at this hour also, a ruling on a pivotal abortion rights case could come at any time. we'll talk to the president of planned parenthood about the new wave of restrictions plus, four americans recently kidnapped in mexico were found, but hundreds more are still missing in mexico. we'll talk to one mother who's desperately trying to find her son. in florida, ron desantis is going of a miami hotel after a drag show. we'll explain what's behind it and we begin this hour with china's new show of support for russia overnight, we're learning that next week, china's xi is expected to make his first visit to russia since putin's invasion of ukraine in the past month, china has attempted to portray itself as a peacemaker after releasing a 12 part peace plan, but concerns

are growing china could provide weapons to russia. this morning, slovakia joined poland in announcing they, too, will provide ukraine with soviet era fighter jets the kremlin warning that planes sent to ukraine will be destroyed. joining us now, nbc's mike memoli, victor cha, senior vice president at the center for strategic and international studies. also joining us, lieutenant general twitty, former deputy commander of united states forces an an nbc news military analyst. mike, what's the latest from the white house over xi's visit to russia >> well, it's interesting, jose. a white house official this morning down playing the significance of the visit saying they'll let the two countries speak to the goals of that meeting themselves but also laying down a bit of a marker, trying to prebut what we might see come from those

meetings admiral kirby saying if china follows through on its plans to essentially support a cease fire would not be acceptable to the u.s., to its allies, because that would essentially lock in russia's gains into ukrainian territory. kirby saying it is the position of our allies that any end to this war must be a just end and one that respects ukraine's territorial sovereignty and a cease fire does not accomplish those goals. also kirby reaffirming the need they believe for president xi not just to meet with putin, but to speak with president zelenskyy so he gets his perspective as he considers this role of really trying to play peacemaker we've seen china just ratified for an unprecedented third term, trying to step up its goal as a

peace broker one that the u.s. is obviously nervous and weary of this is against the backdrop of tensions between the u.s. and china. of course, the chinese spy balloon. blinken canceling that planned visit to china kirby was asked this morning as well if there's any outreach continuing to xi, to the chinese side whether piresident biden might speak to him kirby saying no call we don't know, jose, i'll add what president biden thinks of it he just finished up that meeting in the oval office press not able to ask any questions during that back and forth. >> the president meeting with the prime minister of ireland this morning that's just getting wrapped up i understand we have some of the video of that conversation and the times with the president and the prime minister we're going to have that for you in just a minute

ireland as mike was telling us he took no questions after that meeting but there was that last little comment that they're expecting the president's visit to ireland shortly we'll try to get more readout on more of that coming up but whi want to return to our conversation and victor, i want to rephrase the question that i was thinking of. xi has been you know, reaffirmed in power now and just you know recently saudi arabia and iran restored relations during a summit in china. we now see china becoming more involved in discussions with putin. what do you make of this >> i think china wants to play a larger global role that's what xi said as the congress just took place they hosted this

re-normalization of relations between iran and saudi arabia recently what i would say here is that if china wants to play some sort of role, that's great, but it's got to be a role that's productive and just what china has been doing with regard to ukraine is to advocate that it is a neutral party but at the same time, it does not acknowledge that russia invaded ukraine. it condemns western sanctions against russia and propagates a disinformation campaign in the global south saying this war was pro provoked by the united states and nato so that is not being a neutral party and i would be very suspect if they try to broker some sort of talks between the ukrainians and russians because it would be a slanted playing field. >> and yet where is the power or what is the power that could play a role in brokering some kind of agreement between russia and ukraine? >> well, it's going to require

the nato allies for certain and it's also going to require a renegotiation of all the territory that russia has just taken. the problem with regard to china's so-called global diplomacy is that it's not really based in any values it's entirely based in china's commercial self-interest so if they're interested in brokering some sort of peace in europe, it has largely to do with the way the world economy has been impalcted by the war an how it's affecting china so they will look for the easiest and simplest solution that may not be to the benefit of ukraine and nato allies rather than one that is fair and just >> general, what do we know about the relationship militarily between russia and china? >> well, the relationship is fractured. as you know, the balloon incident was a huge fracture in relationship and has remained that way we have not had any mill to mill

dialogue with the chinese in quite some time. and so as you know, you're dealing with the two largest countries both from an economic standpoint and a military standpoint and we have to get this mill to mill relationship and diplomatic relationship back into fold so we can insure that there are no miscalculations in the future. >> yeah, but how do you do that when china is sending as you mentioned, you know, spy balloons over the united states? they're sending spy balloons over latin america they're increasing their relationship with places like cuba, venezuela. how do you breakthrough to something when their clear intention is to as what you were saying, their global relationships are very much based on their personal financial self-interests >> yeah, i think it's a

