good to be with you. i'm katy tur donald trump says he will absolutely stay in the presidential race if he is criminally indicted. one-time fixer and now key witness, michael cohen, will be back in front of a manhattan grant jury tomorrow to continue his testimony against his former boss after that we could quickly see a decision on whether manhattan d.a. alvin bragg will bring charges against the former president for his role in the 2016 hush money payment to stormy daniels and others. last night in front of a crowd of 2,000-plus supporters in iowa, donald trump did what he always does in the face of political or legal trouble

he would be within four points of donald trump for the republican nomination. joining me from davenport is the reporter i was talking about, vaughn hillyard, nbc muse correspondent. also with me, nbc news correspondent ron allen and washington post senior political correspondent ashley parker. vaughn, having been in those rooms more times than i can count, i can tell you what plays in the room doesn't necessarily play on camera bring us inside the room, inside the reaction in iowa to donald trump. >> reporter: right this is the question i think, katy, waiting the have answered here to what extent can there be two things true at once, that republican voters, the base of support that will be those iowa caucus-goers, do they enthusiastically support donald trump and still potentially like other candidates that include

the likes of florida governor ron desantis i think the response to the crowd last night to donald trump for the first time on a public stage directly attacking the florida governor answered that take a listen. >> okay. so remember this, rob desanctous strongly opposed ethanol he was very, very bad on ethanol, fought it all the way he also fought against social security he wanted to decimate it and voted against it three times but you have to remember ron was a disciple of paul ryan who is a rino loser who currently is destroying fox and would constantly vote against entitlements >> reporter: it felt sort of like in the room, katy, as if donald trump was talking about my cousin greg, the guy that everybody likes, this being ron desantis, and it's kind of

uncomfortable when he starts attacking him by name there. he went, also, to talk about social security and medicare, drawing contrasts to ron desantis of course, bringing up ethanol, a major issue here among particularly republican farmers here in the state of iowa. when -- sitting in the back row of that theater where about 2,500 were packed in, it was very quiet and there was some fidgeting around as he went against ron desantis the reality for caucus-goers, they'll have ten more months of that ahead if ron desantis gets in the race and remains competitive against donald trump, it's only going to get worse. >> what about mike pence he didn't talk about mike pence on stage yesterday, but mike pence had pretty harsh words for the president at a private dinner the other day, saying he was responsible for january 6th and history will remember that did the president talk about mike pence off stage if so, why would he do it off stage and not on stage >> he's largely kind of straight

away from talking about mike pence very much publicly outside of references to events around january 6th. he hasn't viewed mike pence as a political threat polling would suggest he may not be wrong as of right now he did talk to a few reporters on his plane from florida to iowa when asked about the former vice president and his comments over the weekend off camera in which he said that donald trump was going to be held accountable by history for his events leading up to january 6th. the quote from donald trump in response to "the washington post" was, quote, i guess he figured that being nice is not working. but you know, he's out there campaigning and trying very hard he's a nice man. i've known him i had a very good relationship until the end. he hasn't taken the hammer here to mike pence at least on the campaign trail who is not also in the race at this point, it's mike pence. >> mike pence also not polling certainly as well as ron desantis even though ron desantis is not yet in the race. ashley, again, talking about this playbook, this going-after

controversy, painting anyone who tries to investigate him as the deep state or corrupt, it worked in 2016. it worked against hillary clinton, et cetera it worked to a degree while he was in office because there was this kind of -- unspoken or spoken rule if you're the special counsel, you can't charge the president with a crime. he's not in office any longer. these crimes, potential crimes, investigations are swirl ing around him what's it going to mean as we get further in to this race for the white house? >> well, former president trump is certainly in peril from these investigations, but there's also a political question that's a two-part question to get to the white house, there's two audiences trump needs to win over. the first is the republican primary base that's an area where still, if you go in and talk to trump voters and republican base voters as i have, something like

