"chris jansing reports" starts right now. ♪ hey, everything,body, good you, i'm yasmin vossoughian in for chris jansing in new york city tennessee democrats saying the world is working as they slam republicans for expelling two black representatives from the legislature. their message to protesters outraged over it we're also now learning the vice president traveling to tennessee as well to meet with lawmakers there amidst all of this going on. also, new allegations about supreme court justice clarence thomas allegedly taking advantage of half a million dollars worth of gifts and trips from a republican mega donor the new report from propublica and how thomas is responding. and the latest jobs report shows a good, not great number as hiring falls to roughly half of what it was a few months ago.

what it means for the economy and your wallet coming up as well we want to start with political retri retribution, pushed to an unprecedented new level in tennessee where two black democratic lawmakers who were effectively fired by tennessee republicans are warning lawmakers across the country you could be next. this morning members of the legislature's black caucus, in what was a political stunt by republicans to deflect from the issue those members had been protesting, gun violence >> we spent -- we spent how many hours yesterday, maybe ten hours in the house chambers debating on whether we would expel these three members. we could have spent that same amount of time debating the issues to honor the six lives at the covenant school. >> at the end of the day, this is not our house this is the people's house we are elected by the people to do the people's will and when you stop people who have been elected by the people from doing their will, that is when democracy dies

>> i want you to take a look at the front page tennessee residents woke up to this morning, right we should note that as of right now, 200,000 of those residents, the ones who elected justin jones and justin pearson have been stripped of their representation nbc's priscilla thompson has been following all of this for us from nashville, and tara set meyer is senior adviser for the lincoln project and served as republican communications director on the capitol hill priscilla, we're getting this breaking news that vice president kamala harris is going to be traveling to nashville to meet with lawmakers there as well as leaders, young leaders in the area. talk us through what happens next >> reporter: yeah, yasmin, i spoke with representative jones this morning or former representative jones this morning, and certainly looking forward to the opportunity to meet with vice president kamala harris and as for what happens next for them, representative jones tells me that he will continue to advocate for the gun reform

legislation that got him expelled because of that protest that was held on the house floor, and we also know that in the meantime, these two counties will now appoint interim representatives for those two seats that are now open as a result of those lawmakers who were expelled, nashville metro council has already announced they intend to hold a meeting on monday to begin that process and the mayor there saying that it is very likely that representative justin jones, or former rep justin jones could be reinstated as the interim representative for that district until there is a special election that is held. representative jones spoke earlier today saying that he swh wasn't sure if republicans might try to stop that from happening or refuse so seat him. the bigger concern here around what has happened in the tennessee state house is the precedent and what message this sends to the country i want to play a little bit of what some of these lawmakers had to say about that.

>> this is what happens when you lose democracy this is what we are fighting against and must stand up against as legislators and as people and as citizens across t this country, because it's starting in tennessee, but it won't end here. >> what we see today is a lynch mob assembled to not lircynch m but our democratic property. >> reporter: and we know that later today there will be a rally with nashville students who are standing with these lawmakers including the two who have now been expelled i'm told that we shouldn't expect to see a ton of protests and demonstrations over the weekend because the legislature isn't in session, and these demonstrators want to be sure that when they are out protesting making their voices hear that the people who they intend to hear them are able to do so. certainly all eyes will be on that nashville metro council meeting on monday, and also what shelby county will do in terms of replacing representative

justin pearson is and what comes next as it relates to these seats. as it stands at this moment, there are more than 100,000 tennessee residents without representation as a result of these expulsions yasmin. >> priscilla, i'm going to let you go thank you for your reporting on this we appreciate it tara, i want to read for you a ril little bit of our reporting from nbc's first read, kind of talking about how it is, it seems republicans felt comfortable in expelling these two democrats amidst all that was happening. for most of the tennessee republicans, the only political pressure they need to worry about is from their base that's a common dynamic in legislatures across the country, especially in some southern states like tennessee where districts are also racially polarized raising the question about whether this kind of politicking could become the new normal elsewhere as well do you think, tara, this kind of political retribution is going

to become the new norm you're against us, you're out. >> yeah, i think this is something that as americans we really need to pay attention to. what we saw take place in tennessee yesterday was an absolute outrage, and it was an affront to the democratic process and our democracy in this country you know, the idea of super majorities concerns me, and it's not just in states like tennessee. we see this proliferating across the country in other places where republican strongholds are taking over from florida to wisconsin, north carolina, there are 18 states in this country right now that have republican super majorities, and there's really no checks or balances on that and a lot of this happens because they are able to gerrymander districts and create these safe seats so there is no consequence from the voters in -- for these state legislators because they pretty much rig the system in their favor. we need to do something about

