alphabetical order, they didn't even get past the cs, sealing a round one loss in a matter of minutes. mccarthy failing to whittle down the small but significant group of republican outliars all dead set on voting against him. the damage a failed first vote like this will inflict on the speakership position from the get go even if he does win, if it's a mess for republicans, a mess for mccarthy and it is shaping up to be a long day ahead for the brand-new 118th congress. he reminded reporters he holds the record for the longest speech ever delivered on the house floor, saying he doesn't care if he gets a similar vote for most speaker vote rounds. we will see if that holds and he sticks to his guns there. joining me from capitol hill, we

have garrett haake. also with me, punch bowl news cofounder and nbc news contributor, anna palmer, as well as susan page. buckle up, everybody. we've got an hour ahead of us here. beginning with you, garrett, walk us through what is happening right now. where we go from here. because this first vote has been concluded. it was suggested that kevin mccarthy would want to keep everybody on the house floor and continue with the voting. but there's lots of milling around. do you know if people have left? what the intention is of when they go through another role call? what are we doing here? >> it's such an unusual day here, not just because we have broken 100 years of precedent, but because it's the first day of a new congress. most of these members here have their friends and family in some cases on the floor. you've seen kids on the floor. you see mccarthy there taking a picture with the child of a new member. and so there's a lot of milling

around and a lot of noise as you can imagine behind me. but what's happening now is the tellers, the symbolic counters of the vote are doing their duty to count up that first vote. i think what you're going to hear soon as you look at jim jordan, is a round of speeches or moving into a call for the next vote. the house hasn't recessed. they haven't officially broken up. while members have been coming and going off the floor, they're all staying pretty close here. you're not seeing a recess to a meeting or folks going back to their office. it's mostly a glorified bathroom break here before what looks to be another hour plus round of votes. this has been the mccarthy strategy. he's telegraphed since at least last night knowing he's got to wear down his opposition. the question is did he know his opposition would be this robust? 19 no votes. certainly we were keeping here at nbc and larger that was

known. for a quick no vote against mccarthy then present or for him in this round. we could find out soon. but i spoke to one of his top aides who said the plan remains the same. the next round of votes will get started as soon as they're ready. >> okay. so what we saw paul gosar rose to nominate republican andy biggs for speaker, garrett. so, how much did that peel away, siphon off the support for kevin mccarthy, do you think? >> well, nine votes here, which is fewer than he got in the closed door session that house republicans had back in november when they picked their nominee. andy biggs isn't going to be the speaker in this congress. he doesn't have the votes in the republican conference. it was a closed door secret ballot. he won't now. he was essentially a stalking horse on a place for republicans who had a variety of issues for mccarthy to park their votes. we also saw republicans voting for jim banks. a younger up and coming

conservative member from indiana. some for jim jordan who said if anybody will ask or listen if he wants to be chair, not the speaker of the house. and he's been backing mccarthy. and also, missing one other who got additional votes for speaker. >> donald, zeldin got a vote. >> he's not a member of congress although the rules say anybody can be. we've never seen not a recurring member of congress be nominated here. so look, the many different people who got votes here speaks to the many different sets of complaints that some of these republicans have against mccarthy. but he's still at about 90% of the republican conference. in terms of being the next speaker, you'd still rather be kevin mccarthy than anybody else on that floor right now. >> at least for right now. that's the operative term. timingwise, mccarthy's first round was sealed before the d

names were even called. when you think about this, it has been 100 years since something like this happened. so it paints a dismal picture of how tough this fight is going to be. do you think that kevin mccarthy was expecting such a quick shoot down? >> no, he signalled earlier in morning, he said the number 20 and his allies did as well. it was more than a lot of us had on our personal whip counts, but wasn't as though he wasn't expecting to have a number of these members who made their position pretty clear that they were not going to be supporting him for speaker at least in this first round. i think the big question here is what happens with jim jordan right now. you've seen him at the podium readying what appears to be a speech. my colleague jake sherman reporting he's looking up potentially trying to get some more votes. him getting six votes was a little bit more surprising. the andy biggs number not that big with ten. i think there was an expectation

