if you're the average american saying, hold on a second, joe biden just guaranteed people who go to silicon valley bank, but what about me? i go to a local community bank are they definitely going to guarantee me the president hasn't said that if congress wants to change its mind and say fdic insurance is going to be unlimited, that's something entirely different what you're seeing is a lot of people saying, it's good the biden administration did that for them, i'm not sure what it means for me you're seeing a lot of people continuing to pull their money out of smaller banks into the bigger banks that's not a good thing for the system, especially because they may not need to do it. >> let's look at an example of exactly what you're talking about. anna, this morning there was pictures out of wellesley, massachusetts. it shows people lined up outside the silicone valley bank branch trying to pull money out these pictures were taken right about the time the president was saying don't worry, your money

is safe. give me your sense of where we are? punchbowl did a deep dive on this >> absolutely. clearly a lot of anxiety just from the consumer front. that has a ripple effect when it comes to what washington is going to do in particular on the regulatory side. representative maxine waters, the top democrat on the house financial services committee was floating a couple different things, including saying fdic insurance should cover all deposits, not just the $250,000 amount you're going to see washington investigate, dig deeper in hearings on are these banks well capitalized enough what are the amount that regional and smaller banks should have? there's certainly going to be a lot of conversations about that. the treasury department is briefing republicans at noon today after frustration over the weekend, some of the briefings that republicans and their staff

didn't hear about. the administration is clearly trying to make an effort to make this less partisan and try to make sure that they feel like the republicans are in at this point. >> chris, there's one problem. let's say the government says we're going to guarantee all deposits up to nfinity if you own a bank, why not throw caution to the wind, i'm going to bet on black because if we lose it all, the government will backstop it. it's a great idea in theory. the devil is in the details. who is going to pay the price? are the executives at silicon valley bank going to pay the price, are regulators going to pay the price? at the end of the day, a lot of people lost out, but who else lost out, a lot of big tech companies that made bad decisions. this is highly political. >> let me ask you about something you said before, which is this could change the banking system forever how much of whether that happens

and how it happens depends on the first thing you said and the pictures we saw. if a lot of people suddenly go into their bank and put their money under the mattress or take it out of a small regional bank, maybe one that's actually really well run -- >> 100%. we don't want that to happen isn't the government trying to get away from monopolies what's happening right now is everybody floods and puts their money into three big banks, that's not what we want to happen it's complicated because you want those smaller and regional banks to exist in 2018 under trump they rolled back a bunch of dodd-frank regulations to make it easier for those banks to operate which makes sense. the answer isn't all regulation or no regulation it's smart regulation, and once you have regulation, the regulators need to do their jobs. >> carol, i want to play another part of what president biden said this morning. >> the bottom line is this, americans can rest assured that our banking system is safe your deposits are safe

let me also assure you we will not stop at this we'll do whatever is needed. >> carol, the president didn't take questions and he wasn't specific about what more his administration was willing to do so what do we know about what else might be on the table >> chris, the president was trying to instill confidence in consumers, to avoid all the scenarios we were just talking about. he's essentially saying or suggesting that if there were to be more incidents like this -- he's trying to isolate this problem, but if there were to be more incidents like this, he's suggesting he's willing to take additional steps and do more specifically what that is the white house has not said at the same time you have the president promising that taxpayers are not going to bear any burden of these costs. so that's something that he's going to be held to going forward regardless of what happens and what else -- additional crises the president might face in terms of the

banking system he's really trying to focus this on customers and small business. what the white house and administration don't want is to be tasked as the president bailing out big banks. he specifically said this is not for investors. they took a risk and they lost that's capitalism. that's what the president's message was. at the same time he's saying there will be a look back on how we got here, how this happened, saying he will ask congress and regulators to strengthen some o those rules and those who are at fault for this will be held accountable, chris. >> anna, there's fixable and then there's fixable but what is congress really willing to do. now, does this change the calculus at all? does it suddenly inspire some sort of bipartisanship if the phones are ringing off the hook with voters, constituents, worrying >> it's a little too early to

