symone. we are kicking things off at the u.s. mexico border. at this very hour, president joe biden is in el paso making his first visit since taking office. ahead of biden's visit today, people being arrested outside of church shelter. we will have an update from gabe gutierrez who is on the ground in texas. plus, new congress means new rules. what republicans have proposed, such as banning federal abortion funds and blocking asylum seekers from entering the country, it is a mess that will keep you up at night. we are digging into their proposals and the fireworks ahead tomorrow. the buffalo bills will take the field for the first time since hamlin's life-threatening injury today. teams across the nfl, they are paying tribute to number three. we are talking to a former nfl player about the teams emotional return inspired by hamlin himself. i am symone sanders-townsend, i have something to say.

at this hour, president biden is visiting the border in el paso, texas. this is his first visit to the southern border since becoming president of the united states. biden is about a tour of facility at the bridge of america's port of entry. he is meeting with local officials and calling on congressional republicans to stop blocking funding for immigration reform. the trip he is on just comes days after the administration announced new policies to expand and expedite pathways to legal migration with new consequences for folks who failed to use them all while increasing resources to border communities. and one of the new policies, up to 30,000 people a month from venezuela, cuba, nicaragua and haiti, as long as they have a sponsor, and have been vetted

can be admitted to the united states with the work authorization for up to two years. this process is similar to a program for ukrainians. the difference is, under this policy, people from those four countries who don't qualify for the program will be removed from the united states and mexico will take up to 30,000 of those who are removed per month. tomorrow, president biden will attend a north america leaders summit mexico city where he will meet with canadian prime minister trudeau and mexican president lopez obrador, they won't discuss the border crisis, but also the causes of migration. let's just talk about it. president biden, he is making tough decisions about an issue that many in washington have avoided because it doesn't benefit them politically. there are no easy solutions, folks. there is a reason that so many people are eager to leave their home countries at great risk, to great on certainty, folks are often facing danger, violence and poverty in their home countries. no one wants to leave home,

everything i described, those are the root causes of the migration crisis. a surge in border crossings is the effect. president biden wants to fix the root causes of migration. he led the work on the issue during the obama administration. he is now tasked vice president harris with addressing them during this biden harris administration. i witnessed firsthand the relationship vice president harris established with the presidents of mexico and guatemala all to provide diplomatic solutions as, well as her work with the private sector to create economic opportunity for people living in northern central america. tough issues. nbc's gabe gutierrez is here with us virtually, he is in el paso, texas. he is covering the visit to the border city. gabe, i have been watching you today. ahead of president biden's visit, i know that you're there as people were being arrested outside of a church's elder. can you tell us why they were being arrested, what happens to them now? >> hello, simone.

good afternoon. tough issues. yes, this morning six migrants were arrested outside of this sacred church which is a shelter. you can see, there are still a lot of people here. just look at how crowded this is. at least six migrants were arrested by officers from el paso pd and they have yet to say why they were arrested. i did briefly speak with -- two who are arrested they told me they were discounting money. however, according to a lieutenant with el paso pd, he says all the arrests were because of a criminal violation of the law. that is all they will say at this point. as we walk this way, symone, since mid december, there has been a 70% drop an unauthorized border crossings, according to the biden administration. as you know, mitch september, officials are saying they're seeing up to 2500 border crossings a day. they said that they just couldn't handle it.

you need an introduction. you mentioned some of the families. the desperate trip to get here. i was just, a few moments ago before you came in, i was speaking with this woman. she is from venezuela. hello. i am going to ask her to and do a simultaneous translation, so you get a sense of why. >> what did you come to the united states? >> [speaking non-english] >> she says, it's because of the political situation in venezuela. maria, how much time did it take you to get here? she says it took her four months to get here, symone. you can see these children right next to hear. two of them are her own, there are other families. she was telling me how difficult it has been to sleep here in 35-degree temperatures overnight. she doesn't know where she's going to go next. [speaking non-english] what is your message for president biden? >> [speaking non-english]

i was talking with her here. it might be hard to tell. it is emotional for her. she was telling me that one of her children almost died in the jungle on the way here. she says she wants president biden to give them an opportunity. now, her story is indicative of something i've seen throughout the day. many would like to see president biden and give him the message. they have not been able to. the president, as you, know is not expected to come to this location. he is touring this port of entry. he's touring migrant processing

