>> we'll break down where these races stand this morning and also this morning a russian court has rejected an appeal from wnba star brittney griner who was sentenced to nine years in prison. congressman colin all-red will join us with more. and what experts are calling a triple-demic with the rising cases putting a strain on pediatric units. and this morning newly installed prime minister rishi sunak met with king charles where he was asked to form a government. we'll break down what it could mean for the british economy. and we begin with our top story this morning, there are

now just two weeks until election day when voters will decide which party will control congress for the next two years under the remainder of president biden's term. today is first day of early voting across utah, louisiana and wisconsin. this as over 8 million americans have already cast their ballots in this critical race. joining us now, dasha burns live from harrisburg, pennsylvania. and in milwaukee, shaquille brewster. also with us, jake sherman founder of comfortable news. and so shaquille, first day of early voting where you are in wisconsin. where what are you seeing? >> reporter: i'll let you see right now, this is the lieutenant governor, he is running for senate, he just arrived at this early voting location here in mill because de. first day of early voting here across the state of wisconsin, so you see him going to greet some supporters right now. he comes from milwaukee, so this

is his neighborhood and he is going to shake hands and meet with some of his supporters. we'll see if we can get some questions with him. but this is between ron johnson the republican incumbent, someone who if you look at polling democrats thought that they would have a good shot at beating him in this election, but after mandela barnes lost his lead in polling a couple months ago, you see ron johnson securing a somewhat consistent lead in the polling. i'll let you take a look at he continues to shake hands. things are getting tighter, but there is a lot of money spent on this race. and would he seen the top issues all come up. lieutenant governor, how are you feeling today is this. >> real good. why do you think people will turn out this election? >> a beautiful crowd out today, right? >> reporter: you get a sense that that is what he is doing, coming out trying to get as many voters as possible. this will be a turnout election, something that you are hearing

on both sides. republicans saying that they are trying to turn out their folks. we'll see ron johnson in a conservative town and mandela barnes start the moment early voting starts, you see him out going to cast his ballot. likely for himself. >> very likely. and dasha, this is a critical night for the oz and at the time timer fetterman campaigns in pennsylvania. and fetterman releasing a statement ahead of the debate. what is the latest on that? >> reporter: yeah, on the eve of the debate, fetterman campaign released a memo about what we should expect this evening, seeking to sort of lower expectations for their candidate. they said, quote, we'll admit this is not john's format saying if we're all being honest, oz clearly comes into tuesday night with a huge built-in advantage. they also called the circumstances around this debate unprecedented. referencing the closed captioning that fetterman will

need to use because of his lingering auditory processing challenges. we know there will be monitors set up behind the moderators, there will be live transportation description happening during debate that fetterman will rely on, and they said that john is going to win this race even if he doesn't win the debate. i'll tell you, though, this has been a highly anticipated night here in pennsylvania. i talked to so many voters who are waiting to make up their minds, waiting to see what happens when these two candidates after so much time fighting on the airwaves, fighting on social media, what happens when they actually take the stage face-to-face tonight. and in this very high stakes and very tight race, cbs poll just released shows very, very tight contest here within the margin of error. fetterman with just a slight lead but again within the margin of error here. so any number of factors could tip the scales. and there are a few voting blocs that both are

focusing on, suburban women is one them. oz with his messaging on crime. fetterman focusing on abortion messaging targeting women. and we spoke to some suburban moms as a gymnastics studio about what issues matter. take a listen. >> what do you look for in a candidate? >> having someone that is a true leader, isn't pandering to their base but actually doing what they think is best for the country. >> how have you and your family been impacted by some of the issues? >> inflation has been huge. i mean, safety in not only education but regular life. huge concern with little kids, i want them to be safe in school, i want them to have every opportunity. and like i said, inflation, it really affects how you parent, what you can do with your kids when your taxes are just going up and your exendable income is shrinking every day. >> reporter: so inflation, crime

and public safety are two big issues that we've been hearing about in red counties, blue counties, suburbs, cities. these are critical issues for voters. and i've been surprised by how many people i've met that are still ppreventable, that are either totally undecided or maybe leaning one way or the other but will make their minds up in the next couple of weeks. maybe a lot making their minds up tonight. >> yeah, that is an interesting issue. jake, let's talk about what is really the importance of tonight's debate there. fetterman and oz both need a night where the people who haven't made up their behind, who they will support, can latch on to. >> reporter: yeah, it is the only debate of this entire race, a race where -- a rare race where republicans are trying to hold on to a seat. the retiring senator pat toomey holds the seat, decided not to seek another election. stakes are clear. oz is banking on the fact, and every republican candidate

