coffin, in very yasmin vossoughian. it is now speaker kevin mccarthy, and we have learned he is at work to get -- today after an ugly week for where publicans and with a 15 ballot victory for mccarthy after last minute efforts that couldn't vince republicans to finally given. and even more chaotic than the beginning of this battle, even one near physical altercation between two members on the floor, now the question is how much did mccarthy give up to represent matt gates, and the other holdouts, and what will they deal with their almost limitless power over the speaker? >> preferably, you do this, the preference in politics is to always suffer indignities in private not in public. when you have a lower house of legislatures, anywhere in the world, it looks like trump's. i actually have newfound, i have new respect for people i knew. we have newfound respect for

people. we do not engage in serious negotiations. i think that's good for policy. >> in a moment, i'm gonna talk to congressman garcia, democratic freshman class president, crash course in what the next two years may look like. all, right let's get into all that drama. kevin mccarthy finally taking hold of the speakers gavels shortly after midnight after 15 rounds of voting, and plenty of theatrical. he is now back at the capitol today, nbc news congressional correspondent julie tsirkin, chasing him down to get a word in edgewise, julie, what did mccarthy have to say after last night's victory? >> yeah, look, not, much i asked him how he's feeling, because we've all been up here with him here, 24 hours a day, after these 15 speaker ballots carried, out and i asked him, how he's doing after finally securing the speaker gavel. he was walking around, family and friends, showing him his new office space, including offices of his new republican leadership team. take a look at what he had to tell, me or not tell me. >> mister speaker?

>> yeah? >> how are you doing? >> [inaudible] >> are you content with the roles passed on monday? do you think we'll have the votes to pass that sir? >> he didn't answer whether he had the votes to pass that rules package on monday. so remember, that's the package that includes those major concessions, mccarthy had to, make to some of the most hard right members of his party, in that house. they include a motion to vacate any member, can essentially call up a vote of no confidence for the speaker, that's for moving him,. so this is really challenging for mccarthy, and you heard him in the beginning, telling me, today is my day, off i need a break. >> all, right let's talk about the confrontation between matt gates and alabama representative mike rogers, who you can see on camera, that was forcibly held back. what do we know about what happened there? >> yeah, first of all, just a real quick shout out to c-span, because most people don't know that these angles, we don't typically see. right, now with no rules in the house, c-span controls these cameras. giving us insight and behind the scenes looks at these

altercations. you see congressman hudson grabbing rodgers by the face, while he's talking to gates. this was really the moment of a highest tension in the night. this was after the 15th, 14th, 's excuse, me ballot, had gone down and failed, even the most members were prepared for that one to pass. and really frustrations were boiling over because this was hashed out in public. you heard nick henry there in the clip you played in the beginning, mccarthy's right-hand man, he is exactly right. he's a saying they preferred this would play out empire in -- private and clearly it was in full display. i want to listen to what republican of new york had to tell ali velshi about it this morning. >> we had two -- we had a lot of things that are going to be coming up that we need 218 votes for. so i think this showed us we need to start communicating as a conference a lot sooner than we did to make sure everybody is on the same page. so i think it was actually at the end of the day gonna be

healthy for, us and i think everyone is excited to see what speaker mccarthy is going to do for us. >> yeah, and speaker mccarthy right now, not really governing with any set of rules until that package is, signed, sealed and delivered, on monday night, that is going to be of course an uphill battle, with just four votes he is able to lose. and obviously, his party just divided here in the house between moderates and the hard right. >> a lot of that power taken away from him in order to get there. julie tsirkin, for us here, on capitol hill, thank you. i want to bring a newly sworn in congressman -- democratic class, congressman thanks for being with. us i'd like to get your reaction to what we saw on the house floor, especially with these concessions that mccarthy had to make to win the speakers gavel. >> i, mean it was really insane last night, obviously we've been here all week, just waiting to get sworn in. so it's been a crazy week. surely last night was no different. obviously, kevin mccarthy has essentially given away all his power to the far right of his party. it is really crazy that he is

