11:00 am
good afternoon to you i am cory coffin in for yasmin vossoughian. we are following breaking news out of california. a mass shooting leaves ten dead and at least ten wounded. a gunman still on the loose as police try to determine why he walked into a ballroom dancing club in a largely asian community and opened fire. >> everything is on the table. we don't know if this is specifically a hate crime, defined by law, but who walks into a dance hall and guns down 20 people? the description we have now is

11:02 am
between 30 and 50 years old. that descriptor about him being an asian male has started to add to some of the questions here about whether this could potentially be a hate crime? what some of the motivations could have been in this incident, given that we are at a community that is about two thirds asian american. a third hispanic here in monterrey park. this, of course, was taking place on the eve of the lunar new year just down the street from where there were major celebrations taking place. although police say at this point they don't believe that those two were connected. police do say they are looking into whether a another incident that took place about two miles down the road might have been connected. beyond that, police still have more unanswered questions than they do answers at this point. the sheriff of l.a. county describing recently just how much they don't know. take a listen.

everything is on the table. we don't know if this is specifically a hate crime defined by law but who walks into a dance hall and guns down 20 people? the description we have now is of a male asian but does that matter? i don't know. i can tell you everything is on the table. our detectives are looking at every possibility with our partners age range? somewhere between the ages of 30 and 50. but police also say there is a white cargo band that is associated with the second incident took place a couple miles down the road in a community called a how burrow. -- someone who might have been attempting another mass shooting at a similar location. another ballroom where people might have been gathering on a saturday night. early this morning police saying there were ten people declared dead at the scene of

11:05 am
safely celebrate a holiday that is very important in this community. as you drive down the street you see the various decorations as this community that would be celebrating is now, of course, dealing with the trauma and the aftermath of the incident and still wondering if this community is safe as police look for that suspect. >> really quickly, i know you touched on. you gave us some details, a little bit about what authorities now in that second incident in alhambra, not too far away from the first incident. authorities obviously still reluctant to connect the two. what else can you tell us about that incident? do you have any idea on if authorities have any suspect information in that incident? >> we know, cory, then there was a similar description for the suspect that was seen at the second incident. the police say it was also an asian male that they believe is associated with that beyond that all we know is that white cargo band that was apparently
11:06 am
spotted in connection with that police say that has been a bum -- and asking the community asking if they have them. please acknowledging that while these incidents occurred just 17 hours apart within a couple miles from each other they could not with specificity uncertainty say that those two incidents are connected. certainly that is a top priority right now as these investigations move forward. >> so many details to come through. josh lederman, thank you to check and -- we will be back with you shortly for updates. for more on this i want to now bring in former fbi supervisor, rob d'amico. rob, thank you for being in today with this breaking news. based on your experience, what are investigators now focusing their search efforts on? >> this mashudu in is obviously different because the shooter is alive. now you have a suspect out
11:07 am
there. you have the second event that may or may not be connected. the priority is going to be information that leads to why he did it only so they can predict if he might do something else again. that goes back to the safety. as you are looking through this, you have all the assets that you can get from state, local, or county to start looking at predicting the next. the fact that you have two incidents might help them. they do the cellular analysis, they can compare cell records closer to one event is at the same to the second event. the handgun, organ. they said it was an assault rifle. the gun that was russell the way from the suspect at the second event, may be able to do a quick analysis of the shell casings at the first one. they'll know if it's the same caliber. they can start putting things together that way. i am a little fearful of the white van. the last time we were looking for a white van was the dc

11:09 am
