g7 in japan. we're going to begin right now with nbc's julia tsirkin on capitol hill force. julie, i know that you have no information about a phone call with the president and the house speaker. presumably this took place on board air force one. what do we know? >> yes, it. debt that's exactly right. i just got done out of the 20, nearly 20 minutes -- with the speaker. he walked out, along with their graves top ally in these negotiations. you had a conversation with president biden on air force one, as the president, of course, makes his way back to the united states from g7. the big picture here is a -- from mccarthy, from when we talk to him just a few minutes before that phone call. he said it was a productive discussion, he said the two leaders agreed to meet in person, sometime tomorrow afternoon. this is after the president is able to recover from his travels. it's still the top line number, here how long the that limitless will last, what the

spending cap situation is, how much money they're going to be saving in the future as we parodies issues to get, there that work requirements, all of, that still on the table. mccarthy is making it very clear he does not want to negotiate in the process. the bottom line here, alex, a very big tonal shouts. much better place than where we were yesterday when talks completely fell apart between the two leaders. here's mccarthy on fox news, just before he was able to talk to us, and before he had the phone call with the president. bernie sanders following that on our air, watch. >> well he really rigs the dog. when bernie sanders, or aoc says something, the white house shifts the other way. i'm sorry, nobody believes in any household that you should spend more money. >> kevin mccarthy is now directly calling you out by name, just seconds, ago on fox news, for being the reason the discussion about this has broken. down your response? >> well, i doubt that very much, but to the degree that the

white house says to these republicans, stop your hypocrisy, stop defending the billionaire class from paying their fair share of taxes while you want to cut programs that the elderly, the children, the sick, and the poor need. if i had any role in progressives, that's my great. >> listen, obviously things have changed since we heard from mccarthy and bernie sanders on their respective networks today. look, mccarthy had to praise the negotiators. he had nothing but good words for shull and a young, the omb director, -- president biden's longtime ally, the two people who were in the room on behalf of the white house. we did not see them there yesterday. they were not in this building, they did not meet with the republican negotiators. we are told by mccarthy and his team that they are expected to meet again here in the capitol later today, so i'll be sure to of course take that meeting out and bring you the latest. >> the i know you. well behind the scenes for folks who are watching, and you literally just came from that

gaggle. you came to the camera here, we were just in the videotape that you brought, as we're going to play some clips later, hearing directly from speaker mccarthy as well. we thank you so much for your, efforts julie, thank you. there's more breaking news in the g7 summit, with the president sitting down with president zelenskyy today. this reaffirms americas commitment, to talk more about new plans to train ukrainian pilots to fly f-16 fighter jets. zelenskyy says this is a critical step to help ukraine regain control of its airspace. >> this is the first step for the iran, we have several months for the training of the pilots. they now tell you how many will be able to get. i can't tell you how, or one it'll take place. it is important for us every day. >> as florida governor, ron desantis, prepares to fire paperwork to run for the gop nomination, the naacp is issuing a new travel advisory

warning americans that florida is openly hostile towards african americans, people of color, and towards lgbtq+ individuals. let's go now to nbc's peter alexander, he's joining us from hiroshima. peter, welcome. before the president departed, i know you asked him about his support for supplying ukraine with the f-16 jets. what did he tell you? >> yeah, that's exactly right. we heard from president biden on multiple occasions today. for, us when he was sitting side by side with president zelenskyy of ukraine, who really did have a show stopping appearance here, but grammatical rival in the g7. an opportunity to be face to face with so many allies, including the united states, have called the situation on the ground in ukraine right now. in that conversation, president biden said to zelenskyy, will you form the commitment, saying that the u.s. and its allies will not waver in their commitments to ukraine. he announced 300 and $75 million in new military age, and the form of ammunition,

artillery, anti tank weapons, as well as -- also, announced formally that the u.s. and its allies would begin in the coming weeks to train ukrainian pilots on fortuna ration fighter jets. this includes f-16s, ultimately agreed to greenlight the providing of those f-16s to ukraine. not necessarily from the, u.s. but from some of america's allies, if they want, with no timetable set for that. the president had ball to do in that in the past, he was resistant, fearing that it could widen this -- i asked him about the various, you take a listen. >> what assurances do you have it providing f-16s won't escalate this war? >> i have a flat assurance from the, from zelenskyy, that they will not, they will not use that to go on and move into russian geographic territory. but, russian troops are, within

