every leader they look at the world politically through the lens of their most vulnerable members. who have one swing at district, the amazing thing is yes, they had a bad election -- but they did win the house, and those members who won tough districts are the furthest anybody's -- it's an amazing thing you just don't see that, congressional -- why did mitch mcconnell make a deal on the debt season the last congress. he didn't want that hanging over the republicans. he didn't think would help in his district. why was he focused on who they were nominated. good leader has to look at the world through the prison of swing district members and candidates. that's just not how these folks are gonna roll. >> michael all, or who want to see it is one of the most frontline members. he's saying let's stop this. but falling on deaf ears, david playoff, thank you so much. >> that's all in on this thursday night. alex wagner starts right now.

good evening,. alex >> through the conversation, then you are having with david floofy. >> i like when i get a laugh. >> the idea that you just said, we're going to have a speaker and odds are -- >> the person will probably be a republican. that's where we are. >> i want to cover our bases, the fact that that's even a possibility, that it might not be somebody from kevin mccarthy's party tells you where we're at. thank you, my friend. thank you to all of you at home for joining us this hour. they say the definition of insanity is doing the same thing over and over and expecting a different result. and that appears to be exactly where we are right now. in the middle of insanity. just about an hour ago the house of representatives adjourned for the third day without selecting a speaker of the house today the lower

chamber has already held five votes for speaker. and congressman kevin mccarthy fable to since the nominations on all five of those votes, bringing the total number of times that he has failed to win the speakers gavel up to 11. that's the most failed elections for speaker and any congress and over 100 years. surpassing the nine attempts it took to elect a speaker all the way back in the year 1923. throughout those failed votes, kevin mccarthy hasn't picked up one single new supporter. his republican antagonist have also failed to pick up support although they have introduced two new names into the mix for speaker. oklahoma congressman kevin hern. and donald trump. the twice impeached former president of the united states. today congressman matt gates officially nominated donald john trump to be the speaker of the house. which he can technically do. but the speaker of the house does not actually have to be a member of congress. after being nominated trump who

has endorsed kevin mccarthy managed to get only one vote for matt himself. that didn't stop trump from posting this photoshopped image of himself in the speaker see, on his truth social account. because of course he did. the chaotic week has eaten up nearly 3% of the days and members of the house were supposed to be in session. but amid all the chaos, the confusion, there might be the first signs of an actual deal. sort of. maybe. and d.c. news reports of negotiations between pro cabin and anti kevin factions of the gop are approaching a deal to elect a speaker. according to punchbowl news, the deal includes, surprise, key concessions from kevin mccarthy including allowing anyone member to call a vote to oust the speaker. given the house freedom caucus keep us on the powerful rules committee. which would make them gatekeepers for all legislation

headed to the house floor. and it would establish a new select subcommittee to investigate the weaponization of the federal government with a budget the same size as that of the january six committee. in exchange for all that, kevin mccarthy doesn't care. it's unclear what's been secured. if anything's been secured. multiple members tell nbc news, the deal likely does not assure kevin mccarthy the speakership. instead, it appears the pro kevin faction has set itself on a much smaller goal. peel off just a few the anti kevin holdouts, tissue signs of momentum. toward eventually someday having enough votes to make kevin mccarthy speaker of the house. in other words, my friends, we're not out of the woods yet. the united states of america still does not have a seat at house of representatives. how much longer will this go on. joining us now is democratic

congressman from michigan dan kildee, who serves on hakeem jeffries leadership team. congressman, thank you for being with us this evening in this historic week of auto know what the history books will write about the week. but, let's get right to. it we knew the house democrats were whipping votes on the motion to adjourn. it seems that democrats did not won an adjournment to happen. can you expand explain a bit about how you're thinking about this process right now, and what you'd like to say happen beyond the election of a speaker. is the goal to keep republicans voting on this. and effectively force them to make a choice, or what's the logic? >> wow, we were center to do the work of the american people, and this republican majority, by the way this is only an example of what we're likely to see over the next couple years. this is not when it is resolved, not the end of the problem, it's just the first thing they need to do, they can't seem to do that. but our goal, is to get to

