the clothes, medications and necessities you might need to leave your home potentially for several days ana? >> better be ready for the worst and hope for the best. thank you so much, maggie vespa for your reporting that will do it for us today reporting from new york. i'm ana cabrera. thank you for being with us. jose diaz-balart picks up our coverage right now good morning it is 11:00 a.m. eastern, 8:00 a.m. pacific i'm jose diaz-balart president biden is hosting south korea's president right now at the white house. they're set to hold a news conference in the next hour. this as biden enters day two of his official re-election campaign launch. we're going to speak with congressman jim clyburn, one of the biden campaign co-chairs, about how the president plans to win in 2024. on capitol hill, new developments in the battle over the debt limit what happened overnight that could put the republican bill on the floor soon for a vote. it is day two of the civil trial over a rape allegation

against former president donald trump. an accusation he denies. what the jury has heard so far and new developments surrounding the humanitarian crisis at the border migrant shelters in texas say they're at capacity and anticipating even more people coming as the pandemic-era border policy comes to an end in just two weeks we begin this hour with breaking news from the white house, where president biden is putting a special focus today on the u.s. relationship with south korea. a short time ago, he and the first lady welcomed south korea's president to the white house for the first of several events culminating with a state dinner this evening at the white house. right now the two leaders are meeting in the oval office we're expecting to see more from that meeting i ing any minute nw an hour and a half from now, president biden will hold a news conference with south korean

leader, the president will likely face some questions about the next election, one day after he formally announced he is running for re-election. with us now to talk more about all of this, nbc news white house correspondent mike memoli and susan paige, washington bureau chief for usa today what is the president hoping to accomplish today with these meetings and this dinner tonight? >> reporter: after we saw all the pomp and ceremony in the last hour of that official arrival ceremony, the two leaders are getting down to business and we expect there are three areas of focus for the two leaders to discuss the first, of course, anytime you have a u.s. president sitting down with his south korean counterpart, you know that one of the key areas of focus is going to be north korea. and specifically their increasingly provocative nuclear tests that they have been making in the last few years. and so as part of all the diplomatic work that goes into an official visit like what we're seeing today, the two countries are going to be announcing a new -- what they're calling the washington

framework. an effort to focus on nuclear and strategic planning it is modeled interestingly after a similar arrangement that the u.s. had with its european allies during the height of the cold war it speaks to the level of concern about that we're seeing from north korea and we'll see the u.s. deploying nuclear armed submarines to south korea for first time in decade the second area of focus really fits into a larger focus for the biden administration which has been countererring china's efforts to grow its influence throughout the world we saw president biden travel to south korea just last year, now a reciprocal visit here to washington and the white house also just announced yesterday that president biden will be traveling to japan next month. that will be his second visit to japan in less than a year. that's really unusual, that level of engagement in the asia pacific region but it is really an effort by the white house to continue to flex its diplomatic muscle in the indo-pacific region as a message to china and in the last area of focus, which is obviously a dominant foreign policy concern for the

administration, it is, of course, what is going on in ukraine, the continued russian invasion there and on that front, china is very relevant as we learned just overnight that the chinese president spoke to president zelenskyy of ukraine for the first time this has been a call that white house officials have been saying they want to see, especially as president xi has been speaking often with russia's president vladimir putin white house officials say they'll let both countries speak for themselves about what comes out of this call, but certainly a promising sign as china seeks to establish itself as something of a peace broker potentially in that conflict. jose >> you know, susan, one thing that the biden and his people always tout is his foreign policy experience. 40 plus years in government, one way or another the president's numbers are actually under water when it comes to foreign policy. a recent associated press poll found that just 45% of americans approve of his handling of foreign policy compared with 51%