this because what this is is they're just using their power for the sake of having power that's not democratic. that's fascist and we're seeing this happen across the country, not only on state and local levels, we're also seeing this from the republicans since the era of trump that this political retribution is a hallmark now of what republicans stand for and i think that watching not only that happened in -- what happened in tennessee happened, but we also need to pay attention to the idea that the racial dynamics of this in some of these states, particularly in the south, cannot be ignored either >> i do want to drill down on that for a moment, but i also want to talk about the gun issue as well, right this is what they were there protesting if you lack at ook at the polli is being done, especially in tennessee of parents i believe this poll was taken last fall. 71% support expanding background checks 64% so-called red flag laws

support that, 54% raising the minimum age to buy a gun to 21, while just 36% support arming teachers, and yet, that is the one measure, tara, in which republicans are actually trying to get passed, arming teachers what's going on here >> you know, there is a very specific agenda here, and the idea of the second amendment being sacrosanct and that that motivates people, you know, you can't take our guns from us. we're a gun owning household, but we cannot ignore what's going on here, and we cannot ignore what's going on with ar-15s and these mass shootings, and what's happening with these school shootings, something has to be done and if these republicans continue to use this as some type of holy war issue that gun ownership, responsible kgun ownership is fine, but gun ownership with ar-15s and what's

going on in our schools, if that cannot be discussed intelligently, then i think the voters of these states really need to take action. that is the only response they will have. and the idea that these democratic lawmakers who were standing up as the voice of their constituents, as you just saw reflected by the overwhelming majority of tennessee voters would be punished this way with expulsion, which is kequivalent to jaywalking and get ago life in prison sentence is swrout ray ju outr outrageous, but it's to fill a political agenda so extreme with republicans that they are using tactics like this for political retribution that is autocratic, hands down. >> and you talk about the racial component here, representative gloria johnson was not expelled and she has suggested since that it was because she is white and they are black a lot to talk about as we

continue this conversation thank you, appreciate it. >> real quickly about that -- really quickly -- >> yeah, go ahead. >> listen, decorum is important, but in this case what the republicans did and the double standard, the speaker of the tennessee house sexton, in 2019 when he was faced with another lawmaker who was credibly accused of sexual misdeeds said, quote, that you have to balance the will of votes, the overturning of the will of the voters when you're considering things like this that was something that was criminal that they were considering, and they took into consideration the will of the people and the will -- overturning the will of voters why was that same consideration not given to the two black members of the tennessee house it is clear what the blatant ra dyn dynamic racial dynamics here a couple of weeks ago a republican lawmaker suggested bringing lynching back this is 2023 we cannot ignore that.

i think it's important for people to know the racial dynamics and the racism going on in tennessee republicans and i hope that voters of tennessee are not okay with that. >> tara set meyer thank you. i want to bring in tennessee representative john ray clemons. thanks for joining us on this. appreciate it. i'm sure you heard my last guest talking about the racial dynamics here. i want to drill down on both of these things, the racial dynamics along with the gun issue as well. let's first talk about what you just heard there from my guest how she feels as if -- and many others as well -- that the reason why those two democratic lawmakers were expelled was because of the color of their skin >> well, i can't tell you that she's wrong. you know, and i certainly am not going to tell you what's in the hearts of my colleagues. i often wonder, and i certainly don't know what's in their head, and i don't try to get in their

head it's probably a dark, dangerous place in there that's scary. but you know, it certainly doesn't look good, and i don't know what their intent was or why they voted the way they did, but it certainly speaks for itself. >> what is your reaction overall? i know you were there for the vote when it all went down what is your reaction overall to what took place in your legislature yesterday? >> well, the entire process from start to finish is just completely -- it's a sad day for our democracy. it's a sad day for the state of tennessee. the message that was sent is that if you speak up for the people that you're elected to represent, you're going to be expelled from the legislature. these individuals did not break a substantive rule they simply approached the well of the house without being recognized that's it. and i think your previous guests have pointed out what other colleagues of mine have done, not only this year but in the past, you know, if you look at

the three people who were expelled in the entire like since the civil war in the state legislature, one was for like 22 criminal counts. one was for taking a bribe, you know, the other was for something equally as egregious these individuals broke a house rule by approaching the well of the house of representatives without recognition, and they basically only violated a rule for anywhere we proved yesterday from 4 to 15 seconds before we went into recess so i don't know what the double standard is here or why there's a double standard. the reality is is that we have one party rule in tennessee, we have a bunch of people who are willing to abuse their power to silence the voices of tennesseans, and it's egregious and it's offensive and it should never have gotten to this point, and i think we're seeing, you know, the result of what real power hungry people with no limitations or check on their authority will do.