essentially handed over the keys to the republican party to matt gates and lauren boebert. for us, as freshman coming, in we were getting ready to get sworn in, but obviously we've been ready day one to get to work for american people to people on important issues but now we have essentially an effective speaker who is going to be governing and ineffective, very, very slim majority. so -- jeffries, really we'll week for all of us. >> let's talk about the concessions. one on the border security issue, with mccarthy pledging action here for holding hearings at the boarding itself, passing bills, what do you expect them to be pushing here? and what do you expect democrats to be able to fight back on? >> i mean, first mccarthy and the republicans are now really giving the car keys to the far-right maga republicans in the party. i really have no plan. so when it comes to issues around immigration, or the, border or helping working families, we've seen in this last election that they really have no solutions. they're gonna spend all their time attacking the

administration, all their time really catering to the fringe of the party, they really have no sort of governing philosophy. so that is clear before, it was clear even with remarks last night. and democrats are completely united to take it to the republicans every single day. so we're gonna be putting putting for their own ideas, around immigration, around the economy, around helping working families, and we're gonna have the united message of the next two years. our plan is to win the majority back in 2024. and, so if kevin mccarthy makes it two years, i'll be surprised. but either way we're going to win back the gavel in two years. >> it's gonna be a wild two years, that's for sure. i want to read the tweet that you put out last night as well, quote, we just got sworn, in and for the first time in history, there is an lgbtq+ immigrant in the u.s. congress. so we talked about immigration, but when it comes to lgbtq+ rights, how can democrats a counter, not only gop rhetoric but any actions they may take with their slim majority? >> first, it's very unclear,

republicans have been focused on attacking lgbtq+ people the past few years. they're trying to take a country backwards. every single time they get put down, the lgbtq+ community, they do, it the way that they are attacking trans people across the country, the way they're attacking your community is serious. and we are taking very seriously. i know those of us who are lgbtq within the congress are going to fight back on this every single day. for myself, being the first member of congress that is both an immigrant, that is gay, that is something i take very seriously for both communities. i plan to be a voice for those. we've got all of us, as democrats, to call us out. they want to take the country, back and we are empowering people like marjorie taylor greene, was literally attacking the community every single day online, through her speeches, that is something that we should take seriously. they don't want a party, they want to country that is diverse. they don't want to community that uplift people. they want to divide. and they're not going to do that in this congress. we are going to fight them every day. >> i've a question for you,

congressman, one of the concessions that mccarthy had to make to bring down the motion to vacate, just under one vote. if he was able to give the never kevins that, can democrats use that to their benefit? and use that to challenge mccarthy's leadership? and if so, will they? >> at the end of the day, i think all of us are really focused on supporting our leader. we are trusting that hakeem jeffries knows exactly what he's doing every single day. and jeffrey clark and peanut delight. they're gonna lay out a plan for us early on. certainly as a freshman, we are there to support that work. but, i'm gonna be surprised if republicans immediately go -- don't start challenging mccarthy on this. we're gonna have that established for us on monday, whether it passes or not is yet to be seen. we have yet to see exactly what is in the entire package. that is something we're gonna be looking at over the weekend and in the days ahead. but he clearly has a very slim majority. he is essentially coming into power as the weakest speaker in

modern history. he has no ability to control his caucus. we saw that with the amount of votes we went through. you saw that with the way the far extreme right is actually controlling the extreme process and narrative. so we are going to be united with hakeem jeffries. and as freshman, 34 of, us we are going to get to work. >> so you were elected freshman class president by your democratic peers. it sounds a little bit like a high school title, who for anyone not familiar with the process, but you are an importantly isn't between your fellow freshman and that leadership. you talk a little bit about your priorities. what are some other priorities you have all in this position? >> yeah, i mean, obviously, pleasure to serve. we have a great group of 34 freshman house democrats. first and foremost, our job is to take it to the republicans every single day, and delivered back for our communities. we are from across the country, we want to make sure the 34 freshman that we get great committees, and we want to make sure that we are a voice for the next generation. in our class we represent, and are making history, across the

