it is 10:00 eastern. i'm ana cabrera reporting from new york. thank you so much for joining us. we are following breaking news this morning, a surprise guest heading to the g-7 summit in japan. ukraine's president zelenskyy expected to appear in person eans for the battle as the group considers even harsher sanctions on russia. we are live from both ukraine and japan. >> anyone who defends his land from invaders, every such word is on the path of justice. the sunshine state turns stormy as the feud between disney and desantis escalates, the media giant pulling the plug on a plan that would have brought thousands of jobs to florida. new political fallout this morning with the battle between ron and don reaching new heights. and the suspected intel leaker due in court today for a detention hearing. prosecutors trying to keep him behind bars. this as a new "washington post"

video emerges showing jack teixeira using racial slurs before firing a rifle. we'll have all the details and where this investigation stands. we're going to begin with the breaking news. ukrainian president volodymyr zelenskyy is expected to join g-7 leaders in japan. our white house correspondent mike memoli is there traveling with the president. first let's go to nbc's molly hunter joining us in kyiv. molly, this country is at war. it can't be easy for zelenskyy to travel internationally, but he is in saudi arabia now at the arab summit. what can we expect out of his visit at the g-7? >> yeah, ana, certainly not an easy time to leave the country, especially not only is this country facing an increased onslaught of aerial attacks. we know the country is preparing for a counteroffensive, but what ukrainian officials constantly stress is they also know their president is very persuasive and very good on the road. we saw him in europe, and ana, he never comes back empty

handed. ukrainian officials are speaking out today about the importance of his physical presence there. first, it's kind of a virtual address they talk about. it is so important for him to be there to defend our interests, to explain, to provide clear proposals and clear arguments, and we've got to be really clear, it's not just to kind of get in front of the g-7 leaders, it is also to get in front of all the other leaders who have been invited on the sidelines, like india, indonesia, brazil, other major power houses that president zelenskyy can appeal to for military aid. here in ukraine i mentioned those increased russian aerial attacks. we are seeing an unprecedented just this week more than 60 cruise missiles including russia's hypersonic kin zelle missiles fired over kyiv -- excuse me, it's very windy out here -- the other thing we're seeing is unprecedented success by ukraine's air defenses. a key part of those defenses are western -- donated western made air defenses. so at the top of president zelenskyy's wish list as we

know, as we've been talking about all week, aerial, jets, f 16s. he will also be talking about other ways to bolster their air defense systems as these russian attacks continue at the pace and magnitude they are. >> as zelenskyy gets ready to go to japan, let's head there with mike memoli. i understand the g-7 leaders have some expected announcements about new sanctions targeting russia. what can you tell us? >> reporter: yeah, that's right, ana. i think what you see here with the decision by president zelenskyy to attend this g-7 p summit is the combination of two powerful factors that have allowed ukraine to withstand and really push back against that russian invasion over the course of the last year plus. you have the sheer force of personality, president zelenskyy who has been in a world tour of his own in the last week traveling to many european capitals today, traveling to saudi arabia, and then coming here to hiroshima to speak to the g-7. the other factor is one that president biden sees as a real

personal source of pride is his ability to keep our allies in lock step behind ukraine at the same time. so having him come here to speak not just to the g-7 but to the other invited countries that molly speaks to is important. ahead of president zelenskyy's visit, you have that important announcement by the g-7 today of some additional sanctions and sanction efforts. one is to really clamp down, to tighten the screws down on the sanctions that are already in place. then really continuing to increase export control sanctions on the raw materials that allow as the g-7 stated russia to build its war machine. the g-7 committing to doing more to prevent russia from obtaining the kind of material it needs to continue the onslaught on russia -- on ukraine. we're seeing in addition to the collective action by the g-7, the u.s. also announcing additional sanctions on its own . that oil price cap has allowed

russia to finance its ongoing war efforts. they're finding other ways in which russia has continued to bring in revenue at a time when sanctions have prevented it in so many other ways. that includes things like diamond experts. that's specified in the new sanctions announced by the g-7 today. that's one of the few remaining sources of revenue that russia continues to have. >> mike, quickly, if up, we were just showing video of the dinner today. i understand president biden left that dinner early so he could get an update from his negotiating team about the debt crisis back in washington. what more can you tell us about that? >> sure, certainly it speaks to the fact that the debt ceiling crisis back home is looming over the president's participation here in the g-7. as he started his friday he got an update from his team back home, and then as he's ending his day and the team back in washington is beginning leaving that dinner early so he can get the latest. white house officials we're speaking to in japan continue to express optimism about the

