student loan safety net. under the plan which was first announced an august, federal loan borrowers would see a long lower monthly payment, have an easier path to forgiveness and unpaid interest would not be added to a borrowers loan balance. the plan would also reduce payments to zero dollars for borrowers who make less than $30,000 a year. and right now, there are about 8. 5 million federal student loan borrowers already enrolled in a number of repayment plants. this proposal is a path towards a single simplified option. but, it is still unclear when the new plan will be up and running. it has to go through a 30-day public comment period, and the administration will consider feedback before the plan is finalized. this is all taken shape as biden student loan debt cancellation plan remains stalled, awaiting the supreme court decision. moral arguments for their case are slated for the end of her. coming up on the second hour of ayman, some backroom deals, with the kevin mccarthy agreed to in order to win the speakership and why won't he

tell the american public? plus, the george santos candles continues to grow, house republicans refused of office. then, are worse that the week, we're putting the two craziest conspiracy theories against each other to see which gop controversy is truly more outrageous. i am ayman mohyeldin, let's get started. >> we begin this hour with breaking news. today, we learn more classified materials have been found in president biden's delaware residents, white house lawyer richard sober uncovered these documents on thursday. in a box that was initially discovered by the presidents personal lawyer's the day before. bringing the total number of batches of records found 23. now from breaking route news, we want to go to some backroom deals. his exchange for that coveted gavel newly elected speaker of the house kevin mccarthy similarly made a deal with the

devil. but will the american people ever find out the details? the beginning of the week, mccarthy managed to get his caucus in line and narrowly passed a rules package for the 118th congress. that package and tried to some of those concessions that mccarthy made to the hard-line members during his speakership battle. you know, you may remember the one that went 15 rounds. it included also a provision that would allow any single lawmaker to call evo to oust him. but perhaps what's more important is what the package didn't include. right now the republican caucus is abuzz with talks of a so-called secret three-page addendum. to the rules. and that document which was first reported by punchbowl news and later confirmed to axios by multiple gop aides and members, allegedly contains the quote, the most controversial concessions that mccarthy made in order to get elected. including the promise of key committee assignments to the party's most conservative members. however, it does appear that mccarthy may have learned something from donald trump's approach to doing business. never leave a paper trail. politico is now reporting that

the three page document that has everyone talking may not even exist. instead, party leaders say those agreements were simply sealed with a handshake and never formalized in writing. that hasn't stopped some republicans though from discussing their conversations with leadership candidly, bragging about what they managed to secure an exchange for their votes. political pokes it, quote, the boasting has heightened worries within the conference about working together in good faith for the next two years. nearly a full week after mccarthy's battle played out in straw narrowly public fashion, lawmakers and his conference are still striving to learn details of what's been promised and to whom. but the truth is this, it's not just that members of the speaker's caucus who are left in the dark, it's the rest of us. it's the american people. it's the public. this week, the republican party outlined how the house will function over the next two years and we're still left with two major questions. one, what exactly are those

rules? and to, who really holds the power within the republican conference? let's discuss this and more with them grad a congresswoman becca balint, she made history as the first woman and the first openly gay person elected to represent that state. congresswoman, congratulations to you. thank you so much for joining us. we appreciate you making time for us. let's start with one of those questions. based on the rules and concessions that we are aware of if there are many, who do you think really holds the power within the republican house conference at this moment? >> it's clear that the extreme right of the party holds the power. we saw that played out as you said 15 rounds of voting. we are supposed to get sworn in on tuesday, we weren't sworn in until the early morning on saturday -- extreme members of the party as i was crossing the aisle during some of those breaks between voting, you had, as you are just speaking about, members of

the -- of their own conference, are very concerned about the deals that mccarthy made that none of us know about but if we read between the lines it seems that the promises made about very important committees, rules committee being one of them. and i am concerned as we head into this congress that we are not gonna be able to get work done for our constituents because the agenda has been hijacked by this extreme wing. >> one of the concessions that we are aware of is this ability to trigger a vote to oust the speaker with just one vote. and that means the house could essentially devolve into a crisis at any moment over any topic. what do you think it will be like to legislate under that kind of uncertainty? >> i think we've already seen what is going to be like. i think the dysfunction and the chaos is going to continue. obviously, that's a huge concession for the speaker to make, to have one member to be able to call for a motion to vacate. my son keep saying is mccarthy going to be our own liz truss? how long is he going to be an office? for someone who's willing to

