right now, the nation's crucial debt ceiling talks or on hold. and wall street appears to be on edge. as we barrel towards a possible economic catastrophe. house republicans in the biden white house have stalemate this weekend. with no future meetings slated to hammer out a debt ceiling deal with a projected deadline just 12 days out. meanwhile, the 2024 electoral picture is sharpening in focus. and growing in size. south carolina's senator, tim scott, making it official yesterday. that he is running for the presidency next year. and so far, the lone rank republican in an already crowded gop field that is about

to get even more crowded. with florida governor, ron desantis, expected to make his announcement next week, that he will seek the republican nomination for the white house. as a high-profile democratic victory, in desantis backyard, snatches yet another big city office of the mayor from the gop. i'll talk to a florida democratic party chair, nikki freed, in just a moment. about the shakeup in the sunshine state. later, one day after jordan neely was laid to rest, a eulogy that i was both pained and privileged to give here in new york, i'll talk to the pastor that presided over both jordan's funeral and his mother's funeral 16 years ago. the reverend dr. johnny greene. as conservatives, including presidential candidates, continue to lionize nearly's

killer, and come after yours truly for calling him out. much more on that later. first, joining me now, congresswoman chantal brown. democrat of ohio. congresswoman, thanks for joining us tonight. some big developments as the 2024 electoral picture sharpens, starting with republicans losing big in a pair of high-profile mayors races this week. the historically republican-led cities of jacksonville, florida, and colorado springs, colorado going for democrat in a democrat aligned independent, respectively. and with that number of major american cities headed by gop mayors continue to strength, washington post analysis finding that, quote, even as recently as 2000, four of the ten most populous cities had republican mayors. in recent years, that number has been zero.

what do you attribute this trend to urban voters rejecting republicans, as rural voters more sharply embrace them? and with the 2024 presidential race underway, where should democrats read more focus, courting more voters or showing up urban support? >> well, first of all, thank you for having me having the, reverend al. i have to wish my nephew happy birthday today, and my mom happy birthday tomorrow. now that i've got that business, let me get back to the people's business. these trends that we are seeing are going to be critical to our 2020 for president biden campaign. as a black woman, these are two vital democrat -- demographics in the democratic party. so, what you're seeing, in these urban cities, a shift in the rise of the people who have always been the backbone of the democratic party, showing up and showing, out and speak enough.

you have a gop, the grand ole party, who's done nothing but try to revoke the freedoms of the people. and it's upsetting. it's upsetting to us. so, as our urban corps continue to grow, with more diverse demographics, you're starting to see the results yield in our representation. that could not be more exciting for. us as it relates to whether we should be courting urban or rural, we've got to do both, riverdale. that's a no-brainer. we have to court both the urban core and the rural communities. what i've learned, since being a member of agriculture committee, we share some of the same problems. when we talk about some of the health care disparities, when we talk about some of the disinvestment in the communities that we've experienced at the urban core, like lack of broadband, these are issues that also impact the world -- rural communities. so, we have to speak a language that they can relate to, so they can understand who's actually delivering real results to their problems. and i can tell you, being a

member of the 117th congress, having delivered some of the greatest historic legislation in this nation's history, in coordination with the biden harris administration, democrats are the ones who are correcting peoples problems as it relates to roads, bridges, public transit, education, safer communities, health care. these are the things that are top of mind of people, and it's also at the top of mind for democrats, we're going to go into every community and champion that measures, loud and proud. >> let me ask you this, and then we wish you're nephew and mother happy birthday to. >> thank. you >> let me ask you this, south carolina republican, tim scott, filed paperwork yesterday to run for president. in 2024. the official campaign slated for monday at scott college, alma mater in his own town. of charleston. now, scott is expected to set his campaign on his personal story. leading up to becoming the lone black republican to the u.s.

