11:00 am
one billion dollar investment. that is just for your one. and so this is showing the rest of the country that this is the kind of person he is. if you dare cross him, you are going to be on the chopping block. and for businesses across the country, this is a wake up call. if you dare come across rhonda scent is and not agree with his principles, you are going to be seeing significant penalties, not just in the state but across the country. so this is something that every floridian is talking about and it's not a good day for floridians seeing that what he has done for economics. >> nikki fried, thank you so much. i appreciate. that that's for it for me. i'll see again tomorrow one pin eastern. yasmin vossoughian continues our coverage right over there. tinues our coverage right over there. hey everybody. it looks like it's blue day here at msnbc. the same color and as my friend. alex thank you for handing it
11:01 am
off to, me welcome everyone. i'm yasmin vossoughian. zelenskyy in japan for the g7 summit. he is getting major news on his arrival about what the u.s. and its allies are willing to provide his country. president biden is balancing global diplomacy with the debt ceiling standoff back home. frustrations are growing as the possibility of a default is looming. we should not give it to a ransom note. already, without defaulting, which is where the freedom caucus would like us to go, clearly, without defaulting we have already sent a signal to the world that we cannot be counted on to pay bills. that's incredibly alarming. >> the house passed a strong bill. it has great savings in it. and it's responsible, it puts us on the path. but they need to have reasonable conversations about how we can actually move forward, we're not gonna sit here and talk to them.
11:02 am
>> you information about what the dea will reveal. a charging decision in the investigation that donald trump in georgia. plus, this. >> it is a valid i.d.. it is a prepaid reservation. i already -- yes, call the police. >> rental car confrontation goes viral after a man from -- its denied his rental because workers wouldn't believe, he is an american. britney griner's emotional return to the court. it is coming up. and you don't want to miss. that we will begin though with ukrainian president zelenskyy's urgent visit to hiroshima for the g7 summit. and the big lift this country is about to get from the u.s. and other allies as well. nbc news white house correspondent is traveling with president biden and is joining us now. it's great to have you. let's talk f-16 fighter, jets this is something zelenskyy has wanted for quite some time. and for a long time the biden administration has essentially said no. so something now has shifted, something has changed.
11:03 am
what is? that >> well, hey yasmin, it's great to be with you. this is not the first time that president biden has said they are resistant to doing something. ultimately, after months of pressure, it yields and does that. and in this case, it was really interesting to me how natural security adviser, jake sullivan address this one when reporters pressed him about what the big change was. his answer, he put it in interesting. way he said the u.s. government is a learning organism. this has been a dynamic conflict, and that we have never had a static view of what to do and how to respond. and in other, words this has been an evolving conflict that is changing day by day, month by month. the u.s. has done its best to keep up with the response. one of the key concerns that u.s. officials had in providing the fighter jets is the risk of escalation. john kirby told colleagues that they have gotten the assurances that they're comfortable with from ukraine. these fighter jets ultimately will only be used for defensive,
11:04 am
not offensive purposes. let's be clear, yasmin, about some of the strings attached what was actually announced yesterday. what happened was president biden told his allies that he was no comfortable green-lighting the idea of training ukrainian pilots to use these kinds of fighter jets. but that as this training goes on, then they will answer more authority questions of how many jets are they gonna provide to ukraine. when will they actually provide them and which country is going to be the one that actually turns them over. it's not the u.s. necessarily providing these, jets so another question is how long and how soon will ukraine actually be able to use these, top pentagon officials recently told congress it could take as much as 18 months to train ukrainian pilots to use. these and that's quite a ways away. obviously. but sullivan had another interesting answer on this question. when he spoke with reporters this, morning he said that we've often seen these long timelines for training gets but up in a hurry. so it is a long term play here by the u.s. and allies, but
11:05 am