work. and we don't think going somewhere other than the floor of the house is the place to get that work done. and this is my own view, the only way we get to a place where republicans come to grips with reality, and finally elect a speaker, there in the majority, that's their prerogative. the only way to do, that is when they finally prove to themselves the reality that either they can or can't get votes for kevin mccarthy, and if they can't. they move on to someone else. it should not all revolve entirety of the federal government coming to a screeching halt. it shouldn't all revolve around the likes or dislikes of one individual, kevin mccarthy. it's not the where government was designed to function, but it is, it's an example of what happens when we put people like this in charge of the u.s. congress, they're the majority and they can't even manage a peaceful transition to themselves. >> yeah, you think the only

place this gets worked out is on the house floor. so, that to me says you have little to no confidence in the negotiations that are happening behind closed doors. with the anti kevin, pro kevin caucuses as they era. >> well, those negotiations take place, while we're continuing to try and get this done. simply leaving in sending everybody home, which is what leader mccarthy's suggestion has been. to send a solemn and let them work it out. that's not what we were sent here to do, in my view on electing to serve in congress to represent the people of my district. the 212 at the democratic side are committed to be on that floor. until we can get to the work we were centered into, that doesn't happen until republican solve their problems. and if this is any indication, of their ability to deal with the heavy problems that face the american people, bringing

down the costs dealing with the cost of health care dealing with energy dealing with the national security threats we face. if they can't do something as simple issues among themselves someone to sit and hold the gavel, how on earth do we expect them to take far more complicated issues. i don't see. a >> as it pertains to the selection of the speaker. you seem to suggest, going through the motions of these failed votes over and over again, it's gonna teach the republicans that perhaps, what they're doing is not working, maybe find another canada. what's the mood like in the course of these votes. we see the c-span camera footage. but you're there, is there a palpable amount of pain, or, anguish or exhaustion that you're seeing from the republican caucus. as they go through the motions again, and again, and again? >> there's a lot of exhaustion what that. we're anxious to get to work. we know at least for these next two years, will be in a position of being in the

minority. of being in a position to try and help craft policy. the mood is one of being anxious to get past this, and get to work. and this is especially true for new members that are coming. and for families that are here for that big moment to see them sworn into congress. and what they're seeing on full display is a completely dysfunctional republican party. one that can't even sit across the table with one another and work things out. just to be clear, we know how this is, we are a diverse party ourselves we've been through this with release, the exact same majority. when speaker pelosi was elected, the two time she was elected the last two cycles. we had to go through the process, but we did it in adult fashion. prior to coming for the january -- swearing in ceremony. we sat down as adults, looked at one another, worked out our differences and came up with a way to elect speaker of the

house of representatives. and that's the way it's been done for 100 years, until this crew came in and has become the majority, and they can't seem to even figure out a way to get through this very opening, almost ceremonial moment that ought to be the culmination of their narrow but clear victory, they won. they're even know how to deal with that. they don't not a deal with winning the slim majority. this is a very disturbing image that's being portrayed. they're trying to say, this is how democracy works. no, this is not how democracy works. >> is there any chance democrats offer a lifeline here of kevin mccarthy doesn't have the votes in the next round of voting? is there any chance that we're gonna see some attempt at a unity candidate, who would that be? >> wow, that's a good question. the way i've explained a, they know where to find hakeem jeffries. if there's an interest on the

republican side of coming over and trying to talk with us, about how we move forward, our interest is getting to the legislative process. we're willing to do what we need to do to get. there but it's not up to democrats to do the thinking for republicans. but i will say this, or a party that believes the government can work together, we can work in a bipartisan fashion. and if that needs to start right away, with the selection of a speaker, they know where to find leader jeffries, he's a reasonable person. and we're open to that conversation. >> the senate starting to look real good. i'll just end by saying that we know that senator stabenow, from your state is retiring. is there any chance that you're gonna run for her c? >> no, i'm not i'm committed to my work in the house of representatives, first of, all we have great potential candidates in michigan enthusiastic about the possibility of nominating wanted. that. they're gonna have awfully big shoes to fill, senator stabenow has been a friend of mine for as long as i can remember.