senate since reconstruction. can you see the, today's republican voters, choosing scott over donald trump? who's looking more and more like the front runner in the republican presidential nomination. and can you see scott's personal story resonating with black voters, despite his political affiliation? >> well, i think you know, as an honorary south carolina in, with ties to my sweetheart, i don't know that the south carolinians are up for tim scott in the stories that he would be able to tell as it relates to his upbringing. i know that the democrats are the ones who have the real story that have been connecting with people. now, we have a demonstration in an illustration of what that support could potentially look like for african american republicans, when we went missed the speakers vote. 15 rounds of votes, and they did have a candidate that was thrown into the ring, if you

will, that was african american. and that did not bear out very well for my colleagues on the other side of the aisle. so, i anticipate that this is a nice attempt for mr. scott. but unfortunately, i don't think it's going to resonate with south carolinians or the voters across america. >> interesting. your sweetheart told me the same thing when he called. my radio show on monday. congresswoman, let's go to this, nbc news is reporting that debt ceiling negotiations between the white house and house republican leadership are paused this week. the impact on the economy may already be appearing. the stock prices falling this week, as negotiations stole, yet, house republicans continue to demand massive cuts to federal spending, in exchange for debt ceiling raise. what should democrats do, congresswoman? >> well, before we talk about that, reverend, i don't want to assume that our viewers fully

understand where the debt ceiling is. the debt ceiling is the debt that america racked up on its credit cards. so, we are on the hook, we have to pay these bills. that's why you're seeing some of the issues around the stock market that are occurring. because we are the financial institution that helps set the global economy. so, if we're not doing well, that could have global impact. more importantly, to the people here at home, it could cost us millions of jobs. it could cost peoples mortgages to go up. it would be economically catastrophic, so, it is dangerous for speaker mccarthy, who is the only one right now in the house that wants to keep playing this dangerous game of using the debt ceiling as a negotiation tool. there's a time for dealing with the budget, and that's not now. these are debts that we already incurred, these are credit card bills that we must pay. we are not going to walk away from our fiscal and financial responsibilities.

and negotiations that they have put forth, are just unacceptable. >> they want to cut spending, they don't want to deal with the taxes that they gave cuts to the rich and put that money back in in terms of the -- what they're used to paint access, rib for trump. before we lose you, congresswoman, your joined with congresswoman ayanna pressley, calling on the food and drug administration, to investigate whether popular hair straightening chemicals, known as relaxes, lead to higher risk for certain reproductive cancers. why are black women uniquely at risk from these products? >> well, we use them with higher frequency, and there has been scientific data that indicates that there is a correlation. so, we want to make sure that the fda is doing its part to make sure that we're putting out the warnings, letting women know, too many women in my life have been impacted by some of

the dangers of catchers and -- things of that nature that could potentially have been resulted of using these highly dangerous chemical products. and i've use them, but as you can see, i'm proudly going naturally as days. because i want to be also a demonstration of reflection to my younger people, my peers, my nieces, my nephews. we don't have to conform to the europeans idea, and style of beauty. we should be able to embrace our own looks, as well as maintain our health while doing. it >> and we ought to be safe, no matter what we choose to use. the fda ought to make sure that. thank you, congresswoman, chantal brown, always happy to have you on. joining me now, florida dnc project chair, nikki freed. thank you for joining me, madam chair. >> thanks for having me on, reverent. >> let's start with a big story out of florida, as we mentioned, democrat donna deegan was

elected mayor of jacksonville, florida. in my friend down there -- is still jumping up and down. but where republican mayors have been in power for all but four of the last 30 years in an increasingly red state, deegan defeated the candidate that lost -- by governor ron desantis. what do you think drove this upset? >> first of all, we all in florida are jumping up and down still. i think it's a combination of a lot of factors. first of, all donna deegan is a fantastic candidate, she's lived in jacksonville her entire life, she had been a news anchor. people already knew her more familiar with her. the other thing is, the republican mayor candidate, veered so far right, so out of norm for duval county for jacksonville, and continued to go very negative. donna talked about the issues that were on the ground, ways to bring people together, the other things that were

happening is democrats both across the state, locally, and nationally, really leaned into this race, understanding that after an atrocious november election, we had to get this win under our belt. so, we all dug in, we have got the job done. the other thing is, this is also the first election, after an atrocious legislative session. which will call the governor's legislative session. it was the governor's agenda. when we went out and they banned abortions at six weeks, they pulled back, and now we have permit-less carry in the state of florida. attacking our lgbtq+ community, going after diversity and inclusion, and our higher education system. and really going after everybody who doesn't look like, sound, like pray like and love like ron desantis. this is a backlash of his atrocious policies that are really taking our state in a very dangerous path. >> now, some democrats have written off florida for the 2024 election. after all, the state is the home to the two highest pulling republican candidates for president.

