♪♪ it is the top of the hour. i'm katy tur and we're starting again on capitol hill with the question: deadlock or a deal? what will happen today is anyone's guess. the house reconvenes in one hour. will the seventh vote be the charm for kevin mccarthy. he's made even more concessions. what they are and will they

help? earlier they said they think negotiations could drag on until next week. >> i think we're making progress. i think people are talking and that's -- i think that -- very good. >> look, we're all working together. find a solution. >> do you have the votes today? >> we will see. also this hour, president biden will take on one of the issues that's motivating these republican holdouts. the southern border. he's announcing new border enforcement measures. we got a peek at the details. what they are in a moment. and after teasing a trip to the border yesterday, he's expected to make that visit official. we will go right to the white house for his live remarks when they begin. let's start, though, with today's breaking news on capitol hill. joining me is nbc's ali vitali, steve kornacki, political congressional reporter and doug high, former rnc communications director. what is the state of play at 11:01:57. >> reporter: because it changes by the second here. right before i came down here, folks going in and out of the

speaker's office, negotiating with mccarthy. they've been saying of the concessions that were offered overnight, they don't have firm commitments that it actually moved any of these defectors. but we will see in 58 minutes from now as they start heading to the floor. they're supposed to come back at noon. to give you a sense of where things stand, the concessions that were offered -- and there are some in mccarthy's orbit who argue these were not concessions at all, but among them is this motion to vacate. and the line that mccarthy said he wouldn't be willing to cross. of course, here we are now, multiple days into this process, and he seems to have offered these freedom caucus members the one-member threshold for a motion to vacate. that's going to make his speakership much more difficult. he's promising more freedom caucus members on the house rules committee. last hour, we were talking about why that's so important because

of the role that that committee plays in actually getting bills on the floor and taking some power away from the speaker themselves. and also more power on subcommittees, negotiations on key procedural items that will frankly slow things down in the way that things operate here on capitol hill. and then this seemingly nothing to do with the hill, but actually everything to do with the hill concession on the way that the top house pac plays in safe republican primaries. this was a gripe of many conservatives who are now on the no side of mccarthy. again, it's not exactly clear that this has gotten mccarthy closer to where he needs to go, but it is a fluid situation and 57 minutes from now we will have more answers. >> i'm going to get to those concessions in a moment. i see you're in the room where the leader will come out and address. are we expecting there to be any news coming out of that room

today? >> i doubt that very much. but we have heard from the other side of the aisle, though, not exactly in this room, talking about what they see from republicans. democrats have been vocal about the fact that government needs to work and right now they are unified behind hakeem jeffries who as i saw him last night, wouldn't entertain with me any of these sorkinesque ideas of democrats joining with republicans for a unity candidate. i will say yesterday at the height of frustration before these folks got off the floor for the night, there was more chatter around the idea if democrats should be talking more with republicans. i think the key point for democratic leadership sources i talk to is that as long as mccarthy's name is on the line, democrats want to be nowhere near this process. they're not going to be helping republicans out. if that changes -- and that's a huge if because everyone says mccarthy is dug in, he's not going anywhere, then we can maybe move on to that scenario. right now that's one to put way

on the back burner. >> let me talk about that. congressman warren davidson told a network that he doesn't think mccarthy is going to get there. if he doesn't get the votes, he might say he's had enough and ask for somebody else to be nominated. how much desire is there among those who are continuing to vote for mccarthy to see movement today and is that desire strong enough for them to push mccarthy themselves to say this is not going to happen for you. we got to put someone else's name up there? >> i think the longer this goes, the longer this question lingers, the more you're going to see the supporters of mccarthy detract. ken buck was clear that he told mccarthy that if you can't get there yesterday, he's going to vote against him today. i was talking to some mccarthy allies last night who are part of these negotiations who are telling me, look, when they come back in today at noon, it could be worse today than yesterday

because they still don't have a deal with these guys. they're still doing horse trading and nailing down specifics. we could see people like ken buck join this group of rebels and mccarthy bleeds support. i talked to someone late last night who is a supporter of mccarthy who called this entire situation a vanity project for mccarthy. there are republicans who have been team players the whole time, not trying to leverage their votes to get something from mccarthy, who are reading about and hearing about all these concessions he's giving they see conservative members saying he's awarding bad behavior. and you could see some of these conservatives get gavels and committee posts over mccarthy allies who have been loyal to him this whole time. and so people are starting to get frustrated. the question is, how long does mccarthy have to try to lock down a deal to get him the votes before he starts to see people peel the other direction.

