does he have to show for it? the >> california republicans quest for the coveted gavel has come at a steep cost. the new rules package scheduled for a vote tomorrow includes a measure that would allow single member to force him motion to vacate. the speakership. it also makes it harder for lawmakers to raise spending taxes and the debt limit. if that package does pass, mccarthy will take office as the weakest speaker in modern american history. let that sink in for a moment. but right now, that is a real, it is real, considering some members of mccarthy's own caucus are already voicing their opposition. >> i like the rules package. it is the most open, fair and fiscally conservative fact which we have had in 30 years. i support it. but what i don't support is a small number of people trying to get a deal done or deals done for themselves, and so i i am on the fence right now about the rules package vote tomorrow for that reason. >> so with the possibility of

another embarrassing vote on the horizon, the speaker may take some solace in the fact that you can count on the support of at least one man, donald trump. here he was yesterday, expressing his gratitude for the disgraced ex president. >> i do want to especially thank president trump. i don't think anybody should doubt his influence. he was with me for the beginning, somebody wrote the -- before he was there and he was all in. he would call me and he would call others. and he really was i, was just talking to him tonight, helping get those final votes. so during the four-day speakership spectacle that we just witnessed, trump lobbied hard for the man he once referred to as quote, my kevin. trump worked the phones, attempting to get members of his maga base behind mccarthy. in fact here you can see marjorie taylor greene during one of those votes trying to pass the phone to congressman matt rosendale. the screen shows the initials d t in green later confirmed

trump was in fact on the line. but the congressman appeared to brush off the ex presidents call. that is telling. in the end, trump's support for mccarthy wasn't enough to flip the chamber's most conservative members. six maka republicans, including rosendale, couldn't stomach voting for the new speaker. instead, mustering a mirror present vote. so has the trump factor lost its luster? the ex presidents fresh off a disastrous midterm performance were his once-coveted endorsement, less like a golden ticket, more like a kiss of death. trump's own political future is still to be determined, pull after poll shows him trailing other conservatives like florida governor ron desantis in key matchups for the 2024 gop nomination. and now the republican party -- can't even managed to keep his maga house in order for a simple speaker vote. let's discuss this and a whole lot more with freshman democratic congressman daniel goldman of new york was a former assistant u.s. attorney for the southern district of

new york and served as lead counsel for the first impeachment inquiry against donald trump. he's a friend of the program and first time as a congressman though, spoken to many times before in many capacities or real pleasure. congratulations. >> thanks. it's great to be here. >> let's start with this week. did you ever imagine that when you were a running for office and be, when you were winning, that this was how your first week in congress was going to be? >> no. of course not. you go there with the express hope and purpose of actually getting down and doing the work, to living the salts that we talk so much about on the campaign. and then you are confronted with chaos and dysfunction beyond anything anyone could have predicted. it wasn't a surprise that there was going to be a speaker vote on january 3rd. kevin mccarthy had two months to do this. and he sort of decided he was going to roll into it and see what happened. and what i think is the takeaway is that if two months advance notice gets us what happened last week, then we are

really in for a dysfunctional and chaotic congress, because this republican party can simply not govern. it can't even do the simplest task of selecting a speaker during the course of an entire week. they bungled the whole 14th vote on friday night and i mean they miscounted it they literally thought they had a speaker when matt gates said -- they'll stood up in clap but they didn't realize that they had miscounted. so if this is a sign of what is to come, it is going to be frustrating and really just disheartening for the people who want results. >> speaking of the first -- i guess we will get a glimpse of that tomorrow with the rules package that is supposed to be passed. let me play for you what your party leader said about that process. look at your reaction to it. watch. >> well our general concern is that the dysfunction that was historic that we saw this week, is not at an end. it is just the beginning.