who disapprove so, i'm just wondering, what is this perception of the president's handling of foreign policy based on? is it china, ukraine, north korea? is it something else >> you know, i think the president's standing on foreign policy took a big hit with the withdrawal of u.s. forces from afghanistan that was hasty, it was chaotic, it resulted in deaths of americans and afghan allies and he paid a price for that he's been digging himself out of a hole with that -- since then i think on the issue of ukraine, president biden has led the world in forming a coalition to repel that russian invasion and on that, he has gotten higher marks. so we'll see you don't think relations with south korea will be a big political issue in next year's presidential campaign, but this is certainly an important issue when it comes to trying to deal with nuclear nonproliferation. this deal with south korea, very much directed at convincing south koreans not to proceed

with their own nuclear program jose >> yeah, and so, mike, let's talk a little domestic policy. what steps is the biden campaign taking to make sure that democrats are unified heading into this 2024 election? >> well, it is interesting, obvious lit president with that announcement he will seek a second term yesterday and perhaps not a coincidence it comes a day before what we're seeing today, which is the president fully employing that rose garden strategy, a news conference to come in the rose garden in fact with the south korean counterpart, all the trappings of the commander in chief, as he's using foreign policy as a political tool, we're also seeing the president continue to ramp up that outreach to his own party. the progressives in the party, one of the more fascinating moments of the 2020 campaign i was covering, jose, was after president biden won that very crowded nomination battle, in which he was going toe to toe with major progressive figures like bernie sanders, there was a significant effort on the biden team to work with progressives

to unify the party ahead of the general election, knowing how important it was to be unified to unseat president trump. we're seeing that kind of outreach continue. jeff zients summoning a top lieutenant of bernie sanders to the white house recently, also meeting with anita dunn, another top biden adviser. we're being told these kinds of interactions are not just happening in person, but by phone. zients speaks regularly with senator sanders on a range of policy issues. they see him as a trusted partner and this kind of outreach is important to keeping the democratic coalition united ahead of 2024. >> mike memoli and susan paige, thank you very much. this morning, the house is closer to voting on a bill that would raise the debt ceiling into next year overnight, the house rules committee advanced the package after a long night of negotiations and despite house speaker kevin mccarthy insisting the bill would stay in tact, last minute changes were made. joining us now is nbc news capitol hill correspondent ryan nobles ryan, good morning

where do things stand as of this morning? >> reporter: well, the republican leaders met behind closed doors earlier today with their entire conference, many emerged from that meeting feeling pretty confident about their chances to pass the bill later this afternoon in fact, those were the exact words that the house speaker kevin mccarthy gave. but it is not clear right now whether or not they have enough votes to get this over the finish line. they only have the ability to lose four votes in any type of legislative package. steve cleesscalise, he made the argument to our reporter, making to his fellow republicans that this is about the beginning of a negotiation, and that's why it is so important for them to pass this legislation today take a listen. >> you now have a growing drumbeat of democrats who are saying that it is time for president biden to sit down with speaker mccarthy the country knows we can't stay on this unsustainable path and if joe biden is not willing

to lead and do something about it, house republicans are. that starts this week. >> reporter: so the debt ceiling is one of the only pieces of real leverage that republicans have when it comes to negotiating things like spending and the budget but, if they are unable to get all of their members together, to vote through a piece of legislation, that leverage basically goes out the window. so that's why this vote is so important if it ends up happening this afternoon we should point out, jose, at this point it hasn't been scheduled. >> and, ryan, you have new reporting about a bill that would ban social media for kids under 13 >> reporter: yeah, that's right. in just the last hour, a group of bipartisan senators introducing a piece of legislation that would ban the use of social media for children under the age of 13. that would include all the major social media apps, facebook, twitter, instagram, tiktok, snapchat, and others like discord and twitch it would also limit the ability for kids between the ages of 13

that people mention more than anything else is the president's age. you know, a recent nbc news poll, 48% of people who say they didn't want the president to run for another term say age is a major reason why he should not run. if he is re-elected, he would be 86 at the end of his term. should you think this be an issue that we are talking about? should that play a role in this election >> well, thank you very much for having me. you know, age is going to be an issue in this campaign on both sides of the equation. and i understand from all the numbers that i've seen that the leading contender on the republican side is, what, two, three years younger than joe biden. and so, the age is an issue. however, i think functionality is always an issue demeanor, always an issue.

