morning to you, i'm kati phang thanks for starting your weekend with us. right now there's a balloon that the united states military says it is for chinese surveillance and it's still in the air over the united states four days after it was first spotted. so just how big is this balloon one u.s. official telling nbc news that the pentagon believes that this balloon is about the size of at least two school buses now this is video that you're looking at from people on the ground. the pentagon has not confirmed this is in fact the balloon. china has confirmed the balloon belongs to them, but says it's a civilian airship for meteorological research the white house says it's closely monitoring the situation, and that quote, all options are on the table. just last night, the pentagon said that another chinese surveillance balloon is currently flying over latin america. secretary of state, anthony blinken, was posed to be headed to china right now for important talks. but he postponed that trip

because of the balloon controversy. the big question -- how will this affect the already tense u.s. china relationship going forward? we begin today's coverage with gary bra mick at the white house, and janis mackey frayer in beijing. janice, please, let's start with you this morning. let's look at the big picture first. with secretary antony blinken postponing his plan trip to china what does this mean for the overall relationship between the countries going forward. >> katie, the timing of it couldn't have been worse, this is supposed to be the highest level u.s. visit to china in five years, the visit that was supposed to reset relations which are strange, which are fraught, and frankly, can't sustain a crisis. what is in clear in the statements that we've had from the chinese side, is why, if this was a wet weather balloon that strayed off course into

u.s. airspace, why did china not alert the u.s. to it several days ago china has admitted regret which is something that u.s. officials did not expect but with too many questions unanswered, the optics of secretary of state blinken coming to china, sitting in the same room with chinese officials as this balloon continues to fly over the united states the objects were just unacceptable. secretary blinken spoke yesterday with his counterpart here and expressed his disappointment manchin's behavior. i made clear that the presence of this surveillance balloon in u.s. air space is a clear violation of u.s. sovereignty, and international law. that is an irresponsible act, and that the postseason -- on the eve of my planned visit is detrimental to the substitute quaint discussions we are prepared to have there was a chinese statement today

what was interesting about it they reiterate the regret part, they suggested that maybe the u.s. was hyping the issue too much. and then they made a point of saying that the secretary of state's visit was never really formally announced anyway, so it's not really being called off what is it being said though katie is who does the balloon belong to i spoke earlier with a former pla officer, who says in his opinion it's not a military asset, but china's not saying anything about who it belongs to, what it was doing, even a few details to try and smooth things over from a foreign policy standpoint, this is being seen as a blunder for china, it's an embarrassment for china's government, this visit by mr. blinken came out of that summit between president biden and chinese president xi jinping. it is unclear what it's going to take to get talks back on track, just to get the visit rescheduled, let alone how these two sides are now

turn to nbc nukes correspondent melissa parra, who is live for us in philly, good morning marissa. >> katie, good morning what's normally supposed to be a fairly routine winter meeting for the democratic national committee will see a historic vote today. this is something that will certainly, if it passes, which it is expected to pass, will change the way that the democratic nominee is selected in presidential elections. so this is 50 years of tradition on the line here, iowa, new hampshire, have proven so kyiv protecting front runners when it comes to democratic nominees. but if this vote passes, it would make south carolina the very first state to have their vote. and so, south carolina is seen as a state that is more inclusive, more demographically representative of the democratic party, it's also a state that president joe biden performed well in this was a state that prove key to his election so last, night in this very same room, president joe

the basis for his firing meanwhile two emts had their licenses suspended this week for allegedly not providing care for 19 minutes after getting to the scene. this comes after they were fired, along with other emt earlier this week. 29 year old tyre nichols died in hospital three days after he was arrested and beaten by cops, five memphis police officers have been charged with his murder. attorneys for two of the officer said their clients plan to plea not guilty. now to the northeast, where americans are waking up to some of the coldest temperatures in decades. officials are warning people to stay inside, and to bundle up. cities like boston, in new york, are expected to hit record lows today. the wind chill, in maine, could feel as cold as negative 60 degrees fahrenheit. nbc news meteorologist michelle grossman is tracking this arctic freeze for us. michelle, how long do we expect

