hackers out number cyber personnel, at least 50 to one. and inching toward disaster, growing concerns across the midwest as people watch flood waters inch closer and closer to their homes and businesses. our nbc news reporters are following all the latest developments for you. we're going to begin with major flooding tormenting the midwest now as the national weather service says we are still days away from the mississippi river cresting. let's go to maggie vespa, joining us from davenport, iowa. we can see evidence of the mess behind you, maggie. the usda is reporting that barge traffic, that has been halted across the upper mississippi river for likely weeks, and this flooding is only expected to get worse, so how are folks there preparing? >> reporter: first and foremost, what you highlighted, that is a rare move. it's unclear at this point how and or if that might trickle down to consumers but definitely
11:02 am
something to watch and something officials say to be worried about. again, that's rare. i want to point out, we're standing in the middle of what normally is a dry street in the middle of downtown davenport, there's a traffic light above me, several behind me, a railroad crossing, yet here i am basically standing in the waters of the mississippi. typically the banks are hundreds of yards that way. they have been moving up like a city block every day. we're here in davenport, river levels cresting here not expected to happen until monday. this is kind of the epitome of what our team has been calling the slow motion disaster, and i do want to point out, this is obviously a riverside community. they flood to some degree, almost every year. so in a lot of ways they're used to it. even people who have been through this several times before say it's becoming very apparent to them that this one could be historic and it could be dangerous. take a listen. >> it's crazy to think about it's blocks away now, but you're pretty sure it's going to reach your shop. >> like 99.9% of it.
11:03 am
i'm very confident it will. >> reporter: yeah, people just living with that reality. we hear the phrase sitting ducks a lot. we're still days away. as far as the danger element goes, there are neighborhoods around here, low lying neighborhoods that are already flooded, frankly, and people have had to evacuate by boat. one of the reasons they had to evacuate, it wasn't just the flooding. it was also because utility companies have started cutting gas service to those homes. 130 homes and counting, just in this area citing safety concerns if the water levels were to reach kind of the gas lines, gas manes. people living along the river for decades tell us that has never happened before and a lot of them are living in hotels indefinitely, paying out of their pocket. >> a domino effect. look at that behind you, they're prepared as best they can, put up high temporary blocking levee type things. good grief. maggie vespa, thank you for that. nbc's meagan fitzgerald is following that fragile truce in

sudan where the warring rival military factions have agreed to extend the cease fire at least through the weekend. thank you for joining us on that. despite the street pledge we are seeing reports of street fights and air fights in the capital. what do we know right now? >> reporter: you're absolutely right. that cease fire was set to expire today. it has been extended for another three days. make no mistake about it. this violence continues throughout the capital city and throughout sudan. this continues to be a deteriorating situation. we're talking about a lot of the violence taking place in residential areas where the citizens, it's the americans, it's other people who are in the country that are the casualties of the back and forth violence between the sudanese armed forces and para military. there are lulls where there's opportunities for people to make it out. again, we talk about the danger of it all, the turkish defense