that he was going to draw some of those because he has been forecasting for quite a while that he was going to run against speaker mccarthy, but the big question here i have is do they go into another vote right away, which is what we expect to happen, but what is the change, the breaking point that either means that mccarthy's going to sway some of these people for himself or not? you see him on the floor right now. he's taking photos. seems pretty jovial, in a good mood. it's not as if the body language has changed. he still seems very confident despite this no confidence vote by many members in this vote. >> what's interesting know, he's fully aware the cameras are trained on him for the most part. granted they're not this moment. that said, we have been been watching him. he has, for the most part, kept a smile on his face. when you look at his top lieutenants, if you will, they look pretty darn somber.

what do you expect though jim jordan will say in this speech? i know you're not privy to it. he must have been putting it together just in case. it was called upon. but will he specifically say something like those of you who voted for me, i want you to put your vote behind kevin mccarthy and how effective would that be? >> you know, we don't know what he's going to say next. what's so interesting when you look at this, when you peel back the layers of the onion of the relationship between jordan and mccarthy, they used to be basically political enemies then over the last several years, you've seen mccarthy work very hard to find a pathway forward with jim jordan, giving him the ability to take on some really important roles in defending donald trump. he's in line to get the gavel of a committee at this point. so the real question is now, you

know, jim jordan going to be whipping support for this? is he actually going to try to make an actual attempt to challenge mccarthy to say listen, he's not viable. i'm your guy. i'm the conservative you should be rallying around. that is going to be the biggest factor. we don't know so i don't want to say that's going to be his strategy, but it's so instructive to think about their history. has he, is he going to be loyal to kevin mccarthy or strike on his own and say all right, i've got six vote even trying. what if i try to take biggs' ten votes and i start to have some momentum. >> yeah, a foundation to build on. we will see on that. susan, to you now. kevin mccarthy has made pretty extraordinary concessions trying to win over support. he's agreed to a rule that would allow a snap vote at any time to oust the speaker. nothing appears to be swaying the hold up at this point. got to ask you how discouraged

he might be. what this implies. the lack of unity around his leadership. the fractured nature of the republican party. what this implies for not only mccarthy were he to get speaker, we will see, but just in general, the republican party over the next two years as they move their way in the majority and house of representatives. >> you know, alex, i think it's possible that kevin mccarthy turns this around and wins the speaker's vote in a later round, but it would be a comeback of epic proportions. 19 republicans who have voted him have paid the price for doing that. he knows who they are. they will i suspect pay for that if he did become speaker. hard to convince those 19, i think, at least enough of them, that it would be a good idea to switch their allegiance now. i think the most likely outcome is that the speaker will be

someone that did not receive a vote for speaker in the first round. if mccarthy can't, if all the lobbying and campaigning that mccarthy has done for years to get this job has not paid off, it seems to be more likely that there will be someone else who emerges, congressman mchenry, maybe someone we're not thinking about. that means i think we're in for a long process that at the end of the day, will leave republicans fractured and wounded and scarred. >> you mentioned steve scalise. his name has been bantered about in the wake of mccarthy not being able to secure the vote. his name's come up a few times here and there in reporting the last couple of weeks. what do you think the likelihood would be of a pivot to him at this point? he did get one vote in the first round. >> of course, he's loyal to mccarthy and he's made a point of saying he's not campaigning for the job. he's backing mccarthy.