these icy temps to last? ese icy >> either katie i just looked up your temperature, 65 degrees in miami, i hope you're enjoying that. i'm in the northeast and we're looking at temperatures so brutal this morning, we've already broken a lot of records in the northeast, parts of new england, and into the mid-atlantic. it's gonna be a story as we go throughout the day. the good news, is we have a quick rebound, so it's really just through the rest of saturday before we start to see that rebound. let's take a look at the temperatures, because we're looking at temperatures well below normal for this time a year. we're looking at alerts to this morning. 26 million people under wind chill alerts, where we're seeing a winter chill warning, that's in the hot pink. we're also looking at wind chill advisories, you can go to weather six hour be perfect, because we're looking at these wind chill advisories all the way from maine into portions of new hampshire, vermont. also connecticut, down to pennsylvania, also parts of west virginia. that's gonna be the story as we go throughout the day. we're looking at that arctic plunge in place, with that jet stream so far to the south. so it really happens, is it

allows the doors to be open from canada so that arctic air is plunging down, we're looking at temperatures well below normal as we go throughout this afternoon, we're gonna see temperatures throughout 10 to 30 degrees below what is typical for this time a year. we've been spoiled this season where we've been above normal for most of january, so look at the temperatures right, now we're looking at zero degrees in buffalo, 29 below zero, in saranac lake, 12 below zero and then a ten, 13 below zero in portland. boston, you're so chilly nine degrees below zero, and we're in the single digits also in new york, pittsburgh, you factor in the winds, we're looking at winds gusting up to 40 miles per hour that kind of makes it worse wilkie at windchills well below zero, 39 below zero is the wind chill in portland, 35 below in austin, and it's 14 below zero in buffalo so it is brutal this morning, it's dangerous to in spots, you want to bundle up if you're headed, out the key is to kind of cover any exposed areas, when you see those wind chill, numbers that's what your body is registering as the temperature. they are temperatures cold with

the wind chill, as we go throughout this afternoon, it's still gonna be chilly, with temperatures below normal for this time here. new york city is just 25, 20, seven philadelphia this afternoon, 27 in state college, that's eight degrees below what is normal for this time of year. buffalo, 27, look at bangor, maine just, 5 to 24 degrees below what they typically feel this time of year. now as we go throughout tomorrow, we're gonna rebound really quickly, look at some of these temperatures, very typical for january, back into the upper, 40s near 50 degrees in philadelphia that's a quick rebound. washington d.c., into the lower 50s, at seven degrees below normal for this time of year. we're looking at 53. -- new york city, near 50 degrees on tuesday, and philadelphia, you're gonna be into the mid 50s. so the good news katie, it's really brutal this morning, you want to protect yourself. but we're gonna really rebound really quickly. and enjoy the 70s this afternoon. i'm a little jealous over here. >> i was gonna say, everybody including you michelle, are welcome to come down to miami, we welcome you with open arms.

instead, we've ended up with a diplomatic crisis. the suspected chinese by balloon was floating in american skies as we speak, prompting secretary blinken to indefinitely postpone that trip. he said friday that the presence of that balloon amounts to a violation of american sovereignty and international law. that the u.s. government has made that very clear to china. >> any country that has its airspace violated in this way i think would respond similarly. and i can only imagine what the reaction would be in china if they were on the other end. >> for its, far china has confirmed, the balloon belongs to them, but it says it's an airship, mostly used for meteorological research. right, now the white house says all options are on the table, as they figure out how to respond. as i mentioned before, the pentagon says it now believes that there is a second balloon in the skies over latin

america. so where does the story go from here? i've got the perfect person to help me figure that all out. joel reuben is the former deputy assistant secretary of state, he's now the president of the washington state urging group. joel, it's always a pleasure to have you on the show, what are the options the white house realistically has on the table right now? i mean we know we've heard they've said all options are on the table, but you know, postponing this trip by antony blinken, that's kind of a preliminary response from the u.s., right? >> yes, it is katie, it's great to be with you to discuss, this because this is a very significant moment right now in american chinese relations it's an affront to the united states that this guy balloon is hovering over our territory, we don't know for how long and as you mentioned another may be coming our way. this gives an opportunity to the white house to flex some muscle, and to do so to smart. way there's a couple of things regarding options that they can do. of course first and foremost, denying the trip by the

secretary of state, that is a big deal, this would've been the first trip in five years, it would've demonstrated to chinese people that china is somehow cultivating its relationship with the u.s.. we'll know, now that's off. but more naming and shaming has to happen in a consistent way, i'm thinking back to 1961, the cuban missile crisis, and banging the political drums of the u.n. where the united states outed civil union for placing nuclear missiles down in cuba, and really turning up the heat internationally. china's acting aggressively, and now it's spending spy balloons in north america, central america, and not just can happen. >> joel, talk to our viewers about the security risk that this type of balloon poses. i do not want a petal hyperbole here, like say china says it's just a weather balloon, we don't know if that's the case, it has not been examined, looked, at or shot down at this point in time.

