cover and lots of questions to answer, so they get started. on the trail, on trial. former president trump tries to jump-start his third run for the white house, a few of his favorite things. some rockets rallies, and hugging a supporter who called for pence's execution. i want to know what trump's civil rape trial, in the winding investigation surrounding him for 2024. my power panel break settle down, coming up. plus, breaking ranks. with a draconian near total abortion ban looming in south carolina, three gop lawmakers cross party lines to help lock at bill. one of those republicans who called to the abortion legislation, quote, crazily oppressive, joins me, a little later. and, what really makes a mother? a certain controversial congresswoman from georgia has some ideas, and they are pretty wrong, pretty discussing, and a slap in the face to all parents. this commentary ascending you will not want to miss, all of this war is combing up.

a good sunday morning to you all, i'm katie phang. we begin this morning with a look ahead on capitol hill. -- calling on chief justice roberts to clarify the ethics surrounding the supreme court. this move comes after justice roberts declined to testify at a judiciary committee hearing next week on that same topic. instead, roberts offered a statement signed by all of the justices, stating that they already abide by foundational, ethical practices and principles. senate democrat, sitting back, saying the statement of principles raises more questions than it resolves. nbc news, capitol hill, correspondent julie shirking is following all of this, julie, good morning. it is good to see you.

one of the questions they want justice roberts to answer? >> good morning. i think senate democrats are way past the point of questions. you mentioned justice roberts declined to testify, instead providing that documents signed by all nine justices stating they already abide by their own ethics guidelines, essentially self policing is what they do in the supreme court. but senate democrats, particularly the chairman of the judiciary committee, durbin, they are not satisfied with that answer. and they are going to continue on with their hearing with or without roberts as we've learned, now he does not plan to testify or comply with durbin's request. there also are no plans, i am told, for a subpoena to go forward, in part because of senator diane feinstein's abston's. but on the less, the hearing will go forward, they will try to examine legislative fixes to this issue. republicans, on the flipside, maintain the court can police itself when it comes to these issues. of course, all of this is rising out of boots that

clarence thomas, the conservative justice on the, court accepted high dollar donations from a republican donor, without probably disclosing them. and apparently he did nothing to go against the guidelines of the supreme court, so that is something that durban is looking at. there is also bipartisan bill, from sanders murkowski and angus king to try to reform some of these things as well. though that would actually require the court to hire an outside investigator to publish a public report every single year. it is not clear how that is going to go anywhere, but it is clear that this issue is gaining some steam on both sides of the aisle here. >> julie, i want to turn right now to the debt ceiling standoff. what is the latest after house republicans very narrowly passed a bill to raise the debt limit? >> katie, believe it or not, there is actually more concerned that the nation will hit its default for the first time in history after house republicans pass that bill. and it is because so many democrats, frankly, didn't even think mccarthy could push that through. and now that he has, he views

it as a win. he laid a marker, he is the only one who was able to pass a bill in congress. democrats have not yet done so, i'm told, we are going to turn to negotiating around budgets instead. but, look, we are weeks away from a potential default deadline that will come as early as a june. president biden maintains that he will not sit down with the speaker to negotiate spending cuts in conjunction with lifting the debt ceiling's. president biden, actually referenced that yesterday at the white house correspondents dinner last night, making a joke of it, but that is nothing really that funny about the situation. because like i said we are just mere weeks away from a potential default. i'm told by democrats there is some concerns that the president hasn't sat down with mccarthy again. but it is not clear the path forward here, as both sides are at an impasse. >> julie, speaker kevin mccarthy will be in israel today where he will be the first house speaker in 25 years to address a full session of the legislative branch of the israeli government

n of the legislative >> what we knos upcoming speech? >> the first since newt gingrich in 1998, who was the first and last, up until speaker mccarthy, who just landed in israel last hour. i saw some local reporters in israel reporting some comments and they made with the israelis president. this is a historic moment for the speaker, this is his first foreign trip as speaker, and he is meeting with him a delegation of bipartisan congressional 19 members. he has said to recoup before the legislature on monday, and if you do the historic step in a historic moment as the country celebrates its 75 year anniversary of statehood, mccarthy maintains that u.s. into bond with israel is stronger than before. and that is exactly what kind of message he's expected to showcase when he addresses them. >> julie tsirkin, thank you so much for joining us early this morning, early this morning, i appreciate it. this morning, police in

