politicsnation. tonight's lead, enough is enough. right now, at least nine people, including two children are dead after a gunman opened fire at an outlet mall in allen, texas on saturday. the -- authorities have identified the gunman as 33-year-old mauricio garcia. two senior law officials are telling nbc news today that he interacted heavily with white supremacist content online. nbc news has not yet seen any of the suspects. investigators say it is still

too early to determine a motive for the shootings. at least seven people ages 5 to 61 remain hospitalized for injuries tonight. some of them are still in critical condition. president biden weighed in earlier today, offering condolences. but also calling on congress to deliver a bill that bans assault weapons and enacts universal background checks. while americans real from yet another bloodbath caught on video, the response from most republican politicians have been their usual call for thoughts and prayers. and the insistence that these kinds of tragedies can't be prevented through legislation. yet it was about a year ago that congress passed its first bipartisan gun control bill, with the support from more than

a dozen republicans in both chambers. but that was then. now the gop house majority is largely in thrall to its maga wave, and with another election cycle looming, it seems unlikely that we will see another bipartisan breakthrough on guns. joining me now, congressman stephen oxford. democrat from nevada, and chair of the congressional black caucus. congressman, thank you for being with us tonight. as we find ourselves mourning more innocent people lost to a mass shooting, and i admit, i'm finding it harder every day to not surrender to cynicism on this issue. it seems it is every day that we have a mass shooting somewhere in america. and then we gauge in the circular conversation about what can be done at the federal

level, as several states like texas continue to loosen rules around things like permit-less carry, while expanding the list of public spaces in which guns are allowed, and then act surprised when mass shootings occur in those spaces. but with those house republicans in the majority, is it unreasonable, mister chairman, to assume that the only way we will see more federal gun control legislation is for democrats to win the majority back? >> reverend al, first, to the families and lives that are affected, the trauma that has been inflicted yes again. yes, this is a mass shooting. the lives that have been stacked up in blood. but every single it is also 100 people that have died at the hands of gun violence in this country. and while we did act in the

last congress under president biden, with the democrats in the majority, to pass a bipartisan safer communities law, it is imperative that republicans work with democrats to keep our communities safe. to keep them safe from gun violence, to keep them safe from police brutality. to keep them safe from the target of immigrants and anti asian hate. this is about public safety, and all of us should agree that every community deserves to be safe. -- california is poised to become the first state to take on reparations for black residents. let's talk about that four minute. the states ninth member reparations task force voted yesterday to send state lawmakers their recommendations on the repaired of justice, and what it might look like in the golden state. taking stock of several areas throughout the state.

where it engaged in discriminatory policies against african americans. with recommendations for restitution ranging from cash payouts to the creation of a new agency, to serve the descendants of enslaved people in the state. the task force also approved a public apology from the state, acknowledging its discriminatory history towards black people. congressman, can you honestly see a similar push for reparations gaining traction in our current congress? >> in the current congress, it would be very difficult. but i want to commend leaders like congresswoman sheila jackson lee, and other members of the congressional black caucus who have light on the issue of h.r.40 and the need for reparations based on the systemic discrimination and racism that has occurred since the founding of this nation, from slavery to jim crow. to the current mass

incarceration of black people. and so fundamentally, this is about addressing and acknowledging, first and foremost, that history and making sure that we are building policies going forward that are more racially equitable and inclusive in ways that it addresses those historic wrongs. >> mister chairman, you recently led the senate judiciary committee to dick durbin. calling on senate democrats to reject the long-standing senate practice that allows a single senator to vote a presidents judicial pick. in this case, we're talking about a republican able to block president biden's nominees to a district court if that district is in their home state. you describe this practice, known as blue slips. it is a nod to jim crow and the civil rights issue.