facilities. many of these migrants that have come from faraway places from nicaragua, venezuela, they say that they came here out of desperation. there is some misinformation. they thought that because specifically with venezuela, because a pearl program that was announced seven months ago, limited circumstances, they have to apply for asylum before they got. here they thought that meant everyone could. come there may be told that by friends and family. perhaps by smugglers. it really is indicative of how complicated this crisis is. despite the politics, whatever happens in the political sense, these are the families that are stuck in the middle. there is right now, they are in complete limbo here. it is a problem that has not been solved for decades. they are the ones stuck in the middle. >> they are the folks who are suffering, gabe. absolutely. these are the folks who are suffering. thank you so much for bringing us the story,. gabe nbc's gabe gutierrez. thank you, we will be watching you.

thank you. i want to bring in congressman joaquin castro. he is a democrat who's district includes san antonio texas. thank you for being here. you were briefed by the administration on this new immigration policy. you shared a statement last week. you call president biden's new immigration policy inhumane. why? i asked that question after seeing the conversation that my colleague gabe just had with that woman and her family there in el paso. >> [inaudible] [muted] >> i think you're muted, congressman. >> oh, there you go. i give the president, first of all, a lot of credit for taking on the issue of asylum and asylum seekers. for trying to take action and for going to the border and seeing the situation for himself. i think that takes a lot of

political courage. because, as you saw, as other american, saw during the run up to the 2022 elections. the border and this situation was the number one bogeyman for republicans. so the, president is going there for himself to see the situation. i also give the president credit for doing things like trying to provide work permits for folks who are seeking asylum and wanting to come to the united states for allowing them to apply for the whole compound countries. where my criticism delay is that the administration is expanding the use of title 42 for people from a few more countries. title 42 was put in place by the trump administration during the height of the pandemic. it was spearheaded by stephen miller. it basically kicks everyone else, expelled them automatically under this idea that there is still a health emergency in place. it really is a disingenuous way to just immediately expel folks and threaten their ability to apply for asylum.

there is also another problematic part of. it it is a transit ban. they are saying for a lot of these folks that as they make their way up to the united states to present for asylum, if they don't apply for asylum in one of the countries along the route, they are going to be banned for a certain number of years for applying for asylum in the united states. >> congressman castro, your criticism, your criticism of the policies are similar to criticisms that i've heard from other democrats, frankly. democrats, fra nkmy question is, what would you have the president do instead? obviously, congress has a role to play here. do you think that this congress, given the dynamics in the house of representatives, is a congress where we could get an immigration bill, a bipartisan bill? >> great questions. number one, the congress in december it passed two billion dollars to deal with the exact situation that the president is seeing and el paso, texas. immediately, what the president should be doing is making sure the money gets to places like

el paso and del rio and eagle pass and other cities along the border that are facing this humanitarian crisis. so, that is the immediate part. there is also a longer term solution here that really not many folks are talking about. you actually alluded to it. there are root causes to migration that we're not really dealing with. you need to set a martial plan for central america and other countries where you are seeing most of these folks come from. until we can help build up and support the economies and help them rid themselves of the drug cartels that are threatening these peoples lives and the economic destitution, you are going to continue to see migrants try to seek asylum. your question about congress, i mentioned the december appropriations. let me be clear. congress has failed for years by not fixing the broken immigration system. republicans are really the party that is mostly to blame for that. in 2014, the senate passed with flying colors a comprehensive

immigration reform bill. john boehner refused to put it on the floor the house for a vote. we have never gotten close since then on reform. >> your point is that this is a large issue that is not going to be solved overnight that has plagued many of congress, is not just 180. congressman castro, i could speak to you all day long. i know you have places to be, sir, i appreciate your time today. i hope you will come back to continue the conversation. >> absolutely. >> thank you, i now want to welcome marisa limón garza, the executive director of the immigrant advocacy center. marissa, thank you for being here today. as we have this conversation, president biden is touring a processing facility in el paso, texas. the organization that you have had provide legal services to folks in the league in the area. i am very interested and what you would say is the greatest need the families you serve have. if you are there with the president today, what would you

