killed and two others injured. we are awaiting the start of the press conference right there at the university of virginia. we will bring that to you live as soon as it starts. shelter-in-place order has just lifted in the last hour after a search of the campus grounds. there you see the tweet. the uva shelter in place order has been lifted based on a thorough search on and around grounds. a large police presence will remain. what do we know about the search for the gunman at this hour? >> reporter: so that is the number one question on everyone's minds, right? that update came out from uva emergency management systems saying that lockdown on campus has been lifted but they didn't release any further information. hopefully more information comes out with that performance

momentarily. let's walk through everything we know so far. it's been about 12 hours that that lockdown was on place on campus and they said that they're searching for christopher darnell jones jr. we know that he's a student. we know he at least played football for at least one year. that's according to the campus website. and as you mentioned, three people are dead and two others are injured. of course, we're working to learn more. their identifies have not yet been released. we've been told that uva police are not just assisting but atf, washington is on -- we know that virginia -- >> it looks at though -- i'm sorry to interrupt you. it looks as though the press conference is now about to begin. let's go to that. >> good morning, everyone. i'm jim ryan. the president of the university of virginia. this is a sad, shocking and tragic day for our uva community. i will describe briefly what we know at this point and then turn things over to the chief.

before i do that, let me say how deeply sorry i am for the victims and for their family and friends. so in terms of what we know as i mentioned in an email we sent out early this morning, last night at approximately 10:30 p.m., university police responded to a call of shots fired in the parking lot garage area. the suspected shooter is christopher darnell jones jr. upon arrival at the scene, university police encountered several victims of gunshot wounds. the shootings occurred on a bus full of students returning from a field trip. three of the victims did not survive. they were devon chandler, a second year from virginia beach, virginia, lavelle davis, and deshaun perry, a fourth year student from miami, florida. all three were members of the football team.

two other students were wounded and are being treated for injuries at the uva medical center. one is in good condition, one is in critical condition. in order to protect their privacy, we are not releasing their names at this moment. the families of all the victims have been notified and the university is providing any and every available assistance. i have spoken with four of the families and i spoke directly to the student who is in good condition. law enforcement, including university police, local law enforcement agencies and virginia state police continue their search for the suspect and will not stop until he is found. they have, however, lifted the shelter-in-place order following an exhaustive building-by-building search of grounds and are confident that the suspect has left the area. classes and all extracurricular activities have been canceled for today. although we do not yet have a full understanding of the motive

and circumstances surrounding these events, police are investigating as we speak. we will continue to keep the community notified of developments via our emergency alert system and further communitywide emails. i'm grateful for law enforcement for their response and to our community for facilitating their work under this shelter-in-place order. this is a sad day for our community. the entire university community is grieving this morning. my heart is broken for the victims and their families and for all who -- those who and loved them and they're all in my prayers. as i said before, when i see our students, i see my own kids. and i cannot imagine anything worse for a parent than to lose a child. please know, we will do everything we can to honor their lives and will come together soon as a community to mourn these losses.

don't know. so i hope you'll be patient with that and trust that when we do know, you'll know. this has been an incredibly long evening, very tragic circumstances for our university community, for the city of charlottesville, the commonwealth. especially tragic for the small number of families who we've had to break some really bad news to. some of you tried to reach out throughout the evening and we didn't take your calls. i apologize for that. one or more of you might have got hung up on in the midst of chaos. i apologize for that as well. when this call came out just after 10:00 last night, about 10:16, and we knew the circumstances, we immediately initiated an emergency alert. everyone with a uva email address and a cell phone number that we have access to gets that alert. that alert is sent out by our office of emergency management. it's updated every 15 minutes

which is as much information as we can provide. since 10:16 up until 30 minutes ago, our students were sheltered where they were. and more than 500 of them were sheltered in buildings throughout grounds, studying in libraries, classrooms and other places. and they've cooperated with the directive that they've received. fortunately, we've been able to lift that alert. as president ryan mentioned, we -- thanks to the partnership of our city of charlottesville partners, the county, the virginia state police, our federal partner, the atf, fbi, a host of law enforcement officers who came to us to help secure a scene, search for evidence, process that scene for evidence, and now secure our grounds, while we did the exhaustive search to the best of our abilities, we're reasonably confident that the person responsible for this tragedy is not on our grounds. but make no mistake about it, we

