good day i'm chris jansing live at msnbc headquarters in new york city. meet the new trump, same as the old trump. after a sleepy start to his 2024 campaign, the former president cranks up the outrage machine in iowa, launching attacks on everyone from ron desantis to transgender athletes so is that the key to winning the state after he lost it in

the caucuses seven years ago plus, themarkets get a break as cooling inflation sparks a much needed rally on wall street. but what about main street what does the latest report tell us about the cost of food and clothes and electricity? we'll break it all down for you. and forecasters in california warning that a new round of rainstorms may bring large scale and long lasting flooding up to eight more inches of rain falling on areas yet to recover from last week's storm as the totals reached levels not seen in decades all this as the northeast sees its first real snow of the season, less than a week before the official start of spring we have a lot going on we'll have all of it for you in just a minute. but we start with donald trump unveiling his strategy for presidential run number three, fully embodying the combative, insulting and misleading campaign style that made him president. but that we had seen very little of in recent months.

it started before he even got to iowa, the former president blaming mike pence for january 6th, and ripping ron desantis as disloyal, all before he even got off the plane. and it culminated with a fiery speech in front of a packed house in davenport, where trump described 2024 as the, quote, final battle to save the country. >> every step of the way we will be opposed by the corrupt warmongers and neocons and globalist and communists and all the other menacing forces that have been trying to take us down with hoaxes and witch-hunts and they have been trying to do anything they can to stop us >> together we will end the era of weaponized government forever. we will end woke we will crush the deep state we will save our economy we will defend our farmers

we will evict joe biden from the white house. and we will make america great again. >> i want to bring in nbc's vaughn hillyard in davenport, at the speech last night. kimberly atkins store, and brendan bucks. kimberly and brendan are msnbc political analysts so, brendan, if trump's first few campaign stops were considered a little bit sleepy, this seemed like vintage trump did we learn anything new, though, about him or his campaign or how he intends to run it >> he wasn't going to stay on the sidelines forever. donald trump is never really going to change at this point and probably run the exact same campaign that he has twice now and i think we need to appreciate that despite all that has happened over the last few

years, donald trump is still very likely or at least highly possibly going to be the next nominee for the republican party and the people have been wanting to move on, but as we saw in iowa, the thrill is still there for a lot of people. the question is, how many people are going to be running at him he's going head on against ron desantis, and i think that is very notable ron desantis isn't even in the race yet, but donald trump knows two things, one, ron desantis is very clearly his biggest threat to the election, but also ron desantis is icing out the rest of the field right now other people who want to potentially get in, donald trump does better if there are several republicans in this race so he needs to go after ron desantis to weaken him and also to maybe put some question marks on whether ron desantis is the guy as other people get in the field, split that vote, benefiting donald trump. >> yeah, as i said, you were there. before last night, donald trump had been poking at ron desantis. last night it seems to me he unloaded, tell us about it.

>> right this is the first time on a campaign stage that donald trump went after ron desantis, florida governor, by name. let's take a listen to a little bit of what he said about ron desantis and we'll go through point by point on the back side. >> okay, so, remember this, ron desanctimonious, ron desantis strongly opposed ethanol know that? he was very, very bad on ethanol. he fought it all the way and also fought against social security he wanted to decimate it and voted against it three times but you have to remember, ron was a disciple of paul ryan, who is a rino loser who currently is destroying fox, and would constantly vote against entitlements >> reporter: so brendan would have a better background on the extent to which ron desantis was a disciple of paul ryan.

but when we're talking about who ron desantis is, i don't think anybody would confuse as you just heard donald trump try to lay ron desantis out to be some middle man squishy, you know, republican ron desantis when he was in the house of representatives he was a founding member of the house freedom caucus, the right wing group always applying extra pressure and scrutiny on the likes of paul ryan this also gives echoes of 2016 when we were on the campaign trail together, it was donald trump going against the likes of ted cruz here in iowa, who won the iowa caucus. and donald trump was going around the state, campaigning on being the pro-ethanol guy against ted cruz who was calling for the abolishment of the renewable fuel standard, like ron desantis voted in favor of back in 2017, and so back in 2016, again, ted cruz was running as a far right conservative, not as some jeb

bush middle of the road moderate republican and so, this is what donald trump is going to be up against and what you heard him on stage was trying out some points in which he was sending a clear message to the florida governor to question whether he wants to give up the governorship in florida and try to challenge his mano am mano knowing what the next ten months would look like for him taking him on directly. >> brendan, vaughn will correct me if i'm wrong, i was listening to this through the magic of videotape, it seemed to me that when he was attacking, when donald trump was attacking desantis, he got less enthusiastic sort of response to that than say when he used the word like woke i wonder if it is a little bit of a warning sign to him that these people who clearly were there for him and who probably really like him maybe like ron desantis a little bit too? >> i think it is a big problem for donald trump