>> i want to ask doug about these concession and is what it means to govern, but i want to go to steve kornacki. you got all the numbers there. talk to me about what it's going to take and who you are watching for today as the house reconvenes and we start to see another vote. >> yeah, this is the list sort of. these are the 20 republicans you see here, alphabetically, who have been voting against mccarthy. so these have been the holdouts yesterday and the question you just set it up there, your discussion is, are there going to be fewer holdouts when we get this seventh ballot a little more than an hour from now, or are there going to be more holdouts. you take a look at this list, they vote alphabetically here.

they wanted to keep the negotiations going through the night. andy biggs voted against that. biobert was against adjourning last night, crane was against adjourning. they voted against adjourning at all. i think names you're looking for here as this vote -- this seventh vote comes a little more than an hour from now, bishop from north carolina, donalds, what are they doing? are you seeing any movement further down the list toward kevin mccarthy. they would say, hey, it's not 20 holdouts anymore, we got it down to 15. let's have another vote and see if we get that down to a dozen. that kind of thing. but then there's the flip side of this. has mccarthy's patience run out and that name of ken buck, i've

been watching on the last few votes. it comes very early in the alphabet. what ken buck has been doing when his name gets called, he has not been voting when his name is called. what they do is they go through all the other names and they come back around and they give the members who didn't vote a chance. i'm wondering, is there a point where he does vote when his name is called early in the alphabet and he breaks with mccarthy. if buck voting early and breaking with mccarthy, if that happened, if that would set off some kind of domino reaction, trigger more movement away from mccarthy as the vote proceeds. so that's what i'm looking for early on in the vote today. first of all, obviously, is mccarthy making inroads with the republicans at all, and secondly, the name ken buck in particular, does he vote when his name is called early and has

he moved away from mccarthy. >> i'll tell you this about ken buck, he's interested in governing. he's an interesting guy. if anyone on the staff is listening, we would love to have him come talk. interesting you're watching to see if he votes late in the game, steve. let's talk about the concessions. put them back on the screen. rachel talked about them some more. how do you govern with these concessions? >> that's really the big question, if kevin wins or whomever emerges, are they going to be hamstrung by these con suggestions. not a lot of people who are talking to members or staff about what's happening. what i'm hearing is two things, one, a dismayed resignation from a lot of members about these concessions, they don't like them. they think it's going to be harder for republicans to governor. call to vacate the chair being

at the top. i heard a part "a" and a part "b" in the same sentence. if this is what it takes to get kevin the speakership, then it's worth swallowing and doing to do that, if kevin loses, then essentially there's a sense that maybe control was lost on the house floor moving forward, whomever the next speaker may be. >> he's making concessions. if he does not get the speakership, say it's someone like scalise or somebody that we're not talking about, are they going to be holden to the same concessions that mccarthy has been making, doug? >> we don't know. that's the fear that a lot of republican members had. one member said to me yesterday morning that they wished that mccarthy or whomever comes next plays michael in the godfather and says here's my offer, nothing, take it or leave it. it's not clear that anybody would be able to do that. that's the sense of frustration that you're hearing from members at these 20 who are holding out as these goalposts, they always

move. but it begs the question as to whether or not -- nothing is ever good enough caucus or good enough caucus and that's what's blocking things right now. >> is it so bad to find some candidates out there that democrats and republicans can agree on and usher in a new era where it's not -- i'm serious, it's not partisan and they can legislate for the people in this country? >> katy, a few weeks ago i re-read the son rises by ernest hemingway. the last sentence in the book is, isn't it pretty to think so? that's what our politics have become. the reality is, republicans have rewarded bad behavior for years. we did it when i was working in house leadership in 2012, 2013, 2014. we had a shutdown then and we've

seen this happen time and again. it's why john boehner resigned, it's why paul ryan left the speakership. this is why where we are right now. >> everybody, thank you for starting us off. and we have other breaking news on the hill. senator bob casey has just announced that he's been diagnosed with prostate cancer. in a statement, the pennsylvania democrat said he got the news last month but that he has an excellent prognosis. he adds that in the coming months, he'll have surgery and expects to make a full recovery. he said his course of treatment will allow him to continue his service in the new congress. one of the biggest issues for the republican rebels is border policy. coming up, what we know about president biden's speech this hour on border security. what changes will he make? torrential rain has been pounding california's bay area