and a great, great ally. she and i work very closely together for example to get relief for the people of my hometown of flint. her legacy is one of incredible public service. she'll be followed by another great democrat i'm sure. >> they actually see people in the appeal shaver, just. saying -- >> they've got that going for. them >> thank you for your time, sir. good luck out there. >> thank, you. alex >> joining us nice claire mccaskill, -- msnbc analysts. clare, thank you so much for being here tonight. is it tonight or is it yesterday, or is it tomorrow? it feels like time is very elastic. >> yeah, it's all blending together. >> kevin mccarthy is still not speaker of the house. >> do you think, alex, that they don't realize that people are watching this. it's almost like it's become so insular. that they don't understand the

american people are watching, and thinking, what. , this is how they're going to run government. i am flabbergasted, that kevin mccarthy is this clueless, just flabbergasted. >> don't you think at this point, it's not just kevin mccarthy it's also, you need to wonder what's happening in the upper at the lot upper actual on the republican leadership. there was reported that steve scalise was ready to take the reins when mccarthy's bid failed. we hear that there's some amount of frustration, but the fact that kevin mccarthy is still trying to make the case for his nomination, it seems to me to be a failure of leadership, don't you think? >> well, i do. and here is the thing, you've got about 40 members of the freedom caucus. and there split. almost in half. as to who is willing to go along with mccarthy, give goodies, and who isn't welling. so, he's trying to peel those

off. on the other, hand there is 170 republicans that say, we will never before anybody but kevin. but all of that is irrelevant. because there are at least five, probably six, or seven, that have said we will never ever ever be for kevin mccarthy. we only want to defeat. and what i don't understand, is all these machinations, why isn't he one-on-one with those 5 to 7 members. because if he doesn't give them, this is just gonna continue, he's now given them everything. you know what i think, alex, i think at this point he's probably gonna show up a republican caucuses with a trace serving drinks. because, he's given away everything at this plane, including his dignity. so, how could he be a leader that's ever feared a respected after this circus.

i just don't see how it happens. >> i, mean he's literally given away everything about the gavel. and even that may be up for discussion. the reality though, clara, is that kevin mccarthy is now drafted the outline of a deal that whoever takes the speaker's job is gonna have to abide by, right? it seems to be the most destructive part of all of this. even if kevin mccarthy isn't the guy. whoever they nominate, whoever ultimately winds here. is gonna have to abide by this ridiculously lopsided set of negotiations, that kevin mccarthy's undertaken as probably the worst negotiator in the house history maybe. i guess i wonder when you think about the house, as a former senator how bad can it get given the contours of the deal we've already seen? >> he setting up a system. listen, i understand that both in the house in the center, it's gotten very leadership-centric. leaders are writing bills,

leaders are doing away more of the work than they used to do. but individual members east have a lot more committee work, a lot more say about what's going on, and that's a valid concern. but what they're about to do, is really make it so that nobody could hurt -- in the house. and that's what the job, because nancy pelosi made it look easy, it's very, very difficult and this, party this republican party has been hijacked by the extremes. they've been hijacked by the most extreme elements in america. and i don't know how they're ever going to be released by their kidnappers. i think the extreme element of the republican party has got their hooks into them, and this is just a display of how strong those hooks are. i have don't know how they're gonna escape. >> i wonder what you think the

natural implication is. ron desantis has amid talk about. this he safely on -- anti woke castle in florida. even trump has, he's been posting pictures of himself on truth social, but what else is new. there they seem to understand how absolutely radioactive this is for the party. do you think the stench of this entire thing sticks with gop, in the months to come? >>, well i actually think desantis is more of a winning here than trump. mccarthy is the big loser in this, to this point. trump's right behind, when he got one vote, that had to make him kind of sick. because he thinks he's the star of the show, you have one vote today and he couldn't convince any of these 20 people to vote for kevin mccarthy. but rhonda sanchez has an advantage saying i'm not in washington it's good for governors that want to run for president because they can

