that second club say that the rainfall to wrestle a weapon away from the man at the alhambra incident. the man, reportedly flat. law enforcement have been investigating a white cargo van, in a parking lot in torrance, california, we're looking at live pictures of that right now. it matches the description of the subjects car, police believe there's someone inside, they do not know the person's condition. this all comes as someone opened fire in the monterey part dance all, a little background on monterrey pack for votes, it's a small city, of about 60,000 people where the majority of the population is asian american. police say, they do not know if this attack was targeted at this point. president biden's been briefed on the mass shooting, he's directed the homeland security adviser to make sure the fbi is providing full support. vice president harris been has been briefed, judy chu represents monterey park and earlier she spoke with what

this crime means to her and the community. >> it's horrible that such a thing could occur at a time of celebration. for so many in the aapi community, and the asian community worldwide. this is a time to be with family, to celebrate, and, yet this tore a hole through all of our hearts. >> let's go to nbc news correspondent, josh lederman in monterrey park, california, you're looking at life luggage on your screen. josh, this search for the suspect has been unfolding all day. folks are seeing this right now on their screen. tell us what you've learned thus far, do we know who's in that van? >> symone, when we woke up early this morning, we learned of this news it was an active situation with the shooter potentially on the loose. here we are hours later, after

1 pm here in california. and this is still an active situation that police in the news conference that they just gave, with the l.a. county sheriff and local law enforcement our colleague a tactical incident, a barricaded suspect situation. the referring to that white van that you're seeing on the screen there. it's in torrents, california, about half an hour or so from -- an monterey park. where the shooting took place last night. police say, they believe but cannot say for sure that this is the bad that they have been looking for. ever since it was spotted at a second location, ten minutes from here. police now and say it involve the same suspect. they say that suspect is an asian male, will they believed to be about five foot ten, they believe that he was wearing a black leather jacket, as well as a hoodie.

and glasses. they are urgently asking the public's help to identify that person and provide any information that they might know. about where he is, or why he did what he did last night. police seem to have a sense of who this person might actually be. but they say they're not disclosing that at this point in time. they actually believe that would make it harder to apprehend him and bring him into custody. but in this situation, we're seeing play out in torrance, which police described as a tactical operation, they've had that van surrounded. and the sheriff says, they believe that the suspect is in that vehicle. they believe there is a person in the vehicle, but they don't know their condition at this point. so, until a suspect is safely either in custody, or determined to no longer be alive, the police cannot rule out that there's an ongoing threat -- >> josh, i want to know for -- i want to know for folks who

are looking at the van right now. the doors are open of that van. it's on the screen for folks. it looks as though log forsman 's inside of the van. it's still surrounded, but no information yet about who the individual was. >> that's exactly right. other than the fact that law enforcement in this latest update said that they do believe that that person is the same person who they believe to be in that van. at this point, law enforcement they said they were looking for a white van. they surrounded a white man, and i've said they believe this is it. but at this point, they cannot confirm that. and that's what makes this such an ongoing active situation, with many unknowns. >> josh lederman, thank you. well in a let you go as you can do some additional reporting. and we'll come back to you as this develops, thank you very much. congresswoman judy chu joins me

now. congresswoman, thank you for being here. i want to offer my condolences to you, to your constituents, this was another horrible thing for folks across america to wake up to. a horrific, it's unimaginable, situation but my question to you as, you've heard the two press conferences now. does your office have any additional information, are you being kept addressed and briefed, as the situation unfolds? >> yes, i am. and in fact, i'm in touch with the white house, and the fbi and their sources in terms of what's going on. >> i know authorities say, it's too early to determine if this is a targeted attack. do you suspected to be a hate crime? >> well, that still to be determined. i was very glad in the first press conference to talk to the fbi, the immediately came out to share the resources.

but to determine whether this was a hate crime. we do not know that, but i'm hopeful that the person in this white cargo van is indeed a criminal who did all this. and this certainly matches the description of the white band that left ali hamburg, after the shooter went to the second dance studio. >> what's the temperature in the community right now, congresswoman, we've been reporting today that there were additional lunar new year celebrations in monterrey park, that have since been canceled. how are people feeling? >> people are anxious, they're fearful, especially when they thought about a shooter being out there at large. if this is a shooter, in this white van, certainly it will

relieve many peoples fares. but people are so uneasy, and this is in the face of a time when we should be celebrating, the lunar new year is the highlight of the year. for asian americans and asians all across the world. this is the time, to celebrate, to be with family, to have dinners, to go to events. and that's what we should've been doing, there were thousands of people in fact that were there hours earlier. and only one walk away. >> one block away from the incident? from the shooting? >> from the shooting incident. they were so enthusiastic after being cooped up for three years or not having such celebrations. >> the point you just made, california governor gavin newsom, made that point. he tweeted earlier saying that