do you think these results suggest that florida remains in play, or what do democrats need to do to win? >> florida has always been in play. after this continuously, rhonda sanchez did not win by 19 points in november, democrats lost by 19 points. it was a complete collapse in the democratic party from voter registration, to excitement on the ground, doing the work that democrats need to do, which is door knocking, and really getting out into the communities. so, our state, and i just won it four years ago as the first commissioner, female commissioner, of agriculture. the first democrat in almost 20 years to win a cabinet position. so, we have always shown up when we needed to. unfortunately, november of 2022, we didn't. so, it is always in play. because of the vast diversity of our state, and also, i want to put this out there, we are the second largest student population in our higher ed system outside of california. so, don't count out are gen z's who are gonna come to the polls,

we are seeing what has happened to our state, they're frustrated, they continue to have active shooting drills. they've seen what rhonda sanders has done to her higher education system. so, gen z is going to show up, we are gonna do the work on the ground. there's a lot of energy, a lot of excitement, on the election on tuesday. we are, without a doubt, back in play. and looking forward to the rest of the nation coming in and investing back in florida. >> let me stay on the subject of 2024. your governor, ron desantis, is expected to formally announce he is running for president next week. according to nbc news. reporting in the lead up to that. he has been signing off on a long list of culture wars. inspired legislation. on wednesday, he signed a series of bills targeting lgbtq people in the state. bending gender affirming medical care for trans youth and expanding the controversial don't say gay bill, last month, he signed off a bill cutting

off funding for diversity programs. and public colleges. he went after black studies and mischaracterizing critical race theories. what are your thoughts on desantis as someone who was very familiar with his track record, as governor. >> i feel that the rest of the country's finally waking up to the extreme maga that ron desantis has turned into. he's even further right than donald trump and this point. right now, in the state of florida, we have an economic crisis. we have the highest teacher shortage in the nation. we have the highest property insurance across the entire country, which is supposed to increase by another 40%. we just went to permit-less carry, six-week abortion bans, banning of books. going after diversity and inclusion, going after lgbtq+ communities. removing elected officials from office. every single day, the state of florida, we are seeing that the maga extremism take over our state. this is not something that's going to be and enjoyed by the rest of the country.

the other two aspect that we have now seen, of, course disney pulling out of our state from this culture war. that they brought on with disney. losing 2000 jobs, one billion dollars worth of economic impact to our state, just in year one. also signing one of the most egregious anti-immigration bills, 800,000 migrants work in the state of florida. they work in everything from construction, agriculture, to tourism. without that workforce, florida's economy is going to start to cripple. so, companies all across the country need to wake up, this guy, if you cross him, if you dare go up against any of his policies or initiatives, he's gonna come after you. whether that is tax incentives, other types of regulatory oversight. this is not somebody who's fit to be president of the united states. it's not even talk about the fact that he doesn't have a personality. to really relate to the people on the ground, we're seeing that as he starting to tour around new hampshire and iowa. you're seeing the reactions of

people on the ground. he's awkward, he's not personable, this is all a fraud. unfortunately, he's really taking the state of florida in a really dangerous direction. it would be the same the same direction you take the country. >> worth noting, well desantis presidential campaign hasn't even started yet, his national ambitions may be costing floridians dearly. disney says, as you said, it is canceling a planned -- one billion dollar office facility that would have created more than 2000 jobs. the company has been targeted by governor desantis, and his allies in the legislature, because of his opposition to some of their anti lgbtq legislation. you talk to -- floridians, every day. who are worried about the economy. and the job market. what do they think when they see stories like this? >> they're heartbroken.

does this part of the fiber of our state, to see that he's going after the largest employer of the state, an employer who takes care of their trash, takes care of other first responders, this is something that people are seeing all across the state. if he's going to go after disney, who's next? who is next on the chopping block? it's also not just desantis. it's an entire republican legislature, so, this is something that we have to make sure, the people of our state also are familiar with. it's not just desantis. he pushed forth this legislation, it's the republican legislature that got it across the board. the people of our state are frustrated, that this culture wars or hurting our economy, or hurting good paying jobs. and this is not where we want to be right now. >> nikki fried, thank you for being with us tonight. after the break, congressional negotiations to raise the debt ceiling could leave millions of americans poor citizens to fall

negotiates towards republicans to raise the debt ceiling, and avoid a potentially catastrophic default, it's important to note the gop seems fixated on just one kind of spending. the funds that go to americans who are most in need. you won't hear anything from republicans about tax cuts. even though the center for american progress says, the bush and trump tax cuts are primarily responsible for the increasing of the debt ratio.