cleveland, texas, still looking for the man suspected of the murders of five people, tragically including an eight year old child. authorities say francisco or a pace that is armed and dangerous. police say he started shooting at his neighbors with an ar -style weapon after they stopped him to stop firing his gun and his yard late friday night. >> meanwhile, severe weather across the united states. the rise of the mississippi river caused by a giant snow pack about in minnesota is causing flooding in the midwest. millions of people in the southeast are still at risk for experiencing severe storms this weekend. and, now we turn to the latest in trump world. donald trump, back on the campaign trail this week, with a stop in new hampshire, home to the nation's first presidential primary for the past 100 plus years. in this video, you can see him hugging and embracing a supporter. but that is not just any supporter. that woman is a qanon follower who said she drove almost 2000 miles from texas to new hampshire, just to see trump. she was introduced to the former president as a, quote

jan six are, and served jail time for her actions at the capitol. trump called the insurrectionist, quote, terrific, and told a quote, hang in there. that woman leader told nbc that she believes members of congress who voted to certify president biden's presidential election should be executed. and she wants a front seat of mike pence being executed. it just so happens that trump embraced her on the same day that former vice president pence testified before a federal grand jury investigating the january 6th insurrection. joining me now, a political investigations reporter at the guardian, and charles coleman junior, and per se analyst and the host of the charles coleman podcast. gentlemen, my power panel, to stormy off on sunday morning post white house correspondents dinner. good to see you guys. charles, i'm going to start with you. trump tells nbc on thursday, quote, he has a lot of confidence and mike pence's testimony. but you and i both know the ink can even dry and that appellate

court ruling stating that trump couldn't block pence's testimony before he hauled over to that grand jury to testify. do you think they are in touch, at all? do you think mike pence's legal team and donald trump's legal team are talking to each other about what is going on? >> i think donald trump's legal team would love to be in touch with pence's legal team, with the extent that mike pence has any control over that were his attorneys can rebuffed those advances, they are going to resist any kind of conversation. because i would like to believe that mike pence does not want to get any further entangled into any sort of legal issues that donald trump is facing. so it is possible that donald trump's team has likely stopped mike pence, but they have pushed back to say that they can, and basically said that what they are dying to do to required by the court, and they're gonna testify, and that's where they're gonna leave it. >> hugo, but as mike pence playing some things that we don't see? as in, is he doing, this is he really complying because he has to, legally, but also because he is still factoring the idea

of maybe running for office in 2024? >> right, complying with a court order gives him cover to the maga base, saying that i have been ordered by a federal judge to testify in this case, and that gives him some sort of clinical cover. and i think that is an interesting argument that i think pence's guys are making. but at the end of the day, if you are a maga supporter, you see, as we saw with trump, recently, if you didn't think that the right thing to bring trump back into office, you are basically done in their eyes, anyways. so him going to testify to a grand jury as part of a criminal investigation, i don't think that really makes any material difference. i think if you already dislike punts, you are going to dislike him if you think you did the right thing he think he did. >> let's switch to mar-a-lago, and i'm going to get to your reporting about the documents and something that just reported this week about the classified documents that included calls with four leaders. but charles, i want to start with you on this issue. parlatore --

addresses it to chairman house turner, the house selection committee and the house chair. they basically say there is no mens rhea here. they basically say, everybody messes up after the president, it is always an accident with the classified documents leaving oval office. you really should involved, doj. it really should be a congressional oversight issue. it>> is this trump setting up himself as a legal indictment from jack smith? >> i think, so i think they are trying to stave off this last-ditch effort to avoid it jack smith moving forward in front of a grand jury, and indicting him. i think it is very interesting though from a lawyer's perspective to see them lay out their entire defense basically before this is even happened. it is right there, so if you are looking at that, and you are thinking about how you are going to prosecute this case, you have just given jack smith a roadmap into what you do need to cover during the grand jury presentation to make sure, not only that you are able to get indictment, but then how you are going to structure your prosecution.