this is nothing less than a silencing of over 200,000 tennesseans by removing these individuals from office for no reason whatsoever. and like your previous guest just said, we had a gentleman from warren county, tennessee, or white county, tennessee, this year advocate for a lynching that's a hate crime. and he's still sitting on the criminal justice committee, even though our black caucus asked for his removal from that committee. you know, we've had people -- we had a gentleman who's now been charged with simple assault on the house floor last week. he hasn't been punished. we've had people in the past here under federal indictment in their own leadership who are now facing federal criminal charges, they harbored them and didn't punish them, and so we have three individuals because they're democrats approach the well without recognition, and they just got expelled from the house, at least two of them did >> a lot more to come on this conversation in our two hours

crowe a long-time friend to conservative supreme court justice clarence thomas. >> i'd like to keep that friendship. >> reporter: reporters for propublica say they poured through flight records, internal documents and interviewed dozens of crowe's staff members to piece together thomas's trips, which he never disclosed. >> we don't have any direct evidence that anyone has used these trips to try to influence justice tom bas. there's also an enormous amount we don't know. >> reporter: nbc news has not independently verifiied private flight records and a spokeswoman for the supreme court did not comment. but the jet setting lifestyle reported by propublica stands in stark contrast to the modest image thomas has sought to project. >> i prefer going across the rural areas. i prefer the rv parks. i prefer the walmart parking lots to the beaches. >> reporter: in a statement to nbc, crowe called thomas and his

early in my tenure at the court, i sought guidance from my colleagues and others in the judiciary and was advised this sort of personal hospitality are from close personal friends who did not have business before the court was not reportable i have endeavored to follow that council throughout my tenure and have always sought to comply with the disclosure guidelines these guidelines are now being changed. as the committee of the judicial conference responsible for financial disclosure for the entire federal judiciary just this past month announced new guidance, and it is, of course, my intent to follow this guidance in the future democratic lawmakers are calling for action congresswoman alexandria ocasio-cortez said in a tweet, this degree of corruption is shocking, almost cartoonish. thomas must be impeached members of the senate judiciary committee, democrats dick durbin, sheldon whitehouse called for changes in the supreme court code of conduct. i want to bring in jake sherman,

an msnbc political contributor to talk about this it's great to talk to you about this stuff i mentioned dick durbin there, right? and i want to read a part of his statement on this. the highest court in the land should not have the lowest ethical standards. this behavior is simply inconsistent with the ethical standards the american people expect of any public servant, let alone a justice on the supreme court. so let's be clear, durbin is not calling for an impeachment here, right? we heard aoc there call for an impeachment. are these calls for impeachment kind of coming are from the more progressive arm of the democratic party what are you hearing overall >> yeah, i mean, look, an impeachment is a very far throw right now, obviously the house is controlled by republicans who are by and large, from the ones i've spoken to, taking his side on this and said he has followed -- this is what they say, not me -- he has followed the guidelines to the best of his knowledge and to the best of his understanding.

let's break this down a little bit, yasmin. it's important to remember last year, last congress there was a push to tighten up the stock trading standards for members of congress. this was something that had been a hot button issue for many years now. they got close on a number of proposals. that bill died the house democratic leadership never brought it up. but alongside that stock trading proposal, there was a push to revamp the ethics guidelines for supreme court justices this is something that nancy pelosi was particularly interested in. that went nowhere, so here's the thing. congress can -- congress won't impeach him, but what congress can do is create laws that make this impermissible for example, members of congress could not do this. i mean, they would have to disclose it or else it would be a federal crime, and there's even -- >> i've got to say -- sorry, i don't mean to cut in here, but it seems even as we're kind of reading through these

revelations of what was happening, it seems like this conversation is outdated the fact that it's gone so long before any changes have been made, right? >>. >> yeah, what we always say, it's not what it's illegali but it's what's legal that is usually most shocking to people. even if he did in some instances consider this following the letter of the law, which he says he did, that's up to everybody else to figure out whether they believe that, it is crazy a supreme court justice can jet around the world with a billionaire and his conservative friends. if it were a progressive justice, a liberal justice, it would be equally as crazy. will congress at this point given the set of facts, this is something that members of congress worried about for a long time across the board with justices will they do anything about it >> so real quick because i want to read the chair of the house judiciary subcommittee on courts stance on this as well, a