course of these negotiations, think that it's heading in the right direction. in fact, a white house official not ruling out to me that before the president departs japan on sunday, he might have an opportunity to speak directly with speaker mccarthy. so far these negotiations since that white house meeting on tuesday have been between their top emissaries. a direct conversation between those two leaders could set the course for final discussions back in washington next week. >> mike memoli and molly hunter, thank you. days before ron desantis is set to enter the 2024 presidential race, disney delivers a new surprise in its ongoing feud with the governor, scrapping plans for a $1 billion investment in florida. joining us now is nbc news national correspondent gabe gutierrez. what can you tell us about this? >> hi, ana, good morning. as you mentioned, this feud between governor desantis and disney has been escalating now for more than a year, and it appears now that ceo bob iger was not bluffing about the

financial consequences. it comes amid new reporting about when governor desantis is set to enter the presidential race. >> nbc news has learned florida governor ron desantis is preparing to formally announce he's running for president next week. that's according to two sources close to his political operation. desantis, who's already been making trips to critical early voting states like iowa and new hampshire is expected to quickly become a top challenger to the gop front runner, former president trump, and it all comes as desantis is facing new question over his escalating feud with disney. >> we will fight the woke in the legislature. we will fight the woke in corporate america. we will never, ever surrender to the woke mob. >> reporter: the entertainment giant now scrapping plans to build a $1 billion office complex in florida and re-locate 2,000 jobs from california. in a letter to employees a disney executive writing this

was not an easy decision to make. i believe it is the right one citing changing business conditions. desantis's press secretary firing back, and given the company's financial straits following market cap and declining stock price, it is unsurprising that they would restructure their business operations and cancel unsuccessful ventures. they are the latest grenades in the war of words between desantis and disney, which is also suing florida for stripping its special self-governing status after the company opposed the state's parental rights in education act that critics say the don't say gay law. disney's ceo bob iger responding last week before the office complex decision was announced. >> does the state want us to invest more, employ more people, and pay more taxes or not? >> reporter: not just because disney is florida's largest single site employer but also because desantis married his wife casey at walt disney world

in 2009. >> who would have thought that when we're leaving disney world as newlyweds that, you know, a decade and a half later, you know, we'd be staring them down over a fundamental fight about, you know, what is appropriate for our kids. >> ironic, huh? governor desantis has said that disney should not get special privileges that other companies don't get, but despite scrapping plans for that office complex, disney does say that it still plans to invest billions of dollars in the state over the next decade. but clearly a lot of high stakes over the next few years, a lot of financial stakes as this battle plays on. >> sounds like a love/hate relationship. thank you, gabe gutierrez, appreciate it. and joining us now is nbc's senior national politics reporter jonathan allen and susan del percio, republican strategist and msnbc political analyst.

susan, this can't be good for desantis, can it? >> no, as a matter of fact, he's just kind of hit the trifecta of political stupidity. the reason i say that is he did abortion ban, six-week abortion ban. you're not allowed to carry a gun without get training or having a permit. now you're against business, especially disney, how do you expect to take this to a general election and win independent voters, specifically independent women, and that's what the mess is. plus, you don't pick a fight you can't win. what is the win for ron desantis when it comes to disney? there is. >> so you think he can't win with independent voters. does what he's doing resonate even with republicans? >> not ones who believe in capitalism and believes that government should not silence you or go after you as retribution because you take a stand that's different from them politically. and that's scaring a lot of donors and a lot of businesses

because they hear him at these fund-raising meetings, but then they see what's happened with desantis -- i mean with disney, and he says this is how he's going to govern as president. he's going to go after you personally? it's not looking too good for him with that political class. >> jonathan, former president trump was quick to pounce, called attention to a social media post he made in april claiming he predicted this move by disney. do supporters of the desantis or trump care much about this disney dispute? what are you hearing? >> i think across the country, ana, it is much less important than it is within the state of florida, but to the point that susan makes, you've got ron desantis saying that he wants to export what he's done in florida to other states and tell republican voters talking about the free state of florida, you know, and liberty within his state, and what he's done to do that. and at the same time here he is telling a company that if they

take a position opposed to him on legislation that he's going to retaliate against them by taking away tax breaks by punishing them in other ways. you saw disney's reaction, the mouse ate the cheese. $1 billion of it. >> the mouse ate the cheese. smooth. desantis, of course, isn't officially in the race yet, but "the new york times" was able to listen in on a call that desantis had with donors yesterday where he said this, and i quote, biden, trump, and me, and i think of those three. two have a chance to get elected president, biden and me based on all the data in the swing states which is not great for the former president and probably insurmountable. of course we know of a few others who are likely to join this race, susan, but what do you make of that electability argument? >> it doesn't fly. even in his home state of florida. two months ago there was a survey done by emerson college. it found that 61% of independent women disapprove of the job ron

