coast of san diego we'll bring you lat itest. and former president trump heads back to iowa today. and amid the glitz and glam, a look at some of the historic wins during hollywood's biggest night. >> i cannot believe it's happening to me. this, this is the american dream. we begin this morning with the federal government rushing to prevent a wide scale banking crisis after two of the country's largest banks collapsed over the weekend marking the biggest bank failure since the 2008 financial crisis. today the fdic, the federal reserve, and the trash ri department are taking emergency measures to ensure depositors at silicon bank and signature bank will be able to access their money. this morning president biden insisted u.s. banking system is

safe and no losses, he said, will be borne by the taxpayer. >> over the past few days, americans with deposits in these banks can rest assured they'll be protected and they'll have access to their money as of today. because of the actions that our regulators have already taken, every american should feel confident that their deposits will be there if and when they need them. >> and let's take a look at wall street we can see it's pretty much flat the dow jones industrial up about, well, almost a little over a half percent. that's the situation right now at the new york stock exchange joining us with more is nbc news white house correspondent alley raffa, cnbc markets correspondent, dominic chu and jacob ward how concerned should we all be by the news of these bank failures? >> so perhaps it's more about awareness at this point more than concern, jose it's not to say that the failure

of two of america's biggest banks is not cause for concern, but the extraordinary steps being taken by regulators stems from lessons learned during the great financial crisis when bank failures became an all too common occurrence. and those lessons are behind the reasons regulators moved as quick as they could to shut down, and guarantee deposits at these banks to do their best to ensure these bank failures didn't spread to other banks at this stage, the fed and government have essentially back stopped all banks by saying what they've done they've set up programs allowing banks across the country basically to access loans for up to a year to help fund any deposit requests from customers, with those banks using u.s. government bonds and highly rated mortgage bonds as collateral against those loans also, the fed will ease restrictions on banks borrowing directly from it in case of emergency. you put that together with a

pledge from the treasury department to use some of the money it reserves to help stast stabilize markets and you've done what you can to help bank balance sheets stand up to any customer withdrawals the biggest variable now is confidence, jose will americans feel okay about keeping their money in the banks given the government's programs and the government says yes. >> jake, how are people in california who use silicon valley bank reacting to this failure? >> it's important to understand how strange a creature silicon valley bank is it serves the startup industry, the venture capital funds that create so much of the opportunity for those companies, and basically those people as of a week ago thought everything was absolutely normal. they were used to doing business with this bank, and to see this fall apart literally over the course, as many people told me, of a single meeting, literally walking into a meeting everything's normal, you walk out and all of your money has been locked up, has been just an

extraordinary shock to people. i've heard accounts of people trying to go in person to the branches and trying to get multiple tens of millions of dollars taken out as a cashier's check in this desperate play and that is why so many of them are so relieved today to find t out that they will be made whole as depositors. they had to line up 1930s style to try and get their money out, they are glad that the lessons learned from the 1930s forward seem to have been applied here they say the government basically had no choice but to do what they did >> yeah, i mean, as a matter of fact, jake, people you've spoken to say that the white house had no other choice essentially but to step in >> that's absolutely right you've got to remember, jose, a week ago this was an a rated bank this was a premier financial institution, and so to see it suddenly fall apart literally because of one bad bet creates what dominick describies as a

contagion. it creates this fear that a ripple effect will spread to other regional banks you've seen regional bank like first republican issuing emails saying we are okay everyone's okay. if a run took place at silicon valley bank were to take place at other regional banks, it's not clear that the government or anyone hasn't the funding to mae everybody hwhole. that's why they had to step in, jose. >> the president said those responsible will be held accountable. do we have any idea what that will look like from the white house's perspective? >> reporter: yeah, jose, that's a huge question looming over all of this. the president calling for not only bank managers to be held accountable but these banks themselves to be held accountable calling for more efforts in congress saying he's going to speak with congressional leaders to be able to do that he sort of shifted the blame as well saying that the trump administration rolled back a lot of financial policies and regulations, and those need to be strengthened. how exactly that happens now is

still a huge question looming over all of this, especially when you consider this newly divided government that the president is going to have to work with over the next two years, so the speech he gave today was really an effort to speak to the american people more so to give them the confidence that you heard dominic speak about, the importance of that confidence by the american people so you don't see more americans withdrawing money from other financial institutions. >> i'm just wondering if this is not part of the bigger banking picture in our country mark-to-markets, it's no secret that a lot of these banks have to invest their money in safe securities, but the rapid rise of interest rates means these investments are kind of worth less on paper. is this not something that all banks are having to deal with? >> this is something that all banks are having to deal with, but it comes down to whether or

