the state of california have been received the majority of the votes cast, is duly elected speaker of the house of representatives. [crowd chanting] [applause] >> hello and welcome, i'm -- in new york. a truly historic, chaotic, and dramatic night in washington, after four days and 15 rounds of voting. republican kevin mccarthy of california has been elected the next speaker of the house. it began at 10 pm eastern last night with a vote that saw matt gates present instead of voting for someone other than mccarthy, which is a move that mccarthy seemed surprised by. because california congressman's latest attempt sunk him. making him lose that 14th round. that was one temper spilled over. another republic by the name of mike rogers had to be restrained -- restrained as he appeared to confront gates. then they had to adjourn and

come back monday, try again. but at the very last second, there seemed to be a deal reached between gates and mccarthy. and a 15th round again. finally, kevin mccarthy was elected to be the next speaker of the house. >> let me close with this. i may not know all of you, some of you are new. but i hope one thing is clear after this week. i never give up. >> joining me now from capital of the hills nbc news capitol correspondent julie circuits. let's talk a little bit about the deal that was made to get mccarthy over the finish line, and what you're hearing about in next epsilon with congress. >> a lot of concessions were made. some of the moderates are really unhappy about that. because mccarthy was willing to go pretty far in order to secure the speakership gavel. one that he has been trying to get since 2015. so some of the concessions he made to some of those hard-line

conservatives, including matt gates, lauren boebert, and others, have to do with the budget, have to do with the omnibus government spending, those are the big things that we are seeing here. and also, most importantly, have to do with committee assignments. namely, we are talking about the rules committee. three house freedom caucuses, such as the heart rate fraction of republicans in the house, get seats on the committee, they are essentially control the floor agenda, and another for the important thing here is the motion to vacate. they can essentially call for a vote of no confidence, threatening his speakership, he exiting the yesterday told us he's 1000 percent confident, he'll get a hold on to the gavel. but look, the world's package, which includes these concessions, it's something they haven't passed yet. that's going to happen, hopefully mccarthy, thanks one day night. it remains to see enough moderates still go along with. it take a look at what mccarthy hinted on the floor after he won. >> from the committee rooms to this floor, we commit to pursue

the truth passionately. and embrace debate, no more one-sided inquiries. competing ideas will be put to the test in public. so that the best ideas when. that's why one of our very first hearings will be held on the southern border. >> imagine this, lindsey, choosing a speaker is actually going to be the easiest vote they're going to take on this floor. the next two years will be much more challenging including whether to raise the debt ceiling. something they have to do by the spring. that's gonna be even more challenging, with democrats in control of the senate. and of course, a democratic administration. a lot of elements at play, shaping up to be quite a dramatic next two years. >> julie, given some of what we know about the concessions that were, made some of it is still shrouded in mystery, how will this change the way the house operates? with kevin mccarthy there, single best ideas are going to

flow to the top, he's essentially giving a lot of influence to extreme members of his party. >> he has. he only has a four seat majority. remember. he underperformed in this past midterm election, he was expected to gain upwards of 25 seats with that four seat majority we already see how difficult it is for him to do the eve -- even the most simple of things, like becoming speaker. something he's had 200 votes to do just earlier this week. so he had to give a lot of. i was talking to moderate members who were concerned about this. one thing they told me it was that potential cuts in defense spending. so even things that will anger republicans, mccarthy managed to give to the hard right faction of his party. so every single thing will be a fight on this floor. it'll be hard to get even the most simple things done, like keeping the government open. democratic appropriators, laura deloria, on the house appropriating committee. really threatened by that already. saying that's gonna cause chaos. democratic members i was texting with saying this is

mayhem. so a lot of drama to look forward to, one that have practical impacts on americans, particularly as it comes to spending and keeping the government open. >> julie tsirkin, thank you. joining me now, former republican representative for florida, creator of our body politic, and author of lucky, how joe biden barely won the presidency. so jonathan, given what julie has sort of laid out for us, what can we expect on monday when the house is set to begin? >> certainly not rainbows and unicorns, lindsey. it's gonna be a tough time for kevin mccarthy. not only did they rewrite the standing rules of the house, but it appears that they promised to put three house freedom caucus, the most extreme faction of the republican party on the house rules committee. which issues the rules for debate. which means every time they want to debate the bill, the house freedom caucus will have veto authority over whether kevin mccarthy can beat --