ukraine, and the, area they won't be able to do that. >> the kremlin responded that the presidents -- shortly after he made it effectively say it was a colossal risk by the united states and its allies to provide f-16s to ukraine. the president asked about that, said that the risks were being committed by the russians right now. the bottom line is, the president has facing criticism at home for being in the eyes of those critics, low initially resisting of the patriot missiles, resisting giving these f-16s, resisting against these tanks. ultimately agreeing to do. at the president acknowledge that those f-16s are not being provided to help with the counteroffensive, alex, that's going to be taken place in the not too distant future. they're part of the u.s.'s long term commitment to ukraine security, and its defense. alex. >> one hunted percent. peter, let me ask you a question. a big issue relative the escalation is the way that both

sides viewed the region of crimea. both sides claim authority over crimea. is that an area that was addressed by the president at all in that news conference? >> yeah, the president did not specifically address the eastern region of crimea, to what you are referring right now. there's a lot of russian speakers, many of whom side with vladimir putin throughout the course of this conflict. when the president has long viewed crimea as part of ukrainian territory, and has supported the ukrainians desire to try to fight to regain that land, at least from my understanding of our back and forth, it appeared clear that the commitment that he received from president zelenskyy was that they would not go on offense into russian territory. basically, into russia itself. it did not appear that that was any reference to crimea. he really wasn't specific about, that alex. >> okay, peter alexander, thank you so much for your candor that answer. i appreciate that. the fight for abortion rights, and one lawmakers renewed push

sarah jacobs, a democrat from california. she's the youngest member of democratic house leadership, serving on the steering and policy committee, as well as foreign affairs and armed services committees. it's good to have you back on the broadcast, congresswoman. let's get into that as. we have just heard in the last hour that president biden, and speaker mccarthy, have a productive call while president biden was traveling back on air force one. the two will be meeting tomorrow in person. by the, way just the two of them, most interesting, they'll be talking about the debt ceiling. can mccarthy make a deal with biden? that doesn't risk being broken by the various factions of the gop, and vice versa. are you confident that the country will avoid to fault? >> i'm confident in president biden, and his ability to make sure that we get something that's good for our country. i think we need to realize that's, speaker mccarthy has not been negotiating -- he's been adalynn requests at the last minutes, we know that he doesn't have the full

backing of his entire conference, that he will not be able to deliver 218 votes for any deal. he's going to need to rely on democrats in the house, and democrats in the senate to get this passed. i think one of the things were really insisting on is that if you want to talk about getting the deficit under control, we need to talk about raising revenues. we know that's an effective strategy, and that doesn't seem to be something that speaker mccarthy is willing to entertain. >> very interesting. we'll see if one want that shot tomorrow. meanwhile, we know the president today -- and that face to face meeting with president zelenskyy in hiroshima. they talked about the new plan to train ukrainian pilots to fly f-16s. brighton says that he's gotten assurances that this is not going to lead to an escalation of the war. as an expert in conflict resolution, is this the development that concerns you at all? do you see avenues there which it could escalate the war? >> look, i think there is always a risk of escalation.

i think that the president has received the assurances that he needs president-elect ski to feel comfortable with this train of f-16s. i think we've seen throughout the course of this conflict, the ukrainians have been very true to what they've said to us in terms of the constraints we've tried to put on in terms of, you know, not allowing them to use their weapons to attack into russia itself, but only to protect and defend the ukrainian territory. >> what about the g7, which wrapped up today with the urgent plea to china to process russia to end the war? yesterday, both china and russia lashed out with what they see is g7 attempts to double containment. the bonds are seems unbreakable. can the u.s. thread the needle to rein in china's ambitions, and also maintain economic ties? >> look, i think what the president said is exactly right in regards to china. we need to figure out how to deal risk, then we need to bring the temperature down.

that we're going to see a thaw in conversations. we know that there was already a productive conversation between national security adviser, jake sullivan, and his chinese counterpart. this is really a buffet going out how we govern the international community together, and make sure that we are standing up for the values that we care about as americans, and as democracies, and that's why i think the g7 meeting is so important. we know that there's a lot of global challenges, we're going to work on this together. climate change, dressing food and securities, especially in the global south. all these things are going to require all of us coming together, making sure that we are actually addressing these needs. >> let's switch to an important topic, it's completely different than what we've been talking. about i noticed it's important to you. it's an initiative you're working on. it came about after roe was overturned. it has to do with data privacy for women and using apps to track their cycles. explain, that and the progress we've made.

