missiles or rockets have landed in poland, killing two people according to the associated press. and here's what we know so far. let's be honest. more questions than answers right now at 3:00 eastern. we've got the pentagon spokesperson saying yes, they've heard these reports of something, missiles perhaps, hitting poland, but cannot corroborate those reports. the pentagon is investigating. we are anticipating a briefing in a minute all of it as it's around 4:00 a.m. bali time where president biden has meeting with members of the g-20. i want to bring in molly hunter in kyiv. monica alba at the white house. andrea mitchell. former nato supreme allied commander and retired four-star general mccaffrey.

i thank all for being here. i want to make it clear, there are still a lot of question marks about what happened in poland. we know that the polish leaders convened a meeting according to some official reports out there. we are just hearing from the russian defense minister. >> reporter: we are. so and just to give more context from the polish government, anything we hear is going to come out of warsaw. any confirmation about what happened in polish territory will come from warsaw and we did just hear from the cabinet spokesperson who said please avoid jumping to conclusions. we will announce what we know when we get out of this meeting, but russian state media did cite a statement. we are trying to get this from the kremlin, but i'm going to read from this state media. the statements of the polish media and officials about the

alleged fall of russian missiles in the area of this polish town is a deliberate provocation, i'm quoting from russian state media, in order to escalate the situation. no strikes were made against targets near the ukrainian border by russian means of destruction. the fragments by the media, referring to several pictures that have been circulate frg the scene in the village have nothing to do with russian weapons. that's a straight denial. >> sorry, we want to jump in because the state department briefing is beginning now. >> we have seen these reports of poland and are working with the polish government and our nato partners to gather more information. can't confirm the reports of details at this time, but we will determine what happened and what next steps would be, but i don't have anything additional

question. and you also heard him say something interesting about russian internet that of course it would be of importance. bring back in some of our guests and reporters. molly, thank you for your patience. you were sort of laying out the view in the ground on ukraine. you have news coming from the ukrainian president because these missiles -- coming as russia was unleashing a massive attack on the ukrainian power grid. >> reporter: yeah, a massive attack is an understatement. the broadest, widest bombardment we have seen since the beginning of the war according to ukrainian officials. president zelenskyy confirms the

earlier numbers. he said there were 90 russian missiles that targeted two residential buildings then goes on, and this is the first statement we have about this incident. he says terror is not limbed to our national borders. russian missiles hit poland. he says to fire missiles at nato territory, this is a russian missile attack on collective security. we must act. now, in this short statement from president zelenskyy, he puts out statement around this time every night, there's no additional proof about what specific missiles about what the target might have been. we know the rest of the country was heavily targeted. lviv has been spared from a lot. 80% of that city though is out of electricity because there are

power stations, energy stations around that western city that were targeted by russian missiles today. >> molly hunter, thank you. i want to go before i get to you, monica, to you, admiral. you understand what a moment like this means and its significance. help us understand what might be happening as you have members of the biden administration and folks at the pentagon scrambling to try to sasz what really happened on the ground here and what the intent was? >> scrambling is the right word. everyone is trying to find out exactly what just happened. until we know a lot more, we all need to take a deep breath here. we're not headed into a war. it is extremely unlikely that putin launched deliberate attack on poland. there's no way he wants to drag nato into this conflict. so every chance here is that

this is an errant missile. a missile that's programmed incorrectly or has gone stupid in its attack, probably headed toward lviv and crossed over the border. it's four miles inside the border and hit poland. is it serious? absolutely. whether it was inadvertent or deliberate. what's happening now in nato? at the pentagon of nato, which is located in belgium, a confident general is gathering his staff and look at all the intelligence. looking at what the overhead sensors tell us. what are the pols finding on the ground? what is the human intelligence?

