8:02 am
tk give him more time biden also says maga extremists are lining up to cut the social safety net and take away personal liberties the announcement comes four years to the day after he launched his 2020 campaign >> when i ran for president four years ago, i said we are in the battle for the soul of america, and we still are the question we are facing is whether in the years ahead we have more or less freedom, more rights or fewer. i know what i want the answer to be, and i think you do, too. >> we are also keeping a close eye on arlington, virginia, with nikki haley is going to be giving her campaign says what is a major policy speech. talking more about this is mike memoli and shaquille brewster,

govern again we will hear more about it when the president comes to speak to a union conference, and he has a record he is proud of and he will talk about accomplishments, and infrastructure and the chips act, and there's a question whether or not the election will be a choice between two parties or a referendum on his record. they say it's going to be both, in many ways the president has these accomplishments and that helps crystallize the choice between him and the republicans. >> mike, when is the president going to do his big campaign kick kickoff rally. >> reporter: good question we have heard a number of

speakers, including illinois governor pritzker, and marty walsh, praising the president's record and talking about him as the most pro labor president in history, and this is the president speaking in an official capacity. it's interesting to see how obama handled his re-election, and he didn't hold his first campaign rally until may of 2012 you can use all the trappings of the office to effectively campaign even if you are not holding official rallies it will be president biden talking and traveling the country, still, and talking about his legislative accomplishments, while others, including vice president harris are focusing more on a campaign style, and we will see the rising stars of the party fanning out across the country in support the president's re-election effort >> the president only won
8:06 am
wisconsin by 20,000 votes in 2020 what do voters think there of this new opportunity for president biden? >> based on my conversations here just this morning, it seems like the battle lines are set. nobody was surprised by the announcement we heard this morning, and the general sense i am getting if you supported biden in 2020, you are likely to support this campaign. if you voted for trump, that is likely going to stay the same. one, the democratic enthusiasm, how energized are they in wisconsin? two, how can biden get together the coalition he built in 2020, and it was urban voters and even republicans.
8:07 am
president biden, that was your first democratic vote? >> in a long time. >> you will stick with him this time around? >> i will. >> what is the main reason >> i don't think the other side is trying to unite the nation but they are trying to tear it apart. >> i think there's a timeframe perspective, and maybe letting new generations and ideas come into the political environment >> that sentiment that you heard there, that's something that was consistent with both people who say it's great that president biden has announced his re-election and those that don't plan to support him in 2024, and it's a concern about his age i think that phrase that you can't always get what you want, that's consistent even with those backing president biden this time around they see it as a choice between president biden and another republican candidate, and for democrats here in the battleground state like wisconsin where they are used to being called out and they are
8:08 am
used to being tapped out for their support in these elections, and they say they are ready to throw their support behind biden even if there's a concern about his age. >> a new poll that came out over the weekend found 70% of americans don't want him to run, including 51% of democrats and age is the major reason why many people don't want him to run that's a reality you can't change how does the president go about convincing people that he is the right person for the job >> right, josé the issue of age is something that we saw four years ago when president biden, then candidate joe biden was running, and that is on his campaign they have done a very good job of reframing it and saying let's not focus on the number, that age, but let's focus on experience four years in, focusing on the agenda
8:09 am
another thing i want to point out from the numbers, first, they are kind of scary where you see not just a majority but a pretty sizeable majority rejecting another run by president biden. but i think the devil is in the details and looking at the soft approvals, and we have seen some analysis you have your strong disapproval and somewhat disapproval and that's the sweet spot for the democratic campaign, to convince them to come onboard and also mobilize them. we saw evidence of this in the mid-term election where even though president joe biden's approval ratings were not great, the democratic party were able to pull in some of the soft disapproval voters, and this is the group we need to keep our eye on in the next couple of months >> it's interesting, mike, vice president harris made quite a few appearance in the presidential campaign launch video. what kind of role can we expect her to play in this campaign
8:10 am
>> yeah, by the count of our white house team, 11 times the vice president cares in the re-election announcement, and in obama's re-election campaign, president biden was not in it at all. so that shows you how the biden sees this. abortion rights and voting rights will be two big issues to help rally the base, and especially given president biden's age, republicans are training their attacks on vice president harris you saw nikki haley, and her announcement from a few years ago, she referred to joe and kamala, and the white house and the biden team sees they also want to put vice president
8:11 am
haihair harris front and center, too one of the disadvantages is he is president and that will take up a lot of his time, so vice president harris, especially in the next year, as the president is focused on governing will be leading the charge on a lot of the campaign issues as well. >> victoria, one of the selling points -- many selling points the president has and had in 2020 is he could beat donald trump, and he was able to do so. it's interesting that trump, ron desantis and marjorie taylor greene among others on this video are in together with what the president is calling maga extremists is his strongest argument still that he and he alone can beat trump? >> you know, you think back to his convention speech, and he focused a lot on lightness and darkness and the biden campaign
8:12 am
and the biden candidacy was about bringing light back in this is going to be a pillar of the biden re-election campaign and smartly in toggling those together, even if donald trump is not the nominee, by including that wider swath of republicans who have been by trump's side, desantis, for example, marjorie taylor greene, that is going to be very effective. now, who knows what happens in the next couple of months, but if a more moderate candidate comes along, nikki haley or asa hutchison, they will have to tweak that in terms of that strategy, but right now they are looking at trump or desantis being the nominee. >> thank you very much for being us with this morning we're back in exactly 60 seconds with details on potential charges in the