clearly a lot less enthusiasm when going after ron desantis. this was at a trump rally. you would think these people firmly in the trump camp, very okay going after ron desantis. this is a trend i've seen across the republican party recently. donald trump made a career after going after other republicans. and every time it gets a good laugh, people are into it, ron desantis is the one person who when donald trump attacks him, it is like, whoa, whoa, whoa, hold on. we don't go after other republicans. well, it will be interesting to see how long that bubble lasts for him. what is very clear is donald trump is trying to workshop his hits on desantis i don't know he found things that are really sticking yet he may get there he's relentless at driving up people's negatives he won't figure out what it is but right now it doesn't feel like those attacks are sticking, he needs to figure out one that does. >> one of the most interesting things yesterday for me, kim, was outside that rally and that is that donald trump who is a self-described germophobe actually looked like other

candidates have looked when they go to iowa we he was going into the crowd, taking pictures in a restaurant, is that an acknowledgement that he knows he has a tough fight ahead and maybe even though in a rally he's not changing much, but in terms of the way he goes about campaigning, he might need to make an adjustment? >> yeah. i think that's evidence that he has already made that adjustment -- that adjustment. i agree with brendan that once he's on stage, he is the same as he's always been, right down to trying to find nicknames but his campaign learned from the bad loss in iowa in 2016 when they didn't seem to take it seriously that this was costly as you pointed out, ted cruz beat him handily there he knows that this will likely be a tougher fight, a closer fight. he's been out of the white house for years now. and so his campaign now has an actual operation in iowa they're actually paying

attention to donors there. they're doing that sort of flesh pressing type of campaigning on top of these rallies, knowing that he has to convince them not just of the message this time, right, before he was talking and he was different and people liked the way he spoke, now ron desantis and others have shown that they can do that same thing. so he has to convince them that not just the message is right, but that he is still the messenger moving into these primaries. >> kimberly atkins store, vaughn hillyard, thank you. i need to move on to breaking news now a russian fighter jet colliding with an unmanned american drone over the black sea, causing that drone to crash courtney kube covers national security for nbc news. i know you're just getting this information in, but what can you tell us? >> right, so there were two russian fighter jets, they were flying near this mq-9 reaper

drone, an unmanned surveillance drone, the u.s. military the u.s. says this was over international waters or international air space in the black sea. these russian jets, acording to the u.s. military release that come out of european command, they were flying close, conduct something unsafe maneuvers, and at one point at least one of them even dropped some jet fuel on or near the u.s. reaper drone and then during the course of what the military is calling unsafe and unprofessional actions one of the russian jets clipped the propeller of the u.s. reaper drone, causing it to nearly crash, according to a statement from the head of u.s. air forces in africa and europe and the u.s. was forced to down that drone in the black sea. the u.s., of course,saying it i unprofessional it is not uncommon for intercepts that's when one aircraft comes

up close -- relatively close to another, they sometimes trail it as they go along a certain path, but what we have seen with some frequency is these russian aircraft coming closer to allied aircraft and operating in what the u.s. and allies are calling unsafe and unprofessional manner and oftentimes the warning in these instances is that it could cause some sort of incident just like the one we saw here today we don't are any word on what happened to the russian aircraft they clipped one another, we don't know if the aircraft was damaged. >> i know you'll keep us posted, thank you. we appreciate that update. new numbers out this morning providing more evidence that the fight against inflation is stubbornly tough because while inflation continues to decline, it is still at an historically high 6% we're still paying a lotmore for food, up 9.5% from a year go shelter costs more than 8%,

that's the largest increase in more than 40 years electricity nearly 13% higher. clothing prices not as bad, but still up just over 3%. we do have one bright spot, and that's transportation. used car and truck prices saw a big drop from a year ago down more than 13% gas prices are also down by 2% the market seemed to like this report, stocks are at least up today after taking a beating in recent days over worries about the collapse of two big banks. let's bring in cnbc's economics editor jeff cox. so when you looked at these numbers today what are your biggest takeaways? >> well, the biggest takeaway number one as you say that inflation is still very much a thing in the u.s. economy. we're off the boil from where we were last summer when the inflation rate was up around 9%. but 6% inflation is still very significant. you cited a number very important data points there, the

vehicle prices, especially used vehicle prices, energy, food costs, those were the big things that everyone was looking at but there are still a lot of incidentals, things like auto insurance, up 14.5% year over year we saw big jump in airfares over the last months, just 6.5%, up in february, 26.5% up year over year so still a whole lot of things, stuff getting worked through the economy and still posing a big quandary for policymakers, for the economy, still hearing a lot of recession talk and inflation is still very much a problem. >> what might this mean when the fed gets together and they decide what to do about interest rates? >> the market has been all over the place and a lot of cross currents in the past several days jerome powell got up in front of congress last week and made some very hawkish remarks that the market interpreted as himsayin we could be looking at a half point interest rate hike when the fed meets again next week.