trying to build that picture. he will then be then reporting to the secretary in brussels, political masters if you will, of the north atlantic council. the governing body of nato is assembled. the state department briefing a question about article four. that's what triggers that kind of emergency consultation. then and only then after he get answer to what's going on, then we can talk about what is the appropriate nato response. have we triggered article five? is this an attack or accident? then we can talk about consequences and there will be consequences in my view. it will be matter of degree? >> what is the timeline for these assessments to be happening? >> i would say hours. not days. there is nothing mysterious about this. we'll be able to go back an look

at the radar tracking systems across ukraine. if this came from russia, it will be evident fairly quickly. what the pols find on the ground, very important as well. some of this will be classified but i think a fair amount will be releasable. i would say again within hours. not days. we'll have a pretty clear idea of what has happened here. in an ideal situation, moscow, the kremlin, would say yep, those are two of our missiles. we were launching them at what we consider legitimate military targets and they overflew the polish border. we regret it deeply. that would be a very good outcome. it would still lead to consequences for nato, but i think that would be better than them trying deny this. it seems illogical this came

from anywhere else. >> monica, i want to turn to you as president biden is in bali where it's just after 4:00 in the morning there. if in fact the nato alliance ends up involved because of this potential strike and we don't noah it was, potentially, russian missiles landing in poland. it means in every country as part of the nato alliance now has more skin in the game. i understand white house officials are telling you, listen, you know, we don't know. we're still trying to find out. it's the same stuff we've heard from the pentagon and the state department live on the air. >> across the biden administration, that's right. u.s. official rs working to determine exactly what happened here and they do tell our team this will likely take a long time to assess. just as you were speaking to the admiral. this is something that will take hours. the president is in bali and it

is in middle of the night. before he went to sleep and retired for the evening, he was supposed to attend a dinner we other world leaders. he decided not to go after a busy day with white house officials saying it was because he had to attend to other matters but nothing urgent they fell they needed to share. we don't know whether it had anything to do with these quote incredibly concerning reports as the state department just put it there, but that's something we're asking our sources about. another question would be if the president would need to leave bali early. he had some engagements bali time, but we're told by a senior mirgs official that there are no plans to alter the schedule. that he will continue with the meetings before leaving bali around midnight tonight. it's a very long journey home. about 20, 22 hours, so he won't be back in the u.s. until late

wednesday evening. so that just gives you a sense of where the president is. of course he has his top national security advisers with him that can brief him any time of the day or night in any time zone on matters of foreign security. we know conversations are going on there. they're happening here. they're crossing time zones and trying to assess, but the bottom line, the president has pledged repeatedly that any attack on nato will be defended with full american power. that is a pledge we have heard this president make repeatedly. he's talked about it at those summits, here at home. so that is something we know and can understand this president is committed to. whether again that will have to

be used or employed here, we don't know and this is really a fact gathering part of the conversation. that's what our sources are doing and they will keep us posted. you saw that kind of communication and coordination between the white house, the state department, and the pentagon. we're waiting for anybody to bali once the president is going to start his day to give us more information, but as of now, we are told if this is true, it would be incredibly grave, we just simply don't know what the facts on the ground are and that is the next and most urgent step before commenting further. >> i want to be really transparent with viewers here. it may be annoying to you that we can't say we know x, y, and z, but we want to be clear about what we do and don't know. andrea mitchell, you understand this moment. let's bring you into the conversation here. >> that is the main thing.

you hear this from the white house, the state department, the pentagon. they don't know what happened. they say something did happen. i'm told by diplomatic sources that polish media indicates their government is down playing this, trying to keep people calm and there are a range of possibilities here. one would be a deliberate attack. one would be a mistake. an errant attack as the admiral has been pointing out. their targeting has been awful throughout this war. so there's no question that the russians have not had great accuracy on their strikes. the other possibilities is something untoward. one report, this could be from pieces of a rocket blown up by ukrainian antiaircraft. so this could be, four miles from the border, as you can

tell. a whole range of possibilities here. the worst possibility as the admiral was saying, as ambassador mcfall was saying in the earlier hour, that is is a deliberate russian attack. this is what president biden has said from the beginning. why he resisted ukrainian demands for jet aircraft and other kinds of weaponry for long range missiles because they wanted to make sure that ukraine does not that goes into russian territory which would you know, get bring nato into this war. that's why there have been no boots on the ground. that all the training has been done in neighboring countries, in germany and poland. they've been so careful. now for more than eight months in making sure that nothing you

know, nothing engages nato. that would obviously require a major response but they don't know that. they don't know if it were missiles contrary to earlier misunderstandings and they think that something happened. working with poland. we understand that our secretary is going to be talking to his polish counterparts. all the allies are involved. >> monica, back to you because i understand you have a new statement here from the nsc. >> echoes what we've been discussing. we've seen the reports out of poland. we're working with the polish government to gather more information. we cannot confirm the reports or any detail at this time. we will determine what happened and what the appropriate next steps would be. so just reiterating that extreme caution as they try to figure out what occurred here.