something that was supposedly taking dance lessons on a saturday night? these are all the things they're gonna have to start going through. what was he targeting? if he was at both of them, what was a targeting at both? i would find it hard to believe that there was not a connection in the fact that there were two dance halls. >> that was my next question to you. is there any thaw in your mind that this could be separate in any way? we have the two different dance halls. of course, we have the firearm that was taken away from him, disarmed from the suspect before he fled from the second incident. and as you mentioned, authorities can now cross reference ammunition from each scene. the fbi now working in connection with local 40s. i was a work in concert to pc suffering crime scenes together or to determine if they could be separate? >> well, the local command is going to be the county sheriff. the city itself is going to be

looking at providing safety to the city and all the things going on like that. the fbi has a wider net. it has more resources. i'm sure they are setting up a command post. from what i hear, right now, they lacked the victim assistance. the fbi has a tremendous victimizations program. to help the victims to get what they need. i think they started providing linguists to help with some of the interviews being -- tons of language that we can lend to it. then it will be the wider net. the fbi network runs the l.a. field office -- is amazing. he has been there a long time. he's going to start putting all his agents out. we have the manpower to start back things. we are gonna start looking at shifts. the pd resources and personnel or less. they're gonna start getting burned out. now you have to start looking at the second and third phase of the. when you start running drive down -- again, the fbi can bring in resources from all of the state and all of the country, really. i think the priority of the

somewhere, he is going to be very paranoid. if he doesn't signal and gets pulled over, some law enforcement officers gonna be coming up to a car. he's gonna be thinking that they know it's him. that can turn deadly when that cop, who is really just pulling him over for some type of vehicle thing. as soon as i get these facts out, they put the bulletins out sending into all police departments to be on the lookout for, hopefully we'll start to get things safe. >> could be incredibly dangerous. we have no idea where this person is. not only the immediate committee is on edge but as you mentioned law enforcement within any sort of wide range that he could drive to or from. former fbi supervisor, rob d'amico, thank you for bringing that to us, rob. we appreciate it. of course, we will continue to follow the breaking news throughout the shooting in the next two hours. we will bring you any updates soon to get them. also ahead, exactly 50 years since the roe decision. nationwide marches today rally

what are the chances they will be able to glean a license plate? i know that this israel life. this is not some csi television where they can zoom in that far. what are your thoughts on that? >> it is quite possible. darkness may play a role here in reading a license plate. the other thing i found with white cargo vans, not only are they just everywhere. literally everywhere. they also are popular in the rental business. it's quite possible that this van could be a rental. it makes it a little more difficult, even when you get the license plate. it could be that someone needs a false name or false i.d. to rent the man. it could end up a dead end here. with regard to what we are seeing right now in terms of the tactical situation on the span, this is a highly tactical felony car stopped. they have blocked this down. bumper locked it as the swat guys will say. it is for a high risk stops. it has to be pulled off
11:41 am
executed correctly because you have officers facing the driver window side of that van. and to get tucked down under the dashboard often in case there's fire. the guy them back with and take over. we are gonna see a window crash or door open so this drone hopefully can get in there and take a look around. this is high tech tactical law enforcement that you are seeing play out. i also note how this van's parked, right? it seems not to be in a legit parking spot. that could indicate that this was a bailout. maybe this is the van that someone parked regularly because they were in a hurry. they switched into another vehicle. that could arouse a suspicion here, as well. >> for anyone just joining us we have received a picture of the suspect from that mass shooting at a monterey park. authorities are connecting that for shooting with the attempted shooting in nearby alhambra valley, california.
11:42 am
the suspect is described as an asian man with darkest gun. five feet ten inches tall. but 150 pounds. you can see they wearing a beanie, glasses, a black leather jacket. police are associating both scenes. not what we are learning more about the suspect, minor details are starting to come out, hopefully we will get more with this press conference, any moment now. what is the next step for authorities start to connect these two scenes? >> you are not just talked in the last segment of the use of the public here. we won't be surprised if we see of how to put out. ding dong, here it is. this will be a real aide to identify this person. i wouldn't be surprised if they were going to announce that they've a person. it's possible the community, if you do the thai ethnic community might go, yes. we do know this guy. yes he did have a beef with someone here, or with us. the photo is immensely helpful.