welcome back new signs the job market is, in fact, cooling off. a fresh report showing the u.s. added 236,000 jobs last month, and the unemployment rate went down to 3.5%, just a 0.1% drop from february. i want to bring in nbc's brian cheung to break it all down for us and has been following the numbers. good talk to you about this. let's walk through some of the numbers we saw come out today, specifically when we're talking about industries, right, where we saw job growth. and how you feel like americans are faring right about now. >> let's break down the numbers and kind of contextualize it 236,000 jobs getting added in the month of march how does that compare historically it's a bit slower than the pace we had seen in february when 326,000 jobs were added. overall, the picture is still good

the unemployment ray is 3.5%, which is essentially a 50-year low. people have jobs in this market. as you mentioned, it's going to be different sector to sector. take a look at what drove the job gains in the month, leisure and hospitality. think bars and restaurants adding 72,000 jobs in the month. we also saw job gains strongly in the health care sector adding about 34,000 it's not all good everywhere, when you look at retail trade, these would be jobs at the mall, for example, contracting by about 15,000 so yes, there's some pockets of this labor market that don't quite look all that strong, but of course the big story isn't necessarily the labor market where unemployment is low. it's about inflation and inflation again we can see a picture of average hourly earnings increasing by 4.2% year-over-year that's slower than the pace of inflation, which is 6% people's wages not necessarily keeping up with the price of things going up across the board. >> you sand i spoke a couple of

weeks ago. these recent jobs numbers are the numbers they're going to be looking at when they're talking about whether they're going to increase rates yet again in their next meeting what is your sense here as we're taking a look at the trends and the economy over the last few weeks? >> i think this is actually the number they're going to be looking at very closely, the interaction between a labor market where people are getting jobs and whether or not there's going to be price pressures going up people are getting paid more at an unsustainable level, then the companies start to pass on those price increases to customers, which is a weird balancing act because you want people to be getting paid more. this number comes down, this economy is deliberately slowing. the overall number is still 6% in terms of the consumer price index for inflation, and how much prices are rising across the board. we'll get another read on that next wednesday that might be informative of the fed's next decision of whether or not to raise interest rates again. >> we're going to be following this, brian cheung, thank you for now. new warnings from chinese leader xi jinping as fighting escalates in eastern ukraine

city that western military analysts say isn't even that strategically important. and you mentioned that if bakhmut falls, it would shift the battle lines nobody really believes that because it would just be one more city that would be shifting hands along this vast thousand-mile front line so we put this to the top adviser to the president here, and he said that, look, as long as we have russian forces tied up in this one city, they're not going to be able to launch a counteroffensive -- or an offensive in any other place, and they're doing this, as you said, a war of attrition they believe that they are depleting russian forces in one place that could allow them to advance elsewhere. as you mentioned, this new offensive that kyiv has been widely talking about publicly in a remarkable way for the past several weeks. so the question then becomes, if both sides are doing the same thing, playing the same game in the exact same place, then who do we expect to prevail, and the

ukrainian had a very strong answer for us. he believes like so many people here, that morale is on their side, that the ukrainian troops have more morale they're fighting an existential fight to save their country. the real thing that we keep hearing from everybody here in kyiv is that the decisive factor is western weapons that are now flowing in in huge numbers, sophisticated weapons that the ukrainians believe can tip the balance in their favor now, we have seen and we've been hearing about a russian offensive. that seems, as far as we can tell, to have come and gone and hasn't really changed that much on the front lines so now the ukrainians believe that they still have cards to play and that the russians don't. >> matt bradley for us, we thank you, matt. so we're now learning more about how russia is attempting to wipe out the ukrainian identity during their invasion t experts saying, russian forces are systematically stealing art and cultural artifacts in ukraine on a scale not seen in europe since the nazi plund ore of world war ii.

contract right now to pick up trash in the city, so you're seeing residents try to, you know, turn to whatever mechanisms, you know, they can to get rid of household waste. and as of yesterday, the mayor said really he doesn't have any tricks up his sleeves. if council members don't go forward to pick up the trash, so right now in the short-term, the city's advising, you know, residents to spray household waste with bleach, to go out to a temporary dump site at the metro center mall to get rid of their trash, and here's what mayor la mum baa had to say about that >> that we find ourself in. >> right now, this is working for better or for worse but hopefully within the coming weeks, we'll figure out something and there will be a

cover of course those horrible tornadoes in the area. the folks that have been affected by the water crisis were the most vulnerable, right? they were the poorest people in the city what are you seeing with this situation now? >> you're really just seeing people try to scramble and try to coordinate through basically community and grass roots efforts to find out who doesn't have a car that can drive to the neighboring city where the city of jackson's landfill is located to drop off their trash. who's not able to get away from work before 2:00 p.m. today to go out to the dump site that the city has set up in the city. what can they do to assist them, you know, one volunteer organization i spoke with said before this breakdown, they were already going out to some individual's homes who were elderly and that it was almost
