good day, everyone i'm andrea mitchell in washington as president biden begins a deeply personal overseas trip to the republic of ireland. at first visiting northern ireland, still part of the united kingdom, 25 years after the good friday agreement, that ended ed decades of violence >> this took a long, hard years of work to get to this place it took people willing to come together in good faith and to risk boldly. it's up to us to keep this going, to keep building on the work that has been done every day for the last 25 years. >> joining me is the founder of irish american magazine who served as a key back channel negotiator between bill clin toclinton and the ira. the president landed in dublin awe f few years ago.

tell us about the visit. >> it's a tremendous opportunity to visit some of the great days in irish and irish american history to visit jfk in 1963, which is 60 years ago this year, one that transformed it and each president since jfk, with the exception of carter and george bush senior have made the ody odyssey to ireland to touch the blarney stone. >> nbc chief white house correspondent peeter alexander s joining us in dublin peter, talk to me about the importance for this president of arriving at a critical time for northern ireland after some unrest in londonderry around the anniversary of the good friday agreement. >> reporter: you are right as you note, this marks 25 years

since the good friday agreement. it was significant that president biden chose to make his first stop as part of this four-day visit in northern ireland, in belfast. earlier today, an opportunity to speak not just to an audience of individuals there but to a lot of young people, speaking about the potential for that area, talking about the close connection between this region and the united states as well. even speaking to the effort for economic aid to continue to flow that direction if they can maintain the peace and stability in northern ireland. president biden really talking about an effort to get back on track there in northern ireland, given the recent tensions we have witnessed it's notable that he has arrived here in ireland itself it's a blustery day here the windchill, 35 degrees. a very irish day as it were, where the president will focus on a lot of the sentimental portions of this visit the personal alongside the professional the northeastern coast of the

country, we had a chance to visit yesterday, where some of his ancestors are from, including his great, great grandfather on his mom's side who came to the u.s. in 1850 we spoke to one of the pub managers there at fitzpatrick's pub and restaurant to get a sense of the rousie ing audiench would expect as he arrives shortly. how is business? >> flying. absolutely flying. more so this week. >> reporter: why this week >> i know you know why there's a special visitor coming, we hope. >> reporter: what does it mean for ireland for president biden to visit >> i think it will bring everybody together it's such a big -- it's such a great honor for him to come here and just visit us.

trying to support not only the good friday agreements, which you worked so hard with president clinton on, but with the windsor agreements to get past the post brexit trade and economic problems between the two countries. >> it will be a game changer this is a visit that will put the good friday agreement across the finishing line there's tremendous support for what he is doing george mitchel, the architect of the good friday agreement, bill clinton who created the first outreach to northern ireland by an american president, it's all -- the future is coming together in the present. over the next couple of months, i think this trip will be seen to have been critically important. also, let's face it, where in the world would biden biden get 50,000 screaming and yelling and cheering as they will be on friday a huge crowd is expected to

taking the next step toward a bid for president in 2024. he is creating an exploratory committee making the announcement in a video message today, which he noted is the day marking the beginning of the civil war. >> i will never back down in defense of the conservative values that make america exceptional. that's why i'm announcing my exploratory committee for president of the united states >> the move signaling his intent to enter that 2024 primary contest, plus scott is in iowa today. that's a big signal. the first republican caucus state. joining me is ali vitali from iowa, brendon buck and ashley parker welcome all. ali, to you. tim scott is in iowa of course, another south carolinian as well, nikki haley.

what's he up to today? >> reporter: the campaign trail getting crowded in the hawkeye state. it took longer than some of us thought for it to start heating up we are likely to see another challenger officially be added to the mix the only reason i hedge on that is because tim scott is coming as close as you can to launching a bid without officially doing it today saying that he will launch an exploratory committee and coming to iowa, new hampshire tomorrow and back to his home state of south carolina on friday and over the weekend he will do an event there and meeting with donors. what the exploratory phase allows him to do is to stoke speculation while building an infrastructure and test the waters with donors and see how this candidacy will be received. on the other side, you have former south carolina governor and u.n. ambassador nikki haley making her way through the hawkeye state. it's her third trip here since announcing about seven weeks ago. we saw last week that massive

fund-raising haul from her, $11 million. she's continuing to try to capitalize on that and telling iowans, almost as if throwing shade at someone who we both know loves to throw a rally and move on to the next place, former president donald trump, she said she will be here it shake every hand, not leave any vote for granted and she's not going to be one to do a rally and leave. that's the way she's at least referencing trump without referencing him. certainly, he is looming large over this as voters that i talked to say they are open to the possibility of someone else in this field. >> brendon, what lane would tim scott have in this race? two south carolinians, he is popular in the senate, he was the point person for the senators on trying to negotiate a release on the george floyd bill, some kind of compromise, which fell apart he is a very popular senator >> absolutely.

