as we are coming on the air this hour, in the building just behind me here, you've got the senate gathering into session as we speak for the first time in weeks. the house, they're just back post-election, but big question marks who will lead the parties from here. you got a key republican meeting set for tonight, as our team joins us with the latest reporting on why all of this matters to voters and to the white house. keep in mind the other big question mark right now, house control. can you believe it? it is monday after the election. we are still talking about it. it is still up for grabs. with republicans needing only six seats to win the majority. democrats would need 13. so the math, listen, it is looking better for the gaap, and even as the senate looks better for democrats this afternoon. and the third big question mark now, can they get a 51st seat in georgia? on the ground down south, with what the republican in that runoff race is doing today to tie to make sure that doesn't happen. and the trump backers.
12:02 pm
and the gop consternation whether he should run again and the deadline today for him to turn over records to the january 6th committee. new developments on the ever-shifting fight to get the former president to cooperate. i'm hallie jackson in washington. with you starting off the week on a big and busy monday. s in misnoobs national correspondent steve kornacki at big board. capitol correspondent ali vital. and senior national political reporter kapur. jake sherman. and "washington post" political investigative reporter. >> ali, let me start with you. first day back on the hill for house members since the election. the focus less on legislating and more on the leadership ducks in a row. we're looking ahead to tonight. talk to us about the moving pieces here. >> that's exactly right, hallie. while democrats are back in town feeling somewhat short of fantastic, especially because they were able to keep the senate and because the house margins are as tight as they are, the fact is that we are, you're right about an a week
12:03 pm
from election day and the house is still not called, a pretty stunning moment especially for republicans who thought they would pick up upwaurds of 20 seats going into election day and that's why we're seeing a republican reckoning right now and the fact that they will be making their pitches for their colleagues tonight for the positions they want in the house republican leadership and tomorrow, doing that vote behind closed doors. that's the schedule at this point. we have seen multiple people, outside groups, key republicans saying that they should push the leadership elections until after everything is done in georgia. we're seeing the same kind of machinations in the senate. and at the same time, the men who are at the center of both of these conferences in the senate, mcconnell, and in the house kevin mccarthy, all of them are sort of taking nods from their colleagues right now as people are playing the blame game, saying they should push these leadership elections and mccarthy it is not the 218 tomorrow, but it is the
12:04 pm
intervening weeks until january when they have the house verse. that's when the number 2018 really matters. and i was on the phone with someone who said tomorrow gives us the blueprint, just gives us the sense. at the same time, even all of these challenges, if they're happening though, you can't challenge somebody with nobody. and at least on the house side of this, no one has officially come forward and said that they are challenging kevin mccarthy. a lot of people think that maybe andy gibbs will be that person and you need a challenge and you need a name on the page and the same for senate. >> when is the deadline to put a name on the line. >> the ted line is soon. tomorrow. >> and it couldn't be voting no, with the messaging on the internal vote and wait until december for the january vote. am i understanding that correctly? >> that might be a jake sherman question. >> well, jake, jump in. >> i will add on to it. yes, they do need to get on the
12:05 pm
ballot so to speak by tomorrow, and before the vote, but the -- where i will add here is that they could, on the floor, in january, anybody could vote for anybody. meaning, and i'll just pick a random congressman who wants to vote for colin powell, we've seen that before, and random random congressman wants to vote for george bush, we've seen that all the time, but ali is right, kevin mccarthy is the leading contender to be speaker and he has to convert tomorrow, ali says that is the blueprint, that is right and he needs 200, and he needs to add 18. i feel like steve kornacki for a second. he has to eight 18 more supporters to his list. and quite frankly, that's going to be a challenge. especially if they're at 222 or 223, or 219. just losing one or two is very, very difficult. even with john boehner who had a 20-seat majority, and struggled