will find him wherever he is and bring the resources of every federal law enforcement agency in this nation who has the capacity to look for him beyond our boundaries. if he's in the commonwealth of virginia, the people standing behind me will engage in that search as well. the bodies of devon and deshaun, as president ryan indicated, were found inside a charter bus where they had been for the day enjoying school activity, having a meal together and coming back to our grounds and someone amongst them chose to do an act of violence. and we found them dead inside that bus. and for hours, we had to process a crime scene. and i know i don't have to tell you how difficult that is for a family to not know, to see email chatter and social media and -- we did our best to try to keep

up with that, to let people know what we knew and what we were trying to do and hopefully now that we've caught up, we'll be able to continue to share that message to the many families across this world that have young people here at our university, to let them know that their young people are okay and there will be people here for many days to take care of this. this strong law enforcement presence that you've seen on our grounds for the last several hours represented by the agencies behind me will stay here until we're comfortable that this person is in custody. in addition to our local state and federal partners, the talents and skills of our colleagues in the medical center who have been with us throughout this journey and remain with us for the two students that we have there seeking treatment, we deeply appreciate their efforts as well. we've secured arrest warrants

for mr. jones. we've charged him with three counts of second-degree murder and three counts of using a handgun in the commission of a felony. those facts and circumstances were reviewed and those were the charges that were proffered. there comes a point in time that those charges need to be amend when certain facts and circumstances arise, we'll do that. but we'll do that through the advice and counsel of our commonwealth attorney and to the extent the federal law applies for the western district, mr. kavanaugh is present here today. i want to give you a description of mr. jones. he is described as a black male, he was born on november 19th, 1999. when he was last seen on our grounds, he was wearing a burgundy jacket, blue jeans and red shoes. we believe he's driving a black

suv bearing virginia registration, twx 3580. twx 3580. we implore anyone who is on our highways and biways who should see that vehicle to call 911 immediately, try to keep that vehicle in sight. we believe perhaps that mr. jones remains armed and to be considered dangerous and treated accordingly. i want to share some information with you because i want to be transparent with you. i want you to know what i know to the extent i can share that information this afternoon. mr. jones came to the attention of university of virginia's threat assessment team in the

fall of 2022. in fact, in september our office of student affairs reported to the disciplinary threat assessment team that mr. jones -- they received information that mr. jones had made a comment about possessing a gun to a person that was unaffiliated to the university. in other words, a third party. that reporting person, again, unaffiliated with the university, to the best of our knowledge, never saw the gun. the comment about mr. jones owning a gun was not made in conjunction with any threats. the office of student affairs followed up and made efforts to contact mr. jones. in fact, they followed up with mr. jones' roommate who did not report seeing the presence of a weapon.

pardon me. thank you, captain. we just received information the suspect is in custody. take a moment to thank god. breathe a sigh of relief. mr. jones also had come to the attention of our threat assessment team because he was involved in a hazing investigation of some sort. i don't know the facts and circumstances of that investigation. i know that it was eventually

closed due to a -- witnesses that would not cooperate with the process. but through the course of the threat assessment teams' investigation we learned of a concealed weapons violation that occurred outside of charlottesville in february of 2021. what's interesting about that case, he is required as a student at the university of virginia to report that and he never did. and so the university has taken appropriate administrative charges through the university's judiciary council and that is still pending. i thought it important to share that information with you to let you know that he had been called to our attention and to answer any questions you might have about that. i want you to hear that from me. not hear from someone else. so i'll stop there and we'll

had no contact with him. the university police department is one of many people who is on that multidisciplinary threat assessment team and we provide some of the background with respect to individuals to come before that team. to my knowledge, we did not have any contact with mr. jones with regard to that incident. [ inaudible question ] >> my understanding is ballpark, about 25. >> can you tell us how he got away -- >> don't know how he got away or how it was that he fled the scene. i don't have information with respect to how he was apprehended. [ inaudible question ] we're in the process of doing that now. [ inaudible question ] >> not at this time. >> when and where did the third