extremely difficult and oh, by the way, if you take a look at the south china sea, what they're doing there in militarizing the south china sea and also just as you saw the russians harass the drones if you go to the pacific, it's the same way with the chinese and u.s. drones there or u.s. naval ships or aircraft there. and so i think we're in a position here both for russia and china with these strained relationships that this is going to be the way that we're going to have to act for quite some time again -- >> general -- >> miscalculations from both. >> general, i want to get your take on the potential significance of poland and now slovakia announcing they'll be sending ukraine fighter jets >> yeah. i view this as a good thing. keep in mind that the ukrainians already have the mig 29s and so

they can essentially retrieve or receive these airframes and be able to fly them immediately totally different ball game than supplying them with f-16 where they have to go through months and months of training so this is a good deal and of course it was a sovereign decision both by slovakia and poland so i think nato as a whole supports this. >> mike, lieutenant general, and victor, i thank you very much for being with us this morning new reaction this morning on wall street after a $30 billion lifeline has been extended to first republic bank in an effort to boost confidence across the sector and prevent future bank crimes here's how the dow was reacting to these developments. as a matter of fact, right now, it's been down and the dow is down about 375 points at this hour joining us now is cnbc's seema mody

what are you watching for today? >> good morning, jose. great to be with you that $30 billion rescue the san francisco lender first republic is certainly significant it involves many of america's largest banks from jpmorgan chase, citigroup, bank of america, among others. in total, 11 banks in a joint statement this morning, they wrote this deal should give confidence in the country's banking system however, optimism seems to be short lived. investors debating whether this deal really solves first republic's issues. the stock is down another 20% today as is the broader market it's hard not to step back and reflect as to how the stress in the financial system that has come to light in the past seven days is pushing interest rates down ahead of a key policy decision next week, jose >> how are these issues and certainly interest rates playing a part in all of this? >> well, with interest rate fund

fed futures falling dramatically ahead of a fed policy decision, the question is what will chair powell do next week and how will the banking stress we've seen over the past couple of days be factored into the decision what the government and the big banks have attempted to do is to instill confidence in the sector and stop any future bank runs. the question is has enough been done to avoid further deposit outflows if so, you could argue the job is done but the market doesn't ste seem to agree with that with all the pressure today i spoke to an analyst that argued while the big banks are incentivized really to help the regionals survived as it creates a more level playing field, they do not want consolidation. that would lead to more pushback from lawmakers on this idea that the banks are getting too big and too powerful >> thank you so much great seeing you still ahead, mexico's

for everyone this isn't just about access to mifepristone in states where abortion has been banned this could impact patients in new york, in california, in illinois, in places where abortion rights have been, you know, supported and shrined in those states like, i think that we need to be very concerned this is a politically motivated case and it is a very slippery slope. when you have a single judge who did not go to medical school determining whether or not people can have access to a medication that has been fda approved for over 20 years that is what is at stake right now. >> again, i'm not a lawyer, but i keep asking. this pill is apparently not for sale in texas. what is the legal standing of this case in texas

>> you know, that is the question, right? i think that's the question that this judge in amarillo needs to understand what is the standing to even bring this case and what authority and power does this judge have in redirecting the fda to make different decision again, look, there aren't, i understand there are multiple views around abortion and positions on whether or not abortion rights, but the majority of people not only believe that they should have access to abortion in this country, but there aren't two sides to science, right? this pill, mifepristone, is safe it is effective. it has been used in more than half of abortion procedures across the country and taking it off of the market could significantly compromise abortion access and miscarriage management across the country. all eye s are on texas because what happens in texas doesn't

violence we've seen in jerusalem in two decades the u.s. is brokering a meeting between israeli and palestinian officials in egypt this weekend, but i got to tell you, jose, hopes are not very high that this is going to have any major impact on the ground we were up in this city the other way during other military raid and jose, the fighting happens right in the middle of town there was smoke going up over the city we could hear machine gunfire. it is almost inevitable in fighting like that that civilians are going to get caught in the cross fire meanwhile, here in tel aviv, protepss continuing for an 11th week some wearing outfits from the handmaid's tale. that is because a lot of israelis, especially women, are very concerned about the potential impacts on their civil rights if prime minister netanyahu succeeds in pushing through this very controversial plan to weaken israel's supreme court. he says it's necessary to curb

amid this epidemic of fentanyl deaths this week, we learned a 16-year-old danteenager died in texas after taking a pill. this is being produced by two drug cartels in mexico right now, the u.s. is not -- rather the mexican government is not allowing the u.s. to join operations there's very little intelligence sharing. there was a senior level u.s. delegation that went down to mexico city right around the time those four americans were kidnapped, two killed. there were prearranged talks on the fentanyl crisis. the u.s. delegation hoped to announce something good, then the president of mexico made a bizarre statement on the day of the talks saying mexico doesn't have a fentanyl problem, we don't produce fentanyl down