12:06 pm
to get the speakership at times. so this is like, this is as difficult of a speaker election i think that we have probably seen in modern times. >> and then real quick, jake, on the dem side, right, the question marks here are around house speaker nancy pelosi as speaker, what have you heard on that front and the punchbowl has new reporting. >> nancy pelosi is not saying until november 30th or thereabouts, her aides say. she doesn't want to say anything until the house is officially called. all the votes are cast. and i think that is putting a lot of pressure from our sources that we talked to on the rest of the democratic caucus, which wants to find out who is going to be leading them, and wants to find out, people want to make plans for race, they want to make plans for their future. nancy pelosi has kind of frozen them out from that and that is very difficult for some democrats. >> steve kornacki, all of this is based on the idea that the math will hold for republicans and they will end up flipping the house. you can take us to the road and talk us through the remaining races. i know this is a tough question,
12:07 pm
but when do you think we may have a better sense when we can make an official projection here? >> i think we're starting to get a pretty good sense. it is a very clear path that exists for republicans to hit that magic number. on the right-hand side of the screen, these are the uncalled race, uncalled democrat versus republican races. there are a total of 17 of them. right now, republicans will have at least 212 seats. democrats will have at least 206. now if you say there are 17 in this uncalled category right here, so it means republicans need to get six of those 17, and they'll be at 218. democrats would need 12 of these 17, and they would be at 218. so when i say there is a clear path that seems to be opening up for republicans, to get those six, i'll just take you through it right here. starting in new york's 22nd district, most of the vote is in. it's a 4,000 vote lead for the republican there. the race hasn't been called. very difficult to see the democrats overcoming that. we'll see what happens though. and then you start to move into the california seats. the 45th district.
12:08 pm
michelle steel, we're getting up to, slow counts in california but we're getting up to two-thirds and this margin has trimmed with a couple of updates we've had but still she maintains an advantage of over 12,000 votes. you take a look at the 41st direct. kevin calvert, a long serving republican, he got a batch of friendly votes. garcia, a double digit advantage, his democratic opponent all but conceded the race on twitter yesterday. we haven't called it but not a good situation for democrats to be in. and take a look at arizona. where the two seats the democrats really badly need if they get a majority seem to be slipping away from them, in the sixth district. this touches on pima county, the republicans have built the lead now over 2,000 votes, and in the first district of arizona, this one swapped last nipt, dave schweikert, republican incumbent, trailing all week, we have been talking about in the governor race and the senate
12:09 pm
race, the final votes cast for maricopa county, if they are a republican friendly batch of votes, it is an open question in the governor's race, whether they will be republican friendly enough to carry lake to victory but they were republican friendly enough to put dave schweikert in the lead and tonight with the batch, he could pad the lead and put himself and put his party in a good position to retain. it so right now there, there are a couple of others where republicans are leading, too. so those are some that democrats have to flip around somehow. otherwise they don't get the house. >> and that is a great example of where the math is and where the math is right now. steve kornacki, thank you. we have talked about the house. on the senate side, we know who has control there. it is the democrats no matter what happens in georgia, which we'll talk about later in the show. what is up for debate is leadership, right? with senator lindsey graham joining a number of other senators saying hey hey, slow your roll and let's wait for
12:10 pm