victim die? >> the third victim was transported to the medical center and died there. >> at one point mr. jones was on the football team. he was still a student here as of this morning. was he still affiliated with the football team? >> he was still a student but to my knowledge he was no longer on the football team and hasn't been on the football team for over a year. the two other victims were students. >> two more. go ahead in the -- >> do the students know the suspect prior to this? >> i don't know to what extent they had a relationship with him. i don't know that for sure. >> final question. >> you personally have been involved with so many tragedies that have happened here in charlottesville. if you could just talk -- i don't know if you've been able to process those feelings at

all, what this community has been through over the past decade and so and how this impacts all of -- >> i don't know that i've really had time to process that to the extent that you speak of. i can tell you that the people standing -- that are standing behind me now -- it speaks for itself how we get through these things. these agencies that are represented here were on these grounds very quickly. i'll try to do better next time. that's all i have for right now. we can't do this alone and we obviously haven't. >> the suspect was found on campus, off campus -- or where he is in custody? >> i can tell you to the best of my knowledge he was not found on campus. i cannot tell you where he was

located or where he was taken into custody or where he's located now. >> state police take him into custody? >> we'll have more information on that. thank you all very much. we'll have more information after it happened. thank you very much for coming in. >> press conference wrapping up. i want to speak with national security analyst, former fbi assistant director for counterintelligence. frank, so much comes out of this news conference but the fact that there was a remain in place order from 10:16 p.m. yesterday until just about an hour ago, what do you hear when you hear this information? >> first, you can imagine the exhaustive, tactical search that has to take place in order to clear a campus the size of the university of virginia.

multiple buildings, locations, thousands of students and guests. so they went about this with partners. it takes a village to clear something that size. so we heard about county and state and federal agents all involved in clearing and likely they had practiced search a clear before. most campuses have done this with mutual response. the significant news, of course, today we just heard the subject is in custody. very good news. and now the questions begin. we've heard that this individual, this subject was known to authorities for at least three reasons cited in the press conference. first, as recently as just two months ago in september, the subject had made a comment to someone, third party, not campus-related, about possessing a gun. it wasn't connect today a threat. that was followed up on,

allegedly, including a discussion with the subject and/or his roommate and no evidence of a gun or threat was actually found. secondly, there was a very vague reference to a hazing investigation. so this may bring up the whole issue of either frats or football teams or whether a hazing incident grew out of control. we need to learn more about that. because potentially, this shooting could have been some form of retaliation, perhaps, for this unknown hazing incident. and then lastly, we heard back in february of 2021 that there was some report that he had encountered police off campus regarding a weapon, concealed weapon, and he had a duty to report that encounter with law enforcement to campus officials, but that he didn't and that, quote/unquote, the disciplinary process for that had started on campus. so we don't know whether that is tied to the mental state of the shooter. all of this leaves unanswered questions. i'm sure we'll learn more about this and we can't forget that

the commonwealth of virginia was the site of a horrific shooting at virginia tech which caused many states, including virginia, to change or enact laws about including mental health adjudications and certain concerns in the background check process for purchasing a gun. >> yeah, and then, you know, the role of the threat assessment team at the university is something that has kind of become something that most universities if not all have to have. frank, i thank you very much for being with us. still, a lot more information to come from that. but just the tragedy of three young people, you know, murdered and two other young people are still in the hospital, one in critical condition. we'll, of course, continue updating you on this as we get more information. but coming up next, votes are

