morning. jose diaz-balart picks up for us. i am jose diaz-balart and a very busy monday morning. right now, president biden is in new mexico for a crucial summit where he is expected to ask the mexican president for help cracking down on border crossing and drug cartel. this comes today after he was visiting the first time as president, u.s./mexico border. we are live on both sides of that border. new details this morning from brazil were ex-president violently stormed the capital and several government buildings claiming the election was stolen. back here in the u.s., on capitol hill after kevin mccarthy dramatically when after 15 rounds of the votes on his first major challenge after securing. plus -- >> this is a storybook. an opening kickoff for hamlin

and this place is absolutely going wild. >> and exciting and to emotional week. buffalo bills damar hamlin live tweets the winning game six days after his terrifying collapse on the field. >> ♪♪ we begin this hour with a growing humanitarian crisis at the southern border that is taking stage as president biden visits mexico and canadian counterparts. the president arrives in mexico last night. later today in the afternoon, two liters hold a one-on-one meeting where migration is expected to be a major topic of discussion. his arrival in mexico came out after he paid his first visit to the border as president.

biden visited workers of the apostle county migrant services center and walked along a section of border. he did not meet with any of the thousands of migrants who have made the journey to the u.s. and are now seeking asylum. with this not to talk all about this is nbc national correspondent gabe gutierrez and in el paso, texas, mike. at the university of arkansas and msnbc contributor. gabe, president was a very short drive from where migrants have been sleeping outside. what did you hear from them today? >> reporter: yes, migrants have been sitting here for days. some of them are still sleeping in the cold overnight. this is a secret church. it is one of the shelters in el paso. one of the migrants said that they wanted to see the president.

they wanted to pass along any sort of message to him to white house officials and my colleagues say that the processing center of president biden visited that the migrants at that location had been processed at a time he arrives. it was not intentional and he decided not to be with any migrants, but the biden administration is trying to highlight the recent effort that it has undertaken in order to reduce the flow of migrants into this area. local officials have been saying for quite some time that el paso and other border communities have been overwhelmed by the increasing number of migrants. the biden administration said that the influx has dropped by about 7% mid-december. we spoke with the following here at the shelter yesterday who told us about her frustration with the biden administration and others before. take a listen. >> what communities are bearing the federal action. we really

need help. we need the government to have open lines of communication like sacred heart church. to think about how we are welcoming people into our country. >> reporter: we are in front of this church's altar. i asked this man if you would appear on camera. he says he has been here for 16 days. are >> reporter: he says that he lived four months ago, as you

know. what did you expect when you arrived to united states? he says he wanted or expected some help with the megan situation. what is your message for president biden? >> >> reporter: he said that there are many people here suffering and he asked the president to look at these people with his heart. he has been to the border countless times, but what we have heard from venezuelans is that some thought that the

parole that was extended in an unlimited basis that was announced for venezuelans back in october that allowed us to apply for asylum on a limited basis before they got here viewed that as an mentation that the border was open for venezuelans. it's not that simple, but healing from friends and family from smugglers and perhaps social media. they viewed it as an invitation to come here. to get here, it is much more difficult. they are disappointed. either way, they are asking the biden administration for help. local officials are asking for more resources to deal with this increased influx on a complex issue. >> when you take into consideration the gentleman you were speaking with, it took them four months to get to the united states to be able to request asylum.

four months ago is when he left venezuela in his search of a new life. it gives you an idea of how things are. people have been searching for a new life. in his case, for four months walking through central america and into mexico, now into el paso. mike, the president had a very tough balancing act. it's his first trip to the border. he doesn't meet with migrants. he goes to the processing center where there are no migrants. they were already processed, but all you have to do is walk outside, go to the bus station or airport in el paso when you can see folks that are requesting help for a new life. it was a tough tightrope the president had to walk. >> it really was a notable omission on the part for the white house to not meet with any of these migrants yesterday. gabe mentioned reporting from our colleague kristen welker where they are minimizing.