ali said donald trump looms large over the race. he does. but also ron desantis does i think tim scott's folks understand that. there's one person who is the challenger to donald trump tim scott's challenge is to be that person. i think we have seen that ron desantis may not be as strong as a lot of people expected i think tim scott will try to be positioning himself as that person who can most effectively take on donald trump do it in a way that presents a real choice, a different type of republican that's clearly what is his message. he wants to bring back decency, some semblance of principals and ideas and solutions and policy there are a lot of people out there in the republican party who are desperate for that count me among them. the question is, are there a lot of those people? i think that's what tim scott will need to figure out, whether that lane is big enough to take down ron desantis so he can take on donald trump. >> former democratic representative donna edwards

join us as well. couldn't he have more strength as a general election candidate than ron desantis, if he had the nomination, or clearly donald trump? >> i think potentially the problem that tim scott has as well as other republicans is that there still is that very solid republican base that you can't win a primary without them, but you can't win a general election with them i think that tim scott would struggle, just as any republican is going to struggle in a general election, if they continue to want to court that base he is a likeable senator but whether he will be able to take on the likes of donald trump and really beat out ron desantis, as brendon said, in order to do that remains to be seen all of them have to figure out how they are going to deal with a trump base that remains

solidly committed to donald trump, and whether they will show up for a general election at all >> ashley parker, of course, the frontrunner in the race, by all polling no matter what problems he may have, is donald trump he spoke with tucker carlson on fox news last night. he again was very trumpy in praising the leaders of the china and korea and russia, praising vladimir putin, who is a wanted man because of the war crimes charges take a listen. >> these are top of the line people at the top of their game. president xi is a brilliant man. how smart is kim jong-un top of the line. people say, this and that. really smart putin, very smart. >> i feel, ashley, as though i'm back in helsinki, praising vladimir putin have we not -- are we not in a hot war right now in ukraine

he has been charged with war crimes >> i believe he also praised the saudis in that interview you know as well as anyone that donald trump has long had an obsession with strong men leaders. he thought when he assumed the presidency he would be a monarch and not a president constrained by democratic norms. in a lot of ways he is envious of their dictatorial powers. these are not surprising words to hear from someone like former president trump. but what is interesting is there's a lot of other republicans in the race who could not say this you saw briefly ron desantis when he came out not as forcefully in support of ukraine as a lot of republican hawks would like, he took a lot of backlash, even though his

position was not that different from former president trump. it shows that trump can say things that would have been considered wrong in the republican party and get away with it in a way other republicans, including 2024 hopefuls, cannot >> brendon, give me your read on the republican party and a general election for donald trump after praising kim jong-un and president xi, who is getting bipartisan criticism in congress, as well as vladimir putin, of all people >> donald trump has always had the advantage that he can say whatever he wants and will only escalate the rhetoric if you attack him these are outrageous comments. they weaken the moral authority of the united states and the republican party but he has turned the party into such an isolationist state, that you will be targeted as wanting to go to war with people and escalate it that way

we understand what's going on in this country we have a political party that is unfortunately going to use every bizarre argument, every draconian action to try to eliminate this across the united states here is the great hypocrisy of the republican party on this for so many decades they said, this shouldn't be a national decision we should leave it to the local communities and the states to make this decision as soon as we in our states manifest the clear intent to protect the women of our state, the first thing out of the block they try to take away this right through this artificial mechanism. hypocrisy should not win the day. freedom should win the day this is a freedom issue for women to have the freedom to make a decision of their choice. i'm glad in my state, at least for several years, we are going to protect women in our state. >> there would be several precedents made if the texas

ruling were to stand and be upheld by the appeals court, and then if it goes to the supreme court, because in the dobbs rule, the supreme court seemed to be relying on states' rights. it should be left up to the states the texas ruling, not only does that -- would make it nationwide, but it overrules the food and drug administration, the scientists, the doctors who have been -- it's a federal agency, making decisions for all of us. >> we have always believed we should make decisions based on science, not on ideology the fda made a scientific decision the trump-appointed judge in texas made a political, ideological decision that should not be allowed to trump the clear science that this is as safe as almost tylenol and some of the very normal pharmaceuticals we use on a daily basis.

we have to fight back. i think the lesson from this last couple of weeks is that the people who want to put women again into a second class status in this country are going to come at us and the women of america every single way they can. they have come up with this screwball argument that a safe drug isn't safe all of a sudden after two decades. in idaho, they are trying to prevent women from crossing state lies and trying to violate their right to travel in the united states. i think this is what is demonstrated is that all of us are going to be called upon to be very creative and dynamic and forward thinking as our state was when we bought this product so that these judges would not be allowed and they will not be allowed totake away electric product from washington women. our state law allows this to be distributed. that state law will allow us to

