begin any moment now, here is what we know so far at this hour. police say that they received reports of an active shooter, just at the 30 pm local time, and according to authorities, at least nine people have been hospitalized. the shooter now that, we're being told, there are multiple fatalities, but police have not yet released an exact count. perhaps, we'll get some insight varying this briefing. however, they have confirmed that there is no longer an active threat in the area. let's go to nbc's morgan chesky, he's on the ground for us right outside the premium all there in on texas. morgan, we've been checking in with you regularly since the tragedy unfolded, what more can you tell us? >> yeah, amen, there's that remains incredibly large law enforcement presence here surrounding the entire perimeter of the mall with more than 120 stores. as we await to hear the update from the police chief of allen texas, i can tell you that we

are hearing more than stories about how it played out late this afternoon. this gunshots first reported about the 30, and i want to share some of those interviews with you. i know i mentioned a story of abby perez a short time ago. she was the mother when she heard what she thought or fireworks, soon realized that this was an active shooter situation, she took her two daughters into a bathroom inside a store vineyard vines behind me, and she stood outside that bathroom door with her concealed carry weapon at the ready, should that gunmen show himself. fortunately, police were the ones who arrived about a half hour later, and this is how she described the scene being led away from the bullet riddled store that they had an after police showed up. take a listen. >> there was the window that shut out, and there was a car. everyone at the come out with

their hands up -- there was a car shot up, windows all walking down to where we are now, just shut up and then a couple of bodies, diagonally from where we were. we have to tip passed through there, unfortunately. >> and you think you saw the shooter, as you walk outside? >> i believe that was, yeah. with armor on. >> what a day first updates police to provide, ayman, was that the shooter was neutralized. the police chief in allen said that there were police officers responding to an unrelated call, heard the gunshots, realized what was happening and immediately ran towards the gunfire and engaged that shooter and took him down. we anticipate to learn more about the situation. this press conference will happen a few minutes time. i should note that authorities have also confirmed at least

nine people have been taken away or being treated in area hospitals. the fatalities still unknown at this time, although we heard from multiple witnesses here at the mall, a man, that they have seen multiple bodies on the premise, a horrific update to come for authorities. in the meantime, there has been certainly a fair amount of not just shock but frustration and even anger as a result of what took place here today, a man. i want you to hear from another person who is here at the mall, shut up like so many others to do a saturday shopping trip, only to witness what took place, take a listen. >> it was terrifying. >> i just want to go. >> honestly, move out, honestly. >> it's not safe anymore. school shouldn't, public safety. >> i don't feel safe. >> and as we wait to hear from

a lot of horsemen here in just a few minutes, for details are coming to light. i think one important note here is that there were rumors almost immediately as the gunshots began circulating on social media, among those people inside the mall, that the shooter was wearing some sort of body armor and appeared to look like a potential police officer. that is why, elise from the perspective of miss perez, who we spoke to, she said that they were almost hesitant, even potentially fearful that when police finally showed up to rescue them, they doubted that they were actually the good guys, in that situation because of the description of the gunman that had gone out, and that he was just in a very tactical manner, per se. >> morgan, really quickly, and i don't know if you're familiar with the severe, but can you describe a little bit of allen, texas. if you're familiar with the, it sounds like there is a little bit of a busy traffic there behind you.

what is the current scene around the perimeter of the mall and is in a residential neighborhood? >> yeah, amen, allen is one of the most populous, major suburbs of dallas, located about 25 miles north. the outlets here in alan, while we have seen balls across the country going to decline, they are incredibly popular here. as i mentioned, 120 stores located right off of major freeway here. this is a place on a weekend is, if not weekdays, it's going to be incredibly packwood people, and that was evident when we've seen some at the aerial video taken today, hundreds if not thousands of people standing on the perimeter of this property, after those gunshots rang out. it was so surreal, ayman, to speak to one person after another as they walk by our location on the perimeter, because everyone had a different story. if they did not witness the