tell him? >> so, our main concern is that people have access to information that's going to affect them. so, the administration has rolled out and gone through very well different new policy priorities for the southern border. for, us it is really thinking about the people that are going to be able to access the protections and that they have information in language and a way that is meaningful to them. demystifying some of the asylum processes, helping people access the information, this is critical. having this available in multiple languages, using technology to our benefit, but also being mindful that there are real limitations that still come with technological advances. that we have to be prepared to solve for those issues. so, for us, it is really that communication, the engagement, making sure people have information that affects them so they can make mindful decisions for their future and their lives. >> my colleague gabe gutierrez is in el paso right now. he spoke to a woman who talks

about why she came and made the dangerous trip. she said it was political situation in venezuela. what are the families that you serve telling you about their reasons for coming here? >> the families we serve have a variety of reasons for coming, whether it's abject poverty, gang violence, government corruption, political realities. it is a whole host of challenges that people face. it is also a lot of the ramifications of the covid-19 pandemic. it is not only something that has impacted us from a health perspective, but really, the drying up of jobs and of opportunities to be able to survive is a very real for the clients we serve. so, it is important that is also held up as a point to remember. these conditions have been there for years. also it includes some of the united states involvement in the region. and that is what is required to make sure that we remember that that is why some of this is happening. >> lots of attention about el paso today, obviously. lots of conversations about the border. what are you hoping comes out

of president biden's trip today? presidefrankly, this north amen summit. with the leaders of canada and mexico. >> we are really looking forward to our real discussion and conversation. not just a fly by visit. more intentioned being put on these issues that are so difficult and challenging. we know the administration has been attempting to do that for sometime. so, we are grateful. we also know that more needs to be done. this needs to be done in lockstep. we are a borderline city. our sister city has been dealing with a lot of the realities at these policies. having strong dialogue with president will be key with president biden when he goes to mexico city to make sure we are getting actual solutions to these challenges that are beneficial for both sides of the border. it is a real phenomenon that is not going away anytime soon. >> not anytime soon. root causes and effects.

court in brazil, and the presidential palace. supporters of bolsonaro refused to accept the newly elected president lula da silva as the legitimate leader. associated press reports thousands of people were part of the mob. there were reports of attacks in at least seven regions in ukraine during a supposed cease fire, says the guardian. russia's had declared a cease in ukraine in observance of orthodox christmas. today, ukrainian officials say at least two more people were killed during russian bombing in eastern ukraine overnight. more simone right after this break. break. biden is still in el paso. we will bring you any new developments from that trip as it comes. i want to take a minute and talk about congress, specifically the new speaker the house, congressman kevin mccarthy. he did win that race for speaker. we are now seeing the first signs of the concessions that he made to his far-right detractors to achieve that win. this 55-page document, we are putting it up on the screen. it was submitted by far-right members of the republican majority and opposes the rules that house should follow as they write the laws that govern your life. these 55 pages, folks, they threaten your rights. they undermine democratic government and they give outsized power to extremists. and includes a resolution in this document.

it includes a resolution making it easier to pass a wave of really crazy extremists bells. i am talking about bills like allowing the homeland security department to suspend people they call aliens from entering the country. bills forever banning public funds for abortion, bills increasing fossil fuel production. the list goes on. the proposal also paves the way for a hyper partisan congressional committees and policies that are designed to make it harder for america to pay its bills. and crackdowns on how staffers try to unite as. what are democrats doing to counter it? well, here to discuss, we have democratic congressman lauren underwood of illinois. she is a member of house democratic leadership. congressman underwood, thank you very much for being here. you are one of the co-chairs of the democratic policy and communications committee, of his-ish an in democratic leadership. i am very interested and how, given everything i just, said

you and his colleagues in congress gosar trying to counter the disinformation that is very likely to emerge from the committees that are described in this rules package. >> democrats are unified. we are working together to make sure that we have an opportunity to deliver for the communities that we serve. this house republican conference is extreme in every way. as you outlined, they put forward a rules package that is designed to paralyze congress so it doesn't work for the american people. so, we are really focused on making sure that we are communicating correctly about the priorities that are most important to working families. >> congresswoman, some people may not know, you are actually a nurse before you are a member of congress. >> yes. >> in this package, one of the bills that is promised to put on the floor, given this rules package if it passes, a bill that targets a woman's ability to make decisions about her own body.