♪♪ 28 past the hour. this morning control of the u.s. house of representatives is still unclear six days after the election. and as officials work to count every single vote, we do know democrats will retain power in the u.s. senate. but one seat still up in the air. the georgia senate race. even with the senate called, the runoff election between senator raphael warnock and herschel walker is still supercrucial. and we're still waiting on results from other key contests like the arizona governor's race

where kari lake is trailing her democratic opponent katie hobbs. joining us now with this is antonia hylton, steve patterson in phoenix, joining us at the big board is steve kornacki and, of course, we have to start with you, antonia. you've been following the georgia senate race. what can we expect to see from the candidates? >> reporter: both candidates are hitting the road again. they have just over three weeks right now to make all sorts of voter contacts again and not just reach the people who already cast a vote for them, but especially on the side of herschel walker to reach people who didn't cast their vote for him the first time. the democrats here are feeling confident in this current environment because what we saw in the results coming out of tuesday was that republican herschel walker underperformed republican governor kemp across the state here. he trailed the governor by 2,000

votes. while there's a question of enthusiasm now that the senate control question has been settled, both candidates need to make sure that their base is fired up and aware that this runoff is happening on december 6th. but early voting is starting just after thanksgiving. and three weeks may sound like a good amount of time. to crisscross the state to make your case and, again, in the case of someone like walker, had to make your case to new people, that is a tall task. the other thing that's giving democrats some comfort right now is that it's looking like former president trump may announce that he's running for president on tuesday which they expect will help him. this is a state that has a lot of republicans that love kemp, who identify as conservative and more middle of the road but not major fans of the former president. herschel walker is going to be driving around the state this week, making his case and trying to get some republicans to believe it's still important for him to head to the senate, jose. >> and, meanwhile, steve

patterson, tell us about -- >> look, the race is still way too close to call at this point. but we are getting to the point where it could be a very divisive night. finally we are running out of votes to be able to count. there are 160, 160,000 ballots still left to count in the state. but the lion's share and what will decide this race will come from right here in maricopa county where there are less than 100,000 votes left. what does that mean? according to analysts, it means that kari lake is running out of political oxygen. because she expected to have a huge election day, that didn't happen. that means it really ups the anteevery time we get returns back. they come back in batches and she needs to hit certain break points every day. she has not been hitting those break points. for instance, on saturday, she maybe needed to hit around 53%

of what we saw in returns. she was below that. yesterday, about 55%. she was slightly below that. which means it ups the ante for tonight where she really needs to be around 60% in order for her to stay politically relevant. she's been casting doubt in the election process saying that some election officials have been slow rolling the process. we spoke to those officials about how it's all going. here's what they told us. >> we have some of the most dedicated election officials here and we are so proud of them. they're putting in hours away from their families to be able to get these results out as quickly as possible. and what i will tell you is this is fast for maricopa county. it usually takes us anywhere between 10 and 12 days to complete the count and we think we're going to be done by the end of this week. >> there is still about a 26,000 vote difference between hobbs and lake. still, of course, too close to call. it could also be in that margin

where about a half a percentage point or so, that goes to an automatic recount in which case we wouldn't have results until mid-december, early december or so. if not, though, this could be all wrapped up by the end of the week. we could be able to call this, though, as early as tonight. jose? >> meanwhile, steve kornacki, talk to us about some of the key congressional races that will be deciding who controls the house six days after the election. >> yeah, here's where things stand when it comes to the battle for the house. there are going to be at least 211 seats in the new congress. at least 206 democratic seats. it means that nbc news still has 18 democrat versus republican races that are uncalled. you got to get to 218. that means the republicans need to win 7 of those 18 to get a majority. the democrats need to win 12 of those 18. these are the 18 uncalled democrat versus republican

races. it's a steep hill. it could go through a couple of them quickly. keeping that math in mind that republicans need seven from this list, there's a couple -- there's a bunch here, actually, where they seem very well positioned. fifth district of oregon, most of the vote is in. more than a 7,000 vote lead for the republican right there. 22nd district of new york. not much left to come there. california's 45th district, about two-thirds of the vote is in. michelle steel -- the republican leading there. 27th district of california, the republican up double digit. the democrat all but conceded the race on twitter yesterday. again, new vote came in over the weekend. the republican in a close race but he extended his lead and the biggest problem for democrats right now is the first district

of arizona. they had been leading in this race, this is based in maricopa county, the late votes may not be favoring republicans enough to lift kari lake, but the district 1 republican has taken the lead. the sixth district in arizona. similar story, the republican expanded his lead right there. i took you through seven right there where the republicans are leading. if they got those seven, they would have the house. there's a couple others too that republicans could win. democrats have to pull an upset and win a bunch of others as well. they could still get there, but right now, the odds are on the republican side of getting that 218 number and getting control of the house even if it's by an inch. >> and, steve, it's surprising to see that some of these races out in california, the 53, 55% of the vote has been counted as of six days into it.