country in every single way. we believe a new voice for the democratic party, one of the progressive, one that wants to move this country forward, and uplift all people. and, a priority, personal for me, and for the class, we want to make sure that the 34 of us get reelected in two years. so that we can actually win back the house majority. winning back the house majority in two years is absolutely job number one, so we can actually get bills, and find them on the presidents desk. protect lgbtq plus rights. bring back more resources for working families. that is what we are as freshman want to do across the country. of course, we have a lot to learn, a lot to support, within our house leadership. but it's an honor to serve, and represent them. surely we all look for to starting back on monday, and getting to work right away. >> a lot of work to be done. rolling up their sleeves, getting started, real quick, this is pretty cool, you said you'd be sworn in with the constitution that also included a photo of your parents, who tragically lost to covid. you're sedition zip -- citizenship suit defecate and an original superman comical.

talk about why these items were so important, that were you able to do that last night? >> absolutely, first, for me, swearing on the u.s. constitution is very important. as an immigrant to this country, i love america. i'm so grateful for the opportunities that are given to me as an immigrant in the united states. i lost my parents to covid. and so those are other items that are important to me. i grew up, i learned reading and writing in this country by reading comic book. so that's a very personal mental, from the library of congress. so all of this will actually have -- because of what happened last night, we all got sworn in essentially in the early morning, and we'll have an additional swearing in ceremony likely this week, that will include a bunch of mementos, constitutions, bibles, whatever folks are bringing in. they will likely happen this week or in the coming days. so i'm looking for to that and will be a special moment for all of us. >> congressman robert garcia from california, thank you for your time today, and good luck in these next two years. >> thank you so much.

>> i also want to bring in susan del percio, msnbc political analyst. susan, welcome in, let's start jumping in right here to the gop politics. after that moment where gates sunk mccarthy's 14th vote, which surprised mccarthy, they had that confrontation on the house floor. very publicly. this is give us a preview of what is to come at all? do you think that gaetz will possibly be a thorn in mccarthy side moving forward especially with all of these rule changes? forw>> i think it's more than possible, it's very likely, but we won't see it in public as much. these are things that we hear after the fact that they happen behind closed doors. for the most part, although i would say that we heard a lot of name-calling on television by republican fighting. so, what i expect is mccarthy to have a very difficult time with some of the members in his caucus. they need to get reelected and i'm speaking specifically of those 18 that won this year in biden's district.

districts biden won in 2020. we've heard the idea of compromise in those 18, and that's something that mccarthy is going to have to be very much aware of. >> speaking of this idea of bipartisanship, and trying to pull the two factions together, following a confrontation with gates and mccarthy, one congressman mike rogers of alabama, which you likely saw the footage, had to be restrained after appearing to lunge at gates. can we expect more division here between the two factions? can mccarthy bring them together? i, mean we are already hearing rumblings that mccarthy supporters, the ones who had supported his bid for speakership since the beginning, more mainstream gop, feel uneasy about the fact that this tiny faction got almost everything they wanted. >> well, they should feel upset, because they have the same vote as the members of that faction. every member has one vote. and of 25 of those no -- more moderate or same republicans if, you will,

decide to get together, they can outnumber the 25th ultraconservative side. it is going to be a very hard needle for mccarthy to thread. because, even going into the first thing they have to, do which is approve the royals, they don't know what mccarthy actually promised. so you may see some mccarthy supporters really upset with him if he gave too much, away or if there were some side deals. >> and really quick, let's talk about the trump factor and all of this. we have that amazing photo of congresswoman marjorie taylor greene holding her cell phone up with data on the other, and trying to get them representative matt rosendale who had voted for different candidate. and there's -- quote, i don't think anybody should delta's influence. earlier in the week though, trump's endorsement didn't seem to move the needle. so this 11th hour phone call, convincing the holdouts, supposedly, what do you think and what do you make of trump's claim that he should take credit for that victory? >> donald who?