monterey park ship had a night of joyful celebration of the lunar new year. he goes on to say, instead they were victims of a horrific and heartless active gun violence. our hearts mourn as we learn more about the devastating facts of last night. we condemn timelines, every single time. but nothing's down. what needs to happen? >> i'm so frustrated, starting back from the most horrific shootings, like in sandy hook, and the pulse nightclub. that's why i did join the gun safety caucus in congress. and we've pushed for legislation that we know can stop these situations. we know a criminal like this could easily get a gun to spite the fact that there are universal background checks. there is loopholes for which anybody can get a gun on line,

california. or ten people were killed, ten others injured last night in a mass shooting. you're looking at live pictures on your screen right now, pictures of all white cargo that in torrance, california, at's not clear who's in that van or the person's condition. law enforcement have released a picture of a man who may be tied to the mass shooting. that's also on your screen, we're talking about the mass shooting and monterey park, ekin incident in nearby alhambra. i'm joined now by msnbc legal and -- voice fans, who grew up in monterey park. joyce, what could you tell us about this area of monterrey park right now as we're looking again at live coverage in torrance, california, of the white van? >> sure, symone, as you unaided monterey park small community under 60,000 people live there. it's east of los angeles, its neighboring city alhambra, is where the second incident took

place here. this is a community that's predominantly asian, and largely chinese. although it's very multicultural. it's a closely knit community, and the lunar new year celebration that they were holding, or this incident took place. was something that had been canceled during covid. so, people were looking forward to it. there was heavy turnout. i was watching video of it online -- sad i wasn't there. it's a joyous experience. it's a community that believes in celebrating its diversity, believes in celebrating the sorts of holidays with a little bit of passion. >> joyce, we now know that the fbi field office is involved. they now said they are. you can see on the scene, there's local law enforcement, fbi, what does that indicate about this investigation and if you can also explain to the viewers why a photo of the alleged suspect has been released but no name, even

though law enforcement says they have the name, why is that something that they would do? >> the fbi presents is critical in any incident like this. they have tools and resources for identifying suspects but also for the most important job that goes on here for making sure that there is no additional threat to the community. so, seeing state, federal, county resources as well as the local police department working together is important. the monterey park police department has 75 sworn officers, they certainly call on neighboring communities for health. but seeing these federal resources means for instance, they can determine who the shooter is associated with. whether there is any artistic criminal history, and perhaps most importantly, whether there is any additional guns associated with this individual. there's a lot that you don't know this early in an incident. it's difficult to assess motive,

this fog of war. having resources and particularly agencies that may have dealt with an incident, the shooting incident, in san bernardino many years ago. it's helpful and figuring out how to respond. it's not clear yet whether this is a crime scene that's been resolved, or an ongoing investigation that could result in prosecutions. all those moving pieces around the table. and to your question about releasing the photo, but not the identity? of the man they believe is involved. one of the things we live within this day and age, with social media, is the ability of people once na ms. released to perhaps become personally involved. to go to residents are other locations associated with this man. to begin to calm his social media have. that could be difficult if not dangerous for law enforcement. that needs to figure out who he is, what was going on here without any external interference. >> joyce, in a press conference, the second press conference of

the day, right before we came on air here. l.a. county sheriff, sheriff luna, noted in a press conference to reporters that a threat had been called into one of the hospitals that is treating some of the ten victims who are still, who were injured in last night's mass shooting. the sheriff noted, he was sharing that information with reporters because he wants to explain why there are keeping details close howled about who the victims are, and where exactly they're being treated. what kind of precautions could the fbi be taking at these various hospitals right now, could we expect increased law enforcement presence perhaps? >> we don't know what the motive for the shooting as. we do know that we live in a climate where there's been a threat of violence, and actual violence against the aapi community, we don't know if the threat that sheriff luna was

we're continuing to follow the mass shooting investigation out of monterrey, california, there is live pictures you're seeing right there on your screen. we'll have more on that shortly. but there is some other news we want to bring you today. a shake up at the white house with nbc news confirming the washington post reporting with the biden administration's former covid response corner nader, jeff zients, will be taken over of lighthouse chief of staff when ron klain, believes. he will replace klain, who's gonna depart from the role after serving for two years. but first the clock is ticking. the united states debt limit officially being reached, they're now relying on quote, extraordinary measures from the