tell, to be honest the senate is in, just coming back they're hearing certainly from constituents the house is out this week just last week you had senator tim scott sending a letter about maybe not needing as much regulation here, not needing as much capital it's hard for me to see house republicans in particular make a big effort here which would be a necessary component for some kind of a bipartisan package i would look to the fact that a lot of republican leadership has been very quiet so far when it comes to calling for either more regulation or the fact that there's been a lot of criticism about this being a bailout or government intervention. so those kinds of words and those kinds of -- kind of the shadow boxing that happens in washington makes me skeptical at least in the short term that there's going to be any kind of large bipartisan package. >> so short of that, where are we going here, steph >> that remains to be seen when you talk about republican

been evacuated since friday when the levee breached now the water is still going through the town this car here just a small part of the damage we're seeing at this point officials haven't been able to assess the level of the damage to the homes because they haven't been able to get to the homes. residents here still don't know when they will be able to return officials tell us they are working to repair that levee breach, but it could be days until that's repaired. we're just learning, chris, very troubling information from the u.s. army corps of engineers, that they've known the levies across the pajaro river were -- they're using federal funds to elevate the repairs and make sure their happen more quickly

still here with another atmospheric river expected later this evening, officials say they are worried more rivers could breach, creating more damage to homes flooding and also potentially more contaminated water. here in pajaro residents are only able to drink bottled water. chris. >> thank you so much for that, niala. brian, that leads me to this question, how concerned are you, how concerned is the state about the possibility of more breaches >> we're very concerned. all across our state we're experiencing weather whiplash, not just from the storms that have come before but the storms we're experiencing now there's a very strong storm system that will make landfall later today. two-thirds of our counties in the state, more than 40 counties are under some form of emergency declaration. governor newsom activated our state emergency center behind us around the clock we've called in the national guard.

it's going to be all hands on deck for the next several days as we continue to experience very challenging climate-driven weather events in california. >> niala was standing on the street in water up to her knees. i've read first responders and others conducted at least 50 water rescues in waist-deep flooding how dangerous is the situation right now? >> it's very dangerous, not just what you're seeing there, but how widespread it is resources are being bushed to the limits counties from san bernardino in the south all the way up near the oregon border all have simultaneous impacts of this throwing everything we have at this, first responders, national guard, president biden approved an emergency declaration, so fema is on the ground here but the neighbor helping neighbor work over the next couple days will be vitally important. for californians, understanding if they're told to evacuate, get

another behind it. we'll be watching those areas closely, moving resources in early to try to get people out if the need happens and ultimately hope we work together to get through this together. >> i know you're in the middle of it right now, but assuming that you're able to really step back and take a look, are there already thoughts, conversations that california, and frankly you're not the only state, that california may have to totally rea reassess, the way we are with climate, the way money is appor apportioned? >> we've made monument al assessments as a state at the federal level, how we look at disaster recovery funding, these are events that aren't just what's happening this week, but the months and years that follow of getting the businesses, families back on their feet we'll need to work closely with our elected leaders to make sure there's programs in place to support these folks all up and down our state.

tonight? >> reporter: right these realities are running parallel to one another. michael cohen is going to appear in front of that grand jury for the first time since it was impanelled by alvin bragg in january. yet, donald trump is coming and making his first iowa stop of this presidential run here today in davenport, iowa folks are already gathering here the idea behind his event is to promote his education policy proposal he's calling for the elimination of federal funding to schools that, in his words, promote gender ideology and critical race theory. he's calling for the end of teacher tenure for k-12 teachers he's calling for principals at public schools to be elected by parents. this is part of what he outlines as his education policy. of course, to note, this is not one of his traditional mega rallies. the question is does he attempt to address these investigations into him at this event that his