>> yeah, you know, when the dog's decision came out, i started getting so many phone calls from friends, and, peers constituents, worried about their data. i use a period tracking app myself. many people use fertility tracking, apps or even use the internet to search for questions about how to find an abortion clinic, for instance, or to order mifepristone, another abortion medication if they need at. right now, there is no federal protections for this kind of data, and we know that it's vulnerable, it can be used against people. we've already seen that in a number of cases. what my bill does, my body, my data acts, a great two national standard where companies can only collected retain what is strictly needed to provide the service you ask. for instance, if you are using a period tracking app, they can also collect location data. they can't share, they can't sell it. you can ask for it to be deleted anytime, and you have the right to sue if your

alex this overseas trip has been largely overshadowed by the domestic disputes he's been happy with house republicans over the debt ceiling negotiations. as you just played, kevin mccarthy said that he and the president spoke on his way back from japan today. they're meaty one-on-one tomorrow, and biden's rhetoric yesterday, the press conference earlier, it was really sort of an escalation have house republicans. calling the maga extremists, saying their positions are too partisan, and he does see a bipartisan way forward given everything that they have proposed. that is of course in part due to, you know, those far-right members, in the house republican caucus that really can hold speaker mccarthy hostage to an extent when these negotiations are coming up. the clock is ticking, and president biden knows that. it seemed like he was playing a bit more hardball with republicans at this press conference then in weeks past. >> would you say, alexei, that the trump, overall, was a

success for president biden? was there anything that was left on the table because he had to leave early, to the point you're making? >> i leave it to his team in the white house to say whether they think it was a success. certainly, there's been ample coverage of other things going on beyond what i was just discussing happening here at home. to your point, the movement towards sullen ski and ukraine is obviously a big win for the administration, and the white house, in their eyes. that's gotten a lot of coverage as well. >> so, let's add china, mark, biden said tensions with china should dawson. what does the g7 duress game but not decoupling approach to china look like in practice? >> so i think there is a recognition that china, perhaps, is not an enemy, but that it's a competitor. i think that was the language use, there it was really smart. there was a world in what you have the united states, europe, china as a dominant player. it's not a country that we can

ignore. it's not a military confrontation is inevitable. i think after the espionage scandal, they balloon has trends first across the u.s., think a lot of us are waiting for this -- particular, if it comes to new ukraine, china can play a productive role as it did. innocents -- is a state of china. having china involved in this process i, think it's going to show some progress down the line. >> yes, national security coordinator john kirby is backing me up right there. let's take a listen to what he suggested about the relationship. >> china's influence can be a good thing, kristen. there are few, very few leaders around the world that mr. putin is willing to listen to. presidency is one of them. our message to china has been use the influence you have to encourage them to get out of

ukraine. >> talk about the delicate dance, mark, of rhetoric used when discussing china this weekend, if this theory impacts the way he's suggesting. >> sure. are you have to remember that the administration has called, has done what i call dancing with the raindrops when it comes to ukraine. provide a in incredible amounts of assistance, frankly, over the last, year but not doing so that to risk confrontation escalation with russia. that it was always been with president biden's biggest concerns, and that is where china really can help, and i think having a relationship where things such as a future phone call between president biden and xi, but having the military hotline at established again. these are positive, you know, measures that i think we can look forward to because ultimately, look, the u.s. is committed to ukraine women, we have to do so in which there's no risk of escalation with russia, and ultimately china

understands. that they seeks to billet-y. don't, i wouldn't see the chinese role in this is anything other than a positive step. one final piece, u.s. china have a long period of escalation. china's ukraine smartest training partner, so the koreans but also welcomed us as we move toward the offensive, and perhaps, diplomatic negotiations down the line. >> alexei, my producer was listening to what you are saying earlier so i want to play the soundbite that you referred to earlier what biden said about the politics behind the stat ceiling talks is bringing about, here it is. >> i think there are some maga republicans in the house who know the damage that it would do to the economy, and because i am president, and the president is responsible for everything, -- they'll claim that that's the one way biden is not reelected. >> is that a widely held view