treasury department to make sure the governments bills are paid. that'll only last until june. rather than using the normal -- to codify the drastic spending cuts, there after, many house republicans who are using the full, faith of credit of united states as a bargaining chip. with the threat of economic calamity looming large. they're refusing to consider raising the debt limit until the white house agrees to their terms. but the biden administration, isn't playing along. they say raising the debt ceiling is not negotiable. joining me now to discuss is a member of president biden's council economic advisers, heather boucher, heather, welcome to you right now. i want to start with this negotiate, won't negotiate, kevin mccarthy tweeted on friday saying he except the president's invitation to come to the white house. and discuss the debt ceiling. the white house has been clear, they're not negotiating. what does it mean though, republicans aren't budging, and the white house is not gonna

negotiate. where do we go from here? >> this issue so urgent and important. it's important to the economy. and the people have made, clear they're willing to sit down with anyone and willing to sit down with speaker mccarthy to have a conversation with the u.s. economy. how we're gonna make sure to grow it in a way that benefits the middle class, broadens that it makes it possible for americans to succeed. and at this time, making sure that congress does its job and passes a clean debt ceiling when it couldn't be more important to the stability. >> there's no chance that the white house is gonna change course, -- is not suggesting to advise the president to do as such? >> we believe it's important to do what's happening so many times before. congress since 1960, they voted 78 times to increase the debt ceiling. >> three times over of president trump? >> now speaker mccarthy himself voted three times. so, it's important that we just get this done.

and then we focus on making sure to maintain the economic recovery. this is threatening a recovery that's already seen challenges thrown at it. we've been able to weather those, it get through covid variants, get through the energy crisis, the war in ukraine, we've been able to get through all those supplying chain chain challenges, or bring inflation back down. and this threatens that progress. we need to make sure we keep our eyes on the prize. and focus on americas middle-class. >> secretary yellen has talked about extraordinary measures, the secretary's gonna take. how dangerous is this, and what are these extraordinary measures in layman's terms? >> at this point, the secretary needs some take measures to find, basically different ways of accounting. to make sure we continue to pay the bills for the american people. the bills that have already, -- authorized. so that's, what's happening right. now but one of the things we

learned last time we got close to a debt ceiling limit, back in 2011. was that even though it wasn't breached, there were economy wider facts. we saw consumer confidence, small business confidence start to sag, as we got closer to that day. we saw rates rise for loans, mortgages, auto loads. so, we do need to make sure that we deal with this quickly, the fact that they're taking extraordinary measures means and it's an extraordinary situation. >> to say the least. what republicans would like, house republicans would like to negotiate on, is spending. to me, i'm hearing the budget. and the budget for this fiscal year was already determined. so, that ceilings not about new spending it's about paying the bills that are already do. but at some point this year, by september, they're gonna have to be a budget passed. so what's the plan for that, there's been very clear requests from republicans in the house, cutting social security, they talk about

cutting entitlement programs. but they're talking about social security, medicare. what's the plan for the white house? >> the president has made economic -- certainly,, he has a plan that's going to help grow the economy, grow america's middle class. we've seen the effects over the past two years. there's enormous accomplishments. millions of jobs created. inflation coming back down. we're seeing manufacturing plans increase all across the country. a small business start-ups in the last two years, record years, all these things are part of the presidents plan. but the presidents also in his plans made sure that he is doing his part to reduce the deficit. >> but he's not talking about cutting social security? >> he certainly not doing that. and he's also work to make sure that the irs has the tools, and the sources they need to enforce the laws on the books. >> one of the first bills that house republicans took up. >> if you care about debt deficit, you want to make sure that those who owe money to the u.s. government, those billionaires, actually payer

california, is going. in about 20 miles from monterrey -- to gain access inside the white cargo that. according to video from nbc los angeles, law enforcement then opened the door to the van. and entered the vehicle. the white van matches the description of the alleged suspects car. los angeles county sheriff robert luna, didn't confirm whether the suspect was inside. we are obviously gonna keep you posted. we're staying on this story. joining me now on the phone, msnbc terrorism contributor, jim kavanaugh. he's a retired atf special agents in charge, former hostage negotiator for atf. jim, thank you very much for your time tonight. from a law enforcement perspective what's your assessment of the situation unfolding with this white van thus far. we're seeing, it's one door open on your screen. and there's a woman currently taking photos. what's your assessment of the

situation? >> good afternoon, symone, it's possible suicide, the suspect could be dead inside the van. it depends though how they came, was the van driving when they stopped it, we don't have those details [inaudible] just stopped, they had to put the swat procedure on it. they're worried about two things, one -- if there's a bomb in the van, secondly, is he in there with a rifle and his firearm. so, that's why they use the two armored vehicle those are called bare cats. they put one in the front and one of the. that's the van is [inaudible] , sometimes, you have a killer like that he knows he strapped. the event is not only a homicide but a suicide, sometimes so it's possible he's dead inside there. they're photographing the body.

