taxes, and the debt limit. if it does pass mccarthy will take office as the weakest speaker in modern american history, let that sink in for a moment. but right now, that is a real, it is real, considering some members of mccarthy's own caucus are already voicing their opposition. >> i like the rules package it is the most open, fair, and fiscally conservative package we have had in 30 years, i supported, but what i do not support is a small number of people trying to get a deal done for themselves so i am on the fence right now about the rules package vote tomorrow for that reason. >> with the possibility of another embarrassing vote on the horizon. the speaker may take some solace in the fact that he can count on the support of at least one man, donald trump, here he was yesterday expressing his gratitude for the disgraced ex president. >> i do want to especially thank president trump. i don't think anyone should

doubt his influence. he was with me from the beginning. somebody had the doubt of why he was there. he was all in. he would call me, and he would call all of us. and he really was, i was just talking to him tonight, helping to get those final votes. >> so during the four-day speakership spectacle that we just witnessed. trump lobbied hard for the man that he once referred to as quote, my cabin. he worked the phones trying to get members of the maga base behind mccarthy. you can see marjorie taylor greene in one of those votes, trying to pass the phone to matt rosendale. the screen shows and later confirms that trump was in fact on the line. but the congressman brushed off the ex presidents call. that is telling. in the end, trump support for mccarthy wasn't enough to flip some of the chambers most conservative members. six maga republicans including rosendale couldn't stomach voting for the new speaker. instead mustering a mere present vote.

has the trump factor lost its luster? it's off a disastrous midterm in promotion where it once looked like a golden ticket, and less like a kiss of death. it's certain to be telling. poll after poll shows him trailing other conservatives like ron desantis, and key matchups for the 2024 gop nomination. and now the republican party cannot even managed to keep the house in order for a simple speaker vote. let's discuss this and a whole lot more with freshman democratic congressman daniel of new york. he's a former u.s. county where that district and -- appeasement inquiry against donald trump. he's a friend of the program. first time as a congressman though, spoken to before. in many compasses. congratulations. >> great to be with you. >> let's start with those, did you ever imagine when you are running for office, and b, when you are when you won, that this is how your first week and

congress is going to be? >> of course not. you go there with they expressed hope and purpose of actually getting down and doing the work, delivering the results that we talk so much about on the campaign, and then you are confronted with chaos and dysfunction beyond anything anyone could've predicted, it was not a surprise that there was going to be a speaker vote on january 3rd, kevin mccarthy had two months to do this and he sort of just decided that he was going to roll into it and see what happens, and what i think is the takeaway is that it's two months advance notice gets us what happened last week, then we are really in for a dysfunctional and chaotic congress, because this republican party can simply not governed, they can even do the simplest task of selecting as speaker during the course of an entire week, they bungled the whole 14th vote on friday nights. they miss counted! they literally thought that

they had a speakers when matt gates said presence. they all stood up and clapped and didn't realize that they had miss counted. so if this is a sign of what is to come then it is going to be frustrating and really disheartening for the people who want results. >> speaking of the first test for them, i guess we will get a glimpse of that tomorrow with the rules package that is supposed to be passed, let me play for you what the party leader said about that process. and the reaction to it. watch. >> well, our general concern, is that the dysfunction that was historic, that we saw this week, and not at an end is just the beginning. and while the congress was held captive, at this particular time, what is gonna be a problem is if the american people will be held captive over the next two years, to the extreme maga republican agenda that has apparently been negotiated into the house rules and the functioning of the congress. >> so mccarthy made some

serious concessions to get that gavel, some dangerous ones, what are you concerned about the most as this package continues to take shape, what are you concerned about in this rules package? >> part of it is the rules package, and part of it is a separate agreement in writing that he apparently, reportedly, entered into with a number of hard-line conservatives, so in the rules package, only one member needs to file a motion to vacate, which basically means a confidence or no confidence vote on the speaker and he could be removed. there are some really, really, disturbing aspects of the rules package such as getting the office of congressional ethics, just as someone like george santos gets to congress as part of this republican party, oh how conveniently we will get congress's ability to do that. but the real concern i think is what is in that outside agreement where he gave away the store to the hard right

maga wing. and basically saying that he will not raise the debt ceiling unless there is a comparable amount of spending that is removed, the only way to do that, let's be real, the only related to that is to cut social security and medicare. that is the only way that you are going to get that spending cut to match what the increase in the debt limit is. they are building out this special committee on the weaponization of the federal government, this is -- irs. >> irs, at the, i deep state? >> that is what they say, but in the reality what they want to do is undermined special counsel's investigation into january 6th and donald trump. the real, i mean, it's not even an irony, the shop of it all is that that investigation relates to some of the republican members including someone like scott perry. maybe even jim jordan who both say that they want to be on that committee. this is a committee to obstruct