watch joe biden and watch his production it is not so much how you do things, style is one thing it is the substance that comes with you and joe biden has the substance. so, the leading candidate on the other side has more style, but low substance. joe biden has all substance. and the style may not be to everybody's liking but you do what you have to do within your own self and joe biden is functioning as any adult should function irrespective of age. >> so, just because what we're talking about, the vice presidential nominee on the democratic side will be never more important this time around. what will vice president harris' role be in this campaign

>> well, you're breaking up a little bit, but if i heard you correctly, you're asking about the vp she is absolutely ready to do the job that needs to be done, if called upon to do it. all you've got to do is watch her over the last several weeks. she has come into her own, she is articulating the issues the way they ought be articulated and i think she will make a tremendous vice presidential candidate, and i think she will be ready to do what needs to be done if called upon at any time. >> so, congressman, i want to just kind of change on -- the subject and hope that you can hear me well, because i apologize for the technical difficulties but, title 42 is set to end in about two weeks.

migrants are making their way to the border through mexico. we recently saw 40 people that died in a fire in a migrant detention center in mexico people are being raped and tortured while coming to the united states just for the chance to ask for asylum are you satisfied with our government's handling of the humanitarian crisis at the border >> once again, i think you're asking me about the border we really have some technical difficulties here. but, look -- >> yeah, i'm sorry. >> if you're asking whether or not i'm satisfied with this administration's work at the border, i do follow what the administration is doing. i listen to the democratic members of my caucus who live on the border one of the co-chairs of the president's committee is very committed to the issues on the border and i do follow her lead and listen to her on this

highway. now, police say one of them has killed a pastor. catie beck is with us this morning. good morning where are authorities on their

search here? >> good morning, jose. yeah, this is a massive manhunt now spanning from mississippi to texas. texas authorities now assisting in the search for these four inmates. obviously the stakes have become a lot higher, since that pastor was unfortunately killed by the roadside we have learned that he was actually attempting to be a good samaritan, seeing who police say was dillon arrington, an inmate who had escaped, on the roadside with a disabled motorcycle that he had stolen. the pastor stopping to be helpful and then being killed, being shot on the side of the road about 7:00 p.m. authorities say that arrington was responsible and then actually stole that pastor's red pickup truck to further his escape this has been an unbelievable sort of chain of events. police doing their very best to locate all four of these inmates as quickly as possible, especially now that they know

they're violent tendencies at play here and people's lives could be at risk now, the sheriff did get a press conference and in that press conference expressed some apology to the public, saying that there is no excuse for what happened, these inmates obviously getting out, as you said, through the roof of their cell they believe at different times, staggered times in order to try and get away but the sheriff saying they are short staffed. they are missing about 50 people that should be securing that facility and here's what he offered in his apology to the public. >> i just want to first start off by apologizing to the county regarding what we would consider a public safety breach we once again have been compromised. we are accountable for this. we are assuring and prioritizing safety and transparency during this investigation >> again, a massive multi-state

manhunt now under way for those inmates. and unfortunately now there is also a murder investigation -- sorry, the death investigation of that pastor as well that is concerning to authorities. so, this is ongoing and certainly something of urgency as they search jose >> it is indeed. catie beck, thank you so very much today marks day two of the e. jean carroll in new york city, focused on the allegations that donald trump raped her in a department store in the 1990s. opening statements on tuesday, carroll's lawyer said she's suing the former president because she wants to get her life back. trump denied the allegation and called the case a hoax joining us now with more is nbc news correspondent ron allen, live outside the courthouse for us good morning what can we expect today >> reporter: well, we're already getting some controversy involving president trump, former president trump and his social media site truth media.