president biden is about to give a speech on border security and enforcement. we just learned that the white house is set to announce new border enforcement measures ahead of the president's

scheduled trip to the north american leaders summit in mexico city early next week. the president will plan to visit the border, the southern border, on sunday. white house correspondent mike memoli is with us. i'm also joined by maria theresa kumar, an msnbc contributor. mike, lay out what we're expecting to hear from the president. >> reporter: obviously the situation at the border is something that the new republican congress ran on, tried to use as a political weapon against president biden and now the white house is responding here in part rolling out some plans that had been in place when they were expecting title 42 to be lifted late last month. we're seeing an interesting approach by the administration. they're expanding some pathways to legal -- a legal status here in the country for a particular group of migrants, particularly those from cuba, venezuela is part of this program, haiti, and nicaragua, but putting new limits on how those individuals

could seek asylum. what they're saying is now, they're allowing 30,000 individuals from each country per month to apply for asylum. they're encouraging them to do this from their home countries through a system that's been put in place and as long as they have a sponsor here in the u.s., they pass a basic security vet and they don't, again, do this by crossing illegally at the border, they would potentially qualify for two years of status here in the u.s. now what the white house is saying, this is based on what has been a largely successful program for venezuela asylum seekers that cut down the numbers coming to the border 90%. this is an example that has been reported of slamming shut the door but opening a window to allow additional pathways and try to deal with the flows at the border. they're announcing some ramped-up enforcement mechanisms at the border. judges, immigration judges, border security resources to the border to deal with those

numbers at the border. as part of this, the white house is making official what the president hinted at yesterday, that he will -- for the first time not just as president, but really in decades himself, travel to the border, we'll go down to el paso on sunday. that's in advance of his plans to attend the north american leaders summit in mexico city next week which features the president of mexico and the prime minister of canada. >> talk about what's happening at the border right now, maria. there are so many people who are piled up and waiting to get in. they're cold, dealing with sickness down there. it's flu season and everyone is getting sick. how bad is it there and how urgently does this need to be addressed? >> i think one of the facts that -- the fact that the president is going down is incredibly important. but i do think that we need to take a step back and recognize that by the time someone gets to the border, the system has already broken down. and what i'm looking forward to seeing in this conversation that he's going to have with trudeau and the mexican president is

what can the northern hemisphere do to impact what's happening and what are the root causes in latin america. what i find a lot of times in these conversations is no one is asking why are folks migrating. in venezuela, we know there's a changed regime. in nicaragua, we recognize there's an authoritarian government. we're seeing disstabilization right now also happening in argentina, chile. how do you fortify the democracies in our western hemisphere? and we have to divorce the conversation of what's happening sadly in el paso to the 11 million immigrants who live undocumented in this country. how do we deal with those individuals coming out of the shadows that can live safely within our borders and instead what's happened, we've convoluted two different issues,

what's happening in our western hemisphere and the consequences of those governments to our borders and what's happening with individual here who have been living for at least 20 years that still live in limbo. >> it's not the cause, it's the effect that we're seeing. he's going to go down there to mexico city and meet with the mexican president, the prime minister of canada, not as urgent for the prime minister of canada because that border is not the one where all the problems are currently piling up, but, but, what is the conversation going to be like with the mexican president? >> he's not necessarily aligned with the -- american presidents has previous presidency have been. the reason that trudeau is going to be key, we know there are a lot of undocumented migrants going through the united states and finding refuge now in canada. canada has a different system. yes, we're not connected and it's not as abusive when you see the dysfunction, but they are increasingly dealing with

undocumented immigrants from latin america. it's really interesting on how intentional the coyotes that are helping cross individuals would end up in the southern border or in central california, for example, they have such sophisticated networks that are human trafficking all the way into southern canada and it's spreading. it's increasingly an issue that needs to have a north hemisphere solution. >> thank you very much. we're going to go to the white house as soon as president biden starts speaking. all eyes in the meantime are still on the house. members-elect, which is everyone right now because no one has been able to be sworn in, they reconvene in 30 minutes. what is happening on the floor right now to solidify kevin mccarthy's fate.