what is the history of this, and what is at stake here, congressman? >> what's at stake is the fundamental survival of the issues that are decided by the federal courts. namely, our fundamental right to vote. whether or not we can actually keep our communities free from gun violence. the issues that are affecting our schools and education, that are decided by the courts. all of these are things that are being held hostage by senate republicans who are using a jim crow era practice. not a rule, it's not embedded in the constitution. for the senate to give this type of latitude to senate republicans, to not even state the reason for the objection. we have more than 40 pending federal judges who are fair, or who have been recommended by the american bar association, who have been nominated by president biden for confirmation. and senate republicans or

holding them off. there is one particular candidate nominee who won republican released the blue slip, and the other republican won't. and that nominee is now being held hostage. on top of the two civil rights attorneys who are up for nomination to the federal court. we are calling on chairman durbin to reform or eliminate this blue slip practice in order to get fair, impartial, and qualified judges confirmed to the bench. >> a lot of people don't understand what the blue slip is. saying, why is biden doing this or that, why isn't he doing more? they are blocked by this blue slip process. amount of time, but i want to ask you to tell us briefly about the congressional black caucus. some of the action that i understand is designed to protect civil rights.

i will be involved, tell us about it. >> thank you, reverend al. and with the work of the national action network and other civil rights organizations, the congressional black caucus is convening a national summit on democracy and race this week in d.c. it. is to focus on the fundamental issues of voting rights, affirmative action, as well as the expulsion of the two young man from tennessee and the actions to have gerrymandering districts in carolina, among others. but we're not going to only have a summit. we're going to focus on the launch of a summer of action across the country. where we go into communities, to listen directly to our constituents and to mobilize and have a message to ensure that our rights are not in danger. that we work to defend our rights. i know it will help to culminate at the 60th anniversary on the march on

washington in august. that you are helping to lead, and i want to commend you and the other civil rights leaders for your partnership. >> all right. thank you for talking about this here first, on politicsnation. congressman, chairman of the congressional black caucus. congressman stephen. joining me now is krystal spade. chair of the south carolina democratic project. thank you for joining us and welcome to politicsnation. you are the first black woman elected to be south carolina's state democratic party. having served as a state director for senator bernie sanders in 2016's presidential campaign. and senator cory booker in his 2020 bid for the white house. you also worked in the office of congressman -- who i know supported you in your bid to be chair of the

south carolina primary voters, they played a huge role in helping president biden secure the nomination three years ago, and i know when i ran in 2004, you have to have south carolina, particularly the black community with you. i would imagine that at least one of your tasks as party chair is to try to repeat that impact you had as a party for biden. how do you do it? >> we do that with iran voter engagement. you've already read my resume, so i have experience across the state. and working with presidential campaigns, as well as the democratic party. so in 2020, we laid the foundation. we mobilized 1.1 million voters. we know where those voters are. we're going to go back after them. so we're going to keep our voters excited. and we are going to win. >> now, the palmetto state will now lead off the presidential primary cycle after the democratic national committee revamp the 2024 calendar at the

presidents request. what does the states new prominence mean for you as the new state share? >> it's a tremendous opportunity for us. it's about money, it's about engaging southern voters, engaging rural voters. engaging black voters. and leveraging our status to get the resources that we need, so we can execute a winning strategy, so we can win in 2024. >> on the other side of the aisle, you have to south carolina in republicans. either running or expected to run for president. former governor nikki haley, who has declared a bid earlier this year. and senator tim scott, expected to do the same. later this year, two gop candidates for president, both of color, both from your home state will be seeking the nomination take on president

biden. your thoughts on that, madam chair? >> there are no different from donald trump. we are not even able to say how they're different. they are definitely committed. they've shown they are committed to courting that maga base. tim scott has already come out with his extreme abortion ban. nikki haley is committed to trying to raise the retirement age, which hurts south carolina voters. we are going to be just as committed to getting our president reelected. >> before you go, chair, as we look at the work you have ahead of you bringing out black voters to president biden in south carolina, i was talking with reverend nelson who works for -- in south carolina. the associated press today is

reporting that the biden election campaign has a daunting task, trying to do that at a national level. they are signing -- they find black voters much less enthusiastic about biden this time around. only four of ten black adults wanted him to run. about five out of ten plan to vote for him next november. is the biden campaign in a position to fix that nationally? >> we're definitely going to do our part. we know that if we engage our voters early and often, and tell the story of the democratic accomplishments. voters don't know that. so we have to show them and remind them the president biden has already laid the ground with his transformational legislation. with a bipartisan infrastructure bill, that we see the benefits right here in south carolina. rebuilding our roads, all of that. traffic, and back up that we feel. that is the vote from 2020 hard