they pushed back on questions ahead of the president's visit to el paso when peter alexander asked on friday whether the president was going to be seen a sanitized version of the situation on the ground in el paso, given what we have seen ahead of the president's visit efforts in front of those migrants who have been sleeping around the city. the president did try to send a message yesterday on the most intractable problems in our politics right now, immigration. he did go to the border crossing and migrant services center. he did walk along the border and speak with some of those border agents. an important moment for the president who has not been to the border not only as president, not during the 2020 campaign or as vice president, but the last time they could point to was when he went to the border -- it was not to the border, but driving near it. it was in the 2008 campaign. the president is putting a focus on immigration after

largely having sidestepped the issue during his first two years in office. the president has introduced course legislation and largely delegated the issue to the vice president, harris, but now we are seeing as the trouble has arrived here a weeklong focus on this issue and an important moment. the president has tried to make the argument that this is a problem that really is beyond the way in which our politics has really reduced it. it is more complicated and nuanced. it requires an international response, so you are going to see the conversation we will have to do with the mexican president. the conversation with both leaders, including canada prime minister to try to speak to regional approaches to this challenge. the president can be across the hemisphere in los angeles in june at the summit of americas. it is the los angeles declaration. they are putting different resources on the table to try to deal with the root causes of migration to try to prevent individuals like the one gabe

was just talking to for making that long and dangerous journey that the president announced on thursday, which were largely about discouraging migrants from low countries where we are seeing the biggest numbers coming. and it's really, nicaragua, cuba. 30,000 a month from each of those countries and in agreement with the mexican president ahead of those visits here, mexico agreeing to accept up to 30,000 a month, as well, when the u.s. expels those migrants who do not meet these new guidelines for claiming asylum, subject of criticism from the president's political right and political left. >> among other things that has happened last week, essentially extending title 42, which the administration wants to see the end of, but extending it. victoria, one issue that is so easy to talk about because people do so and politics about

sanitizing. what does the president see as the sanitizing version of el paso? it burns me up to use those words. they are men, women and children who have made the most dangerous, horrific journeys to try to reach a new life from this country and they are asking for asylum. it is like sanitizing is moving men, women and children away from the eyes of people. victoria, the governor of texas said when he greeted the president that the president was two years too late and $20 million too late. i'm just wondering, is there any possibility of any help going forward? >> jose, as you know, this is a complex issue and will demand a

very complex solution. i am feeling of glimmers of optimism. just by the sheer fact that president biden went to the border. actions speak louder than words. the fact that he went there is a signal that something has to be done, because taking down the road for so long, i would say over the last 30 years if i had to give it a number. the other thing that has given me a little glimmer of hope is that the united states is engaging with mexico. remember, immigration isn't just about the u.s. it is a hemisphere issue. really going to move the ball in terms of a solution. president biden, administration and congress need to engage with their mexican counterparts because of our 2000 mile border, but secondly, it also needs to be working closely with south

this issue is the mayor of el paso. thank you very much for being with us. i'm just wondering, we were together 2 1/2 weeks ago. you put out a whole series of things. you put some places that gabe gutierrez just showed us where folks can go in there and find a little heat. you were opening up the stadium. what is the situation there in el paso? >> as he saw earlier, there were the two buses. those are are warming stations. what we have been doing is making sure that we start opening some shelters for our asylum-seekers. we opened the civil center last night. we opened up a school. you can see that people are starting to have a place where they can spend the night and be

of the elements. that is one of the things we have seen a lot and are continuing to do that. we see the numbers continue to decrease when the three weeks ago we were having about 2500 2600 a day. now, we are down to 600 or 700 a day. >> why are people sleeping in tents and under those emergency blankets? why do we see them at the airport and bus station? what is causing this problem? by problem, i mean people out there in the cold where they are subjected to very cold conditions. >> you know, the airport, we did have about 600 at the airport. we are down to about 200 and night at the airport. they are leaving within the next 12 hours and will be at the airport. they have sponsors and family members.