it's an important one that zelenskyy will have an opportunity to talk to all the leaders here about and brief them on sunday. >> and the dual prospect, right? that it represents. not only the training that it takes in order to prepare a pilot to fly an f-16, but the possibility that this war could go on for 18 more months is also daunting in and of itself. talk to me about zelenskyy's meetings happening so far in hiroshima. and the interaction as of yet with president biden. >> yeah, yasmin, presidents luskey hit the ground running. he had a number of meetings on saturday. he tweeted about it and has video of some of those encounters, meeting with the prime minister of the uk and the prime minister of italy. the president of france, the chancellor of germany and one of the more interesting meetings he had on saturday is with the prime minister of india. we have seen just how united the g7, and how united nato has been behind ukraine as they fight off russia's aggression. we have not necessarily seen
11:06 am
that from countries from india. a democracy, yes, but they have kept those commercial ties with russia. specifically continues to buy oil, which gives them badly needed revenue at this point in time when some of the other countries have imposed sanctions. that's an important and interesting meeting. we're also gonna, see in addition to zelenskyy speaking to the g7 as a whole, and it already is sunday here, he's gonna have that one-on-one meeting with president biden this afternoon as well. so we have seen just the sheer power of president zelenskyy's personal diplomacy. the kind of impact it has had to keep ukraine in this fight. and today is really a marshaling of both that personal diplomacy and something that biden has said he is most proud of during his time in office so, far which is keeping the west united behind ukraine. >> and he's got a lot up in the air right now with the president. he is dealing with what is going on overseas, he's also dealing with the negotiations happening here at home, offering aid up to ukraine but also trying to figure out how the united states is gonna continue to pay its bills on time.
11:07 am
and not default. what are you hearing? we >> well, yasmin, you can't forget the fact that this trip was cut short subject at home to help resolve this debt ceiling standoff with congressional republicans. it's something he had to apologize for several times on saturday, particularly to the australian prime minister who is looking forward to hosting him down in sydney after this summit here in japan and a chip to pop in a guinea in between. president biden have a chance during his meetings on saturday to weigh in for the first time on the latest of where the negotiations are heading and where the holdups are. this is how he addressed that earlier today. >> it goes in stages, and what happens is, the first meetings were not all that progressive. the second ones. were they were. and then what happens is the carriers go back to the principles. they say this is what we're thinking about. and then people put down new claims. i still believe will be able to avoid a default.
11:08 am
and we will get something decent done. >> so, yasmin, we've seen a perfect illustration for why president biden did cut his trip short to get home on friday. remember, we were talking yesterday about that pause that happened, the breakdown that appeared to happen friday morning, when those white house negotiators left capitol hill in a hurry. how long was that delay in the end? it was basically the length of the overnight hours here in japan. those times and challenges are really important here. and the fact that the negotiators of the white house had to wait till morning, here just to get the president up to speed, and maybe to get those talks resumed, that's an indicated of why it's important how the president back in washington to have the negotiations in realtime. >> talk about times of difficulties. three away in the morning there will. we are preach it you getting up early, or staying up, light whichever one of. this thank, you might. good to talk to. you were talking about debt ceiling. we just learned to short time ago the white house congressional debt limit negotiators are not expected to
11:09 am
meet in person today. that news is coming after republican congressman of louisiana who was attacked by house speaker mccarthy to lead the debt ceiling negotiation -- calling the morning meeting not productive. we want to bring in julie tsirkin to talk more about. this speaker mccarthy, truthfully, essentially said that these talks would continue, through the weekend but they're now not meeting today and this deadline is looming. where are we? >> we are days away from that june 1st deadline. and, look i just came from speaker mccarthy's, office where we actually saw a republican congressman, patrick mchenry briefly pop out to use what appeared to be the restroom. he did not answer any of our questions, and then he went back into the speaker sweet. we also saw a large bag of lunch being delivered. presumably at least republicans are huddling, they are talking to talk about next steps to see where they can go from here. because you are, right last night i was also here late when garret graves and patrick mchenry, the two republicans
11:10 am
