windchills of 32 below in minneapolis, just 10 degrees at houston, texas. this denver it went from 42 to 5 in an hour. the latest on the massive storm, the cold and how it's making a mess of people's holiday plans. >> it was really chaos. it was back is and forth and one minute there's a flight at 6:45 and then a minute it's gone. >> and finally ukrainian president volodymyr zelenskyy is back in kyiv following his trip to washington. he left with a promise of billions more in aid, but with republicans taking control of the house in just a couple weeks, that maybe a lot tougher to get going forward. i want to begin with this treacherous winter storm causing disruption across the country.

this is in iowa. wow. it's not just there. in erie county, new york, it's so dangerous they just issued a driving ban. i want to bring in shaq brewster. katie beck from reagan national. and also with us is meteorologist bill karins. shaq, let me just get started with you. it feels like you're in the most treacherous of positions. the windchill there is cold enough to cause frostbite in just as little as ten minutes. after you were on the "today" show earlier today, you tweeted out, y'all help. take us there, shaq. >> reporter: i'm still waiting for that help. i'm still here. but i'll tell you, officials are warning for folks to stay inside. it is very clear why that is i'm sure you see the wind whipping

around he right now. and it's not just the snow. when you look at the radar, there are periods of time in which it seems as if the snow takes a bit of a break. but you can't tell because the wind is just whipping the snow that is on the ground. you talk about the visibility issues. i'll have us move over behind me there that is a road. that's a road where there have been cars going through every once in awhile. you see how low the vsibility is. that's the concern as people are on the highways as they see the snow totals and i'm used to this. they then go on the roads and because of the wind picking up the snow and blowing it around, that's where the danger lies. so that's why officials across the region are saying stay off the roads. stay inside. the worst is still to come. we know winds are expected to pick up even more later this afternoon. we talk about the snow that's supposed to be more snow into christmas day. so they are expecting two feet, more than two feet in some other

areas. so they are being told to hunker down. at a certain point, i will listening to that as well. >> here's me helping you. i'll let you go inside that vap of yours. thank you. please stay safe. marissa, you're on the road on i-95. how are the conditions changing there this afternoon? >> reporter: i almost feel guilty that it looks as good as it does after watching shaq out there. the elements look severe. i want to show you the conditions here. because it is sunny. the roads are looking clear. traffic seems to be moving at least where we are at a steady clip. but i want to walk you through the last 24 hours. what you're not seeing right now is all of the rain that the northeast was really just getting pummelled by. rhode island was seeing heavy flooding, but what you missed in

the last couple hours here, we the got the arctic front. it did not hit us like we're see seeing this the midwest, but we saw a couple things ha. we watched the temperature drop by 15 degrees very suddenly within the course of one hour. we saw the temperatures dip below freezing. those can create less than desirable conditions on the we saw people taking it slow as they were driving. we know this is in the middle of a very busy time on the roads. we're expecting 102 million drivers this is the preferred method of travel for holidays. not just thanksgiving, but christmas as well. so we haven't seen anything trech from rous. people are taking it slow. one thing to keep in mind for those who are driving, be be careful. we know this could be deadly. we saw one instance of a deadly situation in missouri. just be careful on the roads.

>> you are in a better position than shaq is. however, with those plunging temperatures and all that rain that they had a couple hours ago, it's certainly still very much a dicey situation out there on the roadways. thank you for that. i'll let you go. let me come to you, katie. in the last hour, we have seen more and more cancellations. you have a lot of folks wanting to get home for the holidays amidst all this. this is mucking up some plans as they are trying to move around the country here ahead of christmas. what more are you learning there? >> reporter: absolutely. the timing could not be worse. this is the biggest two travel days of the holiday season. yesterday and today. and already this morning, we were aware that more than 5,000 flights had been cancelled. 500 out of chicago just this morning. and we were aware of system ground stops happening in major cities too. denver, charlotte, seattle, washington, d.c. since that time, some of the