shape the debate for that bill, which is the most important power of the speaker. we're gonna see this rear its head in particular on profile legislation to raise the debt ceiling and also to keep the government funded. but anytime the freedom caucus wants to stop mccarthy from moving legislation that no has the power to do that. >> so congressman, here, what do you think about all of this? i, mean monday, we are going to have a vote. is it again going to be like, late into the night? oh is this just sort of forecast what we're gonna see? >> while lindsey, i think republicans were smart to pro -- postpone this rules package until monday because a lot of the centrist members are frustrated with some of these concessions. as jonathan pointed, out the rules committee, it's so important, it's the gateway to the floor. but giving the freedom caucus members three votes there, that means that they can join the four democrats on the keita mittie to defeat items that the rules committee 7 to 6. the rules committee is the most important instrument for the

speaker of the house. this motion to vacate the chair that now only one member can file, as he used to, be under the banner of speakership, that's the equivalent of having a gun pointed to the speaker's head and that's what drove john boehner out of the house in 2015. so definitely, a lot of mainstream members feel satisfied that they were 2 to 3 in some way he's freedom caucus members hoping to topple mccarthy. we will see what it actually means. because at the end of the day, -- republicans may have to end up working with democrats to move legislation on the house floor. and that always becomes tricky. that could lead to kevin mccarthy being deposed. >> >> what do you think listening to some of this other analysis, do you think it means democrats and republicans have

to work together? or do you think it means the next two years are kind of a stalemate? >> you know what i think is going to happen is it will become apparent relatively quickly whether or not mccarthy can actually cope. he is essentially given away most of his typical powers of the speaker of the house. and he's just gone for the total. there was no fascinating survey the majority of republicans consider themselves maga-verse. the maga faction may not be the majority of the republican party vote by vote but it is the governing arm of the party right now. and mccarthy is in this little space what was considered america i don't think will be

paso, texas, in his first trip to the u.s. mexico border since taking office. the visit comes a day after we had to mexico city for a meeting with the leaders of canada and mexico. and it follows the president's decision to expand border enforcement measures. and to the conference of the total 42 policy. you knew me now is all you have. what can you tell me about the changes the policy of and it was extended a few weeks ago by

the supreme court until march at this point. effective immediately as of thursday one month when this was announced the biden administration will turn up to 30,000 migrants from cuba, haiti, and nicaragua. back across the border if they don't first -- home countries or countries when they passed through to get to the u.s.. the biden administration will also accept up to 30,000 migrants per month from cuba, haiti, nicaragua, and venezuela to apply to work in the u.s., for two years if they have a sister or's -- civil job. they are only sending this message to my parents parc -- >> what can we expect from the president's visit to el paso. does the administration visas -- view this as an inflection point in the migrant crisis? >> absolutely. it's on purpose, really, that he is going to el paso. that's really become the

when the public knew what they knew, which isn't much, and when this arrest was made. keeping it very close to the vest. what do you make of the fact that he was able to drive cars country with his father, to pennsylvania. obviously police were watching him, they got evidence hubert but. they wanted to make sure that there was nothing under the sun that could compromise the due process, saw this defendant, once he was arrested, one suspected human to cost three hubert. so i don't like being bamboozled by the police, in the season of no suspects,

holman. the real question is how closely were they watching? this man lived in the community, ten minutes from the crime scene. he was driving around, we know he drew -- drove by the house. the morning of the murders, he went shopping at a local hubert driven cross-country was what they needed to do to get the evidence of the dna from the trash can that they read about in the affidavit, that's what they were able to get the affidavit with to get an arrest. it took time but injured an ironclad case. they didn't commit any crimes in the interim but what if he had? so people are upset that the police weren't more forthcoming hubert's information hubert

this effect was that the crime scene i mean at least 12 times, and went back to the murders. what is this reveal about his behavior? >> well first of, all cell phone things will get you every time. i had a client convicted on cell phone ping. but also him returning to the scene of the crime, and driving by 12 times before the scene of the murder, is this is exactly the sort of thing we expect of a predatory killer,. exactly like the one that they're accusing. he case the joint, you knew the house, he was absolutely determined to reduce crime hurtubise the dr. casey jordan, obviously, hard to think about some of these details. but i appreciate you breaking it down for the.