>> thank you also very much for coming. we will have a press briefing here. the speakers, if you don't mind, for the media, to say and spell your name for the media. i want to bring in our first speaker, fire chief jonathan boyd. >> my name is jonathan boyd, identified two from the allen fire department. i will speak to the medical part of our response. when we receive the call, we activated our active attack, and to response, our rescue task force teams found seven deceased individuals on scene. we transported nine individuals to the hospital to area trauma

facilities that we transported who have since died. they are in critical surgery, and for our stable. i will not turn it over to police chief harvey. the total would be the nine. >> my name is bryan harvey, the chief of police, and allen, and we're all saddened by this event today, this tragic event today. at the 36, our officer was a allen premium outlet on an unrelated call. he heard gunshots, located the gunshot, located the shooter, neutralized the shooter, neutralized the threat. we believe at this point that the shooter acted alone. we are asking for the public south. if you were a witness, have any video, please call one 800,

that briefing confirming that there was a total of nine dead. this is the breakdown, as i understood it. there were seven dead when the police or first responders arrived on the scene. there were nine that were transported to area hospitals. among the nine that were transported to area hospitals, to died. three are in critical condition, undergoing surgery. for our stable. that was according to the fire chief, jonathan boyd. we heard also from a bunch of politicians who offered prayers and thoughts, a vigil that will be held tomorrow at a church, and that was it. no questions, no mention of how to make the community safer, no information on the identity of the shooter, the type of weapon that was used, the bullets, how he got the gun, perhaps the information is not readily available. perhaps they did not want to

address it in this particular briefing. let's bring back into the conversation, julián castro, dr. amy andrews and texas state representative james talarico. a lot to addressing that briefing. representative talarico, let me just go back to the point that was asking you about before. we got the confirmation on the number of fatalities. i was actually quite struck by the comment of that woman that my colleague morgan chesky was talking to. basically saying, she wanted to move out. as a texas representative, your thoughts on the? >> i think we all stand with the community in allen in their grief. i want to say something about one of the speakers at that press conference, the republican congressman who represents allen in the u.s. house set earlier today that the solution to the epidemic of gun violence in our country is more poor. i believe in the power of prayer. i believe prayer can change

lives and change the world, but there is simply deeply cynical about asking god to solve a problem that you're not going to solve yourself. got orcs through us. got as no other hands but our hands, and so i hope the congressman takes a moment to reflect on his participation in deeper and what he owes to documentary allen. >> stay with me everyone, really quickly. i want to cross over to morgan chesky on the ground there in texas. morgan, you heard that briefing from the police. your thoughts on the briefing and what other information you might be able to fill out for us? >> yeah, i mean, we're falling apart contacts in hopes of providing another update or two. it was clear from this press conference that this investigation is just beginning. we do know that there is a federal component here, both with the fbi and with atf

agents who have been on the scene here for the better part of the afternoon since the shots rang out around 3:30. the big questions that you nailed, a man, who is the gunman? how did he obtained a weapon? what kind of weapon was it, and was there any sort of information available prior, whether it be on social media or in person that the gunman shared with witnesses prior to opening fire that might make sense of what happened here at this outlook mall behind me? as you can see, law enforcement has a heavy presence around. we do know that this gunman is believed to have acted alone when they opened fire here. according to authorities, it was one officer who ran towards him, and gauge them immediately and neutralized that threat. had i've been able to be in the press conference, i would have asked, how much time a lapse from the moment these gunshots rang out to whenever this officer was able to engage him

and neutralize that there? i know, according to witnesses that spoke to, they were hiding in back rooms and dressing rooms and bathrooms throughout this entire massive property for at least half an hour before they were given the all clear from police officers who were very carefully making their way through this entire 180 storm mall become sure everyone was accounted for and that there was not an additional threat. as you can imagine, a man, when gunshots rang out, a multitude of rumors ensued, some of the people walking of property today we're asking our crew have you heard about multiple shooters that were present? fortunately, a lot of those rumors and doubts have been answered tonight by authorities, however still, so many questions left to be answered in the days ahead, i mean? >> a lot of very important questions. morgan chesky, thank you so much. secretary castro, i have covered, sadly i have covered a lot of mass shootings in this

country. i had to go under the cover a lot of these briefings. that was a very robotic type of briefing if i could say that. maybe that's not the pc word but maybe -- don't offer us a lot of our mission and move on, we'll update you when we get something else. this is what felt like to me, a hollow briefing. >> yeah, amen, there weren't very many answers. you think they are have more information that they put out and that press briefing. we don't know why that is. they don't desantis. maybe there is some reason, for instance, informing victims families that they are not being more specific. i can say after having watched closely the first couple of press conferences that were done in uvalde, when it started to become very obvious that basic questions are not being answered, it makes you a little nervous, at least every time to athens now, at least it makes me nervous.