ground stops have lifted. it looks like planes are landing and taking off from here. but that still doesn't say much in terms of cancellations and delays, which are going to happen in every city in the country. regardless because of all the connections. there's a pretty big log jam out there now. but passengers, believe it or not, when you talk to them, i don't know if it's the holiday spirit or some optimism this they are going to get home, they don't seem to be too down about it. here's what some had to say. >> our flight got cancelled yesterday. they rebooked us for today. so it's been a few days. all in all, it will be about three days of travel to go spend five days with family. and it's family so that in itself means shotgun. shotgun. >> reporter: a lot of folks just

hoping they can get home to see their family. there's still one more day of a buffer here. tomorrow could prove to be a pretty clear travel day. the problem is you're going to have a lot of people rescheduling those cancelled flights they are going to be trying to get on already booked flights. so tomorrow could be a bit hairy at the airports as well. >> i'm not sure that the last one wanted to get home as she talked about her family there. at least she was being honest. we all have those feelings when it comes to spending time with family around the holidays. she might be at the airport a little longer. thank you. appreciate you. bill karins, walk us across the entire country. because everybody is feeling it from the west coast all the way over to the east coast. if you can, what's happening in buffalo, new york. i'm going to speak with the mayor there in a moment. >> buffalo is the most extreme of any location that's going to go through the weather over the next 48 hours. that's the bottom line. even right now, buffalo has a

wind gust the last hour of 69 miles per hour. that's strong tropical storm gusts. they are going to go through that for three straight days. it's snowing hard. they said at the airport it's zero visibility. usually they will give a report of a half mile or eighth of an a mile. it's rare to have zero visibility. tz that's tempting everyone to say stay where they are. that might be through tomorrow too. so that's huge disruptions to your life. and to the safety of being trapped. the winds are cranking the extreme arctic air just went through new york city. the cold front is blowing in. i'm a little fearful. it rained a lot around the new york city and connecticut areas. now the cold air is coming in. you can see some of the rain changing to snow. so by the evening rush hour, be careful on the untreated surfaces, which will be host of them. it's hard to treat surface when is it's raining. the windchill temperatures, we're down to 27 in d.c. earlier we were in the 50s. and now the temperatures are

going it crash in new england. that's why i'm worried about the icy roads. snowfall is not going to be a lot. you have to be near lake michigan. we could see the possibility. especially coming off lake erie. we're going to see snow reports. this is the three to four feet. in buffalo itself, 2 to 3 feet of snow with the strong gusty winds. that's why it could be one of the worst blizzards since 1985. that's a long time ago. they have had a lot of storms since then. this maybe one of worst ever. the wind chills, we just dropped some of them here. we go down to south florida. miami is not in the windchill advisory. it's close. so as we go throughout tonight and tomorrow, that cold air is starting to head into the sunshine state. so we don't have a lot of travel issueses on the roads and airports in the south. it's mostly confined to the great lakes and the northeast and the northwest today.

>> i got to tell you i'm in miami right now visiting my in-laws for the holidays. folks here are a little worried about the plunging temperatures that they will be seeing. they are not used to the cold. >> they are woried about their outfits. thot having the outfits to look good. >> bill karins, thank you. we appreciate you. joining me on the phone is buffalo new york mayor byron brown. he just issued a state of emergency for his city. thank you for joining us on this. we appreciate it. you just heard bill california lins talking about the situation you're dealing with there. one of the worst situations we'll be seeing across the country in the next 48 hours. we're being told you have zero visibility and encouraing folks to not get on the roads. what do you want people to know? >> this is not a usual snowfall. it is as advertised.

these are blizzard conditions. 59 mile per hour winds. in fact the winds are whipping so hard people can feel their homes moving. we imposed a driving ban in buffalo at 9:30 a.m. this morning. we do not want people driving all day today. we don't the them driving tomorrow, saturday. we have had reports of some people that have gone out not following the guidance and have got stuck in their vehicles. that not only puts them at risk it puts emergency first responders at risk. the wind has brought trees down, which have brought power lines down. in one place a power line came down and started a house on fire. so these are extreme conditions.