desantis is doing. this does not translate well for him in swing states. he can't make a credible argument that way, especially since he keeps trying to move right for the primary. so he's -- i don't see how he beats donald trump unless donald trump just gives up, which likely is not going to happen. >> do you see it as a three-man race at this point? and if it's not desantis who's up against president biden, it would be automatically trump then if not desantis? >> i think actually desantis is going to fizzle out way earlier than he anticipated, especially because he has -- he's known as being awful sensitive in giving media interviews and who he'll speak with. he's been living in a bubble. becoming a presidential candidate, that bubble gets burst and the criticism, i don't think he's up to taing it. >> trump dropped a new political ad this morning. i want to play part of it. take a listen. ♪ ron desales tax had a plan to

make you pay mor ♪ ♪ with a sales tax here, a sales tax there ♪ ♪ here a tax, there a tax, everyone a sales tax ♪ >> i'm sorry if that gets stuck in your head for the rest of the day. jonathan, what do you make of that? what's the strategy? >> i think they're both trying to raise this issue of desantis raising sales taxes. of course if you're florida and you don't have an income tax in the state, which desantis talks a lot about, you're going to have to find other ways to raise revenue. they want to talk about sales tax, and i think he supported that in congress actually at 23% across the board sales tax, but the other thing that they're pointing to there, they've got -- it wasn't in that particular part of the clip, but they've got him next to joe biden, so they're saying he's a tax higher like joe biden. of course they're trying to do it with a little bit of humor, with a little bit of silliness to not quite have that thunderous touch that donald trump sometimes has. >> got to leave it there on a friday, thank you so much both of you for being here.

was obtained by "the washington post" showing the 21-year-old using racial slurs and then you can see firing a gun. joining us now is nbc news justice and intelligence correspondent ken dilanian. ken, what more are we learning from prosecutors on their efforts to keep teixeira in custody? >> that video is so disgusting we can't even play the sound, and prosecutors say it personifies their argument that jack teixeira is not the man his lawyers are saying he is. his lawyers are portraying him as kind of an innocent, naive young person who never meant for this material to be shared widely. prosecutors have now presented a host of evidence that he knew exactly what he was doing. he was leaking a lot of material to a lot of different people including people that said they were foreigners and had foreign ip addresses on some of these servers. more than that he has a history of making extremist and racist comment, and essentially he is hiding his true character. he did that when he got a security clearance. they're arguing to keep him

behind bars. they presented really disturbing evidence that the military knew he was doing suspicious things with classified information. they wrote it up in memos, but they took no action. again, his lawyers are asking that he be released to the custody of his father with no access to the internet and no access to weapons. but prosecutors making a strong case he should stay in jail, ana. >> ken dilanian, thank you for that latest reporting. we are also learning more about the mass shooting in new mexico that left three people dead. authorities have just released body camera footage that captures the harrowing moments leading up to the police taking down the 18-year-old shooter. nbc news correspondent erin mclaughlin has more on this video. even. >> hey there, in the nearly seven minutes of footage released to the public, we see four different clips of how the incident unfolded. it's chaos caught on camera as police continue to investigate, they're praising the actions of their officers and calling the mass shooting an assault on

their close-knit community. we have to warn you, what you're about to see is disturbing. >> this morning chilling video of the monday morning new mexico mass shooting that left three dead. the farmington police department releasing ring and police body cam footage of the terrifying incident. >> i'm being told he's got an automatic weapon. >> in the shooter's own neighborhood, the sound of gunshot ringing out as he fired at random piercing homes and cars. >> there were so many shots that it left the impression with some citizens that there were multiple shooters. >> officers are seen running towards the danger. and this is sobering perspective of the moment a sergeant was shot. >> i'm shot -- >> capture by her own body cam, her colleagues coming to her aid. >> subject down, subject down! >> also caught on camera an officer firing on 18-year-old shooter beau wilson who was killed by police.