passed by speaker mccarthy to be in that room with the white house negotiators, they came out and graves, and they don't typically talk much to us. they said the white house was being unreasonable. he called but happened last night not a good negotiation but a candid discussion. so right now they are still far apart. i'm told on the number, on the spending, republicans want to peel back and take us back to 2022 levels. why is that a big deal for democrats? what would undo much of what they were able to muscle through with inflation reduction act, with all of these priorities that president biden is now running on for his second term. take a listen to what senator chris coons had to say about one faction of conservatives under mccarthy that don't think he should be making a deal in the first place. watch. >> there is a small group in the house majority caucus insisting that the bill they have already passed, which would slash spending on everything from veterans to health care to the environment, to education, that be their only position. that could not possibly pass in
11:11 am
the senate. so we have three fairly difficult pathways here. and not a lot of time. it is important that representatives of both parties here default is not an option. and that we pursue a responsible deal. i think the path forward is through our appropriations process, and passing a clean debt ceiling. >> that small group, who has biden's ear is referencing about fourth -- they don't want negotiations taking place. certainly mccarthy is listening to them because he needs their votes. he definitely want to pass a bill that democrats would support more the republicans, do so right now are really at a standstill. >> it's gonna be a nail-biter. from now up until the very, and that is for sure. julie sorkin for, us as always, we thank you. we all know the restroom, check when you don't want to answer questions the, press you go into the restroom. thank, you julie. we are just getting started everybody, we're back into 60 seconds with new information that gives us new insight into what we might see charges in a

let's get into. this former u.s. attorney harriet -- as always, harry. it's great to talk to you. the only people that she wants working in the office during that time period our leadership staff and, quote, all armed investigators. what do you make of all this? >> i don't think it's very subtle, it's essentially an announcement that that is when she intends to bring down the charges. it is consistent with what we already knew and there's already an irony here for trump hoist by his own putter because the fact that he brings turmoil wherever he goes, it means you need advanced planning, we sought and the e. jean carroll case, where he had to announce in advance who he was gonna testify, and in the same, way he has threatened the votes and totally vilified them and they need bulletproof fasts. so you have to prepare for an event like the indictment of a

11:16 am
to redouble their own efforts and the consequences, everybody knows now when she is planning to do this. >> i also want to talk about rudy giuliani, the former presidents attorney targeted in the georgia investigation. he's also accused in this lawsuit of selling pardons. and i want to read, actually want to play for you giuliani's comments to that. and then we will talk. >> we owe, that's total -- i would not sell a pardon, i prop prosecuted more bribery than any living human being. everyone knows is not true. >> the individual who is making these accusations is also making sexual assault accusations as well and claim to work for rudy giuliani while he was working for the former president the united states. her attorney saying there are no recordings of bribery. but nonetheless, it can be proven in the court of law. what do you make of it? >> not much yet, giuliani's
11:17 am
credibility is of course in tatters, but there is a huge golf between somebody alleging in a lawsuit, a lawsuit designed in part to embarrass and publicly, that he would be thinking of selling pardons and some proof that he actually did. even if in fact he did most about it, so i think it is, you know, something that justifiably had catches everyone's attention. but in the overall list of things happening to rudy giuliani, i think it's low down on the likelihood of fruition. >> he's also being sued in pennsylvania by 2020 election, worker's attorney who represented the former president during one of his impeachments is asking to dump giuliani. essentially because he is not cooperating with the attorneys asks. he is not cooperating and he's not paying me. what does it say about rudy giuliani and his prospects going forward? >> well, first he is a dead beat, as is donald trump. second, he is doing nothing and

the republican congressman from florida as well. okay, donna, let's start with you. because i'm wondering how much negotiation room for mccarthy has right now, considering the images that we just showed and who he is beholden to the far-right of his caucus to actually get something done. >> you, know it's interesting because right now kevin mccarthy does not have the support of his conference to negotiate a debt ceiling and to avoid default. he also does not have the votes to negotiate avoiding a default. he has got a lot of push and pull within that conference. he does not want to do this deal with democrats that might jeopardize his speakership. and i think that we are in a circumstance now where republicans can't do it on their own.