it will be interesting to see, moving forward, if he is indicted for this, which i do believe he will be, how that impacts jack smith's presentation of the case. and ultimately, their theory of how they move forward. >> let's talk about your reporting, hugo. how significant is it that, one container bees boxes of classified documents, including memos with world leaders? >> this led an effort to say that a criminal investigation was misguided, there should've been, one congress can ukraine the doj, and even though that is not a power that congress has -- >> absolutely not. >> what they were trying to say is the way the documents are trying to be a rage in the boxes, because they were all pulled off together, was indicative of the fact that this was a packed out problem, this was a chaotic and the administration, and that is why the boxes look like they are, and that is why there shouldn't be an investigation. but left unsaid is what came afterwards. these are the 15 boxes, that trump and his lawyer sent back national archives. later in december of 2021, and of 2022. what we don't hear about is trump's conduct post-subpoena, which is what kind of

a significant public reaction. my all-star panel with charles coleman, and hugo lowell, are back with me to break it all down. charles, you and i are both former prosecutors, the question to you though, is it unusual for 88 to pretty much preview months in advance that indictments are gonna be coming within a specific timeframe? >> a fire question back at you, katie. is it unusual for a day to be thinking about prosecuting a former president. i think that is really what we are talking about here. and from the uniqueness of the situation, yes, you don't necessarily find situations where tires are going to play their hand out for men and diamond, but given what we saw in fulton, new york, and the security concerns, i think day willis, and this is my prediction, was that once alvin bragg won four with an indictment, other days and enforcement officials were going to basically watch the mechanics, specifically fani willis, in this, case of how to move forward. and how to move forward in terms of the different mechanics around the procedural process of security, and what it takes in order to do this,

and make it happen. not to mention, georgia is not new york. it is a very red state, it has very different laws around public safety. and there are a lot of different works fighting against wilson's count, with a potential ban on tightening around there, and that is what we are seeing as early as we are. >> hugo, you had really good reporting about the attorney who could be disqualified who is nominating these -- regarding 2020 scheme. so willis has been saying to not tell her clients they've not been offered immunity deals, which charles and i are like, you better not call for a malpractice carrier. we reported that this court filing exposed a rift among the group of fake laughter's. tell us what you mean by that. >> there are two things going on with these fake electors. they came, they were informed that they could get an immunity deal. and that is huge. and it was court ordered, so it's not like this was a suggestion. but the second issue is one of

the councils, in this case, represents about ten of the fake electors. and some of the fake electors in this group are saying, another fake electors committed further crimes, and that they didn't want to be implicated, or they are not part of that further crimes group. because they basically different representation. so this late in the case, for anyone who says this is now contending with the fact that they view further that they would like to read that going on among the fake electors group, which is really significant, and that is one thing that he she has to resolve before you can take it to the actual grand jury that would return an indictment. >> let's clarify that, because it may be a conflict of interest before the electors, the clients, into the lawyer may have violated and breached her obligations, or his obligation, to give this information. why are people,, charles, not running to fontàs to strike a deal. if you've got this many fake electors going on. that is hard to understand but it is important, katy to understand of the two issues you already mentioned. if you are, fani willis, you don't want to create an issue

that basically opens the door to an appeal. all the way you go forward, you get the indictment, you get a conviction, this would be an appealable issue by some of these fake electors to basically say if there ever was ineffective assistance of counsel, arguments be, made this is it. so i think there is also the element that you are talking about, in terms of why people would not necessarily want to make a deal, i think that they are, at this point, wondering if they're actually going to go through the. i think that is a question on some of the mines. and you and i both know, when you're talking about defense attorneys and the advice they give to their clients, even as a former prosecutor, you may not necessarily be able to understand why a defense attorney's advice to their clooney is why it's the way that it is, but if i were here, i am really urging my climb to do something better. >> to the point, right, what we are looking at now is basically saying, what i was never told is that i could get a unity, i was never selective cooperate with investigation. so the way that i saw, it maybe

there will be some electors yet to go before frank willis and say, actually, i do want to cooperate. i do want to give up information i have, because this is clearly going towards an indictment. >> it may be the reason why fani willis, and this is that four dimensional tests that is really being displayed, i think the reason why she is saying, indictments are imminent, because we saw the adjective before, but you give a timeframe of the summer. and there is this whole ethical conflict of interest issue with the immunity deal maybe she is basically, saying look, you better hurry up. because this is the finish line, time is ticking, so if you want a deal, let's have a deal. but let me ask you then, on that point. she, as in fani willis, is known for her expertise in racketeering charges in rico. these widespread conspiracies among many people. and so, is this really a traditional thing. we always talk about the feds going from the bottom up, so do you think the same is going to happen here where we are talking bottom up in terms of that food chain of criminality. what do you think is going to be happening here? i think it depends on whether