justice, let's call it by what it is. there is a number of things that are really concerning, not just to the rules package but also in the agreement that mccarthy made in order to, as matt gates said, not the democrats, as matt kate said, sell shares of himself in order to get the speakers gavel. >> you are in such a unique position as i mentioned, for donald, trump now that the january six committee is done with, because republicans have taken control of the house. where do you want to see that investigation go? what can congress do? how do you still pursue accountability from the people that were responsible for the incitement on january the 6th? >> well, what is really wonderful to see is that the january six committee wrapped up their investigation. they completed their work, it was a very incredibly detailed exhaustive investigation and report. and they provided a road map

for the department of justice, for the special counsel's office to swallow the evidence. and so what i expect is that accountability now transfers from congress, over to the department of justice, to truly hold accountable those people who violated the law, so that is what i think you will see in terms of true accountability. but there is a lot of legislative priorities that i want to bring including access to the ballot, preserving and protecting our democracy in any number of ways that we will continue to champion as we go forward. >> best of luck to you, you are already dealing with, you have the first international crisis down in brazil. any thoughts on what is happening there given the fact that we witness something like that here on january the 6th? >> a couple of things. thank goodness we were sort sworn in on friday, if we were not sworn in, none of us would have classified access to the classified information that we would need to understand what is really going on on the ground there. but second, look at what we are exporting. look at what donald trump is exporting around the world with

this anti-democratic authoritarian strain. and it is not just him anymore, as we saw last week, it is the republican party. that is what we are exporting to brazil, and that is scary. >> daniel, congressman daniel, it is always a pleasure. thank you so much, we hope to see regularly on the show. >> let's continue this conversation now with eugene daniels, white house performer for the coauthor of playbook. he's also the msnbc contributor. and founder of a media group, and then msnbc political analyst. maria i want to start with you. and let's get the thoughts of the development that we are hearing and brazil. the former president, falls the narrow, storming the countries congressional building. and as we were just discussing with the congressman, it's eerily reminiscent of what we saw on january the 6th? now? >> i'm thinking about how topsy-turvy the world's, and it's not so much topsy-turvy, in fact, there's kind of this calculated sense of calculated,

problematic. for example, when i was in brazil in 1981, lula, if you are a sympathizer of lula you would be put into prison. because he was a leftist revolutionary. then the last becomes president, he is out and accused of corruption. serving time. now bolsonaro. here is the thing. the united states that set the world tone. amen, you know that. in the dominican republic now, you know what they do here in the dominican republic? they roundup haitians en masse and deport them. and they call them illegal human beings. and say, we learned it from the united states. it's absolutely about exporting this kind of ideology. >> eugene, i know this is a developing story. how is the u.s. been responding to the storming of governments in brazil across the board? when you talk about the official u.s. governments, and senior officials and politicians from both countries? >> exactly, from democrats,

president biden on, down in the administration you're hearing the enunciation of this behavior, some of them are bringing up when you talk to them, january six, how it looks very similar. the standing with the standing with a democracy. and on behalf of republicans, there is that -- identity sakes that we are talking about. and there's a few other amounts that are gonna continue, like saying this is, it's a reminder i think, that all of the behavior that happened here in, in ensuing days and months after the 2020 election is something that we will continue to see around the other countries. because, when you say the country that was supposed to be democracy, people did the exact same thing. why should they want to behave any differently? i think that something that someone believes in the democracy of americans. >> when you have the president, the former a&r cases we did see

discussing. starting today, supporters of a former far-right president storming the buildings of the three branches of power. clad in yellow and green. they climbed on top of the building, breaking windows, and then what's inside? the far-right presidential supporters threw the flag of the empire of brazil. that is a symbol of the country's far-right. nearby, robs also gathered outside of the presidential palace and made their way into the supreme court as well. bolsonaro, who lost the election, and his supporters, falsely claiming that the results were of fraud. and that the election was stolen. a similar dynamic to two years ago when supporters of president trump raided the u.s. capitol. in fact, former president trump did record an indoor cement video for bolsonaro. just in october. the violence comes a week after the eggnog ration of the new leftist president, and after far-right supporters said brazil's electoral systems gave fraudulent results, they gave no evidence of that by the way.