>> general mccaffrey, your thoughts a t this moment. >> well, i think monica gave a comprehensive answer. this was obviously in my mind an errant missile. target doesn't make any sense. clearly russia is not served by attacking a nato deliberately. secondly, just to add a definitive note, within an hour of an artillery lieutenant arriving at this greater analysis, you'll know what it was. you'll get the direction of attack. depth of the crater. you'll be able to instantaneously put on video and share with the political leadership of nato who struck it and i'm sure it was a russian missile. possibly hit by anti-aircraft and thrown off. finally, the importance of the

last 24 hours are 90 some odd missiles overwhelming ukrainian air defense and striking their power infrastructure. it's not going to change the course of the war. it's a lousy military strategy. the terror attack on the ukrainian people. so nato isn't going to be involved in discussions in the next 48 hours over this missile attack. they're going to be talking about what do we do about devastating impact on the ukrainian economy and civilian life. >> general mccaffrey, thank you. molly, back to you because we talked about it here at the top of the show, but i want to make sure to people because again, hearing from russia is going to be critical here, that the russian defense ministry is again denying that it was their missile that is landed in poland, if in fact that is what happened. >> yeah. we were getting that from russian state media before we now have a russian ministry of

defense from their telegram account. they say polish mass media and officials commit deliberate provocation to escalate the situation on their statement. the second point they're making, russian fire power has launched no strikes at the area between ukrainian and polish border and a third point, the russian mog is saying the wreckage from the scene, those two pictures that are circulating on social media, have no relation to russian fire power. we have to say the pols have not confirmed and have really implored the world's media to hold off until they make the

monitored. with regard to the congress of the united states, the senate and house, under the democratic control, we have been very, very clear that we want ukraine to have everything it needs to protect itself and to regain its territory. that's going to continue. now we're going to have a different congress next year and there's some doubt about where the republicans will want to go, but this kind of a problem has to be met with american military equipment. we must give ukrainians the air defense systems they need to protect themselves from these massive assaults russia has put on this country. >> if this turns out to be some kind of miscalculation from russia, what do you believe our obligations are? >> if it is an accident, miscalculation, a missile gone astray or shot down and landed in poland, that does require an

american response. a nato response. not just because of that missile, but because of the extraordinary barrage that russia is laid into the two major cities of ukraine. and that seem to me that at least one part of that response needs to be an increase of american and nato missile defense equipment into ukraine so ukraine has a better opportunity to survive these barrages and bombardments that russia is now laying on the country. >> do you believe we've heard now from the ukrainian president zelenskyy. do you believe that the united states needs to continue to bolster nato allies near the border of ukraine? is that the right move? >> we have been doing that since the very early even before this war started. in fact, over the last seven

years since russia invaded and took over crimea and eastern donbas region, the united states working with -- talking about billions of dollars of infrastructure that has gone into the eastern european countries so they can be prepared for anything russia might do. because it was in place, we've been able to flow equipment into ukraine. so we continue to do that with additional infrastructure and additional munitions and equipment flowing into ukraine. that must continue. what we have learned that one other thing that we must take into account is where are all these missiles coming from. it's clear that russia's ability to produce missiles is insufficient for what they have been firing off. so we know that we believe that many of these missiles may be coming from north korea and iran.

one responsible person. we have a clear choice. if you want to stick with the status quo, don't vote for me. i don't think he says the name, mitch mcconnell, but it's clear he wants to force this showdown. the two have had months of i don't want to say bad blood, but less than professional working conditions, if you will. mitch mcconnell only needs 25 republican senators to back him and he's the senate leader again. >> that's right. that is just breaking in the last few minutes. rick scott, the florida republican senator, has officially announced in a notice to colleagues that he will challenge mcconnell to be senate republican leader. this is for position of minority leader, not majority leader that both men expected to have the position of heading into the next year.

and this comes after months of yes, hallie, bad blood. it is now spilling out into the open in a way we have never quite seen before. that is clash between these two men over strategy and vision of the republican party. rick scott has made differences with mcconnell, either subtly or overtly known. most noticeably when he released a long house -- and mcconnell rejected it. for provisions like making sure all americans pay some kind of tax. it would sunset all federal laws. mcconnell was quite upset about scott putting out that agenda. then you have the election that happened. the map is simple. mcconnell is the clear odds on favorite but this is still the

most significant challenge we've seen to his decade and a half senate republican leader. shows real discontent and coming more from the grass roots level. many don't blame mitch mcconnell. many blame rick scott. mcconnell yesterday sounded confident he will get re-elected. answered simply of course when asked if he had the votes. >> with a small smile as well. ali, it's not just drama on the senate side. we saw some on the house side. we've known mccarthy has his eye on the house speakership and by the way, the other huge news. we haven't even still called the balance of power in the house of representatives here at nbc news. we think republicans have the map it seems? this is a super confusing graphic. republicans only need a few more seats.