the other part of this is the shoe disappointment that a lot of people feel and those elected officials. representative talarico talked about the congressional representative. the state district representative jack leech, who spoke, who lives a mile from the site in allen, if you go to jack leech dot com, on his website, right there, he has a huge banner that says endorsed by the nra about how proud he is to have been endorsed by the nra when he was running as time for state representative. this is what we're doing with in the state of texas, in congress, for people who will stand up there and act like they really care, but those are empty words because they don't follow that up with action. >> yeah, that is exactly the sentiment that i walked away from after watching that briefing. dr. andrews, let me get you in on this conversation. first, because this is the

first time that we are speaking with you throughout the evening, give me your thoughts on what has transpired in that briefing that you just heard led by those county and city officials? >> thank you for having me. i shared this appointment in that briefing. we heard a lot about thoughts and prayers and nothing about policy change. i am here tonight as a pediatrician and a mom, and i carry with me the anger imams all across the country. we are so fed up with living in this hellscape that has been created by the gun lobby, craig azinge country. this tragedy and all the strategies we see today in the country are preventable, and they are the wreck result of the week on laws that we have in states like texas. >> to secretary castro's point about representative jeff leech, the state representative at that district, whose website boasts him being indoors by the nra, the fact that nobody

identified, even mentioning the gun to the public, i think in itself is telling. i think that you can convey a message of sympathy and say that this was a mass shooting that was carried out by a weapon. perhaps the journalist in me is that they did not want that to be mentioned, they don't want because they know where the conversation is going to go, that if you are a mass murder, a shooter, who is able to kill seven or eight people and injured several more, while you are being engaged by a police officer, according to the police, he probably at a pretty sophisticated weapon of war and not just a handgun or pistol. >> yeah, they don't want to mention -- >> go ahead, doctor andrews. >> yeah, they don't want to

talk about the fact that it was a gun or a shooting. there was a shooting at my workplace this week. the email we got was that they called it a gun discharge. they don't the call is shooting. that is insulting to all of us. this is a public health crisis. gun violence is not the leading cause of death for children in this country, and we owe it to our kids in every single one of us you start talking about real policy change. we had to act in congress to pass laws, but the majority of americans want like universal background checks and red flag laws and secure stores loss. it's past time to change. >> i feel like secretary castro, who fear a jump in here. when people make that information, and i get that they may not have exactly the details, where if you are removed from it, but i am also willing to say, they could have offered more information about the shooter and the gun, but they perhaps felt that it would steer the conversation to an area where they don't want to go. >> yeah, let's hope, a man, that there is some rational reason that they are not be

more forthcoming but, to me, it seems like that they may be playing a little bit of politics here. as dr. andrews was saying and try to downplay the role of this kind of a soul up, and if it is an assault weapon and not steer the conversation in that direction because they don't want to had a conversation, because the state representative and also the congressional representative are two people who have been completely in line with the nra, and they have been part of the problem in that regard and not part of the solution. i also want to pick up on the question that you asked representative talarico which i also found striking, the soundbite a couple to set, what they were moved to do was move out because they did not feel safe anymore. i can understand a feeling that something suffolk has happened in her neighborhood, but the thing is, it's not about that neighborhood, it's not about that this is an allen mall in

conversation, dr. any andrews and texas state representative james talarico, joining us as well, as vanessa gilmour, former united states district judge for the southern district of texas. that governor, thank you for joining us. let me get you on the basis since this is our first time speaking and hearing from you this evening. let me get your take on both the briefings that we heard, perhaps unanswered questions or perhaps a big takeaway on another tragic day in the state of texas. >> right, i am joining you right now from dallas, texas.