cut these deals and essentially promise anything to get the speakers gavel is essentially not going to be in a strong position and i am hearing from members in his own conference that they feel like he gave away the farm on this. >> one of your fellow freshman colleagues republican george santos of new york is facing growing calls to resign. speaker mccarthy has said that the voters who elected centers should decide the matter. what do you make up the way the gop is handling this controversy? >> you can see how the folks on long island have been very clear in the last 24, 48 hours. even though the republicans are saying he needs to step down, this is an embarrassment for them, for the congress, but also for the american people. and i think it was clear that mccarthy was relying on his

vote for speaker. we're not hearing a lot from leadership in the house about what actions they may take. the only thing before it is mccarthy plans to seat him on committees. this is terrible. he should step down. the entire quality caucus in congress, that group of us who are out gay members of congress have as george santos to resign. that is what should happen. and it speaks to this erosion of ethics that we see within government and a lack of confidence that people have been elected officials. and i'm certainly hoping that he will see that the right thing to do for his constituents is actually to step down. >> i wonder if he will be able to say that. let me switch case if i can to this first week under republican leadership, at least the house. they wasted no time going after abortion rights. on wednesday, they passed legislation that could subject akhter's who perform abortions to criminal penalties, although that bill stands no chance passing the democratic -controlled senate. symbolically speaking, what is about like that tell you about the priorities of the

republican majority? >> they are marching towards a national ban on abortion. i don't think they're making any bones about that. and it's clear that what is important to them is not the health and well-being of women in america and for families, and for women to be able to make decisions about their own bodies. and the fact that this was part of the very first pieces of legislation to put forward, it is an indication of what's to come. and as somebody who led the push in vermont for a constitutional amendment to our constitution to protect reproductive freedoms, it's very disheartening to see that they will be building on this outrageous decision by the supreme court to overturn roe v. wade. i believe politicians should not be making decisions about women's reproductive health. and i know many people within my caucus, if not unanimous number of my fellow caucus

members on the democratic side know that this is going to be a hard fight for us. >> let me ask you about the breaking news that we left this hour with with these documents more of them being found. classified markings on them at president biden's presidents. what is your reaction to this latest discovery? and how do you think the administration has been handling this issue. our reporting at nbc suggest that there is some frustration among democrats for the way that the administration has been forthcoming and transparent, or like the rough, when it comes to this issue. >> i am pleased that there certainly hasn't been any indication that they have been obstructing justice. they have been turning over documents of course nobody is happy about this situation. we have to be incredibly careful with documents that are essentially there to protect all of us as americans. and i'm hoping that the biden administration will continue to

cooperate and i fully intend to be asking those questions within the conference. >> let me ask your personal question if i can, as i mentioned, you seem to be the first woman, and the first openly gay person to represent the state of vermont. you've spoken out before about how politics is not set up for women to succeed. tell me about some of the challenges that you've overcome on your journey to congress as you wrap up this first week on the job. >> the first woman to be elected to congress from vermont, but i was also the first leader of the vermont senate who is a woman. it's like a long time for us to have that representation. for me, the most important thing is to be a role model for all vermonters. certainly for young girls who are looking for role models. but also for anyone who sees themselves as outside -- the inside group, whether it's in politics or whether it's in their own communities. i want people to understand that they can have a place. and i'm hoping that my election will continue to be an indication to people that they

congress more shameless than this serial liar we have come to know as george santos and it was that man. kevin mccarthy. this week, the speaker enable offered a full-throated defense of santos once again, despite more damning headlines including that santos was once connected to a florida-based ponzi scheme. let's be honest here, even if santos were found out to be barely made of himself, i think mccarthy wouldn't even abandon him because at the end of the day it is all about power for kevin mccarthy and he needs george santos to keep his grip on the gavel. there is no wiggle room when it comes to support. we know a number of house republicans didn't and still do not support mccarthy as speaker. and if there are any more defections, it makes it much harder for mccarthy to stay in his job. so as long as santos stays loyal to mccarthy, mccarthy will stay loyal to santas. no matter how many times we found out that he may have lived. let's bring in my saturday night panel to discuss this, pennsylvania state representative malcolm kenyatta and host of the podcast woke a f. and co-host of the new abnormal, danielle moodie. great to have with you. malcom, i will start with you. who here is more culpable, george santos was a liar or kevin mccarthy who, in the pursuit of power, will defend

