foreign members of the 118 congress, and despite making a broad range of concessions, speaker mccarthy only won his office with 216 votes, too short of a majority of the house with six members voting present. it was, of course if you watch, detention often chaotic night on the hill. , the 14th vote, between mike rogers of alabama and of the fact that you can actually florida, you can see that rodgers actually see rogers had to physically be be held held back from gates whose vote tanked mccarthy in that 14th back from ballot making a long night even longer. gates whose once mccarthy finally won, president biden released a votes tanks coffee in that 14th ballot making a long night even longer statement congratulating him and it reads in part i'm prepared to work with republicans when i can and voters made clear that they expect republicans prepared to work with me as well. now the leadership of the house of representatives has been decided it is time to be for the process to begin in earnest.

i am joined by the democrat of illinois. congressman rajna, it is good to have you with us, thank you so much. i would feel embarrassed to have you stay longer but, there's so much to talk about tonight. i just want to start and get your sense of how this all played out. what are your emotions, your thoughts as this night concludes? >> 15th time was a charm in this particular case. i think that, look, it was exciting to get sworn in, this is my fourth contract extension. it's always a special moment to have newly elected members from congress that both sides tugging office for the first time. a lot of them brought their families early in the week to see them get sworn in and they

couldn't stay through friday late night. you have to feel for those families and members as well. but thankfully we had a peaceful transition of power this time around and we have a new speaker and it's time to get to work and we, democrats, and the democratic caucus, will stand for the values that you know well. and leader jeffries articulated in his speech. >> speaking of the work that is about to get underway, we got a glimpse if you will have perhaps both the managerial style or this would leadership style of kevin mccarthy, and the substance of how he wants this conference to do in that speech that he gave. we will talk about leader jeffries in a moment, but what do you make of what speaker mccarthy of what he wanted to go for in terms of investigations for his speech?

>> making it a priority to go after the fbi doesn't really well it's not a promising indication of where their priorities are, aymen. i think the other thing i would say is when he talks about for instance what jim jordan and others being able to use the subpoena power to go after various individuals, what i'm really concerned about is they will start re-litigating the 2020 election and prove donald trump's theories about what happened because at the end of the day you have to recognize that donald trump is an animating and force for my colleagues at the other side of and certainly their basis. >> a lot of people after this for years looked at that instigation and said it had been weakened as a result of the trump presidency, are you

concerned that the house of representatives as an institution is going to be weakened by the extremists who are now part of the republican leadership given what's kevin mccarthy may or may not have done to get this gavel? >> absolutely i think he started out with around 21 holdouts and he negotiated one thing after another to get their buy in i'm really concerned about whether the rules package will make it almost ungovernable. for instance, he may have made it very easy to have himself removed from the speakership by a very small group of people who represent, as you know, a tiny minority of our constituencies. so that's the kind of thing that kid throws into chaos. i'm concerned if he may have put language in the rules package regarding the debt limit. we have not seen this rules package in detail yet.

so we are looking for to saying that as well. what can democrats do? you're in the minority obviously, you brought up important points both about concessions he may have made in terms of language that's in the rules package in terms of the power that the small minority that he may have offered up a lot of concessions to in terms of what they wield over him, what can democrats do in this dynamic? >> i think first of all with regards to the rules package, i think we will have to look for republicans to vote down the rules package. i think we have to. i saw that tony gonzalez, a republican governor from texas said it's going to be a no on the rose package despite being a strong support of mccarthy. i think they're a bunch of people on the other side that have misgivings about some of

the concessions that he made to these holdouts. so given that i think hopefully we can either amend the rules package or we are just gonna have to voted down when we come back next week. >> we have a glimpse of leader jeffries over skills. quite remarkable, i'm sure anyone who is watching, i as somebody who's watching him was completely floored by that speech. tell me your thoughts about what he's said, the vision that he outlined and his personal vision for leadership? >> i think that he powerfully articulated the notion that we have to lift up the american dream for every single person in this country. i'm an immigrant myself, i've 29 letters in my name, my parents would not be here but for the promise of america and the government of america allowing us to what have food stamps, come out of public housing, get a great education and live the american dream, and for so many of our fellow citizens that's not possible