i am about 20 miles away from where the shooting occurred, and one of the things that we know, there were already a number of federal laws to address issues involving people who should not be a nurse of guns. we can't sell guns to people that we know under federal law are mentally ill, undocumented persons are not allowed to have guns, people that have been previously convicted of felonies are not allowed to own guns, but i think that this is an issue that we have to take a twofold approach to. on one side of the aisle, they want to address mental illness, and the other side wants to address gun control. i think that we have to look at both of these issues in tandem and keep trying to come up with a solution that addresses both the mental health issues and the criminal possession issues as well as gun control issues. it's not going to be solved with just approaching one aspect of this issue, one aspect of this problem. >> what did you make of, or

perhaps you have an observation on that briefing and the fact that they did not identify the suspect, did not shed any lie into how he was dressed, perhaps? there's been some questions throughout the day surrounding whether or not he was wearing body armor. did he look like a police officer, was he carrying an assault rifle, why do you think officials would not come out and tried to address some of these issues and say what they know and what they don't know. they may not necessarily know the motivation, but could they have at least put forth some answers to these questions so that this public is not left wondering. >> i think that there is also a situation when you are weighing and balancing the need of the public to know versus the need of law horsemen pitcher to conduct their investigation. i think that you have to be sensitive to both sides of that issue, about the need at the public to know and the need of

law enforcement to make sure that they are putting out truthful, accurate correct information, and that we are not stopping their ability to do their job. i think that we just had to be patient and give them the benefit of the doubt with respect to why they may or may not have released the information earlier. >> that's a very fair point. dr. andrews, i wanted to get your thoughts on something we discussed earlier on in our coverage, and that was a few hours ago, as the tragedy was coming into light, and we are getting more clarity on it. when you think about how prevalent issues are in this country, at least a shooting a day now, millions and millions of americans are living in a state of fear about where we're going to go, what time -- i am sure that we have all walked around a mall or movie theater and knocked around our salute to try to scoop the place our case the pace and thinking, where will i run? what happens if something like this happens? you have these conversations with their children now about mass shootings at schools and active shooters.

i'm wondering if you could talk about what this -- kind of psychological toll this is taking on us as a country, and our families and communities? >> we are a traumatized country. we're numb, we're traumatize, and what really angers me is the thought of my youngest child, my kindergarten are going to her costume at the beginning of the school year, where she is learning how to write and on her abc's and running to hide in a closet with her classmates and a bad man with a gun comes into the classroom. it is a great shame on all of us that we have put our children in this position, and it is past time for us to act. we have no idea the long term psychological impact that will have on an entire generation of children. >> i want to echo that as a part of the garter as well, who knows what their school is doing. it is beyond shameful that we as a country have allowed

ourselves to get to this point. state representative, your thoughts on that aspect of this in terms of where we are as a country. dr. andrews is saying that we are traumatized, and i wonder if for a lack of a better word, we are even thinking clearly as a country about this issue because we are so traumatized that we are finding ourselves in a state of paralysis to deal with this issue. >> yeah, i think we often forget that we are the only country in the world that allows this to happen. the united states is not an outlier when it comes to mental health. the united states is not an outlier when it comes to school security. we are an outlier in the number of readily acceptable weapons of war in our community, and so we got to remember that this is a choice. accepting the status quo is a choice apostate makers make, and we can make a difference. >> all right, dr. andrews, state representative james

about the policies that enjoy widespread support across our country. there is a bill and the texas legislature right now that could raise the age to buy an ar-15 from 18 to 21. it's a bill that would have prevented the massacre of 19 children and two teachers in uvalde, texas. those families from uvalde that lost their kids in that classroom traveled 160 miles to the texas capital to advocate for that bill. they waited 13 hours to testify on that bill. that bill is languishing and committee as we speak. we in the legislature can bring up that bill tomorrow, pass it and make it law, so i need everyone

watching the calder state representative, called our state senator, called the congress person, a man bills like that get passed, those like universal background checks and other common sense gun safety measures, so that we can prevent the next tragedy from occurring. >> dr. andrews, texas has among the highest guns per capita rate in this country. if the logic of republicans that more guns and fewer gun laws made a safer, in theory, texas would be a safe place, and that is not the reality we see. texas is home to four of the ten deadliest mass shootings in the u.s., and we know is among one of the that the states in this country. >> texas is very similar to my home state of south carolina and in fact. we have a high rate of gun ownership,