buffalo bills safe damar hamlin's condition has changed. the team says, damar has shown remarkable improvement over the last 24 hours. that's great news. when they say remarkable improvement, do we know anything about what that means? >> reporter: yeah, katy, that remarkable improvement indicating that he is now awake his agent has confirmed to nbc news. we know he had been sedated and on a ventilator to help with his breathing. doctors hoping that would help him heal faster. physicians saying he's making steady improvement and hamlin is demonstrating that he is neurologically intact. that's something that was a cause for concern after he suffered that cardiac arrest on the field monday night. physicians, medical team there on the field taking nearly ten minutes of cpr before his heart

was shocked back into motion. any brain damage is something that doctors are looking at, but, again, they're indicating that over the last 24 hours, they've seen signs of significant improvement. they do note that there's a long road of recovery ahead. we have also learned that hamlin's father had been in touch with the buffalo bills team members. some of them had stayed here for days after the incident to make sure that they could check on their teammate. they've had to then since return back to buffalo to get back into practice, getting ready for this weekend's game. but just collective sigh of relief as you can imagine from the family, players, fans, all across the country as they watched that routine hit turn into just an absolute tragedy. and so in terms of looking ahead, the nfl says their team is investigating what could have caused this medical incident and if there's any other safety precautions. they stand by their emergency precautions that we've been talking about for the past several days. great news to hear that damar

hamlin is awake and continues to recover. >> really good news. mandatory evacuations are in effect right now across california. a storm has been lashing that state with dangerous wind, heavy rain and snow. the bomb cyclone is expected to last through the rest of the week. as of now, more than 200,000 people do not have power and governor gavin newsom has declared a state of emergency. we're live from san francisco. so what is it like out there and what are the authorities saying about getting on the roads right now? >> reporter: this gas station behind me is just a small piece of the terrible damage we're seeing throughout the state with wind gusts getting as high as 85 miles per hour. those winds strong enough to blow over this steel canopy. an infant is dead after a tree fell on a home. right now crews are taking the

time to clean up a lot of trees that have fallen over on businesses and on homes. it seems the worst of the wind is behind us. the rain is not. more rain is expected today and for the next several days. the mayor of san francisco has described this as preparing for war and the thing that things this unique is that this is the worst storm california has seen in the last five years. so as crews are working to clean up the damage, they're simultaneously getting ready for the next huge wave of water which is heart. katy? >> thank you very much. and the suspect accused of the murder of four university of idaho students is set to appear in court. bryan kohberger was extradited from pennsylvania last night. he landed at an eastern washington airport late under heavy police guard before he was taken to a jail in moscow, idaho, just over the border. we expect charging documents to give us more information about

with that? let's bring in garrett haake. garrett, will they? >> reporter: katy, not today. and probably not tomorrow. but it's possible that at some point in the future we may see some of those conversations take place. right now, house democrats see their role as highlighting the ineptitude and dysfunction of house republicans by reminding people over and over again that they can't do the simplest part of governing and that's selecting a speaker. they're not interested in throwing house republicans a life preserver today, but house democrats do acknowledge that there are national security implications to the fact that the house isn't functioning and that there may come a time in the future in which perhaps those conversations have to take place. but based on my conversation with hakeem jeffries, the house democratic leader this morning, doesn't sound like that's happening any time soon. take a listen to what we talked about earlier. >> given the unwillingness to get a speaker of their own across the finish line, have you

started to talk about what you would demand from republicans in exchange for votes to help them elect a speaker? >> short answer is no. all we are asking is house republicans to get along with each other. >> reporter: now short of a mediation session of some kind, i don't know that there's much democrats can do to encourage the republican factions to get along better with each other. but there has been a lot of side chatter on the floor between democratic members and republican members. the kinds of thing that may develop later on. the bottom line, democrats have made clear, they're united behind that man, hakeem jeffries, the only person to lead the vote in every count here with 212-6 votes so far. it will be his call. >> was it paul gosar sitting down with aoc yesterday? i wonder, kevin mccarthy and i think his allies made the threat that, hey, listen, if you don't get on board with us, we're

going to have to go to the democrats or maybe a playerty will win and that would hakeem jeffries into power. what's stopping him from marching over to hakeem jeffries' office, his former office, and saying, let's cut a deal at the very least to strike fear into the hearts of the rebel republicans? >> well, i think that would probably only worsen mccarthy's trust problem within his own party. he's got 90% of republicans backing him. they feel like they won the majority fair and square and they should get to run it the way they see fit. the threats on the edge of maybe democrats could end up with something they want, maybe we have to do a unity speaker, does serve to be a little bit motivational for some of these republicans who might be in mccarthy's 90%, but might have sympathy for the other 20%, but nothing would exacerbate mccarthy's trust problem with the base worse than openly negotiating with democrats on a