minister today confirming that their evacuation aircraft landing at an airport about 12 miles outside of the capital city khartoum was struck by gunfire. of course both sides blaming the other. but then of course you've got the injured people, people that are trying to get help. we know that the majority of the hospitals in the capital city are not functioning right now. so this is a deteriorating situation where people are running out of water, people are running out of food. there's not electricity, running water. we have been speaking with americans who are frustrated because they don't know exactly how to make it out of the country safely, though the united states is saying that they are communicating and working with u.s. citizens to try and get them out without putting actual boots on the ground. the big question is when will the violence end? at this point, it's showing no sign of slowing down. >> thank you very much for that report. let's go now to the fbi director's stark new warning on just how much china's hacking program has grown.
11:06 am
nbc's ken dilanian is following this for us. ken, these numbers are staggering. tell us what we know about this, and what the fbi's planning to do about it. >> yeah, this was a budget hearing, alex, and highlighting the fact that the fbi's cyber corps is vastly outnumbered as he seeks more money for more hiring. china has stolen more of american's personal and corporate data than all other nation's combined, and there are more than 2,000 open counter intelligence investigations involving china. he warned that a recent passed house bill which would cut the fbi budget by 22% would be very harmful. take a listen to what else he said. >> 22% reduction, scores china left unaddressed and i can say assure the chinese government is not cutting back. the hacking program is bigger than that of every major nation combined, so 22% reduction would be cutting capacity against more
11:07 am
and more attacks which hit critical infrastructure. >> it's remarkable. they have so many more people to throw at this problem than the fbi does. the fbi is requesting about $63 million in additional funding to help beef up its cyber staff with 192 new positions. wray said this will also help the fbi put more staff in the field to be closer to where the cyber crimes actually happen, but there's no sign that china is going to be diminishing its cyber forces anytime soon, alex. >> well, listen, this doesn't make sense if it makes it through the house and does have to get through the senate, i presume. let's hope the buck could be stopped there if it gets there. thank you very much, ken dilanian, for that. we have a new and notable response from the white house over 2024 candidate nikki haley's comment about president biden's age. a spokesperson says quote, honestly, i forgot she was running. i want to bring in nbc white house correspondent mike memoli about that. i see the grin on your face about that. listen, it is significant that the white house spokesperson was
11:08 am
even able to get a green light and make this comment, right? how did that happen? >> that's absolutely right, alex, because anybody who has been watching white house press briefings, this week, has president biden announced he was running for reelection has often heard white house press secretary karine jean-pierre has declined to answer the tangentially related questions to the campaign, she has cited the hatch act, the policy that prohibits anybody who works for government is paid by taxpayers from discussing electoral campaign politics. this was a statement that apparently did pass muster of the white house lawyers who i have to tell you, often have a very low bar for what they deem related to campaign politics. what this statement does tell us is two things, one is just how much the president's age is going to be a factor of concern to the biden team. we did see karine jean-pierre trip up when she refused to answer a question about whether
11:09 am
the president would commit to serving all four years if he were elected. the second thing gives us a window into the high confidence of biden advisers, ultimately it's going to be donald trump who president biden is seeking reelection against. a rematch of the 2020 race. we've often heard advisers point to the fact that one reason why they're confident of this is that the other republicans in the race so far including hailey just have not been willing to take on trump in their own party, afraid of triggering his own loyal base of supporters, and so this is a statement that we may not get a lot as spicy or as interesting as the one from andrew bates here, but i think it was very illustrative of how the white house is viewing this potential campaign ahead. >> and you know, i think i have done the math correctly. if donald trump were to be elected in 2024, when he takes office, mike, wouldn't he then be older than joe biden was when he took office? i think i'm close to right about that. >> reporter: that's right, alex, this is a point i often hear
11:10 am
from biden advisers with all the focus on president biden's age, former president trump is not exactly young and vigorous himself. they point out the fact that since president trump has announced his candidacy for 2024, he hasn't really been out there on the campaign trail traveling the country. that trip yesterday to new hampshire was the exception, not the form. and so when president biden four years ago announced he was running, he immediately went about multistate tour, spent weeks on the campaign trail. we haven't seen that from trump, and it's a point that biden advisers are keen to point us to whenever we talk about the presidency. >> mike memoli at the white house, thank you my friend. a rare feud brews between capitol hill and the supreme court, what senate democrats are calling on chief justice john roberts to do. that's in 60 seconds. democrats press chief justice john roberts for clarity about ethics rules on the high court. roberts has already refused to testify on the issue, but in the wake of reporting, justice clarence thomas failed to disclose hundreds of thousands of dollars worth of gifts over the years. democrats are not giving up that easily. let's go to senior capitol hill correspondent garrett haake who's following this for us. what happens now? where can this fight go from here? >> democrats are frustrated but they lack good options at this point. the judiciary committee chairman, dick durbin says their plan on judiciary ethics will go forward, even without the chief justice or his designee agreeing to come and testify. democrats would like to perhaps discuss at least the idea of subpoenaing the chief justice or justice thomas around whom this whole issue kicked up but without dianne feinstein, the

senior member of the judiciary committee and critical member in this closely divided senate, without her in washington, they lack the votes to do so, so despite great frustration around this issue, they're likely to have a hearing early next week, try to keep this issue in the public eye, but beyond that, there's not much else they can do. >> so what about the news we're also getting, garrett, from the judiciary committee with republicans saying they want the biden administration officials to testify about migrant child labor trafficking. what's that one all about? >> reporter: the judiciary committee has immigration issues under their purview. you have the nine republicans on the committee sending a joint letter saying they want the hhs secretary, other officials to testify. they believe the administration's policies of placing minors with families when they come across the border has put some of these minors in danger, that essentially they argue the biden administration's policies are too loose, too fast, too quick at the job

getting these children placed with families who may be taking advantage of them in various different ways. they want some senior administration officials to come and testify about this issue. it's not clear, as i stand here now, whether democrats will agree to that, call a hearing on this topic. remember, on the house side next week, or excuse me, the week after next, we're likely to see some action on a broad spectrum border security bill that also includes this issue. this is very much the kind of thing republicans would like to see congress focusing on more fulsomely over the next month or so. >> garrett haake, thank you so much for that. a new alarming nbc news report reveals warnings from american officials kwhokz the -- who say the break down could lead to an unintended crisis, despite repeated requests from washington, military talks are dormant, and so are more than 100 communication channels between government agencies, and