work. we see the results of the b i l with the wi-fi. every community has wi-fi. and south carolina is a rural state, so that really matters to rural counties. we have to talk about the accomplishments democrats already did, so we can help win in november. and we have to invest in south carolina. make a contribution because we can win here in south carolina, we're going to everything we can to make sure that we do that. >> i know i said it was a last question, but i want to ask you this. if senator tim scott announces to run for president and is not, according to polls, he's not going to be the nominee, but you might be the presidential candidate. can he impact the black vote in south carolina? just because he's black. i always say, my colors not my kind. but will he have an attraction to black voters?

illness. it doesn't matter your background, anyone can face mental health challenges, and oftentimes people suffer in silence. i want people to know that they are not alone. i admire people like pennsylvania senator, john -- who after having a stroke went on to win his election and go public with his struggles with depression. while getting treatment. i met him last week in washington, d.c.. he's a testament to the power of sharing your story. so that others can see that it is okay for them to ask for help. mental illness is common in the u.s.. more than one in five adults face mental challenges and nearly one in five americans live with serious mental illness, according to the center for disease control and prevention.

16% of african americans reported having a mental illness, according to a 2018 report. unfortunately, research finds people of color are more likely to have their mental illnesses undiagnosed, forego untreated. when compared to their white counterparts. we've been talking about the tragic death of 30-year-old jordan neely in new york, who was choked to death on a new york city subway on monday. many of those who knew jordan say he was struggling with mental illness when he was killed. i can't help but wonder, if he got the help he needed, maybe he would be alive today. as we see from senator fetterman to the late jordan neely, mental health problems can affect any of us and all of us. from street performers to u.s.

politicsnation. i want to bring in my political panel. former democratic senator doug jones of alabama and ryan wilkins, chief of staff for the lincoln project. senator jones, let's start with the deadly mass shooting in allen, texas, that left nine people dead. in a statement for earlier, president biden offered his condolences and urged congress yet again to pass legislation to help curb this rise in gun violence. of course, the dynamics of congress remain unchanged as republicans control the house and in the senate's democrats only have a slim majority, not enough to get beyond the filibuster. what is your reaction to this tragedy and what is your outlook on what should be done legislatively to help lessen what seems like a pervasive issue? >> well, ralph, thanks for having me. my reaction is like everyone

else is. i mean, it is just tragic, we are getting numb to this, almost. it is a daily occurrence. i saw when the president lower the flags to half staff again, we may as well keep those flags at half staff and, until this is over, because it is constantly a battle that we are in. and i am not real optimistic, especially going into an election year, that anything can get done. but i think people should try. and i think, well folks, need to understand that this is a multi pronged problem. this is not just about ar-15s, it is not just about mental health. it is not just about crime. it is about all three. and all three of those dots have to be connected in order to get something done. what you can do in one can affect the other but you have to do something on all prongs in order to reduce the crimes and reduce the violence and reduce the deaths that we are seeing across this country. >> texas governor greg abbott

was on fox this morning. take a listen to what he had to say. >> there are questions that are lingering, the family's bond answers to them. that is, why did this happen? why did the gunman do this? how did this happen? i know those families need an answer as quickly as possible. >> now, abbott is placing blame on the federal government. meanwhile, here republican lawmakers in the state have eased gun laws on the -- most notably by passing a permit-less carry bill in 2021. what responsibility do republican governors have in addressing this crisis? after all, common sense gun legislation is popular among those voters. most americans on any political party. >> that's right. i think that one of the things that we really have to look at here is how much the

republicans are talking and how little they are doing. so, in that clip that you just showed, abbott said that all they want answers to, they want to know that they're why their government isn't doing anything. in texas, they never. well in these far-right states, they are prioritizing guns over common sense legislation. they are prioritizing eventual interest -- over the children. they have to stop doing that. i think a good first heart here would be to do those red flag laws. i mean, not everyone who has mental illness is going to go out and shoot a school, or is going to shoot up a shopping mall. not everyone with mental illness is going to act out in those ways. those who are dangerous from mental illness should not be able to get their hands on firearms. we don't let convicted felons have firearms and we should not let the chronically unstable and mentally ill have firearms here. >> switching gears now. in two days, president biden is