and while the congress was held captive, this particular time, what is going to be a problem is if the american people will be held captive over the next two years. to the extreme of the republican agenda that apparently has been negotiated into the house rules and the functioning of the congress. >> so, mccarthy made some serious concessions to get that gavel. some dangerous ones. what are you concerned about the most as this package begins to take shape? what are you concerned about in this rules package? >> so part of it is the rules package of, a part of it is a separate agreement, in writing, that he apparently and reportedly entered into with a number of the hard line conservatives. so when the rules package, only one member needs to file a motion to vacate, which basically means a confidence no confidence vote on the speaker. he can be removed. there are some really really disturbing aspects of the rule package that, such as gutting

the office of congressional ethics just as someone like george santos gets to congress as part of the republican party. oh how conveniently i'm going to got the congress's ability to do that. but the real concern i think is what is in that outside agreement. where he gave away the story to the hard right maga waiting. and basically he said that he will not raise the debt ceiling unless there is a comparable amount of spending that is removed. the only way to do that, let's be real, the only way to do that is to gut social security and medicare. that is the only way that you are going to get that spending cuts, match what the increase of the debt limit is. they are building out this special committee on the weaponization of the federal government. this is -- the iris, fbi, deep state things like that. that is what they say. but in reality what they want to do is undermine the special

counsel's investigation into january 6th and donald trump. the real, i mean it is not even irony in, shock of it all, is that investigation relates to some of the republican members, including someone like scott perry. maybe even jim jordan, who both say they want to be on that committee. this is a committee to obstruct justice, let's call it by what it is. so there are a number of things that are really concerning, not just in the rules package but also in the agreement that mccarthy made in order to, as matt gates says, not a democrat, sell shares of himself in order to get the speakers gavel. >> can i get your thoughts, you are in such a unique position, as i mentioned you are a lead counsel for the impeachment of the donald trump. now that the january six committee is done with it because the republicans have taken control of the house, where do you want to see that investigation go? i mean, now what can congress do? how do you still pursue accountability for the people

that are responsible for the incitement on january 6th? >> well, what is really wonderful to see inflicted earth couldn't wrapped up their investigation. they completed their work. it was an incredibly detailed, exhaustive investigation and report and they provided a roadmap for the department of justice, for the special counsel's office to follow the evidence. and so what i expect is that the accountability now transfers from congress over to their department of justice. to truly hold accountable those people who violated the law. so that is what i think we will see in terms of true accountability. but there is a lot of legislative priorities that i certainly want to bring, including access to the ballot, preserving and protecting our democracy in any number of different ways, that we will continue to champion as we go forward. >> best of luck to you. you are already dealing with, you have the first international crisis down in brazil, have any thoughts on what is happening there given

that we witnessed something so similar on january 6th? >> a couple of things. thank goodness we were sworn in a friday. if we were not sworn in on friday, none of us would have classified access to the classified information we would need to understand what is really going on on the ground there. but second, look at what we are exporting. look at what donald trump is exporting around the world with this anti-democratic authoritarian strain. it is not just him anymore, as we saw last week, it is the republican party. that is what we are exporting to brazil and that is scary. >> daniel goldman, congressman daniel goldman, it is always a pleasure. thank you so much. we hope to see regularly on this show. >> i would love to come back. best of luck to you. >> -- for politico and coauthor of -- political contributor and maria -- founder of true media group an msnbc political analyst, marie i would like to start with. you and just get your thoughts on these developments that we are hearing about in brazil. supporters of the former

president jair bolsonaro storming the country's congressional building, as gotta say as we were just discussing with the president, it is eerily reminiscent of what we saw on january 6th. >> so i am thinking about how topsy-turvy the world's and it is not so much topsy-turvy, in fact there is kind of this, a sense of calculated, problematic's for example, when i was in brazil in 1981, lula, if you are a sympathizer of lula you would have been put in prison because he was a leftist, revolutionary from -- the workers party. and then relive becomes president and then he is oh and accused of corruption and serving time -- here is the thing. the united states does set the world tone, do you know that. the dominican republican, -- they roundup haitians en masse and they deport them and they call them illegal human beings and they say, we learned it from the united states.