that's about as relevant as he was in the conversations that were happening. donald trump had no sway there. he was, he did support mccarthy as far as i'm concerned, he lost that fight, if you will, it was his first loss of 2023. because we learned that his influence was nil, with very few people that supported him the most. and during the january 6th riots. and his influence is waning away with these members. they know what damage he did to the party. and a lot of them just don't want to hear from him anymore. >> donald who? susan del percio with the top two words of the day so far. thank you so much suzanne for being with us. and stay with us, we are actually gonna have you back on and just a little bit, to dive into more of these issues. but, still ahead this hour, we've got more reactions to the five-day marathon of voting that led to mccarthy speakership. really taking you through this

congratulating mccarthy and saying he is ready to work with republicans, in this new divided congress. he says in his statement, in part, quote, as a steady after the midterms i'm prepared to work with republicans where i can and voters made clear that they expect republicans to be prepared to work with me as well. biden saying that now the house has a speaker, the real work and start. but cory, you and i are both aware of how big of a wish that is? considering that house republicans have pledged to use the next two years of president biden's term here in office to launch investigations into his presidency, and to his family, to try to stall the administration's agenda. so this is all teeing off what is definitely going to be an interesting next two years between this white house and the new divided congress. cory. >> one of those issues may be leaning on and immigration heavily. on thursday, president announced a new plan to deal with illegal border crossings. his first trip to the borders tomorrow. his first trip as president, that is. what can we expect? >> president biden in the next

congress, to the speakership, and the reality is we have no idea how much mccarthy gave away. we will find out when they go to vote in the rules, that have been decided upon. pretty much kevin mccarthy gave away everything including the kitchen sink, and probably a kidney at this point, to the right wing insurrectionists of his party. and i think what democrats can do as we look forward, and what they will absolutely be able to do under the leadership of hakeem jeffries estate united. and show the american people who is actually fighting for them, and who instead is wasting time fighting each other. right? and performing some type of reality tv show for donald trump down in mar-a-lago. >> i think cam was the letter that got the most laps, majority over mar-a-lago, when hakeem made that speech. let's dig into some real changes and concessions. given the anti mccarthy faction especially in the debt ceiling when he agreed to use this flag here to push for spending cuts, alex phillips who is the chief political economist for goldman

sachs research said this, quote, hurdling toward the deadline for raising the debt limit would sow chaos in financial markets. . including for stocks and treasury bonds, so, how damaging could this be for both the economy but also for the gop politically? >> well, for our country and our economy, it could be catastrophic. there's no doubt about that. we cannot default on the debt ceiling. the other issue at hand is, kevin mccarthy is going to have to work with some democrats to get this done. because he must get it done. after the show that was put on over the last few days, people do not trust republicans to get things done. if there is any fallout to be had, the longer they don't pass the debt ceiling, it will fall squarely on the republican shoulders. , he's going to have to work with democrats, because there is no way he's going to get all of the caucus behind him. on a deal. there's just no doubt about. it because he will have to

deal. there is still a democratic president, and a majority is held in the senate by the democrats. so, he has to deal. you know, those rules, to be fair, there's a lot of people making a big deal of the motion to vacate. which is significant only because it's at such a tight majority. that rule has only existed for four years. it existed for decades upon dock -- upon decades before it was changed before. it was the narrow majority that makes a difference. and that's what we're going to see, going back to the debt ceiling is, mccarthy's going to negotiate, he's going to work with some democrats and then there's going to be a motion to toss-up. and that's going to take time. >> but daniel, won't he be in a position of weakness at that point? president biden offering his -- congrats to mccarthy, he, said we are this already, i'm prepared to work with republicans when i can. and voters made clear that they expect republicans to be prepared to vote -- work with me as well. as we talk about this, we talk