i think he's probably the most likely candidate to emerge, but we're getting maybe a little ahead of ourselves in saying that. there are other options and again maybe mccarthy does what seems politically unlikely. but if they move beyond this current group that we see votes in this first round, he would be at the top of that list. >> we're getting word right now that kevin mccarthy's staff is working with and prepping jim jordan. we don't know exactly what they are saying. we can surmise what that might be. obviously they're trying to make sure he has a powerful punch if he were to take to the lecturn. we did see a piece of paper in his hand. again, the mccarthy's staff prepping jordan now, we've got to wonder what exactly they're saying. these are your walking charges or walking orders, marching orders rather. when we talk about what has

happened, as we wait for jim jordan, i wanted to ask you, an na, a question about what happened earlier when you talk about texas republican dan crenshaw who slammed these republican holdouts on fox. how much does it seem like things are sort of curdled within the republican party or is this kind of normal in this day and age? >> i think the frustration, you just heard so much by a lot of republicans. it's one thing when you're in the minority. another when you're in the leadership and in power in control of the house, that they are coming in so bruised and battered just by internal fight, that they can't all get on the same page and that you have a handful of republicans who have really tried to force the hand of mccarthy. i think if you look back over the last several weeks, what you have seen mccarthy do is find a

way forward. he gave up a lot of things he said were red lines for him. things he didn't want to do. that he ended up supporting the notion. >> anna, do me a favor. let's take a listen right now. we believe that things may be starting up again on an official note. that is the clerk and so looks like she's about to say something. >> the house will be in order. the house will be in order.

the tellers agree in their tallies that the total number of votes cast is 434. of which the honorable jeffries of the state of new york has received 212. ten. the honorable jim jordan of the state of ohio has received six. the honorable jim banks of the state of indiana has received one. the honorable lee zeldin of the state of new york has received one. the honorable byron donalds of the state of florida has received one. no persons haven't received a majority of the whole number of votes cast by surname. a speaker has not been elected. following the procedure used by the house in 1923, and recorded in cannon's precedence volume six, section 24, the clerk is prepared to direct the reading clerk to call a roll anew.

for what purpose does the gentleman from ohio seek recognition? >> i rise to nominate kevin mccarthy for speaker of the house. >> the gentleman is recognized. >> thank you, clerk. i think we have three objectives this congress. three fundamental things we have to get done in the 118th congress. first, pass the bills that fix the problems. in two years time, we have went, we have a border that is no longer a border. we have a military that can't meet recruitment goals, bad energy policy, record spending, inflation, record debt and a

government that has been weaponized against we the people. against the very people we represent. so we, we need to pass legislation to address all that. and i hope my democrat colleagues will join me. i really do. but i have my doubts. and if they don't and if chuck schumer says no, we're not going to take up that legislation we passed and if joe biden won't sign it, so be it. second, we can never, ever let a bill like the one that passed 12 days ago, $1.7 trillion spending, we can never let that kind of legislation pass again. we have to pass a budget that makes sense, then do the 12 appropriation bills that

recognize it's the people's money, not ours, and send it to the senate then stand firm on that legislation and again, if they won't take it up and joe biden won't sign it, we can stand firm on a cr or something. we can have that fight, but we are not going to have what took place a week and a half ago ever happen again and then finally, third. and this is important. we've got to do the oversight, do the investigation -- >> order. >> we have to do the oversight and the investigations that need to be done. this idea that bureaucrats who never put their name on a ballot but think they run the country, who have assaulted our constituents' first amendment liberties, they need to be held accountable. that needs to happen. we need to do it -- we need to

do it in a way that's consistent with the constitution, but vigorously and aggressively. that is part of our duty as members of this body. to my friends here on this side of the aisle, i would just say this. the differences we may have. the differences between joyce and jordan or biggs and bacon, they pale in comparison to the differences between us and the left which now unfortunately controls the other party. so we had better, we had better come together and fight for these key things. these three things. that's what the people want us to do. and i think kevin mccarthy's the right guy to lead us. i really do or i wouldn't be standing up here giving this speech. i came in with kevin at the same time 16 years ago. e like his spite, tenacity. he actually wrote about this in a book. he told me, he said the toughest times in life are when you get knocked down.