way forward at this point. >> garrett, thank you very much. joining me now is democratic congressman from massachusetts jim mcgovern. i'm not sure if i'm allowed to call you congressman right now, i think it's still congressman-elect because you haven't been sworn in yet. talk to me about what you would want to see on the rules committee for changes, for democrats to even consider throwing their support behind mccarthy which i still realize is a long shot. >> look, the republicans have introduced the rules package which i think is going to change. kevin mccarthy keeps on giving things away. i don't know what's left to give away, he's given away his dignity. but the bottom line is, the rules package is a wish list for the hard-line right wing of the party. the qanon followers. these are the people who holding kevin mccarthy hostage. they want the ability to control everything, not just the ability to oust him as speaker, but the

ability to have approval over every piece of legislation that comes to the floor. they're asking right now to have -- to stack the rules committee on the republican side with freedom caucus supporters. so -- and let's be clear about one thing, these freedom caucus people, of all of those who are objecting, all the returning members, all voted to overturn the last election. these are people who represent the most radical elements of the republican party and they have been given this power because kevin mccarthy has caved in time and time and time again to them. so the bottom line is, this is an unfortunate situation not just for kevin mccarthy but for the country. >> you're talking about the rules committee, obviously, you know it better than most. again, it's hard to understand a lot of what goes on in those committee meetings. can you help us understand how the rules committee can stop legislation from going to the floor if the speaker is calling for it? >> well, i mean, the bottom line is, members can vote their will.

the rules committee has become an arm of the leadership. our job is to move the legislative agenda forward, but, you know, if we have republicans, you know, that are voting no on bringing a bill to the floor and democrats may vote no on it because we don't like certain parts of the legislation, i mean, that stops it. can't go to the floor. so what these guys are trying to do is not only intimidate kevin mccarthy by saying we -- any one member can move to oust you as speaker, they also try to say, if we can't succeed on that, we're going to mess things up by trying to frustrate your agenda that we may not agree with in the rules committee. kevin mccarthy's worst names are yet to come if he becomes speaker. >> having two freedom caucus members on the rules committee, how much power would they have? >> well, i don't know how many they're going to give them. again, we'll see how this all

works out. but they could have an awful lot of power. by the way, it is ludicrous that this group of people who, you know, have chaired on insurrectionists, who have embraced racist and bigoted legislation are going to be calling the shots for the new republican majority. this is unconscionable and the bottom line is, kevin mccarthy ought to have the spine to stand up to them. this speaker's job is not worth having if he has to check with them every time he wants to move a bill to the floor or say something. it's about time they found the backbone to do what they should have done a long time ago. >> what's stopping democrats from going to moderate republicans and saying, let's find a way to make this house function? there's got to be somebody that we can both stand, and going around this process and showing the american public that they are interested in governing and starting to governor immediately

having votes? are they going to put kevin mccarthy up for this public embarrassment today and tomorrow, maybe saturday and sunday and then into next week? >> there are a couple of ways to -- there are a couple of things to understand in answering your question. the only way to avoid more votes is to have a majority that agrees to adjourn for a set period of time. it's not a matter of kevin mccarthy and the leadership team or the vast majority of republicans supporting him not wanting to go through failed vote after failed vote. they have to win a motion to adjourn. if democrats unanimously oppose a motion to adjourn, like the vote for speaker, they have a narrow majority with which to achieve the motion to adjourn and they may not get it. i do believe this will roll into next week. i did make a prediction. i think we need to understand this is more about -- as being

about more than about kevin mccarthy. the vast majority of house republicans that last year -- late last year voted to make him their designated nominee for speaker are frustrated about a 10% of their caucus, of their conference holding them hostage and not aceaced -- they don't w to give in because of the way it would reward them for what they believe has been unfair and unproductive behavior. that's part of why this thing has bogged down into the stalemate it is. if they were to let mccarthy go, they would want somebody of the same genre. the holdouts will never get somebody they want.