outside of capitol hill? we're talking about maga, republicans not moderates. are they risking the value of the u.s. economy to get republican wins next year? >> they are certainly a political benefit and ramifications that will come from this, no matter how it works out. we know that both parties are keenly aware, we're in the middle of a presidential cycle, republicans want to do everything they can to hold on to their house majority, which is you now, is by five seats. you know, he's using his own rhetoric in his situation to say that this is what house republicans are doing. to be clear, they haven't shown any willingness to back off of their increasing the partisan proposals, and so in that way, you know, while they're saying there will be no default, there are not really showing, in terms of these negotiations, that they're willing to do what

it takes to get their, and to back off from those more partisan republican party politics, that, again as the president said, quickly to voters blaming him, and at that point, voters aren't going to care how the sausage gets made, or does get made. they're going to look to the president and say, what could you affix this? >> mark, i do have a question i want to ask you before we go, and this is about a new social media campaign where the cia as offering russians a secure way to share information about the ukraine war with the u.s.. how with this work, and do you think russians would be willing to risk doing that? >> i think this is a fantastic step on my former colleagues. look, they put this message on telegram, which is an app that many in russia, particularly in the russian security establishment, follow. two things here were actually encouraging russians who are very sad about the growing direction of the country to come forward and volunteer, virtually. this is not walking into a u.s.

this is a long term commitment, long term play. over five decades, we've seen the gop really go after access to an abortion, and our bodily autonomy in multiple ways. this is part and parcel with that. as you, said this is a losing issue. overwhelmingly, american support access to an abortion, and i believe that we can all fundamentally see what's really happening here. that republican governors, invoke republican legislatures at the state level are actually setting up barriers, like i necessary ultrasounds, and require visits, in waiting periods, and then following up those barriers with these bands. americans are saying very clearly that these are not so cold reasonable compromises when you're talking about six weeks, 12, weeks 15 weeks. all of it is an attack on our autonomy, and all of this should be taken seriously. >> republican led states are changing rules to keep the issue of abortion off the ballots after pro abortion rights ballot measures. one california, michigan,

vermont, kentucky, montana, kansas as well in 2022, susan. what effect would that have? >> well it's much easier to get people to come out for something, like to get their rights, back for example. like to return to the roe v. wade situation, maybe not that exactly, but getting this in place. that's critical. it's very hard when you just want to say, come out, keep things away it is. this question is going to be a very big issue in 2022. we've seen it in 2023. we're definitely going to see it in the 2024. as a matter-of-fact, police say this, i believe it'll be the top issue in -- against trump, above the candidates, that's what's going to get people to turn out. >> david, in, fact none of this applies, in your state, because governor ron desantis is expected -- to for his 2024 presidential candidacy. he is running, as you, know on a six-week abortion ban.

another ultraconservative laws on guns, gender pronouns. he's calling a florida's blueprint for the rest of the country. other gop states, they are pivoting because they see this as a losing strategy. so how far is this pop from going to take desantis? >> within a republican primary, there is some fairly good currency, but in a general election, and what we continue to see is that republicans are made out of touch with the general election voters. the opportunity lost, a mistake by -- and pursuing cultural, war saying that a culture or has two sets. they unite both sides with equal passion, where donald trump seasonal roshan of support, especially in the suburbs, they will begin to say, hey, i don't like this donald trump leadership. rhonda scent is this, a well if you don't like, that let me show you the culture wars i'm trying to lay across the nation. hey, this is given them a foundation for a run in the republican primary. i don't think it'll catapult

and the nomination, he thinks it well. ultimately, any republican in the culture war platform, like that around desantis in the general election, is going to be in trouble. >> this is a heck of a culture war platform opposition. the naacp have been issued the new travel advisory. a travel advisory, everyone. morning that florida is openly hostile towards african american people, people of color, and lgbtq individuals. what was your reaction when you heard about that? >> my reaction was that it was absolutely necessary. the naacp is rightfully sounding the alarm on the kinds of hostilities that so many of us can and will experience if we cross that state border into florida. the truth of the matter, as many places think that this is not the right plan. there are other states that are copying and facing a lot of these policies, and doing such harmful things. i also think it's critically important to remember just how quickly this window can shift. we see people, like trump, iran