the question is can you come back. i've always seen him be able to do that. we need to rally around him. come together, and deal with these three things. because this is what the people sent us here to do. my favorite scripture verse is 2 timothy 4:7. fight the fight, keep the faith. it's a verse of action. fight, finish, keep. not wimpy words. words that i think fit america. that's what the american people want us to do. they want us to do the things they care about and they elected us to do. and we should all remember, we should all remember only about 12,000 people have ever had the opportunity to do what we're doing today. sit in this body serving this congress. it has a privilege. it is an opportunity. we owe it to them. the american people. the good people of this great country to step forward to come together, get a speaker elected so we can address these three things. i hope you'll vote for kevin

york yankees had not won a world series. the work the body has entertained. the work we've done for the people over that time. we are unified behind a speaker who will continue that progress despite the chaos on the other side, madame clerk. we are going to stay here to get this done. we are unified and we are all going to support hakim jeffries for speaker. the lead vote getter in the last ballot. madam clerk as chair, i'm directed to present for election to the house of speaker of representatives, the name of the honorable jeffries, the representative elect of the state of new york once again and we will be unified once again in our support for him.

>> what purpose does the gentleman from florida rise? >> to nominate a candidate for speaker of the house. >> gentleman is recognized. >> sometimes, we have to do jobs that we don't really want to do. and sometimes, we have to do jobs that we are called to do and so my colleagues, i rise to nominate the most talented, hardest working member of the republican conference who just gave a speech with more vision than we have ever heard from the alternative. i'm nominating jim jordan. jim jordan is humble. perhaps today, humble to a fault. maybe the right person for the job of speaker of the house isn't someone who wants it so bad. maybe the right person for the job of speaker of the house isn't someone who has sold shares of himself for more than a decade to get it. maybe jim jordan is the right

person for speaker of the house because he is not beholden to the lobbyists and special interests who have corrupted this place and corrupted this nation under the leadership of both republicans and democrats. maybe jim jordan would be the right person for speaker of the house because he wouldn't fight us when we try to get a term limits bill on the floor. maybe jim jordan would be the right person because he wouldn't fight us when we try to put a balanced budget on the floor and vote for it and maybe jim jordan is the right person because he would endorse the plan that was built by the texas delegation to finally secure our border. mr. jordan said in his nomination that there are certain bills that we have to pass to fix the problem. the challenge is the alternative has been someone voting for the very bills that have caused these problems. mr. jordan says that we cannot accept legislation like the omnibus and i fully agree and if jim jordan were speaker of the

house, if he wor the leader of the republican team, we wouldn't have that circumstance choking the economy of our country, increasing inflation and diminishing the prospects of a better life for our fellow americans and finally, mr. jordan said we must engage in rigorous oversight. every one of my republican colleagues knows that the person who can lead that oversight effort who works on it every day, who has the skill and the talent and the will is jim jordan. i'm nominating him and i'm voting for him! >> the reading clerk will call the roll.

yet a third if kevin mccarthy is the one who will be elected speaker of the house on behalf of the republican party. that is presuming everything else goes according to plan as it did first. let's bring in steve kornacki. he's at the board for us. so let's talk about what we've heard. interesting in terms of the numbers, steve, but also a dynamic shift. we have not heard the roll call mention biggs. he himself also through his vote towards jim jordan. he's the one who seems to be picking up momentum. >> so what happened as you saw was that matt gaetz, who was against mccarthy on the first ballot, had voted for biggs. he nominated jim jordan. jim jordan, who has been backing kevin mccarthy, delivered a nominating speech for mccarthy, but here's the list. these are the 19 republicans who on the first ballot voted against mccarthy. voted for someone else. they're working through it alphabetically. biggs was nominated. let me get that back up there. he has voted for jordan.