not those banks have unsecured or uninsured deposits versus a certain threshold amount the issue is whether or not the government has taken enough of those active steps to make sure that the failure of these types of banks doesn't mean deposit losses for other customers as well to prevent any other banks from going down that kind of same dark road but also, i mean, in this case here, these companies are not going to exist in the future in their current form, right, jose? their executive teams have essentially been fired by regulators shareholders of these companies, certain creditors, the people who lent them money will bear significant losses tied to these financial interest in these banks. so in essence, there's a debate about whether or not this is a true bailout or not really a bailout. now, it's technical. you can make the case that by treasury being involved using a funded backed stop, which may or may not be used by the way the plan is not to use it. if you do that, do you put the taxpayer at some exposure.

the unwind of svb and signature bank will allow customers to get their deposits back with any shortfall being funded by other banks in the system. so this is all about whether or not you can get people to feel comfortable to not rush out and take all that money, jose. that's the key distinction between what's happening right now, which is why a lot of experts and economists are saying this is not the great financial crisis of 2008, 2009 we do not have the systemic issues without being addressed by the government directly as quickly as they did, jose. >> and ali, meanwhile, president biden is on his way to california tell us what we can expect from his visit there. >> yeah, jose, this was an uncharacteristically early speech by the president, as we know, because he has really a long travel day as well as a week ahead we expect him to be in san diego later today meeting with the prime ministers of england and australia where they're expected to talk about the strengthening of their partnership they're expected to announce

colleague lester holt sat down with uk prime minister ricci sunak and discussed china's possible involvement in the war in ukraine >> prime minister, the u.s. is concerned that china may provide weapons to russia with regard to the ukraine war. if that were to happen, what should the response be >> you know, that would be a very worrying and dangerous development, and i think the strong message that the uk, the u.s., and all countries have said to china, but to any country is not to support russia in this conflict they are clearly an aggressor. they have broken the law what they're doing is appalling. >> and joining us now from kyiv is former president of ukraine, pedro poroshenko it's always a pleasure to see you. what do you make of the prime minister of uk's comments regarding china's support of russia >> this is absolutely dangerous scenario, and i fully support what the prime minister said

officials are calling one of the deadliest u.s. maritime smuggling tragedies in recent years. eight people died when two migrants smuggling boats overturned off san diego's coast this weekend seven more people are believed to be missing. the coast guard suspended their search yesterday afternoon nbc nbc's dana griffin is covering this for us. what more do we know about this tragedy? >> so jose, san diego police received that 911 call from woman on one of those boats around midnight sunday she said there was a crash and that her boat carrying eight people made it to shore, but a second one carrying 15 capsized in the water, at least eight adult bodies have been found, seven people remain missing. now, this sparked a dangerous rescue attempt that lasted about an hour yesterday. they then transitioned to a recovery mission that lasted about five hours crews found no additional survivors. now, local officials warn these kinds of incidents are happening more frequently in the area.

>> since 2017, we've had a 771% increase in human trafficking in the southern california coastal region since 2021, we've had 23 lives lost at sea. this is not necessarily people trying to find a better life this is part of a transnational criminal organization effort to smuggle people into the united states >> reporter: now officials adding that these migrants are offer labor trafficked and sex trafficked when they arrived that search has since been suspended, officials say for those missing it's unclear if they've made it to land or if they died. jose >> dana griffin, thank you growing frustration at the u.s. border with mexico as migrants seeking asylum say it's getting more and more difficult to have access to the new u.s. parole system video from a bridge to el paso

shows u.s. customs and border protection using riot gear and traffic barriers to push back a crowd of migrants trying to cross into texas yesterday local station ktsm spoke to a frustrated man who said he gets error messages every single time he applies for u.s. entry on the new cbp act. >> he says every day 500 people or more arrive but only ten are allowed to register for entry on the app. nbc's guad venegas joins us now with the very latest guad, good morning what else do we know about what happened at the border >> reporter: according to cbp,

about 1:30 yesterday this large group of migrants arrived at the international port of entry. this is one of the bridges that connects with el paso. you can see in these images what happened these individuals, men, women, and children included, they forced their way through mexican authorities. some of the images show them pushing mexican soldiers out of the way to make their way on that bridge, arrived at the middle of the bridge, which is essentially the dividing point between mexico and the u.s., and that's where you can see that border patrol and cbb officers were waiting for them with the port hardening measures. they shut down vehicular and pedestrian traffic at that port of entry they also informed the two other international bridges in that area were affected by crowds that arrived as you mentioned, these individuals complaining that the process that exists for them to apply for asylum isn't fast en enough but these are large numbers of migrants that continue to arrive, not just in juarez, we