particularly a move that forever bans public funds killing two organizations or entities that provide the service of abortions. tell us why this is so dangerous from your perspective as a health care professional. also, if you push through congressional hat back, on what can be done to stop that? >> we know reproductive health care's health care. we have known for months that this extreme republican majority when she to criminalize women seeking the reproductive health care services that they need. so, this is just their first step in the process of doing so. so, it is a very important that our senate colleagues, the senate democratic majority continues to stay united in order to block whatever extreme bills that house republicans can move forward. we also know there are a variety of steps that we can take in the house to make sure that we sort of have the harsh impacts of this -- >> we will be watching for

president biden is at the southern border today. he is, as we speak, on his way to the el paso county migrant services center. this is his first visit to the border as president. president biden also reviewed border enforcement and he met with and his meeting with local elected officials in el paso. now, republicans have a very predictably slammed the appearance as nothing more than a photo op. even though they are the ones

usually during the photo ops of the border. this is ignoring the larger objective of the visit, offsetting, offsetting the real cause of migration. by a person or family must make the heart wrenching decision to leave their home country and hopes of a better life. what happens at the united states mexico border? joining me now to discuss it all, is eugene scott. a senior politics reporter for axios. and msnbc political analyst and former housing and urban development, secretary julián castro. also here, former republican congressman and nbc analyst carlos curbelo. do we not to see the former secretary? i want you all to know, we saw his brother, a congressman, that's the kind of family i want to be. and okay? people who are doing the things! i am actually going to start this conversation with some comments from the republican governor of texas gary abbott. he made these morning about president biden's visit. i want everyone to take a listen. >> this visit is about two

years too late and about $20 million short of what needs to be done. all he's going to do down there is re-arrange the chairs on the deck of the titanic. he's not going to achieve solutions that will make the border safer and more secure and stop illegal immigration. >> so, hours later from that video, the interview, as the president arrived on the tarmac, the governor hand-delivered the president a letter that reiterated the criticisms and urged him to take further action. we haven't seen the letter. that's what they say was in. it congressman curbelo, i wonder what you responses to all of this? >> i think two things are true. number one, congress has to act on immigration reform. we do need to invest more and border security. of, course we have to modernize the immigration system so people can come to our country legally more efficiently. and also, we need to invest in latin america. if we invest in latin america, we provide economic opportunity

in latin america. that is good for american trade, for american exporters. it will also help alleviate the immigration situation. now, at the same, time i think the biden administration has realized the situation at the border. not just at the border, here in the state of florida, we are getting dozens and dozens of undocumented immigrants every day coming. it is just not tenable anymore. the biden administration does have to show they are trying to address it in a meaningful way. that is one of the big reasons -- democrats of scored low on immigration in poll after poll. they're trying to show proactive engagement. >> eugene, the congressman is saying something that i have, frankly, heard from folks across the political spectrum, right? it is not just the white house here. congress has a role to play. as secretary -- as congressman castro described to me my conversation, 2014 there was a bill on the floor and wanted anything when republicans were in charge. talk to me a little bit about congress's role here.

what you are hearing from your sources about this very thorny political issue. >> we know both voters support immigration reform. they want to see laws put in place that improve our current situation. so, lawmakers who have historically just said, no and pushed against biden are going to be forced to answer to their voters. especially as we head into an election. there is going to be an incentive to come to the table. especially after last week's chaos to, be able to say that, actually, we are doing something to improve the situation. beyond the soundbites and the politics of, it there are people on the ground who are directly impacted in the business community, faith, housing, by the current immigration crisis. they want solutions from congress. not just the white house. >> this is such an important pint, secretary castro. let me bring you in here. both what eugene is saying, also what we heard from congressman curbelo, there is a human aspect of this. the toll that is in flux, this influx of individual takes on

border communities. also the inhumane treatment of folks crossing the southern border. how we talk about people. we just saw on our program, a woman with her children talking about why she came. she is sitting with her children outside in the cold. talk to me a little bit about how we can maybe re-center this conversation to talk about people. >> a great point, simone. we can't forget that right at the heart of this are human beings. they should be treated humanely with compassion. the administration can set a great example of doing that. in small things and bigger things, small, things that hopefully present biden has an opportunity to speak with some of the migrants and hear stories like the one that gave talk to the asylum seeker, the woman about. there with her children. also in the policies that we do adopt. going the other direction from the trump policies like title