above and beyond. it is something that is probably hard to fully explain. i think you just have to see it for yourself. they call themselves the bills mafia. that's with the fan base is known as here in buffalo. this is frankly a very difficult here hubert for this community. there's been a horrible shooting here. there were just, days ago, a horrific and unfortunately very deadly snowstorm that unfolded here as well. this community has been hit time and again by these tough moments, and i think the bills are something this community rallies around, and looks to as a source of inspiration in these moments. so that was reflected in those conversations with fans. to see those prayers being answered, and now this player who so many people love this horrible injury on monday night is making rapid progress robert

morning, for days and 15 rounds, and we finally have a speaker of the house. kevin mccarthy of california and the role after a brutal fight that saw him make major concessions to some of the holdout votes. joining us now to discuss, staff kite. political reporter for axios. and back with us is -- national reporter for the washington post. so steph, you were there last night. i don't want to ask you how much sleep you got. i'm afraid of what the answer might be. ozzy, might have been there to, you can correct me if i am wrong. what was it like watching the drama? >> it was very dramatic, you could sense the shifting of the mood in the chamber throughout the night. you, know going into that 14th vote, republicans seem pretty confident that mccarthy had the votes in this was going to be their last time casting their ballots for speaker, that they were probably gonna have a win. and that move certainly changed when rosendale casted for andy biggs. and they realized it would be

led -- left to matt gates, one of the loudest critics of kevin mccarthy. so you talk saw the tension build. we saw mike rogers have to be physically stern -- >> what more can you tell us about the sick exchange. >> it happened pretty quickly. there was obviously a group of allies, kevin mccarthy surrounding over, and gates, convincing them to find a way to get those final votes, i'm getting the speakership last night. and in the midst of that, we saw rodgers kind of lean forward, lunge towards gates, talking to him, seeming upset. and then being pulled back and the whole chamber reacted to that. democrats also telling him to

keep it civil. >> you get the sense moderate republicans are mad about how all this went down all the concessions mccarthy had to make? >> it's pretty clear from what i was able to see, and who i was able to talk to, that the moderate republicans, if you can describe them as that, or frustrated to say the least. and infuriated at some point about the process they had to go through, and how their entire caucus was being dictated to, and sort of rolled, by this small, local, hard-line group, within their ranks. remember, mccarthy had gotten 200 votes, in each of these rounds of voting. and it was this very small hard-line group that itself is not a monolith. they were really dictating the entire show. and that i think sent a lot of republicans who were just looking to get past this vote, to get along with the business that they were there to do. >> a lot of this jobless

playing out for the c-span cameras, which we know don't have as much control as they will now, now that speaker has been named. how interesting do you think it was for viewers to be able to see the interactions that you see on the house floor. >> i mean i think people have this bonded very positively to be able to really watch their representatives interact with each other and do their jobs on the floor. and i think it will be interesting to see whether this is something that they end up allowing a little bit more freedom for these cameras to get better angles, to allow them to zoom in, and kind of see what this looks like on the floor. of course, republicans have said that they want greater transparency, and that's been part of what this fight is about. they want the people of the united states to see their members debate the issues. so, it would seem to be in line to allow better access for the press in this particular situation. but we would have to see if that's something that they consider. >> you know, aussie,

constituents watch and they want to see their democracy, their government, functioning here. but do you think democrats maybe we're a little giddy at how everything went down? >> oh i think the sense of -- what is incredible. each time there was a vote for speaker, each and every democrat voted for hakeem jeffries from new york. and they use that to underscore how organized they were, how united they were, and how they were ready to get past this vote, in order to do other things, like work on the budget, and legislation. things that people at home really have an interest in and things that affect peoples lives. they use this moment, this prolonged historic moment, to underscore what they were calling the disarray in the republican party, and to make the argument that the republican party that you may have gotten used to growing up, is it different and more extreme friction today. and democrats are trying to use