there. false statement. the u.s. had to fly back with nothing to show for the talks. it's a bad situation and there's not really a way forward here. >> thank you very much for that reporting. this all comes after the fbi announced yesterday a $20,000 reward in exchange for information leading to the location of american citizen believed to have been kidnapped in mexico. "washington post" reports that more than 550 americans are currently reported missing in mexico among the missing, robert franco who was 21 years old when his family lost contact with him during a trip to mexico in 2017. his mother, lisa torres, joining us this morning. lisa, thank you for being with us in 2017, robert left home in houston, drove to visit his father's family who lived in -- and never came back. what happened? >> we never heard from him again. that's what happened he never made it to his destination where he was supposed to go meet his family and he didn't make it.

transgender care for minors. the florida board of medicine enacted a rule yesterday that bars children from starting puberty blockers or hormone therapy. the board says there is not enough research to justify the treatments potential side effects. the american medical association, the american academy of pediatrics and american psychological association disagree and say the treatment is safe. a group of florida parents say they plan to challenge the rule in court and here in miami, governor ron desantis' administration is looking to revoke a miami hotel's liquor license after it hosted a christmas themed drag show that minors were allowed to attend with their parents back in december. according to a new complaint, the desantis administration called it sexually explicit and argued they violated laws on lewdness by hosting the show the hosts have not responded to nbc's request for comment on the

story at this time joining us now, nbc news correspondent sam brock and glen kirschner. sam, what do we know about this complaint filed by the state of florida? >> good morning. good to be with you. this is the second time in the state of florida, a similar complaint like this has been filed by the desantis administration it takes on heightened importance in the context of the tennessee law just passed banning public drag performances if there's any children present, a criminal offense potentially on december 27th, there was an event at the venue over my shoulder this is linked to the hyatt regency. it's a separate venue. hyatt say they only provide food and beverage the governor is trying to take away the liquor license of the hotel. wasn't to quote the language as you mentioned, they talked about how sexually explicit it

was. the administration says the nature of the performance is conduct ed in front of children. they talk about there's nudity, simulated sexuality. that's what they are objecting to as you talk to the lgbtq community and drag performers, they tell think is freedom of art and expression usually, it's not sexual in nature they feel like it's an infringement on free speech. >> drag is art art is always objective. you will like it or hate it or somewhere in between the thing that we have to remember about art is that it really kind of takes what's going on in the world and it puts it into this really digestible fun form where it reflects what's going on in society back to you hopefully in a really fun way >> you can't have this

conversation without also acknowledging what's going on in the state of florida right now we talked about the parental rights and educational law that created so much con sttroversyc. there is push to expand it the governor trying to ban dei funding open college campuses. this is part and parcel of the same political agenda. >> is it legal to revoke a liquor license for these reasons? >> you know, it feels like the hyatt regency will have a robust defense to this for a couple of reasons. one, it remains to be seen whether the hyatt was the appropriate party here it wasn't their venue. they simply provided food and beverages according to the reporting. i also think there will be a robust first amendment defense of this attempt by desantis and the state of florida to pull the liquor license i think there will be equal protection of laws defense available.

here is the other thing i find interesting. when i read the 17-page complaint by the florida state department, they said it was marketed to and authorized to be attended by people who were 18 years of age and older however, they said in the event a parent wants to bring a 17-year-old son or daughter, for example, that's not prohibited yet now we have ron desantis wanting to basically take control of a parent's decision whether to bring their 17-year-old son or daughter to this event that feels like desantis wanting florida to not only act like big brother but big mother and father all of that will present defenses for the hyatt >> sam and glen, thank you very much for being with us this morning. turning back to breaking news out whiete house president biden released a statement about the recent banking failures joining us is mike memoli.

what more do we know >> when we saw president biden earlier this week announcing the actions that his administration, the treasury department were taking to try to deal with the fallout from the failure of silicon valley bank, signature bank and protect customers, he talked about the need for accountability for executives of those banks. the white house is outlining what the president means by that outlining three goals for legislation he wants congress to take up. the white house is calling now for one, to give regulators enhanced abilities to take back, to claw back as the term is compensation from executives whose banks enter into receivership there were reports the ceo of silicon valley bank sold shares of his company and made $3 million from those sales just before the fdic took action there. they want to make that impossible moving forward. secondly, they are calling for the fdic to have greater authority to ban executives from holding jobs in the banking