news out of brazil. more than 400 people have been arrested in connection with the storming of the country's congress and government buildings according to the federal district governor. the attack comes a week after lula da silva, the winner of last year's presidential election was sworn into office. i am joined now by google chakra, international affairs analyst from global tv, that is the largest network and brazil. thanks for joining us. can you bring us up to speed on what is the latest that is taking place there in brazil at this moment? what are you hearing? >> hi amen. thanks for having me. first of all. there will be a federal intervention in brazil. the security of brazil, the brazilian capital, now, is in the hands of the brazilian federal government, it's not under the brazilian government anymore, and as you said that 400 people were arrested, there

is a lot of destruction and in brazil, in the congress in the presidential palace. and also in the supreme court. >> there has been a lot of speculation if you will, about where president bolsonaro is at this moment, can you tell us, what has his role been in this? from your reporting and others in your network, i mean, bolsonaro has denounced the supporters for congress. he has rejected amortizations that he bears any responsibility for this through his lies about the election being stolen. i just want to get your thoughts about where you think he is in terms of responsibility for what we saw play out today. >> he is now in florida, he is in the united states, left brazil two days before lula. lula's of not ration, he has a responsibility, for sure, because those people who are his supporters, they are following what he was saying all over the past few years.

especially in the months leading to the election, after the election, he wasn't talking much. but since before the election, he was talking about the possibility of fraud in the brazilian election. and that there is no evidence that that happened in the brazilian election. so, he bears responsibility for what has happened in brazil. and his supporters announcing themselves, they are looking for sure, they were saying before that you are looking before on what happened on the united states on january 6th. >> all right guga i know this is a developing story. we appreciate your time this evening. we will be in touch with you throughout the night as well. thank you sir. >> thank you for having me. we want to switch gears now to mexico city, where president biden landed just moments ago. he is attending the north american leaders summit with mexican president, lopez, and canadian prime minister, trudeau, this comes after he visited the u.s. mexico border today for the first time since

taking office. on thursday, the administration announced an expansion of title 42, a trump era policy that turns migrants away at the border. preventing them from their legal right to seek asylum. under the new rules, cubans, haitians, and nicaraguan, will be rapidly expelled from the border. this is paired with a program that will allow up to 30,000 migrants from these countries to temporarily stay in the united states under parole. if they meet certain criteria such as having an eligible sponsor in the country. title 42 has faced several legal challenges since taking effect back in march of 2020. last month, the supreme court allowed the policy to remain in effect, even though the biden administration itself has said that it is no longer necessary as a public health tool. my panel is back with me, maria i want to get your thoughts on this. in your reporting. i know you have traveled with migrants on this journey to the united states, i have also went to guatemala firsthand, and seen some of the journey.

but i want to talk to you about how you see title 42 specifically attack those on the ground. >> oh amen. the thing is that i can talk to you about the fact that i have seen people who are trying to get here with the gentleman planes and actually try to find their family on the u.s. side of the border and then all of a sudden they are simply picked up and literally, like an animal, thrown on to the other side of the border. and to a mexican town by the name of sasse of a, which you have never heard of. which is absolutely nothing, not a bank, not a taxi stand, not a phone stand, not a wi-fi station, and they just throw them there, so the human toll is horrific, but for me, the bigger horrific story is that again, it is the entire framing of this story. the crisis of humanity is not going to be resolved by those

walls and borders that you are showing right now in these images. this has become the narrative, that if we put enough boulders up there, if we put enough walsh up there, then this is gonna stop. and this is not how it works. first of all, these people who are coming are not a threat. that is the most important thing, and by the way, joe biden has been a politician for longer than i have been a journalist, but he knows better than what he is saying, ayman, you know that to say that it is illegal for you to come to the united states on this land and asked for refuge and political asylum? ? that is legal under any term, and joe biden did not just fall off into the united states from mars. he knows about international law, and the fact is that he has an opportunity to change the entire narrative, about how this is absolutely manageable if we are the smartest, and most advanced country in the world, and yet, more of the same. >> eugene, there has been some

disappointment within the democratic party, a democratic senators bob, and lou up india, cory booker, and they are expressing their disappointment in the border policies. waiting encroach, this narrow benefit will include migrants fleeing persecution, and we do not have the economic names to qualify for the new pearl policy. how will we see this play out legislatively? not in terms of legislative direction but in members of congress and the president? >> i was gonna say, legislatively won't see anything. but we know that is one of the reasons that we are in this mess, when it comes to, immigration in this country, i think we are going to continue to hear criticism and grumblings from the left of the democratic party, because i have gone over and over, immigration candidates in congress, and among the country, and around the world.