tbd on when that will happen. not too, too long, but mccarthy was challenged. got something like 180 votes of support. which sounds good. you think about the fact he's going to need 218 to become the speaker when the real vote happens in january. >> and january is a long ways away, especially in political time. so mccarthy, what we see in the vote, is he's going to need to do some dealing to get to that requisite 218 number. not just because it's a taylor swift concert buying day, but because that's been the story of the republican party reckoning with itself. the fact they are looking at a house election a week out. flipping the house was supposed to be a week out. there are many within this conference huddled in right next door to me talking about who the

right person is to lead them and about what the right messaging is to move forward. they are acting as if they have won the majority. makes sense as to why the graphic is our projection, but the fact these leadership elections do not show conclusively does represent again the divides within the republican conference and there are going to be consequences to that. that means this is going to be a perpetual balancing agent. we've watched the way pelosi has operated. it's been a consistent hurding of cats trying to keep her kau caucus unified and now we're going to watch kevin mccarthy do that over the next two years. i think it's important you reference today is sort of a blueprint for what we're going to see him build upon as they

move closer to january. he need to hit that magic 218 number then. it was sort of a metric for how powerful he is now. the number he got today. now we have to see him actually hit that number come january. >> can i throw one out for the beltway insider nerds out there. congressman tom emmer is also going to be in republican leadership. beating out jim banks for that position. sort of interesting. >> yeah. pretty interesting especially because we watched a lot of trump insiders trying to coalesce around banks but with emmer, it's fascinating because he was in charge of republican efforts retake the house. mccarthy was out there in front as one of the top fund-raisers, but emmer was in charge of the district by district strategy. so even as they're grappling with the fact that so many people in the room are

it. walk us through what we can expect to see tonight. >> usually when somebody announced a run for the presidency, they have endorsements ready to roll out here and donald trump who is consistently over the last six years had a cohort that's surrounded him and no better example than across the country in 2022. went from north carolina, georgia, wisconsin, pennsylvania, ohio and in each of those, he was flanked by individuals running statewide that were allies of his and folks he thought were fwoipg to win the general election and would help him in a 2024 match-up between a ron desantis or glenn youngkin, but after last week's frankly shellacking of trump backed candidates in some of these states, he's left

we are back now with developing news as we continue to follow coverage of a coverage of reports of a missile strike in poland. we are hearing from a nato official. they say they are looking into the reports and closely coordinating with our ally poland. i want to bring in kelly o'donnell who is traveling with president biden in bali. kelly, the theme so far of the

afternoon has been sort of report, this report out that a perhaps russian rocket or missile has struck poland. obviously, a nato ally. obviously, a potential game changer in this sort of international picture, and yet no corroboration from any u.s. officials on the record here. that has not changed at # 3:50 eastern time, right? >> and it's the middle of the night in bali, indonesia, where president biden is with many other world leaders. there was an incident and a deadly incident that affected poland. the question is what was it, who is responsible, was it intentional, accidental, and we know that in the fog of war there are often early reports that can be mistaken. there are also questions that need to be answered. and because nato is invoked here, that raises the stakes with enormous potential consequences. so that is part of why all of

the officials who are coming forward are trying to assess information, get a sense of the picture on the ground. the ground truth as white house officials have described it to me, because what happens next is very important. and there can be consequences for both kinds of events. something intentional, something accidental. so they all want to take a moment. they have to assess information. and in poland several months ago we were with president biden when he visited there and just to remind our viewers, when you are in poland, you are in the neighborhood of this war. and very much on the ground there, this is a part of their daily lives. the flood of refugees who have changed the nature of life in poland, the constant threat of the potential of this kind of a strike, could they be drawn into war. the issue of the u.s. sending additional u.s. military to support our nato partners there. all of these things have been a part of the picture for poland for many, many months now, and

