really happy to have you here. on a news day like today it is i will admit a little bit hard to know where to begin, but today is yet another day when one place to begin is with today's american mass shoot. this time in louisville, kentucky downtown louisville, right next to the minor league baseball park there police say a 25-year-old man armed with a rifle shot 13 people at a bank at which he was either currently or very recently employed. four of the people he shot were killed, nine were injured, and of those nine injured three are consi considerered to be critically wounded. because this is what it's like in our country increasely awash in high powered weapons, while the louisville police were responding to that absolutely devastating just catastrophic multiple murder scene at that bank, while they were responding

to that call, they got a second call from less than 2 miles away, a call about multiple people shot at a nearby community college, one person dead there as well, one shot and injured. and that shooting is simultaneous with and unconnected to the other mass shooting in louisville less than 2 miles away and then, yes, because this is what it's like now in our country when it came time for the mayor of louisville to talk to his city, to update people on what had happened, to try to comfort the residents of his city after this awful day, the mayor of louisville, too, had to also remind everyone he also personally justservived a shooting when a gunman entered his campaign headquarters and started firing last year the man shot six times aiming right at craig greenberg. miraculously it did not hit him.

one of the bullets went through the sweater he was wearing, grazed him closely but he wasn't physically hurt. he actually made a campaign ad out of that for the mayor's race >> we're all just rushing, the super bowl was the night before, everyone was up late craig was in the office, a man walked in, and fired six shots at craig i thought to myself did i kiss him good-bye >> that was a campaign ad this past year for the man who is now mayor of louisville, his wife speaking today about the day in which he himself was targeted by a shooting at his workplace, at his campaign headquarters. the mayor today spoke himself as a shooting survivorin the mids of a mass shooting that killed at least four people in his city with nine more hospitalized while at the same time another

multiple shooting was under way less than 2 miles away because this is what it's like now in our country. and history, of course, will record that in the same month as these shootings today as well as the nashville elementary school gun massacre two weeks ago, within the same month of those things happening republicans in north carolina overrode the democratic governor's veto republicans in north carolina overrode the veto from the governor so they could strip gun safety laws in that state, now in north carolina you don't need any sort of permit to get a handgun, just grab and go whenever you get the urge. florida republicans also just passed a new law that removes all rules around carrying around loaded weapons on your person in florida, no permit, no training, no license, no fee, just grab and go like a bag of chips

that's the kind of law making response we're having in republican led states right now. here were kids this past week in grimsly high school in north carolina here's kids the same day at east lake high school in washington state. here's kids last week at the colorado state capitol here's el paso, texas, kids at eldorado high school in elpasso, saying protect kids, not guns. this is last week in el paso here's two of the top ranked high schools in all of texas, nationally ranked school, both in dallas. kids in both of these schools again last week calling for gun reforms. here's kids in uvalde, texas, last week where their elementary school massacre took the lives of 19 kids and two teachers, kids in uvalde just days ago

calling for gun reform here's kids in the university of the south franklin, tennessee, demonstrating a few days ago scheduling a die in on their campus calling for gun reforms like so many other kids around the country. and here of course is nashville where after there an aforementioned gun massacre thousands and thousands of kids protested last week asking for gun reforms and response to thus calls from the republican state and legislature has thus far been to keep getting rid of laws around guns, giving them and more to people who previously under laws would not have been allowed to have them that was the context a week and a half ago when three democratic legislators, a white woman and two black men got loud essentially cheering on kids in the gallery who had come to

peacefully but very loudly protest. that state's legislature only acting to make things worse in terms of gun violence even after that elementary school massacre in nashville you see the three state legislators there in the front you see them there in that picture in the politico headline as the whole country now is well aware the republican dominated tennessee state legislature then voted to expel the two young black male legislators to participate. they decided simultaneously they would allow the white female senator to keep her seat she was at the door welcoming one back into his seat justin jones was unanimously selected by the metro council to retake his own seat in the legislature, to become his own interim successor until a special election can be held to

permanently fill the seat from which he was expelled. he says he'll run in that special election as well to permanently retake his seat. justin jones selected to refill his seat temporarily by a 36-0 unanimous vote at the metro council in nashville tonight upon receiving that vote to reinstate him, he immediately joined with protesters outside to march right back up to the tennessee state capitol whereupon his colleague gloria johnson met him at the door and he walked inside, and he took his seat newly receipted representative justin jones is going to join us here live on this show tonight in just a few minutes. you will want to be here for that i should tell you that the other young legislator who was expelled by the republicans, justin pearson, it is expected he too will be retaking his seat in the legislature it's expected he too will be