and neither party wants to touch military spending. which adds up to 8.5 trillion dollars over the next decade. instead, what speaker mccarthy and house republicans have put forward, is a bill that would, among other things, push millions of low income people out of programs that provide health coverage and nutrition assistance by requiring them to prove they worked a certain amount of hours each week. the many states, snap recipients already have strict time limits. to receive benefits and work requirements. according to a 2020 report, more than 41% of families who received snap nationwide are working. similarly, 61% of 25 million people on medicaid were working for part-time jobs as of 2021. and many of the others were either retired, disabled, or taken care of small children.

a republican, and juanita tolliver, a democrat. let's start with the widening presidential field on the republican side. tomorrow, south carolina senator, tim scott, is expected to announce his bid for the white house in his hometown of north charleston. this comes as the senator has placed a massive ad buy in iowa and new hampshire. that are set to go up after his monday announcement. meanwhile, florida governor, ron desantis, is also expected to formally enter the race next week. susan, republican voters have been talking -- taking, looking at desantis as a possible trump alternatives. could scott be another viable option, that more as more americans get to know him? >> possibly. i mean, a lot has to do with two factors, obviously, rev. one is first, donald trump. does he end up just falling apart with all the potential

indictments coming along? or as you continue to dominate? the other thing when it comes to desantis, that has been very interesting so far, is that the other candidates seem to, i know it's not organized, but they all are willing to take their shots on him. no, if the other candidates decide to keep going after the front runners, it could cost them a little bit. desantis that is particularly problematic for the republicans. if they want to win in november. and that's because of his policies. he has put together one of the most -- programs in florida in his legislature, like your previous guest said. you have pamela carey going down, six weeks abortion ban. in this fight against disney? i don't understand it. i've said it before, it's like the trifecta of stupendous. >> juanita, let's switch gears to george santos, the republican congressman is now

serving as the treasurer of his own campaign. and several affiliated committees. following his indictment, on 13 counts of financial crimes, last, week by the federal prosecutors in new york. now, this comes after the house on wednesday voted largely along party lines to refer a resolution to expel santos to the ethics committee. democrats criticize the move as they're looking to quickly oust the scandal plagued congressman. how do you see this playing out, juanita? >> look, i think the referral to the ethics committee is a dream scenario for mccarthy, in particular. he still gets to keep the seat, he still gets to keep santos vote, and when reporters asked him about santos, as embarrassing and ridiculous and unserious as he is, mccarthy cannot say, you have to go talk to the ethics committee. he now has political cover. so, i completely understand why democrats are upset about this. and some republicans. because what is clear, george

santos, who is facing ten federal charges under that indictment, probably should not have a seat in congress. there is no question about that. but the reality is, republicans, with this move, get to keep him around and a critical vote we know mccarthy is only working with a five seat margin. >> susan, let's turn to abortion, it could continues to be the focus of political conflict throughout the country. hundreds turned out to protest the abortion rights, for abortion rights, at the nebraska capital on just yesterday. state lawmakers approved a 12-week ban on abortion with some exceptions and restrictions for gender affirming care. for those under the age of 19. six people were arrested, some opponents say that they were caught off guard by the bill. they said state republicans slipped in the abortion restriction measures, into the

trans health bill, as an amendment after previous abortion bans failed to advance. are republicans overplaying their hands to continue to push for these restrictions across the country? >> absolutely. i mean, i do have to say it, no one slips in a moment, if there is notification. if you're paying attention or not. or forgets press attention. the republicans are absolutely overplaying their hand when it comes to women's health care. which abortion is part of. and it is something, that if you want to win a swing state, having a six-week ban is certainly going to be problematic. the one thing i will stay, just as a woman, i don't approve of it. but i think that 12-week ban is going to get some movement among moderate pro life people. when i say moderate, they're not being absolute extreme saying, you know, never be able to have an abortion ever.

it's because, at 12 weeks, that's where 90% of abortions take place. so, it seems to be a window that people may be willing to consider when they're making their decisions. i don't think it will work this go around. but i think it's something that you have to really watch out for on a state by state basis. >> juanita, staying on the topic of abortion, especially in the south, north carolina, a ban on abortions after 12 weeks of pregnancy goes into effect on july 1st. let's take a listen to the states democratic governor, roy cooper, from this morning on our air. >> this legislation slaps women in the face. it's an insult, the people of north carolina are mad. they push this thing through so fast. it took him 42 hours to turn back the clock 50 years. and they did it in the dark of