for reporting information to the tennessee bureau of invest investigation? is this the first glimmer of change coming from the governor? >> thank you for having me on. i'm in the car on the way to memphis. excuse any signal breakage it's an important step forward it goes to frederick douglass' wisdom that power concedes nothing without a demand the governor would not take this step without the demands of the young people at the capitol by the thousands. i think this is a first step i talk to his chief of staff i said we want good faith negotiations to get a ban on high capacity magazines, assault weapons, universal background checks there are more steps to make sure our students and children are protected. my message is that this is a good step but there's more work to do and this is the beginning. it should not be the end of negotiations >> do you have any confidence

manhattan d.a. alvin bragg w who's prosecuting donald trump is suing republican judiciary chair jim jordan bragg is asking a court to stop jordan from a brazen and unconstitutional attack on the prosecution of mr. trump that's a quote jordan and house judiciary republicans have issued a subpoena for a former prosecutor

on the trump case to testify bragg arguing that would hurt the ongoing investigation. joining me now is former u.s. attorney paul charton and phil rucker, deputy national editor of "the washington post. paul, the judiciary committee's attorneys have to respond by monday does congress and jordan in this case have authority over an ongoing, you know, state investigation? >> certainly mr. bragg believes that they do not and, andrea, in my time as both a state and federal prosecutor, i cannot think of a single time when a legislative body mandated or asked me to turn over information relating to an ongoing prosecution. that is unheard of, and i likely would have seen it in the same way that mr. bragg see it is in this instance. having said all of that, mr. bragg has some significant uphill hurdles to overcome if he wants to be successful here. >> one of them is that he's trying to stop the former assistant d.a., mark pomerantz, who resigned once bragg took

over, from testifying, but pomerantz has already written a book, within on "meet the press", talked publicly about the case, the details of the case, what he would have done, so isn't it difficult for bragg to argue that his testifying to house judiciary would undermine the evidence that he has assembled against mr. trump? >> precisely right, and i suspect that when we see the committees' legal response, their filing on monday, we're going to see that very argument. additionally, andrea, what alvin bragg is asking for here, and again, is understandable, but difficult to achieve, is that the court rule all future subpoenas that might call for evidence relating to mr. bragg or his current and former assistant district attorneys, if those subpoenas, future subpoenas be ruled invalid as well again, a significant hurdle because the courts like to have an actual subpoena in hand they can have facts that are in front of them, and they are very

reluctant to rule on at an event that might take place in the future alvin bragg is right to say this is a kind of interference in his prosecution, a distraction that need not occur, thatformer president trump will have his day in court, but whether he's successful here or notis going to be very difficult for him >> and phillip, i wanted to ask you about this field hearing in new york that house judiciary chair jim jordan is planning for next week, i think it's monday is this all political theater? what's his reason for taking the show on the road >> well, andrea, i mean, clearly jordan and other house republican leaders have been trying to be helpful to former president donald trump he is the leader of the republican party, and jordan's been a fierce defender and ally of trump's over the years and is using the chairmanship that he currently holds to try to do some of trump's bidding. that's one of the reasons why he has interest in this bragg prosecution and is trying to

bring the former prosecutor pomerantz forward to testify but it's also one of the reasons i think he's going to new york, to spotlight crime in the city and other matters that he thinks could at least in sort of a media narrative attempt to undermine broagg's prosecution. but it's just unclear how effective he's going to actually be this shifting public opinion, let alone -- excuse me, let alone the substance of the case itself in a new direction. >> and paul, mr. trump was due back in new york next week in the e. jean carroll defamation trial. his attorney has asked a federal judge to delay the trial for four weeks to get a fair trial because of i guess the publicity from his indictment by alvin bragg. is that likely to succeed? this is a case where, as you know, carroll claims that trump raped her in a high end department store in a dressing room back in the 1990s he has repeatedly and strongly

denied it. he counterattacked her and she's now suing him for defamation >> that seems like a request that is unlikely to succeed, andrea, for a couple of reasons. first, i think we can expect to hear from ms. carroll's lawyers that it is mr. tacopina who has in no small measure been responsible for the amount of media coverage that former president trump has received in this matter. but second, and perhaps more importantly, for over 240 years in this country, we have had high profile cases take place in front of juries that are found to be fair and impartial because everyone participates in the selection of those jurors. the attorneys here, the plaintiffs' lawyers and the judges define in the universe a large number of jurors, hundreds will come in and be asked questions and those jurors who eventually sit to decide the facts will be fair and impartial, and that's the way the system has worked, in countless numbers of high profile cases, i expect that's

what will happen here, and i don't think the judge is going to grant a continuance, especially one as modest as this, four weeks i think this is another difficult hurdle for mr. tacopina, i think this trial will go forward very soon. >> in just a few seconds, phil rutger, one of the other things donald trump said to tucker carlson is no matter what's happening to him legally, even if he's convicted, he would not drop out of the race. >> yeah, and he went on to say dropping out is not something he ever does, so we'll see if he sticks to that and there may be additional charges, of course, in the months ahead from the federal investigations >> exactly that does it for us. thanks to both of you. remember, follow the show online on facebook and on twitter @mitchell reports.