they are actually buying their own tickets to be going to meet with their families and relatives. you talk about why they are on the tree streets, because these people are afraid to be sent back in the title 42. most of them are from venezuela. about 90% of those are from venezuela and we have been working to try to get them to come off the streets and we have the bishop go out there and talk to them and really because we have some shelters and areas where they can go, but they are not trusting anybody. they believe that if they go with us, they will be deported. that is where we put those buses out there. giving them areas where they can rest and get out of the elements. we had two buses, but we opened a convention center, school and will be opening a second school. these are schools that are no longer being used by our school

system and we are able to turn them into shelter, but they don't trust us and they don't trust that we will give them shelter. >> what is the city of el paso need and one presidential visit is important, but they are gone and you are still the mayor of that city. what does el paso need? >> the president couldn't see everything that is seen, so every night i go out within the community and i go out to the airport. i go out to the river and i go out where the migrants are sleeping. i had the opportunity to sit down with the president and go page by page. kind of show them what our city is up to. the system didn't break overnight and we are not able

to fix it overnight. right now, we have a band-aid on it. all of the money we continue to get, look at additional funding. broken immigration system that will help our asylum-seekers come to the united states through the process of being through the proper processes. the program that the president rolled out should help moving forward. >> i always thank you for giving us the time to talk. i very much appreciate always coming on and speaking with us. i would also like to see that book. does it have pictures of men, women and children that have crossed the border? >> yes, sir. i can get you a book, because 62 eight by 10 pictures. you can really see what is going on. i got 4:00 in the morning at 1:00 in the morning. i will be at the river at 10:00

today, the house is beginning its new week of congress with kevin mccarthy after 15 rounds of voting. this evening will be the first real test of his power. the house is set to vote tonight. what would normally be a

routine procedure is under intense scrutiny after the key adult negotiation last week between mccarthy and the house to freedom. the moderator of washington week on pbs. great seeing you both. what do you expect to see with today's vote? >> reporter: the republicans are pretty confident that this will be a problem and that they will be able to practice new rules, which still with many of the concessions with kevin mccarthy made to those hard right republicans and most of the speakership, but there have been a few that have expressed concern and that perhaps he gave away too much. one, tony gonzales saying that he is not on the roles package. anytime he put a little bit of disagreement about it and a particular piece of legislation , it raises question about whether or not he will go over the finish line, because the margins are so tight. we will be watching that boat tonight and we don't expect any surprises, but anything can happen but in the meantime,

right below me, the members of the house steering committee are going to have daylong warts of meetings and trying to fill out all of the various committees, committee chairmanships and some committees and things along those lines and some of that will be part of the concessions that kevin mccarthy made to the right-wing of this party in terms of who will sit on the committees and make up of the committees and who will chair those committees and all those decisions are being made today ahead of the roles that we expect later this evening. >> as i was alluding to, mccarthy had to give a series of confessions. how might we see those come into play the next couple of days? >> it is a critical question, because kevin mccarthy in this debate to become house speaker good give away what he saw as too many confessions with other courts seeing the right amount to get their vote, but he is

now in a position where he almost has house speakers who are individually empowered to his agenda and bring the house to a standstill. when you see a big wait and see , because you are waiting in some ways, some of them are clear and some are not in terms of who will be on which committee and how much power impact this will have. it is a big question of if you do become house speaker and giving away some of these, are you going to be too weak to do the job? on the republican side, john weiner on the same side where they didn't have the power to really move the caucus along. when he talked to democrats, they displayed to nancy pelosi and see that she is going to work and also make sure the people see her a bit and open up to her a bit. she was there to wilt a lot of power. the big question is going to be, how much can you really steer his party and also how much are these lawmakers going

to be able to accomplish if you have a situation where lawmakers can if they feel like it? >> as they take over the respected committees, will likely see multiple new investigations take over washington. what do you think it could look like? >> we have already seen a preview of what republicans are looking into. they created this committee on government as part of one of the concessions. kevin mccarthy had to make and i think it is going to overlap what you would traditionally see happen in the oversight committee and judiciary committee, but some will be possibly influenced by what media will talk about. they might want to launch an investigation, because hunter biden, son of president biden who has dealt with opening about that, he is someone who is very clearly a key topic for conservatives, so that might be