around the country quite frankly, is banking on the fact that rising tide of red wave so to speak will lift every candidate, that is a fair assumption, but every race is conducted in a silo essentially. and each candidate has to run their race. and listen, what dasha said is so important which is the campaign is already trying to set expectations on fetterman's side that if he doesn't win this debate, he still will win the general. that is basically conceding the fact that it might not be a good night for john fetterman who is still struggling with the fallout and recovery from his stroke. but he could still win the general election. obviously in pennsylvania josh shapiro, democratic candidate for governor, has a sizable lead over doug mastriano, which fetterman is hoping could help drag him to the finish line. and oz obviously is hoping that this rising tide of republican wave will help carry him over the finish line. so two competing theories in

this very high stakes debate. >> and i was struck by something that the new nbc news poll that shows that 80% of both democrats and republicans believe the political opposition will destroy america as we know it. boy, that is such a concerning start this tuesday. i think that we've got a political system that is quite sick and i think that no one doubts that we're in a pretty venomous time when it comes to politics. and i think that you are seeing that play out across the country. you are seeing some saying the other side will destroy the kin, whether democrats saying that will republicans or republicans saying that about democrats. it is in hundreds of races. >> and also at the dinner table and among friends and people who really have -- it is almost as though many times people aren't able to have discussions about

politics with friends, colleagues, even family members without it going to, you know, nuclear. >> reporter: right. i mean, and then you will see by the way, if there is a change in power in washington here in the capitol, you will see i think -- we've been being accustomed now to democrats controlling all branches of government which has gotten republicans worked up and democrats a little comfortable. if republicans take over the house, you will see a sea change here on capitol hill, investigations into the president, investigations into a whole host of things that republicans believe has been ignored for the past two years, so it is not as if this kind of venomous and poison fuss time will get better, but worse. >> i thank you all very much on this optimistic tuesday.fuss ti will get better, but worse. >> i thank you all very much on this optimistic tuesday. and right now, breaking news, former secretary of defense ash carter has died at the age of 68. his family says that he passed

we're following the fight to retake the key important area of kherson. government officials installed by russia in kherson are now evacuating as ukrainian forces are moving closer to the city according to the "new york times". "times" reports that ukrainian officials and activists suggest that, quote, the occupation administration was in disarray and that the humanitarian situation was growing worse. meanwhile the u.s. says it does not see any need to adjust its nuclear posture after claims by russia that ukraine is planning to use a dirty bomb, which is a weapon that scatters radioactive material.

the u.s. says those russian claims could be used as a pretext or further escalation. joining us now from kyiv, a former adviser to president zelenskyy. thank you for being with us. what are you hearing about what is going on in kherson? >> well, at the moment there is a media embargo there because there are a lot of psychological operations in the south. i wouldn't expect it to fall like within days. definitely russia is trying to spread information that it is withdrawing bi-i think that we'll see a lot of resistance there. and let me remind you, kherson is not the only front. although there is kind of understanding on the ground here in kyiv that the south will -- you know, the most dramatic of all the counter offenses and events in the next few weeks. >> what is the importance of kherson to ukraine? >> first of all, it is a major city. it is one of two major cities

that have actually fallen into russian hands. second being mariupol. it is also the key to crimea. if ukraine controls kherson, next counter offensive can finally bring us back into crimea should we decide do so. so that is why it is important to russia as well. >> and there is this whole thing about russia talking about the dirty bomb issue. what is the reaction in kyiv to that accusation that ukraine is preparing to use the dirty bomb, russia saying that? >> well, first of all, we're slightly concerned because as they say you don't believe anything until the kremlin deny it is or in fact blames you for it. secondly, president putin has already made irrational kind of ventures past the point of no

return. and one is annexation of new territory. and third and final one would be using nuclear weapons or in fact resorting to nuclear terrorism. so we are concerned. and especially because ukraine has no capacity to engage in nuclear war because in 1994, we've given up our nuclear arsenal, one of the biggest in the world. and let me remind you some of it went to russia and the u.s. was actually a guarantor of the memorandum dumg. so not only do we not have capacity do so, we are concerned that it is playing out this way. >> and do you think budapest memoranda was a mistake? >> to be honest, i do. but with hindsight, like we're all smart and clever, but at that time we thought that we were moving towards the west and toward as peaceful society of the future. so we believed in the world without nuclear weapons. and even mutually assured