right now. so hakeem jeffries represents the american dream as you know, his life story embodies it. i know that he, with every fiber of his being, will fight for the same opportunities that this kid from brooklyn had for everyone else. i am excited to work with him on that mission. congressman, can i get a final thought, if i can, from you but what this week has taught us about the state of our democracy? we've been talking a little bit about the politics and the power grabs, and the power maneuvering that happens on the hill. people have described it as a

real life episode of house of cards are games of thrones, whatever analogy want to use. what is this week tell you about the state of our democracy and where we are in that on this what started out on january 6th, the two year anniversary, the attack on the capital, we witnessed this dysfunction if you will from the republican conference? >> i was actually thinking of groundhog day as another piece of entertainment that people mention. what it reminds me of is the fragility of our democracy. today we started out with the ceremony on the steps of the capital with regard to january six 2021 and to hear the families of the fallen speak reminded us of the loss that so many people experience but also how close we were to seeing our election overturned and our democracy, and an insurrection destroy our democracy. so what we have to do is do everything we can to reaffirm it, defended, and speak up for all those rights and liberties that we cherish. that's what i intend to do and i think my colleagues and leader jeffries are going to help me deliver on that.

learned how to work together. what we are going to have to find in our mindset that we have to front load. we have to think about and work with a microcosm of the conference before we start writing it. that's really what we learned here. working the rules, there are a lot of great ideas. at the end of the day, i remember on the january 1st we did this conference call with the entire conference. when we walk through all the rules people were excited. people were mad before, why are we working, why was it held up, but at the end of the day the product was better. so maybe 100 years from now some master student will have to write about this. but really what most people will write about or feel is the outcome of how well we will run the floor for the next two years. last question. >> change a folk at how confident are you that you will have the shot for the next two years? >> 1000 percent!

15th bell it after a long and chaotic day. let's go straight to capitol hill. we are joined by nbc news correspondent ryan nobles. i know you've been speaking to some of the members. what has been the reaction for the folks you have been talking about? >> well, the one person i just talked to was the new house beaker, kevin mccarthy. he won this election on the 15th ballot. it was interesting to hear him talk about the reaction to this process that he has gone through, a process that he did not intend to have happened. it is now something that has occurred. he's trying to find the best out of it. i specifically asked him, is this something that happens over and over again? are we going to be in similar showdowns over votes anytime there is a piece of legislation that is contentious? his argument was that they have worked it all out now, that this process taught them how to

deal with these tight margins that they had not only between them and the democrats by the time margins they have within the different factions of the republican party with the conservative freedom caucus folks, the moderate caucus folks, the folks who are closely aligned with the maga movement. he said this gave them an opportunity to learn how to communicate as they move forward. he would be right to probably be skeptical about that, as this was a very fraught process by any measure. you know, he got over the finish line. i have to tell you, ayman, a lot of us watch this play out. we saw the same vote results every single time. at one point, it even looked like it was tracking away from him. for him to make it here to the finish line even though it would be into saturday morning at 2:00, that he was named the next speaker of the house, it's pretty remarkable given how far he was, how far away he looked

from that finish line earlier this week. >> i was struck by it. you talk about this. i was struck by his confidence. he talked about how we have learned how to govern. i think anyone who has been watching washington can safely say that it is going to be a difficult governing period for them when they have to cover so many ideologies in their caucus. i also thought it was interesting -- i believe someone asked him at the end, does he expect to stay in this position for the remainder of the two years? he shot back confidently, 1000%. given what just played out over the last four days, i think all of us will probably take that with skepticism. >> there is no doubt about that, especially when you account for the concessions that he was forced to make to win the job, the most obvious being the reinstallation to vacate the provision within the -- it allows one member at any

time to call for a vote which could potentially remove him from office. it is not so much that the danger in that he could potentially lose that speakers race every time, but the constant threat of that looming over his head and the fact that, as you pointed to very rightly earlier, there are all these different factions. he is trying to find the slim needles that he is going to have to thread that all of all this tapestry of republican conferences to come together on a wide range of issues, most specifically a looming question -- perhaps as soon as the spurring, the reason of the debt ceiling. that is something that the same exact faction that hoped to stand in the way of his speakership is strongly opposed to.