expected to meet with the four top leaders in congress, including house speaker kevin mccarthy to discuss raising the debt ceiling. the meeting comes after treasury secretary yellen warned that the u.s. could breach the debt ceiling by june 1st. this morning, house minority leader hakeem jeffries spoke with chuck tyler about the possibility of an extension to the debt ceiling until the end of september. here's what he had to say. >> well, i don't think the responsible thing to do is to kick the can down the road when president biden has been saying for months the position of leader schumer, the position of house democrats has been that we need to avoid a default, our country needs to pay its bills, protect the full credit of the united states of america. but, we are of course open to having a discussion about what type of investments, what type of spending, what type of

revenues are appropriate to protect the health, the safety in the economic well-being of the american people. >> senator jones, do you think the president and democrats can find a deal to avoid a possible default? >> you know, it is going to be tough. with the way things are right now. what is fascinating to me about all of this, rev, is that when i was in the senate, during their trump administration, -- clean debt ceiling extensions, i think it was three times, without any real issue. the same time, they were increasing spending, they were increasing the debt of the united states. now they don't seem to want to pay for what they appropriated in the last four or five years. it is really disingenuous. what i'm hoping, i am like leader jeffries. i think it would be a mistake to kick the can down the road unless, unless, of course, they can couple this with the appropriations bills that have to be passed before the end of september, or should be passed

before the end of september. we all know they can un--- gets kicked down as well. but if they can coupled together, then there is a possibility, i think, something can get done. >> let's turn to former president donald trump's scheduled cnn town hall this week. this comes after trump has been hinting at possibly skipping the first republican presidential primary debates planned for the summer. in an nbc news reported explains how trump has been distancing himself from the title of republican. in a campaign that is starting to look like his 2016 run. trump is pursuing the strategy of portraying himself as the unobtainable candidate, even larger that the republican party. >> i would say this. he is the undeniable candidate. i don't think there is a chance that anyone is going to be in the republican party. i do think that what he is

doing right now is that he is not going to face questions about -- onstage with these people when he can have his own rally at the same exact time and have the people he wants to have. so he is of course going to skip this and of course it is exactly what we saw in 2016. and unfortunately, some in the media have not learned the lessons that we learned in 2016, giving a platform, giving him free airtime to get his message out is dangerous for this country, it is an affront to democracy and it is unfortunate that cnn did not learn the lessons that should've been learned back in 2020 and 2016. >> former senator doug jones and ryan wiggins, thank you both for being with us this evening. coming up, while republican governors -- with people's lives during the migrants crisis, some lawmakers remain focused on created the issue. th issue. >> woman: why did we choose safelite?

politicsnation. in just four days, pandemic restrictions at the border are set to expire. possibly bringing thousands of new asylum seekers to the united states. the biden administration is deploying 1500 troops for the border ahead of the trump era pelosi known as title 42, before it ends. but not everybody agrees with that decision. joining me now is maria teresa kumar, ceo of voto latino. thank you for joining me tonight, maria, in an interview, with msnbc's stephanie rue, on friday night, president biden defended the decision to send troops to the southern border. take a look at this.

>> those 1500 troops at the border are not there to enforce the law they are there to free up the border agents that need to be on the border and are having another thousand people coming in. there are asylum judges to make judgments, to move things along. i have asked this congress for help in terms of what they need at the border, they need more agents. >> now, some democrats think that the troop deployment sends the wrong message while republicans argue that the president isn't doing enough. what's your take? >> can you hear me? >> i can hear you now, yes. >> there we go. sorry about that, reverend. by the time someone arrives at the border, we can all admit that there is a crisis. i think the biggest challenge that trump did for president biden was basically that he gave a mass.