there's one district that has gone kind of republican and democrat. he served that district and then he lost and he's back in. it seems like that's a very 50/50 district. how is it doing now? >> you could take a look here. you talk about not having much of the vote count. we have 39% counted. this is the central valley of california here. the republican incumbent leading the count so far. it's an interesting district. the presidential level, this went overwhelmingly for joe biden. but even as biden was winning it in 2020 by this marge, valadao was able to win his house seat back here. but this is another one, if democrats were able to in the late counted ballots here, if they were able to jump past valadao and get it, that's an essential thing for them as part of the math of getting to 218. this is the kind of district they would have to win in addition to pulling an upset in at least one of those seven that i just went through there.

>> steve kornacki, thank you. steve patterson, antonia hylton, thank you so much for being with us this morning. former florida congressman david jolly, now an msnbc political analysis, and marc caputo, reporter for nbc news. donald trump expected to announce tomorrow. what do you think he's going to announce and why now? >> because he can and i think he's going to announce that he's going to do it. he's been wanting tied it for awhile and there have been just a number of footsteps that trump has heard. number one, there is the sound of desantis. there's also the federal investigation -- or federal investigations into him. that also plays a role. and then lastly, there's just the fact that donald trump has wanted to run against joe biden from the moment that he lost to joe biden. of course, he hasn't admitted he's lost to joe biden. but the reality is, he wants his measure of revenge. obviously everyone who decides to run for president wants to

have that power. again, everyone who has been president certainly wants to keep the presidency or to return to it in his case. he's going to take his shot again. david, trump's announcement comes a week after an election that saw a huge shift in florida and marc caputo was talking about trump hearing desantis in his ears. what does that look like? >> well, i think where we sit now, this is donald trump's weakest point of his political career and it's the strongest point of ron desantis'. is he peaking too early or will this be a coronation to the nomination like we saw with bush 43 in 2000. more broadly speaking, jose, i've got a piece that will go up later tonight that i do think republicans risk learning all the wrong lessons from last week. and what i mean from that is, republicans think if trump is

out of the picture they can go back to being a normal party. but donald trump has crafted today's party in his own image and that includes ron desantis, to attacking science and history and the lgbt community so i'm not sure that whitewashing the party from donald trump accomplishes what the party should be doing based on the national results of last week. a big night in florida, but a bad night for republicans nationally last tuesday. >> how much of a role do you think trump's announcement, mark, will or will not have on things like the georgia senate runoff? >> in talking to georgia republicans, they have one message for donald trump, many of them, stay out. i wrote a story about this for nbc last week. they don't want him there.

georgia is that one swing state where there are very clear examples of a republican establishment resisting donald trump and prevailing. in fact, we just had those results from brian kemp earlier on the screen. brian kemp won his rate by 7.6 percentage points. donald trump tried to take him out by recruiting a u.s. former senator to run against him. donald trump tried to take out the secretary of state. in part as a result of donald trump doing that and failing, both of those republicans won their races by big margins because georgia voters were like, look, these are the guys we want because they're independent. don't get me wrong, raffensperger and brian kemp are very republican guys. but they've had enough of donald trump. at a herschel walker rally last week or over the weekend, two firefighters i was speaking to just randomly, who do you want to be president? who would you like to be the republican nominee? these are h herschel walker