destruction. that is the way the cold war ended. but with what is happening this russia, we're all in danger now and now it looks silly. >> and just finally, your thoughts on with winter approaching, the infrastructure in the energy infrastructure according to the president, more than a third of it has already been destroyed. what are your concerns going forward into a cold winter? >> well, it will be incredibly difficult to survive without heat, without electricity, without communications and connectivity. but at the same time, we've made this far and we're not scared of the weapons. in fact even nuclear blackmail, we can deal without electricity if it means we win in the end. >> igor, i thank you very much for being with us this morning. appreciate it. and now to london where the united kingdom has its third prime minister in two months.

king charles officially asked rishi sunak to form a government one day after he won the ruling conservative party's leadership election. at 42, he is the country's youngest leader in more than 200 years and first person of color to be prime minister. sunak is also wealthier than the royal family. his biggest challenge is dealing with the profound economic crisis now facing the uk. >> i will place economic stability and confidence at the heart of this government's agenda. this will mean difficult decisions to come. >> joining us now from london, wilfred frost. great seeing you again. so what is sunak expected to bring to the table in the country? >> reporter: well, i think the first thing that he brings to the table is the chance, the small chance of political unity

within his party. and believe it or not, that small chance is a drastic improvement from where we were just last week. and it is a sign of the times for the conservative party that someone who still is remembered as resigning at an opportune moment in boris johnson's government is somebody that could potentially bring unity. he can also there learn from his predecessor liz truss' mistakes by appointing a more broad cabinet and include some challenges within the tent rather than outside of it. and he is expected to do that this afternoon and tomorrow morning. and the other thing he brings is economic competence, importantly in the market's eyes and image for economic competence. he was finance minister, he worked at goldman sachs previously. and fair to say the markets have already calmed anticipating his appointment and welcoming liz truss' departure, bringing the same calm to the underlying

on schedule. i think that it is important that he is showing everyone that it is important to get that done right now because we're heading into the cold weather. people are moving indoors. and we're likely going to see cases increase over the next few months. >> there are folks who make the choice of whether to get the covid and flu shot in the same day or space them out because they can't risk getting side effects of them and missing work. what do you tell them? >> i would say to get both as soon as you can. if you are eligible. you know, i definitely agree that sometimes both these swrak evens can take you out for about 24 to 48 hours which is why we always want to encourage companies to give and employers to give their employees paid sick leave. but we're headed into a situation where we're already seeing increase in flu, we're already seeing increasing in rsv, some pediatric hospitals are already reaching capacity. and so we know this these

vaccines are very effective at preventing severe disease, hooptization and death. so we want to encourage people to get them now. >> and talk to me a little more about the rsv thing. >> yeah, so it is something that i know of very well. my 5-year-old who was then 3 weeks old had rsv and had to be hospitalized. and so this is something that even normal healthy children can get. so infants, anyone under 5 years old, infants and elderly can be admitted and develop symptoms such as fever, trouble breathing. and so that is why as dr. jha said earlier, if parents see their children having difficulty breathing, fever, they should take them to be evaluated by their pediatrician or the e.r. as soon as possible. and we're seeing increases in rsv already which is actually early for the season. and some hospitals are already

37 past the hour. a russian court has denied brittney griner's appeal of her nine year prison sentence on drug charges. she watched by video link from a detention center as her lawyers tried to convince an appeals court to overturn or reduce her sentence. she was detained in a moscow airport in february after russian authorities said that they found vape canisters with cannabis oil in her luggage. after her appeal was rejected, national security adviser jake sullivan issued a statement saying in part the biden/harris administration has continued to engage with russia through every available channel and make every effort to bring home brittney as well as to support and advocate for other americans detained in russia including paul whelan. matt bogner is joining us from london. what comes next?