>> the subject is down. he is security. >> police say wilson was initially wearing a bullet proof vest modified with steel plates, removing it before a standoff. >> he is yelling on the ring footage, come kill me. it's my belief that ultimately in his head he has made a decision that he's going to stand and fight it out until he's killed. >> i want-year-old gwendolyn schofield and her 73-year-old daughter melody died trying to save 79-year-old shirley voita who was also killed. the shooting took place the day before the shooter's high school graduation. wilson was armed with three different guns and with access to around 1,400 rounds of ammunition firing an ar-15 assault rifle from his home. as of yet, there's no clue motive. their only clue this note found on the shooter's body reading in part, i'm at the end of the chapter. his family sending their condolences in a statement writing wilson was fighting a

battle of mental illness that he lost. another tight-knit community left to make sense of a senseless tragedy. all of the injured who were shot survived and have been released from the hospital. as the investigation continues police say without the community effort to take down the shooter, this could have been so much worse. back to you. up next on ana cabrera reports, new details about senator dianne feinstein's health. and previously undisclosed complications from shingles. plus, a new signal from a georgia district attorney, when we could see potential charges in her probe of former president trump, his allies in 2020 election interference. -to go bo? -yeah. no. there's my little marzipan! and we're back with developments in the debt ceiling talks. we mentioned how, you know, president biden cut his dinner at the g-7 short to check in on efforts back home. well, the white house just tweeted this photo of the president being updated on those talks with the house speaker's team in washington, so with less than two weeks until the debt deadline, speaker kevin mccarthy is now saying he sees a path to a possible agreement, but the house freedom caucus is now calling for negotiations to stop. nbc news senior capitol hill correspondent garrett haake is joining us with more on all of this. so it sounds like the house freedom caucus is trying to throw a wrench into negotiations. what more do we know about where

things are headed? >> yes, wrench throwing is kind of their primary move in the freedom caucus. i was leaning in to see if i could find out who it was briefing the president on these negotiations. i'm standing about 100 feet in one floor of stairs up from where they've been taking place. so far it looks like the key group that's been doing the work has not yet reconvened for the day. the house freedom caucus was interesting when it came out yesterday. they called for the senate basically to pass the house bill. that shouldn't be surprising. the house freedom caucus are far right members of the republican party who were highly, highly unlikely to ever vote for any kind of negotiated compromise with democrats of any kind, especially on the debt ceiling. i look at their comments as a sign that negotiators might be making progress here if they're jumping ship. >> meanwhile, in washington, there are growing concerns about the health of california democratic senator dianne feinstein following her three-month absenceshingles.

what are we hearing about these new revelations about her health? >> that's the big story in the other chamber today. we learned from her office that feinstein still has been dealing with complications from two shingles complications. one is a syndrome that leaves her with facial paralysis, something that's evident to anybody who's laid eyes on her since she's been back in washington over the last week. the other is that she suffered from encephalitis, a swelling of the brain. her office said those symptoms subsided shortly after she was released from the hospital back in march, but all of this has once again highlighted the sort of precarious health situation for the senate's oldest member. you know, she's been back in d.c. for a little over a week but has still been missing some votes since she has been back. expect these conversations about her ability to continue to be here, continue to be the vote that democrats need, particularly on the judiciary committee and maybe on a future debt ceiling vote coming up. ana. >> garrett haake, thank you so much for joining us from capitol hill. i want to get dr. natalie azar in here now. she's a rheumatologist and nbc news medical contributor.

dr. azar, what do we know about these complications? ramsey hunt syndrome and encephalitis on top of shingles? >> they're both considered relatively rare neurological complications from having shingles. of course ramsey hunt would be considered less serious, more of a major inconvenience with paralysis. some people can experience significant air pain and loss of hearing, ringing of the ear and vertigo. it's not necessarily life-threatening. encephalitis can be quite serious in terms of, you know, the recovery and/or potential sequelae of having encephalitis, depends on the severity and extent as well as the person it's affecting. older individuals, people who are immunocompromised, anybody who may already have age-relate

cognitive decline, there is of course a concern that recovery could be prolonged and maybe even perhaps a full recovery may not even be potentially possible. >> senator feinstein is 89. she's the oldest sitting member in the senate right now. her office says she continues to have complications from ramsey hunt strom specifically. what does that mean for her current health that she's still suffering from this condition? >> it's not unusual. you know, it can take weeks to months, even up to a full year to recover from both of these complications, and especially with encephalitis, if it's diagnosed and treated early, you know, the chances of a full recovery are, of course, increased, and you know, i think it's an obvious disclaimer that any one of us in medical journalism who's commenting on the situation, none of us is privy to her medical history. none of us have examined her. it really is of course the expert opinion of her team of doctors and neurologists who

have evaluated her, but just, again, more broadly speaking we do get concerned when something like this happens to an older individual, just like if someone who's older gets the flu or pneumonia, recovery is a little more difficult. time will tell. it's not unusual to still see the physical effects of the ramsey hunt, but it's still within a window of time where she can expect to continue to improve, and we certainly hope that she does and wish her the best in her recovery. >> i so appreciate your expertise on this in providing that insight. thank you very much, dr. natalie azar. now to the georgia investigation into former president trump up. this morning new hints that charges could come in august. nbc news just obtained a letter, prosecutor fani willis sent to atlanta judges asking them not to schedule trials for the first three weeks of august. now, she also said most of her staff will work from home then. joining us now is msnbc legal analyst danny cevallos.