it risks the credit rating and the foundations of the american financial system on its back. what happens? does he cut to deal with them to raise the debt ceiling? that would be the responsible thing to do. does it immediately call into question whether or not he can maintain the slim majority he has with the conservatives? that is just one example of the challenges that kevin mccarthy is going to have to deal with. and the short term, when he protects me and in this job, i think there are a lot of us who are wondering what happens in the next six months before we start predicting the long term future. >> let me ask you about this moment that happened on the floor. it was quite remarkable. it was right after the 14th vote. kevin mccarthy went over to talk to matt gates. they exchanged a few words. as kevin mccarthy walks away, representative rogers from alabama tries to confront gates

and had to be constrained. you see representative hudson from north carolina put his hand across his face and pull him back. do you have any other -- i mean, it's kind of self evident what happened. do you have any reaction or any color from either inside there or other members? how was this likely to play out on monday when the house reconvenes? >> we do have a sense of the back story as to why this all came together. you have to understand the players involved here. obviously, he has been a thorn in the side of kevin mccarthy throughout this entire process. he has been one of the most vocal opponents of mccarthy through this process. he also has a contentious relationship with mike rogers who is a mccarthy ally. he is the chair of the armed services committee. the armed services committee maybe the most important thing to matt gaetz because he represents a portion of the florida panhandle which has a huge military influence. the armed services community is very important to kevin

mccarthy. earlier in the week on tuesday during a closed-door meeting, mike rogers threatened the s that if any of them voted against kevin mccarthy they're going to be tos right after that happened and asked him if he had said that he. he told me it was not a threat, it was a promise. along the way during these negotiations, we know that matt gaetz was specifically pushing that. he wanted a chairmanship on a subcommittee of the armed services. that is something that mike rogers is not interested in. he does not want gaetz to have that position. i'm not saying this altercation was what led to that specifically, but it gives you an idea of how there is a lot of tension between these two men and how frustrating rodgers was that gaetz was still after all of this holding out when he was the last vote that could have made kevin the car for the speaker.

you know, mccarthy told us afterwards that he did not see anything confrontational or in a way that would provoke matt gaetz when he walked up to him, was trying to figure out what it was going to take to get him over the finish line. i think he saw the frustration with rodgers boil over. i do think, you know, in the perception that we have for people who were in the chamber and the members that were close by, one of the members were sitting a couple rows and then was talking to us afterwards. it might have looked a lot worse than it was. i don't think that rodgers was physically confronting him as much as he was yelling at him. the other member came in to try to prevent something from getting out of hand. it looked a little worse than it because he kind of had his hand over his mouth. still, this is not something you expect to happen on the floor of the united states house of representatives. it's something you expect is a gap in the third world country. i think it through a lot of us off. there's no doubt. >> just one of the many dramatic moments that we saw. ryan nobles live on capitol

hill for us, thank you so much. greatly appreciate it. let's turn to our panel who have been watching with us all night. o kurt bardella, former spokesmn for the republican house oversight committee, now a democratic strategist. david jolly, former republican congressman of florida who left the party back in 2018. tim miller, writer at large at the bulwark and author of why we did it, a travelog from the republican road to hell. also with, us our senior national correspondent politics voter. we will kind of start generally. david, i've been watching your analysis throughout this week. i have been extremely impressed by a lot of the analysis you have been providing on what this says about the republican party. given how this has played out, given how this has transpired, what is your take away about the speaker? >> listen, i underestimated one thing, the willingness of kevin mccarthy to actually give away

everything he could possibly give away in the willingness to -- look, congratulations to the new speaker of the house. i didn't think he could get to 218. he did not. he got it to 16 but he had enough to be speaker. we all watched how this played out. kevin mccarthy got rolled by 21 members of the house. i would suggest that the other people who got rolled by the 21 where the 200 colleagues who have had to give up stuff because kevin did their dealing for them. i mean, if gaetz it gets a gavel, he takes it from someone. that is for less law through the other two who sat silently with kevin. you saw him be kevin mccarthy, which is all thanks to all people. can he continue that? that's the big question. i will tell you what i am watching for in this. there is no way that the debt ceiling will be race without