and what was forecast is definitely hitting buffalo. >> payor, you have pour autoages happening and we'll likely be more to come. what resources at this point do you have available to you, especially considering the frigid temperatures. >> we have a close relationship with our power company, national grid. they have 2800 personnel working in buffalo and across western new york. there were a high of 3,600 power outages in the city of buffalo. that has been reduced by over 600 so far. so national grid is working

hard. but all of these people that are out working, emergency first responders, those working to restore power, they have to be safe if it they do that. >> you guys are hut with another historic storm. it's at it again. do you feel prepared for what is to take place over the next two days. >> we're as prepared as you can be. we're coordinating with the state of new york, the county of erie. they are in constant communication all day with the staut commissioner of homeland security and emergency services as well as the state commissioner of the department of transportation. so we are prepared, but these are pretty extreme blizzard conditions. even buffalo is not used to getting kind of weather.

election. and the committee only issued criminal referrals for trump and attorney john eastman despite the conclusion that put many other players who were involved in the effort. last hour i asked adam schiff if he's concerned that he's letting those people off the hook. >> to, i don't think so. we did uf others in addition to the president that we believe violated federal laws. but we also made it very clear this our criminal referrals that this was not an exhaustive list. either the individuals committed crimes or of the crimes themselves that were committed. >> let me bring in julie circumstancen and nicholas woo. we talk about the others. they are named as cocon sere torts in the full-time report. and yet the criminal referrals were only issued for the former

president of the united states along with his attorney. do we know the strategy behind this? >> yeah, jamie raskin, who led this effort to identify individuals that the committee would then refer to the doj for prosecution, he told us on monday that there are a lot of actors, as he called them, involved in this. but the committee really wanted to focus on the master minds, the ring leaders. ask that's exactly what they did by putting out this 800-page report as well. these referrals took legal weight, but the committee put their final act together in historical record by publishing this report and issuing these referrals. either sending a mess taj thigh deserve to be prosecuted. everybody else involved in this and there are hundreds and hundreds of people not only involved in the plot, but also in the insurrection itself,

that's up to the department of justice, who has the legal authority to actually go ahead and prosecute these individuals. what they wanted to do with that, with this report, which we didn't learn necessarily new information from, was to put all of this in an accountable, historical record day bfrs they were sent to turn over the house chamber to republicans making their final mark in these transcripts that they are releasing. so that was really the goal for them in not to get lost by issuing hundreds or all of these referrals that would then get muddy the waters. >> stand with us. you want to bring in barbara mcquaid, a former law professor at the university of michigan and an msnbc legal analyst. it's great to talk to you. take me inside doj. when you look at this final report, the 800 pages, the sole focus being on the former president of the united states and his culpability in inciting this insurrection. does that make it more likely

that he will face charges and others will not? >> i don't think so. i think that focus was for the public to understand that donald trump was the central character in had this, that he caused this and to avoud distraction from ores. they are going to be more interested in the facts than the conclusions. the charges will be something that the justice department can consider. at the end of the day, they are going to make their own independent assessment it's the fact ts that matter, not the conclusions. it's possible in addition to donald trump, a number of other people could likely be facing criminal charges. all of those people are described in the report with criminal culpability. if the justice department is

able to put together evidence to satisfy themselves, i don't see any reason thot to charge them because they did not refer them for criminal prosecution. >> i know that you did a lot about the far right extremists and they were mentioned a lot in this final report as well. not just as a part of the insurrection, but as leading it really. take us inside your reporting. >> what we saw in the report, particularly was really this examination of how these far-right groups were activated, in many ways, by president trump's tweet saying to be at the capitol. nearly two years ago now. this is where we saw some of the new material come forward from the committee in their final report. and this is something that doj is looking closely a at as well.