one possibility. the other, is there was no one in there when they found, it what they need to use caution. there might be some things in there -- >> i want folks to know, sorry turn dropped, i want folks to know that we're working to confirm what is the status of the person in that vehicle. we're working to confirm it. as of now, we cannot confirm if the suspect in the vehicle, what their status says. >> exactly, the vehicle may be empty. it could be nobody's in there. but i don't know how they found it, i don't know if they stopped. it or just found. it could be guns and there, could be some other evidentiary value. -- but if they're taking pictures, after they stopped it with the swath, they see some things that are of value as evidence. -- they have located someone, could be deceased. it's a possibility. we're not saying that's what the cases. but a possibility.

>> jim, what else is happening with law enforcement officials right now. look at some of the conversation, what are some of the conversations being had? is this where they prepared to say, get all the details and prepare prior for another press conference potentially? walk us through what could be going down in monterrey park and also torrance, california? because the van was found in torrance but the shooting occurred in monterey park. >> beyond seeing come matters are taking the chaos of the day. and trying to turn it into an organization that they can manage. so, one thing we're gonna do is set up a family center. a nearby church, building were members of the deceased couldn't go to get information from the police about the status of their loved ones. [inaudible] in the clubhouse that have left the club.

and police have put out -- will take all the cars to the parking lot that remain, get those tag numbers, try to reach those people, maybe witnesses, interviews. did you see the killer, where were you, did you hear anything. of course they're gonna sweep the videos of the area. all the witnesses, businesses around. do they have any video of the killer arriving, did you have a long gone, is he visible on walking in with a long gone. it's very obvious, in nearby video who the killer is. sometimes they're all dressed in black, that kind of thing. they're trying to assess all that as to the motive, the sheriff did say the description from the alhambra incident. it was an asian male. -- we'll see if that holds. through maybe they have rudimentary descriptions of the killer. is it gonna be related to this

white van are not. i'm almost a little skeptical at this point. i was deputy commander in dc sniper, we worked with a white man, -- turned out not to be a white van. so, leads come up, they look real hot, they look sure, and then maybe they'll -- were gonna have to see. but develops from this white van in torrance. a lot of waiting in seeing. before i let you go, during the latest pass conference from the l.a. county sheriff, sheriff luna, sheriff luna noted that a threat was called into one of the hospitals, or some of the victims from the shooting in monterrey, park valley fournié, or being treated. and he said that he sharing the information with reporters so the community and reporters understand why they're being so tightlipped if you well about the status of the victims. how many, where they are. given your experience, what

kind of precautions are law enforcement taking at these various hospitals right now? what could be happening to protect the victims who are there? >> well, normally, the l.a. county sheriff's department is the largest sheriff department in the world. they have 10,000 deputies. they have the resources to protect the people. at the hospital, at multiple hospitals, to enlist the help of city police nearby, like monterrey, or -- wherever the hospital may be. they have the manpower to do it. they will do the best they can to secure that. and you need to understand, in the case of national attention like this, every kook in the world gets called enough threat. they can just call it in to start travel, week of, echo bay may have nothing to do with it. they could be in a far off place that they just want to cause chaos. again, take it lightly. can't dismiss. it you need to act, but it's

breaking news out of california. ten people were killed, ten others injured last night at a mass shooting in monterrey, park hollow foreign. yeah to give you a vantage point, monterrey park is ten miles outside of los angeles, california, earlier today vice president harris took time at an event commemorating the 50th anniversary of roe v. wade to address the mass shooting. take a listen. >> a time of a cultural celebration. yet, another communities been torn apart by senseless gun violence. so, duggan i joined the president and dr. biden, i know everyone here in mourning for those who were killed. as we pray for those who were injured. and as we grieve for those many people whose lives are forever changed. all of us in this room, and in our country, understand that

violence must stop. and president violent and i, our administration will continue to provide full support to the local authorities. >> back with me, now nbc josh lederman, and monterey park, california, josh, what are you learning, what do you know? >> symone, it started with a mass shooting. and then a man hunt. and now we have with the county sheriff's calling a barricaded suspect situation. all the focus right now appears to be on that white cargo van that you're seeing on your screen. which fits the description of a van that police said earlier today, they were looking for. specifically, in connection with these pair of incidents that took place last night, here in monterrey park, as well as in nearby alhambra. we know, police believe it is possible that the suspect is in that van. although they don't know in