you just mentioned the cuban missile crisis, which clearly strikes very close to home down here for us in miami. are we at the point that it's a crisis? are we really at the point where that word should be used? >> right now, the physical threat from this does not exist. there would be a physical threat if it were shot down, some responsible members of congress are calling for, the best way to harm the american people is to have debris falling for the sky over the united states. that's why the president decided not to do such an action, in terms of intelligence gathering, there is real potential risks here. it appears that the pentagon is mitigating those risks and trying to blind this by balloon. but it's hovering over montana in recent days, where we have very sensitive nuclear missiles, silos, and other bases from the pentagon. that is gathering information, gathering signals, using signals intelligence to gather

data, who knows what kind of penetration into our classified systems and maybe taking. we just don't know. and that's the real risk here, that china is clearly by sending this balloon, over our territory, it's aggressively seeking to gather information on the united states and on how our military operates. >> so joel, let's talk about getting this thing out of the air. you are correct, some people have an exceptionally response, which is shooting up into the area, and for people to understand, this blood is currently out about 80,000 feet. that's above where aircraft fighters, fly it's above where commercial airlines, fly so shooting a gun up in the air is actually just really unsafe. but let's just say that the united states -- yeah exactly. so let's just say that the united states shoots down this balloon, does that escalate things though in terms of diplomacy with the country of china? >> he, it does, really, i value the way you're describing this. this is 80,000 feet up in the

sky, this could harm people directly. why we do this, why we put the onus on? us right now there's a window here -- trying to go into the early part of our conversation, where china's, caught they have been caught doing inactivity, executing intelligence gathering activity that they should not have executed. we can use this as a brawling point, when we start shooting things out of the sky like this, not only do we look sort of trigger-happy to use the phrase directly. but we also of course then invite retaliation if some of our vehicles may be found in other parts the world, and it's quite possible that that is occurring to. so we have to be delicate in this, use it as an opportunity, and really, blind this craft. and also colin trying to not send anymore. the idea that there could be a second, who knows, is their third? that's really problematic, but to your point, the idea that somehow americans direct -- right now, that's overstating

it. and we have an opportunity to leverage this to try to put pressure on china to change weights behaving. >> joel, i'm glad that you use the term overstate, cause some republicans are overstating things, by throwing out very wild irresponsible fiercely theories about this balloon. i want you to listen quickly to congressman james cohn, or the new chair of the oversight committee, and listen to what he had to say on fox news. >> what is your greatest concern as we track something that is the size of three buses now, that china says was taken by wind, when that we can substantiate? >> my concern is that the federal government obviously doesn't know what's in that balloon. is it weapons in that balloon? did that balloon take off from wuhan? you know we don't know anything about that balloon. >> oh god. >> joel, we're obviously not in great relations with china right now, we have some tense status points right now, how dangerous is it politically, and diplomatically for anyone,

much less a high ranking member of congress, to be making comments like this? >> we'll never underestimate the ability of the far-right in the united states to create a conspiracy theory about china. and that's what you're seeing right there. it's gross, it's feeding into tropes of hay, into troves of somehow there is a more pernicious plot at stake that we need to counteract. we should just not go, there is not responsible -- for policy making, it's irresponsible language. the president is handling it right, he's taking a tough, line we're not sending our secretary of state out, there we have an opportunity to really publicly shame china, and we should use that opportunity diplomatically. but that kind of top is just, it's, top harmful, and it doesn't help us get to a solution. >> joel rubin, my, friend always great to have you, here thanks to your day off. >> thanks katie. >> after the, break manhattan prosecutors reportedly offering

daniels, during his 2016 presidential campaign. and, now veteran prosecutor, mike pomerantz, who resigned in protest for the da's office last year. claims that the office once considered charging trump with racketeering, in his new book. this is based on the theory that trump had presided over a corrupt business empire for years. to help make sense of this, all i am joined this morning by former federal prosecutor, and former independent counsel, michael zeldin. michael, i want to thank you for the show, i supplied you to have you join, us let's get down to brass tacks. weisselberg testified already against the trump organization at its criminal trial last year as part of his plea deal. but he never directly implicated donald trump in the company's tax fraud scheme so why is alvin bragg trying to get weisselberg to flip now when it obviously hasn't worked before? >> because they need his testimony to make their case,, they have documents, and they have michael cohen, and the two