see numerous migrants arriving in tijuana and other mexican border cities as the groups keep growing and situations like these are seen at the border this isn't the first time this happened as you know in 2018 we saw a similar incident take place between tijuana and san diego at the port of entry. cdp is prepared to deal with situations like this there's been some reports out of mexico saying that a lot of these migrants might have been lied to, some of them thinking that if they forced their way through mexican authorities to arrive at this point, what we're seeing on the screen to where the american authorities were at, they would be allowed to enter the u.s., which of course is not what happened, jose >> and guad, there's a new warning from u.s. officials about travel to mexico >> reporter: jose, this is a warning that came out of texas, texas dps, department of public safety issued an advisory urging texans not to go to mexico for spring break or after.

now, what's interesting here is that it's the department of state that is in charge of telling americans or advising americans where it is safe to travel or not to travel. you're looking at a map here from the department of state that map lists the six states that according to the u.s. department of state are on the do not travel list for people going to mexico. so the advice is for anyone planning to travel to mexico to l look at this on a case by case basis. mexico has 32 states the department of state evaluates each state a 4 means you cannot travel there. most spring breakers will go to cabo and cancun. these are not in that area both are at a level 2, which asks people to exercise caution when traveling to these areas, but they are not on that do not travel list. and of course once again, that advisory that is asking texans not to travel to mexico comiing from state authorities, but when it comes from the department of

grand jury is set to hear from trump's former personal attorney, michael cohen this afternoon. cohen pleaded guilty back in 2018 to making the illegal payment to adult film actress stormy daniels all this as the former president goes into campaign mode heading to iowa today for the first time since announcing his third white house run. joining us now, nbc's vaughn hill hilliard who is in davenport, iowa, victoria defrancesco soto, she is also an msnbc contributor, and tally far had yan weinstein, also an msnbc legal analyst. so vaughn, trump insists he won't be backing down in the wake of any legal battles. what can we expect at his event today? >> reporter: he's going to be addressing a crowd here in davenport iowa at 7:00 p.m. eastern time his intent is to focus on his

policy proposals around education, yet, at the same time, we are approaching what we expect to be the conclusion of multiple campaigns or multiple investigative inquiries into him, particularly one of the manhattan district attorney's office related to the hush money payments in which donald trump transferred $130,000 to michael cohen who then transferred that money over to stormy daniels to essentially silence her allegation that she had had a sexual affair with donald trump. now, he has denied having that relationship with stormy daniels, but the manhattan district attorney's office in just about two hours from now is set to bring forward michael cohen, the former fixer and lawyer to donald trump to go testify before that grand jury that was impanelled earlier this year to investigate that hush money payment, and then ultimately, what could come would be potentially an indictment of donald trump

of course this would ultimately be up to a grand jury whether to allow the charges to go forward from the manhattan district attorney's office, but donald trump here this morning, his attorney out of new york is saying that he will not cooperate with the grand jury. he will not go and take them up on their invitation to testify himself, and instead, his attorney has called on the new york city the president of investigations to investigate whether the manhattan district attorney's office is running a politically motivated investigation. and of course that will not stop the work of the manhattan d.a. alvin bragg at this time all of this is expected to come to a head in the days and weeks ahead. >> tali, no surprise that are trump won't sit for the grand jury what went into that decision >> good morning, jose. it's not a surprise because if he had gone to the grand jury, he would have gone without any immunity that would have been a condition of his appearance that he would

have had to waive immunity, and prosecutors could have asked him, for example, about some of the statements he's made related to this case on social media and in other places and really challenged his credibility i should say, though, however, the fact that he said he's not going in does not, to me, mean that his lawyers are not meeting with prosecutors to try to dissuade them from proceeding, and new york law is quite liberal in the participation it allows the target to have in the grand jury so they could even write a letter, a lawyer letter to the grand jury asking them to consider certain arguments or to invite certain other witnesses to come in so they might have other ways that they can try to help them short of sending him in to the grand jury >> tali, what are the legal possible repercussions of this investigation for trump? >> well, we don't know yet what the charges are.