about negotiating a raise in the debts years seal in what will mccarthy be blocked from working with democrats on this won't be in a weak position because of his very slim majority in the hold? the small faction has over his power? >> to what mccarthy's is the puppet of the house. he is not really the speaker of the house. he has given everywhere, everything away. and i think what we are going to see is that these insurrectionists, these, the lauren boebert, the matt gates's of the world, they are not interested in actually governing. they don't have a plan. when you talk to them about things like the debt ceiling, whether it's immigration, how to move this country forward, inflation, any of those issues, they don't have a plan for it. what they do is what we saw this past week, which is a circus. what they do is pander to their base and then use it as a way to grift and build their finances for themselves. so, i don't really see what it

holding a unilateral cease fire, his forces do not appear to be honoring. it let's bring nbc's matt bradley, joining us live in kyiv. it is orthodox christmas, it sounds like ukrainians left off vladimir putin's offer for a cease-fire. it looks like ukraine got a few big ticket gifts that were on their wish list as well. tell us about that. >> that's right, not just for this christmas, but for the christmas we celebrated in the west. remember one volodymyr zelenskyy was in washington, he got a lot of the top items on his christmas list, including those patriot mitchel -- missiles that washington has long denied. and now just in time for ukrainian and russian, eastern orthodox christmas, he got, as you mentioned, bradley fighting vehicles, but not just from the u.s.,. also from france, and from germany. similar type vehicles, armored infantry vehicles, able to shoot long distances. but that's not all he wants, court, the top brass here are also looking at long range

missiles, they want real tanks. because the bradley is not an actual tank. it's a fighting vehicle. they want m1 abrams tanks. and they want those a german murderer tanks. those are the kinds of things they can take on the offensive. and they are waiting for a new russian offensive, that is going to require this kind of heavy, heavy equipment. and really stuff that can get them on the offensive, and even strike into russia. which is something that washington has long wanted to provide them with. >> let's talk about the human factor. how are ukrainians celebrating trisha -- traditional christmas day today? >> it was a really interesting day. we were at churchill this morning. and you, know there's a lot of suspicion between two different charges. of, course we are talking about an identity now that has been forged by vladimir putin's invasion. when vladimir putin invaded, he said that ukrainian identities, ukrainian nation had doesn't exist. and whether ironically, he has kind of created it more than it was before.

and that is what we are seeing in the churches. there are two competing main orthodox churches here, one of them has its main allegiance, it's more of a breakaway church, to ukraine itself, and the other one is still within the moscow patriarch. so if you're still following me, one of the churches, the main historic church, here in kyiv, the least ran out. and it was given over after that to the more ukrainian church. so for the first time, we've got to see this morning, ukrainians celebrating christmas mass, in the ukrainian language. not in russian. it was a hugely emotional experience, but also underlined a lot of suspicion that folks here feel towards representatives of moscow,. pollute particularly religious representatives. i spoke to one of the parishioners, and this is what he told me. >> i name them spies from kremlin.

house earlier this morning. the 34-year-old from new york faces several investigations into his campaign, following an article published by the new york times last month. he's also facing calls to resign santos. was elected in november to represent new york's third congressional district. it was an open seat. another round of storms hitting california now, after a week of flooding, damaging, winds and snow, battered the west coast. nbc's scott cohn is in capitol california right now. what can west coast residents expect, and can you explain what an atmospheric river winter storm is? >> sure, cory, essentially, as the name implies, it is a huge amount of moisture that gets pulled apart by storms turning, in the pacific ocean. that is not necessarily all that uncommon in california in the wintertime. but what happened here was an atmospheric river in the storm that came ashore, for very powerful storms at high tide, with heavy winds, and that was

the worst possible recipe for this historic resort village of capitola. which just got decimated. there is a series of restaurants along the beach side here that basically have been put out of commission. some of them structurally unsound. a huge amount of debris floating in socal creek, and monterrey bay, which is next to me. and you can really see how powerful things are when you see, as you're looking at now, the capital low wharf which has been here since 1857. and now has a big, about 30-foot chunk taken out of. it so, what they are doing now, here in capitola, and elsewhere in the state, is trying to clean up before the next storm pushes in. >> we are looking at just putting it back together as fast as we possibly can, get back, gobbling those other businesses that need us to survive. the restaurants are what draws people down here. >> and that's the issue this next storm that's coming in, we