what condition, but at this point police say that they cannot definitely sleigh that that's a subject we don't know what the motive is, they also don't know if the potentially could be other suspects still at large. that's why police have released those hairlines photos. you see at the bottom right of your screen, they're withholding the name at this, point they think -- harder to apprehend the suspect, but they're employing the public right now. to call you -- an information about who this person is, and how they can bring him into custody as police say that this person should be treated as a homicide suspect, armed and dangerous as this man hunt continues here in california. >> josh, as folks are looking on the screen right now, they're seeing the white van that we've been monitoring for the last hour and a half or so. and they're folks taking the same pictures, law enforcement officials -- taking photos, walking around the van. what do we know --

if we know anything about what law enforcement found in that van, and the status of the presidents barricaded in that van? >> very little at this -- we don't know it because law enforcement, also doesn't know what at least according to the most recent update, a little over an hour ago. they say they believe there's someone inside, they're not totally sure. but they also don't know what -- they didn't spell this out. but they seem to be alluding to not knowing whether the person they believe is in that ban is still alive are not. but how it got there, what it's doing there. it's still a mystery. -- these two incidents that took place last night, we're about ten minutes from each other. this fan in torrance, it's half an hour way, the other side of los angeles. but it's clearly the center of a major law enforcement response right now as they try to make sure that it's a safe situation for the law enforcement presence that's

teams broke a window and that's what you're seeing on your screen. they broke a window of the van to gain access inside. according to video from nbc los angeles, log forsman then proceeded to open the doors to that. they entered the vehicle. the white van matches the description of the alleged suspects car. los angeles county sheriff robert luna, did not confirm whether the suspect of the photo you have to see, at the right-hand corner, was inside. we know someone was inside. we do not yet know who. we're working to confirm. i want to bring back and, and msnbc legal analyst, joyce vance. joyce, grew up in monterey park, joyce, thank you for coming back with us. that's what we know now, joyce, what does law enforcement need to do. there's been a gap, we know they've entered the van, we know that law enforcement on the scene knows the status of the individual in the van. but we don't.

what needs to happen between a law enforcement entering that van, and asked getting the information. what kind of decisions are they making, or notifications that need to be made perhaps. what's happening? >> wow, the first decision for law enforcement whether the subjects alive or deceased. is to determine whether there is an ongoing threat to the community. their first priority will always be rendering any threat neutral, whether it's something as a booby trap and ivan, something that that individuals home, perhaps other people who knew of or were involved. or maybe the presence of weapons and another location. that's their immediate decision-making process after they've determined whether this individual is alive or deceased. i think that will know pretty quickly, we will see an ambulance come in pretty fast, if they're still alive. we happened seen that yet.

so, it's probably a good indication of where we're heading at this point in time. -- >> we've seen a lot enforcement taking pictures of inside the van, but we haven't seen an ambulance. >> right, so that strongly suggests, we don't know for certain that it strongly suggests that whoever was in the baton is deceased. we'll have to decide if that's a person of interest or someone else connected to the incident in monterrey park, and alejandra. and proceed with the investigation to try and get a handle around what happened here. >> monterey park, joyce, small community. you talked about that you're from there. what does law enforcement, could they be currently doing for the residents there? we know that there are at least ten victims who are currently in various hospitals across the area, talk to us about the people who the --

has affected? >> this is a small and close knit community. the police department has played a very central role. they were involved in community outreach and engagement before that became popular, more broadly across the country. we heard the sheriff for l.a. county saying earlier, they'd make a number of resources available. but we become so numb to this in this country. we see the shootings with such regularity. they're not just numbers of people who are killed and wounded. for those individuals, there's a long road back to recovery. both mentally and physically. if they survive a shooting. further family, and the entire community, there's a period of grievance so it's important to have law enforcement resources, but also to have community resources that can help entire communities recover from these incidents that we continue to

tolerate in our country. for whatever reason. >> have you talk to anyone from monterrey park, joyce? >> i've talked with some old friends, but not with anyone who is in the area when the shooting occurred. i think in the situation, it's symone, we all feel at one point connected, but at the same time hesitant to state that claim, we don't want to interfere with the experience the victims, at the community are having, but it's worth noting, i grew up in this community, it's a very real place to me and my family we had a business right in the area. where the shooting occurred. in some sense, we're all connected to these acts of senseless violence in america. it's up to all of us to find ways to put an end to laws, practices that have continued to tolerate this kind of violence for far too long. >> well said, joyce, well said. joyce vance, thank you for your