so right away, you saw biggs vote for jordan. dan bishop voted for jordan. lauren bobert, who on the first ballot, voted for jordan. bah sheen cast a vote for another name. he voted for jordan. cloud of texas voted for jordan. clyde voted for jordan. we're seeing 434 total numbers. if they all vote, okay, they all vote for a name here, the magic number is 218. and already, just with the defections that mccarthy suffered in those first few minutes you were just watching, he's going to be under 218 and the dynamic, again, you're not seeing any in this first half a dozen or so, anti mccarthy votes. you're not seeing any movement toward him. you had jim jordan make an

appeal to republicans to vote for mccarthy. you've got a couple folks here who voted for jordan on the first ballot who are not switching to mccarthy. they're sticking with jordan so the only thing at this point that could save mccarthy is a very, very unlikely scenario where suddenly, all these other republicans start voting present or start abstaining and then the denominator comes down low enough. the math basically, it's already all be impossible to see mccarthy getting there on this second ballot. just from right away, he made no progress with this. matt gaetz already announced he's with jim jordan. the number of defections, it took five minutes there and they blew well past five. we're into territory, we said at this point in the first ballot, we can't see mccarthy getting there. >> we're communicating and

talking about all this, so they'll let us no if there seems to be a coalescing around jordan or five other names in addition to that of mccarthy. that would be a problem. that was predicted actually in the conversation before they started. that perhaps there would be some coalescing around jordan. but run through what you just explained with regard to someone abstaining or voting present. does that vote just get cast out of the total number? >> you're there, you've registered in your sentiment, but say two republicans voted present or abstained. so essentially, that would mean instead of 434 total votes, you'd have 432 total votes and a majority of that, you know, 50% plus one. the majority falls to 217. basically for every two people,

every two members who vote present or abstain, the threshold falls by one vote. but the math is extremely difficult when you start playing this game if you're mccarthy, because you know, you have so many of these republicans that you're trying to, if you persuade so many of them to vote present or to abstain and the denominator falls too low. remember, jeffries is sitting on 212 votes. so you can't go that low. you can't really afford that many. you certainly can't afford that many people voting for other republicans, but you really can't afford that many present or abstentions either. just what he's already lost on this first vote. one, two, three, four, five, six, seven, eight. eight when we came on and it's probably more now. he's down to 214 max. i think the big question is here when all these votes were cast, remember, there were 19 that didn't go for mccarthy the first

time around. if there's coalescing around jordan here, does he end up with more than 19? is there a sign of new momentum for republicans who hasn't previously bet against mccarthy? i think that's the rest to look for. >> we just saw gaetz stand up there and he indicated, he said i'm going to vote for jordan. so we knew that was coming. i'm joined right now by garrett haake. garrett, give us a sense of the tenor of things right now. following the impassioned speech by matt gaetz in support of jim jordan. and let's remind our viewers, garrett, that anyone's name can be put out there right now. it's not as if that was a mandate that anybody who voted for andy biggs or any other candidate before has to go to jim jordan. but there seems to be a bit of a ground swell at the moment in this round two and there will be a round three.

>> i think that's right. what we're seeing is the outlines of a strategy by this rebel faction within the republican party here. if their goal is to elect jim jordan, they still have a long way to go, but if their goal is to beat mccarthy, you can see how they intend to do it. jordan is broadly more popular in the republican conference than was biggs. for an anti mccarthy stalking horse, jordan is a better fit. there were plenty of conservative members who would have liked to have seen him put himself forward, but he's long said he doesn't want. i think that's the key thing here. jordan said as recently as last night to other reporters and to myself that he wants to be the chairman of the judiciary committee. what he didn't say in his speech nominating mccarthy just now, if you voted for me the last time, don't do it again and don't go it going forward. he praised mccarthy, but didn't say i don't want it, don't vote for me. he put mccarthy's name in nomination. he talked about things the

republican conference should do when they finish this vote, if and when they ever do. i think we're going to see that coalescing of the anti mccarthy faction around jordan and thai going to come out to the cameras after this vote and say they've got the momentum. their guy is gaining more votes than did mccarthy. this could set up a very protracted process and put pressure on the jordan and mccarthy dynamic. mccarthy might have to ask jordan for more if he wants to try to kind of beat back this effort to buy the rebels to make jordan the speaker by acclimation, punitively against his will. we'll see where that goes in an hour or so from now when this vote is over and we know what the total is. >> extraordinary. an hour before we know the result which we already unofficially know based on our counts here. let's bring in former chief communications adviser for house

speaker paul ryan. brendan buck. also with me, former communications director for the rnc, doug. gentlemen, welcome to you both. >> thank you. >> what a time we are living in. it's nothing either of you have seen before despite your deep tentacles within the republican party. let me ask you, brendan, about what we heard garrett bring up with regard to jordan. the fact he did not say while he was at that lecturn, don't vote for me. yes, he has told people he wants to be head of judiciary and sure, there's that. but talk about what he might be buying time to require. that could be a level of power transferred to him as a different voice to oppose mccarthy. if kevin mccarthy gets elected. does this buy him a little bit of a power play?