the charges seem straightforward as a misdemeanor, and there's been some reporting that the d.a. is going to try to charge trump with felony for the way that he accounted for these payments if he is convicted of a felony, you know, one thing that immediately comes to mind is that he woul nod not be able to vote while incarcerated, which i don't think he would be for this crime, or on probation, which i think he would be for this crime in florida where he is a resident, and i believe a voter. but it would not interfere with his ability, strictly speaking, to run for office. >> and so victoria, how do you think this would -- or any kind of guilty, found guilty on any of these various investigations, would that, you think, have an impact on his campaign and the folks that support him >> jose, it's going to have an effect in theory in the general campaign, but i'm going to focus

on the primary campaign, which is the first hurdle any presidential hopeful looked to, and think about last week when we saw donald trump at cpac, he is framing himself as an outsider this is a guy who lived in the white house. he was president of the united st states, but the brand that he is formulating for the 2024 campaign is his underdog, the outsider so in a way, i could see where during this primary campaign season a donald trump uses all of his legal troubles and his battles and even perhaps an indictment as part of his brand narrative as the outsider, which really speaks very well to his base now, if he were to hypothetically win the nomination, then when you go into the general election, it's a whole different story. but in terms of that short-term, i see that underdog story just being more and more reinforced >> and meanwhile, victoria,

another possible 2024 contender, florida governor ron desantis just visited iowa where he bragged about sending migrants to martha's vineyard that line getting him a standing ovation there in iowa. what does it tell you about the race for the republican nomination >> that it's already started in earnest, right, with ron desantis and his comments but also with druonald trump speakig tonight and taking two steps back, we know that in 2016 donald trump did not win iowa, and he really didn't put in the work that you would expect in an early contest. seeing donald trump there, seeing him start to fwgear up in iowa signals to me that he's taking it seriously as is ron desantis especially for the republican party where they haven't changed their primary schedule as opposed to the democrats i think that iowa is where all

eyes are on even though we're, what, a little less than two years away from the election >> yeah, and vaughn, turning to other potential 2024 contenders, former vice president mike pence accused trump of endangering his family because of his role in the january 6th attacks. pence said this at the gridiron dinner where there were no cameras. do you expect pence to say anything like that on camera >> reporter: you know, it's a good question, jose. mike pence's remarks over the course of this weekend were the harshest criticism saying history will hold donald trump accountable for his actions ahead of january 6th at the same time, january 6th, 2021 was more than two years ago. mike pence has had the opportunity himself to hold donald trump accountable for the alleged actions ahead of january 6th and on that day, but instead, right now in the court of law, he is fighting the subpoena from the special

counsel's office to go before the department of justice and present and testify what donald trump told him in the weeks leading up to january 6th. so for -- you know, in the words of tom lobianco a fellow reporter at yahoo news, he said ron desantis and mike pence are taking a butter knife at donald trump at this point. ron desantis didn't name donald trump by name, and mike pence saying those words at a dinner with journalists and politicians but off camera and so the question hear re is t what point do these potential republican contenders really try to take donald trump head on or do they allow these multiple investigative inquiries from new york to washington, d.c., to fulton county, georgia, to take hold and allow those investigations to play out and let them speak for themselves. >> vaughn hillyard, victoria defrancesco soto, and tally far

then if we head to california, my biggest concern is going to be are the levees going to hold up, are we going to see more landslides and mudslides everything's soaked. there's nowhere for this water to go. let's start in the east first, this is our nor'easter, light snow ahead of it the main event is late tonight early tomorrow morning the storm gets stronger in the next 24 hours. then as we go through the overnight hours, very heavy snow from the cat skills, the berkshires this is a classic march, high elevation events heavy, wet snow, strong winds, that's the recipe for power outages. mostly the higher elevations i-95 southward, this is not going to be a huge event it will be windy there's going to be a lot of rain but from the south to boston all the way down to philadelphia including new york, nothing that's going to cause you any problems on the roads. it's all interior issues, and that's where the power outages will be. the winds will be strong on the coast. we're lucky that we don't have the full moon. that was last week that's why the high tides are a little bit lower we're going to have some minor

the full bracket for the ncaa team basketball tournament was revealed yesterday and steve kornacki is back at the big board to break down the bracket. who are the big names to be watching >> good morning. one of my favorite times of the year the first four days when you get down to the sweet 16 that's later this week y the men's bracket, alabama, the number one overall seed in the tournament first time alabama has ever been a number one seed in this tournament then houston they were a big power house in the '80s they got it going again. if houston reaches the final four, guess where the final four is this year it's in their home city. in houston, texas. question mark though their star player was injured in a conference tournament over the weekend. how's he going to be in that's a big question mark. kansas, the third number one seed then purdue with the likely