these investigations and the former president dubbing them witch hunts, unfair, this playbook we've seen before, that actually helps him with a significant percentage of his base they feel like when he's being attacked, they're being attacked where it is unhelpful, however, is if he wins the republican primary, then he has to win a general election, where you need not just your base, but you need more rotted rat republicans, you need independents. you need people who have voted for trump once and then biden the second time. this is where there's just this level of fatigue whether or not these voters believe there's any there there, it reminds them of the chaos, the controversy, the noise that they wanted go away and was the reason many of them in 2020 did not support former president trump. >> again, there are so many investigations i don't want to count them all i might forget one or two. there's one that's potentially coming to a head, and that's the

one here in new york, the manhattan d.a. ron, michael cohen testified in front of the grand jury for the alleged hush money payments yesterday. he's expected to go testify again on wednesday, and then maybe we get a charging decision from alvin bragg after that. what's the latest? again, why is it different today than it was when michael cohen first went to jail for this? >> there's a lot of speculation now because this is the first time he's testified before a grand jury, as you know. he had met with prosecutors 20 times before that. what's different now is that alvin bragg has been in office for over a year, a new d.a. who said he was going to take another look at this case. he's successfully prosecuted allen weisselberg and successfully prosecuted two trump corporation entities those were financial misdealing

charge, tax evasion and so forth. there's speculation that this is the charge that bag isragg is g over with trump that will be pumped up to campaign finance violation or tax evasion given the fact they've been so far into the records and a couple of witnesses whiek weisselberg who testified not directly against donald trump but against the company, that's why there's a lot of speculation now that this might happen in terms of calendar, yes, cohen testifies again tomorrow thursday is the regular grand jury day there's speculation that there could be a decision soon again, a lot of speculation. it seems we're coming to a point where there will be something or there won't be something as this has dragged on for so many years. >> one of the reasons why there's so much speculation that something could be coming is they asked donald trump to sit for grand jury testimony

himself. his lawyers have said no, al throw they have until tomorrow to change their mind ashley, quick question to you. what is the trump team preparing for? >> what they've said is they're preparing for this manhattan case to move forward with charge s. they have said all of these investigations including the two into different areas by special counsel jack smith, have put trump world on edge, put the former president himself on edge he's been following it closely they also have told us privately that they feel like they don't think the manhattan case is the strongest of all the cases, of the at least four investigations swirling around. they think something will come of it. they just are going to have to move on in the face of that controversy as they always have. >> in terms of timeline, we'll be looking next to what's going on in georgia with fani willis and potentially what's going to

happen with special counsel jack smith, the investigation into both the documents and january 6th itself ashley parker, ron allen, vaughn hillyard, thank you very much. speaking of 2024, and a moment ago of ron desantis, the governor of florida and likely gop candidate submitted answers to a series of questions tucker carlson posed to the would-be presidential field one of them was about ukraine and desantis called that war, quote, a territorial dispute and said protecting ukraine against russia was not a vital u.s. interest this comes as the united states just announced that russian fighter jets harassed and then collided with an unmanned american drone over international waters joining me is nbc news pentagon correspondent kourtney cube who was just in a briefing with the d.o.d. and former cia chief of operation s mark pom rop loss. courtney, what did they say

about this collision we're also getting word from russia on what they say happened walk us through it. >> it's pretty safe to say the two sides have a different opinion of what happened today there were two russian fighter jets operating very unsafely around this drone, the u.s. drone flying in international airspace the russian jets were flying really close, flying right in front of it and even dropping just feel on top of the mq-9 at one point one of the jets actually collided. the wing of it collided with the propeller. the drone was damaged. the u.s. chose to down it in the black sea. we know according to defense officials that they were able to wipe it, wipe the software so that if anyone like the russians were able to get their hands on it, it shouldn't have any information on it that they can

exploit for any reason the russian said is very different. they're saying this mq-9 was operating and it lost power, lost altitude and it crashed and there was no actual collision. what we are hoping is we'll get some sort of vision confirmation that will give us an idea of which side's version of events is more related to the truth here, katy we don't know a couple of other things still number one, the pentagon is declining to say whether the mg 9 was armed at the time. they say it was on a routine surveillance mission it doesn't seem either side implied what's known as the deconfliction line that's intended to keep any kind of a conflict from occurring, to keep their airspace -- their aircraft from going in the same airspace and having a collision like this we don't yet know if that actually occurred. we do now know that the state department summoned russia's top