there is a post on the site this morning that e. jean carroll's attorneys are citing and objecting to it says in part that the case is a made up scam, the lawyer is a political operative and the dress she was wearing at the time should be admitted into evidence this is a witch-hunt so on and so forth the judge has asked trump's attorney what he knows about this the attorney says that he doesn't know anything about it but that he will talk to his client about it. the judge is already indicated that he has some concerns about whether posts on social media by the former president might try to influence the jury or public opinion about this entire case so, there is that. and we're still waiting for more detail about exactly what happened and what was said but, again, there is some concern about former president trump's posts on his truth social media site. then we have the first witness

the first witness is a former store manager from bergdorf goodman. this is the store on 5th avenue in new york where this alleged incident happened. and these witnesses that are being called to essentially back e. jean carroll's story about what happened. there were no witnesses at the store to the alleged attack. but the manager is talking about the fact that the store was open late on thursdays, and trying to describe how there was not a lot of traffic in the store because, again, part of the case is that e. jean carroll can't specific phi specify exactly when it happened she said a spring evening after the store was -- after -- late in the day after 5:00 p.m. and she is trying to explain and have witnesses explain why no one saw the attack, saw her and trump in the store and this is part of how she is trying to support her case,

which is based primarily on her own recanting or her own telling of the story of what she says the alleged attack happened. how it happened. so, that's where we are this morning so far we expect carroll to take the stand herself very shortly later this morning jose >> ron allen in new york city, thank you very much. right now, a jury in washington, d.c. is deliberating in one of the most high profile trials stemming from the january 6th attack on the capitol. closing arguments wrapping up tuesday in the seditious conspiracy trial of five members of the far right group the proud boys for their alleged role in the riot all five facing felony charges including seditious conspiracy, a rarely used civil war statute. all five members have pleaded not guilty up next, the humanitarian crisis at the border is growing, with title 42 scheduled to be lifted in just two weeks we'll speak with one migrant shelter in texas that says it is so full, it is being forced to

organization, more than 450 people have been killed, 4,000 injured in the violence. this morning, an historic first, the vatican announced pope francis will allow women to vote in an upcoming meeting of bishops for the first time he is allowing 70 nonbishops to join the vatican body that votes on church policy and he wants half to be women meanwhile, earlier today, in moscow, a court held a hearing for imprisoned opposition leader alexey navalny to face a new trial on extremism charges navalny was arrested on separate charges in 2021, when he returned to russia after recovering from a suspected poisoning. he is currently serving in a nine-year sentence, but it could keep him behind bars for up to 35 years if convicted. an update on venezuelan opposition leader juan guaido now in the united states after an apparent scuffle with authorities in colombia.

he told the associated press he's not seeking political asylum in the u.s. after he says he was kicked out of colombia where he planned on attending an international conference he says he entered colombia on foot on monday authorities there said he crossed the border from venezuela without getting his passport stamped upon entry. he told the ap the u.s. official gave him a ticket to miami whether he was threatened with deportation. he also told the ap has not ruled out the possibility of running in a presidential primary in october his family is still in venezuela. now to the latest on the growing humanitarian crisis at the southern border. el paso is bracing for an unprecedented number of migrants crossing the border, once the pandemic era policy known as title 42 is lifted on may 11th, just over two weeks from now this comes as shelters in el paso are telling nbc station ktsm they're seeing an increase

in the number of migrant showsing up before title 42 is lifted joining us is blake barrow of the rescue mission of el paso, one of the shelters that has seen an increase in people there. great seeing you thank you for being with us. what is the current situation at your shelter today >> lots of people. and, in fact, we're so flooded with migrants, we had to make the decision a couple of weeks ago to convert to a family-only shelter. so there is only so many square feet of space. if we're going to have to choose between carrying for single men or leaving children on the street, it is not a tough decision >> give us an idea of how many people we're talking about, and what is the capacity and what is it looking like now. >> right now we're housing about 150. and that number went as high as about 200 at the end of december then it went back down a little

bit. and toward the middle of march, we're right back up to more than we housed the whole time and this began on september 9th, when the immigration department just pulls up a bus outside of the rescue mission and off loads about 150 people >> and so, no previous warning, no planning, no coordination i'm wondering what kind of planning, coordination are you receiving now? we're at less than -- just a couple of weeks from title 42 being, you know, losing, title 42 what coordination planning are you involved with right now? >> well, the el paso county is great. they have been very, very helpful. but, you know, there is only so much that any of us can do the rescue mission has been a homeless shelter here in el paso

since 1952 and we're accustomed to housing 120 people. that number has more than doubled. we rented space across the street from the water department it used to be a mechanics garage and has a great big space, we can put out red cross cots, and that's enough space for -- we could fit another 200 in there and then there is another building that we're about to open up on the same land and that could house another 60 or so but here we are at 250, and the county just informed us this week that there is some 35,000 people waiting to cross from mexico >> blake, what help do you need and what is it that people can do to help >> if you need a job, would love to help people and speak spanish, come see me we need personnel to run the shelter.