it is so it is absolutely about exporting this kind of ideology. >> eugene, i know this is a developing story, how has the u.s. been responding so far to the storming of government buildings in brazil across the board, when we talk about the official u.s. government and then senior officials and politicians for both parties? >> exactly. you are kind of, from democrats president biden and the administration, you are hearing the denunciation of this behavior. some of them are bringing up, when you talk to them, january six in the how it looks very similar. they are standing with you know, small democracy which is no surprise. you are not hearing a lot from republicans. i think because there is that connection, excuse me, to -- that we are all talking about. but there are few that are denouncing it, and i think that will continue. like maria is saying, this is a reminder, i think, that all of the behavior that happened here in the ensuing days and months

after the 2020 election, it is something that we will continue to see around the other countries, because when you say that the country that was supposed to be democratic, people did the same thing, why should people behave any differently? i think people who care about democracy are very concerned about that. we saw that today. >> when you see the president, -- the most powerful position in the free world, so to speak, begin and promote election denialism, it has consequences. we see now world leaders around the world, like what we saw on brazil, deny the results of their election without any substantial basis. eugene and maria, we are just getting started. please stick around. coming up, president biden traveling to mexico city after making his first visit to the u.s. mexico border as president. we are going to get into that with mike sunday panel but first richard louis is more here for the breaking news out of brazil. >> amen, good evening. the latest right now in terms of what we know in the last couple of hours.

we now understand that authorities are saying they have cleared the country's congress, the supreme court and the presidential palace of protesters, that they have arrested over 400 people in that process they used tear gas against the protesters who refused to accept the results of their presidential election as, you have been discussing there. this all started today. supporters of the former far-right president storming the buildings of the three branches of power, clad in yellow and green, they climbed on top of the federal buildings and break windows and once inside, the far-right presidential supporters flew the flag of the empire of brazil. that is a symbol of the country's far-right. nearby, mobs also gathered outside the presidential palace and made their way inside the supreme court as well. jair bolsonaro, who lost the election and his supporters, falsely claiming the results were of fraud, and that the election was stolen. a similar dynamic to two years ago when supporters of president trump raided the u.s.

capital, in fact former president trump did record an endorsement video for bolsonaro, just in october. and the violence comes a week after the inauguration of the new leftist president, and after four right supporters -- electoral system gave fraudulent results they, provided no evidence of that by the way, the new leftist president lula da silva approved federal intervention in the area until the end of january, that -- he addressed today, he also said he returned to the capital to assess that damage. the white house saying president biden posted -- condemned the violence calling it quote, outrageous. against the latest for you all, all three branches of brazil's government have been cleared of protesters does of this hour. more updates as we get them. for now, more ayman right after this break. te this break

more than 400 people have been arrested in connection with the storming of the country's congress and government buildings according to the federal district governor. the attack comes a week after president lula da silva the, winner of lastly years presidential election was sworn into office. i'm joined now by google chakra, international -- in brazil. mr. chakra, thank you so much for joining us. can you just bring us up to speed on what is the latest that is taking place there in brazil at this moment? what are you hearing? >> hi, thanks for having me. first of all, there will be a federal intervention brazil so -- brasilia, the brazilian capital now is in the hands of the brazilian federal government. it is not under the brazilian government anymore. as you said, 400 people were arrested. there is a lot of destruction in brasilia. in the congresses, in the presidential palace and also in the supreme court. >> there has been a lot of

speculation, if you will, about where president bolsonaro is at this moment. can you just tell us, i mean, what has his role been in this from your reporting and others in your network? i mean it, bolsonaro has denounced the supporters storming congress but he has rejected accusations that he bears any responsibility for this through his lies about the election being stolen. i just want to get your thoughts on where you think he is in terms of responsibility for what we saw play out today. >> he is now in florida. he is in the united states. he left brazil two days before lula and his eggnog ration. he has a responsibility for sure. because those people are his supporters. they are following what he was saying all over the past few years, especially in the months leading up to the election. after the election he wasn't talking much, but since before the election he was talking about the possibility of fraud

in the brazilian election. and there is no evidence that that happened in the brazilian elections. so he bears responsibility for what is happening in brazil. and his supporters and also himself, you are looking for sure -- as they were saying before, you are looking at what is happening in the united states on january 6th. >> all right, who got chakra, this is developing story so i greatly appreciate your time this. evening we will be in touch with you with i am sure throughout the next couple of days. thank you sir. >> thank you for having me. >> we want to switch gears now to mexico city where president biden landed just moments ago. he is attending the north american leader summit tomorrow with mexican president -- obrador and canadian prime minister justin trudeau. this comes after he visited the u.s. mexico border today for the first time since taking office. on thursday, the administration announced the expansion of title 42 which is a trump era policy that turns migrants away at the border. preventing them from their