selected as his own interim successor in the county council in memphis where he's from that's expected the day after tomorrow on wednesday. once he too is likely reinstated we'll see if the republicans will try to throw them out again since they are coming back as i said representative justin jones is going to be with us here live tonight. we've got a camera going to him at the state capitol in tennessee in just a few minutes. you will want to see that. and meanwhile -- meanwhile in news from gilliad, we're also going to be going live tonight to the governor of massachusetts, mora healey she's just made an announcement to what her state is doing in response to the radical term that the american political right has just taken on abortion i don't use the phrase radical turn there lightly or loosely. i mean it really specifically and in a considered way is -- as

an example to support my choice of that phrase i submit to you some of the current headlines right now in the great state of iowa look at this des moines register. iowa stops paying for rape victims' morning-after pills and abortions. this is an actual headline from an actual american state that has actual american women living in it. until now if a woman god forbid was raped in the state of iowa and she came forward to police to report she'd been raped, the law enforcement process would kick in, and she would be provided a medical examination without cost to her and care for her injuries and care for other potential consequences of her sexual assault including preventative care for any sexually transmitted diseases, also emergency contraception to

present any pregnancy occurring as a result of the rape, until recently that was the standard iowa now has a new republican attorney general and under republican rule in iowa the state has decided they will no longer give you emergency contraception in this circumstance because as far as republicans are concerned in iowa it's apparently their preference you be forced to bear the rapist's baby now. and this goes beyond even abortion i mean this new iowa policy under the republican attorney general is not only that a rape victim will no longer be provided an abortion if she is impregnated in the course of the rape, she'll also not be provided emergency contraception. think about that for a second. i mean emergency contraception is not abortion. emergency contraception literally prevents a pregnancy from occurring if taken in the immediate aftermath of intercourse including in this instance rape.

so for rape victims specifically, the fact that you have republican governance in your state, that means that as of now the state no longer wants to prevent a pregnancy from occurring as a result of rape. they want you to be forced to bear the pregnancy and the child against your will after you have been raped, even though it is within their power to stop that. and before this policy change the state regularly took steps to stop it they are going to change that policy because they'd rather you bear that pregnancy and the rapist's baby against your will. and it is the choice of republicans in state government to insist upon that for you despite what you want after you have been raped. iowa, a red state where still as a red state 61% of the public wants abortion to be legal in some or all cases. not only has the republican government there now

criminalized abortion, they are going after contraception and specifically targeting rape victims to start the targeting of contraception you cannot abort a pregnancy once it happens even if it happens as a result of rape. the state will no longer assist you with that as a rape victim nor can you prevent a pregnancy from occurring by using emergency contraception. the state no longer will help you with that either and this, again, is not just something broad they're doing. they're specifically targeting rape victims so like i said the phrase radical turn here is a considered phrase. i do not use it lightly. in idaho also consider republicans just passed a law late last week that threatens you with 2 to 5 years inprison if you help someone under the age of 18 leave the state to get an abortion. you have to leave the state of idaho if you wanted to get an abortion because they have

criminalized abortion there, but helping someone do so now is a new crime. they're calling it abortion trafficking, and it's 2 to 5 years in prison if you do it you would think in the united states of america that a state couldn't pass a law banning you as an american from traveling to another state, but that's the idaho republican idea of freedom now. they are also going to try to use the law to bring criminal charges against doctors who provide an abortion in another state if that abortion is provided to a young woman who has traveled there from idaho. now, one of the states that has a long border with idaho is washington state where abortion is legal that state's democratic governor jay insly, wrote a letter just a few days ago to iowa's republican governor brad little. jay insly the republican governor of idaho on the right side of your screen. jay insly's letter to brad little basically for most of the

letter tells him what a bad idea it is for idaho to pass this through law, but governor inslee says to him at the end of the letter this. quote, we welcome idaho's patients and health care providers with open arms in washington but make no mistake, governor little, the laws of another state that seek to punish anyone with unlawful actions for action taking in washington will not stand. quote, we will protect our providers and we will harbor and comfort your residents who seek health care services that are denied to them in idaho. we will harbor and comfort your people who need to flee your state in order to get care here, and you'll not be arresting our doctors and pharmacists, my friend radical turn indeed. washington is also the state where the attorney general led a federal lawsuit -- you might have seen this last week

it made big national news for lots of important reasons. it was a group of democratic attorney generals led by the democratic attorney general in washington that filed the federal lawsuit about the legality of the abortion pill. that's how most abortions are done in this country now surgical abortions are very safe medication abortions using the so-called abortion pill, those are even safer than surgical abortions, and that's how most abortions in this country are done well, last week when a conservative judge in texas tried to make the abortion pill illegal nationwide, when he tried to reasoned fda approval for that drug more than 20 years after the fact despite dozens and dozens and dozens of scientifically sound studies finding it is safer than, say, tylenol or pencecillin -- when he tried to reasoned fda approval 20 years after the fact for that drug, it was that competing lawsuit that democrats have filed in federal court in washington that resulted in a