they feel like this administration has not used, and not paid attempt chin enough to immigration over the last two years. and that is something that they feel strongly about, so that you will continue to hear that. whether or not there's gonna be any big things that the administration is going to be able to do is likely we are going to continue to have to see that. they're saying they're hoping to open more legal pathways, at the same time dissuading people from coming, as your coming and talking about the president today as he was walking around, saying, that they may need more resources talking about border control, so they always talk about threading this needle between being more humanitarian than the trump administration, finding ways for folks to be able to come here but at the same time, knowing that they were saying that en masse, as folks come and try to keep that happening because there aren't enough resources in this country has not dealt with the immigration process as it should for a long, time and i

will say that there is a concern now among folks on the left that the border policies will be not progressive or as humanitarian as they want them to be because we are heading into an election season, we're heading into a time where president biden is likely to run again for president, and is going to need to move back his interest groups. was that due to the immigration policy of the united states? >> maria, one of the things that it's been interesting and eye-opening is how much america bears responsibility for what we are seeing in some of these migration flow crises, there is a lot to be said about how the united states has historically intervened and we can some of the states that are currently going through this turmoil that is fueling the migration into our country, yet there is little to no recognition of that by white house officials, and i feel like you almost cannot address the problem without addressing americas historical contributions to this problem? >> amen, i mean if you and i

were able to have a direct line into the white house, and we were able to talk some kind of logic, like let's have a historical conversation about this, and by the way i have to disagree, with you, i don't believe that this is the future or should be of the future of the democratic party, that they have to go to some kind of centrist issue on the issue of immigration, there is no centrism right now and the issue of immigration, you know that eugene. i am not wanting to come after you. but i'm simply saying that this democratic has been so cynical on this issue of immigration and yet, look when everybody side a breath of relief because of the midterms, and because of the fact that black folks, mix folks, young people came out and supported this democratic party under this president, and in fact what those voters want

investigations, maybe toss some red meat to the base and their fox cronies but honestly, i think that is probably just about what we will see them do. back with me is maria -- and eugene daniels. eugene, am i being fair in calling kevin mccarthy a i guess, sino, a speaker in name only, are the concessions he made to mcvay and company not as severe as some of argued? will he actually be able to govern and do anything? >> i think you are right. i mean, one of the things that we know from watching nancy pelosi over the two years having the exact same majority as kevin mccarthy has is that it is possible to govern with that kind of majority. razor-thin margin, but when you kind of give away the keys to the house, as kevin mccarthy has, despite what the republicans are trying to say now, it is going to be very difficult to do that. this is a prelude, what we saw over the last week is a prelude

to what we are going to see over the next few years, it is going to be a lot of chaos, it is going to be very difficult for republicans to get anything done. and you know, i think more importantly what we -- should always remember is that the things that we are going to do that far right wing president biden of going to go anywhere, the senate -- do similar things, so it is going to be two years of chaos you are going to have kevin mcarthy almost an inability to get his house in order over and over and over again. i would like in the speaker to supposed to be the part that is really really simple, and what we saw is that that is not going to be the case. also, he has empowered a much smaller group of his conch -- if you talk to them would consider them more moderate republicans. and so they are upset behind the scenes by how much he has given to these folks. you are going to continue to

hear, as we see this rules package come up to a vote, whether or not moderates get on board because they are also going to get some power taken away from them as kevin mccarthy has gotten the gavel. >> yeah, i was going to say as we heard from congressman daniel goldman earlier, he has had two months to work this out, it is not like he didn't know that this day was coming. he could've spent the last few months making phone calls and whipping the votes and seeing who is coming down where is supposed to letting this embarrassing and humiliating scenario play out on the floor of the congress the first week. and that leads me to kind of get a sense from maria, what the priorities of the u.s. republicans will give? are you going to see anything of substance actually get done? are we really looking at two years of hunter biden investigations and just talking about critical race theory? >> you know, if you think about it on the larger scale and how there is a and attempt to

basically -- these institutions, let us say, the supreme court, let's say the election process, let's say congress, suddenly it is like none of it functions and that is in fact part of what is attempting to be done here. is that there becomes this kind of like, oh well you see, democracy doesn't work, congress doesn't work, throw the baby out with the bathwater. and that this how you end up getting a military cou d'état, you know, i talk about january 6th, as you know we are from mexico right, so understand this notion of a coup d'état. it doesn't happen and you move on. right now what we have is a perpetual state of attempted coup d'état. what we just when nest is a continuation of that. it becomes not republicans, they are democracy destruction estates. they are republicans or are they sympathizers of domestic terrorists?

