we have this tropical rain system melting some of tha snow, sending it to low lyin areas, causing this flas flooding which has just been miserable for severa communities. i'm in california as you mentioned, just outside of fresno you can see the rushing rive right here this stream is not supposed to be like this at all. this is actually a best-case scenario all of this was in thi community, just a few hour ago. this entirety of this what you see is underwater, including the bridge to my right thankfully, the community able to clean up. this bridge would've bee washed out about 60 residents in this community would have bee completely cut off from th rest of california but again, this is the goo news, this is happening al across parts of the state, especially again in the north. we now know that there is community in moderate county where the levies have broken bursting above the small community, now forced to evacuate 8500 residents, 60 swift water

rescues just in the last few hours. trying to dig out. meanwhile, as we've been saying, still parts slammed by snow. now getting impacted by this rain which makes the snow even heavier leading to mor dangerous situations including avalanches we spoke to people who wer dealing with all of this water not used to seeing it here i california it is been dry for so long listen to this >> i walked out and saw th road was gone. nbc news has now learned tha michael cohen will be there. a date is set for monday i want to bring in the local analyst who has been following developments on this for us as well ghani, great to talk to you as always one of the former president' attorneys telling nbc news o friday that trump's lawyers ha quote unquote no plans to meet with a manhattan da. if you think back though to th january 6th house investigation, after before president was subpoenaed, there was this ide that was floated around, a possible negotiation and i was having behind closed doors the president said, maybe will offer my testimony if i can do it. some would say that that was kind of more of a delay tactic from the former president, i wasn't actually really something that he truthfully wanted to do do you suspect at all that there's any type of that conversation happening behin closed doors this weekend? is there any advantage to th

former president appearing before manhattan grand jury's? >> no, no advantage. generally speaking, in a state of federal court, if you client has any potential exposure, it is a bad idea for him to appear before a grand jury to answer your first question, it is a totally differen situation than the january six committee. those were public hearings the incentive to trump there might have been that he woul have an opportunity on live tv without a button to sa whatever he wanted and put on show the grand jury on the othe hand has conducted in secret a meeting with a manhattan da' office would be in secret. there is no opportunity fo trump there to do with tha kind of grandstanding. there is no purpose for him to appear before the grand jury he has got potential exposure, although i don't know that i is too much, the real value of this case i think is in doubt. but, in all likelihood, he wil not appear, he will not meet with the da. >> can you expound on that you just said something really

important, it is crucial for folks to really understand the real value of this case an how the way in which it seem as if the manhattan da is goin to have to go about this, it i a little bit convoluted an untested as well it is interesting considerin that it is a possible criminal charge of a former president o the united states. if you are going in, everybody has said all analysts have sai you better make sure that yo are going to win >> that is exactly right of all the potential crimina investigations and prosecution that are out there, this was way deep in the depth chart in my mind. i'm talking about a theory o liability that donald trum committed a crime in new yor of also find doesn't us record which is a misdemeanor but then the theory apparently is that because it might hav been to facilitate a crime, an election crime, that would bum it up to a felony under ne york law but this is an untested theory

it has never actually been applied that i know of for that reason, that makes it winnable if that part of it gets thrown out and the case survives as a misdemeanor case against the former president, how is that win for the da's office? then you have to consider th fact that we are talking about facts that go back to 2016 2017 michael cohen pleaded guilty i 2018 there is no fact that th american public does not reall know about this payoffs to stormy daniels whether it happened or not, or what the facts are, we hav heard them all we have even seen the document if you remember. this is not a particularly strong case out of the gate. >>if michael cohen is key in this case, we know his reputation, we know that he ha served i understand he has met with the man and the eighth 2 separate times he's offering his testimon granary on monday. what indication does that give

you? >> michael cohen is just a classic cooperator he may be effective, but h also has all of the baggag that a cooperating witness has prosecutors must know that they can't possibly be thinkin that he would be their sta witness. what the defense attorneys are going to do is to do - their gonna point out them and tell them that this is someone who made a deal with the government if he delivers and they're sitting here watching this t decide whether he performs, if he delivers, he is going to ge a deal, he is going to get the benefit of his bargain he is a convicted liar would you trust a convicte liar and believe everythin that he said that is just a classic scrip that the defense attorneys use when cooperate with a witness. michael cohen, he is n exception. >> have you thought at all about how this is going to affect fulton county da willis and her charging decision? >> it is interesting, some see this as an incentive for willi to speed up her investigation,

shock waves that are being sen right now to the economy the fdic taking over silicon valley bank following th second largest bank failure in u.s. history the largest since the financia crisis of 2008 the tech world start-ups tha relied on it and their employees, they have been left scrambling scott is outside at -- also with me, caleb silver editor and chief of invested - scott, let me start with you o this one give us the latest from th ground there what happens on monday >> yeah, it is a scrambl inside as well yasmin. as we speak, regulators from the insurance company which no controls the bank or essentially in their sorting through the wreckage with th idea of getting this bank open for business on monday, unde federal control. and they say that th depositors will have access to their insured deposits ensured is the operative wor