cooperating with the democrats. the democrats and the house can, simply because the republican majority is too thin but democrats in the senate and the biden ministration, this is not a unilateral government under house republicans. kevin mccarthy is going to have to keep the government open and raise the debt by working with democrats. that would otherwise sink him. i think the way he survives is to double down with the crazy caucus, the insurrectionists, and the people who want to impeach joe biden. i think what we will see kevin mccarthy do as he enters those moments of vulnerability is actually raise his profile in turning the screws on joe biden and unleashing the house if it is not just investigations but actual impeachment. that's his path to surviving the next two years. otherwise, there is no way he can do it. they will insist he can't work with democrats. there's no way to govern without working with democrats. that's just the reality of what he signed up for and what he

won tonight by the affirmation of his colleagues. >> that is exactly what we saw in the speech, if you will. we got a glimpse of what kevin mccarthy's priorities are. he talked about the fbi investigations, the irs. he talked about the origins of covid. he talks implicitly, aghast, about the hunter biden investigation, all of these things that are red meat to the base of the extreme right wing of the republican party. they made their way into his speech after he was humiliated and embarrassed over the last four days. you think he would have perhaps, you know, moderated it a little bit. he did not. >> i was not expecting that at all. i think this might be the first speaker's exceptions speech who uses the word a subpoena in it. i think that we are going to see pretty quickly, as soon as they get through with the rules

package, they're going to pivot and go hard on investigations. that's the one thing that really unites the republican caucus here, this is zeal, this lost, this thirst to start using the tools and instruments of oversight to go after the biden administration. they have not made it a secret. since the moment i won the majority, they have gone out there very publicly, particularly the chairman's -- they made it clear that this is agenda item one, two, and three. they are relentless and hounding the biden administration. they made the calculation that the best thing they can do for their own pr optics after this bruising battle and all this narrative about dissent is to go out there and start issuing subpoenas as soon as humanly possible. i guarantee you someone who used to work at the house oversight committee for republicans, those are already written. those document requests are already written. diverse hearings they want to have our already prepared. they are ready to unleash the house on the biden administration.

they need to do that as soon as possible. they want to media to chase those stories to make that the central narrative. we want to put the last four or five days in the rearview mirror. the best way is to go on offense by going after the biden presidency. >> tim miller, depending on who you ask, you either saw the worst of american politics, republicans defending it, saying this is democracy in action. others are saying this is about power, about one man trying to fill his seats and just doing whatever to hold on to political power. you know, we heard kevin mccarthy say time and time again that this little quote from his father about, it's not about where you start, it's about how you finish. it's off to a really bad start for the republicans after this week. what is your sense of those who have been saying this is how we govern and we have learned about governing? we are learning how to govern. we are learning to front load

our problems so we can get back down to the business of governing. >> yeah, look, david. i don't think there's anything wrong with messi governance, messy democracy, having lots of votes, having to compromise and a deal. in a vacuum, i can see that argument, that this is the best of america, this is what it's like to have a democratic system in the peoples house. the problem is that does not really happen. it's not as if they were frustrated over policy issues or any great contentious debates that people were compromising over. what this was was a small group of extreme republicans who wanted to stick it to kevin mccarthy. they wanted to stick to republican leadership in order to help them raise money online again on newsmax and on steve bannon's podcast and get attention for themselves. we saw a leader in kevin mccarthy who was willing to give away to all these

extremists even more power going forward so that they can tear down the house, so they can stop the house from acting on the debt ceiling, so they can stop the house from acting when they need to fund the government. i think it is that kind of context that makes this particularly troubling, know the fact that there are so many votes. i wanted to think about that really quickly. this doesn't happen anymore, but on the two year anniversary of january 6th. here is the deal. a lot of the people making these deals were part of that. they were responsible for that. the president vote put kevin mccarthy over helped organize the rally on january 6th. you know, you didn't show it at the mccarthy press conference, but earlier, he banked president trump. he was responsible for the insurrection for calling the six holdouts and helping push them over the line. you know, when you put that in

our democracy was attacked. there is no other way of saying it. the u.s. capitol was breached, which had never happened before in the history of united states of america, even during the civil war. a violent mob of insurrectionists assaulted law enforcement, vandalized sacred halls, hunted down elected officials, all for the purpose of the attempt to overthrow the will of the people. they wanted to usurp the peaceful transfer of power. >> that was president biden speaking friday afternoon at a service marking two years since that attack on the capitol back on january 6th. donald trump's insurrection failed two years ago. it did not end there. in the years since, we have seen the attack on our democracy continue up until this day. this week, the cast that we saw in the house of representatives where many of the republicans

