their fight with d.a. bragg, one republican tweeting the city is no longer safe if that's true, why aren't the d.a., the mayor or the police commissioner on the witness list state secrets, private -- leaked by an airman barely old enough to buy a beer as congress returns to the hill, full of fury over it all, what are they prepared to do about it attorneys for the family of a black teenager demanding justice for what they call a horrendous and unjust find shooting the 16-year-old victim recovering in the hospital after being shot in the head for doing nothing but showing up at the wrong address. we begin right here in new york where former president donald trump's congressional allies are taking their fight to manhattan d.a. alvin bragg's back yard with a field hearing they say is about crime. democrats call it a political

stunt, an excuse for jim jordan and other republicans to undermine the prosecution of donald trump >> here in manhattan, the scales of justice are weighed down by politics for the district attorney, justice isn't blind. it's about looking for opportunities to advance a political agenda >> let me be very clear. we are here today in lower manhattan for one reason and one reason only, the chairman is doing the bidding of donald trump. >> nbc's ryan nobles is right there covering this hearing from new york city. also with us, msnbc senior political analyst matthew dowd and punch bowl news co-founder and msnbc political contributor jake sherman so take us inside the hearing, ryan how long did it last how contentious was it what did we hear and see what was the mood? >> chris i don't think it's out of the question to describe it

as a circus atmosphere you can hear behind me, there were protesters before and against this hearing today you saw a very heated exchange between republican and democratic members on the panel as well as witnesses that were called before this panel to tell their stories. i just want to show you one example that gives you a good idea of what this hearing was like today when congressman hank johnson was doing his part of the hearing. take a listen. >> like thugs they've descended on new york city using violent crime as their pretext the maga republican extremists are not interested in gun violence or even knife violence. the republican witnesses who have used their time to criticize district attorney bragg have served as props in a maga broadway production the real purpose in coming to

new york city -- >> can we have order >> the gentleman will suspend. >> stop the clock. >> for the audience, i've said several times now that the committee has to be in order if anyone continues, we're going to have to escort people out. >> please don't talk down to us witnesses, please. >> reporter: so that was just one example of the multiple interruptions that happened throughout the entire hearing. behind me right now you can hear some of the witnesses and members are leaving as the hearing wraps up, that same level of passion and anger again from both sides of the aisle the big elephant in the room here was former president donald trump, his name did come up often. i talked to a number of republicans as the hearing was going on and i specifically asked if the indictment of donald trump hadn't happened, would you still be having this hearing? they insisted it was about crime

in new york and not about donald trump, but it's pretty hard to ignore the correlation here as his house allies try and provide him air cover and attack the district attorney alvin bragg as he begins this prosecution of the former president. >> to that point, matthew, house republicans could have chosen a few different cities to spotlight a conversation on crime, but they chose new york city the data shows crime is down during the hearing, the d.a. tweeted crime stats that are dropping in new york do actual crime statistics, facts, make any difference here strategically? >> yeah. they could have held it in columbus, ohio, where the violent crime rate is three times as high as new york. jim jordan flies back and forth to columbus all the time the problem we have with the republican party today is they think the plural of anecdote is data as we all know an anecdote is an

anecdote they don't want to hear the data they don't want to see where crime is and how it is associated around the country. they don't want to see the statistics on gun violence they are only interested, jim jordan is only interested in performance art. as "the new york times" points out, he hasn't been a lead sponsor on a bill that became law, on one, in eight terms of congress his goal isn't on substantive change in america. it is on performance art. >> jake, this is just the latest escalation as we all know between the district attorney and the congressmen who want info on bragsg's investigation. how does it fit into the picture? >> reporter: it's in many ways a circus this hearing could have been held in washington these witnesses could have come down to washington there's no specific reason they flew to new york it's especially telling that they did not have alvin bragg or