one of the thing that the president has done is reinstate some of those pieces of procedure that he had done under obama, meaning that people now can go to their country of origin and seek asylum, it can do that in nicaragua, columbia, venezuela and so on and so forth. i think the challenge, though, sending thousand troops says mixed messages because once again you are militarizing local communities. local communities on the border at the american side feel very uneasy having that militarization there. but i think we need to take a step back and recognize that once people arrive at the border it is already a crisis, and it is time for the administration to continue doing what it has already done with the vice president. the vice president, earlier this year, reverend, went down to central america, and worked closely with businesses and invested close to 4.5 billion dollars to strengthen their economy. we need more of that. you know who is paying attention to central america

right now? sadly enough, it is russia and china. the president needs to come out and talk about what is happening in central and south america, this national security issue, and we have to make sure that we are working with our allies, because the democracies down there are incredibly vulnerable and if we don't, someone else is actually feeling that space. title 42 was always controversial as a public health measure. and it did little to stop migrant crossings, which numbered over 3 million in the first 18 months of the biden administration. this according to the new york times. what it did do is create a massive backlog in applications for illegal immigration. are we facing a crisis here that was manufactured by the trump administration? and what should we do about that? >> we have an absolutely manufactured crisis. right now, we don't have any immigration policy that anybody quite understands.

remember, we are trying to reconcile the idea the ten years ago, the gang of eight tried to put through -- no one talks about them anymore, because the domestic policy issue has been conflated with worth what we're seeing at the border. and with republicans need to do is recognize that the reason that we have inflation, the reason we have a shortage of workers is in large part because most people have not been able to come the right way to the united states. and so if they're serious about making sure that we have our economy, that we're doing right by the law, that were actually having humane types of asylum, we need to make sure that we have an honest and, quite frankly in, adult conversation of what this country needs. >> president biden has named -- as the manager of his 2024 reelection campaign. previously, and she was the highest ranking latina in the white house.

she is the granddaughter of latina leader, ike honig cesar chavez. do you see this move as a sign that the president is more heavily focused on latino voters this time around? >> reverent, full disclosure, julie is a very good friend of mine. i have known her for many years. and the fact that he chose her is signaling to the american people that latinos are american, and that we vote. we are expecting close to 4 million more young witness to come of age just since 2004. it says 2020, and in the states that matter. in arizona alone, in a state that biden won by 12,000 votes, we're expecting 163,000 young voters to come of age that are latino. and what they care about in order is number one, they care about inflation jobs. number two, they care about abortion and access to a safe abortion. and three, they care about immigration. why? weakens these are young people

that are coming of age, that are now recognizing that their loved ones are not -- they do not have papers, are not documented. so what we are working for, and most immigrants rights organizations is making sure the president continues to provide some sort of aid at the border. not lose sight of the 11 million people have been essential workers, to dreamers, and people who have taken care of us for so long. >> and having her as chair of the campaign -- it will certainly mean something to latino and black voters. and i think she has a lot of knowledge in that area. on that topic, latinos are the nation's largest ethnic minority group. but they were the least supported by biden's 2020 presidential run. and recent elections have shown us that republicans have been

making gains among latino voters. however, according to brookings, young latina voters will be vital to the outcome of the 2024 election. as latinos have the highest ratio of first-time voters, and data from the midterms suggests that younger voting groups could be heavily democratic. as you sift through all this data, what does it tell you about what to expect in 2024? >> but young which no voters are going to be working hand in hand with their brothers and sisters in the african american community, and the asian community. and ensure that we have a democracy. in order for that to happen, the president administration, the democrats need to make a case for why they need to continue voting for them. we have student debt relief, which was huge. we have a cap on insulin, which was huge. within what are you also going to do? and most importantly, and

having done this work for such a long time, when people say that latinos are defecting to republicans, don't believe the hype, rev. what we've been able to demonstrate is that consistently, year after year, you have roughly about 65% of latinos that are supporting the democratic party. upwards of 70%, if not more of young latinos. we can have a longer conversation, but florida is an absolute outlier. with the democrats need to do is continue doing what they do best, and that is talking to voters and reminding them that it was they who voted them into office, and provided such incredible relief. >> maria teresa kumar, ceo of photo latina. thank you for being with us, as always. up next, my final thoughts. stay with us. stay with us