>> so, let me start by saying we got a long way to go. i don't know exactly what's going to happen, but this is incredible theatre. for someone like me who's a close house watcher, i can't tell you how fascinating is that jordan is at the center of this. i've been telling people for years mccarthy's power in the house over the last couple of years has mostly derived from his relationship with jordan. jordan was the chairman of the house freedom caucus. a rock star on the right. he is respected on the far right as you've seen. they love him. and mccarthy used to be enemies with jim jordan when jim jordan was head of freedom caucus. they used to butt heads all the time. but when mccarthy became the top republican and he realized he needed to get a better control of the conference, he made an all lie of jordan. he put him on the house intelligence committee during the first impeachment. remarkable. he has become his ally of

mccarthy. so much of his ability to control the conference comes on the endorsement of jordan. that's what you saw here. jordan saying i endorse mccarthy, but he did it so passionately that he may have inspired people to think that's our guy. not saying that's going to happen. that was a remarkable speech and incredible situation to have him be the person now standing against mccarthy, at least the votes stacking up for him against mccarthy at this important moment. >> not sure it was off the cuff, but you certainly saw an extraordinary amount of passion with matt gaetz when he was endorsing jordan. you also saw mccarthy smiling. a word i used to describe, sort of cringing through that, as he was listening to gaetz say all the reasons in which jordan would be a better speaker of the house. let me ask you, doug, how this playing out right now, does this leave ultimately kevin mccarthy, even if he is elected speaker,

the fact this is historic. that it hasn't been done in 100 years that we've had to go to a second and now a third vote and potentially beyond. does this do damage to kevin mccarthy as he tries to lead what is a fractured republican party? >> i think whomever emerges, and i agree with everything brendan said. whomever emerges, kevin or someone else, we've highlighted clearly, the republican party, house republican conference, is fractured and has real problems and how it will move forward on legislation. whether we consider it a must pass bill or just the general tone of how they govern themselves. brendan nows this in meetings with kevin. he talks about no surprises. as he's gone through this operation where he's gone to his old job of being a whip to get the new job of speaker, what happened in the first round and potentially what's happening in this round, no surprises yet. but we'll see, it's very clear

we're going to go to a third round. will there be surprises in that round and what does that mean for moving forward? even though we're in our second round, there are more questions than answers. >> absolutely. will you both please stick around because right now, we're going to get a leading voice from the other side of the chambers and we are joined by senator murray who roughly an hour or so ago was sworn in and officially became the first woman to hold the president of president pro tem. that is third in line to the presidency. we congratulate you for that, senator. that is a remarkable accomplishment. talk first about how things are going down right now in the senate. the confidence you feel going forward. then i'm going to ask you to comment on what we are witnessing in the house. >> the senate is moving forward. the democrats are in the majority. we have put in place our majority leader. i have been nominated and

accepted and now in the position of president pro tem. we are working on setting our agenda moving forward that is critical for this country. i think the country doesn't want chaos. they really want us to be able to move forward and make things better for their families and we are focused on that. >> talk about the legislate i have priorities for the senate under your leadership as chuck schumer. what is it you want to prioritize? >> i think one of the main things is one of the few things we were not able to get done in the last session of congress, which is to address the issue of childcare that is such a barrier to so many families who are trying to go to work every day. to make sure that we are investing in what our country needs for families who are trying to work their way back. our kids, get their education on track. make sure people can afford higher education and job training and really to continue to invest in climate change. these are the issues the american public want us to