this is an incident that has apparently claimed at least two lives and many questions need to be answered before next steps can be fleshed out. we know that the president was not at the gala dinner last night. one of the questions will be when he was he informed about this. we know that officials say they are working with the state department, with the department of defense, with poland to try to get the answers and to provide information. ukraine has been dominant in the discussions here and it most certainly will continue to be so. we know the president plans to stay here based on what we know now. >> kelly o'donnell live in bali. thank you. dan, to you with the latest. >> that's right. there is still no definitive answer as to exactly what happened in poland today. as you know, polish media said two projectiles landed in a farm near the border. we still don't have a definitive

answer from the pentagon or the white house as to whether those were russian rockets, russian missiles, or something else that caused that effect and killed two polish citizens. obviously, a lot of consternation stlut central and eastern europe, in particular statements out of the baltic countries, the czech republic and the czech defense minister says that they believe that this was a russian action, but it's not clear if it was an accident or something intentional. and i think we're just going to have to sit tight and see. but the worst-case scenario, obviously, is a conclusion that this was a deliberate attack. now, we may not be in that scenario yet. so we just have to wait. >> dan, thank you very much. i want to bring in the chairman of the house foreign affairs committee, congressman gary meeks. i think you are with us this afternoon? >> yes, i'm with you. >> good. thank you. i'll ask you the same question

that i asked one of your house colleagues here. have you had a briefing? what else can you tell us? >> i can tell you that, yes, we are in contact with the white house. but i think that getting the appropriate report, they are trying to dot every i, cross every t. they are talking to nato allies, and we continue to be in lock step and try to get the facts because this is a very serious, very serious matter. so we want to make sure and the white house is trying to make sure that they are able to obtain every piece of information so we can be in lock step and no what the appropriate response, if any, should take place. so it's, as your reporter indicated, it's wait, let's make sure that we get all the facts and then go from there. >> what is your sense of a timeline here for when we might know more answers? >> i think that when we know is

that from me listening to some of other reports and there was someone on from poland that something happened. but now we have got to find out exactly what. and then, so it's confirmation and it's working collectively. it's still really important that we are all on every response that i have seen from our nato allies, we all are invested to make sure that we will protect every inch of territory with our nato allies. we are all locked in there. the question is getting the facts and we are going to take the time to what's necessary to make sure that we have the facts because, as i said, the consequences are very serious. >> i want to read to you a statement coming in from your counterpart on the senate side, foreign relations committee chair bob menendez. he says i have to believe any strike into poland had to be a mistake by russia. if so, putin should come up very quickly and say so. how do you see it?

>> well, look, i don't want any of what i have seen initially from the russians where they say that this is a polish provocation. clearly, everyone knows how russia has been the aggressor in the ukraine when i have visited poland on several occasions, you know, after the invasion of ukraine, i saw the borders and the threat that presented itself then with russia firing its missiles. so, look, that's why i want to get all the facts whether it was intentional, accidental. we know russia, you know, thus far, you go by what they have done. they have continually lied and/or set up some falsehood to move forward. they said they were not going to invade ukraine. they did. you know, they generally come up with something. when i see the response we heard from russia that this is a

provocation by poland, you know, that gives me a -- makes me somewhat suspicious of what is taking place. if it was an accident, then they should say it. that's not what they said thus far. >> congressman gregory meeks, chairman of the house foreign relations committee, thank you very much for being with us. i want to bring in former advisor to ukrainian president zelenskyy, thank you for being on the show. help us what is happening behind the scenes, with president zelenskyy and his advisors at this point. >> first of all, president zelenskyy issued a statement. he places blame on russia directly. so there is no ambiguity there. we are also looking at the russian response. as, i'm a person dealing with russian disinformation for two years. the first place i look is russian telegram channels,

specifically those personal ones belonging to people high up in the propaganda chain. russia today has posted saying that for what comes next i sure hope that the rest of the territory is as poorly protected as poland. that is what they posted. and look, bottom line here is simple. war is a cancer. so basically if you leave it untreated, it spreads. regardless what what happened on the ground in poland, we need to end this war. the only way to end the war to help ukraine win it. russia is sure as hell not going to compromise. >> what would your message be to the world that is watching right now to see, first of all, more information, more facts on the ground from poland as it relates to the nato alliance? >> well, first of all, we need to exercise caution and we shouldn't be making any rational or emotional decisions is. we remember the cuba missile crisis and so on and so forth.