danny, what can we glean from this new information, this letter? >> fani willis is asking the court to devote, clear its resources, clear the calendar. that can only mean that she plans on big news. whether that means an indictment of trump himself or trump adjacent individuals, we obviously still don't know, but that is a very clear message that she has set a deadline. i mean, she's almost locked herself in to that deadline. imagine if she asked judges, judges who she works with every day in and out to clear their calendar for one month and then she doesn't indict or use those resources that month, and instead does it a couple of months later. those judges would not be very happy. she must be pretty certain that she's not going to burn them, not going to burn the courts and that she's going to stick to this deadline. it's a rather large window, three weeks, but it is a window she's committed to. >> three months from now, though. if she's that certain at this point, why not sooner?

>> because i think planning something this big, everything about fani willis has indicated she's being as careful as she can procedurally. i'm not commenting on the strength of the charges or the investigation. she sent it to a grand jury which really procedurally was an advisory grand jury. she could have just taken the case to a real indicting grand jury. instead she sent it out. that grand jury returned a report, and now she's going to go to another grand jury. down the road this appears to be a plan for her to say, look, i sent it out to as many third parties as i could, this was vetted. if i bring an indictment, if there is an indictment, it wasn't so much me. it was the people, the people speaking through not just one grand jury, but two. >> let's pivot to trump's new york hush money case. "the new york times" is just reporting this morning that the manhattan d.a. is considering bringing new charges against former trump org cfo allen weisselberg including perjury. this is according to people with knowledge of this matter. nbc news has not confirmed this

reporting. but how could that change the case potentially against trump? >> well, any cooperator on the level of allen weisselberg who's really at the top of the trump organization financial business empire would be devastating for trump, but all indications have been so far that weisselberg is not interested in cooperating, and that's why i think this is a bad look for alvin bragg's office because ordinarily, let's say you're talking about federal prosecutors in the southern district of new york, if they want to approach someone and somebody wants to cooperate. the rule is this. look, we're charging you no matter what. this is a done deal. you can minimize your exposure by cooperating, but make no mistake about it, you will have to take accountability. you'll have to plead guilty. this reportedly feels more like the d.a.'s office keeps going back to weisselberg and saying if you don't cooperate, we're going to keep finding new crimes to charge you with. >> potential perjury, wouldn't they have to have evidence to back up the fact that they're saying he lied if that's the case? >> yes, exactly, but you know,

two people are still missing after a massive 5-alarm fire yesterday in north carolina. more than 90 firefighters rushed to the scene in charlotte rescuing at least 15 people including one who was stuck in a crane for more than an hour. here you can see some of those large smoke clouds, the flames shooting hundreds of feet into the air. we are told the fire's temperatures reached temperatures above 2,000 degrees. joining us now from charlotte is nbc news correspondent kathy

park. kathy, what's the latest in this investigation? what do we know about those two people still missing? >> reporter: ana, good morning to you. well, this was an hours' long firefight. unfortunately the fire has been knocked down. it all wrapped up late yesterday afternoon, as you can still see behind me, there's a large presence here on the ground as the investigation into what went wrong gets underway. the answer is still to be determined at this point. meanwhile, use mentioned two people still unaccounted for, our local affiliate wcnc spoke with the family of demonte cheryl, and they say that he was actually in the construction zone at the time when the smoke and the flames began to engulf him. he actually called his fiancee asking for help, pleading for help on facebook live. and ana, we had to move out of the shot as the investigators are kind of combing through the debris right now, but the damage is extensive, and we are told that this was an apartment

complex under construction. there was a lot of exposed wood, so that only fueled this massive fire, and a lot of witnesses even several miles away saw the smoke and the fire. here's more from what they saw, take a listen. >> it was very hot, and the smoke, the water in my eyes, it was insane. i've never experienced anything like this. >> it's gray everywhere. you can smell it. people were saying you could see it from bojangles coliseum area, everything was drifting that way. so it was huge. the pictures were terrifying. >> reporter: the first calls for help came around 9:00 yesterday morning, and just shy of 10:00 a.m. that's when this fire became a 5-alarm fire. that's a pretty big deal. that is the highest response for the charlotte fire department. obviously they had to lean on other resources to kind of tackle this fire. 90 firefighters at one point were on site, and they rescued 15 workers, but still we don't