diplomat in d.c. discuss this. we know general mark milley plans to reach out to his russian counterpart to discuss. >> this what's the level of concern, how high is the level of concern from the pentagon about this leading to something a little worse, something a little more confrontational that could drag us into a direct conflict with russia >> right now this seems to be really in the diplomatic space, katy it doesn't seem this is moving into any kind of a military confrontation. all of the people i'm talking to in the pentagon is saying this is a case of ineptitude, severe ineptitude in the case of one defense official i spoke with, as opposed to this being an intentional or malicious incident that occurred here. in other words, it doesn't seem the russian pilots were attempting to take out this u.s. drone. look, just on the face of it, that would make sense. it wouldn't really make sense to use a manned aircraft to take out an unmanned aircraft, to

collide with it. we know the russian aircraft was damaged to some point. it didn't crash. it was able to land in crimea. that is also another piece of this that we still don't have a good sense of. the russians are saying this all occurred close to the crimean peninsula. the u.s. won't say where over the black sea occurred, only saying it was in international airspace. >> mark, what do you say about this >> i think the intelligence community is going to play a big part we have to find out what exactly happened were the russians trying to play some sort of three-dimensional chess in deliberately provoking an incident or, as was just noted, was this a sense of incompetence from the russian pilots that really matters because i think one of the things that the russians would probably like to do is scare the world into the idea that western resolve in ukraine increased assistance, causes the fthree of future

escalations. see how the u.s. responded, quite soberly, keeping it in diplomatic channels. the most important part is intelligence surveillance and reconnaissance flights will continue that's already been put forth by the pechtntagon i think how the u.s. responded was appropriate and time will tell based on intelligence community collection on what really was the russians' intent here. >> let me ask you about ron desantis which we started this segment with he said this is a regional conflict, not a high u.s. priority, not entirely in line with the gop lindsey graham is saying this is a terrible idea in a series of tweets, saying basically remember what happened before world war ii and all of the appeasing of adolf hitler. this is the same sort of thing where we're seeing russia try to

take territory and be wary of repeating ourselves. what does it mean for ron desantis who is likely to be a big contender in 2024 coming out and sounding very much like donald trump in saying that ukraine, not really our problem. >> i think this caused a bit of an earthquake, both in kyiv, and the government of president zelenskyy is taking a look at future u.s. resolve past 2024, but also an earthquake in european capitals. president biden has been very successful in reinvigorating nato the alliance is more unified as ever we have a situation in which the top two contenders in the gop are using kremlin talking points the notion this is just a territorial dispute literally is from the press spokesman in moscow that is really alarming, both capitals in europe and in kyiv it's good we saw senator graham

nbc news confirmed that the department of justice and s.e.c. are launching two separate investigations into the collapse of silicon valley bank the "wall street journal" first reported the news saying the agencies will be looking into stock sales executives at the bank made days before the failure. nbc news has reached out to silicon valley bank, but it's declined to comment. joining us is ken dilanian and brian cheung and capitol hill correspondent ryan nobles. what else do we know >> not terribly unusual doj would take a look when something so catastrophic happens in the banking sector they're looking at, for example, the ceo stole stock worth $3.6 million 11 days before the collapse that was done consistent with a

prearranged plan hatched in january. what the fbi will be looking at, whether there was insider knowledge, whether anyone acted on the knowledge that something bad was going to happen. >> ryan, capitol hill, we talked about yesterday how there doesn't seem to be a lot of incentive right now to change the regulations. i was reading that kevin mccarthy had a phone call with republicans about how to message on this. the message did not include changing regulations but instead blaming president biden for what happened what have you heard so far >> we saw kevin mccarthy for the first time really establish any kind of a statement or blame anything specific today in the tweet earlier today where he specifically blamed what he called the reckless spending of the biden administration as creating an environment for inflation to run rampant and for banks to fail. he didn't mention the silicon

valley bank specifically, but that seems to be the connotation. what punchbowl and others are reporting about this private phone call, this seemed to be more than anything a messaging strategy, not necessarily a discussion about policies that could be enacted to prevent this from happening there is some concern within the republican party that some republican members might go far off the rails and blame this on woke banking, investing on things like environmentally conscious causes and diversity there are republican leaders who are nervous if it gets into that kind of culture war they'll ignore the real problems associated with this, and the very specific angst average americans are having you saw senator katy brit put out a statement where she talked about concerns about her local community banks in alabama, and the money of the average individual being protected so they can take out money they deposited into their accounts if that were necessary.