this morning president biden and china's xi jingping had their first face-to-face meeting since biden became president. with tensions rising in recent years, biden faces multiple challenges including china, escalation towards taiwan, north korea and russia's war in crane. all of this as xi jingping has consolidated his grip on power. in a press conference earlier today, the president was asked if a new old war -- or i should say a new cold war could be avoided with china. >> to answer the first part of your question, i absolutely believe there need not be a new cold war. i met many times with xi jingping and we were clear with one another across the board. i do not think there's any imminent attempt on the part of china to invade taiwan and i made it clear that our policy in taiwan has not changed at all. >> joining us now from beijing,

janis mackey frayer, also with us is peter baker, "new york times" chief white house correspondent. janice, what more can you tell us about this meeting. it was on for more than three hours? >> reporter: they did high stakes with this meeting. the two men know each other well. they've talked on the phone before. but it was this face-to-face meeting with all of these thorny issues that they needed to discuss, things like trade, chips, the economy, taiwan, human rights, russia, the list goes on. and all of them coming with sticking points. the meeting even happened seemed to signal that both sides are looking to repair ties. the meeting came about after months of intense negotiations. on the meeting, president biden said at a news conference, quote, i didn't find him, xi jingping, more confrontational or more conciliatory. i found him the way he's always

been, direct and straightforward. he followed up by saying i do not think there's any imminent attempt on the part of china to invade taiwan. taiwan did seem to dominate the conversation in this bilateral meeting. the chinese readout makes it fairly unequivocal, states that it is the one red line that cannot be crossed and described stability and taiwan independence as irreconcilable as fire and water. the statement from the chinese after the meeting, 2,032 words, had a lot of president biden's comments woven into the statements. you have president biden's words ranging chinese policy points. that would be important because it gives the policies relevance. it was important for the chinese side to hear president biden

reiterate that there has been no change in the one china policy. overall, this meeting, if it was looking to stop u.s. ties with china from sliding any further, it's probably done that. but it remains to be seen whether the relationship can take those steps forward. >> and, peter, meanwhile, the president said -- and there's that comment, he said, i don't sense an imminent, you know, plans or attempts to invade taiwan by part of china, imminent plans to invade taiwan. what did you read on that? >> well, look, of course, everybody has been watching the taiwan situation in the context of what's happened with russia and ukraine. would the russian invasion of ukraine embolden or deter china from taking action against taiwan. what lessons would beijing learn from the setbacks that vladimir putin has now seen in ukraine?

and what you're hearing from president biden is, he doesn't think that we're on the verge of something like that. any encouragement that china might have seen early on that a big power like russia or china can invade or militarily intervene in a smaller neighbor might have been dissipated by the way the ukrainians have fought back. at the same time, the question many american policymakers are asking is, what lessons has china learned from that. have they learned you to do it in a better way, find a different way to intimidate or otherwise, you know, sail taiwan that would be learning from the lessons that russia provided. you hear this in biden's comments today because it's so, so critical. he says our policy on china hasn't changed. but it's hard to reconcile that with the fact that he has three or four times said that under his administration, at least, america would respond militarily if china were to invade taiwan

which is not long-standing policy. i think he's trying to clear that up for china. at the same time, there's still some ambiguity there. >> and, peter, the g-20 summit this week, russia's war in ukraine. how important is russia's relationship with china today? >> well, it's very interesting to watch what's happening with china and russia. china obviously still stands by russia at least rhetorically, at least a little bit. but they're not giving defense of what vladimir putin is doing and they're not giving him the kind of weaponry he needs. he's had to go to iran to get the kind of arms that he can no longer, you know, build sufficiently at home and that china is not providing. so there is kind of this tacit understanding it seems like between the united states and china, in which china is basically saying we're not going to go all out to help russia, but we don't want you the united states and the west to do anything to broaden this war, to

these impersonation accounts popped up. if you pay $8 over the weekend you got the chance to claim to be anybody. at one point somebody claimed to be eli lilly and posted under the fake account that insulin is now free. that then forced eli lilly to actually have to write an embarrassing tweet from its official account saying, no, in fact, it is not free. that got bernie sanders involved, elon musk felt called upon to mansplain. it doesn't seem to me it's going to be functional if every conversation has to end with elon musk getting involved. in this case having picked a fight with ed markey, it's a difficult ting. >> and so jacob, do we know, is it still available?