the events of the past weekend with the bank failures changed that a lot markets actually at one point thought the fed might pause. now with this inflation data today, we get another batch of inflation numbers tomorrow, the producer price index market expectations pretty solid right now, looking for a quarter point rate hike when the fed gets together next week. >> jeff cox, good to have you on the program, thanks so much. we have got new fallout for silicon valley bank. in california, entire communities are being cut off from the rest of the state as floodwaters pour over major highways and arteries. that levy breach has quadrupled in size. it is now 400 feet wide, turning parts of monterey county into a virtual creek of thick, muddy water. more than 200 rescues have taken place in that county alone nbc's niala charles is one of the towns hit hardest by the breach so what a mess that looks like

how much worse have things gotten since this time yesterday? >> reporter: well, chris, the issue is the atmospheric river that hit last night into this morning is hitting the same areas that were hit on friday from the last atmospheric river, areas like here in pajaro, susceptible to the levee breach with water coming through the town, now have more water and even a small amount of water, though not as much as the last atmospheric river could be detrimental given the existing damage here they have residents have not been able to go back to their homes since they had to evacuate quickly on friday and throughout the area, we're seeing highways that have been closed due to being covered in water, roads as well as damage to homes and also landslides and mudslides throughout the region. north of us, with this latest storm, there are hundreds of people without power because of the high winds that caused their power to go out. chris? >> 400 feet of breached levee.

that is wild and it sounds terrifying, frankly. where does pajaro go from here maybe it is too soon are they talking about what they do next, how they handle a recovery >> well, officials say they're still working to fix that levee breach but that could still be days before that levee is repaired. so that's part of the issue. water continues to flow here in the meantime, the residents still don't have a date for when they can get back into the area, and a lot of them have to leave their cars behind here so though there are evacuation centers throughout the area, with counties and the state providing resources to those who have been evacuated, many of the residents here vice phaven't bel to reach the resource because they don't have transportation we saw a lot of people standing around outside of the community, waiting for answers from different agencies that they still at last check today still haven't gotten

so they're looking for shelter they're looking for food into some people are living in their cars and with the last latest storm over us as we speak, that's a danger for them as well. chris? >> niala charles, thank you for that we'll keep checking in we'll be speaking with someone whose organization is currently helping more than 5,000 people in three california counties hit by flooding after being forced to evacuate his own home last night. we have that coming up in our next hour. across the country, on the east coast after the tamest winter, most people there can remember, today luck runs out for up to 23 million people now in the path of the season's first nor'easter roughly a quarter of a million people are without power across four states. heavy wet snow burying cars from connecticut to upstate new york. and tomorrow, to add insult to injury, high winds will push through. boston expecting up to 60-mile-per-hour wind gusts. nbc's antonia hylton is in

hereby worcester, massachusetts. that area is not exactly a stranger to snow as you know, but are there complicating factors there? >> reporter: there certainly are, chris look, number one, we have this heavy, very sticky snow that accumulates really fast. so all day long you have probably in a few seconds seen one come behind me, plows have been coming through, people have been trying to get snow piled up in corners off the sidewalks so people who have to go out and work today, they have safe conditions as possible it is still hazardous out here it is not just the snow that has been accumulating quickly, it is also those gusts of wind that you mentioned. they can get up to 55 miles per hour here. there is concern that power lines are going down, that trees are going to be blocking certain roads. and so the message really from officials in worcester, but really across this state from boston all the way to western mass has been if you don't need to go out today, please do not about 60,000 people have already

lost power here as the day goes on that number has been steadily ticking up so the officials are responding in a couple of different ways. we have national grid has for days already been preparing for this a thousand crews, 3,000 workers ready to respond to the outages and just this city here in worcester alone, they have about 325 trucks out on the road doing their best to keep conditions as clear as possible because, of course, there are people who still went out on their morning commute and who are planning to make their way back here later this afternoon the message to folks right now is if you do hit the road, please have an emergency kit with you, make sure you have extra food, all your devices are charged. if you're in one of these homes where power has gone out, don't do that in an enclosed garage. that can lead to carbon monoxide poisoning and in communities like this one, people know how the winter goes. they're used to the storms, people get overconfident and make stupid mistakes and officials really of course don't want that to happen, so they're