>> reporter: good morning. well, this was in many ways i think one of the last tricks in the play book that is available to griner's legal team, this was a formal appeal of the sentence handed down at the trial a few months ago for nine years. and they tried to argue against this, they wanted to see it either suspended or reduced in some way. and some of the arguments that we saw from them today were things such as classifying it as excessively harsh, pointing out that russian citizens at least some of them who have been brought up on similar charges and sentenced received much less strict, much less time than griner has. and that they unfairly threw the book at her. and we also saw a number of things pointed out involving all of the work she's done for russian sports. so hard to see where they go from here. her legal time was speaking to

reporters after the verdict and they said that they have not yet spoken to griner so they don't know if they will file another appeal. that option apparently remains open to them. but extremely difficult to see hugh that would change at this point. and so it again moves back into this realm of a possible prisoner swap, something we've been hearing about since griner was arrested in moscow back in february. buts is important to note we've been hearing about that for five years now with paul whelan. and that said, trevor reed was traded earlier this year. so we'll just have to see how that goes. >> matt bodner, i thank you very much. and with us now to continue the conversation is texas congressman colin allred who sits on the foreign affairs committee. always great to see you. i want to begin by getting your thoughts on the court's decision today. >> good morning, jose, thanks for having me on. let's just go back to the beginning of this. brittney griner was wrongfully detained and her entire court process has been a sham.

and so this is another step in a sham process that we knew was not going to be successful. but there is something good to look to here in terms of that the russians have said that their media, their state media, that they are not going to discuss any kind of swap or any kind of deal until the legal process had fully played out. and so if that is to be interpreted one way, you can see that it this appeal might actually allow that to move forward. ms. griner still has the option to continue to appeal and her lawyers could pursue that. but in some ways this is still advancing the process. >> and last time you and i spoke, you said that your office is in regular contact with the state department getting briefings on efforts to negotiate a solution with the russians. any change in that situation? >> well, we haven't received a serious count iter offer from the russians yet. but as i said, their position has been that they are not going

discuss this until the legal process has played out. it is really strange for us to understand that they don't have in my opinion a functioning legal system in which arguments are heard and defendants can be found innocent. but they still think that it should be followed all the way through and that it they are committed to it in terms of making it appear to be somewhat legitimate even though it is not. >> and i want to turn to russia's war in ukraine. a group of more progressive colleagues sent a letter to president biden urging him to shift his strategy when it comes to the war in ukraine, military and financial support with a renewed diplomatic push that would include direct talks with russia on this issue. what do you make of this proposal? >> obviously i disagree with it. there will be no discussion about the future of ukraine that doesn't involve ukraine. but let's be very clear here also, democrats in the house and congress are not the ones who are saying that we're not going to support ukraine.

a big splash. and he held his own. he had a good debate by most accounts. but he didn't deliver any of the knockout blows, he didn't force any gaffes that he really needed in order to change the trends of the dynamic of this race. ron desantis has had a healthy lead in the polls throughout most of the race, he has a big fund raising advantage, certainly those of us in florida see his ads regularly. so charlie crist needs do something to change the trends and overall dynamic of the race. and although he had a good debate, it seems like stas tuesday company is here to stay. >> and let's talk about that trend because it seems as though florida for many analysts is further and further away from being that toss-up state. >> that's right. and first of all, we're getting a lot of migration to florida from other states, people fleeing higher taxes, high regulations. and so there is a self selection

process going on, a lot of those people tend to be economic conservatives and they are certainly voting that way. and then the other big trend which i know that you've been looking at very closely in this hour and in previous shows is the hispanic vote. and we're seeing that increasingly hispanics are willing to support republicans. and right now, governor desantis actually has a lead in polls with the hispanic community. reminder that he lost the hispanic vote approximately by ten points first time he ran for governor in 2018. so if he can win that community this time, it would be a grass it community this time it would be a drastic change. >> this new polling also reveals 47% of florida hispanic voters support the 15-week abortion method, and also 54% about teaching the gender identity issues, and what does it tell you about the state of florida?

>> tells us two things, and like before, hispanics care a lot more than immigration. for a long time politicians would show up and talk about immigration, and hispanics care a lot about education and the economy, and that's the main reason most come to the country and we are seeing on these issues governor desantis has aligned himself with a majority of the hispanic community, and not all hispanics, and florida's community is very diverse, and on a lot of the issues republicans are connecting with latino voters and seems like they will be rewarded for taking some of these positions in a couple weeks on november 8th. >> i think, carlos, that you and i would agree, there is no latino vote, they are just latino voters, every single one independent and different. >> that's right. that's something that i think the democratic party is learning the last few election cycles,

55 past the hour this morning. a st. louis high school is closed after a deadly shooting on monday. last night a vigil took place for the two victims, a teacher and a sophomore, alexandria bell. seven other students were injured but are said to be in stable condition. police say the suspected 19-year-old gunman was a former student at central visual and performing arts high school.