11:16 am
that point, relations between the two countries were much much better, and so that could be diffused in that case, and the fear here is that we are headed to a real potential danger zone because there's just so little dialogue and even academic exchanges, dramatically declined. so it sort of bled over even outside of the diplomatic sphere. >> okay. so that's the problem. what is the calculus among u.s. agencies and how they're going to work to handle this? >> it's tricky, right? because we have, as you know, this domestic political atmosphere here and in china, in which no political leader wants to be accused of being soft or weak in the face of the adversary. so no one wants to be sort of on bended knee, pleading for talks. what the biden white house has been trying to do, there was a speech last week by the treasury secretary, and there was sort of a balanced message, where, you know, yes, we disagree with you.
11:17 am
but we still want to keep talking, and it's important that we keep talking, and one possibility here is that some allies and partners of the u.s. might try to nudge and encourage china back to more discussions and more dialogue and then the other possibility is there is an expectation that biden will have a phone call soon with president xi, maybe within weeks or months, we don't know. there's also a possibility that the treasury or commerce secretaries might get a meeting, but i think we're in new territory here, and it's not going to go back to the way it was, say, 15 or 20 years ago. >> wow, potential call between biden and xi within weeks is one thing. months seems like an awful long time. meantime, hundreds of army aviation officers are finding out they're being held to another three years of service when they thought they had completed their contracts. the army says it's all because of a record keeping mistake, and it impacts about 600 active duty

is somehow that she is not ready to take the number one seat, god forbid if anything happened, which is the principle test for the vice presidency. over and over again, what this ticket will be about, whether it's president biden speaking or vice president harris is not what donald trump says or how he offends people or this or that, it will be about the sheer scariness and offensiveness of their agenda which goes against the rights of people in this country. >> president biden did very well at the last go around, record breaking, greater than $1 billion, which is about what it takes these days. what do you think he's going to get? do you think he'll get a warm reception, lukewarm reception? how is he going to have to work to get the money? >> donald trump skyrocketing in the polls, the fact that this guy is collecting indictments and impeachments like they're

we are watching some live pictures of the white house where the president is presenting the commander in chief's trophy to the air force falcons. that trophy is awarded to the football team with the best record out of the army, the navy and the air force, and this is the first time, in fact, it's gone to the air force since 2016. also attending the big event today, the second gentleman, doug emhoff, the chairman of the joint chiefs, chief of staff of the air force, and of course the team itself, the recipients of the award. that's pretty fun. meantime, new numbers showing inflation on the rise in march by .3%. it's the last update before the fed makes a decision on whether to raise interest rates again. let's bring in msnbc digital economics editor jeff cox to break this down for us. jeff, welcome, tell us what the new data means about how americans are doing, and how
11:46 am
much they're spending. >> well, alex, we saw a lot of data this week, and if you just summarized it very briefly, it would be that inflation is still hot. economic growth broadly is not. what we saw from this is that, economists measure inflation in two ways, in headline and core. headline is all items. core excludes volatile food can energy prices. usually core inflation runs a little bit less than headline. that's not the case now, interestingly enough. because what we're seeing is sticky inflation. we're moving down. the things that last longer, we're talking about housing prices, recreation, even alcohol that tend to not move a lot are staying high, so this really presents a quandary for the fed going back to that kind of slow growth high inflation environment. those of us back in the 80s remember there was a word for that. we call the stagflation, bad
11:47 am
picture for the economy and sets up a very challenging policy environment for the fed. >> meaning what in terms of the likelihood that it raises interest rates again? >> well, the fed is very likely, the market's widely anticipating the fed raised its rates by a quarter point next week when it convened on wednesday. what the markets are hoping for is that the fed signals at that point, they're like, okay, we've really come a long way in the inflation fight. we're going to take a break now and see how our policy works for the economy, and hopefully inflation comes down. what would be the scary part about that is if the fed decides we're still worried about inflation, and they don't signal lower rates ahead or at least a little bit of a break in the rate hiking cycle. that could be problematic, and the data indicates that the fed has more work to do when it comes to the inflation fight. >> absolutely, that will be welcome news particularly for the housing industry and other sectors. thank you very much, jeff cox, appreciate you. in the meantime, we caught the

highly anticipated public release of the fed's silicon valley bank review, giving us crucial insight into how and why that bank collapsed last month. it breaks down warning signs that were missed, criticizing even the federal reserve's own supervision, and looks ahead at what needs to be done to stop this from happening all over again at another bank. to drill down into it, i'm joined by brian cheung, nbc news business and data reporter. welcome. what did we learn from this report? >> this happened six weeks after the collapse of silicon valley bank and signature bank. the federal reserve has a report on silicon valley bank which is the second largest bank failure in american history, and it essentially puts the blame on a number of parties. first of all, management at silicon valley bank which they say failed to handle the risks as interest rates rose but also puts the blame on themselves, supervisors that did not appreciate the extent of the issues and didn't move fast enough to flag and have the bank resolve those issues and also
11:49 am
blames in part, regulatory changes made during the trump administration to roll back the post 2008 financial crisis rules, that the federal reserve report says may have impeded supervision. it's basically saying everyone was at fault for the failure. the question is can they fix those things so another bank doesn't fail. >> a little bit of blame to go around. answer that question. can they fix things so it doesn't happen again, and what's this about potentially having a bank going into receivership, what would that mean for people who bank there? >> one challenge is that any changes in the infrastructure for how the federal reserve kind of supervisor the industry takes a long time. we have to take everything out for public comment. might be years before they make the changes. it takes that long sometimes. but this is really important. we're seeing other issues in the banking system today. we're watching first republic bank, it's a san francisco based bank that banks more households than silicon valley and signature bank did. there are concerns they could go out for reporting earlier this