or not we do see the fake elector start to cooperate. because i do think that if one or two start to cooperate, a lot of those dominoes are going to fall. and that is going to set the stage for bottom-up prosecution. i think that, right now, it may not necessarily be structured in that way, because you don't have that information from some of the defendants, or potential defendants, some of the targets. but if they begin to cooperate, it totally changes the structure and approach that fani willis will take in terms of how she put this case together. >> okay, i do this thing on my show, you can be an honorary lawyer, because frankly, hugo, i think you know enough of the law by now, where i have always asked what is the next job or domino to fall. i never called brag one, i will be very honest. >> i didn't call brag, i called fani willis. i will start with you, hugo. what is the next domino to fall? >> it is really difficult, right? i don't know what the time for the special investigation is, the documents seems to really be at his and. but the fani willis case is also eminent. we have a little bit, recently

22 weeks of pregnancy for south carolina this is the third time a strict abortion ban has failed in the republican-led chamber since roe was overturned last summer and five women notably the only women in the chamber spent two full days filibustering the proposal after the bill passed the house one of those lawmakers, state senator sandy send, criticized the male majority for pushing these debates on abortion. >> abortion laws have always been each and every one of them, about control. it has always been about control, plain and simple. and, in the senate, the males all have control. we, the women, have not asked, for as a senator from lynchburg pointed out yesterday, nor do we want your protection. we don't need it. we don't need it. >> joining me now, republican south carolina state senator, sandy sent. senator, it is an honor to have you on the show this morning

let's inform and educate our viewers about this bill that you helped a block in south carolina let's do that first that bill would've banned abortion at conception with the only exceptions being for rape or incest for the first trimester, fatal fetal anomalies confirmed by two physicians, into safety patients life or health abortions at conception, senator, is one of the strictest bands we have ever seen. so tell us about what happens behind those closed doors. how did that decision reached a filibuster amongst you, a democrat, and independent. >> actually, katie, we knew exactly what we are going to do. and even though they were forewarned my leaders, evidently, were not for armed. because we went around, we counted the votes, because like you said, we have addressed similar bills. three times in the past six months. and we are very, very, frustrated with it. we cannot get to other things such as, for instance, hate

crimes. we are one of two states in the nation that we do not have that, and that is being blocked by the men in the chamber. so we are trying to get to other matters, and they continue to bring up abortion. we told them, that we had already we counted the sixth that had stopped before, our votes were solid, and we were going to stay there. and katy, by the way, it was three days, not two days, that we took turns on our feet, to stop the measure, until they finally threw in the towel. >> sometimes, it takes the women to make sure that the work gets done. you know, senator, you previously stated that you support the idea of having divisive issues like abortion being put on the ballot to allow the voters to a decide. but i have to ask, how realistic do you think that option is for referendum at this time in south carolina? >> it is not. we have raised over, and over, and over again. it is not just the women. i have to be fair, thankfully, thankfully three of my male republican colleagues across the aisle to stand with us. they have daughters, they have

wives, and everybody in that chamber, all of those men, 41 men, some of them are young and they are taking these positions that are just so radical. i am a female first, certainly i'm conservative, i don't want any woman to have an abortion, i hope that she will not, but i am not going to judge her or take away that right, up to a point, and i will tell you, that my point is first trimester, but they are not even going to do that. and they have already said, even though they put the exceptions in this bill, it was a fight. they did not want to put this exception in the bill. they will come back, again, and again, and a good food. until there is zero abortions, under any circumstances, they've said so, and it is in their playbook. >> but here is the reality. they've tried three times, it has failed to pass, and, given it took you guys to make sure that you had to filibuster for three days to make sure. but conservative lawmakers, they are going to continue to

push, that despite rising opposition. not only in south carolina, but across the u.s.. 52% of south carolina voters think that abortion should be legal under any circumstance. you criticize majority leadership massie for repeatedly, quote, taking us off a cliff on abortion. so, senator's, and what will it take to change the minds of your republican colleagues who continue to support this bill? >> the 2024 election. that is what it is going to take. and in fact, i told them, if you are going to make us do this again, knowing the result that is not going to change until 2024, then you are going to hear from us loudly and clearly, and each time we've done this, he has been totally embarrassed. he gets all over tiktok, viral views, and he does it again. so i am just telling you that, until the folks, the people in the legislative body change, things are not going to change.