legal right to seek asylum. under the new rules, cubans haitians and nicaraguans will be rapidly expelled from the border. this is paired with the program that will allow up to 30,000 migrants from these countries to temporarily stay in the united states under parole if they need to meet certain criteria such as having an illiberal sponsor in the country. title 42 has faced several legal challenges since first taking effect back in march 2020, last month the supreme court allowed the policy to remain in effect even though the biden administration itself has said that it is no longer necessary as a public health tool. my panel is back with me and maria i want to get your thoughts on this. new reporting, i know you have traveled with migrants on this journey to the united states, i myself have been down quite a mullah and seen firsthand some of the journey but i want to talk to you about how you've seen title 42 specifically impact those on the ground. >> oh amen. the thing is is that i could

talk to you about you know the, fact that i've seen people who are trying to get here with legitimate claims and actually trying to find their family on the west side of the border and then all of a sudden they are simply picked up and literally like an animal thrown on the other side of the border into a mexican town by the name of sensible which you have never heard of, which has absolutely nothing, not a bank, not a taxi stand, not a phone stand, not a wi-fi station. and they just throw them there. so the human toll is absolutely horrific but for me the biggest horrific story is that again it is the entire framing of this story. the crisis of humanity is not going to be resolved by those walls and borders that you are showing right now in these images because this has become the narrative. if we put enough boulders up there, if we put enough walsh up there, that this is going to

stop and this is not how it works. first of all these people who are coming are not a threat that. is the most important thing and by the way, joe biden has been a politician for longer than i have been a journalist but he knows better than what he is saying a man. you know that to say that it is illegal for you to come to the united states on this land and ask for refuge and political asylum, that is legal under any term joe. biden did not just fall off into the united states from mars he, knows about international law. and the fact is is that he has an opportunity to change the entire narrative about how this is absolutely manageable, if we are the smartest and most advanced country in the world, and yet, more of the same. >> eugene, there has been some disappointment within the democratic party, democratic senators bob mendez and lula and -- cory booker, they released a statement on thursday

expressing their disappointment in joe biden's new border policies. they quoted, this narrow benefit will exclude thousands of migrants fleeing violence and persecution and who do not have the ability or economic means to qualify for the new parole process. how are we likely to see this play out legislatively? not in terms of legislative direction but just among members of congress and the president? >> yeah, i was going to say, legislatively are not going to see -- what that is one of the reasons we are in kind of in this mess, when it comes to immigration in this country. i think we are going to continue to hear criticisms and grumblings from the left of the democratic party. because i heard over and over from immigration advocates both in congress and among, around the country and around the world, that they feel this administration has not paid attention enough to immigration over the last two years. and that is something they feel strongly about.

so the you are going to continue to hear that. whether or not there is going to be any big things that the administration is going to be able to do, is likely we are going to continue to see that, they say they are hoping to lead a more -- same time dissuading people from coming as you are talking about the president today, as he was walking around, said they need more resources and talking about border patrol in offices down there. so they also talk about threading this needle between being more humanitarian and the trump administration, finding ways for folks to be able to come here, but at the same time knowing that, or saying that all mass as folks come, trying to keep that from happening, because there aren't enough resources and this country has not dealt with the immigration process as it should for a long time. you will say there is a concern now for folks on the left that border policies will be not as progressive or humanitarian as

they want them to be because we are heading into an election season, we are heading into a time where president biden who is likely to a gun again for president is going to need to move back to his centrist roots. what does that do to the immigration policy in the united states? >> maria, one of the things that has been interesting and eye-opening is just how much america bears responsibility for what we are seeing in some of these migration flow crises. i mean, there is a lot to be said about how the united states has historically intervened and we can some of these states that are currently going through this turmoil that is fueling the migration into our country. yet, there is little to no recognition of that by white house officials. and i feel like you almost cannot address the problem without addressing americas historical construct fusions to this problem. >> amen, i mean, if you and i were able to have a direct line into the white house and we were able to talk some kind of logic right, let's have a historical conversation about