when far-right arizona republican paul gosar was seen in deep conversation with democratic prince grassed of aoc. or the republican george central looking rather lowly sitting there all alone. then making friends with fellow republican members lauren boebert and marjorie taylor greene, and nearly forgetting to vote for kevin mccarthy when the clerk called his name. almost like he was going off or something. one of the most iconic moments c-span caught on camera this week was on friday, when a fight almost broke out between matt gates and his fellow republicans might rogers and richard hudson. these images will live on infamy forever and we have not other than c-span to thank for that. my sunday night panel is back with me. so eugene, what do you make of this? what did you think of c-span and it's free roaming camera? should we make this the norm? what stood out to you about it?

>> yeah, c-span -- i think as a nerd, as reporter, absolutely. i would love for that to be the case. because i think, it is important for the american people to actually see how this thing works. you see members of congress going over and negotiating on the floor, trying to we -- going to talk to alexandra cortez, talk to aoc, you see santos learn how to be a member of congress in an important case. -- what should be doing. that is important for folks to see it, was a reminder of how chaotic the first week was though. i think that was one of the things that a lot of people left with, it is not going to be like this anymore but it did give folks -- to have fun with and a good reminder of how democracy actually works, it is just a bunch of people talking and yelling and sometimes grabbing each other which is something i think we didn't think we'd see. >> you know, i was going to say, give me a really good idea.

led tour of congress so i am not aware. but i will certainly see where that reporting goes. but eugene, i'm curious to get your thoughts about the display that we saw this week broadly speaking. this idea that it is kind of good for democracy. is it good for democracy in that we see this infighting among parties out in full display, or can someone arguably say, this was inviting but it wasn't about anything substantive, and still when we talk about laws and how laws are made, american should be able to see that process but that is not what they were going to see going forward? >> yeah, i think that is true. what we saw was how this party is going to be able to operate when it is time to make laws, when it is time to decide the rules for congress and how they are going to operate. so that is, i do think that was a good thing? it was a good thing that -- much harder for republicans to say -- be in a lot of disarray,

the house ways and means committee who released trump's taxes. she joins me now. congresswoman, thank you so much for making time for us this evening. so what was your biggest take away from these returns? you have certainly seen them, you will covered a lot of revelations here. >> trump was engaged in so much evasion and there were so many red flags in his taxes. he claimed mammoth business losses, in fact in 2016 where he paid almost $750 he reported $30 million in earnings, but $60 million in losses. of course he could to talk that but there is a question as to whether that amount is accurate

as in that operating loss carryover from previously years. he also may have deducted personal expenses as business expenses because he had very curious things for numerous of his entities, they had a matching income with his expenses to the dollar like 680,000 in income but 680,000 in expenses and his charitable deductions were very questionable because for instance he claimed $21 million in this conversation easement on his land but had no justification for it and then there is loans to his kids where that may have been his way of getting around paying the 40% you have to salute to be more substantiation as to whether this really was a will. and of course, there are all those foreign taxes and the fact that he didn't have justification for his 1. 3 million dollar claim of foreign

taxes, pay to other governments. >> interesting. i want to do to get your take on this washington post op-ed arguing pucks trumps tracks returns shows the need to bolster the irs, to discourage this type of tax avoidance. is it is, not going to be possible, do you think with house republicans vowing to cut 80 billion dollars from the irs budget? >> well, we know that the irs has been stormed to of funds. they were starved by republicans since 2010. who cut money from their budget, and as a result those who, those tax auditors who go after the ultra wealthy have been cut by 30%, in the audits of the ultra wealthy have been cut by 70% over this time period. so we have been losing trillions in revenue. that is why we have to put 80 billion dollars into the irs so that the ultra wealthy could

get audited, and also so that it could be better customer service for the average american. now i know mccarthy has made a big deal about stopping that from happening. but, he can't. i mean he could put a bell out, and that maybe is supported by his republicans but guess what? it is not going to pass the senate and it will not be signed into law by president biden. >> where does the committee go from here? i mean where do democrats specifically vote from here? republicans in the house will most certainly shut this investigation down. can senate democrats pick up from where you left, has but there been any discussion or insight from colleagues across the chamber floor, if you will on, the other side of congress about the? >> well, i certainly hope that the senators continue on this investigation. i certainly would like to see some inspector general report or jay over on why the irs did not do the tax audits of president trump as they were supposed to. they only did one mandatory