distance themselves from what's going on and watching down. on the other hand i'll tell you that as, we'll ran in november against extremism, and extremism by a large loss to november. democracy won in november. women's reproductive freedom one in november. people who care about gun safety, by and large one. yes, they controlled the house, but we picked up a seat in the senate, and so i think this idea that extremism is still leading the parade of the gop. is not good news for them in 2024. especially if they nominate somebody that's as -- kevin mccarthy. >> we will see. killer mccaskill, we'll see how this saget adams. it's always good to talk to you my friend. former u.s. senator from missouri, thank you for your time, as. always >> thanks, alex. >> we have much more ahead this

it coincides with her decision to challenge representative charlie crist. today added pelino loon as a right-wing media superstar. right-wing media trying to brander as that conservative aoc. conservatives are literally trying to make calling luna -- a thing. but as the tampa bay times points out, a lot of the persona is new. not too long ago, her name was ana paulina meyer offer. she was a self-described avid supporter of barack obama. in a 2017 interviewer than modeling career -- luna decide her drop by saying, i'm able to take on different personalities depending on what image i'm going for. i think getting into character of what you're selling a super important. okay. while there isn't an ideology that unifies this band of 20 republicans. there seems to be a common thread of branding here. of self promotion. we have yet to cnn shoe or a

policy animate this group of people. but we've seen that all of them are very into being the rebels here. and very much enjoy being in the spotlight. and they like to ensure the spotlight stays on them and their insurgency. it's good for their brand. it gets them on more fireeye tv shows. it raises the more money. it probably moves more grenade shapes bat -- bottle openers. but what does it mean for how this ends? how do you negotiate with a group whose only priority seems to be themselves? joining us now is brandon -- advisor to former republican speakers, job fair and paul ryan. the man who i'm delighted to say is making his debut appearance on this show. boy, what a time, brandon, it's great to see you my friend. thanks for being here. >> great to be with you, alex. >> all right, honestly, brighton as you do the research into this group of 20 that's affectedly -- hostage. it makes the tea party

insurgents of the john boehner area look like a think tank. with weld of -- policy foundations. what is your opinion of this group of people, in terms of what they actually want, and how republican leadership can possibly negotiate with them? >> yeah, great setup. look, the politics for these people has become entertainment. it's become sport. as you say, it's all about getting on tv, being famous. and that's the problem for kevin mccarthy, he's found himself in a game of -- staring contest. a contest of wells, with people who love being onstage right now. they love that the fact that we're talking about. them they exist for this in the house caucus, where the center of all of this is operating they like to talk about how they organize around conservative principles. or maybe the rules of the house operate. but they're really, they exist to make themselves -- there are a group of misfits. who found ways to make

leadership pay attention to them by being difficult. and this is a natural out -- it started in 2010 with the tea party, but those people much more focused on policy issues, fiscal matters, wanting to actually solve some problems. you don't see that much anymore. matt gaetz is a performative clown, online troll, and when you have people like this, who don't want to get a deal with you, they have no interest in finding a deal, and makes it difficult for kevin mccarthy. he's gonna have to see if you can pick off some of these people who are acting in good faith, but so many of them aren't acting in good faith, they want to be talking about. them >> i think also if you look at it more holistically, it's a new strain of republican politics that seems very much in the image of trump. not just the sort of showmanship. but the branding, this is all for sale acts backed of all. this trump sold highs, steaks, vodka. eli cranes selling bottle

openers. anna polina luna selling -- a person with many personalities. and she's eager to show the country those various personalities. it seems to be about her, not necessarily what she believes. in the list goes. on carey like was a former obama supporter, and then someone who -- television person. we know what egomaniacs television anchors. our and politics seems to be a vehicle for -- that feels new and all this. i know the anti institutional strain of republicanism is very much in effect when you are working with boehner and ryan. but the pure, heat seeking missile-ness of this. all the desire to just be famous for fame. sake it seems like a relatively new development within the radical fringe of the republican party. >> matt gates is actually said that he thought he could defeat paul ryan in terms of sway within the party. because he went on fox news.