eric adams, the district attorney and the mayor of new york city, in their hearing today. these are two of the top -- two of the most senior public officials in new york city could have lent some perhaps different points of view to the hearing. they did not do that that's surprising to me. listen, it doesn't seem extremely likely that the judiciary committee will get anything substantive out of alvin bragg as the indictment of donald trump looms over this congress and over the election in 2024. it is against practice, as ryan knows and has been covering, to do -- to have information come out about an ongoing investigation in congress. i understand why republicans feel they need to do this, but it's not something that's going to be particularly fruitful. obviously there's litigation about participation from outside actors, from people who are no longer working in the district attorney's office. we'll have to see how those turn out. this is not going to be an investigation in which republicans get a ton of

information. >> so no mayor, no police chief, none of those things, matthew, today. but they did bring out multiple witnesses who were victims of crime. certainly you have victims of crime unfortunately in every city in america. regardless of their motive, republicans emotive, is the real impact potentially just to weaken bragg's case in the eyes of americans, besides sending a message to donald trump that we are with you >> i don't think they actually believe they're going to do anything to affect the case. i don't think they actually think that deep down they can do anything to affect the case. i think this has been jim jordan's tack, who interestingly for years and years was the outlier of the republican party and now has become the mainstream part of the republican party their whole goal is to, quote, own the libs every day they can seek to own the libs is what they want to get done to me, if they want a message

that's politically advantageous, they would talk about things that the american public cares about, inflation, the border, the environment, all of the things that we know that the american public is more focused on that's not their goal. their goal every day is to see how do i piss off some member of the democratic party and that's the entirety of the goal i don't think they at all think they're going to influence bragg in this case. >> jake, if it's to tick off the democrats, are they being successful >> yeah, nominally i think democrats showed up to this hearing. they haven't showed up to other hearings on the border and they've tried to be as uncooperative as possible with some of these hearings they've done across the country. of course, they're going to anger democrats. they're going to do things on the oversight front that are going to tick them off at the end of the day, the real question for someone like jordan -- jordan is the most powerful chairman on capitol

information. this morning the latest call came for changes to the system >> allegedly this individual was able to print out some of our most top secret documents off a military network obviously that's going to need to be rethought. here is the frightening thing, these things happened under president biden, under president trump, under president obama, under president bush this is not a partisan thing, this is a culture thing and a process and procedure thing. >> senators will get their first briefing on the leaks on wednesday. the revelations of what's in those documents keep piling up, including what are essentially realtime assessments of our allies and adversaries "the washington post" citing documents that in one russia brags it's gotten really good at manipulating social media claiming they only get caught 1% of the time. another indicates that at least four additional chinese spy

balloons were detected in recent years, in addition to the one shot down in february that we all know about the third assessed that taiwan may be unprepared to defend itself against a chinese military attack. we should note nbc news has not independently verified the documents and the d.o.d. and f.b.i. refuse to comment let's bring in ken dilanian and ali vitali on capitol hill ali, i know it's only been hours. what are you hearing from lawmakers you've spoken to about where this goes next >> i'm sure we'll get a better sense of whether this will look li like hearings once lawmakers get back in the halls. they were vocal over the weekend. in bipartisan fashion, many of them shocked this could happen and asking for more answers. watch. >> i am stunned that somebody at that level could have so much access so the question is how did he get it and why did he do it.

some people need to be fired over this. >> i have a lot of questions about why were these documents lying around why did this particular person have access? where was the custody of the documents and who were they for? >> it's crazy to think this was happening. it's clear that no one was watching where this young man was working and what he was doing. >> clearly he had access to documents he shouldn't have had access to. somebody should have been tapping him on the shoulder and ending that access. >> reporter: chris, that's another rare moment of bipartisan reaction that sounds pretty much the same what's striking over this course of congress is we have seen time and again concern from lawmakers over the way classified information is shared and handled. you look at it in the case of former president donald trump, former vice president mike pence, now president joe biden, and then in this instance, although those cases are different, there is a clamoring on capitol hill to simply look into the way that our government holds and keeps classified information and the ways that people are able to access and