this, and by the way i have to disagree with eugene. i don't believe that this is the future or should be the future of the democratic party that they have to go to some kind of centrist issue on the issue of immigration. there is no centrism right now on the issue of immigration and you know that eugene. i'm not wanting to come after you. i'm simply saying that a, this democratic party has been so cynical on this issue of immigration, and yet look when everybody saw it a breath of relief because of the midterms. because of the fact that black vote so -- young people came out and supported the democratic party under this president and in fact with those voters wanted is much more humanitarian perspective on the issue of immigration? a change in the narrative entirely, and the issue of centrism, you know what is out

>> all right so, let me just apologize for everyone at home who is experiencing vertigo from all of that spinning that we all saw there. yes, republicans were out in force this morning, working overtime and walking all over themselves to try and paint the chaos we saw overtake the cow's this week as a good thing. even staunch anti mccarthy holdout andy biggs got in on the cleanup operation, so to speak, saying the glorified food fight quote revealed a few positives and this is what it a constitutional recall public should look like. yeah. sure thing there, representative bags. now that kevin mccarthy has secured the votes to become host scene oh, speaker in name only, speaker get -- basic duties. but that being said, don't expect the house gop to actually start governing. they will launch a few investigations, maybe toss some red meat to the base and their fox cronies but honestly, i think that is probably just about what we will see them do.

back with me as maria nrfc and eugene daniels. eugene, am i being fair in calling kevin mccarthy a i guess, side oh, a speaker in name only, are the concessions he made to mcvay and company not as severe as some of argued? will he actually be able to govern and do anything? >> i think you are right. i mean, one of the things that we know from watching nancy pelosi over the two years having the exact same majority is kevin mccarthy has is that it is possible to -- razor-thin margin, but when you kind of give away the keys to the house, as kevin mccarthy has, despite what the republicans are trying to say now, it is going to be very difficult to do that. this is a prelude, what we saw over the last week is a prelude to what we are going to see over the next few years, it is going to be a lot of chaos, it is going to be very difficult for republicans to get anything

done. and you know, i think more importantly what we -- should always remember is that the things that we are going to do that far right wing president -- of going to go anywhere, the senate -- do similar things, so it is going to be two years of chaos, -- almost an inability to get his house in order over and over and over again. i would like in the speaker to be -- supposed to be the part that is really really simple, and what we saw is that that is not going to be the case. also, he has empowered a much smaller group of his conch -- if you talk to them would consider them more moderate republicans. and so they are upset behind the scenes by how much he has given to these folks. you are going to continue to hear, as we see this rules package come up to a vote, whether or not moderates get on

board because they are also going to get some power taken away from them as kevin mccarthy has gotten the gavel. -- >> yeah, i was going to say as we heard from congressman daniel goldman earlier, he has had two months to work this out, it is not like he didn't know that the state was coming. he could've spent the last few months making phone calls and whipping the votes and seeing who is coming down where is supposed to letting this embarrassing and humiliating scenario play out on the floor of the congress the first week. and that leads me to kind of get a sense from maria, what the priorities of the u.s. republicans will give? are you going to see anything of substance actually get done? are we really looking at two years of hunter biden investigations and just talking about critical race theory? >> you know, if you think about it on the lighthearted scale and how there is a and attempt to basically, these institutions that say, the supreme court, let's say the election process, let's say

congress, suddenly it is like none of it functions and that is in fact part of what is attempting to be done here. is that there becomes this kind of like, oh well you see, democracy doesn't work, congress doesn't work, throw the baby out with the bathwater. and that at this how you end up getting a military -- you know a man, i talk about january 6th, as you know we are from mexico right, so understand this notion of a coup d'état. happens it, doesn't happen and you move on. right now what we have is a perpetual state of attempted coup d'état. what we just when nest is a continuation of that. it is a protect -- it becomes not republicans, they are democracy destruction estates. they are republicans or are they sympathizers of domestic terrorists? so we all have to actually, it is not a horse race, it is not like oh my god there was another vote and they lost.