11:43 am
i think we'll be looking at a wrap in apprehension at this point. >> frank we are gonna keep you on standby for any of these details it's just to make their way out soon. we will keep you on hold, frank for glue seat. thank you for your insight. let's bring in former california senator, barbara boxer. senator, we appreciate you coming in. we were going to be speaking with you about the political news of the day. of course, this takes precedent. this is your home state. first and foremost, your thoughts and feelings when you learned about the news this morning? >> i am sick of her. i am sick at heart about this. i am sick at heart that in fact this is the fifth mass shooting in january alone. i am sick a heart when you look at the whole world and all the developing nations. nations like ours, we are the worst by far in terms of these gunned us. yet still, we have lobbyists
11:44 am
that are in washington that are stopping us from trying to stop this epidemic. i was there in the 90s when we had a horrific shooting at a law office and san francisco. senator feinstein and i, joe biden, others stepped up and we banned sought weapons. unfortunately we could only get a ten-year ban. absence that ban expired we have seen a jump in the shootings. >> we have talked about the lack of morgan laws, more secure gun laws. we even spoke with frank for the easy, national security analyst, who expressed there are people out there saying, look california has some of the strictest gun laws. it still happened there. his point being, yeah, you can go from a state that has more loose gun laws into a state that have more strict ones. you can easily bring it over! it isn't unsolvable problem?
11:45 am
that is what people seem to be saying gun violence seems to be an unsolvable problem in this country. >> that is totally ridiculous vehicle over the world there are no differences in the cultures. we are the ones that suffer. i want to say something about california laws. we have the best laws on the books. when you look at deaths per hundred thousand, i just looked up in the time hours waiting. the worst states in mississippi, 28 deaths per 100,000. louisiana coast of that. wyoming, mississippi, alabama, alaska with 24.5. california is 8.5 per hundred thousand. that is awful. but i can tell you it's because of our laws. we are surrounded by states that do not have these laws. of course this happens. we need national legislation. i think it's the gun lobby is
11:46 am
that what people to think how this is unsolvable. the only way to solve it it get yourself a gun that does not work. again, we look all over the world, this is in some type of experiment. we know what is happening. who needs in assault weapon? let's be honest about. unless you are in the military, or law enforcement. the fact is ordinary citizens have no need for an assault weapon. they should be banned again. we know that it worked when they were banned. other thing, we have these tragedies -- look kids running around with guns. there have to be laws that those guns should be locked. it's not a question of people knocking on your door and taking away your gun that is another ludicrous thing. we can have the second amendment, we can have controls. the supreme court should stay to. >> former u.s. senator from
11:47 am
california, barbara boxer, thank you for your insight here. i do want to come back pretty soon. we are hanging update for the news conference. sounds like it's gonna be closer to 3 pm. it is coming slightly delayed. as we remind people of what we are seeing. if you are just tuning in with us let's bring in former fbi supervisor rob d'amico. and people are watching this rob they are seeing what you were describing with that tactical movement around that white cargo van as police in trying to, tentatively, find out if there is a suspect inside. by the way, if you look at the right corner of your screen you can also see the suspect's description and imagery now being put out and a special boats and by the fbi. the fact that we are seeing this press conference which is supposed to be starting at 2:30 now pushback little bit closer to three now does that same thing to you? you feel like there might be some news that authorities are
11:48 am
trying to gather to bring to the public? >> i don't want to read anything into it. constantly they try to put a time on when they are going to update you. all bunch of events happen, they are probably trying to come in -- figure at what is going on there. it just gets people spun out a little bit later. push things to the right, they may be waiting for one thing to come out so they can say something about it. i don't think they would hold of the press conference -- you're not gonna be able to confirm a ton of things unless it is actually, for some reason, that gives them the van. i will just say that hey, there are a bunch of things going on. they thought they could get on it to, they went back to three. it would be hard to read into that. i've been involved in so many of these. there's really no reason people say are, there must be something coming up. they are just gonna get their facts together. they are turning it all the precincts and others reporting so they can come out with the
11:49 am
best information for everyone. >> the best and latest information for the public. if you are that what are you telling the public before the air? >> again, as much as i can, for safety, but not giving away something that might clue in the suspect that we are on to some suspect. it may have been that he had the white van. it came out on the radio and he ditched it. that's frank said, pulled into the parking lot, got out. he might have had another car. or just got rid of the white van. that's what they're gonna be looking for. as much information as you give out, is it giving the suspects something that can -- that he can do something to elude capture more than getting into another car or something? pros and cons both ways. they're not going to give you certain things because they think it might tip them off on how they might be able to capture. >> your experience with the fbi
11:50 am
in today's dangerous social media. everyone's faces on the internet. if you aren't on the internet someone sees you on national tv and says yes i know that person. how quickly does that face get identified now that it's out there in your experience? >> one there is facial recognition. depending on how many points of the face that are captured you can start searching. it's like a fingerprint. they're probably looking at different things fingerprints on the weapons that were taken. fingerprints on the casing. they are getting leighton prince off of those and shooting them to see just in west virginia where all those people are gonna be looking at fingerprints. same with official recognition. you have computers that start to do it. there is even a -- something that other people can put pictures in and see things. that is happening very fast.
