we report with breaking news i california and the deadl weather situation unfoldin there. another atmospheric river is slamming the state, bringing millions under flood alerts. several roads washed away, communities cut off an evacuations ordered. that threat is not over, mor rain is expected this weeken and northern california, eve more snow in fact in the sierra's let's go to nbc steve patterson, he is joining us from sanger california that is in the central part of the state. steve, welcome and what it's like there >> yes the central part of the state is taken a lot of this water, take a look at this community here one of the communities tha really sort of dodged a bullet here alex, take a look here th river running through rushin water, all of this though was part of that river yesterday this entire communit waterlogged water coming ove this bridge. we just saw workers plot a massive log from the strea here it was clogging things up and they worked to shore thi up but it could've been disastrous situation

cutting off essentially 60 people inside this community this one of severa neighborhoods that is facing this threat of flash flooding. about 90 warnings across the state of california. we now know this is deadly, tw people have died from thes localize storms. from this atmospheric river, working to warm some of that mountain snow melt the series of storms that we had of course cutting of communities, blocking people in, killing about 13 people. now that snow starting to melt trailing down off into local communities just like this one causing a lot of serious and dangerous situation. the president and activating national emergency in certai counties, here about 34, 5 counties in the state of california which means fema is activated. the national guard is active and main search and rescue crews nearby to hear and other places across the state ar active as well this is one of the areas, also northern california, monterrey county maybe about 13 inches or so.

down silicon valley banquet schlund a lot of money to tech start-ups and is the 16t largest bank in the country wa shut down by regulators on friday joining me now from santa clara, nbc scott cohn scott, spill out what happened herebecause it seemed like i came out of nowhere pretty fast. >> well alex, the underlying issue here is rising interes rates. we know the federal reserve ha been rapidly, aggressively raising interest rates to tr and rein in inflation. that has a ripple effect this is silicon valley, a lo of the businesses were all o them here are huge consumers o cash and that cash with rising interest rates effectively has gotten a lot more expensive. that's sort of raw material if you will say we know about the tech turmoil with layoffs th companies like facebook an amazon, well that has also affected the start-ups that do business here and there's also going to be the question about whether this bank simply takes

on too much risk it was the go-to bank for al of the tech start-ups. some of which now are trying t figure out how they will mak their payroll, let alone sta in business at all with 100 to $75 million in deposits, this is the 16th largest bank of the u.s. that may not seem like much bu it does have this much broader impact you have this bizarre spectacl yesterday of tech ceos literally lining up outside of the bank trying to get answers not getting many of them a all. among them dean cato, the ce of dean nelson i should say. that ceo of a company called cato digital >> came out to talk to the bank just got online with a lo of other counters. and ceo. to find out what is happenin and also the options we have got. and, really as a ceo we have t make sure that both of our employees in the customers and investors are protecting the things that we have so that' what we are looking to explore