incredibly weak on balls and a high rate of gun violence. the evidence is clear, we know the solution. the only place we can't agree is in washington d. c. and ends the assets all across this country. folks need to call their lawmakers, and they need to leave the republican party until the republican party comes to the right side of this issue. that is the only way that we will make progress, but as someone who has been working on that violence prevention for years, i have to say that i have hope, and i feel that we are reaching a tipping point as a country because moms like me, pediatricians like me and people across the country are fed up, enough is enough. >> what do you say, dr. andrews, to those that may be asking you about all the mental health and the jokes. the statements that have gone from some of the republicans, including much of tele-green that we have been reading throughout the day, she

does not know the motivation of the shooter. the police have not come out and taught us anything about him, and yet she immediately said, we need to do more about mental health and drug rehab. it's not to say that those are not important issues, but she is already politicizing this mass shooting with that type of reaction, and i am sure that she's not alone. i'm sure others on the extreme right have done so. >> america is not unique and it's a level of mental health crises, folks suffered from adopt problems. we are unique in are we gonna laws and level of gun ownership. that is why we have a public health crisis of gun violence. i have to tell you, representative marjorie taylor greene voted against the not the health funding for schools act so if you talk about mental health, put your money where your mouth is and actually fund metal services across the country. >> the hypocrisy from her and other republicans, quite honestly, it does not surprise me. justice gilmore, can i ask about this initiative and the efforts to try to go after the gunman you fractures. is there a legal argument to be made

that this is worth pursuing more aggressively, and that guns, if they are ultimately used in the killing of people in this way, that there is more responsibility for them to be had? >> we know that there have already been some cases where that tactic has been utilized, and it has been met with various success. there are cases in which there have been good manufacturers that been held responsible for the outcome of shootings and others that have not been as successful. i don't think that there is anything that should be left off the table, in terms of our efforts at this point in time to try to curve gun violence in the united states, whether there are more efforts to do universal background checks, more efforts to increase help for people that are mentally ill, stricter laws with respect to felons being able to possess and stricter

enforcement of laws involving violence and undocumented persons being able to possess weapons. i think that the problem is, looking at is a wonderful approach. mental health is the only thing that we talk about for going after the gun manufacturers, as the only thing that we talk about for trying to control the age at which people can purchase guns. i think that all of those factors need to be taken into consideration, and all of them need to be utilized together as a method of trying to curve gun violence. as two of you mentioned, your children are already feeling more traumatize, as a result of having to deal with things like figuring out if there is somebody coming into their costume, what do they have to do? i serve on the board of texas children hospital, and our numbers in terms of children that are seeking emergency room metro

health visits have skyrocketed within the last few years. things like violence and fear of violence in their own school settings is one of the things that we see as an issue that has to be addressed in order to make our children feel safe, bold and able to be educated and learn and feel that they have a safe place to learn. right now, we are seeing the impact of that with respect to the number of increase that has been in mental health access for adolescents. >> it's incredible to see slipper presented history go when republicans won -- they want us to have proof backpacks for a case. they want to have classrooms that are bulletproof or have safe rooms within the classroom so that if you do hear the alarm or other, you immediately run into the safe room. there say -- they will spend billions and billions, if not trillions of dollars, to reinforce our

schools a bunkers and make them like the front lines of a war zone, but they don't want to do anything about the guns. >> before i was a politician, i was a middle school teacher, and i was in the classroom when the sandy hook shooting occurred. i remember thinking after the horrific massacre, what i would have to do as a teacher if a gunman walked into my classroom. no teacher in the united states should have to think about that, that they are trying to teach our kids. like i said before, we are not an outlier as a country. in school security. we are not an outlier in the number of doors that go into a school. we are an outlier and the amount of weapons to vote for people to purchase very easily, and until we address that, never going to keep our students safe. i agree with you, it seems like the next step is going to be picking a moat with alligators around every school of this country. we can do that, but until we address the readily accessible weapons of war in