that's how he judged his role, he doesn't see's role as solving problems, passing legislation, he sees his job is communicating. and the fighting is the end. it's not a means to the end. the fighting in being performative is the end. it's just a real breakdown of what you'd expect, we have this romantic idea someone it comes to washington and what they're trying to achieve. whether you're superconservative, some of them believe that they're working towards something. but some of them, aren't even contend pretending that they're working towards anything. i do want to say, we talk about these ones that stand out. there's a lot of real well meaning people in the house republican conference. they're part of that 200 were supporting kevin mccarthy. the problem is, there's so much bad faith that is percolating right now, it makes it hard to figure out who is acting in good, faith who's really willing to come to a deal. are there more than four or

five of these people. it's tough to nail them down, that's what they can trying to do this week, figure out who's being honest, who can we deal with, who just really wants to be talking about them on the news. >> brandon, mccarthy risk losing some of the -- 200 you talk about. some of them are pretty farai. but the ones that are more moderate. watching him give away the store, everything but the gavel. does he risk alienating them. or do they want this thing to be over so badly they just go with whatever he agrees to? >> i think this is making people really uncomfortable to be honest here. the things that he is doing, all barrier already with the operations of the house but it makes it really difficult to move and agenda. it makes it difficult to imagine getting outcomes on any really important -- >> they want to do. and they move beyond rules to putting people in particular committee is. if you're a person who's about

to be a subcommittee chairman for example and kevin mccarthy's cutting a deal with one of these folks and saying, i'm sorry this person is now want to be the subcommittee chair. that's gonna cause a bit of a problem, it's gotta be careful how close he gets over that line. i think at the end of the day, i haven't seen a mainstream moderate folks stand up and be the ones to vote something down. i imagine will come up -- and bring them along. they just want to end. this but i just want to stress, kevin mccarthy's getting real far out there on the kinds of things that he's offering. it could make the speakership very, very difficult to operate whether it's him, or somebody else. >> i think the world could is generous of you. it's always good to see you. -- two former republican speakers of the house john boehner and paul ryan. oh, those old days. thank you for your time tonight, brandon. >> weren't they. fine thank. >> you still ahead tonight, if you're wondering why after 11 failed attempts to secure the

>> on tuesday, florida republican byron donalds got one vote. one for speaker of the house of representatives. on wednesday, he was nominated for that job. >> here we are, and for the first time in history there have been to black americans placed into the nomination for speaker of the house. we do not seek to judge people by the color of their skin, but rather the content of their character. there is an important reason for nominated byron, and that is, this country needs a change. >> this country needs a change. he said. and rather than picking the only member of congress who kept all the members of his caucus in line, and they're in

the most votes for speaker, 11 times. now hakeem jeffries, who happens to be black. congressman chip roy decided, hey, our party can look diverse to. we do have four black members of our caucus after all. and we can pick one of them. after that rousing speech by chip roy, donald earned 20 republican votes during each round of voting yesterday. today, he held on to at least 13 votes for him. and against kevin mccarthy. who despite spending more than a decade in party leadership has provided incapable of making the math work. donald's on the other hand, to about 20 years ago pleaded guilty to a felony bribery charge, has completed his first term in congress. and until they pick a speaker, he won't be sworn in for a second term. during the first, term donald's never served as leadership, in fact he ran against new york congresswoman, elise stefanik, for republican conference chair and lost. his colleagues did not pick him. but they picked him to do this, to be the new nonwhite face of

their opposition to would-be speaker mccarthy. and that choice, has not gone unnoticed. cori bush of missouri put it this way, quote, for what it's worth briar and donald is an historic candidate for speaker. he's a prop. despite being black, he supports a policy agenda and tendon upholding and perpetuating white supremacy. his name being in the mix is not progress, it's pathetic. today republicans swore up and down that congresswoman bush was wrong. >> yesterday, we could have elected the first black speaker of the united states house of representatives. last night, i sat with him ten feet of mr. donalds. as the tweet, of another member a lacked, appeared on the screen. that member lack wrote, and sent out to america, that byron donalds is a prop. he ain't no prop. and if he were a prop, he

nominating speeches for mccarthy, there was a top of the doubling of the number of black representatives. which is now at four. and their side, they were celebrating that. and really very excited about. which we all should be excited for them for. but, we have 58 members on our side. that represent that diversity of america. and i really do think that this eagerness of them, to show that they have developed interest in having diversity in representation. is it really playing that while what the american public. >> do you think the virtue signaling, all to distract from the absolute mockery there making of representative government? >> of course. of course. there's no other way to make sense of it, i think that