42, the transit ban, they are inhumane policies. finally, making sure that we support both government efforts and non government efforts to ensure that these folks can be safe. one of the big differences between that what the biden administration is trying to do at desantis and abbott time trying to do with these migrants, the administration has been trying to make sure that when people move to somewhere else in the country, if they are transported somewhere, it is arranged how they're going to be received, so there are charities or other nonprofits that can provide relief and comfort to them. a place to say. they are treated compassionately inhumanely, not like abbott dumping people on the side of the road and 18-degree weather on christmas eve. we can set an example about how to be different compassionate. >> i would also like to note there is a piece that the private sector can play. they can take a role in. this that is some work that vice president harris has been doing. we can talk about the issue of

immigration reform all day. we will be watching with president biden, if he says anything while he is down there on this facility to her at the migrant services center. >> i want to talk about congress. we had a hell of a week last week. tomorrow, there is going to be this upcoming rose package about. i want to play everything went republican congressman jim jordan said this morning about just that. >> i think we will get 218 votes, understand, this rules package is designed to stop what we saw happen 15 days ago, where the democrats passed a 1.7 trillion dollar monthly straw city of a bill that spent the american taxpayers money and all kinds of crazy ways. >> congressman curbelo, jim jordan's chastising democrats for -- he was also projecting some optimism about this package. do you -- are you hearing the same optimism from your former

colleagues? what are you hearing about this vote tomorrow? >> simone, certainly centrist republicans have been frustrated by this whole process. they don't like the concessions that have been made to some of these freedom caucus members. there are planning potentially to file an amendment package. some members may not support the rules package. they have expressed concerns about it. jim jordan speaking to with a lot of confidence. of course, we never know what's going to happen until the vote gets opened. there are certainly centrist members in the house republican congress there are going to push back on what we have seen over the last week from the freedom caucus members. they understand that they have to start asserting themselves. because otherwise they are going to be in political peril come into years if these freedom caucus members force them into difficult positions and unpopular positions in a lot of swing districts. >> an important point, eugene.

sport but this was different what happened to tomorrow amlin so talk to me about what you would be feeling over the course of this week, former players, current players. i know you've been talking to folks. >> yeah, symone, when you look at what the players reactions was on the field when the mark went down, immediately everyone kind of knew that this was not something normal that we've seen. this was not something that we have been condition to deal with. we have a condition as players to deal with injuries like broken bone, a startling man's. even in some instances concussions, right. this is something different. you saw the way he fell. and then you could see the anguish on the players faces. both teams. that's something that i had never seen before. so when i saw the players, reaction we couldn't see what was happening on the field to tomorrow. when i saw the players reaction, my awareness that the gravity of the situation is dire. we came to learn that he was being administered cpr. these players were watching their brother, right? they are watching their brother on the field. the fact that he was down there

for so long and being administered cpr, it hit everyone. you listen to them are now, it's inspiring. it is a miracle. >> it is a miracle, it's inspiring. i also think, though, this is sean alight on the nfl and how it treats its players. he wrote a stirring op-ed in the l.a. times. i want to put some of it up on the screen. he is a sports editor of the nation. this is what he said. quote, the lead delivers with the tagline football's family. an image of violence without consequence. or at least violence suffered by largely anonymous overtly black athletes who sacrificed our bodies and minds week after week. the nfl has survived scandals in the recent past, concussions, violence against women and racist abuse, and it hasn't slowed down the league for a nanosecond. perhaps this is different. what do you think about that? >> i think this is different. you look at now what the nfl has done and also the buffalo bills. -- the great organizations they

have at orchard park. they have come to an agreement with the nfl, the nfl pa, the players union. to give damar, essentially, right out his entire congress contract. >> he is not under a guaranteed contract, he's not a vesta player. >> no, he's not a vested player, he doesn't have a guaranteed contract. to be blasted, yet out three years was three games. he loneliness echinacea. so, if he doesn't play another, game he is not entitled to the benefits of post career nfl players, the, pension to mention a few, and the five years of health care that they give us after we retire. after five, years that's where it stops. so, i think a lot of the conversation now is shifted to the players. we understand that players assume the risk, right, of playing football. we don't assume, we don't necessarily assume the risk that we are risking our lives aren't there. we are risking our bones and ligaments and things of that nature. the fact that this happened to tamar and he was able to miraculously pull through, he has a long road to go. this opened up the eyes to a lot of people. i think they're going to be a