trump, you have to lay out the contrast with the former president. if not, where are you in the race what makes you different he said he intends over the months ahead to not only lay out the policies, but also harken back to 2020 the not so peaceful transfer of power upon joe biden winning the white house. he said he's going to run the campaign his way he was a congressman served in the bush administration, served two terms as governor of arkansas before leaving the governor's mansion earlier this year and he said he's going to get into this race and lay out his convictions. he is an old school conservative if you may, and he said he's going to go and make the case. it is not like he has the two republican u.s. senators here or the congressional delegation behind him instead, he's here in bentonville, the local high school band, one of which he was a part of at one time playing here before he is set to take the stage here this is a local field. but he said he's going to go to iowa, new hampshire and he's not

naive. he has an uphill challenge of it, but he hopes republican voters turn toward him and notefully in national polling here earlier this week that was just released he's up 3% in the national polls still a long way to go he said it is important he appear on that debate stage and make his case to the republican electorate around the country that they should turn to him and not donald trump jose >> and so, vaughn, what support is he counting on today, and i know that 3% is, you know, nationally what is his support base today >> reporter: he's in bentonville town square, outside of the courthouse, where he grew up here he had some former local officials from the governor's office, a middle school that took off, some of the kids were telling me they walked five minutes to get here today. there is a good couple hundred folks here asa hutchinson, he is somebody who has, you know, if you talk to republicans, he has the

credentials, he has the experience, it is just is this where the republican party and the electorate is today? are they ready to turn back to somebody like an asa hutchinson, who has made the case that he is antiabortion governor and would sign a federal ban on abortion he said that he is somebody whose record is that of a conservative, and while the republican party may become more populist over the years, he's ready to make the case that at least he would be a reliable hand in somebody who would every step of the way tell them exactly where he stands and have a better shot against joe biden in a general election than donald trump. >> matthew, what is your reaction to this >> well, i think vaughn set it up well. the problem for asa hutchinson, and god bless him for running and enunciating why he wants to run and why donald trump should be president, that's a good thing for anybody to do, even without much of a chance to run, the problem he has is the republican party that he

envisions isn't the republican party that exists today and he talked about vendettas versus being able to win. well, the republican party today would rather have vendettas than victory. and we have seen that over the course of the last few elections. the other parties, you look at the republican party and the lanes in the republican primary if you look at one lane as governance, people that want to govern in a calm professional manner versus people who want to enunciate grievances and act on the grievances, the grievance part of the republican party is about 80, 85% of the republican party today. that lane for asa hutchinson is exceedingly narrow in the republican party today but as i said, him enunciating and announcing and why he -- why the country shouldn't nominate donald trump versus him a more reasoned conservative is a good thing. >> you know, interestingly, you're talking about the reality of the republican party today. because on the democratic side, "the new york times" reports that democratic officials firmly believe biden is actually on

solid ground, compared to his republican rivals. so, i mean, what is behind this level of optimism? >> well, i think -- i think sometimes optimism is you enunciate optimism to create optimism sometimes that's the case in political campaigns in this. i think joe biden is positioned better today than a candidate might have been in 2016. the problem for democrats today is this election is always going to be decided within 4% or 5% of the vote i would remind democrats in this, even though joe biden is probably favored against donald trump, donald trump only lost the electoral college in 2020 by 50,000 votes if 50,000 votes had been changed across three states, donald trump would be president of the united states again. would have been re-elected while i think joe biden is slightly favored, in a divided country, where this thing starts off 47, 47, with 5% or 6% of the