disseminate it >> ken, you heard this is not a culture thing, it's a process and a procedure thing. given that, what are you hearing from your sources within the intelligence community >> reporter: not all of them agree with that, chris i'm hearing a lot of reaction similar to what you saw there with lindsey graham. there clearly were major process failures here. nobody should be able to take printed top secret documents out of a secure facility and take pictures of them and put them on social media people are scratching their heads over that, wondering whether this joint base cape cod had the same level of security that you would find at the cia or the national security agency. this is prompting more systemic conversations about why are there 1.3 million people who have top secret security clearances in the united states, are there too many classified documents, do we have a handle on this burgeoning national

security state with all these secrets. the age-old question of sharing intelligence versus the need to know after 9/11 there was a push to share intelligence so people could connect the dots some are wondering whether that's gone too far. >> ken, i want to ask you about a "wall street journal" story that says part of the reason the classified material was circulated so widely is because it got picked up by a pro-russian blog run by a group that includes a former u.s. navy officer. what can you tell us about this? >> this is a head-scratcher. no evidence of connection between the former navy officer and james teixeira this woman was running a pro-russian blog full of extremism on telegram while she was a serving non-commissioned officer in the u.s. navy she left the navy by the time she was posting these classified

documents, she or her group was. there doesn't appear to be legal liability on her part. it's a very strange situation and raises questions about what kind of people -- how much extremism is there in the ranks of our military and national security community. >> getting that answer seems pretty important given what we've seen having said that, ken, this was a little bit of breaking news. we're watching this press conference at the justice department accusing china of trying to manipulate u.s. opinion. you call what they're revealing extraordinary. what are they saying that is extraordinary? what makes it significant? >> they laid out the fruits of intelligence collection and say there are people within the chinese ministry of state security whose job it is to create fake social media accounts in the united states to try to manipulate u.s. public opinion. it's remarkable, particularly in the context of what happened with russia and the 2016 election this is a case involving china targeting chinese dissidents in the united states and trying to

kidnap them and bring them back to china some 46 people have been charged in this case most of them are inside the chinese intelligence community what jumped out at me are the allegations that there's a massive chinese plan to both go after dissidents who are speaking chinese on twitter all over the world, but also to manipulate u.s. public opinion. >> i know you'll keep your ear to that press conference ken del layne nan and ali vitali, thank you. perhaps the biggest clue yesterday that ron desantis is indeed planning to enter the 2024 presidential race a tv ad that directly attacks former president donald trump in a way the florida governor hasn't done himself. >> should fight democrats, not lie about governor desantis. what happened to donald trump? >> meanwhile ads are kicking desantis while he's down in the polls and facing criticism for

staying on his book tour while there was major flooding in florida. >> there is friction in the neighborhood this is a moment where i think we should know what that ad is attacking donald trump for it's attacking donald trump for criticizingron desantis, not o any of the merits of who donald trump is and what he stands is, the mere fact that he's trying to beat down a potential republican rival here. when you look at ron desantis, there's a reality that he's starting from behind not a single member of the florida congressional delegation has backed him four have backed donald trump. you have nine u.s. senators who are now backing donald trump, zero so far backing ron desantis that's why it's no surprise that tomorrow ron desantis is flying from florida to washington, d.c. for what is being dubbed a meet and greet with fellow republicans on capitol hill, of course, a place where he used to

work there is a reality from ron desantis he may not be a dand yet, but he better get in because it's donald trump's super pac trying to bat him down before he even starts the race. >> the pro desantis group hit on guns this weekend. do you think he's gotten the message that he can't wait any longer, keep these vague references to trump, if he's going to make a move, he's got to do it now and go on the attack potentially >> i was thinking of this. the nba playoffs have started. donald trump is like the player that keeps driving into the lane, going to the basket, throwing elbows and scoring. ron desantis is a player that won't go in the paint, standing on the perimeter saying we should do something about this guy, and he's unwilling to sort of drive to the basket and stop donald trump he's going to have to go under the basket, under the rim -- i