georgia to decide before we take a vote here. >> from mitch mcconnell's inner circle perspective, how serious is this threat? >> a couple of things that are true here. this is the most amount of dissent that mitch mcconnell has gotten in his decade and a half leading the republican caucus. his iron grip over that conference does appear to have loosened somewhat. but it likely is still strong enough for him to pull through and be re-elected senate republican leader on wednesday when that vote is held in a closed door meeting. and a secret ballot. for the simple reason, a similar dynamic of kevin mccarty, republicans have not put up an alternative to mitch mcconnell and as tom cotton put it yesterday on the sunday shows, he will support mcconnell because nobody else has had the nerve to challenge him. we can count to eight republicans who suggested delaying. and some of are not particularly surprising, starting with rick scott of florida, who has had a beef with mcconnell, or who has contrasting visions for the party, with mcconnell very clear, there are others like mike lee, josh hauly, ted cruz,
12:11 pm
rabble rousers, playing to the right ring of the republican party that does not like mitch mcconnell. some local names, marco rubio and lindsey grap, ranking members of committees who are closely aligned with republican leadership. i spoke to a republican aide moments ago who is allied with mitch mcconnell who noted there is some public grumbling about this but there is nothing really happening behind the scene in terms of jockeying to keep mcconnell down. and they see it as a good sign for mcconnell ultimately to pull through here. this all comes against the backdrop of donald trump blaming mcconnell for the poor showing of republicans in the 2022 election, but the consensus in the caucus is it is not mitch mcconnell's fault, some blame trump and some blame scott, with his own ambitions ahead of the caucus and spending money where
12:12 pm
it was not, you know, wisely spent. so that's the dynamic. wednesday, mitch mcconnell is likely at this point to be re-elected. and if he does serve for two more years, it is the longest serving senate history in the history of the chamber. >> you raised the trump factor, and this is your cue, as we've been on the air having this conversation, you have new reporting out in the "washington post" along with your colleagues, and when we talk about donald trump, we're looking ahead to tomorrow night. this event at mar-a-lago where he is widely expected to announce another run for the presidency, even after everything with jake and sahil and everybody here on the show has laid out. the real issues that his candidates had in key states, he is making this apparent, again, not confirmed but apparent presidential bid, even under the shadow of multiple investigations, you are writing federal agents and prosecutors as it relates to the classified documents that the former president had mar-a-lago, that the agents and prosecutors have come to believe that the motive
12:13 pm
is largely the ego and a desire to hold on as trophies or mementos for those familiar with the matter and this analysis of motive is not strictly speaking and an element of whether he did anything criminal. tell us more about your reporting and what you've done. >> yes, the federal prosecutors have investigated, they wept to mar-a-lago, and obviously took all of these documents, these materials from his home, and they've been wading through the copious amounts of material to try to figure out what his motive could have been. was he trying to have some sort of a personal gain? was there something nefarious? was it related to a particular world country? they have not been able to find any rhyme or reason, in what he took. a lot of what he took was piles of classified documents that were inside boxes with other knickknacks, with documents, and notes and newspaper clippings and maps and schedules from two years ago, and they have been studying all of the documents that he took, trying to understand, was there a certain
12:14 pm
set of documents that he took, were there certain doppics or something that he looked to gain from this and what they found was not any sort of clear conclusive reason of why he took what he took. and their rationale is based on what they know and the documents that they looked at, that it was the ego and he wanted these things, he did not want to give them back and the more he was told to give them back the more the stance hardened against giving them back and this really became, you know, a showdown with the justice of department, with the fbi, but that he thought the document belonged to him, he did not believe that they belonged to government. obviously they do and would not be cooperative in any way. >> great reporting as always. thank you. appreciate that. we're going to be talking more about the former president as it relates to his former vice president and the news that he is making this afternoon. we'll also have an nbc exclusive

we've got developing news out of charlottesville, virginia, where police say they have captured the suspect the shooter who shot and killed three people overnight at the university of virginia. all three were students, all members of the school football team, killed on a bus as it came back from a field trip. two other people were hurt including one student who is still in critical condition.