54 past the hour this morning a troubling sign for first republic bank, which lost nearly half its value yesterday after it reported the loss of nearly 40% of deposits in the first quarter of 2023 first republic stock sank again this morning when the markets opened, as the regional bank looks for a rescue deal. joining us now with more is cnbc's dominic chu

dominic, good morning. so what's next for first republic and i'm just wondering, this is like a pattern maybe what does this mean for the stability of the banking sector? >> they're hoping it's not a pattern, jose, that's the point here to your point that the stock was at one point sinking so fast that exchange and trading rules required that it be halted for trading seven separate times, seven different times so far today and that was just in order to let things cool off in an attempt to stabilize a stock that was in freefall at one point. right now the stock has lost 15, 17% or so since yesterday's drop at one point this morning it was down another 30% on top of what happened yesterday now, i highlight the price action, jose, to your point because it gives you an indication of what the future holds for first republic, and that's pretty much a battle for survival at this point it's a fight to not become the third high-profile bank failure this year. reports are right now that the bank is looking to find a way to

sell some of its assets to help shore up its financial position so that it doesn't end up failing like silicon valley and signature banks did. jose, i did reach out to first republic for a comment about today's price action and they declined to do so. that's what we know for right now. >> also, bed, bath and beyond still hoping it can find a buyer? >> this is an interesting one here no matter what, there are still efforts to try to find one but the odds are not in their favor. bed, bath and beyond has gone to great lengths to make as many last-ditch efforts as possible to avoid an outright liquidation of everything. efforts are still ongoing see if something can be salvaged, whether it's the brand names that it owns or even locations even if a last-minute deal were to happen, jose, a lot of experts believe that the current owners of the company, stockholders, will be wiped out because of all of the other creditors it has to pay off in the meanwhile as well. >> such a big part of retail

places around the country. it's just surprising that this would happen >> and it's not just that, jose. attention has now turned from some retail experts and investors out there to who would possibly benefit if you want to look at it that way, from this kid of a collapse. some are saying other online retailers could fill the void if this were to go down. >> dominic chu, thank you very much always a pleasure to see you. supreme court chief justice john robert declined to testify following a blockbuster report propublica reported that harlan crow treated justice clarence thomas to luxury vacations and gifts without thomas disclosing it to the public joining us now from capitol hill is nbc's ali vitali. ali, good morning. what has been the reaction there on capitol hill? >> reporter: look, not entirely unexpected the chief justice is declining this invitation to voluntarily testify. but look, the chairman of the

judiciary committee, dick d durbin, has made clear this is a hearing that's going forward with or without the chief justice and it's going to be a push for more ethics reform at the supreme court with or without the justices' input. for durbin, he would have preferred to see justice roberts come and speak to the committee. the justice cited the separation between the different branches of government as one of the reasons why he won't be appearing. but durbin said while the letter that roberts sent might address some ethics concerns opaquely, it ignores the obvious, which is these recent revelations in recent days about justice gorsuch and justice thomas. >> the gorsuch situation was he sold property to one of the nation's largest law firms after getting that appointment >> reporter: that's exactly right. that has come in recent days, only adding more fuel to the fire here on capitol hill about the push for supreme court ethics reform. this, though, has been a conversation that's been going on for about the last year

various senators on both sides of the aisle saying more needs to be done to govern the way ethics are conducted by the nation's highest court we're watching in bipartisan fashion some senators pushing ideas that would make the supreme court create its own code of conduct. that, of course, coming from senators angus king and lisa murkowski. but we're waiting to see where the full body ends up throwing their weight behind what plan they think is right. we have seen in recent days republicans on the judiciary committee say that roberts shouldn't come testify, that think it would be overly politicized so the politics are still very prevalent even though we are seeing senators come to some sort of broad consensus that something may have to change in the way that ethics are reformed for the supreme court. >> ali vitali, it's great seeing you. i thank you so much. that wraps up the hour for me. i'm jose diaz-balart you can always reach me on twitter and instagram and watch