hate to keep making the analogy -- and go one-on-one with donald trump. until he does that, i don't think we can take ron desantis as a serious candidate the only way to beat donald trump is if you go one-on-one in close proximity and fight the fight. standing way out in the perimeter throwing little lobs and beebee shots is going to do nothing to stop the momentum of donald trump. >> if we want to keep the analogy, if you want to do nothing but net on a three-pointer you come in first in fund-raising. new fund-raising figures have been filed they show donald trump's intake is surging after the indictment and it started slowly this year. nikki haley's campaign, on the other hand, got criticized for significantly overstating her fund-raising haul. even at this stage, what does fund-raising tell us about the state of the race? >> i think for republicans, it is an indicator of grassroots support because by and large, most of the money now for

republicans is not what it used to be which was big money contributions. it's grassroots members of the base of the republican party it shows that donald trump still owns the base of the republican party. he may be slightly more vulnerable than he was a year and a half ago, but he's still the dominant figure of the base and he's going to be the dominant figure in grassroots fund-raising nikki haley has raised a pittance most of it is going to dry up fast that's the clue. it's not so much the money i think they'll all have plenty of money it's what does it say about grassroots support right now the grassroots support of the republican party as shown by contributions favors donald trump. >> speaking of pittances, i want you to stick around. there's another story i want to get your reactions on. congressman george santos who is having major fund-raising challenges

the freshman republican's finance disclosure shows more money was actually refunded to donors than was raised in contributions. it shows the santos campaign gave back almost $8 million while taking in only $5 million. he's filed for re-election as state, federal and congressional groups as you know continue to look into his campaign finances. not a good look, matthew, when you're in the negative he'd be minus $3,000 in fund-raising so far this year. >> is that to vaughn or me >> you >> i listen to it. it's ironically, this is the republican party that constantly makes bones about how we need to

get our fiscal house in order and get stuff done about the debt ceiling and all that. they have a congressman they're unwilling to do anything about, that doesn't seem to have any capacity -- maybe he has a great capacity, ala al capone on finances to do it in a way that is legal and ethical in the course of this if george santos running for re-election is going to be the gift that keeps on giving for the democrats, they're not only going to make it about him in his district, it's a district biden carried, but they're going to use it in other districts around the country so george santos is the greatest gift to the democratic party in the house of representatives right now. >> i wonder how the ethics investigation might be going, vaughn what do you make of this >> this is a man that republicans really don't want anything to do with, unless you're marjorie taylor greene who is in new york with him two weeks ago for the indictment if it's no secret in politics that you try to, as a political

today americans again find themselves picking up the pieces after a deadly weekend of gun violence in this country louisville, kentucky, saw another mass shooting saturday two people killed, another four hurt after someone fired a gun into a crowd of people enjoying a warm night in a park on saturday night no suspect has been identified. in dadeville, alabama, four people are dead and 28 others injured at a shooting at a sweet 16 birthday party saturday night according to authorities the violence has president joe biden echoing a question on the minds of americans what has our nation come to when children cannot attend a birthday party without fear? nbc's priscilla thompson is in dadeville with more on the shooting there

priscilla, what is the latest? >> reporter: chris, police here are not saying much at all about this case. they have not given any details about possible leads, about how this unfolded. they have not identified a suspect publicly, nor have they announced any arrest or provided the names of the victims all they have said is there were four people killed and 28 people injured and a number of those people were in critical condition. i should point out, though, we were able to confirm the names of the four people killed by the coroner's office telling us those four people include core vin holston, a 23-year-old black male, shawn kyiv yeah smith, a 17-year-old black female and philstavious dowdell, an 18-year-old black male we had an opportunity to speak with some of his classmates. he was a star high school

we've got breaking news. i have to say it's one of the wildest stories,d i've seen it came out of a department of justice press conference let me bring in nbc justice and intel correspondent ken dilanian as i understand it, there were a couple of new york residents down in chinatown, in lower manhattan, operating a secret police station on behalf of the chinese government am i misstating here >> you are not, chris. this not even close to the first time this has happened around the world. this is a part of chinese trade craft, and the justice department today announced a massive case and arrested these two individuals and indicted them they've also charged 46 others, including many chinese state security operatives with a huge scheme to target dissidents