>> we saw nearly 900 people who were in the mob that day who charges were brought against them. i think one of the kind of outstanding questions amidst all of this that we were hoping to get answer, the connection between the individuals to people inside the white house or in the former president's inner circle, were there phone calls being made between those two groups? were there texts message, changes? did you believe real connections now can be made between those two? >> i think it's a possibility. it awe peers that the committee did not make that link. they have a lot of circumstantial evidence about it. roger stone and michael flynn being seen with some of these groups. oath keepers and proud boys on january 6th in the days leading up to it.

but we don't yet have a direct link where members of trump's inner circle were giving orders or planning the attack in advance. so that link isn't there. but the justice department, think, can take the material they got from this committee and they can conduct the investigation because they have tools that are different from and superior to the tools available to the committee. they can use grand jury subpoenas to compel testimony. they can use witness immunity to override people's innovation of their fifth amendment right. we see the fifth amendment invoked tloult the transcripts. they can use search warrants to obtain physical phones. we know they have already done that for john eastman and jeffrey clark. that's a way to reveal the conversations, which can be a real gold mine if there are those connections between the friends of stone chat group that included stone and members of the groups, the justice department has more tools and toub able to make that link.

>> let me read for you a part of bennie thomp sob's final report saying the shortfall of communications intelligence and law enforcement are on january 6th was much less about what they did, but what they could not know. the president of the united states inciting a mob to mashlg on the capitol and impede the work of congress is not a scenario or intelligence and law enforcement communities envisioned for this country prior to january 6th. it was unimaginable. i'm wondering if you're surprised at all to how it seems the intelligence community got off so easily. the security got off so easily. think some would argue that january 6th was imaginable after four years of president trump. >> the idea that there was a failure of imagination is really something that we have heard since the attack.

and it's something that see ult hatly spoken to in this final report. so i think it's less a question of whether law enforcement devote entire appendixes to the capitol police and other intelligence and security breakdowns and their recommendation include a number of different things that could be done through intelligence sharing and security. so i think at the end of the day, the committee in many ways accomplished its central mission. and left to those individual agencies to figure out how they go forward from here. >> we have to switch gears. there's a vote happening in the house. had had of the members voting right now are voting via proxy. this could take awhile. what do we know?

>> they are already in the final hoet voet now. eave member was here. we don't think as many as less tan 50 are in the chamber. thr allowed to vote for up to ten members by proxy. we have seen that happening all morning on some procedural votes as well. it does make the process take a little longer, but because republicans who are whipping against this bill, the omnibus to fund the government through next september, they didn't stretch out their time as much as some feared because the storm is happening. the holiday weekend is upon us. members really just the want to get out of town. >> this is the very bill that former president trump encouraged republican members of congress to vote no on. i will say i love that you use the shenanigans. that's the word i tell my kids

some unusually sharp criticisms from mitch mcconnell to former president trump as trump attempts a comeback in 2024. when i sat across from mitch mcconnell and his leadership office, it became clear that this is a man who holds trump responsible for the senate republicans disastrous showing in 2022, not only failing to capture the majority, ultimately losing a seat. mcconnell blames trump for choosing flawed candidates who ended up losing winnable races as well as trump's influence itself, which has tarnished the republican party's image with with crucial swing voters. let's play a part of what he told me. we lost support that we needed among independents and moderate republicans primarily related to the view they had of us a as a party largely made by the former president that we were sort of nasty toward chaos. oddly enough, even though that subset of voter delirium tremens not approve of president biden,

they didn't have enough confidence in us in several instances to give us the majority we need. he mentioned three state where is trump endorsed candidates and lost the general election that they hoped to win. arizona, georgia and new hampshire. now it was less mcconnell trying to fire a warning shot about the presidential race. it was more mcconnell signaling trump off senate races in 2024. he issued a warning he intends to actively look for quality candidates in 2024 senate races and he insists the diminished clout of former president trump is going to enable mcconnell and allies to be more influential than they were last time. he feared trump's influence was too strong in republican primaries for him to do that. he insisted it will be different this time. i pressed him on one factor to which he is arguably responsible for the republicans poor perform hans in 2022. his role in building the sproom court that overturned roe vs.