here that is why this is ominous. they only covers up to $250,00 in deposits. we are talking about depositor here that are silicon valley start-up firms, many of whom who have tens of billions of dollars from the bank. word is that roughly 80% of th deposits here are uninsured. you have the specter of tech ceos lining up outside the doo trying to get answers and no getting many as they try t figure out how this is all going to work. one of the biggest funds tha banks -- it is called why calm th nature the ceo of that company is watching this very closely they have a lot on the line. he says the fact is that man of these companies might not survive. >> we have funded about 3000 active start us right now. i would guess that this affect more than 1000 start-ups and about a third of those start-ups will not be able t

make payroll in the next 3 days in the curren configuration. if they are your only bank, it is an existential risk you are going to go out of business if you can't pa payroll. that starts on monday. >> so he is one of those calling for a federal bail out here we will see about that, that i obviously a politically fraugh idea the culprit here, th underlying issue anyway, risin interest rates, the cost of th cash that salon valley defense on it has gone up significantly and now there is some concer about whether there are othe banks that face similar fate he has been? >> i think that is the overarching question as well amongst many others. scott cohen, i'm gonna let you get back to it thank you for joining us o this kayla, let's talk through some of this. i know that you have share with us that you don't think this is going to spark a large financial crisis nonetheless, when you hear folks like we just heard fro saying essentially companies might be going under, we are hearing reports already of

companies not making payroll i got an email in my inbox fro a company called camp, it is a toy store, they were asking fo us to buy products because o the collapse of s v b. all of this coupled with thi overarching fear that we wer headed towards possibly this recession. jerome powell was doing all he could with the interest rate to keep that from happening. >> so many things happening, h has been let's not undermine this, this is the 16th largest bank in th united states. 175 billion dollars in deposits this is not a small bank and a lot of businesses, large and small, to depend on it when you get that hysteria around a potential bank run, i this case there was a real reason that they are the receiver on this bank. if you get more more peopl talking about it, it is little bit like screaming fire in a crowded theater you have to be very carefu about it a lot of banks, regional banks in that area, have come out an said that our balance is okay,

no reason to panic here. you want to be careful about how we treat it. that said, it is not a small matter at all, especially fo the cost immerse that rely o this bank and that ecosystem around silicon valley which is pretty fragile right now wit those rising rates, layoff rising, you see when those banks that has been around for 40 years going int receivership that is pretty terrifying. >> this thing was around since 1983 but you say it's not small bank, but it is technically a smal lender in comparison to of course chase if we're lookin at a bank like that. and the protections that the have in place. we have been hearing about ceo who have tried to pull the money out and put them int large banks. that is in preparation for possibly something els happening with some of these smaller lenders. is there a possibility for other banks to collapse like s b b? >> there could be. the more people that get worried about it and start t control their money, that coul accelerate the process want to be careful about how

that plays out a lot of these banks are makin statements saying that we ar sound. s v b did something last wee which set off the fire alarm by trying to sell more share for corporate purposes those purposes were interprete as, your business is not doing that well, you're depositors are putting money, that's wh you're raising money, that set this whole thing into motion we don't know if that is gonna happen at other banks. we are seeing some other companies move to the bigger banks who are more tightly regulated and have a lot mor capital on hand to withstand this they have to because of what happened during the grea financial crisis >> so all of this couple o course with the news yesterday which we thought was going t be the major financial news, that was the pause of jobs report, to 11,000 jobs added t the economy. i believe there's an uptick in unemployment to 3.6% from 3.4% from the month before. you are fed chair jerome powel is watching the trends it seems as if, and of cours we have to wait for the othe member for next week, inflatio is starting to slow down possibly avoiding a potentia

recession. but then, knowing that hikin these interest rates i contributing to the fall of bank like s v b. what do you do >> it is so interconnected right now. they know they have to battl inflation, they've already bee very transparent, but that i the greatest evil, you have to bring that down because it hurts low income folks the most they are hell-bent on doing so but now we have a little bit o bank there, a little bit o contagion and other so offic due to those rising interest rates. it is a very tight tightrope that the fed has to walk right now to make itself landing i don't know if it's gonna b possible also, these rejections that we keep talking about, they'r very personal. if you lose your job, you feel like you are in a recession. if you never lose their job or your company is having trouble it feels like a recession. what the fed job - there is a lot of fear in th market and in the economy righ now. >> elizabeth warren went toe t toe last week with the fed chair, essentially saying, are we supposed to be rooting fo folks to lose their jobs we know who those individual are, those are not people wh