democratic prince grassed of alexandrite urquiza cortez. or the republican george central looking rather lowly sitting there all alone. then making friends with fellow republican members lauren boebert and marjorie taylor greene, and nearly forgetting to vote for kevin mccarthy when the clerk called his name. almost like he was going off for something. one of the most iconic moments c-span caught on camera this week was on friday, when a fight almost broke out between matt gates and his fellow republicans might rogers and richard hudson. these images will live on infamy forever and we have not other than c-span 2 thank for that. my son in a panel is back with me. so eugene, what do you make of this? what did you think of c-span and it's free roaming camera? should we make this the norm? what stood out to you about it? >> yeah, c-span -- i think as a nerd, as reporter absolutely. i would love for that to be the case. because i think, it is

but eugene, i'm curious to get your thoughts about the display that we saw this week broadly speaking. this idea that it is kind of good for democracy. is it good for democracy in that we see this infighting among parties out in full display, or can san juan arguably say, this was inviting but it wasn't about anything substantive, and still when we talk about laws and how log are made, american should be able to see that process but that is not what they were going to see going forward? >> yeah, i think that is true. what we saw was how this party is going to be able to operate when it is time to make laws, when it is time to decide the rules for congress and how they are going to operate. so that is, i do think that was a good thing? it was a good thing that -- much harder for republicans to say -- be in a lot of disarray,

2016 and he promised multiple times he would release his tax returns. was promised he never delivered on as he fought democrats to the nail to keep them from being released to the public, but the house ways and means committee has just released six years worth of trumps tracts returns that reveal he paid little to zero federal income taxes during his presidency and may not have donated his salary in 2020 and made millions in foreign income including from china while in office. congressman judy chu sits on the house ways and means committee who released trump's taxes. she joins me now. congresswoman, thank you so much for making time for us

this evening. so what was your biggest take away from these returns? you have certainly seen them, you will covered a lot of revelations here. >> trump was engaged in so much evasion and there were so many red flags in his taxes. he claimed mammoth business losses, in fact in 2016 where he paid almost $750 he reported $30 million in earnings, but $60 million in losses. of course he could to talk that but there is a question as to whether that amount is accurate as in that operating loss carryover from previously years. he also may have deducted personal expenses as business expenses because he had very curious things for numerous of his entities, they had a matching income with his expenses to the dollar like

680,000 in income but 680,000 in expenses and his charitable deductions were very questionable because for instance he claimed $21 million in this conversation easement on his land but had no justification for it and then there is loans to his kids where that may have been his way of getting around paying the 40% you have to salute to be more substantiation as to whether this really was a will. and of course, there are all those foreign taxes and the fact that he didn't have justification for his 1.3 million dollar claim of foreign taxes, pay to other governments. >> interesting. i want to do to get your take on this washington post op-ed arguing pucks trumps tracks returns shows the need to bolster the irs, to discourage this type of tax avoidance. is it is, not going to be possible, do you think with

house republicans vowing to cut 80 billion dollars from the irs budget? >> well, we know that the irs has been stormed to of funds. they were starved by republicans since 2010. who cut money from their budget, and as a result those who, those tax auditors who go after the ultra wealthy have been cut by 30%, in the audits of the ultra wet fee have been cut by 70% over this time period. so we have been losing trillions in revenue. that is why we have to put 80 billion dollars into the irs so that the ultra wealthy could get audited, and also so that it could be better customer service for the average american. now i know mccarthy has made a big deal about stopping that from happening. but, he can't. i mean he could put a bell out, and that maybe is supported by

his republicans but guess what? it is not going to pass the senate and it will not be signed into law by president biden. >> where does the committee go from here? i mean where do democrats specifically vote from here? republicans in the house will most certainly shut this investigation down. can senate democrats pick up from where you left, has but there been any discussion or insight from colleagues across the chamber floor, if you will on, the other side of congress about the? >> well, i certainly hope that the senators continue on this investigation. i certainly would like to see some inspector general report or jay over on why the irs did not do the tax audits of president trump as they were supposed to. they only did one mandatory audit while. they only started it, but they actually didn't complete any of the audits that they were supposed to do and yet this is in their own code. and so yeah, i certainly want