who fought kevin mccarthy were actually involved in trump's attempts to overturn the election. trump did not take over our democracy there but their grip on the republican party only got stronger this week. it is a sentiment that congresswoman eric swalwell echoed earlier. >> two years ago from today, the insurrectionist failed to take over the capitol. tonight, it looks like they're going to take over the republican party. they're going to put in place kevin mccarthy as essentially a vessel state of maggot nation. maga nation does not accept election results. they prefer violence over voting. that's a very scary proposition. by the grace of god and the bravery of metropolitan places, we honor them today. the next two years are very shaky. >> if you don't believe the maga forces won the battle for republican hearts and minds, just take a trip down memory lane.

so fitting. sitting right behind kevin mccarthy's lauren boebert who is one of these holdouts until the end. you are right. kevin mccarthy made the calculation that he was going to need donald trump on his side. he endorsed him for a while. it didn't work this week. people who were loyal to trump, some of those final holdouts did come across the line. when you look back a few years ago, there was an effort to take the government by force, to take the capital by force. what we saw this week is very different in terms of the exercise of democracy in a republic. at the same time, those same members are looking for ways to dismantle the basic functions of our government. what you can see in the concessions that kevin mccarthy has made to these other members is that it's going to be very difficult for them to get anything down that keeps the country running. what i specifically mean by that is raising the debt

ceiling, ensuring the credit of the united states, which is often -- you now see a much more ardent set with power than they had before. i talk to one member of congress from south carolina. they were originally a hold out. one of the criteria he put up his he wanted to know whether kevin mccarthy was willing to shut down the government in september. nine months from now, whether or not these are going to have the fortitude to do that, his members are trying to figure out ways they can disrupt the basic function of american govern already. >> is it hyperbolic to say that what began on january 6th is continuing today by different means? it was what was perhaps a violent insurrection against our democracy and an attack on the capitol, but has now morphed into a political insurrection by those who are elected by those very same people, by that base to now try to take over both the republican party and the institution of congress for

those maga lights. >> that's not hyperbole because that exactly what has happened. it was not lost on with it as speaker mccarthy made this impassioned speech about democracy and the oath of office and the constitution that he has been the ringleader of a caucus that has underlined all of those elements, all those foundational pieces, for the last two years. on a very night on january 6th, the republicans walk back into that chamber and voted against a free and fair election. one of the biggest frustrations i've had all week long it's hearing the word moderate turnaround as if there is this large moderate republican party. 147 of them voted against a free and fair election. what does moderate mean anymore? i've seen no evidence of any moderation within this party. i've seen them lurch further to the right. we've seen for the last four days the speaker of the house,

the leader of the republican party negotiate with the terrorists, given to the terrorists. imagine if after 9/11 our government was negotiating with people who were the architects of that terrorist attack. that is what kevin mccarthy has done. not only is he negotiating with them, he's giving into them. he's giving them more power, more authority, more ability to play a larger role than the government. for all the headlines about the headache that a small group of people have cost or caused me, at the end of the day, they all gave into them. where are all these moderates who could stop this from happening? stop empowering these extremists. what kevin mccarthy has done has actually made it easier now for more extremists to enter the republican party, to answer congress, to have more influence. how the hell did they think this is going to end? it's not going to be good. >> i will bet they will only get stronger. guys, please stay with me. i'm going to squeeze in a cake break we will continue the conversation on the other side.

what he promises. that would be a stress test in the next week. let's say they survived it. the real test will be around keeping the government open through the annual budget process which would be the end of this year and accommodating the debt ceiling, which will absolutely require working with democrats. eric kanter tried to work with obama as the ambassador to read the republican house at the time. he realized how quickly his stop was going to fall and he retreated. he went back to the house and never moved to the white house again to work with obama. it was too dangerous. that is where i think, how does mccarthy push through? that type of trouble is actually doubling down on the hard impeachments, the investigations, perhaps going after joe biden himself. it's really his only pathway to keep proving himself to the people who just hijacked the caucus. >> tim miller, your thoughts? when does the honeymoon end? >> i don't think he's going on a honeymoon.