there seems to be a lot of initial reaction to this on capitol hill at this point there seems to be in clear direction as to what could happen next. >> ron desantis mentioned the woke stuff as well i'll play sound from republicans saying this is all because of woke policies. let's listen >> i feel bad for all these people that lost all their money in this woke bank. >> this bank, they're so concerned with dei and politics and all kind of stuff -- >> we see now coming out that they were one of the most woke banks. >> ryan, i'm going to leave that to the side. mccarthy saying this is because of president biden's inflationary patrol sees and that's what -- that's what's to blame for these bank policies. any merit to that? >> with silicon valley bank there are a number of dominos fell it's not fair to say that one' lent led to the other. management ultimately made a decision to have their portfolio

on a long bet essentially that interest rates would not rise as fast as they did it was because of that choice they had to liquidate that portfolio when deposits starting coming out so it's a little hard -- >> what about the decision to insure these deposits over $250,000 what goes into a decision like that how much concern does there have to be about the broader economy to say we've got to cover all these folks? >> it has to be considerable enough that the federal deposit insurance corporation, the federal reserve and the u.s. treasury in addition to a signoff from the president would say the failure of those banks would equate to a systemic risk that could be catastrophic to the economy. that's why they use the sre, the systemic risk exception to guarantee deposits beyond $250,000 using the fdic. >> the investigation into silicon valley bank, what about

signature bank, is that getting investigated as well >> we haven't confirmed it >> dodd-frank, 17 democrats who voted alongside republicans to overturn or loosen those regulations that donald trump signed into law. if those were still in place, would this have been avoided >> in a former role, i covered the passage of that bill not many people were paying attention at the time. dodd-frank was the post 2008 effort on capitol hill to expand the regulatory tightropes around the banking industry, have more liquidity to cover bank loans. the trump era reduced the stringing seed for banks in the medium size, essentially covering the likes of silicon valley bank. actually at the time i interviewed the silicon valley bank ceo he said we support the relief being proposed for mid-size

banks which will allow us to focus more on lending and job growth since the passage of that bill the bank quadrupled in size. >> the other past of this is what is jerome powell going to do is he going to race rates or not at all the cpi came out today where does that leave us how does that fall into jerome powell's lap >> inflation clocked in at 6%, prices higher this year than this time last year. that's an improvement from the 9.1% the summer of last year, but still well beyond the 2% prior to this weekend, one-track mind for the federal reserve, make interest rates higher, take steam out of the emplconomy, mae inflation come down. you have to balance that which is the reason you have some wall street bets saying the fed is not going to be as aggressive on interest rates hikes next week

aird his edits of the january 6th footage, he argued the insurrection was not an insurrection at all, that those who stormed the capitol were peaceful, orderly and meek they were sightseers, he said. he played this quick known as the qanon shaman, jacob chansley, arguing he was being escorted around the capitol by police prosecutors say the video is cherry picked, there's clear evidence of chansley at the front of a mob that plowed through police barriers and broke windows an doors to get into the capitol even though the video carlson aired is misleading according to them joining me is nbc news justice reporter ryan reilly let's play a video who is saying watch tucker >> so just keep watching tucker,

keep spreading the truth, keep talking about the corruption, keep sharing and we will bring this system down >> ryan, who is that lady? >> so that's yvonne saint sierra they put on her husband's facebook page the friday before that was filmed, she was convicted on six counts by a jury i sat through some of her testimony last week and it was pretty out there she recorded herself inside of the capitol building after she stormed it she was on the front line. you can see her sort of turning her back and pushing up against police lines she said she wasn't actively assaulting officers but said she wouldn't move. every time she got the opportunity, as the mob moved forward, she took it she eventually ended up in the tunnel where you see some of the most violent scenes of january 6th. she ended up in an office, an office that happened to be the