something we are looking into. also looking into the fbi, irs, because of the power that they think these two agencies have and we can both of those agencies. it will be very interesting to see conservatives and whether it helps them, because the american people are going to. >> thank you both so very much for being with us this morning. new details as a massive investigation is underway in brazil after supporters of former president jair bolsonaro stormed the buildings yesterday. thousands of supporters broke into the building and information surrounding the last election. there is concern that there could be today as authorities begin to spend delaying and countenance filled with supporters in the capital city. brazil's current president has ordered the federal government to take any measures needed to restore order. joining us is nbc's outside. what can you tell us about what is taking place and the fears

that this could continue today? >> the brazilian government has taken actions. the supreme court has ordered the military to disband any protests that is supporting jair bolsonaro. they have taken over in the capital in brazil. the latest reports by media indicates as many as 1200 individuals could not be detained. yesterday, officials say the arrest did 400. today is when they have updated that number to at least 1200 individuals arrested in brazil. we saw the images of people breaking into these federal buildings. they went into congress and they went into the presidential palace and supreme court have destroyed furniture, works of art and windows. you can see damage her. eventually, military did come in on sunday and indicated that

they have taken control. they have initiated an investigation. it is interesting, has a, because he sees images and what has happened in brazil. it is parallel to what has happened in the u.s. on january 6. this is coincident? they have taken to twitter to say that entering these government buildings was wrong, but it is sort of an ambiguous tweet. after that, he said that there is no proof of him being responsible for what is what happening, but this was in response to president. yesterday, saying on social media that the outgoing president had some responsibility to what had happened in brazil. you have what is happening there. the investigation, as you mentioned, is underway. out of the country and videos on social media showed him the last few days in florida taking photos with supporters. >> just wondering who will show. bolsonaro was in some way

after the is expecting this afternoon to provide an update on the condition of buffalo bills damar hamlin who continues to recover from cardiac arrest. he suffered one week ago on sunday and there were tributes on and off the field for hamlin as the nfl wrapped up its regular season. he tweeted out, this image of himself and his family members and team -- watching his team play from his hospital bed. nbc's jesse kirsch. how are families in buffalo doing? >> the word in this community right now is electrified. it was all about this right here. love for number 3. this is one of the signs that we see in the parking lot. this was an incredible scene. wow.

russian aggression in ukraine with china. this is an opportunity for north america to really move ahead on competitiveness of the region and on re-shoring. it is a hugely consequential meeting, regardless of what comes out of it. >> when you say the most consequential meeting, why do you think that is? ukraine and china, but for the americas, why is this the most important one? >> there are a couple of reasons. first of all, what you see right now in terms of migration, you talked about on this show earlier today. this migration phenomenon is not just between the u.s., mexico or even canada, but this is a regional migration phenomenon. we see people coming from all over the hemisphere and we see people coming from outside the hemisphere. therefore, six months after the

how does the reality of the cartels play a fact in what we are seeing in our southern border? is there something that united states, mexico and canada can do to deal with this organization that is a multinational and multibillion? >> that is a great question, jose. there are a couple of things you have to understand. the majority of deaths in the united states right now and overdoses come from synthetic drugs. whether that is opioids of fentanyl, or methamphetamine, they are much more focused on those commodities these days. not only are they morally fall, but they are much easier to smuggle. they have higher rates of profit, so you don't need a people growing things. you only need to have a chemist and

relatively small warehouse or factory. that makes it much more difficult to tackle. one of the things we have seen in the last year or so is a much greater seizures of sentinel, but we never know from seizures whether that means the total is higher. the u.s. and mexico have gotten back on a good cooperation after the pause that we saw. the former chief and pause in law enforcement cooperation, but to also focus on what the two countries can do on the whole supply-chain. we saw the capture the other day of the son of al troppo. we know that it is important. it sends a signal that is crucial, but a high-value target, such as these mann does not and the