11:51 am
facebook tethered to be all the time people. technologies out there. they are starting to run it. i'm sure they are already doing it with the dmv checks on drivers licenses. as people start putting names to it saying i know that guy then same thing the pull up drivers license and they will start pulling the points off the parts of the face and they can identifying. >> rob d'amico, thank you for that. let's keep you on standby, as well. let's bring in former attorney general barbara mcquade. barbara, we are hearing the attorney general has been briefed on the situation. how might they be monitoring this? >> the federal government will be very interested in this case, even if it might ultimately end up as a steak or prosecution. homicides are typically state court prosecutions unless there is a federal statute that would be violated if this turned out to be a hate crime, for example, that could be a potential civil rights crime that would allow the federal government be involved. even if there is an alternate state court prosecution federal authorities can bring resources
11:52 am
that most local communities lack. for example, in a mass shooting one of the things that the fbi will do is to develop a whole rendering -- a 3d model of the crime scene. to be able to do that they need to secure the scene immediately so they can photograph it from every angle. that can be immensely helpful at trial in terms of determining how things played out. how it happened how the shooter killed these people. who is in the line of fire? there is so much chaos that happens during a shooting. those types of models can be helpful. federal authorities can also be helpful in apprehending a fugitive. the u.s. marshal service in the fbi are the experts and apprehending people across the country. they have tools that sometimes to look as black as well. technology, cell site location information. the way to be able to identify and locate suspects can be very helpful sometimes it's cfo bring in the docks out fine suspects i mentioned at this
11:53 am
point when you have a gunman on the ice that is so dangerous to the public to you want to bring all of those resources bare until that person is apprehended. safely in custody in the public can breathe a sigh of relief. >> until you know what's the deal is with that fan. whether you know if anyone is in there or if it belonged to the subject it is an inter agency -- and interstate be on the lookout with federal marshals getting involved. that does strike me as priority number one. after everything that you've heard and all of the latest breaking details that we have just learned about in the last 15 minutes what strikes me most about what we've heard so far? >> a fact that we have a photograph of the suspect is critically important now in this investigation. i know that that is something that law enforcement officials are sometimes reluctant to put out there to the public for a couple reasons. one is, they might have the wrong person. that could cause a defamation of person who is innocent of a
11:54 am
crime the other. is tipping off the suspect. once the suspect knows that the police are on to them, they can become very dangerous. there is a phrase referred to as suicide by cop. someone gauges and something dangerous. even as they are in a standoff with police, they will do whatever they can to draw fire which creates a very dangerous situation for the police. the decision to put that out there was one i'm sure was taken after a lot of thought. i know the boston marathon case for example that bombing was solved when they got pictures of people with the backpacks you have placed them that ultimately blew up it with through these tips that they were applicable to apprehend the bombers i imagine they went through some of the same analysis here. ultimately concluding it was best to put the pressure in the public domain. hopefully getting in a defecation. chances are someone knows who this man is. someone seen them. he lives in the apartment building. he shopped at the grocery store. he's a brother, son, father or
11:55 am
someone's relative or friend. someone will recognize him. it's important to finding him. then -- online eternity. has he posted anything that might be a clue to his whereabouts? has he posted manifestos that would suggest the motivation for this crime? we are going to learn a lot more about who this person is. that work is likely already underway by the authorities. >> standby for us let's bring the back in -- barber mentioned something very interesting about what a suspect does when they finally realize okay people know and are looking for me specifically. the corner of -- the desperation there and the acts that may happen. how much more heightened in dangerous of that situation becomes? mnot just for local authoritie, but any authorities that might be looking for him in surrounding states? >> yeah, that is why the