attrition in ukraine more than 120,000 ukrainian soldiers have been killed or wounded since the invasion that's according to u.s. and european estimates as for the russians, the situation is even more grim, 200,000 troops dead or injured many of those were lost -- were combat-tested veterans and now both sides are having to plug the gaps with more inexperienced soldiers, raising questions about whether either military is capable of making a breakthrough it is adding to the fiery debate being fueled by florida governor ron desantis, calling the war a territorial dispute, not a vital u.s. interest. joining us now, msnbc military analyst and medal of honor recipient colonel jack jacobs, brendan buck is still with us. colonel, let me ask you about the breaking news we learned of

a russian fighter jet collided with a u.s. unmanned aircraft over the black sea what do you make of that >> it is just the latest in a series of provocations about the chinese and the russians have been harassing american aircraft in their respective regions. i think this one was over the black sea, but the russians have almost collided many, many times with american aircraft over the mediterranean and over the black sea. increasingly they're using more dangerous tactics to get closer and closer it was just a matter of time before this sort of thing happened, chris. >> to send a message, jack >> i think so. they don't want american -- they don't want western aircraft anywhere near where they're operating. and they'll do whatever they can to make sure that that doesn't happen short of shooting one down, which would really be something that we couldn't stand, they'll

continue to harass our aircraft, manned and unmanned and it is definitely a message to the united states, correct. >> "the washington post" is reporting on the growing pessimism in the ukrainian ranks, doubts over whether they can actually pull off as much anticipated spring offensive with green troops and russia is running constrcripts to the fro lines who have very little training, if any where does that mean this war goes from here >> we got to remember if you're going to conduct an attack, even in the best circumstances, you as the attacker have to outnumber the defender three to one. if you couple that with the fact that the russians are defending on the other side of the river, river crossings are essential in some areas, that makes it even more difficult if you have green troops, more difficult yet. if you are short of ammunition, it makes it very nearly impossible and don't forget we're going into the springtime. pretty soon where all the area around there, don't forget this

is near the bottom of the delta of the river is very, very marshy, it is difficult to negotiate even by foot troops let alone tracks, and nobody wants to conduct an attack under those circumstances, so in the meantime, everybody is fighting a war of attrition, jockeying for some small tactical position he can and, of course, the casualties on both sides are mounting, chris. >> and, brendan, as that is happening, this has become more political fodder ron desantis criticized the biden administration for what he called the blank check funding of this conflict for as long as it takes, arguing it districts from our country's most pressing challenges besides the fact you might argue that might sound a lot like rand paul, is that where the party is headed or some big section of it >> very big section of it. i think it is a real reflection of the shift of the party in a short amount of time donald trump completely rewrote the foreign policy perspective

of much of the republican party, we're much more isolationist i think you have to appreciate also in the republican party the impact that the iraq and afghanistan has had. this is reflected in what ron desantis is saying it is not that we're sending troops over there, it is federal resources, taxpayer dollars, and a lot of people just saying why are we doing that? i look at this really as a move out of weakness from ron desantis this could be an area where he differentiates himself from donald trump but instead he's trying to match up with donald trump and not allowing him get to the new right in the party i would probably before say it is getting to the left of him, but in today's party, it feels like it is getting to the right of him. >> let me ask you about the strategy of that then. first of all, i want to point out that a gallup poll from last month shows 47% of republican voters think the u.s. is doing

too much in ukraine. there is that. but i wonder is the republican message or ron desantis message going to be largely an economic one or do you argue that as well as -- that maybe protecting somebody else's democracy isn't what we as a country should be doing, can you make that argument >> that's where the radical shift is the republican party, we used to be party that stood for freedom and democracy and it is very clear that the russian aggression here is what we stood against for decades. but that's no longer how we are divided. i think it is potentially a long-term loser and that's why i think it is really shortsighted by ron desantis to make this argument, but keep in mind, the republican base has been fed this sort of narrative about russia and ukraine for a while through fox news and that media ecosystem and very much ron desantis is trying to win a fox

news primary went to tucker carlson, the biggest voice of anybody in the republican party outside of donald trump and ron desantis to make this argument and that's where a lot of republican voters are getting their views on this, if he wants to make sure his position matches up very neatly with theirs. >> there are tensions in the pacific, they announced that deal yesterday to provide advanced submarines to australia. widely seen as a counter to china's buildup in the region. do you think this is the right move with tensions so high >> the thing to remember is that chinese expansionism is not going to stop whether our allies get nuclear submarines or not. so on balance, there is not a lot you can do other than what we're talking about doing right now. we talked earlier about sending a message, i and other people think it is vitally important that the united states send a message to china that we do have