around the world and in the united states, chinese dissidents, harass them and take action against them. the justice department calls this transnational repression. they're trying to manipulate u.s. public opinion using fake accounts on social media this is essentially the u.s. committing the chinese government of committing crimes in the united states they've done it before with hacking and other kinds of things you're right the idea of a secret police station, it goes to the -- the chinese government believes they have authority over chinese all over the world, whether they're american citizens, u.s. residents or not the justice department taking firm action to say essentially no, they don't and can't violate u.s. law. >> i have so many questions. was it operational were they looking to, i don't know, arrest people? were they doing investigations were they sending information on maybe dissidents who had left

prc? when you say they're operating a police station, what were they doing? >> i haven't had a chance, i must confess, to digest this complaint fully, but in the past and no doubt in this case, one of the things they do is they surveil dissidents to inform the chinese government of their whereabouts and what they're doing. in other cases, the chinese have tried to kidnap people and take them back to china they've even employed private investigators, in one case a former nypd officer is charged with helping the chinese government surveil chinese dissidents it's remarkable. >> stick around. maybe you'll have more for this. i want to bring in danny cevallos one of the things this says is this prosecution reveals the chinese government's flagrant violation of our nation's sovereignty by establishing a

the story for us danny cevallos is with us as well maggie, what is the latest on the shooting and how yarl is doing? >> we'll start with yarl's condition. as you can imagine, people in kansas city are horrified by this and hoping he pulls through. we got extraordinary news yesterday that he's in stable condition at a kansas city hospital according to his aunt, she says he is healing despite, as you said, being shot twice late thursday night when his family said he was trying to pick up his younger twin brothers. the thing fueling the outrage is the homeowners, police confirm they took the homeowner, who they have yet to name, into custody and released them 24 hours later without naming them or charging them people were horrified by that. they thought how could that possibly happen. the police chief pleading for patience saying basically investigators right now are

waiting to talk to yarl, to talk to the 16-year-old boy and take his statement and basically waiting for him to recover enough tore strong enough to be able to give that statement. once they get that, the police chief indicating that's going to be the key that allows them to move forward with charges in this case. in the meantime, missouri state law stipulates they couldn't hold that homeowner for more than 24 hours without charging them so ran into a little bit of a legal hurdle there they say the case is moving forward and pleading for patience amid those mounting protests >> danny, missouri does have a stand your ground law which means the would-be shooter could defend, if there was a threat to his life or property, he doesn't have to retreat before taking action is the reason they're waiting for yarl to be able to talk to them is they're trying to determine was there any reasonable expectation that somebody at your door was there to harm you? what's the law >> yes, under american law

there's a huge distinction between defending life and defending property we often talk of stand your ground this is closer to what's called castle doctrine. stand your ground is about creating a force bubble around you, you can stand your ground as long as you are somewhere lawfully that you're supposed to be going back to castle doctrine. in missouri, you can use deadly force in a couple different circumstances, one is if you reasonly believe your life is threatened we don't know if that's the case there's another subsection that says if somebody enters an occupied property, not an unoccupied property. you can't set up traps or trip wires on property that is not occupied so if somebody is entering the property, but here is the key, if they attempt to enter the occupied property. that's castle doctrine that's the idea that if you're at home in your kitchen at

midnight and somebody breaks in, you don't need to run away or think too much about whether they're there to hurt you. that creates a lot of problems, and i'm sure you can see that. >> what defines a break-in we don't know what happened here i'm giving you hypotheticals we absolutely don't know what happened here. but what if yarl says i thought this was their buddy's house, i know their buddy, the door was open, i went in and yelled hey, and said the names of my siblings, i'm here. >> that could be a tricky issue because the person -- the boy has no idea that he's at the wrong place. he walks in, the victim gets shot but on the other hand, what is the reasonable perception of the shooter? does the shooter reasonably believe that somebody is in his house trying to hurt him in your example he says, hey, is anyone here, i'm looking for my brother. that may not be a reasonable interpretation