hideaway office or suite of hideaway offices where her own home state senator jim reish was. this is a situation where people are picking and choosing their facts about what happened on january 6th. what tucker is putting out there is giving a lot of these people hope that this is somehow going to turn around all the overwhelming evidence of their guilt. she was honest on the stand about what she did, but she also said she thought she had a right to climb through a window into the u.s. capitol she thought that was her right as an american when you're testifying that way, you're not going to get off of these charges. some out-of-context video aired by tucker carlson is not going to be your get-out-of-jail-free card i think that's what's happening here tucker carlson pleaded with his audience when he let the lies

hill correspondent ali vitali. when can we expect mitch mcconnell to be back on the hill >> reporter: that's the open question right now, katy while his office is saying he's doing inpatient rehabilitation right now, in large part because they found the fractured rib in addition to the concussion, mcconnell, there's no timetable on when he's going to be back in the building in the short term there's no real implication for that, especially because there are other senators who are also out with health issues, specifically john fetterman for heavyweight treatment and senator dianne feinstein recovering from a case of shingles. there's not a ton pressing on the docket right now if this recovery starts stretching into months as opposed to weeks, which is not our expectation but i guess could feasibly happen, then it becomes a question of how the republican party on the senate side and who is going to lead them through the debt ceiling negotiations which, of course, are the most pressing issue on

the senate calendar broadly. certainly, we expect those conversations to heat up in may and june when we get towards that x date on the calendar where treasury funds start running out. in the short term, no concerns about the impact of mcconnell's absence, but something to keep an eye on as he's thankfully recovering >> ali, thank you very much. despite lying about his biography and what you could start a bumpy start in congress, george santos is keeping his option to run for re-election open he filed a statement of candidacy today with the federal election commission, a requirement if he wants to fundraise ahead of a 2024 run. but this move does not bind him into running for re-election if he ultimately decides not to, or maybe if he's not allowed to as a republican we'll see. still ahead, from california to boston, what to expect from the skies. bill karins has your early spring but still feels a lot like winter forecast.

attorney general to further clarify what the definition is of being engaged in the business of selling firearms. i spoke with one gun safety group which said this has the potential for the president to go almost all the way in closing two of the biggest loopholes, which is the sale of guns at gun shows as well as on the internet that's really the goal here. there's also provisions that would expand and promote the use of red flag laws there are 19 states plus washington, d.c. where you have that they're only as effective as people know they can take advantage of them. that's also in this executive order. they also want to really accelerate the ballistics tracing system in this country right now. one other advocate compared this to the dna system. the more information you have in the system, the easier it is to trace when the same weapon is used in different places to try to track this down the white house seeing this as, yes, short of legislation. we're likely to hear the

is dropping feet of wet snow and knocking out power for more than 250,000 customers across upstate new york and new england on the west coast, more than 30 million in california alone face potentially catastrophic flooding all of that water is coming from all of the snow that's now melting. and even more heavy rain that is hitting the state today. joining me now is nbc news meteorologist bill karins. bill, how much longer is this going to last? >> it's going to last probably through the day tomorrow we have two huge events going on you can see our california storm, we'll talk about in a second, and then or nor'easter, which is ongoing this has been the first nor'easter of the season and this has not been a pretty one. this is like cement snow, just sticking to everything it has added up. this is an elevation snow evil in new england the higher you are, the more snow you got the highest total in massachusetts just hit 32 inches of snow.

indian lake, new york, 31 inches even new hampshire at 20 inches. in one spot in connecticut there, in northwest connecticut, 4 1/2. most of the cities are located in the valleys, they are warmer, a lot less snow. zero in new york and boston. i think boston has a chance for a couple of slushy inches. albany only at seven inches of snow the temperatures are just too warm after the sun sets, some of the areas that it wasn't sticking in, especially in areas of massachusetts near boston, you are probably going to see it stick. even though it's cloudy, the suns rays still shine through the clouds and heat the pavement up wind gusts, all the way down here, philadelphia, a gust of 44 it's going to get very windy as the storm begins to pull away. going to stay windy all the way through tomorrow and the winter storm warnings still continue so, treacherous travel, especially central new england and through the higher elevations a lot of the cities, the roads have been treated and they are just fine.
