brera reporting. good morning, it's 11:00 a.m. i'm jose diaz-balart breaking this morning, thousands of people are under evacuation orders in indiana as firefighters battle a massive industrial blaze at a warehouse that's spewing out thick plumes of smoke. plus, we've got the intense body camera footage of the moment police moved in on the louisville mass shooter and now we're hearing from family members of some of the victims new data out today showing inflation is cooling and president biden now in ireland after marking the 25th anniversary of the good friday agreement in northern ireland. we'll talk to the former irish ambassador about the skaebs of the trip. we begin in indiana where crews are still on the scene of a massive fire at a recycling plant the fire chief said it

started yesterday in a tractor-trailer on the site and it quickly spread to the facility full of plastic thousands are evacuating the cloud is so big the national weather service in indiana is picki ing it up on radar joining us now is nbc's ron allen. ron rng good morning >> reporter: we know from a recent briefing officials there said theytold the own other of this facility it's a potential fire hazard. not a question of if but when there would be a fire there. wall to wall plastic 14-acre site the fire officials are glad they're able to contain it a neighbor was threatened by this schools are closed in the area about 2,000 evacuees we understand and it's expected to burn for several days they have

said it started around 2:00 yesterday afternoon, unclear exactly what caused it but that truck that was on this site has been mentioned by a potential cause what was going on in that truck is unknown again, it's the cloud of smoke that residents are concerned about and officials there have said, quote, it's definitely toxic. health official speaking at a press conference and he said her throat was getting sore as she was standing there talking so, there's a lot of fear about that some residents have also reported debris flying into their yards. they were warned that some of that debris could contain asbestos because of the age of the building and buildings on fire again, fire officials expect to be out there for some time they've had difficulty getting to the fire because they said there was only one way in, very congested area with at will of

trucks, lot of plastic, just unbelievable the size of this cloud floating over this town. >> ron allen, thank you so very much. joining us is the chief of the richmond fire department thank you so much for being with us talk to us about the situation right now. >> reporter: right now, we have contained the fire to the complex where the fire has started. yesterday our initial efforts were contain that fire to establishment and not let that spread to the north, northwest into the neighborhood area today, we are making efforts to get in further complex as it's mentioned one way in, now we're using excavators and bulldozers and such to gain access into the

rear of the building >> chief, plastics on fire, how difficult is it to extinguish that >> it's very difficult we have to have enough water to overcome the ptus that the fire is producing and we're on a small water main in this area, so we really didn't have enough water to overcome the btus, but the wind hampered our operations quite a bit. >> chief, how long do you expect residents nearby to be evacuated and what are the concerns about toxic air, et cetera, going forward? >> well, we have the federal epa personnel here on scene, they're taking air samples all day long, there was a sample of the smoke that was obtained yesterday, they said it will take a couple days for them to get the results of that, once we know exactly

what we're dealing with and then we can help the citizens further with that. but right now, we're just -- >> chief -- >> taking air samples and trying to make the area safe. >> you know, when we see these pictures from up above just the size of this fire, the intensity of this fire, i'm just wondering, chief, this is something you've said this is the largest fire you've seen in your career, but when you see these pictures, i'm just wondering, this is just massive. look at the size of the flames the fact that's plastics that are on fire, how long do you think something like this is going to go on >> well, we're looking -- we're estimating into saturday morning at this point. it depends on whether we can get back to where we need to get to the scene of the fire, to the

hot spots, et cetera, several areas still building, there are six buildings on this grounds, all of those buildings are involved with fire we're trying to gain access to them, to be able to get water on them last night and early this morning, we were able to shoot water from the front of the complex to as far as we could reach. we are now with the tractors, bulldozers we are gain access to the areas we need to extinguish the fires. it depends on how well we can get in there we're looking to be here until least saturday morning. >> is there anything else, anybody else, group or organization, could do to help out? i mean, we're talking about days of fighting this, is there any kind of help you need that you should be getting now?

>> we're rotating crews in and out. our firefighters are very diligently -- diligent when it comes to this kind of operation. we have to rotate crews in and out. we have local fire departments that have come in and help us. the emergency management agency is here getting us resources the community has been phenomenal with bringing food and drinks to the fire house and to the scene our wives have done an excellent job in making sure that we have the nutrition and the hydration that we need, the community has really come together to help us out here we did have volunteer companies manning our fire houses last night, however we have enough personnel today to where we can rotate in and out and we called

when that gunman entered the old national bank around 8:30. i should add, images from inside the bank, this gunman has created an ambush for responding officers, they explained how he fired on bystanders and waited from an elevated position in lobby behind a reflective glass for police to arrive and in that body camera video, he unleashes that heavy barrage of gunfire from that ar-15 rifle that he purchased legally from a gun dealership with the crosses going up here on the bank's steps for these five victims whose lives were taken from by this armed gunman this is no sense of emotion at this site throughout this community. what the mother of one of those

victims had to say >> i know there are different signs of grief, my grief is i can't hear her voice anymore i can't touch her. i can't tell her how much i love her. and how i'm just thankful she's in my life >> reporter: there will be a vigil held community-wide here in louisville this evening in the meantime we know that they're still asking the public about leads that could help them in this ongoing investigation. we anticipate hearing some of the 911 calls that went out after the moment the shooter entered the building jose. >> and morgan, i mean, this m