address and the ones we will be focused on. >> you can be focused on that. given the majority you can do a lot of things within the senate, but the fact is you have to work with the house. so let's speak about what we are witnessing. this rather historic vote for speaker of the house right now. give me your sense of the tenor of things inside that chamber that we have our eyes very closely peeled on. and how things may potentially play out if mccarthy is elected speaker of the house. how efficiently and effectively will the senate be able to work with him? >> well, it's up to the house to decide how they are going to manage themselves and how they are going to present themselves to the american people when they're in charge of the house and move forward. we don't know the outcome of that yet. what i do know is that as incoming chair of appropriation, we have to make sure that our government is funded. that we take care of the priorities of the american people and do it in a timely fashion.

i will be working with my republican colleagues in the senate. and members of the house and i hope that they, too, know their job here as much we all fight and care about things is to get things done. >> any sentiment to which you believe the senate will help push through president biden's agenda? >> well, what i do know is there are members of both the democrats and republicans in the house who do want to get things done. they see the families that are struggling. whether it's housing. whether it's making sure that their kids get an education. whether it's childcare as i mentioned. and i hope that they will realize that working with us, we can accomplish these things and continue to move forward. again, i don't think our country wants chaos. i don't think they want us to not be able to manage ourselves. i think they want to have trust

and confidence in this democracy and in america and i hope they will show that by working with us as we move forward. >> senator patty murray, again, congratulations. best of luck with all of it. as we are once again joined by brendan and doug, they're going to come back so we can talk about where we stand in all that's happening in the house. when you look at the fractured nature now and the inability of kevin mccarthy, brendan, to get to the magic number of 218, can you take a guess as to how many votes this may take? i know you did write an op-ed where you said this could take days. are you seeing evidence to support what you surmised as being possible? >> oh, absolutely. i would be very surprised if we're not voting again tomorrow. at this point, we're kind of stuck. the 19 who voted for someone other than mccarthy seem to be voting for jordan.

i don't believe they've gained anybody, but kevin mccarthy hasn't gained anybody. i guess we're going to go to a third vote to see if anyone changes. at some point, something has change for us to move forward. at some point, mccarthy may need to start making deals with these people. maybe these people don't want to have a deal made with him. but the fact if we end with 19 votes against mccarthy after the first and second ballot, that gives me every indication that this is going to be several ballots. eventually, they're going to tire out as we've seen. this is a long, painful process. i'd be surprised if they do more than maybe four in one day and then come back tomorrow and start all over again. >> can i say in a deep dive wonky background, nathaniel banks took 233 votes. went into december.

he won by only three votes. so let me wrap this up with you, doug, and ask you in your positioning with the rnc and level of communications that you have given to the republican party. how do you communicate what to do now to the members of the republican caucus? what do you say to them so everybody gets on board and so the business of the house of representatives, which will not at all begin until this particular matter is settled. what do you say to them to say, come on, guys, we got to get this show on the road. >> yeah, well, the rnc is removed from that operation. this happens in the capitol and what we see is senate republicans are communicating a different message today than house republicans. minority leader mcconnell will be with joe biden tomorrow in kentucky as republicans clearly in the house are having troubles uniting. i think brendan highlighted a good point here. it may be that some of these members don't want to deal at

all and we've seen mccarthy make concession after concession, which has worried me about maybe these are too many and agreeing with point after point with these rebels if you want to call them that, not getting anywhere. what we don't know yet and we'll see in subsequent ballots, are they able to get a deal or is this a nothing is ever good enough caucus and we see this battle with house moderates who typically talk about flexing their muscles but never do and it's not clear if they know where the gym is, finally doing so for the first time and if they blink or these 19 who have caused the real problem and why we're having these extra votes, are they the ones to blink or is there another direction to what mccarthy says about whipping, no surprises. >> gentlemen, thank you so much. your expertise may be called upon later, but that is it for me today. i'll see you back here tomorrow at 2:00 p.m. eastern. hallie jackson picks up our
