven jewels. they recognize the need for support of black man in court nelson --

and social racism. with 745 active chapters worldwide, over 27,000 members. alpha if i alpha fraternity incorporated is the largest predominantly black -- social service and community activism is at the core of the organization's focus. one of the national programs and effortless people is a hopeless people. it was initiated by the office in the 1930s. when black folks had the right to vote but where prevented from voting due to polls hats. they didn't have the right to vote in that were prevented from voting to pull taxes, due to threats of retaliation and a lack of education about the voting process in general. people were trying to block the vote but the alphas stepped in and stepped up with a program. i want to bring in dr. willis elon's are. he is the third general president of alpha file for fraternity incorporated. general president alonso thank

you so much for being here. i am very excited to speak with you today, you have members all of the country and have almost 40 chapters in florida. we heard from governor desantis, are the alphas moralizing and response to hurricane ian? >> yes we, our talk with the district director doctor and it went out of my head. i talked a district erector this morning and he and showed me that the brothers are not only solid and they are now able to assess what the resource access maybe and so that we can begin to mobilize and assist our communities. i know that being in that opportunity, we are looking to as well in georgia and south carolina. i spoke to those as well. our directors for the states to ensure that they are doing well in fact north carolina, some power outages, some flooding but our efforts will be to ensure that we can begin to extend our resources to the communities that would typically support. we have been able to

fortunately come out favorable despite the heavy damage and i know we have a chapter in fort myers florida. and they as you know the experience of essential damage. >> we spoke with the state rep for fort myers, and we are trying to ensure that we can mobilize our points to go there. and the regional vice president who is eternal cecil howard, i spoken he is assured me that our state representatives call district directors will keep me informed as well as he and his role as the regional vice president to ensure that we are going to be linked with our men and our families. but helping that communities that we mobilize and we take care of them to. that is what we do we advocate for our communities. >> we are paying for everybody affected not just in carolinas and virginia as well. we talk a lot about the fact that voting rights are under attack nationwide and dozens of states have an act of restrictive voting laws. i know i don't need to tell you, we mentioned our national

program of vote less people is a hopeless people. how are you, what is the practical implications of this program and this particular election where it is challenging to say the least across the country. >> we, realize it was -- and hopeless people campaign. the intent is to ensure that we are empowering our members. specific conversation with people in that community, what is at stake in this election. the things we see on television, things that are coming out of washington d.c.. and how they impact them directly. we are concerned now that this devastating hurricane as leverage florida so i would be assured that they will be appropriate elections conducted there. despite some of the challenges that they are having logistically there in florida. we are going to put our bullet to work. we have been talking with individuals to our door to door campaigns that we do we have been holding town halls. we have been using webinars. and using the social media to

mobilize our voice and to remind people of what is at stake. and although we are a fraternity of man, we recognize that reproductive rights are on the table. >> i know about 20 seconds left, what are you doing to mobilize very quickly on the issue of reproductive rights? >> we are making sure as men, we are aware of what those stakes are. we have to make sure that we understand that it's invested interest, not only for black people but brown people. but for all people, we are mobilizing also with the divine nine. my fellow counterparts and the council president about the honor of serving as the vice chair of that. our chair is rashida liberty of signal cameras sorority. we have been talking about how we can have a fuel and overlapping approach to ensure that the vocal component of our voices as fraternities and sororities is leveraged to ensure that our community are really the world is aware that we have walked stand for this issue. they just be swept under the