8:17 am
or the new york charges, this case will only result in financial accountability for donald trump, and any criminal investigation would result in criminal penalties such as imprisonment >> financial liability could include what >> it could include whatever a jury finds in this case whereas if carroll was able to prove by a preponderance of the evidence that she was raped by donald trump, the jury will come back with a finding that could be anywhere from $1 to several million dollars. it's important to point out that based on reports, donald trump is not unique. he has paid significantly in the past for wrong doing i think what is significant here is that carroll will be able to hold him accountable for sexually abusing her under the survivors act. i think the criminal charges are
8:18 am
probably the things that kind of keep donald trump up at night, because based on his age and the potential for criminal charges, he could significantly suffer major imprisonment >> let's talk a little bit about that georgia case. what else are we learning about the fulton county d.a.'s investigation? >> as soon as july 11th, she could be announcing charging decisions, and the bracket is the fourth quarter in the county here for superior court. josé, the other headline is the way she announced this this came out in a letter she wrote to law enforcement leaders here in atlanta, essentially saying she wants them to get ready. in her letter she writes to some degree she is anticipating potential blow back and wants
8:19 am
law enforcement to be prepared for that, and she said she is giving sufficient time to protect the public it's certain that this is a later timeframe than we had expected a source already said we could expect charging decisions to come in the first quarter of this year and we now moved past that decision. that can give us insight into what is happening in the d.a.'s office right now she made it clear that even though the special grand jury that subpoenaed witnesses and documents, even though their assignment is completed and they have been disbanded, she has still work to do because that's one piece of her investigation and that's something we are seeing right now >> what do you read in that, you know, that she went from saying
8:20 am
charges were imminent to now maybe we won't see if there are charges until july how do you read that >> i read that she is absolutely going to bring some type of charges. again, as a prosecutor, you know, and as potentially filing charges against an individual such as the former president, she has to be conscientious, and she has to make sure she can prove the charges beyond a reasonable doubt georgia is more politically divided and there are more relaxed gun laws, and the charges she's investigating could carry hefty penalties against donald trump there's a huge safety concern for herself and the community as a whole. i think it's not only an important decision or announcement for her to make, but it's a responsible one for her to make as well. >> thank you all so very much.

senate what's its possible outcome there? >> zero. it has no chance of doing anything in the senate this bill is a republican wish list i think we need to take a step back i'm not sure that this bill passes the house of representatives. i don't know that to be the case but there are lots of pockets of resistance ranging from conservatives to midwestern lawmakers. they are particularly worked up about eliminating ee ing ethana subsidies. this bill is a long way away from passing does that mean it won't pass no it means republicans are not there yet. leaderships don't get there until they are there, until the bill is on the floor for a vote. i don't want to make this too much drama but there's a big question about whether this bill will get through the house this week. >> then again, as you said, even if it does, no go in the senate. >> no go in the senate