♪ wayfair, you've got just what i need ♪ >> this, week republicans lost a competitive special election for virginia state senate seat in part because of their continued anti abortion rhetoric. democratic erin rouse flipped virginia seventh's district blue and he did so by calling out his republican opponents repeated attacks on abortion rights. it comes amid gop's poor performance at the end of roe v. wade fired up voters and sent them to the polls. and republicans have learned nothing from those losses, even in the midterms or during the special election. the same day aaron brows flip the senate see blue, the virginia gop introduced a bill to criminalize abortion after 15 weeks of pregnancy. and deep red alabama this week the states attorney general states that prosecuting a woman for taking abortion pills may

happen. and in the u.s. house this week as we mentioned earlier, the gop pushed through legislation that could subject doctors who perform abortions to criminal penalties. fortunately the bill will go nowhere in the democratic -controlled senate. malcolm and daniel are with me. also join me is -- barbara boxer on a federal and state level. >> the reality here, ayman, is that republicans will care about the voters because they continued to gerrymander and voter suppress. so they're not trying to reach voters. they're trying to hold on to power and do whatever it is they can to ensure that women, and people with uterus is in this country, become second-class citizens. and doctors live in fear of providing health care for women and they've -- they live in fear of potentially going to prison.

with up to five years of prison without failing to resuscitate babies born alive during abortions. something that experts say is exceedingly rare. your reaction to that. >> lord have mercy is right. and when i was in the united states senate and before that in the house, i met women like the congresswoman who went through hell, who cried their eyes out, who we are just torn apart by this whole thing. and then these men, mostly men, but some women in the republican caucus want to take away the right of women and their families, and their doctor, to do what has to be done. let me say this, it's true that they don't care about the

voters. but they care about their hard right base. and if i was a fly on the wall, and i'll tell you this, i know i'm right, they decided on the first bills was going to say, thank you very much to the people that want to take away women's reproductive freedom. so they do this bill, which is ridiculous on its face because it's already against the law. there is no need for this bill. but they thought they could just tell them how great there. we all know, 99% of abortions are done way earlier than this. and when these tragic cases like the one that congresswoman talked about, that's let the

medical profession and let's let the families make this decision. and i think they're going to hit the polls again if they keep this up. >> milken, virginia republicans passed a born ally protection bill and introduced a bill banning abortions after 15 weeks after they lost the state senate special election. what does that tell you about their thinking? >> first i want to say there's no way to hear the congresswoman story and not be shaken to your core. she should've had to tell that story. and that's true of so many women have had to offer up some of the most intimate details. i've heard it all across the commonwealth of people begging us to not move forward with some of the scientifically inaccurate and these just dehumanizing pieces of legislation that we're seeing. and pennsylvania saw the same thing. they pass constitutional amendment last session to effectively ban abortion in pennsylvania. members of the house and senate want to do the same thing again. and you see what happens in virginia. they will pay a political cost for saying to over half of the population, you don't count, we are going to decide for you.

we know better. but the cognitive dissidents that it takes to wrap yourself repeatedly in the mantle of freedom, of liberty and then make as the core issue of your agenda to take away the very freedom and liberty of over half of our population -- the cognitive dissonance it takes to do that is shocking. >> and it still seems like they are not getting the message from voters after what happened all of last year. daniel, the attorney general in alabama suggests that pregnant women could be prosecuted for taking abortion bills and that might have sounded wacky a couple of years ago but it does seem like at least conservative -- in conservative states, it's a real possibility. >> you know what i would like to see democrats begin to do is that every time one of these pieces of legislation are put

up by republicans, i would like democrats to start putting up legislation that would require these states to actually take care of children. to provide free day care, to provide universal pre-k. to put up things like, if you actually care about children and you care about families, then this is what it looks like. because you are forcing people to carry unwanted pregnancies for no reason. you are not medical doctors. who are politicians. and to the senators point, yes, we should be looking at the medical professionals to dictate what needs to happen. not a politician who is never opened up a medical book. or who couldn't point out the uterus. please! it's ridiculous. democrats need to use this as an opportunity to say these people are forcing you to carry unwanted pregnancies but will do nothing for you once that baby comes out. they will do absolutely

nothing. and so, here all the pieces of legislation that will help you moving forward. >> how do you think, barbara, the democrats can keep rolling support over the way the gop's antiabortion stance continues? >> i don't think it's very hard at all. they see, people see. the very bill that you spend your time explaining this late term, a bill that the call born alive, that fairy bill was voted down and one of the brightest states. montana. i have to do is just show them that these folks -- look at this attorney general in alabama, if i can say, going after women who take illegal pill to end and unwanted pregnancy, he is an attorney general, go after bad people, sir. go after the guys and girls who do really bad things and let women have their right to privacy. this is full stop a lot against women. why doesn't he go after viagra and tell men if they take viagra they have to go to jail? it's honestly -- i honestly think we have seen it across this country this last election, women and the people who support women like your panel tonight, the majority, and we're gonna vote you out. and you can't do this.