together really don't add up to a very secure prosecution. weisselberg is really the person who can be their shepherd through the documents, and have michael cohen support his testimony, or vice versa. without him, it really is a much more tenuous case. hence the offer. >> but michael, what about the fact that we have michael cohen with tapes of donald trump, and weisselberg in person, in trump's office, talking about making these payments to stormy daniels. you don't think that would be enough? there is that old saying that you and i are very familiar with us all former prosecutors, that a grand jury would indict a ham sandwich. >> right, and it might if you had the wrong prosecutor presenting the evidence. but if you have a witness like colin, who has pled guilty to perjury essentially, and you have documents that are not all that clear on their face, then in my view, as a prosecutor, i'd want someone who's a more substantial witness, one who's really non easily impeached on

cross examination. and that's weisselberg, so i'm gonna do everything i can to try and get weisselberg, he's yet to cooperate, except as to the organization. now the dispensed on time and rikers island, and with the prospect that he may spend more time there, he may be more vulnerable to the pressure of the campaign. >> and michael, what about people who are critical about the fact that brag is gonna continue to go to the trough in terms of allen weisselberg. they've tried it before, he's an older guy, he's now serving time in rikers, he hasn't flipped, i mean he's finally convened a panel of a grand jury to be able to listen to the evidence, but is this not enough? you have mike pomerantz saying that the da's office once considered wrinkle charges against donald trump. should be a little bit of a water wider neck that's presented to the grand jury? >> ragtime's and it looks at his evidence and says, i don't think that i can obtain a

conviction or sustained it on appeal, so all pause this, he gets it all upset, and has a history fit and leaves. now we don't know whether or not pomerantz is right that he has a conviction as a case that he can obtain a conviction for, or brag is right. but bragg is a person that's in charge of that office, who has to take the heat. if this fails, i think he's proceeding safely as opposed to with risk, which i think is what pomerantz is gambit of a rico case presents. >> michael, quickly before i had to let you go, and in other legal news on wednesday, lawyers for hunter biden sending letters requesting investigations into allies of donald, trump including former counsel rudy giuliani. who they stay trafficked and stole information from a laptop, reportedly belonging to hunter biden. legally speaking, michael, what does hunter biden's very aggressive posture here due to possibly counter inevitable, i think inevitable, future

investigations brought by republicans? >> right, so he is retained abbe lowell, who we know represented menendez the looters the senator, and former vice president, john edwards. he knows how to manage a story in the press. and that's what he is doing, for the last two years, thunder biden story has been one-sided, we've only heard the right wing attacking hunter biden as corrupt, with insider information. abbe lowell is saying, you know, what enough is enough, i am going to now take our story forward, and ask how did these people get this information? what are they doing? what are their political moments? so that we're gonna have a conversation in public as you start up your investigations,, we're gonna start up our pressure campaign to point out how possibly influenced by politics your ideas, are, and not influenced by legal facts and analysis.

we're seeing coming from republicans in the house right now? >> there's no question that the answer to that is yes, katie. i think what you see representative ocasio-cortez doing there is really trying to draw and make clear to the american people this false equivalency that the republican party is using, if you. well this performative hypocrisy, where they're going to say ilhan omar it's ill suited to be on this committee because of whatever her views they feel maybe on the subject of israel, yet at the same time, they are going to elevate into positions of leadership someone like miss boebert in colorado, for our friend, marjorie taylor greene in georgia, who talks openly about things like jewish space lasers. so i think it's incumbent not just aoc, but on all democrats to point out, look the republican party of today, thistle traumatic a party, they are only interested in obstructionism. they are only interested in the

politics of grievance. anything that has to do with advancing their very-based political agenda, and as jennifer talked about, at the outset, the audience of this ultra republican maka party is not the american people. it is their republican base primary voter electorate who feeds on this, and who's only interested in this because they're thinking about their own reelection. when it comes to actually governing and compromising, you're not going to see any of that. so, i think aoc's right to pointed out. this is also the republicans tip for tat when under democratic control of the house, they appropriately removed some of these crazy members of the congress from their committee assignments. it's just a game of political revenge. that's what's happening. >> jennifer, i've got less than a minute with you. i have to get your reaction to this, because some republicans are even saying on record, this is a slippery slope, with potentially huge consequences. you're creating a martyr out of somebody like but ilhan omar. what does it tell you about the level of dysfunction is going to be for the next two years in