nearly simultaneous court ruling that went in the other direction, and this was very confusing in the initial moments when this happened on friday, but the bottom line of it is actually easy to understand and very important basically on one side you've got the republican lawsuit in texas which says the abortion pill will now be illegal everywhere, the fda's approval of that drug is here by reasoned by me, one brand new judge in texas that was on the republican side. on the other hand, you've got the democrats' lawsuit in washington state that says the abortion pill remains legal and the fda is blocking from -- excuse me, the fda is blocked from making any sort of change to its existing approval of that drug so you've got two totally opposite rulings simull ttaneoul from two courts of equal stature. the republican ruling telling the fda your approval of this drug is rescinded, that drug is no longer legal in america

the democratic lawsuit that says, fda, your approval stands. you cannot change anything about it those two rulings laid down simultaneously by journals of equal stature in two different places now, because of that, this is likely going to the supreme court, and god knows what's going to happen there. but in the meantime no one knows what's going to happen to the abortion pill, to the means by which most abortions happen in this country, given these competing rulings. and today there was court action in both of those cases today, the republican case in texas, and the democratic case in washington state but i mentioned a moment ago we're going to have the massachusetts democratic governor mora healey here in just a moment. the reason we're going to be speaking with governor healey in just a moment is because part of the response right now, part of the response to this radical turn on the right, on abortion rights right now is mora healey

and other democratic governors around the country, they are now moving very quickly to try to get ahead of what republicans and conservative judges are trying to do because republicans are notgist trying to ban abortion and criminalize abortion, even go after contraception in all the states where they control the state government, they're trying to do it nationwide. they're trying to do it in blue states, too. they're trying to do it even in states where there's democratic governance and where people have voted through their representatives to make sure abortion stays legal and so democratic governors are trying to move to defense mode and what that has meant very quickly just in the last few days is that democratic led states, democratic governors have moved to literally stockpile these abortion pills before the republicans really can try to ban them everywhere at a statehouse press conference today in boston mora healey announced an executive order to

protect massachusetts doctors and pharmacists from prosecution by red states and also to announce a mass bulk purchase of abortion pills by the massachusetts state government >> abortion will remain safe, legal, and accessible here in massachusetts. at my request the university of massachusetts amherst agreed to purchase approximately 50,000 doses of mifepristone. that's efficient to ensure coverage for well over a year. this order was placed before the judge's ruling and we expect to have the doses in hand this week it's unnecessary, it's terrible -- it is terrible, and it is i would say unprecedented

can for what amounts to a de facto nationwide ban affecting all american women well, at a press conference today massachusetts governor maura healey said their administration has been preparing that texas ruling for some time now. she said the state just bought enough doses of the drug in question, pmifepristone, to las more an a year next to building this state stockpile of mispris stone governor healey also announced today an order shielding massachusetts doctors from republican controlled states like the latest example idaho where they say they now want to start prosecuting doctors outside their own borders for providing abortions to women who want them. governor healey's executive orders today would protect massachusetts providers against other states around the country who want to come into massachusetts and try to prosecute massachusetts' health care providers

right and try to take it away through back door means. where do you think the largest vulnerabilities lie? >> for the last eight years i was attorney general here in massachusetts defending women's access to reproductive health care, taking on the trump administration time and time again, so we've seen this play book before. i understand the fear out there and what this is causing in terms of real havoc across this country, but it's all the more reason we need to be really strong here, rachel. and i'm so proud of massachusetts. we believe in health care. we believe in science. we're home to some fabulous research institutions. we protect freedom i hope to see more states come forward and enact the same protections we've enacted here to make sure women get access to the health care they need, and i also say to the rest of the country come to massachusetts. we're a great state, great place to live, great place to earn a living, great place to grow a family, and by the way we're going to protect your freedom. and that matters right now as we

see the specter of so many states -- you just recounted that earlier in the show, rachel, of what is happening it's the product of the ballot box, too many extreme zealots out there unfortunately in our courts right now the solution to that is, yes, at the ballot box but right now on the ground in the states making sure we band together and make clear today i used my executive authority as governor of the state of massachusetts and i'm proud to that and as a result our providers and subscribers are protected. i'm quite positive we'll see more and more governors and state leaders all across this country step up because a majority of americans believe in this they believe in this it's common sense. the other point here that isn't getting enough attention but very important to me on a state that relies so much on life sciences where the global epicenter for life sciences,

what this court did or what a supreme court might do to the fda, the idea that some judge is going to undermine years of medical expertise, scientific expertise to further exploit in an effort to gain political ground is just outrageous, it's crazy town and that's why i said what i said today, and it's also more importantly why we took the action that we did today >> i'm really glad you mentioned that i feel like fda approval is an idea that seems sort of esoteric to most americans and we take it for granted. like you said it's the bench mark it's the development everywhere in the world aims toward in terms of bringing new therapies to market, bringing new cures for diseases to market, bringing anything to market is to get fda approval that something is safe and effective. and if a safe and effective determination by the fda can be flipped, can be thrown out by an individual judge saying i don't like this because of in some