donald's is a great guy, they had said some really amazing things about him, i think it's admirable for them to be able to do that for their colleague. this is somebody who just got reelected to their second term. obviously, someone who hasn't had the opportunity to fully figure out how congress works. and we know that somebody like that isn't really prepared to be speaker. even today, some of them started to nominate other people and abandon their interest in having him as their speaker. and so, this sort of shenanigans really is a continued distraction of the chaos that their conferences going through. and the american public, fully saying we made a mistake and sending these people to

represent us in congress, to have this majority that they don't even know how to handle, it's been three days, they haven't been able to organize that house we don't have a speaker, none of us have been sworn in, all of us are members elect we don't even know if our staff and ourselves will be paid, we cannot take cases, of our constituents, we need to ask the senators to be able to take care of our constituents. this is chaos beyond chaos and mccarthy seems to enjoy that historically asian that is taking place, and as much as many people would like to rejoice, a lot of us are saddened and disappointed, we realize that tomorrow is the second anniversary of january six. we remember the insurrection, we remember that the house was organized. we were ready, democrats were

ready. we already elected speaker. we are ready to defend the constitution. we are ready to defend our democracy. imagine if this was to happen under republican control. tomorrow when we walk in. on the anniversary of january. sex we will have no house organized. this is going to be the first time in over 100 years. where we clearly cannot defend our democracy and our constitution. we don't have the house in order. and the republicans don't seem to be any closer in electing speaker, we've taken 11 votes so far, both votes have failed their leaders has gotten less votes than a minority leader it's just a shameful sight to see not just for americans, but people across the world that expect us to have figured this

out being one of the oldest democracies in the world. >> in addition to the chaos, it also reflects a certain sense of entitlement, do you think, nancy pelosi gave voice to this today. she said you can just imagine what it be like if alum in, or holding up the opening of congress. the swearing in of members, the enabling of staff to be hired to do the peoples. work and you just imagine for a person of color? you see these pictures, of congress people and their families, their babies waiting around to be sworn in, the national security meetings that can't be held, as you point, out the people aren't getting paid. people who can't access the congressional provided health care. do you think this reflects a certain sort of mentality, about what can be allowed if you're kevin mccarthy, or someone like cam? >> yeah, there is a level of arrogance. i would assume, that anyone olson after maybe even the

second or third failed attempt. that their conference, their caucus would pull them aside. and say, you should withdraw. you're someone else who is ready. and i think that this is telling into ways. one, that they're willing to allow the historic amelioration. to continue, that he's willing to continue himself. and to, the fact that they don't have someone else as he has said, to step into this role. you have a conference of 222 members. they don't have anyone else that they can coalesce round, to be their leader? what kind of leadership have they've shown to the american people. and i think it's also very important to remember, i think you were just talking about this in previous segments there's a.

lot of concessions that have been made. many of the members that are -- abscess ed, he's given us everything we've asked for. we're still not gonna vote for him. so, i'm wondering, does this man wanted us to be subjected to months to a year of not being sworn in, the house not being organized, is he gonna sit through 33 votes, and go back to 1859, that was the last time that happened. >> oh no! >> 133 votes, which is 1855 that's happened. again, also, what does this say about you. when the objection to your leadership is similar in history to the objection of leadership that people had. pre civil war -- people were making objections because they couldn't agree on slavery.

more on that, joining us now is nbc news capitol hill correspondent, ali vitali. ali, what could you tell us about the brokering that's going on behind closed doors? >> alex, we'll see what we actually see tomorrow. about 15 hours from now on your back on the floor. but it sounds like there closer to a deal than they've been. if you watch the body language, the mood of the people that are leaving the meeting, chief among them kevin mccarthy, he does seem more relieved tonight than he's been at any point over the course of the last week. that's because as these members were huddling behind closed doors for hours, our understanding from one member in the meeting, is they feel like they finally broken through with maybe 14 or 15 members. that could be enough to bring mccarthy if not over the finish line but at least to show, he's made progress, and frankly alex at this point, that's what they need to show. >> 14 or 15, ali, still leaves, am i doing my math wrong. at least six or seven that could be knows? >> well, it's still leads four