wade. he said the dobbs ruling generated enthusiasm, but expressed no regrets for that decision. >> wow. it's interesting because he doesn't talk about kind of the former president's diminished power with regards to inciting ab insurrection or lying to the american public about the 2020 election. in fact, it's because of losing elections for them. >> i would add to that interview, which is essentially mcconnell has always felt he could do with a little less drama from mar-a-lago. if you look at the all-american economic survey released earlier this month, the polls back him up on this. 61% of independent voters coupled with 37% of republican

voters do not want former president trump to run for reelection in 2024. or to give it another go. that same poll found that 17% of americans right now are worried about losing their job. so i think for mcconnell, who is staring down a 2024 senate cycle where he's got his eyes on ohio as well as pennsylvania, he wants to make sure that he's put ing up candidates that are going to be more competitive. >> here's the thing with mcconnell. and i think back to that historic speech that he made on the senate floor after the january 6th insurrection. and then subsequently how he backed away from his rhetoric towards the former president. he wouldn't say to sahil that he would not support the former president trump if he wins the

republican nomination. so he says all of this and yet he will not go on the record and say he won't support him if he wins the nomination. what do you make of that? >> what he says one word, it means more than that specific word. he doesn't give a lot of interviews, but they are very impactful. clearly, if trump is the nominee, most republican senators and house members are going to support him. what we're seeing him doing is standing up and saying this is bad for the party and politicians care about elections. it's bad for republicans winning elections in this past election and moving forward and the less of a role trump plays, even it his influence is outsized the. the two states that kevin mentioned, the trump-endorsed candidate got 32% of the vote. meaning two-thirds didn't support the trump nominee. trump's influence is still

important. he won the nomination without winning the majority of delegates. mitch mcconnell is very aware of that. >> in this interview, mcconnell said that one of the reasons why the republicans lost this moderate support was because of the former president. how does the republican party focus in on the swing voters. >> look at maryland governor hogan. he said about a year and a half ago that there was open talk within the former administration about folks trying to decide what to do about former president trump and really if they wanted him to be the nominee in 2020. elections are about the future. the biggest issue for the republican party is what's going to be in this primary. because a crowded republican primary field helped ascend donald trump in 2016. so the open question now, and again i go back to that poll, is

mccarthy who said listen, we support aid to ukraine, but we certainly don't support this blank, the blank check. what do you make of the shift in power come january to the republican-led house, and the potential future aid to ukraine? what do you anticipate coming? >> well, i still think a majority of republicans support the ukrainian effort and zelenskyy's speech which was mistake obviously and he was able to even do it was significant, and it helped solidify some of that support. but there are real challenges in the republican conference which will be in the majority. and i think for zelenskyy, this means you have to do a few things differently in your communications. one, and this is sort of what hawley referenced, you got to talk about not what you need but what you've done and w-what you've gotten and effective and the case for more money. >> doug, i don't mean to inner ject but haven't we seen what

they have already done. i mean i said this over and over again on the air, in that we completely underestimated the success and the power, and the resilience of the ukrainian military, right? i mean the only reason, one of the reasons they were able to pull off what they had so far was because of the foreign aid that they have been continuing to receive. so haven't we seen what they have done with that aid? >> look, we've seen the superficial version of that. what congress looks at, what the appropriate military appropriations sub committee, what the armed services committees need to look at is more detail and that's the information appear that the ukrainian government, it would be benefit them to be as specific as possible. here is what you've given us and what we've done with it and what's been effective. that's not what we see on the news reports. these are detailed things, sometimes might be classified, that congress will look at more specifically. and that will help to say with incoming committee chair, help