cases my extremist wrong or religious views, that does undermine the basic idea of the united states of america and the fda in particular being the sort of gatekeeper in terms of what drugs, what therapies, what medical interventions are safe for people to use. it seem like a really fundamental challenge to who we are in the world and how we function in public health. >> which is why i can't stand the idea of a drug that has been approve by the fda for 20 years, the gold standard could suddenly be turned aside is ridiculous. think about what that does to invest so this obviously can't stand. more than that, rachel, my heart goes out to women across this country who are going to have to suffer -- who are going to have to suffer for days and weeks, months, and some won't even be able to get access to the needed care i want to be clear to women all across this country that there are people out there who hear

it happened within course of about an hour or so across two different seats of government. first in the city of nashville and then in the state capitol. but this is what it looked like. this was late today when tennessee legislator justin jones was recently expelled from the state ledge sgislature by republicans. this is what it looked like today over the course of about an hour when he retook his seat. >> thank you, vice mayor i would like to nominate representative justin jones. >> take the vote

two democratic members of that body for participating in a protest against gun violence at the capitol. they committed the grave crime of being loud with other protesters among other things that action by tennessee republicans, the extreme action to expel them as legislators, well, it meant technically local government in both of those two men's districts would have to appoint somebody to fill those empty seats in the interim until there could be a special election. today about 5:30 a.m. eastern time the metro council appointed ju justin jones to be his own appointment in the legislature the vote you heard it there was 36 yes, zero no. less than an hour later by 6:15 p.m. eastern justin jones had been sworn in again as a member of the tennessee state legislature in front of hundreds

of people who showed up at the capitol to cheer him on. he marched arm and in arm with those supporters to the doors of the legislature to retake his seat now in fact a duly appointed member of the tennessee state legislature. we should expect the county government to take a similar step to reinstate the ousted justin pearson two days from now, this wednesday. joining us now live is the new rereinstated representative justin jones thank you for being here tonight. >> thank you, rachel >> i have to imagine with everything you've been through these past few days this must have been an emotional afternoon and evening. i want to ask you how you're feeling and how it felt to be back in that chamber >> well, it's difficult been an emotional past few days.

i'm exhausted, but i'm hopeful that we are seeing a resurrection of reconstruction here in the south of the decision made on thursday, this moral decision, this constitutional decision was not the final decision the people of my government and my district spoke. and i'm honored to be repping them because my concern was district 62 would not have a voice. >> representative jones, you spoke with my colleague over the weekend. i heard that interview, and it was interesting to hear you talk with her about concerns that despite the fact your local county government was effectively re-installing you, making you your own interim successor, there are worries that attorneys from the speaker were threatening that you might not be receipted until next session. there have been worries expressed that republicans in

the legislature would seek to expel you again and throw you out again on the same grounds as before are those concerns gone now? are all those matters settled as far as you can tell? >> yeah, well, that still has yet to be determined i'm grateful my attorney one of whom the team includes eric holder sent a letter to the house speaker informing them they do not want to see any obstruction of me representative of the people of the district 52 to put them on notice we would respond if that's it case. and that would have an impact on thousands of people as well as the people gathered here today from the metro courthouse to the legislature to let them know the world is watching and we're not going to allow their attacks on democracy to happen in the comfort of silence and we're still calling for common sense action on gun laws it's being met with this

resurrection for a movement of multiracial democracy happening here in nashville and i think is going to have reverberations across the south >> after you were sworn in today i know you called for the speaker effectively to revine for cork straighting this and also for his lack of action or indeed regressive action when it comes to gun violence. i have to ask you is that something you're going to continue to push for do you have any sense that the speaker may actually regret the decision to expel you and your colleague given the response that it's had in recent days and including as you say those thousands of people in a multiracial, multigenerational display today out today to support you? >> definitely. i mean this house speaker, there's a different energy in the capitol today, and i actually was on the elevator with the member who filed the expulsion papers against me. and i asked him, did you learn anything about this experience and he was silent.

elliot the other victims have been identified. among the eight other people who were injured there's a 26-year-old police officer among them, an officer from the louisville metro police department he was shot in the head while responding to the incident the officer underwent brain surgery this morning he's in critical but stable condition. i can tell you you can see how young he is here he'd only been on the job for ten days when he reported for work this morning. according to local police responding officers arrived on the scene in three minutes after they first were alerted to the shootingmism they exchanged gunfire with the suspect who was killed at the scene. lease have confirmed the shooter was an employee of the bank. they've also confirmed he livestreamed his attack today on social media, which is a thing they do now.