unless they are willing to agree to a leader as the same genre as mccarthy, this could take a while. >> let's see if they offered up a name, but not names the conference will get behind. kevin mccarthy just left a meeting with several republicans. he said, i think we're having good discussions. i think we will find a solution. we will have the rest of congress -- i'm not sure what that is. it's a bad transcript. i just feel that these -- in these meetings, that attitudes of everyone is they want to find a solution and it's positive, he added. he is still being pretty vague. there's a lot of questions about whether the concessions he made -- he has given away everything except his shoes -- are going to be enough. >> this is day three of kevin mccarthy's efforts to be speaker, it's actually year eight of kevin mccarthy's efforts to be speaker. he has been working toward this

since he lost it in 2015, when he thought he was going to be elected speaker. instead, he wasn't, for some of the same reasons he has today. it's hard for me to see what kevin mccarthy can do to change this dynamic enough to get 218 vots and the speakership. maybe it takes a couple days to realize that. it's not like the freedom caucus members are demanding this policy change or this rule change. they are saying basically, you are unacceptable to us. we're going to cause trouble until you go away. maybe he will come back. if he does, it will be one of the great political comebacks of modern times. but i think the safe bet is someone who is not kevin mccarthy will eventually be elected speaker of the house. >> we are under a two minute warning for president biden to speaker. brendan, the last word before we go to that and then the house for what we presume will be the seventh vote to elect a speaker. >> interesting vote coming up.

our nation. republicans have refused to consider my plan. they rejected my recent request for an additional $3.5 billion to secure the border and funds for 2,000 new asylum personnel, another -- asylum officers and personnel and 100 new immigration judges so people don't have to wait years to get their claims adjudicated. they have a right to make a claim legally. the failure to pass and fund this comprehensive plan have increased challenges we are seeing at the border. no one knows this better than the vice president. to understand what's happening there, it's important to step back and see the bigger picture here. i know it's hard to see, but because our politics has been so divisive -- it's been so darn divisive that it clouds the picture. it clouds the picture. let me explain what i'm going to

do as clearly as plainly as i can. i know it's a complicated issue. i don't want to pretend there's anything easy about it. people come to america for different reasons. to seek new opportunity in what is the strongest economy in the world. can't blame them for wanting to do it. they flee oppression to the freest nation in the world. they chase their own american dream in the greatest nation in the world. the story of america is a story of so many of your families, including mine, going back to the mid 1800s from ireland. now there are a number of ways to emigrate to america legally under our existing laws. for example, an american citizen can sponsor an immediate family member from another country. an american company can sponsor an employee from another country. there are visas for students to study in our colleges and other special categories. regardless of the legal pathway they process, they process them

to require everyone be involved in following the law. that's the notion. there are laws to get here legally. that includes another legal way for someone to come to america by seeking asylum because they are fleeing persecution, like a lot of our ancestors did as well. for many people, that's what's happening at our southwest border now. over the past several years, thousands of people have been fleeing from central and south america and the caribbean countries ruled by oppressive dictators, including cuba, nicaragua, venezuela and escaping gang violence in high tee. these account for most of the people traveling into mexico to start a new life by getting to the american border and trying to cross. but we have a patchwork system that doesn't work as it should. we don't have enough asylum officers or personnel to

determine whether people qualify for asylum. there's a standard by which you have to meet. we don't have enough immigrant judges, immigration judges to adjudicate the claims of immigrants. in fact, the previous administration used a rule called title 42 to deal with the pandemic. to rapidly expel people who crossed the border. it was designed to deal with the pandemic, but used as a means to expel people at the border. people turned away under title 42. they're not barred from trying to come back. they've been turned away. they go back, they try again, they try again. you know, they can and they do try to re-entered united states again and again, which makes the problem that borders -- at the border even worse. under the united states supreme court decision, a case on title 42 later this year, my administration -- it will make a decision finally what to do about title 42.

in the meantime, my administration will use that authority as the supreme court has required. until congress passes the funds, a comprehensive immigration plan to fix the system completely, my administration is going to work to make things better at the border using tools we have available to us now. today, my administration is taking several steps to stiffen enforcement for those who try to come without a legal right to stay and to put in place a faster process to decide a claim of asylum. someone says i'm coming because i'm escaping oppression. there has to be a way to determine that quicker for people who are credibly seeking protection from persecution. the secretary of homeland security will detail these actions shortly after i finish. here is one significant step we are taking. over the summer, we saw a huge spike in the number of venezuelans traveling through