11:56 am
decision to put out what you have is fraught with peril lots of discussion i applaud putting out the images as quickly as they have. i do think, ultimately, it is more likely to lead to a faster apprehension. indeed, there is officer safety and public safety risks involved here. if someone realizes, they've got me now. is this person watching television? probably not. probably fleeing or hunkering down somewhere. they know it is only a matter of time. time is against them. they become a danger to themselves as well. there has been reference to suicide by cop that we've already heard here. it all increases the risk. that's why you see the swat team here taking so long to make a decision about what they are going to do with this man and how they are going to do it. the other thing that's going on right now, as fast as possible, atf.
11:57 am
if the reporting is correct, a gun was wrestled during the first event, was wrestled out of the shooter's hands. there is a gun in law enforcement and that the couple of ifs here but that is tracing going on. i see this as a teachable moment. the vast amount of the public thinks there is some magical federal government good base. you have a serial number on it gone and you can automatically hit the computer and it will tell you belongs jon smith of los angeles. that is not true. we don't have that here. that's part of this hogan controversy in the states. what has to happen is this very look borja's hand driven flipping through gun purchases to try to find who bought this gun where when there are people at atf headquarters right now that are being called enough their weekend to get to hand searches -- if indeed they even have a gun
11:58 am
to match. that is another thing we need to get better in terms of solving crime. just registering who bought a gun legally. it is not as easy as people think. >> that is a great point. there are so many avenues that, once you have that fire arm in hand, so many avenues that you then have to take to actually get an answer about the sourcing on the gun. i'm sure it's going to be one of the longest processes for authorities as they continue to unfold this investigation. let's keep frank, eu, and barbara on standby. we also have round macron standby with us. helping us analyze this breaking news out of monterrey park, california. let's add to the discussion, former fbi special agent and msnbc national security analyst, clint watts. clint, welcome in. investigators right now i want to go off of what frank just said. is that what they are focusing on right now? sourcing out that gun?
11:59 am
what else could they be focusing on it now? >> oh ways in the situations one of the key things is to make sure that if you believe it is -- really is. across the board over the last one or two decades, particularly in the age of terrorism, trying to determine if it's a lone actor. they have accomplishes or support. everything we have seen so far seems to suggest that it was one shooter that showed up. possibly the same shooter showing up at both locations. separately they are definitely trying to put together a lot of leads that are coming in. and this picture is going out. when the picture goes out they want to see what comes in. that is part of the reason why they did that. noting that this may be somebody who -- maybe know something about the shooting or was involved in the shooting. the other thing they're gonna look at is where they're any other signals? as the data structural in the internet social media also to
12:00 pm
look or any sort of discussion out there about these two targets. one thing that overturned and now is one place was attacked -- one place was possibly tech by the shooter. if they can put others together you can get a lot of signals about the identity or potential further motive of the shooter whoever it may be. looks like they are moving very quickly now on this case. i think, at least i hope, we will learn a lot more in this upcoming press conference. >> the scene that given the very complicated nature of what happened last night we are seeing a very quick inflow of some data coming through. clint watts, let's put you on standby. let's keep you here. it is the top of the hour now here for you have been receiving reports. i'm cory kaufman in for yasmin today. we are continuing to follow this breaking news out a moderate park hill formula. this bjosh lederman, josh, can u recap this all thing for us? the latest that we are finding ou