12:40 pm
this is the moment here when the uva police chief found out in the middle of press conference that after a 12-hour man hunt, the suspect had been found. watch. we just received information the suspect is in custody. thank god. a sigh of relief. >> nbc's marissa parra is on the ground in charlottesville with the latest. bring us up to speed. >> reporter: i want to start first with how uva police said that they were aware of him well before last night and we want to start with a reference, a big reference to some sort of hazing investigation. they did not elaborate beyond that. but they mentioned a february of 2021 incident off campus, outside of charlottesville, involving a concealed weapon. this was something that jones was required to report to uva but did not. and two months ago, in september, there was a report that was given to the threat assessment team here in uva regarding a comment that jones
12:41 pm
had made to someone outside of uva, saying that he was possessing a weapon. now uva said they did some investigation into that and spoke to the roommate of jones who said he never saw a weapon, but it is important to note that there is no imminent threat that was made along with that comment, hallie. so when we look at all of this, at the bigger picture here, all of it is two months before what we saw last night, this was at 10:30 last night, they say jones opened fire on a bus full of students, you mentioned five of them, three of them were football players who were killed, two of them were injured, and we understand one of them remains in critical condition. and i want to read the names of those who lost their lives. one thing that we're feeling here, that even for the people who did not know the three students or anyone who was injured during this, you can feel the sense of loss, across the campus, on the other side of this camera, there is a banner here, that reads, charlottesville strong, and it says the jersey numbers for the
12:42 pm
three football players who lost their life. and one important note, we know that jones was also a football player. so there's a lot of things that need investigating in the coming days here, hallie. >> i know you're on top of it. thank you very much. in charlottesville. to now what is going on out west in the tech world. because boy are things getting a little chaotic. amazon is planning to lay off 10,000 employees. and the biggest cut in amazon history. and that's happening as more people are getting laid off at twitter, including contractors. with as many as 4 to a,000 of them let go, with no internal notice this week. elon musk's overhaul of twitter has led to half of the company's 7,000 employees getting pink slips. and now reports of a broad hiring freeze at apple. and the ceo tim cook saying that hiring is now being done on a deliberate basis. that means on some teams, there are new teams or budget cuts for the entire year. i want to bring in ours in nbc tech reporter here jake ward.
12:43 pm
is this companies hunkering down and getting into a defensive crouch because of an upcome coming recession that they see, or is this deeper and broader and elon musk seems to have its own orbit happening, its own gravitational pull, if you will. >> i don't know how to summarize the elon musk situation. those are not macroeconomic forces as much as, i don't know what forces to describe them as. but there are, as you said, halle, so many different reasons that these various companies are retrenching. we saw it of course with twitter as it was restructured under elon musk. he cut half the work force. over the weekend, he has cut the contractor work force on who we depend to keep violent content off the platform, like twitter. these are the content moderators that make sure that extreme content doesn't get on there. then you have of course meta laying off 11,000 people, the largest cut in the history of that company, and that happens right in the shadow of the twitter layoffs. and now you have these reports about companies that were once
12:44 pm
upon a time seen as untouchable. amazon, which was this outrageously profitable interference during the pandemic, suddenly seems to be feeling the snapback of the pandemic, as spending patterns change, and as retail changes, and so these are layoffs not just in their, in the work force, in the labor market, inside the warehouses, it is also a corporate and executive level people. this is all of course, according to reporting from the nooichls, and amazon is not commenting on this. and then even apple, the untouchable, the one that has a larger gdp than most nations in the world, even it seems to be retrenching at this point, because it is presumably, it is expecting recessions to be a tough time for them ahead. so we're seeing a big restructuring, and this is why all of these companies have seen a combined loss of market capitalization, around $3 trillion over the past year. it is a huge changing of the rules of gravity for us here. >> and yet, some people might be scratching their heads at the news, when you hear amazon, what "the new york times" is saying with layoffs and the news that
12:45 pm
jeff bezos is announcing he is super rich and he will give a lot of his many, many dollars to charity here. >> yes, you know, honestly, we cannot, you know, attribute motivation to anybody, and timing is what it is, but i will say, i've learned two things from covering this industry for as long as i have. one, you never do anything when you're the head of a company like this without it serving multiple purposes. these are people who think in terms of chess, they don't think in terms of checkers. and timing is everything. in the news cycle, if you want to control, it you put one thing in the shadow of another thing. and so while i certainly cannot say that meta did these layoffs because it was an opportune moment around the twitter news and i certainly can't say that jeff bezos made this announcement right at the time that he may be preparing, you know, to do these enormous cuts, it is of course, a very good piece of pr, and media strategy, to do those sorts of things, and so seeing them clustered together is not uncommon. >> jake ward, appreciate it.