11:39 am
and yet they are also unwilling to give anything for democrats in order to get this deal done. and to avoid default. top marbled, as if he, will the pressure that mccarthy is under right now. and how he could give at all with four days time. >> we, donna you are exactly right. this goes back to how kevin mccarthy secured the speakership. made all these promises, some would call it a corrupt bargain, that he was gonna achieve certain things, specifically on this. vote on the debt ceiling. but he will not have the votes within his conference for any deal that he can strike with the biden administration. so he is relying on raw politics here. i think it's important to, recognize the two sides sound equitable. kevin mccarthy and republican say we should spend less. people say yeah sure, i agree with, that joe biden says we should pay our bills. sure, i agree with that. but the problem here is the hostage taking that kevin mccarthy is doing around the good faith of the united
11:40 am
states. all of the cuts that they want to implement, if they can make a political case and actually have the, votes they could do through the regular budget process. but they don't have the votes. i'm curious, this time next, week the status of kevin mccarthy, because he will need democratic support. or he may do wet eric kanter had to do ten years ago, which is pull out kevin mccarthy and hand it to mitch mccarthy to do the final negotiating. it's hard to see how mccarthy comes out with a strong head in this. >> donna, edwards talk about the pressure that the democrats are under right now? i'm talking about the biden administration and if they're not able to get this done, get the bills paid, have a negotiation on this, this could reverberate into the 2024 election. some folks are predicting a major fallout in our economy. >> yeah, i think yes and no. i mean, when i look at where democrats are positioned, democrats are saying across the, board we want to pay our. bills and really just that if
11:41 am
it doesn't come through, who is it gonna blow back on? if history is any indication, i think the blowback is gonna be on republicans. like, separating paying our bills and the full faith and credit of the united states from what they already are engaged, in which is negotiations around spending appropriations and budget that will continue through the summer. there is an easy out for mccarthy on this. the easy out is to do what john boehner did before him which is negotiated deal with democrats where you might lose some democrats, you might lose some republicans, but you get the broad swath and passed the bill and pay our bills. >> let's pivot for a moment. we got a lot to talk about. i want to talk about jacksonville. tell me what you know about this. this is fascinating, democrats pulled off an upset. there this is an area in which rhonda scent is and the governor's race won by 12 points. everybody had come to the conclusion that florida was all but lost for democrats.
11:42 am
but when you look at this microcosm of what took place in jacksonville, what is not telling you? >> yasmin, i would add that this is a region that rhonda scent is represented in congress, he likes to cease from the tampa area, but he's not, he represented the greater jacksonville area in congress. and he lost the mayorship after having endorsed the republican candidate. , look it's silver lining for florida democrats, there's a lot more work to do, but you are going in the right direction, i think what we saw in jacksonville is part of the broader national trend we've seen in the past couple of years, almost as the kansas abortion referendum post ops where the country is saying republicans have gone too far. and so jacksonville is that somewhat republican-leaning traditional suburban american community that otherwise would perform as republicans who now say, i don't think i can see myself as a republican. i want to give democrats a chance. kudos to a great candidate in jacksonville, rhonda santas has a lot of explaining to do today. >> and then there is this other
11:43 am
phenomenon that happened. i think democrats didn't necessarily know -- in 2022, compared to of course what happened across the country performing better than expected, but when you look at this particular, race really kind of all hands on deck here. republicans really sought it out. and by doing, that it seems that they pulled it off. what is this telling them going into 2024? >> well, i've always thought that in order to be really competitive in florida, it's important to engage in what is effectively a regional strategy, focusing resources on jacksonville, focusing resources on the miami area. and so even if democrats may not win florida, it will be very competitive and tough given that desantis seems to be going so hard right that it's alienating a lot of voters and i think that there's an opportunity here for democrats that may not have existed in the last four years. >> donna edwards, david jolly,