monster, what have we learned about him? he was able to purchase this weapon without a problem, is there nothing that could have helped that to not happen? >> reporter: right, fantastic question we did hear from the family of this shooter overnight, jose in a statement they released to nbc news, they acknowledged that this 25-year-old was battling mental health issues they were hoping to help him work through and they couldn't imagine he would be capable of such a horrific act as to what took place monday here in kentucky, outside of a federal law that prohibits a convicted fellon from buying a firearm, no law on the book to keep someone a mental health disorder from going out and purchasing a firearm legally

this has been highlighted here the mayor is outraged because this very rifle used in this shooting that took these five lives here in kentucky, laws say it's to be auctioned off not destroyed as the mayor would wish and that's why he's calling on state lawmakers to let louisville chart their own course to battle what he calls an ongoing gun epidemic. >> carmen, back now to this body cam footage, what is that you saw in that footage and the response of these two officers, one of them was just -- had just graduated from the academy a week and a half before, carmen, what are you seeing here >> yeah, jose, once again we're talking about another horrible shooting the officers are takts call sound. you can't imagine what it's like to run into gun fire

they went in, they headed toward the gunfire. they evaluated the situation you can hear multiple verbal commands assessing the location of the suspect, where they might be able to move in closer, ultimately take the suspect out, clearly there's a lot of distress as the officers sees that his partner has been done but the level of focus and attention was really commandable. obviously, very clear and good tactics used and while they're doing that, distracting the suspect from doing any further harm from inside the bank. a heroic effort under a tragic, sad and very difficult situation. >> indeed, thank you

tremendous show of support outside that meeting a number of supporters are gathering here in memphis, nearby at the civil rights museum, they're going to rally around pearson, hold a rally and literal ly march the mile or so to this meeting the show their support. what's interesting here, jose, is that yes, we saw now representative jones be reinstated earlier this week pearson has spoken out this morning. he spoke out today in a newly published op-ed in "the new york times. he fully hopes to get his seat back but he said he ended the op ed by saying this, i will continue to work for the people in or out of office. now, as for that procedure looks like, it's important to point out the republican speaker, his spokesperson said whomever is

selected by the board of commissioners today will be seated in accordance with the state's constitution they don't plan to stand in the way of whoever is sent back to nashville. jose. >> thank you so much. turning now to breaking news on the economy and what appears to be good news in the fight against inflation the government says the consumer price index which measures what consumers pay for goods and services rose o 0.1% frank, good morning. what exactly did these numbers tell us. >> jose, good morning to you as well what we learned from this report is that the areas of the economy that have the biggest impact on working class americans, those areas are actually seeing prices slowly start to decline, you mentioned the headline number of 5%, cpi, a tick lower than expected when you look into this report,

grocery prices ticked down to a third of a percent rent prices, the only increase by .6% the lowest increase since 2016 that rent number has a bigger impact for this group of people and also that rent number is about a third of the entire index so we're seeing some relief when it comes to people in cities and working class families >> so, frank, and it's so important that you're able to explain to me just in easy to understand ways, so the numbers have ticked up on inflation but less than they have in the past and so we are seeing that the cost of some food is actually dropping >> yeah, i mean, that's key. in the report food at home that's groceries food outside the home, obviously

americans engage in free speech. a difficult challenge for the u.s. government. >> ken, thank you so very much. manhattan d.a. alvin bragg is suing congressman jim jordan, asking courts to block a congressional inquiry, of intimidation, retaliation and obstruction. jordan a staunch ally of former president trump issued subpoena to a former assistant to the d.a. in light of the indictment. ryan, good morning what's going on with this lawsuit? >> reporter: well, the real effort here by the manhattan district attorney's office, jose, is to prevent mark assist attorney, who was in charge of the investigation into donald trump, to answering this subpoena this is something that jim jordan and his committee is very interested in as they, to a certain degree, try to provide cover for donald trump in the

wake of this indictment and try to cast dispersion on the conduct of their office. bragg is asking that the courts stop any presumptive subpoena of himself in this effort jordan is hitting back on this in a tweet said he said, first they indict a president for no crime. then they sue to block congressional oversight when we ask questions about the federal funds they say they used to do it it's the federal funds that jordan is talking about that is at the crux of the argument that he is making about their oversight responsibility here. he believes because the manhattan district attorney's office does receive federal funds, that gives congress the ability to look into something like this. that's questionable as to whether or not they have jurisdiction over specific cases that the district attorney's office is working on of course, it's important to point out that jim jordan

56 past the hour the biden administration drug czar is warning of an emerging threat facing the nation fentanyl laced with an animal tranquilizer has been tied to a rise in overdose deaths across the country. joining us is julia ainsley. what does this new designation mean and what is this new drug mix? >> it's meant to be used on large animals as a sedative. it's been fining its way into the elicit drug supply they have seen it laced with other opioids and fentanyl what it can do is basically make parts of your body into wounds where the skin starts to die and people lose feeling in those limbs. it's really a horrific thing to

lift there's planning they need to get done before may 11th, when title 42 lifts off the border. we know it went into place at the beginning of the pandemic, that over 2 million migrants have been blocked from crossing the u.s. border. they are expecting a surge when that does lift we know that there's a lot that they have put in place, including the ability to fast track asylum claims, to try to deport people faster if they are not eligible, and to make people ineligible for asylum if they didn't first claim asylum in a country they passed through on their way to the united states it's something a lot of immigration advocates are pushing back against say, saying t they are taking a page from the trump administration to make it harder to claim asylum in the u.s. either way, it takes a lot of planning they are pinning may 11th as the date
